he Federal Emergency Management Agency (FEMA) approved an extension of the existing deadline to complete permanent work projects related to the 2020 Earthquakes, as requested last week by the Puerto Rico Central Office for Recovery, Reconstruction and Resiliency (COR3). The new date for project completion is July 16, 2025.

questing a deadline extension — which expired on January 16, 2024 — are the lack of resources with the technical experience necessary to complete the work; the delays in procurement due to the lack of eligible contractors; and the overload that the Government of Puerto Rico is experiencing by managing several declared disasters at the same time.

In its response letter to COR3, FEMA acknowledged the circumstances and conditions that have led to the extension but highlighted that projects must be completed as quickly as possible. Therefore, in addition to other requirements, both the recipient and subrecipients must submit accurate records and reports to FEMA through quarterly progress reports.

“It’s important that we continue a steady monitoring of every process related to the recovery of the earthquakes. Our main goal is to have projects and infrastructure that fulfill every updated building code, so we can have stronger structures that reduce risks in future disasters,” explained FEMA’s Federal Disaster Recovery Coordinator José G. Baquero.

The permanent work projects related to the earthquakes are distributed in 14 municipalities included in the disaster declaration for Puerto Rico and are located mainly in the south and southwest region of the island.

To date, FEMA has allocated over $418 million for over 600 permanent work projects to repair infrastructure affected by the 2020 earthquakes in Puerto Rico.

he mayor of Loíza, Julia Nazario Fuentes, reported that her municipality is part of the multimunicipal effort of the Ceiba area of the Emergency Bureau of the Department of Public Safety, in order to work together on the pilot plan for the recognition of the StormReady category at the regional level.

“This program equips communities with the communication and safety skills needed to save lives and property, before, during, and after atmospheric events. Let’s remember that being in the Caribbean, half of the year we are under hurricane season, so prevention is an obligation,” said the mayor.

On Friday, February 9, 2024 from 9:30 a.m., the government components of the Emergency Management Bureau and the National Meteorological Service, among others, will meet at the facilities of the María de la Cruz Cave Historical Park in Loíza with community leaders and officials from the

municipalities of Carolina, Canóvanas, Ceiba, Culebra, Fajardo, Loíza, Luquillo, Río Grande, Trujillo Alto and Vieques for an informative and working meeting on the details of the StormReady plan, particularly those related to flooding, hurricane winds and landslides.

“Particularly for us in Loíza we have an additional threat, which is coastal erosion and sea level rise. The issue of climate change has long ceased to be a threat, to become a reality that we live every day. These are situations that we are facing with courage and with the effective use of the resources we have, and the available scientific information, which is constantly evolving,” added Nazario Fuentes.

Department of Family sign MOU with Hospital Association to aid children and older adults

he Department of Family Affairs (DF) and the Administration for Families and Children (ADFAN) signed on Thursday a Memorandum of Understanding (MOU) with the Puerto Rico Hospital Association (AHPR), aimed at strengthening the well-being and health of children and older adults in hospitals.

The signing was led by the Secretary of the Family, Ciení Rodríguez Troche, together with the administrator of ADFAN, Glenda Gerena Ríos, and Pedro González Cruz, executive vice president of the AHPR. “With this initiative, we seek to strengthen the service system through the development and implementation of new collaborative work strategies and protocols. Through this cycle of training, social workers and health specialists will be able to hear from the various sectors, the challenges they encounter when providing services. Johnny Méndez wants to see budget surplus returned to the people

he minority leader for the New Progressive Party delegation in the House of Representatives, Carlos ‘Johnny’ Mendez, said that it is imperative to find a mechanism to return to the people the surpluses in collections recorded by the Treasury Department during this year, including the $100.2 million more collected in the month of November.

“The increase in funds is good news, it means that the Treasury Department’s enforcement measures have worked. However, we have to find a way to return these million-dollar excesses to the people, to our working class and to small and medium-sized enterprises, the backbone of our economy. Those excesses can be used to mitigate any imposition by the Financial Oversight and Management Board on the Puerto Rico Debt Adjustment Plan. We

Yesterday, the Treasury Department reported that for the month of November they collected the figure of $917.9 million, about $100.2 million over last year’s amount. Legislation filed to provide assistance to functional diversity population

Humacao residents worry about coal ash deposits in landfill

ouse Health Committee Chairwoman Sol Higgins Cuadrado conducted an on-site hearing on the municipal landfill in the Buena Vista neighborhood of Humacao to investigate community allegations that management is inadequately storing ash from AES in Guayama.

The hearing is part of an ongoing legislative investigation into the problems caused by the coal ash deposits that began last year. According to Higgins Cuadrado, communities have demanded that she investigate if there is a correlation between the health conditions that multiple residents have experienced and the deposit of the ashes.

During a tour of the warehouse managed by the company EC Waste and, which included the participation of residents and community leaders of the Buena Vista neighborhood, officials from the Puerto Rico Aqueduct and Sewer Authority (PRASA) and the Department of Natural and Environmen-

tal Resources (DRNA) showed up.

Ashes in the landfill have several 12inch thick layers from where they were buried to the surface, according to information provided at the hearing.

According to EC Waste, the ashes have not been removed from the landfill for use in construction.

Over the past few years, the deposit has received 677,439.22 tons of ash from September 2014 to April 2016. Between 2004 and 2011, the company used more than two million tons of coal ash on the island. ‘’This problem is one that we have to address with the responsibility it deserves and continue looking for the necessary alternatives to provide and guarantee good quality to the residents, affected communities, and all citizens of my District 35,’’ said the representative for the municipalities of Humacao, Naguabo and Las Piedras.

Teachers Association denounces chaos with the Teaching Career and requests a legislative investigation

he lack of clear information from the Department of Education (DE) regarding the processing of requests for activation and reactivation of the Teaching Career, as well as incomplete and late communications about this program, have caused great anxiety and confusion among teachers in the public system. This was denounced by the president of the Puerto Rico Teachers Association (AMPR in Spanish), Víctor M. Bonilla Sánchez, who has officially demanded that the Legislature carry out a thorough investigation into the matter.

“We demand that the Legislature, in this case the education commissions, intervene in this situation. It’s a ministerial duty of the Legislative Assembly to supervise faithful compliance with the laws that approves, which is why we request that the non-compliance by the Department of Education with the payments and processes of the Teaching Career be investigated as established in the provisions of the Law. 9-2022, Law 158 and the Regulations of the Teaching Career,” said Bonilla Sánchez.

The general secretary of the AMPR – Local Union, Ángel Javier Pérez Hernández, highlighted that since the teachers filed their applications for a Teaching Career in April of last year and, even throughout that process, they have had to constantly intervene with the DE so that be more proactive with this issue that is a priority for thousands of teachers.

“Instead of moving forward, many of the Department’s actions have been in retreat, the most recent example of this being a memorandum on salary review published by the Department last week that, instead of being informative, has created multiple doubts among educators and the teachers can’t take it anymore,” Pérez Hernández added.

not completed all evaluations of the records corresponding to the 2014, 2015 and later school years. “In addition, Education has not accurately provided teachers with information regarding the evaluation of their cases and established a shift system in which appointments are being scheduled for more than a year later. “This is unacceptable,” he expressed.

Another issue that Pérez Hernández denounced is that, although the Teaching Career Regulations establish that the increases related to the granting of levels will be made effective as of September 1 of the year for which the request was submitted, the DE has not issued the payments corresponding to 2023 effective on said date, nor has it given warning of the forum and term to which to resort in reviewing the determination, in case the teachers do not agree with it, as required by the Constitutional Right to Due Process of Law and Equal Protection of Laws.

Likewise, he said that “Education had informed us that it would begin disbursing payments for the pending cases of 2014-2015 in phases. According to what they alleged, the first phase would begin in December 2023. So far there is no evidence that this has occurred, nor are there lists to report on the “phases” of payment.”

The AMPR reported that it is in the process of collecting information on teachers who were denied activation or reactivation to the Teaching Career and were notified without including the specific reasons for their denial. This information will be the basis that the AMPR legal team will use to file complaints with the DE, as established in the Collective Agreement in article 15.04.

“We urgently call on the Legislative Assembly to investigate this matter and on Secretary Raíces to implement immediate solutions that, once and for all, resolve this situation for the benefit of our teachers,” concluded the union leader.

Number of households in net metering doubles in 2023

uerto Rico doubled the number of households with net metering and solar distributed generation systems in 2023.

According to a LUMA Energy document filed with the Puerto Rico Energy Bureau this week. The island had more than 110,000 homes with net metering and solar distributed generation systems at the end of December 2023.

The amount is double the number of homes with net metering available in 2022, totaling about 382MW. Net metering programs allow households, businesses, and industries to invest in renewable generation systems privately. This energy can be used for self-consumption, while surplus generation can be fed into the grid.

The document notes that the 110,000 distributed

generation systems add about 766 megawatts (MW) of installed solar capacity.

On average, the company also added some 4,532 customers with distributed generation systems to the grid per month between October and December 2023. According to the document, approximately 63% of customers requesting such a grid connection get it in less than 30 days.

New customers with net metering systems increased by 7% in the October to December quarter compared to the July-September 2023 period, the document noted.

This week, Governor Pedro Pierluisi signed into law a measure penned by Sen. Juan Zaragoza that would amend Act 17-2019, known as the Puerto Rico Energy Public Policy Act, to require the Energy Bureau to carry out an independent study to evaluate and consider the costs and benefits associated with: the net metering program, the technologies distributed generation, smaller scale solar

energy, and energy storage systems.

The study must allow interested parties and the general public to participate. It must conclude by five years after the Act 17-2019 entry into force, that is, on or before April 11, 2024.

Under the law, compensation and rates for net metering customers would remain unchanged during the initial five-year period. After the Energy Bureau completed the study, it could modify payment and rates for net metering customers. Any determination of the Energy Bureau regarding the Net Metering program would come into effect within the term established by the Bureau in this regard.

“We must oppose any attempts to impose a “sun tax” to finance a generation system that is outdated, inefficient, and polluting. Net metering gives customers clean energy and benefits the electric grid,” Zaragoza said on social media.

Ann Arbor school board OKs a resolution supporting a cease-fire in Gaza

I

n the United States, some labor unions, city governments and town councils have weighed in on the Israel-Hamas war, issuing statements in support of a cease-fire — often over vociferous objections from some of their own members and constituents.

On Wednesday night, the school board in Ann Arbor, Michigan, became one of the first public school districts in the country to vote in favor of such a statement.

Supporters of the resolution, including Palestinian American and Jewish board members, said that the statement was an urgent moral necessity amid a humanitarian crisis.

But the vote — 4-1, with two members abstaining — was divisive in Ann Arbor, home to the University of Michigan and sizable Arab and Jewish populations.

At a meeting punctuated by cheers and jeering, some parents said that they did not see any role for the local school board in the conflict, despite their own wishes for the hostilities in Israel and Gaza to end. And they worried that singling out Israel for condemnation, in a world filled with wars and suffering, could fuel antisemitism in the district.

One father said he planned to remove his children from the district’s schools.

And several parents asked the board to refocus on other matters, such as the district’s search for a new superintendent and academic recovery following the pandemic.

“Direct your attention back to the needs of our children,” one parent said.

The Israel-Hamas war has created huge rifts within education, both at universities and in local school districts, especially in left-leaning enclaves like Ann Arbor.

In Oakland, California, some Jewish parents are withdrawing their children from public schools after teachers held an unauthorized, pro-Palestinian teach-in last month.

And after a public outcry, an elementary school in the New York City borough of Brooklyn removed a classroom map that depicted the Middle East without Israel, labeling the country “Palestine.”

Last week, the Ann Arbor City Council endorsed its own cease-fire resolution. But in December, the University of Michigan prevented the student government from voting on several cease-fire statements.

“The proposed resolutions have done more to stoke fear, anger and animosity on our campus than they would ever accomplish as recommendations to the university,” the university’s president, Santa J. Ono, wrote in a letter to the community.

Rima Mohammad, who had supported the statement as Ann Arbor’s school board president, acknowledged that the cease-fire resolution was “symbolic.”

But the Israel-Hamas war “is definitely something we have to address, especially because I do believe the ongoing conflict abroad is leading to an increase in racism and discrimination locally,” she said in an interview before the vote.

“The Arabs, Muslims, Jews, Palestinians, Israelis are all hurting.”

Last week, the Ann Arbor City Council endorsed its own cease-fire resolution.

Mohammad is Palestinian American who immigrated to the United States at age 5.

On Wednesday night, the school board, as scheduled, elected a new president, Torchio Feaster, who abstained from the vote on the resolution.

In addition to calling for a “bilateral cease-fire in Gaza and Israel,” the resolution condemned Islamophobia and antisemitism.

It also encouraged teachers in the 17,000-student district to facilitate classroom discussions about the conflict.

That became one of the most divisive elements of the proposal. Many established curriculum resources on IsraeliPalestinian issues are created by advocacy groups and are themselves highly disputed.

Marci Sukenic, a parent of three students in the district, and a staff member of the Jewish Federation of Greater Ann Arbor, said she was “adamantly opposed” to the resolution, in part because “our teachers are not equipped for those conversations.”

“There is a lot of bias out there,” she said. “There is misinformation.”

In the past, she said, her children had been called on in class to “represent the Jewish view” of issues, a role that she did not think was fair. “Our kids could be singled out,” she said.

Jeff Gaynor, the Jewish school board member who supported the resolution, is a retired middle-school social studies teacher who once wrote his own curriculum on Israeli-Palestinian issues. He said he trusted educators to not venture beyond their expertise.

Ernesto Querijero, the board trustee who sponsored the resolution, said he did not think teachers should have to avoid the issue, especially when students were exposed to so much discussion of the conflict on social media.

“We have to make space for students to be able to talk about this,” said Querijero, an English professor at a community college. “Can you create a space to allow students to voice their own opinions?”

The resolution was introduced by an Ann Arbor high school junior, Malek Farha, 16, who said he wrote the statement with his uncle. As a Palestinian American, he said, he supported educating students about the conflict so his peers could understand that “it has been going on for decades that Palestinians are oppressed.”

He said most students were getting their information on the conflict from social media and the news. But he disputed the idea, brought up by many adults, that the war had divided his Jewish and Muslim peers, adding, “It never caused conflict between us.”

If that is so, the same could not be said for the adults.

The Wednesday board meeting had to be paused several times to try to tamp down on heckling and personal attacks from the crowd.

cott M. Stringer, the former New York City comptroller and 2021 mayoral candidate, said Thursday that he would form an exploratory committee and begin raising funds for a possible primary challenge against Mayor Eric Adams next year.

The move caught much of the city’s Democratic establishment by surprise and signaled the start of a combative new phase of Adams’ mayoralty, as Stringer became the first Democrat to move toward directly contesting the mayor’s reelection.

Any primary challenge promises to be exceedingly difficult. No challenger has defeated an incumbent New York City mayor in a primary since David Dinkins beat Ed Koch in 1989.

But few of his predecessors have been held in such low regard in polls as Adams, who is confronting the city’s budget woes, an escalating migrant crisis and an FBI investigation into his campaign. Other challengers may soon follow.

In an interview, Stringer offered a dire assessment of the nation’s largest city, saying that New Yorkers were facing a “crisis of confidence” in City Hall’s ability to manage the budget and the migrant crisis.

He cast himself as a seasoned alternative, ready to replace what he derided as the mayor’s “minimalist agenda” with his own policy plans to increase affordable

housing construction and ease the impact of falling revenue in city coffers.

“Let’s be blunt: Stuff ain’t getting done,” Stringer said, alluding to the mayor’s “get stuff done” mantra. “I know how to lead. I know how to manage. And I know the finances of the city like the back of my hand.”

Stringer will have to contend with his own baggage. His 2021 bid for mayor all but collapsed after a longtime associate came forward to accuse him of groping her and pressuring her to have sex when he was running for public advocate two decades earlier.

He strenuously denied the wrongdoing and has since sued the woman, Jean Kim, for defamation. But he finished that mayoral race with just 5% of the vote and has not held office since.

And Adams, despite his woes, enters the reelection fight with an overflowing campaign war chest, the backing of powerful labor unions and strong support from African Americans determined to deliver a second term to the city’s second Black mayor.

Still, Stringer and other Democrats eying a political opening appear to be increasingly convinced that Adams may be highly vulnerable. Public polling shows his approval rating at just 28%.

Other potential challengers include state Sen. Jessica Ramos of Queens; former Gov. Andrew Cuomo; Jumaane Williams, the city’s public advocate; and Kathryn

Garcia, the New York state operations director who finished second in the 2021 Democratic primary. They have all discussed potential campaigns with allies in recent weeks and may now face pressure to accelerate their plans.

Stringer, 63, said he would begin a listening and fundraising tour around the city in the coming days. He plans to make a final decision on his candidacy in the second half of the year.

As a former state assemblymember, Manhattan borough president and comptroller, Stringer entered the 2021 race for mayor with promise. He won the support of key unions and the left-leaning Working Families Party and called on three decades’ worth of experience in public office to produce voluminous policy books.

But he struggled to gain traction in a crowded race run at the height of the pandemic — even before the sexual misconduct accusations derailed his campaign and led most of his prominent backers to desert him.

Stringer’s allies believe his experience and profile could make him a more potent foil for Adams this time around. He has more name recognition than some other potential challengers, can claim fiscal expertise after two terms as comptroller and has positioned himself politically to try to appeal both to progressives who loathe Adams and more moderate New Yorkers who may have concerns about the city’s direction.

The mayor’s opportunities for easy course correction may be few before the June 2025 primary. He has only limited control over the influx of more than 150,000 migrants from the southwestern border that has tested the city’s safety net and strained its budget. Adams rolled back some of the most unpopular cuts to the city budget, but the updated spending plan he released Tuesday still promised another year of hard fiscal choices. Libraries remain closed on Sundays, and schools face sizable cuts.

Then there is the question of the FBI inquiry into his campaign and Turkey. Adams has not been accused of wrongdoing, but the seizure of his electronic devices last year suggests a serious investigation that could result in charges against close

allies, or even the mayor himself.

In the interview, Stringer said Adams deserved the benefit of the doubt around the federal investigation. But he argued that the administration was losing ground on several fronts.

“It’s become clear to me over the last two years that New York City needs a new direction,” Stringer said. “We cannot move the city forward with what is a minimalist agenda.”

He conceded that the flow of migrants had created a substantial financial burden for the city. But he said he was worried that Adams’ hardball approach toward persuading the federal and state governments to take more responsibility had backfired, antagonizing the White House.

“This is not a me, myself and I situation,” he said. “This is about how you forge alliances.”

He called the mayor’s budget approach confounding, arguing that Adams had spent weeks in “a budget dance with himself,” threatening deep cuts that he later walked back, instead of working with the City Council to find a sustainable path forward.

Stringer deplored the sharp decline in new housing construction. He said he would prioritize creating affordable housing, suggesting he had a 47-page housing plan ready to go from his 2021 campaign.

Adams’ own ambitious housing plans have been stymied by an impasse in Albany.

Stringer, whose 2021 campaign called for redirecting $1 billion in police funding, even found room to criticize Adams’ signature priority: public safety. He attributed a decline in major crimes like shootings and murders to national trends, and argued that the city was spending a fortune on officers’ overtime in exchange for merely “flatlining” in key crime metrics.

In recent weeks, Stringer has hinted of his interest in an eventual run. Notably, he hosted a reunion of former aides earlier this month; several left with the distinct impression he was running. He has already scheduled several fundraisers.

His early action would seem to position him as a contender in a special election if Adams were to be indicted and resign.

“This is no longer a time to play checkers, this is a time to play strategic chess,” Stringer said. “We need a mayor who knows how to govern and lead but also has a real understanding of how government works.”

Airbus is pulling ahead as Boeing’s troubles mount

A

irbus cemented its position last week as the world’s biggest plane maker for the fifth straight year, announcing that it had delivered more aircraft and secured more orders than Boeing in 2023. At the same time, Boeing was trying to contain a huge public-relations and safety crisis caused by a harrowing near disaster involving its 787 Max line of airliners.

In the long-running duel between the two aviation rivals, Airbus has pulled far ahead.

“What used to be a duopoly has become two-thirds Airbus, one-third Boeing,” said Richard Aboulafia, managing director of AeroDynamic Advisory in Washington, D.C. “A lot of people, whether investors, financiers or customers, are looking at Airbus and seeing a company run by competent people,” he said. “The contrast with Boeing is fairly profound.”

The incident involving the Boeing 737 Max 9, in which a hole blew open in the fuselage of an Alaska Airlines flight in midair, was the latest in a string of safety lapses in Boeing’s workhorse aircraft — including two fatal crashes in 2018 and 2019 — that is indirectly helping propel the fortunes of the European aerospace giant.

As the Federal Aviation Administration widens its scrutiny of the production of Boeing Max 9 planes, Airbus’ edge is likely to sharpen. Airlines are embarking on a massive expansion of their fleets to meet a post-pandemic surge in the demand for global air travel, and considering which company to turn to.

Shares in Airbus, a consortium with factories and offices in several European countries, soared to a record Friday after CEO Guillaume Faury said the company won 2,094 orders for new aircraft in 2023, the most in a single year. That includes the popular single-aisle A320neo planes, its main competitor to the 737 Max. Boeing also reported more aircraft deliveries and orders in 2023 than it had the year before, but at a pace slower than Airbus’. The two companies together manufacture the vast majority of the world’s commercial jets.

Faury declined to comment directly at a news briefing Thursday on the latest problem with Boeing’s Max aircraft.

“We are monitoring very closely everything that comes out of the ongoing investigation,” he said.

Airbus has had its own problems: During the pandemic it struggled with supply chain issues that forced it to cut production and fire workers, fueling a loss of 1 billion euros ($1.1 billion). It settled a corruption inquiry in 2020 for 4 billion euros. And in 2019 it quit building the A380 superjumbo jet after airlines demanded smaller models.

Since the Jan. 5 incident with the Max 9, Boeing’s shares have slumped around 20%, as investors gauge how big a blow the debacle will prove to be. David Calhoun, the company’s CEO, had said he had hoped 2024 would be a comeback year. Instead, the company is scrambling to contain the new fallout.

(Abigail Varney/New York Times) Boeing said Monday that it would make changes to quality-control processes at its factory and at that of an important supplier, Spirit AeroSystems, which installed the plug for unused exit doors that blew out on the Alaska Airlines flight. On Tuesday, Boeing announced it had appointed retired U.S. Navy Adm. Kirkland H. Donald to assess the company’s “quality management system” for commercial planes.

While no one was injured, the Alaska Airlines episode revived questions about safety that Boeing had been working to address after two of its Max planes in Asia and in Africa crashed in 2018 and 2019, killing 346 people. All 737 Max aircraft were grounded worldwide for two years, which created an unusual opening for Airbus to swoop in and take more of Boeing’s business.

Reporting by The New York Times and others revealed pressure inside Boeing to compete with Airbus’ A320neo jet, a fast-rising, fuel-efficient success that caught Boeing off guard. Boeing’s decision to build the Max as a variation of the 737 because it would be quicker, easier and cheaper than starting from scratch affected the plane’s design and development, playing a role in its troubling history.

“Over the past few years the economic equation has changed in favor of Airbus,” said Philip Buller, an aviation analyst at London-based Berenberg Bank.

“The disruptions that have been affecting the Boeing Max have made it seem as a less reliable aircraft to have in your fleet,” he said. “So the merits of it being slightly cheaper go out the window because the Airbus is a more reliable plane that you can be flying as opposed to grounding it.”

The safety concerns have been costly in other ways for Boeing. The company is saddled with almost $40 billion in debt stemming from the COVID travel slump and the earlier

737 Max safety crisis. That has raised questions about the extent to which it will invest in future-generation planes as Airbus seeks a competitive lead, Buller said.

“If you have $40 billion in debt, and a plane that’s your cash cow is grounded because the door blew off, it’s a sign that management is not investing in the future, but firefighting today,” he said.

As airlines continue to ramp up post-pandemic orders for planes to build bigger and newer fleets, Airbus appears to be widening its lead. In two huge deals, Air India ordered 250 Airbus planes, and IndiGo, India’s biggest carrier, agreed to buy 500. The company reported an order backlog of 8,600 planes in 2023, compared with 5,626 planes for Boeing.

Supply chain issues have made it harder for both to build aircraft fast enough. Airbus delivered 661 planes to carriers and airline leasing companies in 2023, slightly fewer than it had been targeting but more than the 480 planes delivered by Boeing. Airbus is sold out until the end of this year for single-aisle jets, and through 2028 for its wide-body A350 planes, the company said.

With the global airline fleet expected to grow by one third over the next decade — carriers are expected to operate 36,000 aircraft by 2033, from about 27,400 commercial jets today — both companies are looking to turn up the volume for the long term.

Faury said that Airbus would elevate production of the A320neo to 75 jets a month in 2026, in a further bid to outpace its rival. Boeing plans to increase production of 737 jets to 50 per month by around 2025.

For now, Airbus is staying humble, at least publicly.

Three days before the Alaska Airlines incident, a Japan Airlines Airbus A350 was engulfed by flames after colliding with a coast guard aircraft while landing in Japan. The Airbus design and materials were credited with preventing the fire from causing injuries among passengers and crew members.

And Spirit AeroSystems, which made the door plug that was ripped from the Alaska Airlines Boeing jet, is also a major supplier to several types of Airbus planes. It makes wing parts for the A320 at a plant in Scotland, and central section panels at its North Carolina plant for the fuselage of the A350. Faury said Airbus was closely watching the U.S. regulatory investigation of Boeing and its supplier.

He played down concerns that the race between Airbus and Boeing to produce more in-demand jets in the coming years could hurt quality, saying that safety, integrity and compliance were the main pillars of the company.

After the Alaska Airlines and Japan Airlines incidents, “we are all very focused, each on our product, to understand, analyze and learn all the lessons,” Faury said during a separate appearance last week at a French aerospace gathering.

“We always ask ourselves the questions: What does that say about the precautions that we might not have thought of and that we need to think about?” Faury said. “To what extent could this happen to us?”

U.S.-listed shares of Taiwan Semiconductor Manufacturing (TSMC) jumped 8.0%, after the world’s largest contract semiconductor maker projected a more-than 20% growth in 2024 revenue, on booming demand for high-end chips used in artificial intelligence applications.

n an expansion of hostilities rippling out from the Israel-Hamas war, Pakistan said Thursday that it had carried out strikes inside Iran. The military action came a day after Iranian forces attacked what they said were militant camps in Pakistan.

The Pakistani Foreign Affairs Ministry said that the country’s forces had conducted “precision military strikes” against what it called terrorist hideouts in southeastern Iran. A number of militants were killed, the ministry said in a statement.

A senior Pakistani security official, speaking on the condition of anonymity, said Pakistan had struck at least seven locations used by Baluch separatists about 30 miles inside the border. The official said that air force fighter jets and drones were used in the Pakistani retaliatory strikes.

A day before, Iran conducted an airstrike in Baluchistan province in Pakistan.

The Iranian government later said that the strike in Pakistan, as well as attacks it conducted in Iraq and Syria, showed that Iran would hit back forcefully at enemies anywhere.

An emboldened Iran has been using its proxy forces against Israel and its allies since the war in the Gaza Strip began in October. Those actions, and now the attacks by Iran itself on other countries in the region, have increased the risk that the upheaval washing over the Middle East could grow.

Iran has been trying to project strength after recent attacks inside its borders had made it look vulnerable.

Iranian officials said that the attack in Pakistan had been aimed at militants who threatened Iran, but the Pakistani authorities rejected that account, citing what it said were civilian casualties from the strike.

Pakistan denounced the Iranian strike as a blatant violation of international law and said that it “reserves the right to respond.”

Pakistan has long maintained that Baluch separatists, who have waged a lowlevel insurgency in Baluchistan province

in southwestern Pakistan for decades, have hideouts across the border in Iran. Iran has also accused Pakistan of not doing enough to contain militants who have targeted Iranian security.

“A calculated and timely response was necessary to negate an Iranian misperception that an unprovoked, surprise military attack on Pakistan will not yield a strong but calibrated and swift response,” Syed Muhammad Ali, a security analyst based in Islamabad, said in an interview.

He added that both sides had strong incentives to let the tensions cool now that Pakistan had responded, “as both countries will not gain anything from any further military exchange or escalation.”

On Thursday, after the Pakistani strike inside Iran, channels on the messaging app Telegram run by Iran’s Revolutionary Guard showed images of rubble from residential areas near the Pakistan border. Iran’s official Islamic Republic News Agency confirmed that multiple explosions had occurred in the border area.

The Iranian state-owned television network Press TV said that seven foreigners had been killed in the strike.

An emboldened Iran has been using its proxy forces against Israel and its allies since the war in the Gaza Strip began in October.

A week after deadly riots, a fragile peace in Papua New Guinea

ullets flew. Stores and warehouses burned. At the edge of the prime minister’s compound, hundreds of protesters tugged at the gates and set a guard booth on fire. Inside, on the 10th floor of the beige building that housed the office of the country’s leader, he was facing calls to respond forcefully, perhaps even ask the former colonial ruler for help.

“We are not calling in the Australians,” Prime Minister James Marape of Papua New Guinea told a reporter visiting him in his office. “We can handle this ourselves.”

Last week’s deadly unrest caught officials unaware and left Marape grappling with a fast-moving crisis. But discontent had been simmering for months in one of the poorest countries in the world. Papua New Guinea has a very large youth population, but few jobs to offer its young people, making economic hardship even more severe.

So when the pay of hundreds of civil servants and police officers was docked — by what the government described as a computer glitch — they walked off their jobs on Jan. 10. Within hours, Port Moresby, the capital, was rocked by a level of violence it had not seen in decades.

No official death toll was released, but at least 22 are believed to have died in the unrest, according to reports in the Australian news media.

Marape insisted the payroll error would be corrected and the missing money restored, dismissing claims that swirled on social media that the pay cut was a clandestine tax increase. By nightfall, he had ordered the military to restore calm in the capital. The following day, he declared a two-week state of emergency in Port Moresby and suspended the Pacific island nation’s chief of police.

During the unrest, telecommunications services in Papua New Guinea suffered outages, according to NetBlocks, a group that monitors internet connectivity, but the causes behind the problem remained unclear.

A fragile peace has now set in. But resources are in

short supply, with so many businesses ransacked or incinerated in the riots. It is unclear who will bear the costs of rebuilding, which are estimated at 600 million Papua New Guinean kina (around $160 million), according to the government, and which are unlikely to be covered by the businesses’ insurance. Members of the military and police are a visible presence in the capital, some services face reduced opening hours, and restrictions are in place over public gatherings and alcohol use.

In the aftermath of the riots, seven lawmakers have resigned, and rumblings of a mutiny have emerged over Marape’s handling of the crisis.

The speed with which a pay dispute gave way to violent riots reveals the brittleness of life in Papua New Guinea, said Michael Main, an anthropologist and researcher at Australia National University.

More than 68% of the country’s population — estimated between 9 million and 17 million people — was living below the poverty line, on less than $3.65 a day, as of 2017, according to the World Bank.

It is experiencing what is known as a youth bulge, with as much as two-thirds of the population below age 25, according to recent studies. Though there are few reliable official statistics, youth unemployment is rife, experts say.

“We have living within our cities and towns a large population of unemployed, disengaged and disaffected youth with little to no prospect of being productive citizens,” said Christopher Elphick, 39, who owns a furniture and appliances store in Port Moresby. “They have nothing to lose.”

Those who land a job then face obligations to their community, with family members relying on them for help.

The sudden pay cut for the police, who come from various parts of the country and have complex political and clan alliances, ignited a ready tinderbox. “Take away a substantial amount of their pay,” Main said, “and all of a sudden they are left with the same demands — but even

less money.”

In a video posted to social media, James Nomane, one of the members of Parliament who resigned after the unrest broke out, blamed Marape for the crisis and called on him to step down.

“The government has failed to address the ‘youth bulge’ issue, we have failed to create opportunities for our people, and we have absolutely failed the nation,” he said, adding, “No blame games, no excuses — the buck stops with the prime minister. He must resign.”

Marape came to power in 2019, promising that the country, which is impoverished but rich in resources, would be the world’s “richest Black Christian nation” within a decade. He avoided a vote of no confidence in 2020 and won reelection in 2022. In recent months, as both the United States and China vie for influence in the Pacific, Marape has signed security agreements with the United States and Australia, while also pursuing economic deals with China, the country’s largest trade partner.

Marape on Monday announced a Cabinet reshuffle, suggesting a fracture within his coalition. But while a vote of no confidence is likely, no challenger has so far emerged, and members of the prime minister’s party and the media have mostly rallied around him, said Maholopa Laveil, an economist at the University of Papua New Guinea.

The timing of such a vote remains unclear, but it cannot happen until next month at the earliest. The country’s laws forbid a no-confidence vote within a year and a half after elections.

For now, the government has threatened to shut down social media, citing concerns around “misinformation and disinformation,” according to the telecommunications minister, Timothy Masiu.

It is already “investigating certain social media accounts and following persons of interest,” Laveil said.

“They have the right to freeze accounts, if there’s a credible threat.”

New utopian enclave? Or a testament to inequality?

ry going for a stroll in much of Guatemala City: It is a pedestrian’s nightmare.

Motorcycles speed down crowded sidewalks. Rifle-grasping guards squint at each passerby, sizing up potential assailants. Smoke-belching buses barrel through stop signs.

But tucked within the chaotic capital’s crazy-quilt sprawl, there is a dreamlike haven where none of that exists.

In the City of Cayalá, a utopian domain created by one of Guatemala’s richest families, the streets are quiet and orderly, the stores are upscale and the homes attainable — if only to families from the country’s small, moneyed elite, or foreigners, like the American diplomats stationed at the huge newly built U.S. Embassy nearby.

Evoking the feel of a serene Mediterranean town, Cayalá features milky white buildings with red-tile roofs, a colossal civic hall with Tuscan columns, cafes and highpriced restaurants, colonnade-lined plazas and walkable, stone-paved boulevards. All of this is open to the public — except for the gated sections where about 2,000 families live.

“In 20 years, Cayalá will be just like

La Rambla,” said Andrés García Manzo, a restaurateur who lives in one of Cayalá’s secluded villas, drawing a comparison to Barcelona’s legendary pedestrian-friendly promenade. “You can walk everywhere here in peace.”

But critics say it is largely a playground for the well-off, hard to reach by public transit, environmentally devastating and has attracted significant investment even as other parts of crime-ridden Guatemala City fall into decay.

Cayalá began taking shape more than a decade ago and has won multiple international awards for what urban designers view as the openness of its innovative shared spaces.

But a fierce debate is flaring about whether Cayalá aggravates problems of inequality and access to urban spaces, instead of alleviating them, after protesters against the efforts to thwart the country’s new president, Bernardo Arévalo, from taking office were barred by gunmen from the area.

The spotlight on Cayalá — which roughly translates as “paradise” in the Indigenous Kaqchikel language — casts attention on the role of architecture and urban design in one of Latin America’s most unequal countries, where an estimated 59% of the population of 18 million subsists below the

poverty line.

Cayalá started out on a modest scale 20 years ago when Guatemala’s Leal family, which owns large swaths of some of the capital’s last urban forests and had already built fenced-off neighborhoods, hatched plans for a different kind of community.

They hired Luxembourg-born architect Léon Krier, who had worked with King Charles III on a model town in southern England, to help plan Cayalá. Architects including the University of Notre Dame’s Richard Economakis also signed on, drawing inspiration from the Parthenon of Athens to design Cayalá’s civic hall.

Private security guards closely monitor the grounds, especially on weekends when shoppers flock to the area. The neighborhood has proved especially popular with visitors from neighboring El Salvador.

In a city where the upper classes have long lived in well-guarded communities, Cayalá might not have become the focus of an uproar if not for the protests that exploded in October around Guatemala over the ultimately unsuccessful attempts to prevent Arévalo from taking office.

While protests elsewhere in the country unfolded largely peacefully, two motorists forced their vehicles through the demonstrators near Cayalá’s entrance and gun-wielding men in ski masks, including an owner of a business in Cayalá, barred the protesters from entering the area.

The episode left many aghast.

“I was stunned when I saw those images,” said Dora Monroy, who lives in a neighborhood next to Cayalá. “When someone takes a rifle to a peaceful protest, it’s a form of intimidation.”

Cayalá’s developers declined to comment on that episode and did not respond to questions about criticism of the enclave.

But in a statement, a spokesperson said, “Cayalá is a city for everyone.”

As they nurture plans to expand, some question how that could effect some of Guatemala City’s last remaining forests.

Bárbara Escobar, a biologist and conservationist, said the expansion could inflict damage on a basin crucial for recharging groundwater, while endangering a habitat for foxes, raccoons and owls.

“I’m not against development, but one has to do things right,” she said. Noting that bus access to Cayalá is limited, largely mak-

ing it a place for people prosperous enough to own cars, Escobar added, “This is a zone of exclusion, designed for a privileged minority in this country.”

Criticism of Cayalá has been building for years, with some questioning the project when urban areas that are potential gems, like Guatemala City’s old center, are in disrepair.

Javier Lainfiesta Rosales, the founder of a venture providing marketing for startups, called Cayalá an “abomination” in an essay.

“In Cayalá, there are no homeless people, begging children, malnutrition, street vendors, harassment, collisions, extortion, assaults, corruption or inequality,” he said. “It’s a piece of the First World in the heart of a city dangerously close to being Fourth World.”

Still, Cayalá has many defenders, who point out that people from different backgrounds frequent its open spaces.

Warren Orbaugh, an architecture professor at Francisco Marroquín University, hit back at the focus on the thousands of trees felled to build and expand Cayalá.

“What wasn’t once forest here in Guatemala?” Orbaugh asked. “Cayalá should multiply like cells around the country, replicated in terms of its scale and population density.”

García Manzo, the restaurateur who lives in Cayalá, said the three restaurants he owns there provide jobs for more than 100 people.

But he acknowledged that fears emerged among his neighbors during the protests when rumors spread that hundreds of buses were headed toward Cayalá to attack the area.

“I told my neighbors that was impossible, if they come they won’t be carrying torches to light our houses on fire,” said García Manzo, emphasizing that he was against taking up arms to protect Cayalá.

“The rumors created a strong psychosis.”

For Carlos Mendizábal, an architect who loathes Cayalá, that wasn’t surprising. Citing the need to constantly repaint its white walls and repair its air conditioning, all while bolstering security, he called it an unsustainable “white elephant.”

“After all this time,” Mendizábal said, “Cayalá is still a shopping center pretending to be a neighborhood.”

The genocide charge against Israel is a moral obscenity

n recent decades, as many as 3 million people perished in a famine in North Korea that was mainly governmentinduced. Hundreds of thousands of Syrians were gassed, bombed, starved or tortured to death by the Assad regime, and an estimated 14 million were forced to flee their homes. China has put more than 1 million Uyghurs through gulag-like re-education camps in a thinly veiled attempt to suppress and erase their religious and cultural identity.

But North Korea, Syria and China have never been charged with genocide at the International Court of Justice.

Israel has. How curious. And how obscene.

It’s obscene because it politicizes our understanding of genocide, fatally eroding the moral power of the term.

The war between Israel and Hamas is terrible — as is every war. But if this is genocide, what word do we have for the killing fields in Cambodia, Stalin’s Holodomor in Ukraine, the Holocaust itself?

Words that come to mean much more than originally intended eventually come to mean almost nothing at all — a victory for future génocidaires who’d like the world to think there’s no moral or legal difference between one kind of killing and another.

nocide, which is precise: “acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such.” Notice two key features of this definition: It speaks of acts whereas part of the genocide case against Israel involves the misinterpretation of quotes from Israeli officials who have vowed Hamas’ elimination, not the elimination of Palestinians. And it uses the term as such — meaning the acts are genocidal only if they are directed at Palestinians as Palestinians, not as members of Hamas or, heartbreakingly, as collateral deaths in attempts to destroy Hamas.

If Israel were trying to commit genocide, it wouldn’t be putting its soldiers at risk or allowing humanitarian relief to arrive from Egypt or withdrawing many of its forces from the Gaza Strip. It would simply be killing Palestinians everywhere, in vastly greater numbers, as Germans killed Jews or Hutus killed Tutsis.

It’s obscene because it puts the wrong party in the dock. Hamas is a genocidal organization by conviction and design. Its founding charter calls for Israel to be “obliterated” and for Muslims to kill Jews as they “hide behind stones and trees.” On Oct. 7, Hamas murdered, mutilated, tortured, incinerated, raped or kidnapped everyone it could. Had it not been stopped it would not have stopped. One of its leaders has since vowed to do it “a second, a third, a fourth” time.

It’s Hamas, not Israel, that started the war, keeps it going, and would resume it the moment it has the arsenal and the opportunity.

It’s obscene because it validates Hamas’ illegal and barbaric strategy of hiding between, behind and beneath Palestinian civilians. From the beginning of the war, Hamas has had a double aim: to kill as many Jews as possible, and to incur Palestinian fatalities to gain international sympathy and diplomatic leverage.

What is happening now at The Hague will never be a victory for ordinary Palestinians, no matter the court’s verdict. Their victory will come only when they have a government interested in building a peaceful and prosperous state, rather than destroying a neighbor. But it will serve Hamas as an unparalleled propaganda triumph — quite a turn for a group that only months ago proudly filmed itself murdering children.

It’s obscene because it’s historically hypocritical. The United States, Britain and other allied nations killed a staggering number of German and Japanese civilians on the path to defeating the regimes that had started World War II — often known as the Good War. Events such as the bombings of Dresden or Tokyo, to say nothing of Hiroshima and Nagasaki, were tragic and far more indiscriminate than anything Israel stands accused of doing. But no serious person holds Franklin Roosevelt to be on a moral par with Adolf

Hitler. What the Allies did were acts of war in the service of a lasting peace, not genocide in the service of a fanatical aim.

The difference? In war, the killing ends when one side stops fighting. In a genocide, that’s when the killing begins.

It’s obscene because of its strange selectivity. Reasonable people can argue that Israel has been excessive in its use of force, or deficient in its concern for Palestinian civilians, or unwise in thinking through the endgame. I disagree, but fine.

But how curious that the discussion has turned to genocide (and did so from almost the first day of the war) because it’s the behavior of the Jewish state that’s in question. And how telling that the accusation is the same one that rabid antisemites have been making for years: that the Jews are, and have long been, the real Nazis — guilty of humanity’s worst crimes and deserving of its worst punishments. A verdict against Israel at the International Court of Justice would signal that another international institution, and the people cheering it, has adopted the moral outlook of antisemites.

It’s been nearly 50 years since Daniel Patrick Moynihan condemned the U.N.’s “Zionism is racism” resolution as “this infamous act.”

“The abomination of antisemitism,” he warned, “has been given the appearance of international sanction.” Maybe the ICJ will make a similar mistake. If so, the shame and disgrace will rest with the accusers, not the accused.

Anuncian inversión para capacitar a empresas en manejo de carga farmacéutica sensitiva POR CYBERNEWS

l secretario del Departamento de Desarrollo Económico y Comercio (DDEC), Manuel Cidre Miranda, anunció el jueves la subvención de sobre 200,000 dólares a ocho empresas para adiestrarse y certificarse para el manejo de carga farmacéutica sensitiva, con el objetivo de que la Isla se convierta en “el primer hub de carga aérea de las Américas”.

“Exponer a estas compañías al proceso de certificación y adiestramiento, eleva la credibilidad y competitividad de Puerto Rico como centro de distribución farmacéutica, asegurando la calidad óptima de los productos manufacturados y manejados en la Isla. Esto les brinda confianza a las empresas farmacéuticas extranjeras, de que sus productos están en buenas manos mientras transitan por Puerto Rico. Esta estrategia forma parte de los objetivos del (DDEC) para fortalecer la logística y el manejo de la carga aérea para empresas de manufactura local”, expresó Cidre Miranda en declaraciones escritas.

Explicó que el proceso de capacitaciones y evaluaciones regulatorias a las empresas que manejan productos farmacéuticos tiene la finalidad de obtener el “Center for

Excelence for Independent Validators in Pharmaceutical Logistics (CEIV) de la Asociación Internacional de Transporte Aéreo (IATA).

Las gestiones para el proceso de certificación fueron posibles a través de una propuesta de fondos que recibió el DDEC y que finalizó en un contrato que aseguró el 80 por ciento de los fondos, mientras que IATA asumió el pago del 20 por ciento de las empresas participantes.

Estas son: ETH Cargo Service, Cesar Castillo, GMD Air Line Services, CBX Global, Expeditors, Prime Air, Isla Frio Refrigeration, American Airlines.

Industry University Research Center (INDUNIV), organización sin fines de lucro que une al sector farmacéutico con el académico y gubernamental, fue el socio principal que ayudó a ejecutar el proyecto.

INDUNIV completó todos los objetivos de Fase 1 y 2 en un periodo de siete meses, que consistieron en identificar y coordinar la participación de las compañías interesadas en obtener la certificación de CEIV. Como parte de este esfuerzo se realizaron reuniones individuales y grupales con el propósito de orientarlos, asesorarlos y contestar sus preguntas.

Mencionó que, desde enero del 2020, INDUNIV colaboró con el DDEC para educar a la comunidad de logística de PR AirHub, mientras que IATA gestionó las evaluaciones y el adiestramiento conducente a obtener la certificación. Se completaron los dos primeros adiestramientos con un grupo de 30 personas.

“Se ha cumplido el principal objetivo de encaminar a que las ocho compañías continúen el proceso de la obtención de la certificación CEIV. Para el 2024 continuaremos trabajando con la Comunidad de Carga Aérea que se formó en el 2022, para identificar otras iniciativas y seguir aumentando la calidad del manejo de la carga, entre otras prioridades”, concluyó.

Entregan mochilas de emergencia a médicos, paramédicos y enfermeros de las unidades especializadas del NMEAD L a organización sin fines de lucro Direct Relief, además de mejorar la salud y calidad de vida de personas que se ven afectadas en casos de emergencia o por la pobreza, también equipa a primeros respondedores con los recursos necesarios para brindar ayuda médica en situaciones de emergencia. Como parte de estos esfuerzos, Direct Relief entregó 24 mochilas equipadas para primeros respondedores del Negociado para el Manejo de Emergencias y Administración de Desastres (NMEAD).

Esta donación forma parte del programa global de distribución de medicamentos y suministros médicos de Direct Relief que apoya a entidades públicas de salud y organizaciones sin fines de lucro garantizando que tengan los recursos necesarios para cuidar de sus pacientes. Los Coordinadores de Búsqueda y Rescate, igualmente, realizan una labor importante para el éxito en la gestión y ejecución de las operaciones de rescate, especialmente para garantizar la eficiencia en la búsqueda y el salvamento de vidas, y la seguridad y salud de los equipos.

After that point, “So Much Tenderness” never concerns itself with the how of Aurora and her daughter Lucia’s circumstances. The film unfolds as a series of vignettes that drop us into different points in the duo’s lives: Aurora teaches Spanish at a language class; Lucia stocks grocery items at a supermarket; they each go on dates with different men. The knotty bureaucracy of immigration — hearings, permits, the process of assimilation — is elided; instead, we are suspended in these recent immigrants’ quotidian experiences. Yet a tension is always palpable — not just in the brief flashbacks of Aurora’s memories or the mysterious figure from her past she spots around town, but also in that unspoken feeling of unsettlement that sticks like lint to the characters’ uprooted lives. ‘Rookies’ In a high school in France, teenage dancers — many of them from the banlieues — make politics and poetry with their bodies. From the very first set piece in “Rookies,” a documentary about the dance troupe at the Turgot school in Paris, the kineticism of its diverse class is palpable. The camera captures a hip-hop battle as a rush of close-ups of limbs, popping and locking and swaying energetically. But what lends gravity to these scenes of movement is the commentary from the students that the directors, Thierry Demaizière and Alban Teurlai, weave throughout.

Turgot has removed geographical zoning restrictions for this course, meaning that kids from all over the city, from various economic and racial backgrounds, mingle together.

Talking-head interviews and intimate exchanges between teachers and students bring to the fore all the meanings these young people infuse into dancing. For some, moving their bodies with confidence is a feminist awakening; for others, the classes form a utopian bubble in a deeply divided world; and for yet others, it’s outright salvation. ‘Chithha’ Be warned before you read any further that this Tamillanguage thriller is best watched with minimal context; its pleasures lie in its myriad surprises and twists, deployed with precision by the director, S.U. Arun Kumar. But if you need more persuasion, here’s a tease.

In a small town in Southern India, a young man, Eeswaran (Siddharth), lives with his sister and raises his 8-year-old niece, Sundari (Sahasra Sree), with tender — and often overprotective — paternal care. The first half of “Chithha” is a sweet portrait of this uncle-niece relationship, with sparkling performances by both actors. But every now and then, smatterings of menace and suspense interrupt these charming goings-on and scramble our bearings. There’s the woman from Eeswaran’s past who has reemerged in town, and with whom he exchanges resentful glares; there’s also a specter of sordid sexual violence that eventually takes over the narrative.

‘Phases of Matter’ Documentaries about hospitals — those strange, liminal spaces poised between life and death — are having a moment. Just last year, Claire Simon’s “Our Body” and Véréna Paravel and Lucien Castaing-Taylor’s “De Humani Corporis Fabrica” offered two distinct but equally riveting portraits of medical institutions, and how they bring together the most bureaucratic and existential aspects of human life. The director Deniz Tortum adds to that oeuvre with “Phases of Matter,” an eerie portrait of a state-run hospital in Turkey.

Throughout the film, the curious camera takes several vantage points. Positioned outside the hospital, it gazes at a corridor with large glass windows that reveal moments of contemplation — like a man staring wistfully at the sky — among the harried traffic of staff and patients. Inside, it peers over the shoulders of surgeons in operating rooms as they cut open bodies, or hovers in the lunchroom, where doctors chat casually about matters of disease and mortality. In one incredible sequence, the lens careens out of an OT in crisis, and makes its way into the sinister, deserted basement, which houses the morgue. Within the four walls of the hospital, Tortum captures the entire drama of life, in all its urgency and banality. (Stream it on Mubi.)

How to reset your relationship with tech (for real this time)

recently spent a week offline. The occasion was a retreat of sorts, wherein overscheduled, overwhelmed people repaired to comfortable accommodations in the woods to reset.

I expected to be anxious, to be thinking constantly about the unreceived, unacted-upon information still flowing into my dark devices. Instead, the disconnection was surprisingly easy. I was a dog walker with an empty leash, braced for the yank of an insistent beast and surprised, over and over, to look down and find there was nothing there.

Unlike the self-directed daylong digital detoxes I’d white-knuckled through in the past, lonely experiments throughout which I’d felt like I was missing crucial communications, this time I was in the company of 30 other people who’d also gone cold turkey.

Absent smartphones and laptops, we became reacquainted with vanishing skills such as eye contact and small talk. We were forced to remain present during conversational lulls, which created a kind of intimacy. The real world, in all its vividness, provided more than enough entertainment. I was grounded in the unfolding narrative of day-to-day living, one moment following the next. When I did think of my phone — unpredictable, chaotic with asynchronous communication — I thought of it with disdain, like a messy, energy-sapping friend I needed to cut out of my life.

How, I wondered, could I release the stranglehold tech seemed to have on me outside of the cultivated greenhouse of a retreat?

It’s not realistic for most of us to fully disconnect for long stretches, never mind enlist our

by Domenico Loia on Unsplash) families, friends and colleagues to do so as well. (My colleague Kashmir Hill even tried switching to a flip phone, but it wasn’t sustainable.) We know the usual tips and tricks: no phones in the bedroom, delete social media apps, switch your phone screen to grayscale.

Why doesn’t any of it seem to stick?

I asked writer Oliver Burkeman, the author of the time-management book “Four Thousand Weeks,” if he’d encountered any new strategies for rehabbing our relationship with tech. The title of his book refers to the average human life span, which invites the question: “How many of those weeks have I already wasted doomscrolling?”

Burkeman agreed that there was probably no new tactic that, taken in isolation, was going to free us from phone addiction. But if we make a philosophical change, the practical changes become more achievable.

Shift your perspective.

The key, Burkeman said, is to adjust the way we think about our own agency. His work

challenges what he sees as the prevailing narrative about distraction and social media — the one that sees us “sitting there, rapturously concentrating” when, against our will, our attention is snatched away by the evil talons of an Instagram feed.

But that’s not what most people experience. In reality, he said, whatever you’re working on triggers an unpleasant emotion in you — perhaps boredom, or fear of not being able to complete the task at hand, or concern about not having enough time. You take refuge in your phone in order to escape those uncomfortable feelings.

Once there, it’s designed to keep your attention and suck up your day. But the thing to keep in mind, he said, is “the idea of distraction as starting inside us, and not simply being a case of evil Silicon Valley companies stealing away our focus.” That way, we’re in charge. When the uncomfortable emotions arise, we can recognize them, and we’re better equipped to resist.

Change your address.

The thing I miss the most about my week without tech is the feeling I had that real life is all there was. There wasn’t a parallel universe online where I had duties and chores and a persona to maintain. I only had to exist in one realm. Burkeman suggests, instead of attempting to eradicate social media, that we work on “switching our default setting” to real life.

“Remind yourself that your real life is here in your physical surroundings and talking to people and doing things,” he said. “Make social media somewhere you go instead of the place you live.”

To reinforce the concept, put distance between yourself and the dings and pings: Keep

your phone at least 10 feet from your workstation during the day, off your night stand at night, and turn off alerts and push notifications all the time, advised Dr. Aditi Nerurkar, an internal medicine physician at Harvard Medical School and the author of “The 5 Resets,” a new book on stress and resilience.

Go analog.

Celeste Headlee, a journalist and the author of the book “Do Nothing,” recently invested in a cuckoo clock. “Apps have been designed to steal our attention by encouraging us to lose track of the minutes that pass,” she said. The hourly cuckooing of her clock causes her to look up and become cognizant of how long she’s been lost in her devices. Similarly, when she needs to focus, she turns over a 30or 60-minute hourglass. When she’s tempted to reach for her phone, the glass serves as a reminder that just a few minutes have passed since she began a task.

Burkeman cautions that when making any behavioral change, it’s likely to be uncomfortable at first, like building new muscles. But during our conversation we concluded that, for some people, what’s needed in order to really make a change is not to institute a rigid regimen, but to go a little easier on ourselves.

If we lose an hour on social media, we can acknowledge it and move on. I’m drawn to this gentle means of attention management — I am, after all, the type to go on a woodland selfdiscovery retreat. Burkeman is drawn to a more disciplinarian approach, but admits that there’s something to a softer route. “I have such a sort of cringe reaction to people talking about selfcompassion,” he said. “But you know what?

That’s because it’s necessary and I need it.

That’s what cringe reactions are, usually.”

American company’s spacecraft malfunctions on its way to the moon

The lunar lander, named Peregrine and built by Astrobotic Technology of Pittsburgh, encountered problems shortly after it lifted off early Monday from Cape Canaveral.

he first NASA-financed commercial mission to send a robotic spacecraft to the surface of the moon will most likely not be able to make it there.

The lunar lander, named Peregrine and built by Astrobotic Technology of Pittsburgh, encountered problems shortly after it lifted off early Monday from Cape Canaveral, Florida. The launch of the rocket, a brand-new design named Vulcan, was flawless, successfully sending Peregrine on its journey.

But a failure in the lander’s propulsion system depleted its propellant and likely ended the mission’s original lunar ambitions.

“The team is working to try and stabilize the loss, but given the situation, we have prioritized maximizing the science and data we can capture,” Astrobotic said

in a statement. “We are currently assessing what alternative mission profiles may be feasible at this time.”

The failure raises questions about NASA’s strategy of relying on private companies, mostly small startups, for getting science experiments to the lunar surface.

Those scientific studies are part of the space agency’s preparations before sending astronauts back to the moon under its Artemis program.

“Each success and setback are opportunities to learn and grow,” Joel Kearns, deputy associate administrator for exploration at NASA’s science mission directorate, said in a statement.

Peregrine was the first of the missions under NASA’s Commercial Lunar Payload Services program, or CLPS, to get off the ground. Ever since CLPS was announced in 2018, NASA officials have said that they are willing to take greater risks in exchange for lower costs and that they expect some of the missions to fail.

Thomas Zurbuchen, then the associate administrator for science at NASA, made a hockey analogy — each CLPS mission is like a shot on goal, and if the costs are lower, there will be more shots on goal even though not all of the shots will score.

That is in contrast to the moon program of the 1960s, before which NASA built a series of its own robotic lunar landers. But that approach is expensive, and this time NASA wanted to encourage private indus-

try to come up with its own solutions that would be cheaper and might create a new market for universities, businesses and the space agencies of other nations that want to send payloads to the moon.

For the Peregrine mission, NASA was the primary customer, paying $108 million to Astrobotic to transport five experiments.

The mission also carried a variety of other payloads, including a small rover built by students at Carnegie Mellon University, experiments for the German and Mexican space agencies and mementos.

Still, getting to the moon on a low budget has proved more difficult than many thought it would be.

The Peregrine spacecraft launched at 2:18 a.m. ET on Monday. Fifty minutes later, it was successfully sent on its way along a highly elliptical Earth orbit. All of its systems were successfully powered on. To give time to diagnose any problems, Astrobotic designed the trajectory so the craft would make 1 1/2 loops around Earth before entering orbit around the moon about 2 1/2 weeks after it launched.

However, a few hours after launch, Astrobotic reported on the social media service X, formerly known as Twitter, that the spacecraft was having trouble keeping its solar panels pointed at the sun to generate power, pointing to a likely malfunction in the propulsion system.

An improvised maneuver succeeded in reorienting the solar panels back toward the sun, allowing the battery to charge.

However, the loss of propellant meant the moon-landing objective could not be achieved.

Astrobotic was the third private entity to try to send a spacecraft toward the surface of the moon, and is likely the third to fail.

In 2019, Beresheet, a spacecraft built by the Israeli nonprofit SpaceIL, crashed when its engine was inadvertently shut off while the spacecraft was still far above the surface.

Last year, a lander sent by the private Japanese firm Ispace misjudged its altitude because of a software glitch and then plummeted to its destruction after it ran out of fuel.

Astrobotic, SpaceIL and Ispace all grew out of teams that had sought to win the $20 million grand prize in the Google Lunar X Prize competition for the first pri-

vate venture to make it to the surface of the moon. The competition, announced with fanfare in 2007, came to a quiet end in 2018 without any of the teams even getting to space.

Astrobotic and Ispace pivoted to seeking investors who believed sending experiments and other payloads to the moon could become a profitable business, while SpaceIL received continued financing from Morris Kahn, an Israeli telecommunications entrepreneur, and other backers to finish Beresheet and launch it.

The next CLPS mission, by Intuitive Machines of Houston, could launch as soon as mid-February, headed toward a region near the moon’s south pole.

Astrobotic has a contract for a second mission, using a larger lander called Griffin, to take NASA’s VIPER robotic rover to explore a shadowed crater at the lunar south pole. With the failure of Peregrine, NASA may now reconsider that mission.

Governmental space agencies have also experienced mixed results. An Indian lander crashed in 2019, but a repeat attempt succeeded last year. Luna-25, the first Russian spacecraft to head to the moon since the 1970s, crashed last year.

The only country with an unblemished lunar record this century is China, which has successfully landed three robotic spacecraft on the moon since 2013. It is expected to launch a fourth, to the lunar far side, later this year. JAXA, the Japanese government space agency, also plans to land a small, experimental lunar vehicle on the surface on Jan. 20.

The failure of Peregrine sets aside, for now, a protest from the leaders of the Navajo Nation.

Celestis, a company that memorializes people by sending some of their ashes or DNA into space, and another that provides similar services, Elysium Space, had payloads on the Astrobotic spacecraft. In a letter to NASA and the U.S. Department of Transportation, Buu Nygren, president of the Navajo Nation, had asked for the launch to be delayed, because many Native Americans regard the moon as sacred.

“The act of depositing human remains and other materials, which could be perceived as discards in any other location, on the Moon is tantamount to desecration of this sacred space,” Nygren wrote.

At the hero Dubai Desert Classic, drama on and off the course

R

ory McIlroy and Patrick Reed have a long history of dueling when it matters most. The rivalry has produced some epic golf matches, the most surprising of which may have been last year’s Hero Dubai Desert Classic, being played again starting on Thursday on the DP World Tour in the United Arab Emirates.

At the 2016 Ryder Cup, held at Hazeltine National Golf Club in Minnesota, McIlroy and Reed were also pitted against each other on the final day of singles matches.

The pair traded incredible shots on the front nine, but it was the interplay between them — finger wagging, shushing, cupping ears to rile up the crowd — that many remember. But in a sign of sportsmanship, the two fistbumped walking off one green. Reed won the match on the 18th hole.

Two years later at the Masters Tournament, it was Reed and McIlroy battling again. It’s the one major that McIlroy still needs to win to complete the career grand slam. (He has won the U.S. Open, the British Open and, twice, the PGA Championship.)

Reed had led the tournament since the halfway mark, and in the final round McIlroy was three shots back. Reed won by one shot, six ahead of McIlroy.

Their rivalry had highly anticipated showdowns that were fierce and competitive.

Then came LIV Golf, and the sport splintered into two rival groups: the ones who went to the Saudi Arabiabacked league and those who stayed loyal to the established professional golf tours, the PGA and DP World Tours.

McIlroy became a player spokesperson for the PGA Tour, while Reed went to LIV and became part of the 4Aces GC, a team captained by Dustin Johnson.

Reed filed defamation lawsuits against the Golf Channel and several golf writers, but the lawsuits were dismissed and have been appealed. In McIlroy’s case, he received a subpoena on Christmas Eve 2022 when he was at home with his family — part of a lawsuit against the PGA Tour and DP World Tour filed by Reed’s lawyer, Larry Klayman.

At last year’s Hero Dubai Desert Classic, McIlroy wasn’t interested in chatting with Reed on the practice range. (Reed flicked a tee at McIlroy after Reed said McIlroy refused to acknowledge him on the driving range.)

What was surprising was the intensity of the tournament, which came down to a duel between Reed and McIlroy.

Like its counterpart, the Sentry on the PGA Tour, the Hero is usually a collegial entry into the DP World Tour’s season. Dubai has created a family resort around the courses.

As the week advanced, McIlroy and Reed were circling each other in the tournament, and it was clear that the competition had taken on a bigger significance for McIlroy than a regular victory.

McIlroy had become the leading PGA Tour player voicing his anger against the players who had gone to LIV. In addition to Reed, McIlroy clashed with Greg Norman, the former world No. 1 who is LIV’s chief executive.

“I think Greg needs to go,” McIlroy said before the Hero. “I think he just needs to exit stage left.”

After the first three rounds of last year’s Hero, it looked like McIlroy was going to coast to victory. In the fourth round, with a four shot deficit, Reed got off to a hot start. At one point on the back nine he was briefly in the lead. McIlroy drew even after a birdie on the 17th hole.

Stepping up to the tee of the 18th hole, McIlroy needed a birdie to win. Hitting his third shot close, he watched the ball roll into the hole before letting out a roar. Reed had mounted a final round charge, but finished one behind McIlroy.

“Mentally, today was probably one of the toughest rounds I have ever had to play because it would be really easy to let your emotions get in the way,” McIlroy said at a news conference. “I just had to really focus on myself and forget who was up there on the leaderboard.”

He added: “This is probably sweeter than it should be.”

The victory had the heightened feel of their Ryder Cup duel. While LIV golfers had been stripped of their PGA Tour membership for joining the rival league, they were allowed to play while a court in England mulled whether the DP World Tour could ban them.

A year later, McIlroy is striking a different tone about LIV and its defectors. The shift came after his Ryder Cup teammate Jon Rahm joined LIV Golf at the end of 2023.

“Ultimately, you can say what you want and do what you want, but at the end of the day you’re not going to be able to change peoples’ minds,” McIlroy said on the “Stick to Football” podcast earlier this month. He continued, “I wouldn’t say I’ve lost the fight against LIV, but I’ve just accepted the fact that this is part of our sport now.”

He said that he was concerned about what the continued division in professional golf would mean for the sport and that he hoped Rahm would still be able to compete in the Ryder Cup. He added that he had been too judgmental of the men leaving to go to LIV. “At the end of the day, we’re professional golfers and we play to make a living and make money, so I understand it,” he said. “But I think it’s just created this division that will hopefully stop soon.”

McIlroy’s manager, Sean O’Flaherty, said McIlroy was preparing for the Hero and did not have anything additional to add beyond what he said on the podcast. Reed declined to comment through his LIV representatives.

While one tournament does not dictate the tenor of a season, what made last year’s Hero interesting to watch was the battle between McIlroy and Reed coming down to the final hole. McIlroy is worried that such competitive battles will become rarer — confined to the majors — and hurt interest in the regular tour stops that rely on big names to draw fans.

With many stars and fan favorites gone to LIV, there is less opportunity outside the four majors for top players to compete. LIV, on the other hand, guarantees that its 48 players will be at every event.

“I think what LIV and the Saudis have exposed is that you’re asking for millions of dollars to sponsor these events, and you’re not able to guarantee to the sponsors that the players are going to show up,” McIlroy said on the podcast. “I can’t believe the PGA Tour has done so well for so long.”

Others agree. “I think if golf isn’t careful you get to the point where people say, I’m not that fired up to watch the Phoenix Open because Phil Mickelson, Brooks Koepka, Bryson DeChambeau and Rahm are not there,” said Hughes Norton, the agent who negotiated Tiger Woods’ first deal with Nike and the author of the coming book, “Rainmaker: Superagent Hughes Norton and the MoneyGrab Explosion of Golf From Tiger to LIV and Beyond.”

Already, longtime sponsors, including Honda and Wells Fargo, have pulled out of PGA Tour tournaments.

And other sponsors are questioning the increased costs if their tournament is one of the eight signature events, which offer higher purses and guarantee that more elite players attend, but at a cost of an additional $7 million on top of the $13 million sponsor fee, Norton said.

“Maybe Wells Fargo said there are six big names who used to come to our events and now they’re not there,” he said. “Sponsors are restless now.”

If that’s the case, the sport needs more battles like last year’s Hero showdown.

The players to watch at the Hero Dubai Desert Classic

he DP World Tour’s Hero Dubai Desert Classic, which begins Thursday at the Emirates Golf Club in the United Arab Emirates, has delivered bigname champions over the past 35 years, including Tiger Woods, Seve Ballesteros, Ernie Els, Fred Couples, Colin Montgomerie, Sergio Garcia and Rory McIlroy.

Will another marquee player walk off with the trophy this time around? Or will someone less heralded emerge from the pack to make an early statement in 2024?

Here are five noteworthy golfers: Brian Harman We’ll find out in the coming months whether Harman’s surprising victory in last year’s British Open, winning by six strokes at Royal Liverpool, was a fluke or if he’s able to prove that he truly is one of the game’s top players.

Harman, who turns 37 on Friday, tied for fifth at the PGA Tour’s seasonopening Sentry tournament this month in Hawaii and tied for 18th a week later at the Sony Open.

“I’m excited to tee it up in Dubai for the first time,” he said in December. “It looks like a stunning venue that has identified great champions. I’d love to add my name to that list.”

The Open triumph couldn’t have come at a better time. Harman, with only two victories since joining the tour in 2012, had seemed to lose confidence.

“Earlier this year,” he admitted in 2023, “I was asking my agent about announcing jobs already. So we all get there, we all have those thoughts. Everyone’s in a place that we operated on these razorthin margins.”

Rory McIlroy McIlroy, believe it or not, will turn 35 years old in May. He turned pro when he was 18.

Even harder to comprehend is that his drought in major championships is approaching a full decade, his last coming in the 2014 PGA Championship.

He’s bound to pick up another major sooner or later. Isn’t he?

McIlroy, ranked No. 2 in the world, has won the Dubai event three times, including last year when he birdied the final two holes to edge Patrick Reed by a stroke. “It’s a great start to the year,” Mc-

Ilroy said at the time, “and a really good foundation to work from.”

He won, however, only one more tournament in 2023, the Genesis Scottish Open in July, when he again birdied the final two holes to outduel Robert MacIntyre.

How McIlroy, who squandered an excellent opportunity to win last week’s Dubai Invitational, will be judged in 2024 will depend on how he performs in the four majors. In 2023, he missed the cut in the Masters, but recorded a top 10 in the next three, including a second-place finish in the United States Open at the Los Angeles Country Club.

Joaquin Niemann Niemann, 25, is playing for a lot more than this week.

He is playing to qualify for the Masters Tournament.

To accomplish that, Niemann, who is currently ranked at No. 70, will have to be 50th or better during the week before the Masters in April. He tied for 16th at the event last year.

Niemann, a member of LIV Golf, in which players receive no ranking points for LIV events, had fallen to No. 87 until he finished fifth last month in the Fortinet Australian PGA Championship and won the ISPS HANDA Australian Open in a playoff over Rikuya Hoshino, which qualified him for the event in Dubai. He started the final round four behind Hoshino, but closed with a 66.

“This season wasn’t the best for me,” he told the media. “I wanted to play more golf. It was huge to come up here and play good golf and get a result.”

Niemann, the top-ranked amateur in the world for 44 weeks in 2017 and

2018, has won twice on the PGA Tour, including the Genesis Invitational in 2022.

He joined LIV in summer 2022.

Cameron Young Young, ranked No. 25, has been very impressive in his first two seasons on the PGA Tour with 12 top 10s. Four of the top 10s came in major championships.

Still, there has been one thing missing: a victory.

In the 2021-2022 season, Young, 26, finished second on five occasions, including in the British Open on the Old Course at St. Andrews and was the PGA Tour’s Rookie of the Year.

In 2023, he lost to Sam Burns in the final of the WGC-Dell Technologies Match Play in Texas.

“There might not have been anybody beating him today the way he played,” said Young, who was 41 under par for the week.

Young, whose father was the head professional at Sleepy Hollow Country Club in Briarcliff Manor, New York, shot a 74 in the third round of the Sentry event this month, but rebounded the next day with a 65 to finish in a tie for 33rd.

Padraig Harrington It is safe to assume that three-time major champion Harrington, 52, won’t make a serious run at the title. He hasn’t won on the DP World Tour since 2016.

On the other hand, Harrington has played well since turning 50. In 2023, he made the cut in three of the four majors, his best finish a tie for 27th at the U.S. Open. On the PGA Tour Champions, a senior tour, he posted 10 top 10s last year in 13 appearances, including victories at the DICK’S Sporting Goods Open and TimberTech Championship.

There was even talk in the media of him being a captain’s pick for the Ryder Cup in Rome.

“I needed to push forward,” Harrington said in August, “but I just think I haven’t played enough events to give myself a better (chance).”

Harrington didn’t give himself much of a chance at last year’s Desert Classic in Dubai. He opened with an 81.

“It was one of those days,” he said afterward. “You get them hopefully only once a year when you are a bit of a klutz all day.” Harrington, who has three top 10s in Dubai, rebounded with a 65 on day two, but missed the cut.
