bout 80% of those surveyed in a Commonwealth Comptroller report said public administration in Puerto Rico is not transparent in its management.

Of the 767 participants, 99.73% stated that knowing information about government management is essential. However, only 32.6% are aware of the open data interconnection portal, www.datos. pr.gov, and 17% indicated having visited the portal, which contains updated information on government services, as provided by Law 22 for Open Data of the Government of Puerto Rico of Aug. 1, 2019.

“This result is one of the analyses that allows us to know the opinion of citizens about transparency and accountability in the public sector,” Comptroller Yesmín M. Valdivieso said. “Furthermore, it highlights the opportunities for improving compliance with citizens’ constitutional right to access public information.”

The survey, which was open to the public from Oct. 19 to Jan. 31, 2022 showed that 62% know of Law 141 on Transparency and Expedited Procedure for Access to Public Information of 2019. However, only 41% know of Law 159 to Order the Transmission of the Meetings of the Boards of Directors on Internet Portals of 2013, and 51% are aware of Law 22-2019. In this regard, the report recommended providing greater publicity with respect to these laws.

Regarding requesting public information, 60% of the participants obtained the information from the entity, and 16% obtained partial delivery of information. Those surveyed believed that bureaucracy and ignorance of the law on the part of officials and citizens are the main obstacles in such processes.

On the other hand, an approximate average of 17% of those surveyed indicated that they totally agree that the public information provided by the government is reliable, sufficient, clear, useful, accessible and up-to-date.

The report recommends, among other things, improving information technologies and internet portals, as well as applying data quality standards and monitoring compliance.

The report says that 92% of those surveyed are aware of the Comptroller’s Office website, 57%

have visited the website at least 10 times, and 81% found the information they were looking for. Survey participants also made numerous recommendations for improving access to government information on the portal.

The profile of the 767 participants corresponds to 59% women, 38% men and 3% who did not respond or mention another gender; 90% are between 35 and 64 years old and 56% reside in the municipalities of Bayamón, Caguas, Carolina, Cayey, Guaynabo, Ponce, San Juan, Toa Alta, Toa Baja or Trujillo Alto.

The report is part of a series of surveys whose aim is to determine the opinions of citizens regarding one of the sustainable development goals of the United Nations. Objective 16 indicates, among other things, that transparency and access to information policies are essential pillars for accountability and citizen participation in public affairs.

“We urge the officials, employees, and citizens of the government of Puerto Rico to take into account the opinion of those surveyed and take measures to implement the recommendations of the report,” Valdivieso said. “The transparency of information is a pillar of good governance and allows citizens to participate in government decisions.”

Legal Aid announces free help for those seeking to expunge criminal records

he Legal Aid Society of Puerto Rico (SAL) has launched its new Community Reentry Program, which offers free legal services to indigent people who need to clear their criminal record and obtain a certificate of good standing.

In the case of misdemeanor convictions, six months must have elapsed after the person finished the imposed sentence. When a person has been convicted of a felony – which is not subject to the sex offender and child abuse registry or the convicted corruption offender’s registry – he or she may go to court to obtain an order to expunge the conviction from the criminal record. However, there are certain conditions the applicant must have met. For instance, five years must elapse after the sentence has been completed and no crime can be committed during that time.

community, and, if subject by law, submit a DNA sample as required by the DNA Data Bank Act. Under the reentry program, other services will be offered, such as the return of mugshots and fingerprints at the state agencies after exoneration. Furthermore, orientation and legal services will be offered to those interested in being removed from the sex offender and child abuse registry, or other state registries, after completing the imposed sentence.

SAL Executive Director FélixVélez Alejandro noted that “SAL still continues to lead the way in indigent criminal legal services after 69 years.”

Last year, SAL started the Program for Legal Assistance in Mental Health Proceedings, which as of December 2023 had attended to nearly 1,972 cases and intervened in 4,994 legal hearings. Both programs exist thanks to funds from the American Rescue Plan Act administered under the Puerto Rico Fiscal Agency and Financial Advisory Authority.

Lawmaker lauds high court ruling against compulsory association membership for doctors Urges same for CPAs

ep. José Aponte Hernández on Thursday described the decision of the Puerto Rico Supreme Court reiterating the elimination of compulsory membership of doctors in the island’s professional organization for physicians as a triumph for the “freedom of association.”

He also called for speeding up the de-registration of certified public accountants.

“The right to freedom of association is one of the most sacred rights we have under

our democratic system of government,” the veteran New Progressive Party lawmaker said in a written statement. “Freedom of association is guaranteed under the Constitution of our nation, the United States, as well as that of Puerto Rico. Yesterday, the highest judicial forum on the island reiterated its decision to eliminate the requirement to oblige doctors to register, which is, without a doubt, a triumph for democracy. Today, Puerto Rico’s doctors are free to choose, as lawyers did a few years ago, which association, if any, they want

to belong to.”

For more than a decade, the at-large legislator and former speaker of the island House of Representatives has promoted the elimination of the requirement of association membership in order to practice different professions. Aponte Hernández has filed legislation to make affiliations with the associations that group professions on the island, from barbers to artists, producers and doctors, among many others, voluntary.

“In March 2011, in the case of the automotive technicians and mechanics

association, the Supreme Court ruled that ‘voluntary membership is also not in tension with the constitutional right to freedom of association. On the contrary, it is the compulsory membership of a professional class that creates an inevitable friction with the freedom of association of those affected,’” Aponte said. “That should be the rule for all professions, including Certified Public Accountants, who expect the same principle to apply to them. We will continue to work to defend the freedom of association of our professionals.”

PDP candidates file endorsements compliance suit to disqualify MVC candidates

group of candidates for legislative positions from the Popular Democratic Party (PDP) filed a lawsuit on Thursday in the San Juan Court of First Instance against more than a dozen candidates from the Citizen Victory Movement (MVC by its Spanish initials).

The plaintiffs, who include District 22 Rep. Jorge Alfredo Rivera Segarra and Guayama District Sen. Héctor Torres Santiago, argue that the MVC candidates failed to comply with the endorsement collection requirements established by the 2020 Electoral Code.

The complaint, also supported by candidates Yulixa Paredes Albarrán and Jorge Quiles Gordillo, describes as arbitrary the alternative method adopted by the MVC, which was carried out after the deadline established for

filing candidacies. According to the plaintiffs, the procedure represents an unequal and discretionary application of the Electoral Code, affecting candidates from other political parties and those with independent candidacies who did follow the legally established process.

The petition, filed by the former mayor of Guayanilla, Nelson Torres Yordán, and political analyst Iván Rivera Reyes, maintains that the MVC and its candidates did not comply with the statutory endorsement process, which could lead to their disqualification from the electoral process.

In response to the legal action, MVC General Coordinator Manuel Natal Albeló defended the party’s position on social media, claiming that they complied with all provisions of the Electoral Code and accusing traditional Citizen Victory Movement General Coordinator Manuel Natal Albeló parties of “acting out of fear and desperation.”

Groups start count of homeless in Puerto Rico

undreds of volunteers from organizations and agencies that make up the Continuum of Care (CoC-PR502) took to the streets this week to carry out the 2024 Homeless Count, which this year seeks more information on the difficulties of obtaining a home in Puerto Rico.

“The homeless count is an activity carried out every two years mandated by the McKinney-Vento Act designed to ensure rights and services to homeless families and individuals, including those who share the housing of others due to loss of home, financial hardship, or another reason,” said Belinda Hill, president of CoC-PR502 and executive director of the nonprofit Solo Por Hoy Inc., one of the organizations participating in the count.

Hill said the count includes individuals living in motels, trailer parks, or campgrounds

because they do not have an adequate shelter alternative and those who sleep in cars, parks, abandoned buildings, or substandard housing.

“The count allows an analysis of trends and needs by geographic area,” she said. “In addition, it provides accurate data to understand the magnitude of the problem, allowing us to reevaluate our policies and the allocation of funds based on the needs of homeless people in Puerto Rico.”

Although the mandate is that a count be taken every two years, CoC-PR502 decided to do it annually.

Last year, officials counted 1,078 homeless people in the island’s 24 northern municipalities.

The figure excludes more than 1,000 people who sleep in the CoC-PR502 housing projects.

“This year, we will collect data more focused on identifying specific barriers to housing placement, such as whether they have a pet or service animal, whether they are receiving treatment for a health condition such as HIV, and whether they have an approved housing voucher but remain in the street due to the shortage of affordable housing on the island,” the head of Solo Por Hoy said. “Our mission is that no one, but no one, has to live on the streets.”

In the most recent count, 52% of the people counted were homeless for the first time for economic reasons, Hill said.

Fewer road deaths recorded in January compared to year-ago period

he Traffic Safety Commission (CST by its Spanish initials) on Thursday reported a reduction in road fatalities at the beginning of 2024, with 13 fewer deaths when compared to those that occurred in 2023 by the end of January.

According to CST statistics, 29 fatalities were reported in January 2023, while this year the same month ended with 16 roadway deaths.

“Although one death is too many, the result of the decrease in fatalities on Puerto Rico’s roads shows that the culture of road safety continues to be entrenched in all drivers,” CST Executive Director Luis Rodríguez Díaz said. “We are more focused on developing new projects, programs and strategies this year so that the message of each of the CST’s campaigns has a direct effect on the awareness of all drivers.”

The category with the greatest reduction is pedestrians, followed by drivers. As of early Thursday, four pedestrian fatalities had been reported this year, which is 11 fewer than last year. Meanwhile, six driver fatalities had been recorded so far this year, one less than in 2023 at the same date. In the same vein, no fatalities associated with the San Sebastián Street Festival were recorded this year. During the annual event, the CST team was active in guiding attendees on the importance of handing over the care keys and the levels of alcohol allowed by law. In that effort they had the collaboration of business owners, the Municipality of San Juan and Municipality of Cataño, as well as the municipal police in both cities.

An increase in motorcycle fatalities was recorded last month, however with four

deaths, three more than were reported in January 2023.

“During the first quarter of 2024, we are going to be more deliberate in the campaigns [directed at] motorcyclists, expanding collaboration with dealers and motorcycle organizations to reach more people with the message of the importance of wearing the right clothing that can protect them in the event of a crash,” Rodríguez Díaz said. “And in the same way, emphasizing the importance of all motorcyclists having the M1 or M2 permits that are processed at CESCO.”

Complaint filed over possible unpermitted pre-construction activity at proposed solar site

alinas Mayor Karilyn Bonilla Colón announced Wednesday that she submitted information to the Department of Natural and Environmental Resources (DNER) about possible cases of excavation and removal of debris, and/or the felling of trees, without the required permits.

“In accordance with our commitment to the protection of natural resources, we refer for investigation a case of land excavation without the required permits, on the farm where the company AES proposes to install a solar park,” the mayor said. “According to the permit portal, the proponent filed a

location inquiry, which is still being evaluated by the agencies.

It is important to point out that our Municipality of Salinas does not endorse this project, due to the qualification and zoning of the land.”

The second case reported to the DNER concerns a farm adjacent to Paseo Ladi, where the DNER recently revoked the tree-cutting permit and issued a stop order. There are currently no approved cases in the permit system for the property.

“Our call to the agency is to proceed as soon as possible, and to carry out the corresponding investigations,” Bonilla Colón said. “All citizens should know that we will be vigilant to ensure compliance with current laws and regulations.”

Report: Co-founder of Google buys PR island

arry Page, the co-founder of Google, expanded his collection of private islands with the acquisition of Cayo Norte, a large private island located east of Puerto Rico, in 2018, according to various news sources, including Business Insider.

The purchase was made for $32 million through a limited liability company, or LLC, identified by Business Insider as belonging to Page.

Page and his wife, Lucinda Southworth, are acting as trustees of the sole owners of U.S. Virgin Island Properties, the entity used for the purchase, according to the report.

The acquisition process included a large section of the island for $28.7 million and another smaller section for $3.4 million, totaling over $32 million, according to property documents and legal records quoted by Business Insider.

With the acquisition, which reportedly was conducted privately and quietly, Page owns a total of five known islands, according to Business Insider, which span the Caribbean and South Pacific. It is unclear if he has any more properties.

Cayo Norte, located about 20 nautical miles east of Puerto Rico and northeast of Culebra, is known for its white-sand beaches and coral reefs, and as a haven for endangered sea turtles.

Three plead guilty to making false distress signal to Coast Guard

hree defendants have pleaded guilty to charges of conspiracy to communicate a false distress signal and making false statements in a U.S. Coast Guard hoax call case.

According to a June 28, 2022 court filing, Harold Carrión Butter, while trying to evade local authorities regarding a domestic violence case, purposefully hid himself in an attempt to make it seem like he was swept out to sea at La Poza Del Obispo in Arecibo.

Carrión Butter called his mother, Justinita Butter, who, after several phone conversations with her son, called local 9-1-1 and falsely reported that her son had not been answering his phone and was missing from the beach at Poza Del Obispo. Her 9-1-1 call was transferred to United States Coast Guard (USCG) Sector San Juan, which immediately began to coordinate a search and rescue operation for Carrión Butter.

Throughout that night and the following two days, through

multiple phone calls with USCG officers, Justinita Butter and Miriam Delgado Serrano made multiple false claims that Carrión Butter did not have a phone, must have been swept out to sea, and that there was no other place he could be. All the claims were made while they were both in continuous and surreptitious communication with Carrión Butter through multiple phone calls and text messages.

On July 1, 2022, Carrion Butter was discovered by local Puerto Rico police at a location near his family home. The USCG subsequently ended its search and rescue operation, after having diverted multiple ships, boats and aircraft from other potential search and rescue missions and criminal-interdictions, and after having expended over $1 million in assets and resources in the search.

Carrión Butter pleaded guilty to count one of the indictment, conspiracy to communicate a false distress signal. He was sentenced in December 2023 to time served -- approximately 18 months of imprisonment. He is currently incarcerated at the state level and facing other charges.

Justinita Butter, who was scheduled for trial beginning next Monday, pleaded guilty on Jan. 26 to count four, making a false statement. Specifically, when USCG personnel were speaking on the phone with Butter on the morning of June 29, 2022, they asked her for Carrión Butter’s phone number.

She told USCG personnel that Carrión Butter didn’t have a phone and did not provide his number. Sentencing is scheduled for April 26.

Delgado Serrano also pleaded guilty to count one of the indictment. Her sentencing is scheduled for March 1.

A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

“Federal, state and local authorities take all threat-to-life matters very seriously,” said W. Stephen Muldrow, U.S. Attorney for the District of Puerto Rico. “However, when individuals make false reports to law enforcement, endangering first responders, other citizens, and wasting resources, they will be prosecuted and held accountable for their criminal conduct.”

House passes bipartisan tax bill, but election-year politics complicate its path

he House gave broad bipartisan approval earlier this week to a $78 billion bill that would expand the child tax credit and restore a set of corporate tax breaks, a rare feat in an election year by a Congress that has labored to legislate.

The bill passed 357-70, with mainstream lawmakers in both parties driving the House’s first major bipartisan bill of the year to passage.

Forty-seven Republicans and 23 Democrats voted against the bill.

But despite the lopsided show of support, the measure faces a fraught path to enactment amid political divides over who should benefit the most. The effort, which faces resistance from Senate Republicans, is a test of whether a divided Congress with painfully thin margins can buck the dysfunction of the Republican-led House, set aside electoral politics and deliver legislation that would contain victories for both parties.

Rep. Jason Smith, R-Mo., chair of the House Ways and Means Committee, championed the legislation as “pro-growth, pro-jobs and pro-America.”

“It’s a strong, common sense, bipartisan step forward in providing urgent tax relief for working families and small businesses,” Smith added.

The package would expand the child tax credit — though a version substantially scaled back from its pandemic-era level — and restore a set of business tax breaks related to research and development, and capital expenses. Both would last through 2025. It would also bolster the low-income housing tax credit and extend tax benefits to disaster victims, and Taiwanese companies and individuals.

The plan would be financed by curbing the employee retention tax credit, a pandemicera measure meant to encourage employers to keep workers on the payroll that has become a magnet for fraud.

Lawmakers in both parties regard it as a policy victory and a way to show voters they can actually accomplish something despite the chaos and turmoil that have come to define the Republican-led House.

“The majority of the country is really thirsty for us to do things in a bipartisan manner,” Rep. Greg Murphy, R-N.C., said in an interview. “We’ve seen a lot of gridlock because some people really want to, basically, say no to everything. And I think we do need to move forward and actually show people

In a sign of the political hurdles that are complicating the bill’s path, House Speaker Mike Johnson brought it to the floor Wednesday under special expedited procedures that required a two-thirds majority for passage. The maneuver allowed him to steer around Republicans who could otherwise have blocked the bill over their policy and political objections.

Senate Republicans have also sought to pump the brakes, in another indication of the political challenges the package still faces. The bill would be a win for President Joe Biden and Democrats, who have made expanding the child tax credit a signature issue, including Sen. Sherrod Brown of Ohio, who is up for reelection this year and is a key target for Republicans in November.

Sen. Michael D. Crapo of Idaho, the top Republican on the Finance Committee, said Wednesday that he still had concerns with the bill — including a provision that would allow parents to use their previous year’s earnings to claim a bigger credit, which he argued would discourage work — and wanted to see it amended in the Senate. Crapo, and many other Senate Republicans, previously voted in favor of the same provision in previous bills.

“I’m sure there are going to be a number of issues, like raised yesterday in the House, that didn’t get resolved,” Crapo said. “I’m guessing that a lot of those kinds of issues will come up,

and we’ll have to work through them.”

A group of lawmakers from New York and other blue states with high tax rates was angry that the measure omitted an increase it had sought to the cap on state and local tax deductions, known as SALT, which would benefit high earners. New York Republicans signaled their ire Tuesday by briefly blocking a procedural measure in protest.

The package that the House passed Wednesday was brokered by the top two tax writers in Congress: Smith and Sen. Ron Wyden, D-Ore., chair of the Finance Committee. It has the support of the White House, key leaders in both parties on Capitol Hill and a variety of rankand-file members. It gained momentum after the Ways and Means Committee approved it on an overwhelmingly bipartisan basis in January.

Proponents point to that vote, and to how unlikely it had seemed for a tax deal to come together, as a good sign for its prospects.

“Most prognosticators would have told you as recently as a month ago that this bill

was destined to die in negotiations or collect dust on a shelf if it ever got introduced,” Wyden said in a statement Wednesday. “Given the sorry state of our political climate, it’s a real victory to have such strong momentum behind this bill that will help 16 million American kids from low-income families get ahead.”

The legislation would make the $2,000-per-child credit more accessible to families with multiple children and gradually raise the cap on how much lower-income families can claim to match the amount for higher-income families. It would also automatically adjust the credit for inflation and allow parents to use their previous year’s earnings if it means they could receive a larger credit.

Right-wing Republicans denounced the expansion, arguing that it would discourage work. They also objected to allowing immigrants in the country illegally who have U.S.born children to receive the credit, for which they are eligible under current law.

“I’m not going to support something that expands the child tax credit, which is expanding the welfare state massively,” said Rep. Bob Good, R-Va., chair of the House Freedom Caucus. “And I’m not going to support child tax credit going to illegals. I think that’s incentivizing this illegal invasion, and we ought to stand united against it as the Republican Party.”

Progressive Democrats, on the other hand, argued that the bill did not expand the tax credit enough and disproportionately benefited corporations. It falls far short of the pandemic-era version of the child tax credit, which deposited up to $3,600 per child in families’ bank accounts and helped to pull millions of children out of poverty.

“I cannot vote for a deal that so lopsidedly benefits big corporations while failing to ensure a substantial tax cut to middle and working-class families,” Rep. Rosa DeLauro of Connecticut, the top Democrat on the Appropriations Committee, said on the floor before the vote. “This bill provides billions of dollars in tax relief for the wealthy and pennies for the poor.”

One big reason migrants are coming in droves: They believe they can stay

or decades, single young men, mainly from Mexico and later Central America, did their best to sneak past U.S. border agents to reach Los Angeles, Atlanta and other places hungry for their labor.

Today, people from around the globe are streaming across the southern border, most of them just as eager to work. But rather than trying to elude U.S. authorities, the overwhelming majority of migrants seek out border agents, sometimes waiting hours or days in makeshift encampments, to surrender.

Being hustled into a U.S. Border Patrol vehicle and taken to a processing facility is hardly a setback. In fact, it is a crucial step toward being able to apply for asylum — now the surest way for migrants to stay in the United States, even if few will ultimately win their cases.

We are living in an era of mass migration — fueled by conflict, climate change, poverty and political repression and encouraged by the proliferation of TikTok and YouTube videos chronicling migrants’ journeys to the United States. Some 6 million Venezuelans have fled their troubled country, the largest population displacement in Latin America’s modern history. Migrants from Africa, Asia and South America are mortgaging their family land, selling their cars or borrowing money from loan sharks to embark on long, often treacherous journeys to reach the United States.

In December alone, more than 300,000 people crossed the southern border, a record number.

It is not just because they believe they will be able to make it across the 2,000-mile southern frontier. They are also certain that once they make it to the United States they will be able to stay.

Forever.

And by and large, they are not wrong.

The United States is trying to run an immigration system with a fraction of the judges, asylum officers, interpreters and other personnel that it needs to handle the hundreds of thousands of migrants crossing the border and flocking to cities around the country each year. That dysfunction has made it impossible for the nation to expeditiously decide who can remain in the country

and who should be sent back to their homeland.

“I don’t know anyone who has been deported,” Carolina Ortiz, a migrant from Colombia, said in an interview in late December at an encampment outside Jacumba Hot Springs, about 60 miles southeast of San Diego and a stone’s throw from the hulking rust-colored barrier that separates the United States from Mexico.

For most migrants, the United States still represents the land of opportunity. Many come seeking work, and they are going to do whatever it takes to work, even if that means filing a weak asylum claim, several lawyers said.

To qualify for asylum, applicants must convince a judge that returning to their home country would result in harm or death on the basis of their race, religion, nationality, political opinion or membership in a particular social group.

Ortiz, 40, said she intended to apply for asylum based on violence in Colombia. Her chances of winning are slim, because violence alone typically does not meet the standard for persecution. Even so, she will be shielded from deportation while her claim is pending and will qualify for a work permit.

Underfunded immigration courts that adjudicate claims are strained by the swelling caseload, so applications languish for years, and all the while, migrants are building lives in the United States.

Ortiz, a nurse, said she had borrowed “millions” in Colombian pesos (several thousand dollars) to pay the smugglers who brought her to the doorstep of the United States, a gap in the wall championed by former President Donald Trump. She waited two days in the cold, desert winds lashing her tent, for agents to come and take her.

When agents showed up, they transported Ortiz to a facility where she was given paperwork that said she had entered the country illegally, had been placed in deportation proceedings and must appear before an immigration judge.

The court date was Feb. 19, 2026.

She was then released. In Ortiz’s mind, everything was going according to plan. “I wanted to do everything the right way,” she said, after arriving in Colorado a few days later. She had been assigned an “alien” number used to track immigration cases.

Most asylum claims are ultimately rejected. But even when that happens, years down the road, applicants are highly unlikely to be deported. With millions of people unlawfully in the country, U.S. deportation officers prioritize arresting and expelling people who have committed serious crimes and pose a threat to public safety.

Nearly 2.5 million people crossed the southern border in fiscal year 2023, more than live in most U.S. cities. That has made the border an ever more contentious issue, for mayors and governors grappling with large influxes of migrants, and for Republican leaders eager to lay the blame at the foot of President Joe Biden as he campaigns for reelection.

House Speaker Mike Johnson, R-La., has insisted that nothing should be more important to the United States than securing the border. “We must insist — must insist — that the border be the top priority,” Johnson told reporters in January after a meeting with Biden and other congressional leaders.

The president has signaled a willingness to agree to most Republican demands, though the prospects for a deal diminished last week after Trump, the front-runner for the Republican nomination, expressed vociferous opposition to the terms.

But some proponents of tougher enforcement say that a

crackdown at the border is not enough.

“We do need more boots on the ground. We do need more border infrastructure,” said Michael Neifach, a border security expert who was principal legal adviser to Immigration and Customs Enforcement during the George W. Bush administration.

“But you can’t fix this by just doing that,” he said. “We need to understand that the border is not the end of it.”

The U.S. immigration system has not undergone an overhaul in almost 40 years. And it has been a decade since Republicans and Democrats in Congress last engaged in serious negotiations to try to make top-to-bottom changes to the system.

Instead, stoking concern over immigration has become a vital part of the political playbook for Trump and many Republican leaders. They call for increasing enforcement at the border but say little about the rest of the ossified, broken immigration system.

“Politicians want to fund Border Patrol agents, fencing and other visible aspects of border enforcement,” said Doris Meissner, director of the U.S. immigration policy program at the Migration Policy Institute, a nonpartisan think tank.

“But until resources are bolstered for other immigration functions, the border problem cannot be solved,” said Meissner, a former chief of the U.S. Immigration and Naturalization Service.

In a functioning system, most migrants seeking asylum would be interviewed at the border to assess whether they have a credible fear of persecution if they were forced to return to their home countries.

It is intended as the first step in the asylum process, and migrants who are found to lack a credible claim can be swiftly deported.

About 500 such interviews are being conducted a day — more than ever. But those represent only a fraction of the migrants who arrive — often 5,000 or more. Most people crossing the border never undergo that initial screening. They are released with a court date in a city, often years in the future.

If migrants tell judges they had been living in desperate poverty and came to the United States in search of work, the migrants could be rapidly deported. So migrants apply for asylum, knowing that gives them a fighting chance to stay.

Under U.S. law, asylum-seekers can remain in the United States at least until their cases are concluded.

In 2012, there were 300,000 pending asylum cases in the United States. There are that many cases now in New York state alone. All told, more than 3 million cases are languishing in immigration courts, 1 million more than just a year ago.

Some 800 immigration judges are on the bench, up from about 520 in 2020. But the increase in judges came after years of inaction, and in that time the backlogs ballooned, according to TRAC, the Transactional Records Access Clearinghouse, a research group at Syracuse University.

Even with more judges on the bench, it can take several years for an asylum case to be decided. The Congressional Research Service has estimated that it would take about 1,000 more judges to clear the current backlog by fiscal year 2032.

Until a few years ago, Katy Chavez, an immigration lawyer in North Carolina, used to receive a handful of calls a year from people seeking her services to apply for asylum. Now she receives a couple dozen a month. Many are migrants who had fled profound economic hardships.

“They are calling because they want their work permit,” she said. “They don’t even understand what asylum is.”

Platoonmates killed in Jordan saw Army service as a life ladder

A

t a dusty military base in northeastern Jordan, Spc. Kennedy Sanders drove bulldozers and road graders. When she had free time, she liked to spend it knitting or feeding her sneaker-head habit by shopping online for rare pairs of Nike Dunks that she would make her mother unbox for her over FaceTime.

She spent a lot of hours joking and hanging out with her friend and platoonmate in their Army Reserve engineer unit, Spc. Breonna Moffett, who slept in a nearby rack and was hoping to celebrate returning home this summer by attending a Nicki Minaj concert.

The two were killed Sunday, along with another soldier in their unit, Sgt. William Jerome Rivers, in what the Pentagon said was a drone attack by an Iranian-backed militia.

Both specialists were heavy-equipment operators doing a tough job in a hostile region.

They were also young Black women from Georgia who loved hip-hop, laughing with friends and the Army. And they were representative of the type of Americans who increasingly serve in the military these days.

Black women account for about 36% of all enlisted women in the Army, compared with just 14% of the civilian female population, and they have an outsize presence in the highest enlisted ranks: More than half of the Army’s female sergeant majors are Black.

“You think of the military, most people think of men, but in fact African American women are heavily overrepresented,” said Brenda Moore, a professor of sociology at the State University of New York at Buffalo who has studied the trend for decades.

The reasons are simple, she said. The Army was one of the first large employers to strip structural racism from its organization. Though other forms of racism persisted, the military in the civil rights era was one of the few places where Black women could find open doors and equal opportunity. Military service comes with benefits that can be rare in civilian blue-collar jobs, and recruits do not need to know someone or have a degree to be hired.

“The Army was seen as a good deal,” Moore said. “You could make something of yourself, provide for your family and do something honorable.”

Today, women like Sanders and Moffett fill the often overlooked ranks of supply, logistics and medical jobs that support combat units.

It’s “basically a family tradition,” said Dereima Weaver, a friend since middle school.

Weaver said her friend was happy to have joined up. “She loved the adventure, and she loved the service,” she said.

In between her Army Reserve commitments, Moffett worked as a civilian home care provider for people with disabilities. The Savannah regional director of United Cerebral Palsy of Georgia, Sharon Mitchell, described Moffett in a statement as “a deeply passionate advocate for the people we support.”

Her platoonmate Sanders, 24, came from Waycross, a town in the southeastern part of the state where the median household income is half the national average. Her longtime friend Bre Etheridge said in an interview that it was the kind of place where “some people get stuck and they can’t leave.”

“Others, if they’re motivated and want

to do big things with their lives, like Kennedy, they go to college or join the service,” she said.

Sanders grew up on a street full of boys and with several brothers, and learned fast to keep up while playing football and basketball.

In high school, she lettered in three sports. She tried college but didn’t finish; back in Waycross again, she worked at a series of low-paying jobs, including as an assistant at the pharmacy in the city’s small downtown.

One of her best friends had joined the Marines and was learning to be a radiology technician; after talking to her, Sanders decided to enlist in the Army. Soon she had health care coverage, retirement benefits and a marketable skill, and was earning education benefits to pay for another try at college.

“It was an adventure for her, too,” her mother, Oneida Oliver-Sanders, said in an interview.

“She was making lifelong friends, getting promoted. She loved it.”

Sanders was so proud of her service that she went in uniform to visit schools and talk to students in Waycross.

“It meant a lot to her,” her mother said.

“She wanted the kids to see that they had this opportunity, too.”

She said her daughter had found a kindred spirit in Moffett. Neither of them, OliverSanders said, gave much thought to ending up in harm’s way.

When they deployed in August, they initially were told they might go to Syria, where the United States has about 900 troops. Sanders was apprehensive. But they learned they would be sent instead to Tower 22, a small base in Jordan near the Syrian border, which sounded safer.

At the base, Oliver-Sanders said, her daughter’s life seemed routine and quiet. A few attempted drone attacks on the base came up in phone conversations, she said, but mostly they talked about their favorite shows on Netflix or the latest pair of sneakers to add to Sanders’ collection.

Her enlistment was almost up, and she was thinking about her future. Deploying to a remote patch of desert with occasional drone strikes might have turned some people off. But Saturday, when her mother last spoke to her, Sanders said she had decided to reenlist in the Army.

Senators berate tech executives on child safety

awmakers earlier this week denounced the chief executives of Meta, TikTok, X, Snap and Discord, accusing them of creating “a crisis in America” by willfully ignoring the harmful content against children on their platforms, as concerns over the effect of technology on youths have mushroomed.

In a highly charged 3.5-hour hearing, members of the powerful Senate Judiciary Committee raised their voices and repeatedly castigated the five tech leaders — who run online services that are very popular with teenagers and younger children — for prioritizing profits over the well-being of youths. Some said the companies had “blood on their hands” and that users “would die waiting” for them to make changes to protect children. At one point, lawmakers compared the tech companies to cigarette makers.

“Every parent in America is terrified about the garbage that is directed at our kids,” Sen. Ted Cruz, R-Texas, said.

The tech chiefs, some of whom showed up on Wednesday after being forced by subpoena, said they had invested billions to strengthen safety measures on their platforms. Some said they supported a bill that bolsters privacy and parental controls for children, while others pointed to the faults of rivals. All of the executives emphasized that they themselves were parents.

In one blistering exchange with Sen. Josh Hawley, R-Mo., Mark Zuckerberg, Meta’s CEO, stood up and turned to address dozens of parents of online child sexual exploitation victims.

“I’m sorry for everything you have all been through,” Zuckerberg said. “No one should go through the things that your families have suffered.” He did not address whether Meta’s platforms had played a role in that suffering and said the company was investing in efforts to prevent such experiences.

Last year, Dr. Vivek Murthy, the U.S. surgeon general, identified social media as a cause of a youth mental health crisis. More than 105 million online images, videos and materials related to child sexual abuse were flagged in 2023 to the National Center for Missing and Exploited Children, the federally designated clearinghouse for the imagery. Parents have blamed the platforms for fueling cyberbullying and children’s suicides.

The issue has united Republicans and Democrats, with lawmakers pushing for a crackdown on how Silicon Valley companies treat their youngest and most vulnerable users.

Some lawmakers, seizing on a matter that has incensed parents, have called for measures and introduced bills to stop the spread of child sexual abuse material and to hold the platforms responsible for protecting young people.

Tech giants face mounting domestic and global scrutiny for their effect on children. Some states have enacted legislation requiring social media services to verify their users’ ages or take other steps to protect young people, although those rules have confronted legal challenges.

Online safety laws have also been approved in the European Union and in Britain.

The White House also weighed in on Wednesday. “There is now undeniable evidence” that social media contributes to the youth mental health crisis, said Karine Jean-Pierre, the

White House press secretary.

Yet the grilling of the tech leaders on Wednesday may not ultimately amount to much, if history is any guide. Meta’s executives have testified 33 times since 2017 over issues such as election interference by foreign agents, antitrust and social media’s role in the Jan. 6, 2021, storming of the U.S. Capitol — but no federal law has been passed to hold the tech companies to account. Dozens of bills have failed after partisan bickering over details and lobbying efforts by the tech industry.

David Vladeck, a professor at Georgetown University’s law school and a former head of consumer protection at the Federal Trade Commission, likened congressional actions on tech to the cartoon “Peanuts.”

“Congress has consistently punted on tech legislation that seems essential, but I feel like Charlie Brown — every time he wants to kick the football, Lucy takes it away,” he said.

The federal government has also not followed through on existing laws that could provide more resources for combating online child abuse, The New York Times has found.

Notably, law enforcement funding has not kept pace with the staggering rise of online abuse reports, even though Congress was authorized to release more money.

On Wednesday, Zuckerberg testified before Congress for the eighth time. Shou Chew, TikTok’s CEO, was back as a witness less than a

year after appearing at a hearing. Evan Spiegel, Snap’s CEO, Linda Yaccarino, X’s CEO, and Jason Citron, Discord’s CEO, testified for the first time after lawmakers subpoenaed them.

Lawmakers have focused on social media’s harmful effects on children since 2021, when a whistleblower from Meta, Frances Haugen, revealed internal documents that showed that the company knew its Instagram platform was worsening body image issues among teenagers. The Senate Judiciary Committee has since held several hearings with tech executives, sex exploitation experts and others to highlight the dangerous activity for children online.

Zuckerberg and Chew received the most attention, with lawmakers admonishing them for not supporting legislation on child safety. After lawmakers pressed Spiegel on the problem of drug sales on Snapchat, he apologized to parents whose children have died from fentanyl overdoses after buying the drugs through the platform.

“I’m so sorry that we have not been able to prevent these tragedies,” he said, adding that Snap blocks search terms related to drugs and works with law enforcement.

Lawmakers also focused on proposals that would expose the platforms to lawsuits by scrapping a 1996 statute, Section 230 of the Communications Decency Act, which shields internet companies from liability for the content on their sites.

“Nothing is going to change unless we open up the courtroom doors,” said Sen. Amy Klobuchar, D-Minn. “Money talks even stronger than we talk up here.”

Weeks before Wednesday’s hearing, some of the tech companies announced changes to their services pertaining to children.

Meta introduced stricter controls on direct messaging for teenagers and greater parental controls. Snap announced its support for the Kids Online Safety Act, proposed legislation to restrict data collection on children and tighten parent controls on social media.

In front of the Capitol building on Wednesday, a nonprofit critical of Big Tech displayed cardboard cutouts of Zuckerberg and Chew sitting atop a mountain of cash while clinking champagne glasses. Inside the hearing room, parents held up photos of victims of online child sexual exploitation.

Mary Rodee, a parent in the hearing room, said she lost Riley, her 15-year-old son, in 2021 after sexual exploitation on Facebook Messenger. She has since fought for legislation to protect children online.

“The companies are not doing enough,” she said. “Enough talking.”

Wall St rebounds from Fed-driven selloff; big tech earnings in view T

he KBW Regional Banking index fell 2.1%, weighed down by the 8.9% drop in New York Community Bancorp’s shares after the company reported pain in its commercial real estate portfolio, sparking renewed fears over the health of U.S. regional lenders.

Fourth quarter reporting season is going full-bore, with 208 of the companies in the S&P 500 having reported. Of those, 80% have delivered consensus-beating earnings, according to LSEG. Analysts now expect aggregate S&P 500 earnings growth of 6.4% year-on-year for the October-December period, an improvement over the 4.7% growth seen on Jan. 1, per LSEG. A raft of economic data showed rising productivity helping to cap labor costs, while an increase in announced layoffs and weekly jobless claims provided further evidence of softening in the labor market, which is viewed by the Fed as a precondition to assuring a sustainable downward path for inflation.

“We see these data, on the eve of the labor report tomorrow, as consistent with a healthy but moderating labor market,” Northey added. “(These reports) are consistent with our view of the economic path for 2024; that it will continue to grow, but at a slower pace.”

The S&P 500 climbed 0.94% to end the session at 4,891.21 points. The Nasdaq gained 1.04% to 15,321.61 points, while Dow Jones Industrial Average rose 0.74% to 38,434.29 points.

Of the 11 S&P 500 sector indexes, nine rose, led by consumer staples, up 1.59%, followed by a 1.42% gain in materials.

Merck advanced 4.2% after the drug maker’s upbeat fourth-quarter results.

Qualcomm fell 4.6% on concerns over Android sales in China.

Honeywell was off 3.1% after the diversified industrial conglomerate provided a disappointing first-quarter results.

Advancing issues outnumbered falling ones within the S&P 500 by a 3.3-to-one ratio.

The S&P 500 posted 28 new highs and 5 new lows; the Nasdaq recorded 61 new highs and 103 new lows.

How a game of good cop-bad cop sealed the EU Ukraine fund deal

S

ome European leaders jested they’d send Prime Minister Viktor Orban of Hungary their hotel bills for the extra nights they had to spend in Brussels to persuade him to support funding for Ukraine.

Others, less jokingly, relayed to him that he was facing the risk of a legal suspension from European Union proceedings. And a few offered a friendly, sympathetic ear over late-night drinks as he complained about what he sees as a European bureaucracy stacked against him out of ideological animus.

By Thursday morning, just one hour into an emergency EU summit, this carefully coordinated, behind-the-scenes pressure had forced Orban to fold and agree to a landmark 50 billion-euro ($54 billion) fund for Ukraine that will help the country stay afloat for the next four years, even as U.S. aid is stuck in Congress.

Playing different roles, these European leaders were central to the effort that finally got Orban on board — in a breakthrough not just for Ukraine but for EU unity as well.

European Council President Charles Michel was the bad cop. On Monday he called Orban to let him know there was no way he would be granted his demand for an annual veto right over the Ukraine fund. And he told Orban that some member states were considering launching a procedure that would strip him of his vote entirely — in what would be an unprecedented use of the EU’s rulebook.

Then, Wednesday evening, Orban met with Prime Minister Giorgia Meloni of Italy, his ideological friend from the hard right, in the executive suite of the stately Amigo hotel — a staple for visiting dignitaries, tucked away in the center of Brussels.

Sitting on green velvet armchairs against the leafy wallpaper, over a bottle of Champagne, Meloni told him he had more to gain from the EU if he played along this time. She suggested that a review of the Ukraine fund in 2025 would go some way toward satisfying his need for close scrutiny of the spending.

Next up was French President Emmanuel Macron, who

had hosted Orban for lunch in January in Paris. He met Orban at the Amigo later Wednesday evening and suggested that EU leaders could include some language in their joint conclusions that would nod to Orban’s complaints about being treated unfairly by the EU executive branch.

All the while, Orban knew that a few miles up the street in the European quarter of Brussels, other leaders were meeting to talk about him — without him. A meeting between Michel, Dutch Prime Minister Mark Rutte and German Chancellor Olaf Scholz confirmed that there was nothing to gain from holding out on the Ukraine fund.

That word was relayed back to Orban.

The efforts to get Orban to capitulate — without the EU budging — were unusually complex, reflecting both his unique spoiler role and the importance of getting unanimous agreement on the Ukraine fund.

Small as his country is, Orban has made himself a big antagonist of EU rules and norms, drawing both rebukes and monetary punishments from his partners. He has also been an outsized obstacle to many of Europe’s ambitions, including some sanctions against Russia and even Sweden’s bid to join the NATO alliance.

Orban has repeatedly used the EU requirement for unanimity to push Brussels for concessions — including unfreezing money that has been withheld from Hungary to prod him to make democratic reforms.

Before Thursday’s meeting, Orban had been demanding an annual chance to veto the disbursement of money to Ukraine, but that was rejected. Instead, leaders agreed to a

regular review of the spending to assuage concerns about diversion or corruption, EU officials said.

Under the agreement reached Thursday, the European Commission, the EU executive arm, will draft an annual report on how the Ukraine fund is being used. European leaders will have a chance to debate its performance and raise any concerns about it.

The European Parliament needs to approve the fund by simple majority, a bar that should be easily cleared, and the vote could take place as early as this month.

“All 27 leaders agreed on an additional €50 billion support package for Ukraine within the EU budget,” Michel said on social media just an hour into Thursday’s meeting. “This locks in steadfast, long-term, predictable funding,” he added. “EU is taking leadership & responsibility in support for Ukraine; we know what is at stake.”

Talks had been gridlocked, and the mood toward Orban, the closest EU ally of Russian President Vladimir Putin had been souring since he blocked the first Ukraine funding attempt in December.

Ukraine needs the money desperately to keep basic services running. The European aid, to be dispensed in the form of loans and grants over the next four years, would both cover immediate needs and allow Ukraine to plan its longterm budget.

Orban’s obstruction of the EU’s support of Ukraine has been riling his European partners. He has held up or watered down support for Ukraine, including some sanctions against Russia, since the war began.

He has claimed that his resistance comes down to a fundamental disagreement with other European leaders: He does not believe Russia poses a security threat to Europe nor does he think the EU should be throwing its weight behind Ukraine.

If Orban’s demand for an annual veto for the Ukraine fund was a play to get access to more funding, it failed.

Officials Thursday said he had managed only to extract a reference in the summit conclusions urging the European Commission to be “proportionate” in the way it freezes funding for member states it punishes for violations, as is the case with Hungary.

Differences among hostages’ families complicate Netanyahu’s calculus

he European Union’s leaders were meeting in Brussels on As Israel awaited a signal from Egyptian and Qatari mediators about whether Hamas’ military leaders were prepared to advance talks on a possible cease-fire and hostage release, differences among the families of the more than 100 captives remaining in the Gaza Strip were emerging.

Some are pushing for a deal at all costs, while others are urging the government to fight on against Hamas until victory. For months, the families of the hostages have been a key — and largely united — voice in putting pressure on the Israeli government to prioritize efforts to secure their release. Now some are backing calls for a tougher stance toward Hamas, including blocking all aid to Gaza, even as the government is under international pressure to increase humanitarian assistance.

Those differences have added to political fighting in Israel, where Prime Minister Benjamin Netanyahu is facing threats from coalition partners and sparring with the opposition leader, who has offered him political cover for a hostage release.

Hamas’ exiled political leader, Ismail Haniyeh, said this week that Hamas had received the outline of a deal, sketched out Sunday by U.S., Israeli, Egyptian and Qatari officials at a high-level meeting in Paris. Officials have said the deal describes a phased process beginning with a pause in the fighting for several weeks, to allow for the return of a first group of about three dozen of the most vulnerable hostages, including women and any children left alive, as well as sick or wounded captives, in return for Palestinian prisoners. Further stages could extend the truce and include other categories of hostages, including soldiers.

Hamas leaders have demanded that any deal ultimately brings an end to the war in Gaza — a condition that Netanyahu has rejected. Netanyahu said he would not release “thousands” of Palestinian prisoners but has not publicly ruled out releasing prisoners of value to Hamas, including many convicted of deadly attacks against Israelis.

As some details of the framework have become public, Itamar Ben-Gvir, the leader of a far-right party that Netanyahu relies on to hold a majority in parliament, has publicly threatened to leave the coalition, warning that “an excessive deal equals dismantling the government.” Bezalel Smotrich, the far-right minister of finance, has declared that ending the war is not an option.

In public, at least, Netanyahu was taking a hard line that appeared to be aimed at reassuring far-right

coalition partners. In a video statement released late Wednesday, Netanyahu emphasized that he would not accept a deal “at any price” and reiterated that Israel would not withdraw its forces from Gaza or release thousands of Palestinian prisoners.

“We are constantly working to release our hostages and to achieve the other objectives of the war: Hamas’ destruction and to ensure that Gaza is not a threat to Israel,” he said. “We are working on all three of them together, and we will not concede any of them.”

With Netanyahu’s hold on power tenuous, the leader of the opposition, Yair Lapid, offered this week to provide him with a political “safety net” for a hostage deal, either by voting for it from the opposition or by temporarily joining his government.

But the gesture was received with little enthusiasm

by Netanyahu’s conservative Likud party. “Yair Lapid is pushing for an immediate end to the war, without a total victory,” the party said in a statement Wednesday. “We will not agree to that.”

Lapid has not called to stop the war and leave the Hamas leadership in Gaza in power, according to a person close to the opposition leader, but he has been critical of Netanyahu’s refusal to present a strategy for the day after the war in Gaza and a vision for the future of the enclave.

In an interview published in Thursday’s Maariv newspaper, Lapid said that Netanyahu was “no longer fit” to serve as prime minister and called for an alternative government without him, or for elections.

The pressure on Netanyahu has been rising as some relatives of captives in Gaza, alongside far-right politicians, have participated in protests at border crossings to try to block humanitarian assistance from entering the enclave.

Many relatives of hostages and their supporters have called for releasing hostages to be a higher priority than any other war goal, though others have urged the government not to agree to any cease-fire or “a skewed deal.”

Some Israeli military reservists and relatives of hostages have planned a multiday march beginning Sunday near the Gaza border and culminating in a demonstration four days later in Jerusalem. “We expect this war to continue until final victory,” organizers said in a statement.

More than 240 people were taken hostage during the Hamas-led terrorist attacks in southern Israel on Oct. 7, in which Israeli officials say 1,200 people were killed. During a seven-day pause in November, women and children were among more than 100 hostages released in exchange for Palestinian prisoners and de-

tainees.

More than 27,000 people have been killed in Gaza in Israel’s retaliatory military campaign since Oct. 7, according to health officials in the enclave.

C

hristopher Wray, director of the FBI, warned on Wednesday that China was ramping up an extensive hacking operation geared at taking down the United States’ power grid, oil pipelines and water systems in the event of a conflict over Taiwan.

Wray, appearing before a House subcommittee on China, offered an alarming assessment of the Chinese Communist Party’s efforts. Its intent is to sow confusion, sap the United States’ will to fight and hamper the U.S. military from deploying resources if the dispute over Taiwan, a major flashpoint between the two superpowers, escalates into a war, he added.

Before his testimony, FBI and Justice Department officials revealed that in December, they had obtained a court order that authorized them to gain access to servers infiltrated by Volt Typhoon, a Beijing-directed hacking network that has targeted a range of critical infrastructure systems, often by infiltrating small businesses, contractors or local government networks.

“China’s hackers are positioning on American infrastructure in preparation to wreak havoc and cause real-world harm to American citizens and communities, if or when China decides the time has come to strike,” said Wray, who pressed the committee to increase funding for the bureau.

“Low blows against civilians are part of China’s plan,” he added.

Hackers for Volt Typhoon compromised hundreds of Cisco and NetGear routers, many of them outdated models no longer supported by manufacturer updates or security patches, in an effort to embed an army of sleeper cells that would be activated in a crisis.

In May, U.S. officials warned business, local governments and foreign allies that the group was taking aim at “networks across U.S. critical infrastructure sectors” and was likely to apply the same techniques against other countries.

The operation was stopped before it affected the “legitimate functions” of infrastructure agencies and China did not seem to have collected “content information” from the routers.

The government is informing owners of the equipment, officials said.

Speaking to reporters a day earlier, Gen Paul Nakasone, the director of the National Security Agency and the head of Cyber Command, said his organizations were working with partners to better understand what China was doing with the Volt Typhoon intrusions on critical infrastructure. “We have found the Chinese in our critical infrastructure and that’s just wrong,” he said.

In his testimony, Wray said a major hurdle in countering Chinese hacking operations was the reluctance of small business owners and local governments to inform the FBI of suspicious activity on their networks, which could “prevent the attack from metastasizing to other sectors and other businesses.”

Also on Wednesday, the department unsealed an indictment against four Chinese citizens. They are accused of operating a yearslong conspiracy to smuggle electronic components from the United States to Iran, in violation of long-standing sanctions and restrictions on the export of military technology to the Islamic Republic.

The suspects, who all live in China, are charged with using front companies to funnel components that could be used to

build drones and ballistic missile systems to Iran from 2007 to at least 2020, according to the indictment in U.S. District Court in Washington.

As a result, a “vast amount” of U.S. technology was diverted to Iran, prosecutors said. They did not specify the potential harm to national security.

In recent months, the FBI and Justice Department have intensified their warnings about malicious activity by China, Iran and Russia inside the United States. Those include murder-forhire plots against dissidents, efforts to infiltrate U.S. law enforcement agencies, election interference, intellectual property theft and online breaches like those Wray and cybersecurity officials identified at the hearing on Wednesday.

Beijing has long denied targeting U.S. civilian infrastructure, and senior Chinese officials recently told the national security adviser, Jake Sullivan, that they would not influence the outcome of the 2024 election by infiltrating networks.

American hackers target China’s military and government servers, but have historically avoided the kind of infrastructure attacks directed by Beijing, Nakasone said in his testimony on Wednesday.

“Responsible cyberactors of democracies like our own do not target the civilian infrastructure,” he said. “There’s no reason for them to be in our water. There’s no reason for them to be in our power. This is a decision by an actor to actually focus on civilian targets.”

‘Barbie’ is bad. There, I said it.

e can all agree 2023 was a good year for the movies. Critically and commercially, several movies did well, and only one of those successes took place within the Marvel cinematic universe. Even the 10 Oscar nominees for best picture, announced Tuesday, included nine actually good films.

Is it safe now to call “Barbie” the outlier? Can I say that, despite winsome leads and likable elements, it didn’t cohere or accomplish anything interesting, without being written off as a) mean, b) old, c) hateful or d) humorless?

Every once in a while, a movie is so broadly anticipated, so welcomed, so celebrated that to disparage it felt like a deliberate provocation. After “Barbie” so buoyantly lifted box office figures, it also felt like a willful dismissal of the need to make Hollywood solvent after a season of hell. And it felt like a political statement. Disliking “Barbie” meant either dismissing the power of The Patriarchy or dismissing Modern Feminism. You were either anti-feminist or too feminist or just not the right kind.

Few dared rain on Barbie’s hot pink parade.

Those who openly hated it mostly did so for reasons having to do with what it “stood for.” They abhorred its (oddly anachronistic) third-wave feminist politics. They despised its commercialism and dreaded the prospect of future films about Mattel properties such as Barney and American Girl dolls. They hated the idea of a movie about a sexualized

pinup-shaped doll whose toy laptop or Working Woman (“I really talk!”) packaging couldn’t hide the stereotypes under the outfit.

For those who hailed it, there was a manic quality to the “Barbie” enthusiasm, less an “I enjoyed” and more of an “I endorse.” How fabulous its consumer-friendly politics, its I-can’t-believe-they-let-us-do-this micro-subversions, its prepackaged combo of gentle satire and you-go-girl gumption. They loved it for reclaiming dolls and Bazookagum pink, its Rainbow Magic diversity, its smug assurance that everything contained within was legitimately feminist/ female/fine. They approved of the fact that Weird Barbie’s quirks could X out Stereotypical Barbie’s perfection on some unspoken political balance sheet. That by being everything to everyone, a plastic doll could validate every child’s own unique and irrepressible individuality. To each her own Barbie!

And now there is a new Barbie cause to rally around: the Great Oscar Snub and what it all means — and why it is wrong. Neither Margot Robbie nor Greta Gerwig was nominated for best actress or best director, respectively.

“How is that even possible?” one TV host exclaimed.

“To many, the snubbing of the pair further validated the film’s message about how difficult it can be for women to succeed in — and be recognized for — their contributions in a society saturated by sexism,” CNN explained. Ryan Gosling, nominated as best supporting actor for his role as Ken, issued a statement denouncing the snubs and hailing his colleagues.

But hold on. Didn’t another woman, Justine Triet, get nominated for best director (for “Anatomy of a Fall”)? As for “Barbie,” didn’t Gerwig herself get nominated for best adapted screenplay and the always sublime America Ferrera get nominated for best supporting actress? A record three of the best picture nominees were directed by women. It’s not as if women were shut out.

Every time a woman fails to win an accolade doesn’t mean failure for womanhood. Surely women aren’t so pitiable as to need a participation certificate every time we try. We’re well beyond the point where a female artist can’t be criticized on the merits and can’t be expected to handle it as well as any man. (Which means it still hurts like hell for either sex — but not because of their sex.)

Robbie had far less to do in “Barbie” than she did in “I, Tonya,” for which she justifiably got an Oscar nod. In this movie, she was charming and utterly fine, but that doesn’t make it a rare dramatic achievement.

With “Barbie,” Gerwig upped her commercial game from acclaimed art house to bona fide blockbuster. She was demonstrably ambitious in her conception of what could have been an all-out disaster. She got people to go back to the movies. All of these are successes worthy of celebration.

But they are not the same as directing a good film.

Surely it is possible to criticize “Barbie” as a creative endeavor. To state that despite its overstuffed playroom aesthetic and musical glaze, the movie was boring. There

There were no actual stakes, no plot to follow in any real or pretend world that remotely made sense. In lieu of genuine laughs, there were only winking ha-has at a single joke improbably stretched into a feature-length movie. The result produced the forced jollity of a room in which the audience is strenuously urged to “sing along now!”

A few reviewers had the gall to call it. The New York Post described it as “exhausting” and a “self-absorbed and overwrought disappointment,” a judgment for which the reviewer was likely shunned as a houseguest for the remaining summer season.

In our culture of fandoms, hashtags, TikTok sensations, semi-ironic Instagrammable cosplay, embedded anonymous reviews, sponsored endorsements and online grassroots marketing campaigns, not every critical opinion is a deliberate commentary on the culture or the virtue-signaling of an open letter. Sometimes an opinion isn’t some kind of performance or signifier.

There’s a crucial difference between liking the idea of a movie and liking the movie itself. Just as you could like “Jaws” without wanting to instigate a decadeslong paranoia about shark attacks, you can dislike “Barbie” without hating on women. Sometimes a movie is just a movie. And sometimes, alas, not a good one.

Negociado de Energía autoriza enmiendas a contrato AES que implica aumento en tarifa eléctrica POR CYBERNEWS

AN JUAN – El Negociado de Energía de la Junta Reglamentadora de Servicio Público aprobó el jueves, una resolución que permitirá enmiendas al contrato de la Autoridad de Energía Eléctrica (AEE) con Applied Energy Systems (AES) que tendrá un impacto en la tarifa de energía eléctrica para los abonados.

AES solicitó a la AEE enmendar el contrato porque los cambios en las leyes ambientales de Puerto Rico provocaron aumentos en los costos de operación.

En su resolución, el Negociado abordó primero la compatibilidad de las enmiendas propuesta con el Plan Integrado de Recursos (PIR) vigente, en la que concluyó que la operación de la planta de carbón hasta el 2027 es compatible y contemplada en los supuestos incluidos en el PIR. Sobre este particular, el Negociado concluyó que, si AES dejara de operar en el corto plazo producto de la insolvencia de la empresa, el costo para los abonados de la Autoridad alcanzaría un total

de 900 millones de dólares, durante los próximos cuatro años, en gastos adicionales producto de la necesidad de quemar combustibles más caros. En cambio, la autorización de las enmiendas, aunque aumenta el costo de esta operación para los abonados, implica un cambio menor de 185 millones de dólares durante el mismo periodo.

El Negociado también reconoció en su resolución

que las enmiendas propuestas por la Autoridad eran necesarias dados cambios en las leyes vigentes que regulan aspectos importantes de la operación de AES en Puerto Rico. En particular, se destacó que los desafíos financieros de AES, especialmente en lo relacionado con el manejo de los Residuos de Combustión de Carbón (CCR), se han agravado debido a las prohibiciones en cuanto al uso, manejo y disposición de cenizas contenidas en la Ley 40-2017 y la Ley 5-2020.

ONCE – El suspendido alcalde de Ponce, Luis Manuel Irizarry Pabón, a través de su defensa legal, pidió este jueves la inhibición del juez Rubén Serrano Santiago del proceso legal en su contra.

La petición se realizó durante una vista en la sala 402 del Centro Judicial de Ponce, presidida por la jueza Zahira Torres Moro, donde las partes participaron remotamente.

Según reportes de prensa, la defensa de Irizarry Pa-

bón, liderada por José Andreu Fuentes, Ricardo Prieto y Carlos Torres Nolasco, también solicitó la reconsideración de la negativa a trasladar el caso a otra región judicial. Esta solicitud sigue a una decisión anterior del juez Serrano Santiago, quien el 23 de enero había negado un pedido similar.

La Guardia Costera busca posibles sobrevivientes de un barco de migrantes volcado en Camuy POR CYBERNEWS

AN JUAN – Las tripulaciones del helicóptero MH60T Jayhawk de la Guardia Costera y la tripulación del guardacostas Donald Horsley continúan este jueves, en la búsqueda, con las agencias federales y locales, posibles sobrevivientes adicionales de un barco de migrantes volcado justo frente a la costa de Camuy.

Hasta el momento, las agencias de respuesta recuperaron del agua a dos migrantes fallecidos y rescataron a 30 sobrevivientes, que permanecen bajo custodia federal. Dos supervivientes fueron trasladados a un hospital local el miércoles, entre ellos una mujer embarazada de cuatro meses.

Los agentes de la Patrulla Fronteriza se comunicaron con los vigilantes de la Guardia Costera en el Sector San Juan aproximadamente a las 5:30 de la tarde del miércoles, quien transmitió una comunicación de las Fuerzas Conjuntas de Acción Rápida de la Policía de Puerto Rico informando que una embarcación migrante se acercaba a la costa de Camuyco. Poco después, los vigilantes fueron notificados de que el barco de migrantes volcó en el oleaje, aproximadamente a 300 metros de la costa, arrojando a las personas al agua.

Los observadores dirigieron el lanzamiento de dos helicópteros MH-60T Jayhawk de la Guardia Costera y del Guardia Costera Donald Horsley para buscar y rescatar a posibles supervivientes. También respondie-

ron la Oficina de Aduanas y Protección Fronteriza, la Fuerza Unidas de Acción Rápida (FURA) de la Policía de Puerto Rico, el Negociado para el Manejo de Emergencias, y otras unidades municipales de manejo de emergencias y el Servicio Médico de Emergencia.

Los supervivientes informaron que había entre 30 y 50 personas a bordo del barco volcado.

Desde el 1 de octubre de 2023 hasta el 12 de enero de 2024, la Guardia Costera ha llevado a cabo 24 interdicciones de viajes de migración irregular ilegal en el Pasaje de Mona y aguas cercanas a Puerto Rico. Durante este período fueron interceptados 811 ciudadanos no estadounidenses, incluidos 745 dominicanos y 66 haitianos.

Who will have the biggest Grammy night?

T

he 66th annual Grammy Awards on Sunday are poised to be a celebration of a dominant year for women in pop music, with female stars such as SZA, Taylor Swift, Olivia Rodrigo and Billie Eilish facing off in the major categories.

SZA, whose “SOS” was a critical and chart smash, leads with nine nominations; pop and R&B singer and songwriter Victoria Monét has seven; and Swift, Rodrigo, Eilish, Miley Cyrus and indie-rock trio boygenius have six apiece. Swift and SZA each have the potential for landmark wins.

For an award show that in the past has been criticized for its treatment of female stars, its lineup alone is being interpreted as a sign of progress. But the show this year is taking place in the shadow of lawsuits against two former Grammy leaders, accusing each of sexual assault. Neil Portnow, a former Recording Academy president, has denied the allegations against him; Michael Greene, his predecessor, has not commented.

Never bet on the Grammys’ being too predictable. Industry politics, vote-splitting and a shifting membership have the potential, as always, to scramble outcomes, despite expectations about who may win or lose.

Whoever wins, the night will have a roster of performers that mixes young and old, fresh faces and classics, including SZA, Eilish, Rodrigo, Joni Mitchell, Luke Combs, Dua Lipa, Travis Scott, Burna Boy, Billy Joel and U2. The host, for a fourth straight year, is comedian Trevor Noah.

Here is a look at some of the night’s major story lines.

Will Taylor Swift make history?

Swift was a gale-force power in pop culture last year, and

she has the potential to make a major mark at the Grammys.

She is already a three-time album of the year winner, having taken home the prize for “Fearless” (2010), “1989” (2016) and “Folklore” (2020). That ties her with three of pop music’s most beloved (male) giants: Frank Sinatra, Stevie Wonder and Paul Simon. If Swift’s “Midnights” wins Sunday, she will become the first four-time champ for the Grammys’ top album award.

But how likely is that? The music world loves a success story, and nobody had a bigger one in 2023; Swift is also admired among Grammy voters for her music as well as her outspoken advocacy for creators’ rights (especially her own). Yet, as many Grammy insiders have told me over the years, voters can also rebel at the perceived pressure that they have to anoint a star, or the idea that sales and fame alone should determine excellence in music. (Just look at 2015, when Beck’s “Morning Phase” topped Beyoncé, Sam Smith and Ed Sheeran.)

Even if Swift loses album of the year, she could still walk away with important victories: Her single “Anti-Hero” is up for both record and song of the year, two categories that Swift — despite oodles of nominations over the years — has never won.

Clash of the (female) titans Women dominate the major Grammy nominations so thoroughly this year that in the ceremony’s three most prestigious categories — album, record and song of the year — the winners are, mathematically, almost certain to be female.

Swift, Rodrigo and SZA, three of the most popular and influential pop artists working today, will face off against one another for each of the top awards, with projects that had big sales and plenty of critical respect. Their major competition includes yet more young women: Cyrus, Lana Del Rey, Monét, Eilish

and Lipa (both for tracks on the blockbuster “Barbie” soundtrack), Janelle Monáe and the arena-filling indie trio boygenius (Julien Baker, Phoebe Bridgers and Lucy Dacus).

In fact, the only male performer on the ballot in the top categories is Jon Batiste, the eclectic former bandleader of “The Late Show With Stephen Colbert.” Adored by musicians and a household name from his years on TV, Batiste nevertheless has had very little chart success, which makes him a long-shot contender on Grammy night — though far from an impossibility.

In optics, at least, the predominance of female artists helps the Grammys. Not so long ago, women were far less visible on the show, which became a major talking point for critics of the Recording Academy, the organization behind the Grammys. At the 2018 awards, for example, while the #MeToo movement was roiling the entertainment industry, only one woman won a solo award during the all-important televised portion of the show (Alessia Cara, for best new artist).

Though the nominations honored young women, there are still gripes in the industry about the lack of recognition in the top categories for country or Latin music, two genres that had extraordinary success last year.

A split decision?

One scenario is that the top awards could wind up divided among two or three female stars, an outcome that would serve both the artists and the Grammys: Multiple performers get triumphant moments at the mic, while the Grammys recognize a diverse crop of female stars without favoring any one.

This could go any number of ways. SZA’s “SOS,” which was No. 1 on the Billboard album chart for 10 weeks and topped many critics’ year-end lists as an ambitious, emotionally rich sonic tapestry, is widely seen as a strong contender for album of the year. If it wins, SZA would be the first Black woman to take that award in 25 years, since Lauryn Hill (for “The Miseducation of Lauryn Hill”). A Grammy voting body that has been steadily growing more female, and more racially diverse, may view “SOS” as an opportunity to make a statement.

Swift could still have a big moment with “Anti-Hero,” which is up for both record and song of the year; in the latter category, Swift — indisputably a giant of 21st century songwriting — has been passed over an astonishing six times before.

Olivia, Miley … and ‘Barbie’ But “Anti-Hero” faces tough competition. The toughest may be “What Was I Made For?,” Eilish’s spare and mournful “Barbie” meditation, which has already won a Golden Globe and last week was also nominated for an Oscar.

As a piece of songwriting, it is classic Grammy material: a gorgeous, traditional piano ballad, sung with emotional depth and a clear point of view. “What Was I Made For?” is also up for record of the year, a category that Eilish has won twice already: in 2020, for “Bad Guy” (which also took song of the year), and 2021, for “Everything I Wanted.”

In both record and song of the year, Swift and Eilish also face challenges from Rodrigo’s epic-scale kiss-off “Vampire,” and from Cyrus’ “Flowers,” a mellow, disco-infused vamp that was a giant radio and streaming hit and — like “What Was I Made For?” — has a retro vibe that can be catnip to Grammy voters. (Record of the year recognizes the performance and production on a single track, while song of the year goes to songwriters.)

It’s also possible that no woman will succeed as much as Barbie. Songs from Greta Gerwig’s hit film have a total of 11 nominations. In one category, best song written for visual media, “Barbie” tracks make up four of the five slots.

Tributes pour in to Chita Rivera on Broadway, where she reigned

hita Rivera created several memorable Broadway characters that are now considered part of the canon, including the role of Velma Kelly in the original production of “Chicago.” So when the cast of the long-running Broadway revival took to the stage of the Ambassador Theater in New York on Tuesday night just a few hours after her death was announced, it was only natural that they would pay tribute to her.

After the performance, the cast assembled onstage as Amra-Faye Wright, who plays Kelly now, recalled Rivera as a “Broadway giant,” who championed other dancers.

“I feel still an impostor in the role because it belonged to Chita Rivera,” Wright said, as cast members dabbed their eyes.

“She created it. She starred in the original production of ‘Chicago’ and she lives on constantly in our hearts, on this stage, in every performance. We love you, Chita.”

Rivera’s death Tuesday at the age of 91 inspired an outpouring of testimonials from fans and colleagues, elected officials and stars of stage and screen, who recalled her as a pathbreaking triple threat who left

a huge legacy in musical theater and dance.

On Instagram, Lin-Manuel Miranda, a composer, writer and actor, described Rivera as “The trailblazer for Puerto Rico on Broadway,” using an emoji of the Puerto Rican flag, and called her “an absolute origi-

nal.”

Miranda was among several who highlighted the symbolic importance of Rivera’s Puerto Rican heritage. Rita Moreno, who won an Oscar playing Anita in “West Side Story” (the role that was Rivera’s break-

out performance on Broadway), paid tribute in an emailed statement, saying: “I remember seeing her for the first time in ‘Mr. Wonderful’ and exclaiming, ‘Oh my god, who IS that?’ When I found out that this astonishing creature was one of my people, I crowed with pride.”

And Rep. Nydia Velázquez, D-N.Y., who was the first Puerto Rican woman elected to the House, posted on social media that Rivera “took pride in her Puerto Rican heritage and helped pave the way for other Latina artists.”

Many of Rivera’s fellow leading ladies — the women most celebrated by Broadway fans — also paid tribute to her.

“I always thought she’d live forever,” Audra McDonald wrote on Instagram. “She was more than life and life itself.” Laura Benanti called Rivera “the brightest star in the galaxy, the hardest worker in the room, the funniest and warmest person at every table.” And Bernadette Peters, in an emailed statement, said: “She was an amazing talent and vibrant fun person. She was a great star up til the very end.”

Actor Harvey Fierstein recalled starting as a fan — he still remembers as a child seeing her in “Bye Bye Birdie” — and then becoming close after she came to see him in “Torch Song Trilogy.”

Alec Baldwin pleads not guilty to involuntary manslaughter

A

lec Baldwin pleaded not guilty to a charge of involuntary manslaughter earlier this week, following a grand jury indictment that revived the criminal case against him for the fatal shooting of a cinematographer on the set of the film “Rust” in 2021.

From the beginning, Baldwin has denied responsibility for the death of the cinematographer, Halyna Hutchins, saying that he had no reason to believe there were live rounds on set that day and that there were crew members responsible for ensuring the gun was safe.

The prosecution of the actor, 65, has seen some dramatic twists over the past year: The original criminal case, brought by the local district attorney’s office, fell apart. Af-

ter the initial charge was dismissed last year by a new team of special prosecutors, Kari T. Morrissey and Jason J. Lewis, they decided to bring the case to a grand jury in New Mexico.

Baldwin’s lawyers have called the prosecution “misguided” and, in a court filing, pushed for urgency in the court proceedings to “minimize public vilification and suspicion” against Baldwin and “avoid the hazards of proving his innocence that often arise after lengthy delays in prosecution.”

Baldwin entered the not guilty plea Wednesday in a court filing in which he also waived a virtual court appearance that had been scheduled for Thursday. Baldwin’s conditions of release included typical constraints including restrictions on possessing weapons and avoiding contact with anyone who might testify in the case, but some were more nov-

el: The actor can have contact with potential witnesses only if they are discussing their involvement in the “Rust” movie, which the production finished filming last year.

After Baldwin was charged for the first time one year ago, Screen Actors GuildAmerican Federation of Television and Radio Artists, the union representing film, television and radio workers, came to his defense, rebutting the original prosecution team’s contention that as an actor he was responsible for ensuring that the gun he was using on the set was safe to handle.

The union released a new statement after the latest indictment, saying that the idea an actor should be expected to inspect a firearm is an “incorrect assessment of the actual duties of an actor on set” and pointing to a set of industry guidelines called Safety Bulletin No. 1.

“Performers train to perform, and they are not required or expected to be experts on guns or experienced in their use,” the union’s statement said. “The industry assigns that responsibility to qualified professionals who oversee their use and handling in every aspect.”

Gloria Allred, a lawyer representing Hutchins’ parents and sister in a civil case, pushed back on the union’s statement, saying, “The notion that an actor is not responsible if that actor holds a gun, points it at someone on a movie set and discharges the weapon flies in the face of common sense and the law.”

The crew member who was in charge of guns and ammunition on set, Hannah Gutierrez-Reed, is scheduled to stand trial on an involuntary manslaughter charge in February.

The inaugural edition of “Made in Puerto Rico,” presented by Runway 7 Fashion, will take place at Sony Hall in Manhattan’s Times Square district on Feb. 8, starting at 6 p.m. Puerto Rico time. Armando embarked on his fashion journey in 2013, collaborating with friends and providing styling and image consulting services for urban genre artists such as Álvaro Díaz and Brray, who were in the early stages of their careers.

In 2015, known as Mandi Pereira, he started working at the luxury department store Nordstrom, expanding his knowledge of high-fashion brands and image consulting, and gaining more experience in the industry. Simultaneously, he began his studies in fashion and sewing at the Centro Moda Lisa Thon, where he later completed the course, placing second in the “Total Look 2019” category at graduation.

PGA Tour raises $1.5 billion from group of US investors

T

he PGA Tour announced earlier this week that it had reached a deal to raise at least $1.5 billion from a group of U.S. investors, a move that raises new questions about whether a proposed alliance with a rival tour backed by Saudi Arabia’s sovereign wealth fund will come to fruition.

The influx of money into the PGA Tour, which could end up being as much as $3 billion, is led by the Fenway Sports Group, the parent company of the Boston Red Sox and Liverpool Football Club. The tour is simultaneously negotiating a partnership with its well-funded competitor, LIV Golf.

That deal, which was announced in June, was effectively an acknowledgment by the PGA Tour that it did not have enough money to compete with the hundreds of millions of dollars the Saudi fund was prepared to put in the sport. A number of prominent players had already left the PGA Tour for the LIV tour.

The PGA Tour and the Saudi fund initially set a Dec. 31 deadline to work out details and conclude their alliance. That deadline has since been extended and the partnership between the two tours has not yet been completed. The question now is whether the deal with U.S. investors changes the PGA Tour’s calculus.

The tour’s commissioner, Jay Monahan, said Wednesday on a call with PGA Tour players before the official announcement that the tour “does remain in active and frequent dialogue” with representatives for the Saudi wealth fund. He added that the U.S. investors were “aware and supportive” of its negotiations with the fund, and that he was in Saudi Arabia a few weeks ago to conduct due diligence on the proposed alliance with executives supporting the U.S. investor group.

The Saudi fund has made clear that it will continue to compete with the PGA Tour through LIV Golf if there is no alliance. In December, the Saudi-backed tour poached Jon Rahm, the world’s third-ranked player.

A spokesperson for the fund declined to comment.

The tentative agreement with the U.S. investors is far less likely to draw fire from clubhouses and Congress than the earthshattering decision to combine forces with the Saudis. That deal, after months of bitter rivalry, drew criticism over Saudi Arabia’s human rights abuses. The Saudi deal also lacked significant details, almost immediately setting off questions over its durability.

For them, the investment is partly a bet on renewed enthusiasm for live sports driven by big technology that has led to deal-making, from tennis to cricket. Investors have long believed they could run the PGA Tour more efficiently.

The negotiations featured an unorthodox challenge: Because the PGA Tour has historically been a nonprofit entity, it has not had a traditional ownership structure.

But the tour is creating a for-profit company to run its commercial businesses. The new investors are expected to wind up with a stake in that business, which executives have named PGA Tour Enterprises.

PGA Tour Enterprises will now have a 13-person board, seven of whom will be players, Monahan said on the call. Four members of the U.S. investor group will also join the board, including John Henry, the CEO of Fenway, and Arthur Blank, a co-founder of Home Depot and the owner of the Atlanta Falcons.

Some players will also receive equity in the new company as part of the deal, potentially quieting the uproar that followed the secret talks with the Saudis. The tour

also said it was considering allowing PGA Tour members to participate in a program that would enable them to financially benefit from the tour’s success. Under that program, players would be given grants that vested over time based on, among other things, career accomplishments.

“By making PGA Tour members owners of their league, we strengthen the collective investment of our players in the success of the PGA Tour,” Monahan said in a statement accompanying the announcement.

PGA Tour executives have been scrambling for months to calm players, and even agreed to demands last year for Ti-

ger Woods to receive a seat on the tour’s board, in an effort to limit the power of outside directors.

Woods spoke in Wednesday’s call with the players, voicing his approval for the deal with the U.S. investors. The call appeared to be an attempt to avoid the frenetic way in which the tour announced its partnership with the Saudis, an announcement that caught most players by surprise.

“Golf is an amazing sport,” Woods said.

“The more we invest into the tour, the more we get the benefits of it.”

Despite player equity, star power and fresh money, Saudi Arabia’s sovereign fund continues to loom over the PGA Tour. Even before its introduction in 2022, it was a danger to the PGA Tour, using big budgets to poach its stars. The Saudi fund later sued the PGA Tour over what it claimed was anti-competitive behavior, and the PGA Tour countersued and framed loyalty to the tour as an act of patriotism.

Then, surprisingly, the Americans and the Saudis sketched a plan to combine their golf businesses. One of that deal’s scant details included an agreement by both sides to drop their litigation.

Soon after, PGA Tour executives went before Congress to explain the deal. Among the questions they faced was why it had not sought other investors. And the Justice Department, which had already been scrutinizing the PGA Tour over antitrust concerns, prepared to review the deal. Players were in near rebellion.

The tour then began to open up conversations with U.S. investors, eventually leading to the investment by the Fenway Sports Group and others.

Top high school basketball circuit making first-ever Stop in PR this weekend 4 island teams slated for Saturday & Sunday games

or the first time, The Grind Session, an elite high school basketball showcase that has produced nearly 100 NBA stars over the past 10 years, is coming to Puerto Rico.

The three-day event will take place today through Sunday at the Guillermo Angulo Coliseum in Carolina and will feature 13 teams from five states and Puerto Rico, 13 games, and an impressive lineup of some of North America’s top high school prospects.

To put into perspective how good the circuit is: since 2014, more than 2,800 players who have participated in The Grind Session have gone on to play collegiate or professional basketball. More than 20 of those players were chosen in the first round of the past two NBA drafts alone.

Some of The Grind Session’s more notable alumni include Jayson Tatum (Boston Celtics), LaMelo Ball (Charlotte Hornets), DeAndre Ayton (Phoenix Suns), Paolo Banchero (Orlando Magic), Jalen Green (Houston Rockets) and Jamal Murray (Denver Nuggets), just to name a few.

The showcase opens with three games on Friday starting at 5:30 p.m.; continues with six games on Saturday starting at 10:30 a.m., including a star-studded celebrity game; and concludes with three games on Sunday starting at noon.

The 13-game slate will be headlined by two massive showdowns featuring three of SBLive’s Top 25 national high school boys basketball teams. Florida’s IMG Academy (#19) will battle Arizona’s Dream City Christian (#20) on Friday night and then

California’s Prolific Prep (#4) on Saturday afternoon.

The highly anticipated matchups will feature more than a dozen of the top 100 prospects across the ’24, ’25 and ‘26 classes, including Prolific Prep junior A.J. Dybantsa, who’s already widely considered to be the No. 1 overall pick in the 2026 NBA draft.

“The Grind Session has taken high school basketball to new heights over the past decade, becoming the home and

proving ground for some of the most elite prospects and teams,” Vizcarrondo said.

“Bringing the circuit to Puerto Rico is another step in our evolution as we continue to serve the elite prep landscape by helping the best compete against the best and pushing the boundaries of elite amateur sports.”

Puerto Rico beats Nicaragua in Carib Series opener

uerto Rico scored a 5-2 victory over Nicaragua on Thursday, the first day of the Caribbean Series at Loan Depot Stadium in Miami.

The bullpen was key for the Caguas Criollos, representing the Roberto Clemente Professional Baseball League, while timely hitting made its appearance in the middle innings.

Puerto Rico broke a 1-1 tie in the sixth inning on a triple by Jack López between right-center field that drove in pinch-hitter Heliot Ramos from second in the sixth inning. Later in the inning Vimael Machín singled home Bryan Torres, who had reached base on a fielder’s choice, to make it 3-1.

Melvin Novoa’s deep sacrifice fly in the top of the eight brought home José Orozco to pull Nicaragua to within a run, but Puerto Rico produced two runs in the

bottom of the inning thanks to a double

by Heliot Ramos and a sacrifice fly by Johneshwy Fargas to make it 5-2.

Nicaragua opened the scoring with two outs in the second inning when Cheslor Cuthbert doubled home Raudy Read, who had doubled off the center field wall to open the inning, off Puerto Rico starter Eduardo Rivera.

Danny Ortiz made it 1-1 in the fifth with a sacrifice fly.

Ricardo Vélez (1-0) earned the win for Puerto Rico after pitching one and a third scoreless innings, in which he struck out two and walked one. Lincoln Henzman picked up the save by getting the last two outs of the game. Jesús Linarez (0-1) took the loss for Nicaragua by allowing a run in two-thirds of an inning.

The Puerto Rican team will face the Mexican Pacific League team on Friday at 9:30 p.m. PR time.
