The Financial Oversight and Management Board (FOMB) has certified a revised 2024 Fiscal Plan for the Commonwealth, cautioning that fiscal stability remains vulnerable without stronger implementation of structural reforms.
In a recent letter to Governor Jenniffer González Colón and the Legislature, the FOMB said the revised plan reflects updated economic data, new federal funding assumptions, and adjustments to long‑term spending projections. While the FOMB accepted the changes, it noted that Puerto Rico’s progress toward financial sustainability—and the eventual dissolution of the Board—depends on consistent adherence to the plan’s mandates.

these reforms are not optional; they are essential to achieving the sustained fiscal balance required under PROMESA.
Energy remains one of the most significant vulnerabilities. The revised plan incorporates updated assumptions for the Puerto Rico Electric Power Authority’s restructuring, renewable energy integration, and the transition to private operators. The FOMB warned that instability in the energy sector continues to threaten economic growth and government revenues. Ongoing litigation, delays in the procurement of generation, and uncertainty surrounding LUMA Energy’s long‑term contract all pose risks that could undermine the fiscal plan’s projections.

The revised fiscal plan replaces the version certified earlier this year and incorporates a more cautious revenue outlook. The FOMB noted that the government’s initial projections were overly optimistic, given slowing economic indicators and the gradual decline in federal disaster and pandemic related funds. Although the island continues to show resilience in manufacturing and employment, the Board expects growth to moderate over the next several years. As a result, the fiscal plan now reflects slower growth in income and sales tax collections, as well as the fiscal impact of recently enacted tax relief measures. The Board warned that any additional tax cuts not offset by spending reductions or new revenue sources would threaten long term balance.
On the expenditure side, the FOMB expressed concern about rising costs across major government functions, including payroll, healthcare, and operations. The revised plan incorporates updated estimates for Medicaid, public safety, and teacher salary adjustments, as well as new capital investment initiatives. While the Board acknowledged the administration’s efforts to modernize government systems, it stressed that spending growth must remain aligned with certified projections to avoid future deficits. The letter highlighted persistent structural risks, including uncertainty about Medicaid funding after 2027, escalating pension obligations, and delays in implementing digital transformation projects, such as the Enterprise Resource Planning (ERP) system.
The Board also raised alarms about the slow pace of reform implementation. The fiscal plan includes updated timelines for education, energy, permitting, and tax administration reform, areas where the FOMB reports progress has lagged. The Board cited delays in permitting reform, incomplete implementation of tax administration measures, and limited progress in agency right sizing. The Board emphasized that
Although the FOMB certified the revised plan, it acknowledged areas of disagreement with the administration. The government argued that certain expenditure projections—particularly in education and public safety—were too restrictive and that its revenue estimates were achievable. The Board, however, insisted on more conservative assumptions to safeguard Puerto Rico’s fragile recovery.
Certification came with clear expectations. The government must submit updated reform implementation reports, demonstrate progress on the ERP rollout, provide updated Medicaid contingency planning, and ensure that any new legislation complies with the fiscal plan’s cost parameters. The Board also reminded the Legislature that all bills with fiscal impact must be submitted for review before enactment, a requirement that has not always been followed.
The FOMB’s letter also addressed a question that looms over every fiscal plan cycle: what Puerto Rico must do for the Board to dissolve. Under PROMESA, the Board can terminate only after the Commonwealth achieves four consecutive years of balanced budgets, regains access to capital markets at reasonable interest rates, and demonstrates it can maintain fiscal responsibility without external oversight. The FOMB noted that Puerto Rico has made significant progress—balanced budgets, improved financial reporting, and the restructuring of more than $70 billion in debt—but warned that the island has not yet met the statutory benchmarks. Sustained discipline, full implementation of reforms, and strict adherence to the fiscal plan are essential for the government to demonstrate that it can maintain long‑term stability on its own.
The FOMB instructed the government to prepare the FY2027 budget in full alignment with the newly certified plan. The FOMB is expected to review the Legislature’s amendments in the coming weeks and issue a final certification before the fiscal year begins on July 1. The next major update to the fiscal plan is expected in early 2027, unless economic conditions require an earlier revision.

The Puerto Rico Energy Bureau has ordered LUMA
Energy and Genera PR to appear at a virtual technical conference on June 25 to explain how they developed their latest fuel and purchased power cost projections, particularly in light of a sudden decline in international oil prices following a June 14 agreement between the United States and Iran.
LUMA is the private operator of the Puerto Rico Electric Power Authority’s (PREPA) transmission and distribution system while Genera PR operates its power plants.
In a Resolution and Order issued June 18, the Bureau said the recent drop in oil prices could materially affect the quarterly factors LUMA filed on June 1 and June 15. The agency stressed that this development “must be con sidered” in the preparation of the projections and directed LUMA to submit an amended quarterly factor proposal by June 24 at noon if the new market conditions were not incorporated. The conference will focus on the proposed Fuel Adjustment Clause, Purchased Power Cost Adjustment, and other rate components that determine customer bills for the July–September 2026 period.
The Bureau also issued two extensive Requests for Information requiring LUMA and Genera to provide de

tailed data on system operations, fuel supply, outages, and accounting practices. The questions cover a wide range of issues, including whether the companies have identified errors in their proposed rates, whether they have experi enced fuel delivery delays or force majeure notices, and whether unplanned outages affected fuel and purchased power costs during the March–May 2026 reconciliation
period. The Bureau is also seeking explanations for any instances in which lower‑cost fuels such as LNG were un available, forcing reliance on more expensive alternatives.
The order demands full disclosure of any natural gas delivery shortfalls, including the dollar impact on monthly fuel costs, and requires LUMA to provide journal entries and reconciliations related to fuel inventories as of May 31. Regulators also want updates on the status of a $55 million fuel cost deferral tied to a dispute with New Fortress Energy, first identified in a December 2025 order, and whether that deferral has affected LUMA’s March 2026 reconciliation.
On the annual factors side, the Bureau is asking LUMA to clarify the corrections to its proposed CILT, SU BA‑HH, SUBA‑NHH, and energy efficiency rates for the July 2026–June 2027 period. Regulators flagged discrep ancies in LUMA’s subsidy forecasts, including references to FY 2026 data in FY 2027 filings, and questioned the removal of certain subsidies, including Lifeline Residential Service, public housing subsidies, irrigation district costs, and the General Agricultural Service subsidy. The Bureau is also seeking the source of a $16.5 million annual con tribution to the Energy Bureau included in the SUBA‑HH rider and wants confirmation of whether LUMA included any provision for uncollectible accounts in its proposed annual factors.

The mayor of San Juan, Miguel A. Romero Lugo, an nounced the start of the program Capital Response
, an initiative through which the Municipality will invest $1 million from the Municipal Emergency Fund to acquire and install residential cisterns in homes affected by the recent water crisis.
The program will benefit up to 400 families with potable water storage systems that will allow them to more reliably face future prolonged service interruptions.
As part of the first phase, the Municipality deliv ered certificates to the first families qualified to receive the benefit.
“During this emergency, we have witnessed the suf fering and uncertainty faced by thousands of families. We knew we couldn’t limit ourselves to simply distributing water; we had to offer alternatives that would help our residents be better prepared. That’s why we activated the Municipal Emergency Fund to create Capital Response and bring permanent solutions to affected households,” said Romero Lugo.
Participants were identified from cases handled by the Municipal Office for Emergency Management during the water emergency, particularly residents who relied on municipal distribution and did not have adequate storage systems in their homes.
The program seeks to strengthen the resilience of families, reduce their vulnerability to prolonged service interruptions, and provide a permanent solution to ad dress future emergencies related to water supply.
As part of the validation process, the Municipality evaluated hundreds of cases to ensure that resources reached the families with the greatest need. As of June 18, 172 families had been identified as qualified to participate in the initiative, 160 of whom were invited to the initial certificate distribution held at the Univer sity College of San Juan. The evaluation will continue over the next few weeks until the maximum number of beneficiaries allowed under the program is reached.
For her part, the director of the Department for Community Social Development, Francine Sánchez Marcano, highlighted the work done to implement the initiative in record time.
“This program arose from listening directly to the communities and understanding the reality they have faced during this emergency. Our team has worked on a case by case basis to ensure that this aid reaches those who truly need it. Each water tanker represents a concrete tool to help families be better prepared for future service interruptions,” he stated.
The municipality completed a competitive bidding process for the acquisition and installation of the water tanks through a call for proposals directed at potential
suppliers. As a result, four companies with the capacity to carry out simultaneous installations were selected, which will expedite the delivery of the systems.
“When we created the Municipal Emergency Fund, we did so thinking about moments like this. Today, we are transforming emergency aid into a lasting solution that will provide greater peace of mind and security to hundreds of families in San Juan,” Romero Lugo concluded.

Up to 400 families will benefit from potable water storage systems that help ensure access to water during extended service outages.

Amnesty International is sounding the alarm over what it describes as a “clear pattern of democratic deterioration” in Puerto Rico, citing a series of legislative and executive actions that it says restrict public oversight, weaken civil liberties, and shrink the island’s civic space.
“These are not isolated incidents; they are warning signs,” said Liza Gallardo Martín, executive director of Amnesty International Puerto Rico. “When a government legislates to hide information, make justice more expensive, and surveil those who protest, what’s at stake is the right of an entire people to participate and hold power to account.”
At the center of Amnesty’s critique is Law 156‑2025, which expands the time agencies have to respond to public records requests, adds new bureaucratic hurdles, and allows information to be classified as confidential with limited external oversight.
Gallardo Martín argued that the measure undermines transparency and directly affects journalists’ ability to scrutinize government actions. She also criticized what she described as a growing normalization of hostility toward the press, including state‑controlled credentialing requirements for media access.
The organization also highlighted what it called a “fabrication of enemies” through discriminatory laws. Among them: Religious Liberty Law, which Amnesty says could enable denial
of services based on personal beliefs; Law 63‑2025, banning gender‑affirming care, and Law 26‑2026, restricting access to inclusive bathrooms.
According to Amnesty, these measures reinforce stigma against LGBTIQ+ people and legitimize narratives portraying marginalized groups as threats.
Maritza Maymí Hernández, a researcher with Amnesty International Puerto Rico, raised concerns about Law 82‑2026, which requires challengers of construction permits to post a bond equal to 10% of a project’s value.
“This turns environmental justice into a privilege reserved for those with significant financial resources,” she said, warning that entire communities could be left without meaningful tools to defend their health and natural resources.
Amnesty also criticized Law 64‑2025, which gives the Secretary of the Treasury broad discretion to grant or deny tax exemptions to nonprofit organizations. The group warned that such power could be used to pressure or punish community, environmental, journalistic, or human rights organizations that scrutinize the government.
The report further denounces the use of advanced surveillance technologies against protesters, citing the installation of cameras with facial recognition, audio capture, and night vision in Rincón during environmental demonstrations at the Tres Palmas Marine Reserve. Amnesty argues that 24/7 monitoring

of activists under the pretext of protecting heavy machinery sends an intimidating message to those exercising their right to peaceful protest.
Gallardo Martín also expressed concern over collaboration between local police and federal immigration agencies, including ICE, in operations affecting Dominican and Haitian communities. Amnesty says these interventions have involved racial profiling, warrantless detentions, and practices that discourage victims of crimes—including domestic violence—from seeking help.

During its regular session, the Senate of Puerto Rico approved a measure introduced by Majority Leader Gregorio Matías Rosario aimed at strengthening the protection of the Puerto Rico Police Retirement Trust Fund and ensuring that its resources are used exclusively to enhance retirement benefits for members of the police force.
Senate Bill 1323 amends the Puerto Rico Police Retire-

Horario: Lunes a Viernes | 8:30 AM - 5:00 PM
ment Trust Act to establish that, although compensation such as overtime pay, accrued leave, and separation settlements remain legitimate rights of police officers when provided by law, such payments must be funded through the employer’s ordinary budget appropriations rather than through resources from the trust established to strengthen pensions and retirement benefits.
Among its provisions, the bill mandates that all funds, assets, income, earnings, surpluses, and any other resources belonging to the trust be used solely and exclusively to improve retirement compensation for eligible members, strengthen existing or future benefits, make additional contributions to retirement plans, and cover only those fiduciary administrative expenses

that are strictly necessary for the administration of the program.
The legislation prohibits the use of these resources for the payment of overtime, accrued leave, separation or retirement settlements, payroll, salaries, pay differentials, ordinary fringe benefits, employer liabilities, operational expenses of the Puerto Rico Police Bureau, government budget shortfalls, or any other purpose not directly related to the retirement benefits of eligible members.
Likewise, it provides that any surplus generated by the trust must remain within the trust to be accumulated, reinvested, or used in future fiscal years exclusively to strengthen retirement benefits. It also establishes that any additional discretionary contributions made pursuant to Act 106-2017 may only be used for retirement-related purposes and not for the payment of operational or employer obligations.
Additionally, the Senate approved, among other measures, Senate Bill 1114, authored by Senator Karen Román Rodríguez, to amend the Puerto Rico Land Administration Act and extend the minimum interval for audits conducted by the Office of the Comptroller from once a year to once every three years.
The Senate also approved Senate Bill 1206, introduced by Senate Vice President Marissa “Marissita” Jiménez Santoni, to extend the medical malpractice civil liability limits applicable to the Government of Puerto Rico to Doctors’ Center Hospital San Fernando in Carolina and to any other hospital owned by a municipality or the Government of Puerto Rico, regardless of whether it is managed by a private or public entity.

JoAnna Mendoza, the Democrat running to represent a southern Arizona congressional district that could determine control of the House next year, remembers with painful clarity the moment she hit bottom.
It was March of 2012, and after a night of heavy drinking, Mendoza, who had been abusing alcohol to numb the trauma of a sexual assault she had experienced months earlier, drove into another car in a parking lot. She was charged with driving while intoxicated.
“That moment made me realize I needed healing,” Mendoza said in an emotional interview this week in which she recounted the previously undisclosed incident while sitting at a public library in Casa Grande, miles down the road from the desert town of Eloy where she grew up. “I couldn’t keep pushing this stuff down and hiding it.”
Today, Mendoza, 49, is sober and leaning heavily into her personal history in her campaign to unseat Republican Rep. Juan Ciscomani in Arizona’s toss-up 6th Congressional District, in a race that could be crucial to Democrats’ chances of winning the majority in November.
In such a competitive race for such a critical seat — Mendoza said Republican trackers often follow her, even filming private moments with her 10-year-old son — she said she expected the Ciscomani campaign to highlight the incident to attack her character.
She is betting instead that it will humanize her with voters who can relate to her lowest moments.
“I’m hoping that other people will see themselves in me,” she said. “And that despite all the things that have happened, it’s so important for me to do this now at this moment because of what’s at stake.”
It is one of the most important seats that Democrats are targeting, and Mendoza is a unique candidate. Working-class people remain a rarity in Congress. And her biography — she is a queer single mother who grew up in rural poverty and served in the Navy and as a Marine Corps drill instructor — checks so many boxes it almost feels out of a movie.
Growing up, Mendoza would wake at 4 o’clock on summer mornings and wait at a gas station with her parents for a bus to drive them to cotton fields where they would pick weeds with bare hands under the desert sun.
Her family never had a car. She remembers riding her pink bike to the grocery store with food stamps in her pocket and then home with

plastic bags balanced on her handlebars.
“There was so much shame about it,” Mendoza said. “Everyone knew if you were using funny money, you didn’t have any.”
These days, things are pointing in the right direction for Mendoza’s campaign. She handily outraised Ciscomani, the two-term Republican incumbent, in the first quarter of the year, taking in $2.4 million to Ciscomani’s $1.1 million.
A recent Republican-commissioned poll showed Mendoza beating Ciscomani 47%44%. Even some Republican operatives are questioning whether Ciscomani can still win in the current political environment, which is trending against the GOP.
Chuck Coughlin, a Republican political analyst, said on a recent podcast that the race was an uphill battle for Ciscomani, especially against a retired Marine with “a very compelling story.” It is also a populist moment when voters are angry at a government many believe has failed them at every turn.
Mendoza joined the Navy and then the Marine Corps after high school, the only path she saw available to her as she tried to escape rural poverty. But that version of the American dream was disrupted after a night of heavy drinking at a bar in 2000, when Mendoza, then a 23-year-old lance corporal, was sexually assaulted by a marine sergeant whose advances she had resisted in the past.
After a night out with friends, “I was drunk and blacked out,” she recalled of the incident as she held back tears. “As I was coming to, I realized what was happening to me.” The friends she shared a house with called the military police, and she was taken to the hospital for
a full rape kit.
“I’ve done some work to be able to talk about this without breaking down, but it’s still an experience that, every time I talk about it, I relive it,” she said.
The man who assaulted Mendoza eventually received a court-martial and was sent to a military prison. Mendoza became a drill instructor, a decision driven by her determination to become tough enough to protect herself from something like the assault ever happening again.
“I didn’t want to be a victim,” she said.
Mendoza, who served tours in Iraq and Afghanistan, became one of two women in the Marine Corps to serve as a drill instructor’s instructor. “That’s the elite of the elite,” she said.
More than 10 years passed, and she thought she had moved past the hardest times in her life. And then she was assaulted again.
“The second was more of a date rape situation,” Mendoza said. “I went from preparing myself so that something like this could never happen again to it happening again. It was a peer, another gunnery sergeant.”
She added: “I felt angry, ashamed — somehow it was my fault. You’re supposed to trust the people you serve with.”
The DWI arrest occurred not long afterward. It was the moment that she realized she needed to set herself on a new path, which she pursued by leaning heavily on her Catholic faith.
When Ciscomani was first elected in 2021, he too ran as a different kind of candidate. He shared his personal story of immigrating from Mexico as a young child and washing cars to help his family make ends meet. Ciscomani, who became a citizen at 13, also pitched himself
as an example of the American dream with a movie-worthy biography: a pro-business Mexican immigrant Republican and father of six.
On Tuesday morning, Mendoza attended a roundtable in her native Eloy at the Pinal Hispanic Council, where she pointed out her grandmother’s old home, the one with green trim, from the window.
“My heart is always in our rural communities,” she said. “Growing up poor, you feel a sense of despair and helplessness.”
She said it was only years later that she had come to realize that “it wasn’t my parents fault.”
“It was a failure of government,” she said, “a failure of our elected leaders.”

Californians say they can’t afford housing. They find gas prices too high. And when they were asked at the polls this month to pay higher taxes, fewer voters than usual were willing to do so in the liberal state.
In Riverside, residents voted against a sales tax increase that would have funded the Fire Department and other public services. In the Bay Area, voters in Contra Costa County rejected a sales tax hike to fund healthcare.
With most of the votes counted, the pass rate for about 90 local measures statewide has hovered around 60% — notably lower than the 75% that was typical, according to analysis by the California Taxpayers Association, a research group backed by California businesses, and Michael Coleman, a longtime chronicler of local tax measures.
The June results could be a concerning sign for California governments planning to ask voters to approve higher taxes in November, including one to sustain the Bay Area
Rapid Transit system.
“Part of affordability is the affordability of taxes,” said Mark Baldassare, survey director at the Public Policy Institute of California. “People are now at the point of weighing the consequences of paying higher taxes and being more selective about what taxes they’ll want to pass.”
For years, a majority of Californians preferred a government that charged higher taxes and provided more services than a slimmer one with lower taxes, according to Baldassare’s polling. But that dynamic flipped in 2023, and the gap has only widened since, with that preference apparently growing even across party lines and regions of the state, Baldassare said.
In the June election, the tax and bond passage rate was lower than in almost any election in California dating back at least 20 years, according to data from Coleman, a municipal finance consultant who tracks tax measures. The only election with a lower passage rate was in March 2020, amid global

panic about the COVID-19 pandemic and its effects on the stock market.
At the same time, poll after poll has shown that California voters care about affordability more than any other issue. A Public Policy Institute of California poll in May found that cost of living was the No. 1 issue for residents by far, with 44% saying so, compared with 5% each who said homelessness, immigration or threats to democracy were their top concerns.
“People are really voting based on their own particular situation,” said Dennis McLin, 43, a social worker who lives in Pomona, California. “For some, it’s ‘I’m going to eat today, or I’m not going to eat today.’”
Later this year, voters are expected to decide on whether to increase sales taxes in five Bay Area counties to avoid drastic cuts in Bay Area Rapid Transit, the massive rail system that has lost ridership and revenue since the pandemic. In one of the five counties, John Gioia, who sits on the Contra Costa County Board of Supervisors, said he was concerned about the BART measure after what happened in this month’s election.
Not only did Contra Costa voters reject the sales tax proposal, but they spurned a community college bond measure. And in the progressive city of El Cerrito, only 30% of voters supported a parcel tax to build a new library.
“This was the worst election cycle for tax measures that I’ve seen in a long time,” Gioia said. “I think we’re seeing voter fatigue
on tax measures.”
Joel Kotkin, an urban studies professor at Chapman University said that Californians are not only concerned about affordability but have a growing distrust of government.
“I think there’s a sense of, particularly in certain areas, that government doesn’t do its job,” he said.
Still, Jeff Cretan, a spokesperson for the campaign behind the BART measure, said that in the five Bay Area counties, about threequarters of tax proposals on the June ballot received at least 50% support. Some of those measures may fail because they needed 55% or more to pass, but the BART measure, he noted, only needs a majority to pass.
“There is still support for measures like this,” he said. “There’s support for public transit.”
In Los Angeles, a half-cent sales tax measure to help fund healthcare services squeaked by, with 50.6% of the vote in the heavily Democratic city.
Louise McCarthy, president of the Community Clinic Association of Los Angeles County, said that Measure ER was needed to prevent hospitals and clinics from cutting hours, laying off staff or even closing entirely after President Donald Trump cut federal healthcare funding last year, she said.
McCarthy, who backed the measure, said she knew proponents were competing with the price of gas — currently more than $5.50 per gallon in Los Angeles County — and general affordability concerns.

Donald Trump knew as well as anyone that he had lost the 2020 presidential election fair and square.
He knew there was no conspiracy to commit voter fraud — no mysterious mail ballots, no “illegal” voting, no suspicious activity in key swing states. When he told his supporters that the election had been “rigged,” he was lying.
His monthslong effort to “stop the steal,” culminating in the Jan. 6 attack on the Capitol, was an exercise in deception. And we know it was an exercise in deception because Trump’s aides and allies said so. On the record. Under oath.
“The Defendant’s vice president,” reads the indictment in United States v. Donald J. Trump, “told the Defendant that he had seen no evidence of outcome-determinative fraud.” His attorney general at the time, Bill Barr, said the same. So did his director of national intelligence, senior White House attorneys and the top staff members and strategists on his campaign.
Everyone told Trump that he had lost. They showed him the numbers. They urged him to relent. The party was over, and Joe Biden would be the next president.
Even Trump seemed to acknowledge, in private, that he had lost the election. “Can you believe I lost to this effing guy?” he said while watching Biden on television, ac-

cording to testimony given by a former White House aide, Alyssa Farah Griffin.
To say, in the face of all evidence to the contrary, that there was systematic voter fraud is to lie. And Trump, again, was lying. But he was also making a specific political claim. If there were no shenanigans but there was still “fraud” because the election was “rigged,” then it’s clear that the meaning of fraud has less to do with any particular set of rules and procedures than it does with the more elemental aspects of American political life. And it doesn’t take much work to decipher the president’s conception of “fraud.”
There was a reason, to put it differently, that Trump centered his crusade on ferreting out “illegal votes”; there was a reason he focused on cities with large Black populations like Atlanta, Detroit, Milwaukee and Philadelphia; and there was a reason that when his supporters fought their way into the Capitol building, they unfurled Confederate flags to mark their achievement.

Donald Trump’s convoluted and false claims about “fraud” are little more than a smoke screen for a more basic claim about who belongs, Jamelle Bouie writes. (Tam Stockton/The New York Times; Source photograph by Caroline Gutman/The New York Times)
The president’s convoluted and false claims about “fraud” were little more than a smoke screen for a more basic claim about who belongs to the community — about who counts as a voter and who counts as a citizen. To say that Democratic victories in Pennsylvania or Georgia were the product of fraud in Philadelphia or Atlanta was to say, in short, that the wrong people were voting. And in the same way that Trump’s “birtherism” wasn’t really about whether Barack Obama was born in the United States, his crusade to “stop the steal” wasn’t about the nation’s election procedures. It was a declaration that the only real voters were his own.
Last week, Spencer Pratt — a former reality television star turned de facto Republican candidate for mayor of Los Angeles — was knocked out of the first round of the Los Angeles mayoral election. Pratt had held second place, just behind the incumbent, Karen Bass, in the days following the election. But as mail-in ballots came in, Nithya Raman, a Democratic member of the Los Angeles City Council who ran as the left-wing challenger to Bass, gained ground. Raman eventually overtook Pratt in the race for the second spot on November’s ballot, ending his campaign.
Now, it is important to say that even as we use the language of motion to describe election results, the fact of the matter is that the outcome is set at the moment the polls close. Someone won; the job of election officials is to count the votes and say who that was. There is no “blue shift”
or “red mirage.” Nothing changes when a candidate starts strong and then falls behind; that movement is nothing more than an artifact of the order in which ballots are counted.
Nevertheless, Pratt’s reaction to losing was to dance with claims of fraud. On his X account, he amplified claims of vote tampering and illegal balloting. Other Republicans followed suit, claiming without evidence that there was no way that Pratt could have slipped behind Bass and Raman sans fraud.
“The Mayoral election in Los Angeles is being stolen from @spencerpratt in real time!,” Laura Loomer, an influential conservative activist, declared. When asked for evidence of fraud, House Speaker Mike Johnson brushed off the question, saying instead that “some of these efforts are so diabolical and so far upstream that it’s impossible to prove. But I think everybody knows instinctively that something is wrong here.”
The speaker might be interested to know that in Los Angeles Democrats vastly outnumber Republicans. You don’t need “fraud” to explain Pratt’s defeat — you just need math.
You could, if you were inclined, ask whether this fraudmongering was sincere; if it was a reaction to something real in the world — for example, the slow pace at which California counts ballots. But it seems more likely, looking at the state of Republican politics since Jan. 6, that the claims of fraud emanating from Republicans are part of a political attack meant to sow mistrust in the electoral system as well as delegitimize Democratic voters.
“Voter fraud” is not about fraud. It is about who votes and how. It is about the breadth and scope of the political community. It is, as with most MAGA obsessions, about who can call themselves Americans — entitled to govern as equals — and who are mere subjects. Trump’s obsession with voter fraud is just another expression of the reactionary populist belief that the people who inhabit a place are not equivalent to the people, who are entitled to rule.
We should treat this contretemps in Los Angeles, as silly as it is, as a dress rehearsal for what will probably happen in November, if and when Republicans lose control of Congress. Any result short of victory for Trump and his allies will be denounced as “fraud.” Not because there is anything wrong with the system, but because, as they see it, this is their country and theirs alone.

In the opening verse of “Drop Dead,” the heart-fluttering synth-pop single that kicks off Olivia Rodrigo’s third album, “You Seem Pretty Sad for a Girl So in Love,” the singersongwriter swoons over a guy who “knows all the words to ‘Just Like Heaven’” — a 1987 classic by the Cure that, to the 23-year-old Rodrigo, qualifies as a golden oldie.
Rodrigo further telegraphed her newwave and alt-rock admiration when she released the album’s highly effective second single, a wrenching, acoustic-guitar-driven excretion of self-loathing that sounds like a cross between the Smashing Pumpkins’ “Disarm” and the Foo Fighters’ “Everlong” called — yes — “The Cure.” She insisted the title wasn’t another reference to the goth-rock legends, but that became harder to believe once she revealed, onstage during a surprise set last weekend at a Barcelona music festival in Spain, that the new album also featured a track called “What’s Wrong With Me,” a duet with Cure frontman Robert Smith.
Such carefully unfurled, resolutely onmessage devotion to her somewhat novel influences captures both what is refreshing about Rodrigo and what, five years into her superstardom, has hardened into something of a hindrance.
In a world otherwise populated by cheery, cheeky pop stars with perpetual grins and predictable taste, Rodrigo’s moody, unorthodox and sometimes even countercultural reference points are a breath of fresh air. When she recently took some (questionable) heat for her sartorial allegiance to baby-doll dresses, for example, she dutifully cited the anti-patriarchal riot grrrl movement of the early ’90s and confrontational grunge frontwomen including Courtney Love and Babes in Toyland’s Kat Bjelland as her inspirations, proving herself once again as an A+ student of Gen-X signifiers. (She even invited the Breeders to open for her on several dates of her Guts World Tour.)
Still, such self-imposed comparisons to her messier forebears draw attention to a relative sheen that continues to halo Rodrigo, a former child actress who got her start starring in an “American Girl” movie and two high-profile Disney series. Even when playing distorted electric guitar chords in a punk-rock frock, there remains about her a telegenic poise.
Just the same, Rodrigo’s excellent first

Smith duet is more effective as a co-sign than a stand-alone song. Built around a riff that would have sounded right at home on an ’80s college rock station, “Maggots for Brains” is a bouncy tune about the depressive emotional rot that happens when her boyfriend is out of town. That lush sound continues into an even stronger following song, “U + Me = <3,” a highlight that effectively nods to retro dreampop and its more recent revivalists, like Snail Mail and Soccer Mommy. Less compelling is the up-tempo but joyless “My Way,” led by a grating synth riff, which finds Rodrigo forcefully telling off a girl who’s getting a little too close to her man, with the bitter vehemence of Paramore’s “Misery Business” or Taylor Swift’s “Better Than Revenge.”
two albums — the spirited 2021 debut “Sour” and the more mature but still effervescent 2023 follow-up “Guts,” two of the sharpest and most consistent pop LPs of the decade so far — injected some smart, spiky energy into the Gen-Z musical mainstream. While “You Seem Pretty Sad” has moments that match the heights of her most inspired work, on the whole it is the first album she has released that feels less than revelatory.
Rodrigo first launched into the stratosphere with “Driver’s License,” a shattering, piano-driven confessional written with and produced by Long Island emo veteran Dan Nigro, with whom she has continued to work ever since. Seamlessly melding universal feelings with the specifics of Rodrigo’s own life, “Driver’s License” possessed the power to lift teenage experience up to an exalted state and to make anyone older than that remember, quite viscerally, what it was like to be young and heartbroken.
That early success, though, might explain why Rodrigo’s subsequent albums have become increasingly bogged down by inert piano ballads — a minor flaw of “Guts” that becomes more noticeable on this solemn third album, which chronicles a romantic relationship in its entirety, from the tingle of infatuation through the slow accumulation of doubt and an eventual breakup.
The strict adherence to that chronology sometimes stilts the album’s momentum. “Drop Dead” is an exuberant opener, but there is an immediate drop-off in energy during the next two tracks, the anxiously impas-
sioned “Stupid Song” — which begins with forlorn piano chords and takes too long to build toward a more thrilling, Lorde-like second half — and the dreamy, atmospheric love song “Honeybee,” one of two tracks on which Rodrigo is the sole writer, which she delivers with a delicate fragility. (Songwriter Amy Allen, best known for her work with Rodrigo’s ex-rival Sabrina Carpenter, has a cowriting credit on five of the 13 tracks.) “It’s too hard to describe this in a way that feels honest,” Rodrigo sings, echoing the sentiment of the previous song, on which she had just gushed, “I want you more than any stupid song could ever say.”
The album usually fares best when Rodrigo leans directly into that previously professed new-wave influence — even if the

It might sound unfair to say I wish Rodrigo sounded like she were having more fun on an album titled “You Seem Pretty Sad for a Girl So in Love” (Geffen), but she has amply proved in the past that a song can be born of difficult realizations and still feel like an adrenaline-rushing blast. The new material could use some of her old vitality. It’s refreshing when the mood finally lightens on the penultimate track, “Expectations,” a driving, twinkling synth-pop number in the style of Chappell Roan that finds a post-breakup Rodrigo skewering some of her new suitors (“Don’t think my future husband’s at this bar in Silver Lake”) and swearing — with a selfdeprecating wink — that her next romance will be different.
“In a couple months, a man will be procured,” she sings. “He will be evolved, and I will be adored.” And if not? At least she’ll know exactly which records to put on to help get over him.

Investors are seeking signs that the U.S. stock market rally fueled by artificial intelligence has more life left in it, and the upcoming Micron Technology (MU.O), opens new tab earnings will check the pulse of chip demand to see if it is still accelerating.
Despite a sharp mid-week selloff, major U.S. stock indexes are hovering near all-time highs, supported by robust corporate earnings driven by an AI investment boom and relief from the Iran war.
Micron’s shares are up 298% this year, and the memory chip maker’s quarterly report on Wednesday, June 24, will help investors gauge whether the surge in spending on data centers and the resulting profits generated across the semiconductor sector can continue to surprise to the upside.
“There’s been a lot of momentum here recently,” said Andy Pratt, director of investment strategy at Burney Company. “This AI trend is something that’s continued, and honestly, what we see with this revenue surprise signal that we monitor is there’s still a lot of juice.”
Apple has agreed to partner with Intel to design and manufacture chips in the U.S., which could significantly boost the chipmaker’s turnaround efforts. That helped to lift the S&P 500 (.SPX), nearly 1% so far this week, on pace for a second weekly gain.
Meanwhile, the Philadelphia SE Semiconductor index (.SOX), hit a record high and was last up 7% for the week.
The stakes are high. Micron’s earnings come at a time when valuations are elevated and investors are questioning whether the rally is overextended. Any indication of underlying demand and continued AI-related spending strength could give investors confidence to keep stoking the rally.
Micron’s earnings are “setting up as a classic positive feedback loop,” said Steve Kolano, chief investment officer at Integrated Partners. “That really seems to be kind of the only game in town. ... If you look at the book to bill of semiconductor companies right now and the backlog, the demand is just through the roof in relation to chip capacity.”
Big Tech has signaled that AI spending is not slow-

ing, set to rise past $700 billion this year from $400 billion in 2025.
From Binance’s EU license bid to SpaceX’s pre-IPO perpetual futures... This is Crypto Weekly. Macro backdrop still looms
Although the AI narrative has dominated markets, underlying macroeconomic concerns remain. The Federal Reserve’s preferred inflation measure is due next week. So, too, is a final reading on first-quarter GDP. Both reports will provide checks on the health of the U.S. consumer

and economic growth.
Second-quarter earnings growth for the S&P 500 is estimated at 22.9%, down from 29.3% in the first quarter, according to data provided by Tajinder Dhillon, head of earnings research at LSEG.
Drew Matus, chief market strategist at MetLife Investment Management, said strong equity markets have been one of the main supports for consumers, and anything that challenges the AI trade or the continued rise in stocks is being closely watched.
“It has not just been market effects but macroeconomic effects at this point,” he said. “We’re definitely worried about the wealth effect going away and what that might mean.”
For now, the consensus is that the AI trade remains intact, with little sign of slowing. Newly public SpaceX has reinforced that momentum, and Nasdaq’s inclusion of more AI and chip infrastructure names like Astera Labs and CoreWeave will force index funds to buy in.
“The way I would view this is,” said Burney’s Pratt, “you could continue betting on these companies kind of until proven otherwise.”

Vice President JD Vance opened a crucial new round of peace negotiations with Iran on Sunday, aiming for a positive note. But the uphill nature of the talks was dramatized by the fact that the two sides faced immediate hurdles over the unresolved conflict between Israel and Hezbollah in Lebanon.
That prompted President Donald Trump to threaten Iran with renewed bombing if it did not rein in its proxy, Hezbollah, which he accused of “causing trouble.”
“If they don’t,” he said of Iran in a social media post, “we’ll hit them hard again.”
Meeting in Switzerland at a grand, high-altitude resort overlooking Lake Lucerne, the U.S. and Iranian delegations were here ostensibly to seek a deal on Iran’s nuclear program. But first they had to grapple with the situation in Lebanon, as well as the disputed status of the Strait of Hormuz.
Iran claims the United States reneged on the agreement signed by Trump last week by failing to halt the fighting between Israel and Hezbollah, despite the announcement of a ceasefire on Friday. Israel and Hezbollah, neither of which signed the preliminary agreement, exchanged fire on Saturday.
The skirmishing in Lebanon cast a shadow over the biggest short-term dividend of the initial deal: the reopening of the strait. Iran said on Saturday that it had closed the
waterway in response to the continued fighting. The U.S. Navy said that marine traffic continued to flow and that Iran was not in control of the strait.
The conflicting claims underscored the fragility of the preliminary deal between the United States and Iran, and the uphill nature of the work that their negotiators now face. Not only must they figure out how to curb the actions of other players, like Israel and Hezbollah, they also must dig into the highly technical issues like how to move or dilute Iran’s stockpile of enriched uranium.
Vance played down the risk posed by Lebanon.
“We’ve seen great progress over the last couple of days in ensuring that the ceasefire holds in Lebanon,” he told reporters before the main negotiating session began. “These things are always a little bit messy.”
Offering what he characterized as an “outstretched hand” to the Iranian people, Vance said the negotiations could transform Iran’s relationship with the United States after nearly a half-century of hostility.
“If your leadership is willing to give up being a driver of regional instability, if they are willing to give up nuclear weapons ambitions in the long term, then the United States is willing to fundamentally transform our relationship with that country,” Vance declared.
In a stream of social media posts and reports on state-linked media, Iranian officials emphasized that their paramount objective in this round of meetings was to ensure a ceasefire in Lebanon. The spokesperson of Iran’s foreign ministry, Esmail Baghaei, posted that Iran also wanted to discuss measures to free up its oil exports and release its frozen assets, which are in the framework agreement.
For Vance, the political stakes in the negotiations are high. His earlier reservations about full-scale military action against Iran are well known and, as the leader of the U.S. delegation in Switzerland, he has now become the public face of diplomacy for the Trump administration. Trump has mused that
his vice president could be a convenient fall guy if the negotiations go awry.
“If it works out, I’m going to take the credit,” Trump said jokingly last week at the end of a Group of 7 summit meeting in Évian-les-Bains, France. “If it doesn’t work out, I’m blaming JD.”
Vance told reporters before leaving Joint Base Andrews in Maryland on Saturday night that he planned to stay only a day or two in Switzerland. He was joined here by Steve Witkoff and Jared Kushner, Trump’s special envoys, who had traveled to Lucerne ahead of him.
Hours before Vance arrived, Iran’s negotiating team landed in Switzerland. It is headed by the speaker of Iran’s parliament, Gen. Mohammad Bagher Qalibaf, the lead negotiator in past talks, and Iran’s foreign minister, Abbas Araghchi, a veteran of nuclear negotiations during the Obama administration.
Iran’s agenda for this session is deliberately less ambitious than that of the United
States, according to diplomats and analysts. Some said it was not clear they were prepared to engage in substantive talks on Iran’s nuclear program.
“Negotiations succeed when there’s a shared urgency,” said Aaron David Miller, a senior fellow at the Carnegie Endowment for International Peace who has worked as a Middle East peace negotiator. “Iran’s not in a hurry.”
Iran’s negotiators, Miller said, had already achieved three significant objectives without making a major concession: an end to U.S. and Israeli military strikes on their country, the removal of sanctions on Iranian oil, and the lifting of the United States’ blockage of the Strait of Hormuz
“They’re in Switzerland to see if they can’t get more on Lebanon — to protect Hezbollah, their billion-dollar proxy, and maybe trigger a rift between Trump and Netanyahu,” Miller said, adding, “and maybe to see what they need to do to get Trump to unfreeze some assets.”

Popping up in a bulletproof booth wearing Colombia’s yellow soccer jersey, fist pumping the air, Abelardo de la Espriella roars to crowds of thousands, “Your tiger is here!”
Just a few months ago, he was virtually unknown, traveling through Latin America — and hanging around President Donald Trump’s golf club near Miami — trying to make connections and drum up support.
Now, de la Espriella, 47, could be elected the next president of Colombia, one of the largest economies in Latin America and historically Washington’s closest ally in the region.
After winning the most votes in the first round, he faces a left-wing senator, Iván Cepeda, in a runoff Sunday.
De la Espriella, a criminal defense lawyer and businessperson with no political experience, seemingly came out of nowhere, propelled by a self-financed populist campaign, a social media blitz and, recently, an endorsement from Trump.
He has divided Colombians. Supporters say his combative energy is needed to defeat cocaine-trafficking groups, while critics warn of an authoritarian threat, as de la Espriella pledges to “disembowel the left” and ruthlessly pursue opponents with the help of the United States.
Many on both sides are still asking: Who is this man?
An opera-singing Miami lawyer
His campaign has borrowed ideas from other right-wing leaders — megaprisons from President Nayib Bukele of El Salvador, cost-cutting from President Javier Milei of Argentina (along with a tiger mascot, a nod to Milei’s lion) — and has seized on anger at Colombia’s outgoing leftist president, Gustavo Petro.
De la Espriella has vowed to restore security, shrink the state, take control of the health system and closely collaborate with the Trump administration.
He has pitched himself as a patriot, wearing the national soccer jersey and a Panama hat and saluting crowds with the slogan “Firme por la patria,” or “Standing firm for the homeland.”
Not long ago, he cut a different figure.
De la Espriella, who declined to be interviewed for this article, spent more than a decade in Miami, where he was known for handling high-profile legal cases back in Colombia.
He projected wealth and refined taste with tailored suits and fedoras, sprinkled Italian into conversations, sang opera and opened a piano bar called Místico.
“He was a Miami playboy,” said María Jimena Duzán, a prominent Colombian journalist.
Back then, he seemed less enchanted with his native land. He complained about not being able to find a proper barber in Colombia and called ajiaco, a beloved traditional dish, “prison stew.”
“He has a tendency toward what we would call behaving like a divo,” said Ángel Becassino, a biographer.
‘An excellent work niche’
De la Espriella was raised in Córdoba, a cattle-ranching region along the Caribbean coast that was a hotbed for right-

wing paramilitaries — armed groups formed by landowners to fight left-wing guerrillas.
By the 1990s, the paramilitaries had become another violent scourge — seizing land, committing massacres and trafficking drugs before eventually agreeing to disband.
De la Espriella sensed an opportunity.
He created a peace foundation, bringing university students to meet paramilitary members, who he argued should be treated as political actors rather than prosecuted as criminals. Politicians accused of having ties to paramilitaries sought him out.
“Paramilitary politics is an excellent work niche,” he told a reporter in 2008. “And I didn’t want to sit out the most important event in Colombia.”
Days before the runoff, his rival, Cepeda, accused de la Espriella of being a paramilitary “accomplice.”
De la Espriella, who has accused Cepeda of having ties to left-wing groups, did not respond to a request for comment.
High-profile clients
De la Espriella moved to Miami and took on high-profile clients, including accused drug traffickers and the mastermind of one of Colombia’s largest pyramid schemes.
Then there was Alex Saab, accused by U.S. authorities of helping launder hundreds of millions of dollars for Venezuela’s former leader, Nicolás Maduro. De a Espriella has downplayed the relationship, saying he cut ties with Saab once he was sought by the United States.
De la Espriella also defended Colombian celebrities and, eventually, his personal hero: former two-term President Álvaro Uribe, who himself was implicated in paramilitary violence.
Uribe became his calling card, helping open doors in Florida. Joaquín Pérez, a Cuban American lawyer in Miami who defended extradited paramilitary commanders, recalled de la Espriella phoning Uribe and putting him on speakerphone to say hello.
‘Better call Abelardo’
While de la Espriella remained unknown to most Co-
lombians, a string of accusations put him on the radar of journalists.
Clients have come forward saying that he asked them for millions to “tap” lawmakers on their behalf or stole their money.
De la Espriella has pushed back against the claims and targeted the press, filing nearly 110 lawsuits against journalists, according to an analysis by the Bogotá-based Foundation for Press Freedom.
Among those he sued was a Colombian columnist who compared him with Saul Goodman, the ethically questionable lawyer originally from “Breaking Bad,” in a column headlined, “Better Call Abelardo.”
The case was ultimately dropped, but Jonathan Bock, the columnist, said de la Espriella screamed at him in a hearing, threatened to seize his assets and demanded a public apology — behavior that revealed, Bock said, “the way he understands power.”
Prodigal son
De la Espriella gave up the law a few years ago.
He and his wife, Ana Lucía Pineda, appeared to be settled in Miami — they had bought a multimillion-dollar home, and de la Espriella was naturalized as a U.S. citizen in 2023 — but the next year, they packed up their four children and moved to Florence, Italy.
Last year, he announced his presidential run.
The man who had reinvented himself when he left Colombia reinvented himself again when he returned. He had found God after a relative’s death, he said, and had a new appreciation for Colombian cuisine.
He was inspired to run, according to people close to him, by last year’s assassination of another conservative presidential hopeful, Miguel Uribe Turbay. He had come back, he said, to “save” Colombia.
Republican connections
De la Espriella went to Trump’s Doral golf club near Miami in March to rub shoulders with conservative Latin American leaders and U.S. officials at a summit hosted by the president.
Nearby, he met Sen. Bernie Moreno of Ohio, a Colombian-born Republican with close ties to the White House, for coffee. “He’s a 20/10 on the energy scale, which I love,” he said of de la Espriella in an interview.
He also spent time with Rep. María Elvira Salazar, a Republican from Miami whose campaign he had donated to. She later supported his run and called him “a personal friend.”
In Florida, he worked other connections built during his Miami years.
Fabio Andrade, a city commissioner and prominent Colombian American Republican friend of de la Espriella, said he and others had “held important meetings” with Colombian consuls to encourage Colombians abroad, who tend to lean right, to vote.
As for the most important vote of confidence — Trump’s — Moreno said that “the president makes his own decisions” when it comes to endorsements. But, he added, “I certainly gave him a very strong point of view.”
“The president clearly knows that he’s the guy that he can work with,” Moreno added.

By JENNY GROSS
Any agreement allowing Iran to charge fees in the Strait of Hormuz would set a “dangerous precedent” for global trade, Vincent Clerc, the CEO of the shipping giant Maersk, said in an interview this week.
Iran has threatened to monetize its continuing control of the strait, the door to the Persian Gulf. Now with the United States and Iran moving toward an agreement to restore transit in the gulf, whether Iran can charge for passage remains an outstanding issue. President Donald Trump has said that ships cannot be subject to any tolls, in accordance with international law. Iran has said it will impose fees, something that it did not do before the war.
The preliminary deal, expected to be signed by both sides on Friday in Switzerland, would start a 60-day ceasefire while negotiators hash out what to do about Iran’s stockpile of highly enriched uranium, its proxy war with Israel and other issues.
A senior U.S. official disclosed the text of the agreement on Wednesday. It says, in part, that Iran would offer “safe passage” of ships in and out of the gulf “free of charge” for 60 days. Further, it said that Iran would talk to Oman and other states in the region “to define the future administration and maritime services” in the strait.
Clerc, 54, said any provision that allowed Iran to charge for passage would “create, in my book, a very dangerous precedent.”
“If any geographical point can be suddenly weaponized and leveraged for money, and then closed again at the whim of a certain government or authorities, of course, that’s for us — it’s a concerning development,” he said. “You have to wonder then what’s next.”
Iran’s threats have shifted how companies and countries view the world’s vital maritime points. There is no cheaper way to move goods than by sea. But, Clerk said, “if people start to weaponize certain routes, it’s going to quickly erode this.”
A career shaped by maritime crises
Clerc, born and raised in Rossens, a village in Switzerland, has spent his career at Maersk. In 2023, soon after he became CEO, the Iranian-backed Houthis escalated their attacks on the
Red Sea, one of the world’s most important shipping routes. The attacks upended global trade, forcing ships to avoid the Suez Canal and reroute an extra 4,000 miles around Africa. Even today, most container ships are adding 10 or more days of travel to avoid the Red Sea.
Clerc’s office overlooks a stretch of the Copenhagen harbor that is a short walk from the Little Mermaid, the city’s famous waterfront sculpture inspired by the 1837 fairy tale by Hans Christian Andersen. A base for Denmark’s navy is just across the harbor, and in the summer, the Danish royal family’s 257-footlong yacht is often moored in the waters outside the office.
Maersk, the second-largest shipping container company by capacity, has sailed ships through every major maritime trade chokepoint across the globe. Founded in 1904, the company operates more than 700 owned or chartered vessels and brought in $54 billion in revenue last year. Its ships carry goods from Asia to Northern Europe and the Mediterranean, between Europe and North America, and between China and the Persian Gulf.
Hope that trade routes may emerge from months of lockdown
Twenty-four vessels went through the Strait of Hormuz on Tuesday, more than on any day so far this month, according to Windward, a maritime analysis firm. The traffic was a sign that ship operators were feeling more confident after the United States and Iran announced a ceasefire deal, the firm said.
Among the ships that exited the strait were at least two Iranian supertankers, which left the perimeter of the U.S. Navy blockade with a combined 3.8 million barrels of Iranian oil, according to TankerTrackers, a maritime data company. They were Iran’s first crude oil exports in two months.
Still, far fewer ships were moving than the 130 ships that went through the strait daily before the war. Major shipping companies said they would wait for more clarity on the agreement before deciding to move their ships.
One of Maersk’s ships, the Alliance Fairfax, got out of the Persian Gulf in May under U.S. protection, but the company has deemed it too risky for the other ships to leave.
Clerc said he would not allow any of Maersk’s five ships to pass through the strait until it was clear what routes they should take to avoid sea mines. He would also need assurances from Iran that it would not attack.
“There’s been a couple of times where it was declared open and was not really open, so we don’t want to find out by having our people in harm’s way that it’s not open,” Clerc said. More than 100 seafarers are on board the five stranded ships. Since the war began, drones hit Maersk terminals in Bahrain and Oman. Two ships were also hit — one by shrapnel and debris, and another in the hull by a drone, he said.
With access to the Persian Gulf cut off, Maersk employed workarounds. It has delivered 44,000 containers of goods such as furniture, electronics and food to Gulf countries by rail and truck. Cargo is unloaded
from ships at the Red Sea port of Jeddah, from where it is driven across Saudi Arabia to Kuwait, Qatar and Bahrain. Truckers have come for the work from Jordan, Iraq and Turkey to meet high demand. Other products are unloaded in Salalah, Oman, and driven to the United Arab Emirates.
But the land routes cost Maersk about $1,000 extra per container. Over time, this will lead to an erosion of profits for retailers and higher costs for consumers, Clerc said.
Whatever the terms of any final agreement to open the Strait of Hormuz, Iran has shown that it can create a global chokehold on trade through attacks, imposing a blockade on ships or charging for passage. The last three months are likely to leave a lasting effect on the way trade is conducted around the world.
“There are certain threats and things that once you’ve put that on the table,” Clerc said, “once it’s been there, it’s just not the same anymore.”

The amount of $754,330.00 referenced in the Amended Order Authorizing Execution of Judgment (Docket No. 13) reflects the aggregate principal balances of the multiple obligations adjudicated in the Judgment and does not constitute the minimum bid for purposes of public sale under applicable law. Other liens: Potential bidders are advised to verify the extent of preferential liens with the holders thereof. It shall be understood that each bidder accepts the title as sufficient, and that as to any liens prior to the one being foreclosed upon, the successful bidder accepts them and is subrogated in responsibility for the same, and that the bid price shall not be applied toward their cancellation. WHE-
REAS: Said sale to be made by the Special Master designated by the Court is subject to confirmation by the United States District Court for the District of Puerto Rico. Nonetheless, the deed of conveyance and possession to the property can be executed and delivered before such confirmation, as per Puerto Rico Mortgage Law. Riley Sealander, a 26-year-old barista in Greensboro, North Carolina, is your typically rabid World Cup fan. He wears his favorite team’s jersey and watches its matches as he makes cappuccinos. He drapes the red, white and blue around his workplace and tries hard to rally new supporters to fledging fan clubs.
But Sealander isn’t promoting the U.S. team. Instead, he’s all-in on Team Norway, whose arrival this month in Greensboro has set off a communitywide embrace of the Scandinavian squad, merging Southern hospitality with a bona fide enthusiasm for one of Europe’s trendiest teams after it picked the city as its temporary home.
“We’re not in Raleigh, we’re not Charlotte,” said Sealander, wearing a customized Norway jersey under his apron, “so it was kind of a big deal.”
Since teams began decamping to the United States earlier this month, that mix of small-city pride and the global reach of international soccer has led to an unlikely romance between everyday Americans and squads from around the world, a juxtaposition of diverse cultures that has sparked moments of joy — like a goal in stoppage time — in both hosts and visitors alike.
This weekslong love affair has been seen in bigger match locations like Boston, where jubilant, and thirsty, Scottish fans have been drinking the town dry and posting emotional videos about their renewed faith in the American dream. Argentines, known for their steak, have been sighted happily devouring hamburgers in Kansas City, Missouri; Austrians have taken over San Francisco restaurants, giant beer mugs in hand, praising the city (and griping about its famous summer cold).
Americans’ international reputation has dipped in recent years, according to polls, and many of these World Cup testimonials have an element of surprise: The United States, it seems, has all kinds of estimable traits, with visitors praising everything from its alligators to its ice machines.
But that sense of wonder and admiration has gone both ways and seems particularly acute in less-well-known locales like Greensboro, which has recently turned into a kind of satellite Oslo, its sports bars filled with newly minted Norway fans, its shop windows and front porches adorned with the country’s flags. About 20,000 fans clamored to get tickets to an open practice. And at the team’s headquarters, the red carpet has been rolled out — as has the halibut, which was flown in for the team (and barbecued, because it’s North Carolina).
In all, the first World Cup hosted in the United States in more than 30 years has dispersed thousands of world-class athletes, staff members and supporters around the country, many of whom are experiencing the same excitement and hospitality as in Greensboro.
In Chattanooga, Tennessee, locals are camping outside an Embassy Suites for glimpses of Spain’s national team. Residents of Lawrence, Kansas, mastered the pronunciation of “Viva l’Algérie!” for Algeria’s team. And sightings of the Egyptian team out and about in Spokane, Washington, are being traded with glee in town forums.
The tournament, among the biggest and more expensive

Ecstatic soccer fans cheer during the World Cup match between Egypt and Belgium, in Seattle, June 15, 2026. For soccer fans in one of the United States’ most passionate soccer cities, the disappointment that has lingered since 1994, when Seattle was not selected as a game site the last time the U.S. hosted the World Cup, is finally lifting. (Ruth Fremson/The New York Times)
to date, comes at a fraught moment for the United States as the country’s 250th birthday celebrations underscore clashing views of history and set off partisan fighting among organizers. At the same time, the country has long found unity in a passion for sports that is as zealous as ever, bringing together, for example, 2 million New York Knicks fans across boroughs and state lines to toast their champion team at the team’s ticker tape parade on Thursday.
And some Americans see the tournament in similar terms: as a chance to renew the nation’s reputation as a friendly place for international visitors, amid the aggressive anti-immigrant and foreign policy actions of the Trump administration.
“The people of the country have always been very welcoming and gracious with guests,” said Peter Helseth, 45, an engineer from Greensboro, who took his 6-year-old son to a Norwegian team practice. “And it’s been really nice to see that, as a refreshing break, from national news.”
Others in Greensboro shared that sentiment, and a soft spot for their newly adopted Norwegians.
“I’ll always pull for the U.S.,” said Matt Kirkman, a groundskeeper at the University of North Carolina at Greensboro who spent two months getting the soccer field’s Bermuda grass ready for the World Cup team.
“But if they do win the whole thing,” he said of Norway’s squad, “it will really have been awesome to have been part of that story.”
Here and elsewhere, the contact between teams and towns has often been up close and person-to-person, far removed from tensions over the fate of NATO, say, or the war in the Middle East, or other governmental disputes that often dominate and define one country’s feelings about another.
Indeed, the visitors and communities are bonding over everyday moments, with some online observers calling the World Cup “the Great International Sleepover,” suggesting a homey friendliness. Seeing a superstar athlete going about his day-to-day life — getting coffee or casually shopping — may
well do more for détente than many diplomatic discussions. In Chattanooga, with a population of less than 200,000, the Spanish national team, a tournament favorite, was greeted by fans waving flags at the airport after its flight from Europe and was treated to sangria, bacon-wrapped dates and watermelon skewers courtesy of the city’s only tapas restaurant. Base camp cities — more than three dozen of which are in the United States — are selected by the teams themselves. Some are tiny: White Sulfur Springs, West Virginia, where the Iraq team is based, has a population of under 3,000. Greensboro is huge by comparison, with a population of about 310,000. The Spanish team could have stayed in a larger city but was drawn in part to the low-key environment and the level of anonymity Chattanooga afforded, according to Tim Kelly, the city’s mayor. That said, soccer fans have still staked out the Embassy Suites, which the team bought out for a month, hoping to catch a glimpse of Lamine Yamal, the Spanish team’s teenage star, who has nearly 44 million followers on Instagram.
“We’re calling it ‘Lamine watching,’” said Sam Crickmar, president of men’s club soccer at the University of Tennessee at Chattanooga.
Less than an hour from Kansas City’s metro area (where England, Argentina and the Netherlands are training), a similar zeal has been spreading in Lawrence, Kansas, a college town with a population of fewer than 100,000 people, where residents have filled the streets with green, white and red, the Algerian team colors.
Chuck Magerl, owner of Free State Brewing on Lawrence’s main drag, said people might have underestimated the city.
“Kansas is seen as being a flyover area that some people don’t think has much culture or international awareness,” Magerl, 70, said, as he highlighted Lawrence’s diversity. “Those aspects of welcoming other cultures have shown through in how Lawrence has embraced the Algerian team.”
For some avid soccer fans, the sudden appearance of their favorite players in their hometowns has been a stroke of luck: In Spokane, Washington, Hamza Abohoush, a 16-yearold student at West Valley High School, got to meet Egyptian soccer star Mo Salah, a hero of his.
“He acts like a normal guy, like us,” Abohoush said.
In a nation built by émigrés, and in a moment of sharp debate about immigration, the World Cup has also offered some a chance to voice pride over their heritage.
The German team is based in Winston-Salem, North Carolina, with a population of about 250,000, where German flags adorn flower boxes downtown and fly atop the former R.J. Reynolds Building.
And at a team practice at Wake Forest University on Thursday, one 16-year-old fan, Raphael Olivier, wore the country’s jersey and said he had come to that affiliation naturally: Both his parents were from Germany and spoke German at home.
Olivier called seeing the team up close “once in a lifetime.”
“I don’t think I’ve ever seen as many German-speaking fans as I have now,” he said.
