the manufacturing of the entire next generation of glucose sensor products in Juncos.”

“This transfer, in turn, will generate an increase in the number of production line employees, generating a multiplier effect in our economy,” he added while calling for opposing sides to join forces for the island’s economic development.

“This operation demonstrates the capacity of our pharmaceutical industry to attract more production lines to Puerto Rico so that we can continue to increase the stock of medical equipment and medicines in the U.S.,” Cidre said.

Meanwhile, Vázquez emphasized that the inauguration of the new manufacturing area “is part of the commitment we signed for economic development with the government in 2019 to continue expanding Medtronic’s operations in Puerto Rico.”

“Despite the challenges during the pandemic, we were able to convert an existing office area into a manufacturing area,” he said. “The new manufacturing area consists of 11,000 square feet and an investment of millions of dollars.”

“This area will be dedicated to manufacturing the new generation of the continuous glucose monitoring sensor,” Vázquez added. “This innovative new product manufactured

by Puerto Rican hands gives you a more complete picture of your glucose levels, resulting in better lifestyle decisions and improved glucose control.”

Since 1974, Medtronic, with operations in Juncos, Villalba, Ponce and Humacao, has manufactured catheters, pacemakers, medication pumps, as well as devices to treat various health conditions such as diabetes, spinal and cervical diseases, and trauma.

ollowing an investment of over $50 million through a series of incentives granted by the Department of Economic Development and Commerce (DDEC by its Spanish acronym), Gov. Pedro Pierluisi Urrutia, along with DDEC chief Manuel Cidre, announced Thursday that medical device manufacturing firm Medtronic is expanding with up to 700 new direct and indirect jobs for the bioscience field.

Pierluisi announced that, in addition to the creation of 575 new direct jobs (225 in the first phase and 350 in the second phase), another 200 jobs will be created in the construction and installation phases related to the new machinery.

“This new expansion of the Medtronic company is part of our commitment to continue supporting manufacturing, which represents 48 percent of our economy,” the governor said during the inauguration of the first phase of the operations expansion, which includes a new manufacturing section, along with of a photovoltaic panel farm, at the Juncos facility. “Likewise, in the face of the COVID-19 emergency, it represents an ideal opportunity to strengthen this important sector and promote the creation of medicines and medical devices.”

The panel farm will generate some 7,300,000 kilowatthours of energy annually. Medtronic Puerto Rico Operations Vice President Rolando Vázquez said that translates into an equivalent reduction of 5,371 metric tons of carbon dioxide derived from fossil fuels.

“In this way, the company reduces its consumption of fossil energy, in addition to contributing to the care of the environment,” he said.

Government support, through the incentives granted by the DDEC, has been key to the development of this expansion project, which will begin its second phase of construction next week.

Cidre said the incentives under the Special Fund for Economic Development will be used for the creation and retention of jobs, acquisition of machinery, and equipment necessary for the manufacture of a new line of diabetes management products.

Student rep to UPR board writes ‘ageist’ letter to members who seek Olavarría probe

ormer University of Puerto Rico (UPR) President José Saldaña and at least one member of the UPR governing board are asking for an investigation into “a series of circumstances and facts” related to the designation of UPR Interim President Mayra Olavarría, including allegations of plagiarism.

Their actions caused the student representative to the board, Eliud Rivas, to fire off a letter to the governing board that board member Herman Cestero said was obviously addressed to him and to board member Jorge Valentín because of its “ageist” language.

“It seems unbelievable that people who are so old in age and who proclaim themselves wise by their lived experiences tarnish the name of the UPR, the board and its governor,” Rivas wrote.

“They think they are doing the right thing to delegitimize someone or because they hold more power. The only thing they do is harm themselves without realizing it, harm the UPR and harm the already damaged image of the Governing Board.”

Cestero asked Rivas to stop being disrespectful, to avoid using UPR’s official email for personal attacks and to seek transparency. He criticized the UPR Interim President Mayra Olavarría

governing board for “its hermetic silence” over the concerns raised against Olavarría.

UPR Governing Board President Emilio Colón did not answer requests for comments. Board member Mayda Velasco told the STAR that the board will not comment and that it was exploring possible legal action for defamation.

Saldaña in a letter to the governing board said Olavarría’s resume, a copy of which was obtained by the STAR, shows that she has been an associate professor at the UPR Medical Sciences Campus since 2015 and not a full-fledged tenured professor, as was required for the president position. He also expressed concern about her lack of administrative experience.

Puerto Rican University Professors Association President Ángel Rodríguez Rivera said that while the allegations are being raised by Saldaña, whom he described as part of the university’s conservative sector, they should be cleared up.

“Plagiarism is one of the worst things,” he said.

In response to a question, Rodríguez Rivera praised Olavarría for signing off on a 10% salary cut to employees in positions of trust who are making more than $100,000 a year. The move was one of her first actions as interim president.

Mexico court said in possession of necessary documents in case of PR brothers accused of sexual assault

he family of two Puerto Rican teenage brothers accused of sexually assaulting a 17-year-old girl near Cancún, Mexico said the court in the state of Quintana Roo has confirmed that the authorities have received the necessary documents in the case from the brothers’ attorney, the news outlet Telemundo reported Thursday.

The mother of Luis and Erick Zapata, Marielis Hernández, told Telemundo that a date still hasn’t been set for a hearing in the case.

A hearing was originally set for last

Friday and then postponed until Monday.

The reason for the delay was not reported.

The brothers have been in jail since June 28. The Caguas family’s vacation turned into a nightmare when the teenagers were accused of rape.

The charges were reduced to sexual aggression after authorities failed to find evidence of rape.

The brothers’ parents have stayed in Cancún at considerable expense while the process goes forward.

The brothers’ lawyer has claimed that the defense has exculpatory evidence, saying that both the girl and witnesses have offered inconsistent versions of the events.

‘It’s crucial to have on-site teaching again’ Governor insists in-person instruction begins Monday, despite rise in COVID cases, deaths

espite the island Department of Health reporting 17 COVID-19-related deaths in a span of five days and the Community Health Coalition reporting 1,161 new coronavirus cases, Gov. Pedro Pierluisi Urrutia insisted Thursday that on-site teaching at public schools will take place as scheduled on Monday.

The governor also reiterated his assertion that the new coronavirus cases are due to unvaccinated residents.

“One should not react to the number of deaths on a particular day because they really did not occur on one day,” Pierluisi said in response to questions from the STAR. “Anyway, here we are monitoring the statistics every day, every week, [and] the vast majority of these people were not vaccinated [against the coronavirus],” he added. “Likewise, they [the people who passed away] were elders and, when they were not older, they had morbidities, pre-existing conditions that seriously affected their health.”

After a press conference held at the manufacturing firm Medtronic in Juncos, where the government announced an expansion of operations that opened up 700 new job positions for the medical device development sector, Pierluisi insisted that islanddes “not lose focus” as the plan to open up schools for in-person instruction carries on.

“It’s crucial to have on-site teaching again as both the American Pediatric Association and the island Pediatric Association, both U.S. and Puerto Rican psychologists, are in favor of this,” he said. “The CDC [Centers for Disease Control and Prevention] similarly claims that it is prudent to open up schools again, not shut them down.”

“It’s a social tragedy to keep having a great academic lag as in the past,” Pierluisi added. “Instead of resisting [the opening of schools for face-to-face teaching], what we must do is to remain aware.”

When asked if such a recommendation is viable given the challenges the island faces amid a high community transmission rate, the governor continued to insist that the protocol “establishes the minimum.”

“Our commitment is for the schools to have on-site teaching,” he said. “If we can get the students to comply, we can exceed what the protocol requires.”

Meanwhile, Pierluisi said the COVID-19 school protocol designed by the Department of Health is “adequate,” while stressing that students must stay six feet apart from each other when eating and during recess, while staying at least three feet apart inside classrooms.

“The first place to open will be schools, the last place to close will be schools during this pandemic,” he added. “It’s indispensable that our children and youth get in-person instruction; the academic lag is unquestionable, we must repair it, and what matters the most is that, starting Monday, our children and youth are handled properly on the educational front.”

by Pedro Correa Henry) However, the STAR reported Wednesday that even though the CDC does recommend elementary school students stay at least three feet apart from each other in classrooms, the federal entity explicitly states “that middle and high school students must keep at least three feet apart in areas with low, moderate or substantial community transmission.”

“In areas with high community transmission, middle and high school students must stay six feet apart from each other if cohorts are not possible,” according to the CDC. The governor’s statements came minutes after it was unofficially reported that a private school in Condado, San Juan had to shut down a second grade group on Thursday due to confirmed coronavirus cases.

Regarding the Education Department working on school infrastructure and classroom ventilation issues ahead of Monday, Pierluisi said “the vast majority of public schools are going to be up to standard.”

“We should not make decisions based on exceptions,” he said.

Meanwhile, the Education Department has insisted on purchasing, at a cost of $36.4 million, some 28,000 air purifiers that are not approved by the Environmental Protection Agency. Litigants are challenging the transaction.

Earlier in the day, former Municipal Case Investigation and Contact Tracing System chief Fabiola Cruz López told reporter Julio Rivera Saniel on Radio Isla 1320 that 90% of the local cases on the island involve the delta variant.

Furthermore, she said on “Pega’os en la mañana,” “schools and their principals must establish more rigorous measures.”

“We either use natural ventilation or we install filters in our air conditioners,” the epidemiologist said. “We need six feet of distancing with the delta variant, three feet of

distancing is not enough.”

“We are already at 11.5% [of COVID-19 case positivity across the island], and it will continue increasing,” Cruz López added.

In a press release, Health Services Administration Association President Caleb Colón Rodríguez urged member facilities to get ready “for an unprecedented wave of infections” and be equipped to assist patients during the rebound.

“We are very concerned about the acceleration of the spread of this lethal virus on the island,” Colón Rodríguez said. “The measures taken by the state have been good, but the lack of cooperation to get vaccinated by some has not allowed us to reach the goals to get out of this pandemic.”

“We must continue educating and helping the state promote vaccination like never before,” he added. “We must triple our efforts with more health operations in communities.”

PR to receive $13.2 million for COVID-19 mitigation, health, child care

esident Commissioner Jenniffer González Colón announced Thursday that $13.2 million in federal funds were assigned to Puerto Rico by the U.S. Department of Education and Department of Health and Human Services (HHS) to mitigate COVID-19 and for health and child care services.

González Colón said in a written statement that the federal Department of Education under the “FY21 Talent Search Program” allocated a total of $1.7 million in federal funds for institutions in Puerto Rico. The program identifies and assists low-income individuals with potential success in higher education.

As part of this allocation, the resident commissioner said, ASPIRA Inc. will receive $873, 652, the University of Puerto Rico Río Piedras Campus will receive $580,270 and Inter-American University of Ponce will receive $277,375.

González Colón also said the Department of Education

Resident Commissioner Jenniffer González Colón allocated $2.1 million to Inter-American University of Puerto Rico, Metropolitan campus, under the program “Higher Edu-

cation Emergency Relief Fund FIPSE Competitive Funding” in order to prevent, prepare for and respond to COVID-19.

Meanwhile, she said the HHS’s Children and Families Administration/Office of Head Start allocated two items of federal funds under Head Start Emergency Supplemental funds.

Within this allocation, the Municipality of San Juan will receive $750,000 and the Center for Youth Services Inc. will receive some $197,408 as part of the funds approved to mitigate COVID-19 under Public Law 116 -260.

Another $150,000 was allocated by the HHS through the Health Resources and Services Administration to the Municipality of San Juan under the program “Ryan White Title III HIV Capacity Development and Planning.”

Likewise, González Colón noted that the HHS Office of Head Start allocated two federal funding items of $1.3 million and $1.8 million to the Municipality of Caguas for Early Head Start under the category of social services.

She noted that the funds allocated for Head Start are final and only their date of disbursement by the agency, which varies depending on the program, is pending.

Housing Dept. sets up shop in Plaza Las Américas to orient public on disaster funds

“It is abusive to blackmail a human being [such that] you either lose your job or do this, contrary to his wishes,” the mayor said in an interview with the Puerto Rico Information Network. “And even more so when it comes to a citizen who made a decision, either for his health or for his body or for the decisions he has made. I was listening to a person analyzing whether the reasons [to force vaccination] were valid and I was wondering who that person was to analyze that human being. All human beings are different.”

“When democratic systems threaten that diversity of

thought, then we are turning into a communist system or dictatorial system,” he said. “And that system, I neither promote it nor am I going to abide by it.”

When asked if his guideline is not going to force businesses to have their employees and customers vaccinated to receive services, Jiménez Pérez replied that “it will depend on the jurisdiction that we may have or understand that we have [in that particular instance].”

“There are some areas that unfortunately we cannot attend to, but there are other areas that, if we can attend to them, we will,” he said.

“I have to take care of my town and my people,” the mayor added. “And in any situation that we believe violates the fundamental rights of the citizens that I represent, I am going to fight.”

Jiménez Pérez pointed out that San Sebastián is the municipality with the fifth highest percentages of people vaccinated against COVID-19.

In Surfside, age-old Jewish traditions bring comfort amid grief

F

or 18 long days in Florida, the Spiegel family waited for news of their beloved matriarch, Judy. With her husband traveling for work, she had been home alone on the sixth floor of Champlain Towers South when the building collapsed on the night of June 23.

In Jewish tradition, the period between a person’s death and burial is known as aninut. It is a state of intense grief and limbo, when survivors have lost their beloved but are not yet formally designated as mourners.

Aninut is intended to be brief. Burials and funerals take place as quickly as possible, ideally within 24 hours. But the Spiegel family was forced to wait what seemed like an eternity after the collapse. As rescue crews combed the site for signs of life, Spiegel’s husband and three children tried to stay hopeful. She was the “keeper of the family,” her daughter, Rachel, recalled recently; they had not imagined their lives without her. They were not yet mourners.

The seafront community of Surfside, Florida, has had a robust Orthodox Jewish community for decades. Many of the 98 victims of the condominium collapse were Jewish, including Estelle Hedaya, the final victim to be recovered, whose remains were identified on July 26. But the brute facts of the tower’s collapse made many Jewish laws and customs about preparing bodies for burial and the period of mourning challenging to follow. It took more than a month to recover the remains of all those who were killed — and many bodies were not intact. Still, those rules, improvised where necessary, helped bring comfort to dozens of families coping with nearly unspeakable grief.

When the news finally arrived that Spiegel’s body had been recovered from the tangle of

concrete on Collins Avenue on July 9, the family moved quickly. They turned to Rabbi Sholom Lipskar, the founding head of a large Orthodox shul in the Chabad-Lubavitch movement less than a mile north of Champlain Towers. The Spiegels are not Orthodox, but they wanted “everything done traditionally,” Rachel Spiegel said.

That tradition says bodies must be guarded, prayed over, washed, wrapped in a white linen shroud, and buried in a plain wooden coffin. They must be buried not just quickly, but as intact as possible, returning the body to the ground in as close to its complete original state as possible: no cremation, no embalming, no autopsies.

When a Jewish person dies, the job of preparing the body for burial often falls to a local chevra kadisha, or holy society, whose volunteers are summoned to funeral homes and even to the scenes of death. According to the Talmud, the responsibility for burying any Jewish person is shared by the full community.

In Surfside, the Florida chapter of a New York-based organization called Chesed Shel Emes took on many of these duties, beginning with round-the-clock prayers at the site of the building collapse. On Zoom and WhatsApp, other Jews prayed through the Psalms as a kind of digital vigil: “I shall raise my eyes to the mountains, from where will my help come?”

Working closely with local rabbis, police and medical examiners, Chesed Shel Emes ensured that every body discovered in the rubble was handled according to Orthodox standards, at least until a determination could be made about whether the person was Jewish.

“We figured there was no stricter law than ours,” said Benjy Spiro, Chesed Shel Emes’ West Coast director. “We do it because we care about Jewish ritual law, but we care about everybody.”

The organization’s name can be translated from Hebrew as “the truest act of kindness.” Accompanying a body from death to burial is seen as the highest and purest act of charity, since the recipient can never acknowledge or return the favor.

Typically, the group interacts with families after a known death. Their tasks are discrete: Clean up the scene, prepare the body for burial. In Surfside, the scene of death was a heavily restricted disaster area, there were dozens of bodies, the timeline was unclear, and families had questions about how to proceed with funerals and mourning before all the remains had been found.

“We had to rewrite the way we do things because this was not normal, it is unprecedented,”

said Mark Rosenberg, a chaplain with the North Miami Beach Police Department and director of Chesed Shel Emes of Florida.

Small modifications may be undertaken in response to unusual circumstances. If a body has not been discovered intact, for example, PVC pipes are sometimes inserted into the grave, so that smaller remains can be added quietly after the official burial.

Judy Spiegel was buried in Miami about 48 hours after her body was identified. Chesed Shel Emes had ensured her body was prepared according to custom, and Lipskar led the service.

“It was very comforting,” Rachel Spiegel said. “Through our faith we had these resources we trust. We knew she was being handled carefully.”

FDA to authorize third vaccine dose for people with weak immune systems

F

ederal regulators were expected to authorize a third shot of coronavirus vaccine as soon as Thursday for certain people with weakened immune systems, an effort to better protect them as the highly contagious delta variant sweeps the nation.

The decision to expand the emergency use of both the Pfizer-BioNTech and Moderna vaccines is meant to help those patients with immune deficiencies who are considered most likely to benefit from an additional shot. It covers people who have had solid organ transplants and others whose immune systems are similarly compromised, according to an official familiar with the plan.

The development will give physicians latitude to recommend additional shots for those patients. At least 3% of Americans have weakened immune systems for a variety of reasons, from a history of cancer to the use of certain medications such as steroids.

Many scientists argue that the immunocompromised population is too diverse to uniformly recommend additional shots of coronavirus vaccine. Some may be protected by the standard vaccine dosage, despite their conditions.

Others may be poorly shielded by the vaccines, but unable to benefit from an additional shot.

Studies suggest that patients such as organ transplant recipients are in between — often showing little immune response to the standard vaccine regimen, but benefiting from a third shot.

One recent randomized, placebo-controlled study by Canadian researchers found that a third dose of the Moderna vaccine improved the immune response of people in that group.

Dr. Dorry Segev, at the Bloomberg School of Public Health at Johns Hopkins University, has said about half of transplant patients have no antibody response to the currently authorized vaccine dosage. His team studied 30 transplant patients who were vaccinated but had negative or low-positive antibody titers, which suggested a poor response by their immune systems to the shots. After an additional shot, 14 of them had higher antibody titers.

The Food and Drug Administration’s decision to authorize a third shot for organ transplant recipients and those with similarly compromised immune systems will be considered by an advisory committee to the Centers for Disease

Control and Prevention, scheduled to meet Friday. Although the FDA’s action is independent of the panel’s recommendation, in practice many physicians wait to act until the CDC weighs in.

If the committee votes to endorse the shots, as expected, the CDC could issue a recommendation the same day. That could give further guidance to physicians and pharmacists about how to proceed.

France has offered additional vaccine doses to certain people with poor immune responses since April, and Germany and Hungary recently followed suit. After considering several regulatory pathways, health officials in the Biden administration decided that expanding the emergency use authorizations for Pfizer and Moderna was the fastest route to reach those most in need. The FDA is also expected to grant full approval to Pfizer-BioNTech’s vaccine by early next month, a move that also would give physicians more freedom to prescribe additional doses.

Although the vast majority of Americans who have been vaccinated received Pfizer or Moderna shots, it was not immediately clear how those with immune deficiencies who received Johnson & Johnson shots were to proceed.

The FDA decided not to broaden emergency use of the single-dose vaccine, at least in part because health officials wanted to see Johnson & Johnson’s clinical trial data on the safety and efficacy of two doses first, according to one official. Johnson & Johnson is expected to release the results of its two-dose study this month.

Some Biden administration officials are

debating whether vulnerable segments of the general population will need booster shots to shore up their protection against COVID-19 — a decision that a number of scientists and public experts argue cannot be justified by current data.

Any such strategy would be based on a different risk-benefit calculus because the vaccines have proven extremely effective against severe disease or hospitalization for those without immune deficiencies. Some ordinary citizens are already seeking booster shots on their own, without waiting for an FDA decision or a CDC recommendation.

Dr. Dan Barouch, a virus expert at Beth Israel Deaconess Medical Center in Boston who worked with Johnson & Johnson as it developed its vaccine, said the FDA’s move to make third shots available to some with weakened immune systems made sense. But he said a similar approach could be attractive to physicians and patients: getting a different kind of vaccine altogether.

Barouch said there was a long and successful history of mixing and matching different vaccine platforms for other viruses. Because of the similarities in how coronavirus vaccines were produced, he said, mixing was particularly appealing, since it could potentially boost and broaden one’s immunity.

There is no data yet to determine whether protection against the virus is enhanced by such an approach, Barouch said. But researchers at the National Institutes of Health have a study underway that is expected to deliver some answers by early fall.

Texas hospitals are already overloaded. Doctors are ‘frightened by what is coming.’

A

t least two hospitals in Houston have been so overwhelmed with coronavirus patients this week that officials erected overflow tents outside. In Austin, hospitals were nearly out of beds in their intensive care units. And in San Antonio, a spike in virus cases reached alarming levels not seen in months, with children as young as 2 months old tethered to supplemental oxygen.

Across Texas, health officials warned of overloaded, strained hospitals, a growing crisis not seen since early February, when a late winter wave deluged the state’s health care system. More than 10,000 Texans have been hospitalized this week, and at least 53 hospitals were at maximum capacity in their intensive care units.

“If this continues, and I have no reason to believe that it will not, there is no way my hospital is going to be able to handle this. There is no way the region is going to be able to handle this,” Dr. Esmaeil Porsa, a top health official in Harris County, which includes Houston, told state legislators Tuesday. “I am one of those people that always sees the glass half-full; I always see the silver lining. But I am frightened by what is coming.”

In recent days, Texas has averaged about 12,400 new cases a day, nearly double the number seen just two weeks ago, according to a New York Times database. The spike comes as about 1 in 5 U.S. hospitals with intensive care units, or 583 total hospitals, recently reported that at least 95% of their ICU beds were full. One worry about the highly contagious delta variant, which has fueled surges across the country, is whether it might test the capacity of health systems.

Hospitals in New Orleans, Miami, Jackson, Mississippi, and Huntsville, Alabama, have been taxed this week, too, as cases continue to rise across the South. Texas is among several states grappling with dangerous surges exacerbated by the delta variant, which the White House recently said was as contagious as chickenpox.

Earlier this summer, cases skyrocketed in Florida, Louisiana and Arkansas. As in those states, the vast majority of patients hospitalized in Texas are not vaccinated, state officials said.

The sudden increase of infections has refocused national attention on the efficacy of masks and comes as the state’s governor, Greg Abbott, remains firm in his refusal to enact any statewide mandates requiring masks while also prohibiting local officials from doing so in their own communities. To help manage the surge, Abbott appealed this week to health care workers outside the state to travel to Texas and help the overloaded hospitals.

The number of coronavirus-related hospitalizations across the state is projected to climb to well over 15,000 by the end of August, according to the University of Texas at Austin’s COVID-19 model consortium.

“The fact that we’re having to construct the tents shows that the system in general is not prepared,” said Amanda Callaway, associate administrator for Harris Health System, which oversees the two hospitals in the Houston area requiring overflow space. “There’s lots of concern. There’s only so

Doctors are also treating patients in waiting rooms because of a shortage of beds, she said, adding that at least 90% of the coronavirus patients are unvaccinated.

Dr. David Persse, Houston’s chief medical officer, blamed inadequate attention by state officials to highlight the importance and necessity of vaccinations to stem the surge, with Abbott framing it as an issue of individual rights. “It’s the wrong approach,” Persse said. “The rhetoric around this has been such that people adhering to their right to make their own decisions are endangering themselves and their families.”

Abbott, like governors in Florida and elsewhere across the South, maintained his position even after the Centers for Disease Control and Prevention reversed course and recommended that both vaccinated and unvaccinated people wear masks indoors in high-risk areas. He issued an executive order prohibiting local governments from mandating vaccines and prohibiting school districts from enforcing masks.

Local officials in some of Texas’ largest cities, including San Antonio, Houston, Dallas and Austin, have defied Abbott’s orders and issued new mask requirements in city buildings and schools, citing the unfettered spread of the virus and low vaccination rates. In Texas, about 56% of those 18 and older are fully inoculated.

According to the Texas Department of State Health Services, just shy of 240 Texas children were hospitalized on Tuesday with the coronavirus. Citing those figures, President Joe Biden on Wednesday told reporters that he was exploring whether the federal government has the authority to intervene in state mandates issued by Abbott.

Earlier this week, the resurgence was playing out in unnerving ways at the Children’s Hospital of San Antonio, where a growing number of children were being admitted with severe symptoms of COVID-19, including high fevers, chills, coughs and shortness of breath. Many others arriving for unrelated illnesses were also testing positive for the virus, hospital officials said.

The delta variant and other respiratory infections were to blame for the crowded ward, with up to 15 COVID patients on any given day, said Dr. Norman Christopher, chief medical officer at the hospital.

“We are now entering a new phase where our volumes are increasing much more exponentially here just like on the adult side,” Christopher said. “And that’s compared to almost nobody just a few months ago.”

Dr. Abhishek Patel, who works in the hospital’s pediatric ICU, walked in and out of a room where a 6-month-old and a 2-month-old were battling severe COVID-19 infections and were breathing with the aid of supplemental oxygen.

This week alone, he said, two teenagers, who had other underlying health problems, succumbed to the virus.

Most return-to-office plans unchanged, for now

ven as many tech companies announce delays to their return-to-office dates in the face of the contagious delta variant, it appears that most companies’ plans have not yet changed, according to several weeks of surveys by Morning Consult.

Every week for three weeks, Morning Consult asked a nationally representative panel of 1,000 adult American workers when their employer was planning to have them return to their workplace either full time or part time. The first survey began July 16 and ended last Thursday.

The most recent one found that most workers were already in the office. Eight percent of workers said that their companies had adopted a permanent work-from-home policy. And

7% said their companies had not yet announced a policy.

Among the remaining workers — people working from home, but planning to return eventually, either part time or full time — 19% said that they would be back by September.

Only 2% of those surveyed said their return-to-office date was in October. The number of people who indicated their return date was in November and December rounds to zero. And only 1% said that it was in 2022.

“September is still a jumping-off point for workers coming back to work,” said John Leer, economist at Morning Consult.

“The anxieties we’re seeing have not yet trickled down to the broader workplace.”

The survey was not able to break out workers by industry, but it does have information on education. Splitting the survey by education shows that as educational attainment increases,

there’s a significant decline in the share of workers who are in the office. Yet even among workers with graduate degrees, return dates are still concentrated in August and September.

These results reflect the company’s policies as far as the workers are aware, but they do not reveal what company leaders are thinking. That distinction is important, according to Nicholas Bloom, an economist at Stanford University who has been closely studying return-to-office plans. “If I were the CEO and was not sure about Labor Day return, I would keep the cards close to my chest for maybe another week or so to see how things pan out,” he said.

That’s because it’s costly to change company policy on a return-to-office date, and it’s even costlier if the return to the office turns out to have been too soon.

Devising a return-to-office policy is hard. It requires executives to watch the development of the virus, monitor the attitudes of their workers and sort through thorny legal and personnel issues regarding the virus, said Tsedal Neeley, a Harvard Business School professor who studies remote work.

“What companies are grappling with is the question of: Do you mandate vaccines? Is it legal? If you mandate it, how do you do it? If you don’t, how will you ensure everyone feels psychologically and physically safe?” Neeley said.

For Bloom, the barometer for where office work will go is tech: “As with everything around work-from-home in this pandemic, tech has led first. They were first to move to hybrid, first to delay the return to the office last year, first to mandate vaccines this year and likely first to delay return until next year.”

But not every company can afford the same flexibility that tech companies enjoy. For some, delaying may feel more costly.

Kathryn Wylde, who is president of the Partnership for New York City and has spoken to more than 30 companies with offices in New York, said that at the moment, everyone was just figuring out what worked for them individually. “It’s a mess,” she said. “Everybody is making their own decisions. And I think everyone is struggling.”

Technology stocks lift S&P 500 to record high in listless session

T

he S&P 500 notched its third straight record high on Thursday, with mega-cap technology stocks taking charge, as investors mulled data showing a steady U.S. jobs market recovery against a backdrop of potentially inflationary producer prices.

Apple Inc (AAPL.O), Microsoft Corp (MSFT.O), Amazon. com (AMZN.O), Google parent Alphabet Inc (GOOGL.O) and Facebook Inc (FB.O), which account for a quarter of the S&P 500’s market capitalization, led shares on the S&P and techheavy Nasdaq.

Tesla Inc (TSLA.O), Nvidia Corp (NVDA.O) and Moderna Inc (MRNA.O) also rallied on a day in which more stocks declined than advanced.

Traders snapped up shares that had missed out on the overall market marching higher the past week, according to Tim Ghriskey, chief investment strategist at Inverness Counsel.

“The move into big tech is simply a trading opportunity.

Big tech has been down for a week or so, underperforming the market pretty significantly,” Ghriskey said. “There are bargain hunters coming in, jumping on those securities.”

Apple added the most to the S&P, rising 1.8%, followed by Microsoft with a 0.9% gain and Tesla adding 1.5%.

Healthcare (.SPXHC) and technology (.SPLRCT) were the best- performing S&P 500 sectors. Energy (.SPNY) weighed the most and pulled the Dow (.DJI) from record highs, along with industrials (.SPLRCI) and materials (.SPLRCM), on the heels of a multi-trillion dollar infrastructure bill in the Senate.

Data showed U.S. producer prices posted their largest annual increase in more than a decade last month, raising inflation concerns, after Wednesday’s U.S. consumer price index reading indicated the pace appeared to be slowing.

The data reflect well-known supply chain challenges that will not change Federal Reserve policy, said Mike Loewengart, managing director of investment strategy at E*TRADE Financial.

“Everyone is expecting potentially tapering to begin in September,” he said. “But for the most part, it would not change the conducive environment that we are currently in, for additional gains in equity markets.”

Trading volume has slumped, typical of August, as a stellar second-quarter earnings season winds down. Investors are now waiting for the Fed’s annual meeting in Jackson Hole, Wyoming, at month end for clues on its plans to tighten policy.

By 2:39PM ET, the Dow Jones Industrial Average (.DJI) fell 37.52 points, or 0.11%, to 35,447.45, the S&P 500 (.SPX) gained 8.72 points, or 0.20%, to 4,456.42 and the Nasdaq Composite (.IXIC) added 40.49 points, or 0.27%, to 14,805.62.

Micron Technology (MU.O) dropped 7.1% to the bottom of the S&P 500 after Morgan Stanley downgraded the stock to “equal-weight.”

In earnings-related moves, Baidu Inc’s U.S. shares fell 3.7% even after the company posted upbeat quarterly revenue.

Palantir Technologies Inc (PLTR.N) gained 11.9% after the U.S. data analytics firm forecast third-quarter sales above expectations.

Marines prepare for possible evacuation of Americans in Afghanistan

T

he Pentagon is moving thousands of Marines into position for a possible evacuation of the U.S. Embassy and American citizens in Kabul as the Biden administration braces for a possible collapse of the Afghan government within 30 days, administration and military officials said.

The sharply deteriorating situation in Afghanistan as the Taliban rapidly advance across the north and Afghan security forces battle to defend ever-shrinking territory in the south and west has forced the Defense Department to accelerate plans to get Americans out of the country.

On Thursday, the embassy sent the latest in a series of alarming alerts, urging Americans to “leave Afghanistan immediately using available commercial flight options.”

The State Department also announced that the United States would partly evacuate the embassy. Ned Price, the department spokesperson, told reporters in Washington that the drawdown of an unspecified number of civilians among the roughly 4,000 embassy personnel — including about 1,400 American citizens — would occur over the coming days.

“As we’ve said all along, the increased tempo of the Taliban military engagements and the resulting increase in violence and instability across Afghanistan is of

grave concern,” he said. The embassy has been evaluating the “security situation every day to determine how best to keep those serving at our embassy safe.”

But, Price added, “Let me be very clear about this: The embassy remains open.”

American negotiators are also trying to extract assurances from the Taliban that they will not attack the embassy if they overrun the capital, two American officials said.

The 30-day estimate is one scenario, and administration and military officials insist that the fall of Kabul might still be prevented if Afghan security forces can muster the resolve to put up more resistance. But while Afghan commandos have managed to continue fighting in some areas, they have largely folded in a number of northern provincial capitals.

The Taliban seized the strategic city of Ghazni, about 90 miles south of Kabul, on Thursday, putting the group in a better position to attack Kabul after its recent string of victories in the north.

By the end of the day, the Taliban were also on the verge of taking Kandahar, the country’s second-largest city, and Herat, in western Afghanistan near the Iranian border. Kandahar is historically and strategically important; the Taliban, led by Mullah Mohammad Omar, began their insurgency there in the 1990s.

Three contingents of Marines are preparing for the possible evacuation of the U.S. Embassy, officials said. A Marine battalion of several hundred is already on the complex grounds, responsible for evacuating the embassy, officials said.

In addition, the Pentagon is moving a Marine expeditionary unit, with more than 2,000 Marines, into position closer to the air route over western Pakistan, known as the “boulevard,” where it can dispatch its forces into Afghanistan as a rapid response team that would be able to begin an embassy evacuation within a day of orders, officials said. And as a contingency plan in case any embassy evacuation turns into a fight with the Taliban, Defense Department officials have tasked thousands of Marines to begin a training exercise that can, if necessary, quickly be turned into an eva-

cuation deployment, the officials said. The Marines in the exercise have been told that they may need to be ready to deploy next week within 96 hours, officials said.

Asked during a news conference Wednesday whether the Pentagon was speeding up any evacuation of people from the embassy, a spokesperson for the Defense Department, John F. Kirby, demurred.

“We’re focused on the security situation that we face now, which again we’ve acknowledged is deteriorating,” he said.

“We are certainly mindful of the advances that the Taliban have made in terms of taking over yet an increased number of provincial capitals.”

In the Biden administration’s aspirational plan for Afghanistan, none of this was supposed to happen — at least not so quickly. President Joe Biden announced in April that U.S. troops would withdraw from the country by Sept. 11; he later moved that date up to Aug. 31, and most of the troops have left. The president insisted that the Afghan government and military, with financial support from the United States, would be responsible for defending the country’s urban areas from the Taliban.

But since the announcement, the Taliban have rolled across city after city, despite having only around 75,000 fighters compared with the U.S.-trained Afghan security forces’ 300,000 troops. That dichotomy has caused frustration in the Pentagon and among U.S. officials, who have repeatedly said that the Afghan troops, if their backs were to the wall, would rally to defeat the Taliban.

“They have a lot of advantages that the Taliban don’t have,” Kirby said, referring to Afghanistan’s national security forces. “Taliban doesn’t have an air force. Taliban doesn’t own airspace. They have a lot of advantages. Now they have to use those advantages.”

But President Ashraf Ghani’s administration has failed to carry out any kind of strategy to defend what cities remain or retake them despite saying he would do so. Pro-government militia forces, championed by Afghan officials and reminiscent of the bloody civil war of the 1990s, have consistently been unable to push the Taliban back.

Taliban advances in Afghanistan could bring political peril for Biden

W

hen President Joe Biden announced his plan to withdraw U.S. troops from Afghanistan, the politics seemed relatively simple: Many polls showed that Americans supported ending the country’s nearly 20-year involvement in a war whose goals had become obscure.

But four months later, with the Taliban storming across the country much faster and more ruthlessly than expected, new political risks are coming into view for Biden, who had hoped to win credit for ending what he has called one of America’s “forever wars.”

Now U.S. officials are racing to evacuate Afghans who assisted the American military and may be targets of Taliban reprisals, and are contemplating the prospect of hastily evacuating the 4,000 Americans at the U.S. Embassy in the capital city of Kabul.

The threat of a Taliban conquest and new risks to U.S. personnel and allies in the country could cause Americans who had been paying little attention to Afghanistan for the past several years to reconsider their views, particularly if Republicans amplify a message of American failure and capitulation.

“Everybody’s worried about a repeat of the Saigon images,” said Brian Katulis, a foreign policy expert at the liberal Center for American Progress, referring to the chaotic April 1975 evacuation of the American Embassy in South Vietnam’s capital. Desperate Vietnamese clung to the struts of departing helicopters as the city was being conquered

by Communist forces.

Americans remain focused on domestic matters like the coronavirus and the economy, and are unlikely to care much that the Taliban have captured unfamiliar cities like Kunduz, said Katulis, who has studied public opinion about foreign policy.

“But this could change,” he added.

“If you have a parade of horribles continue to unfold in Afghanistan, it could seep into the public consciousness the way Iraq did in 2013 and 2014” when the Islamic State group stormed across that country after U.S. troops withdrew.

Speaking to reporters at the White House on Tuesday, Biden said he did “not regret” his decision, noting that the United States continued to support Afghanistan’s government and security forces but adding, “They’ve got to fight for themselves.”

Officials in the Biden administration

have repeatedly expressed hope that negotiations between the Taliban and the Afghan government might produce a peaceful resolution short of a Kabul-based Taliban emirate, but prospects for successful talks are swiftly fading.

Fortunately for Biden, many Republicans in Congress have turned against foreign military adventures and supported a full exit from Afghanistan, to which President Donald Trump first committed last year when he struck a deal with the Taliban. Under the agreement, the group halted its attacks on U.S. forces and began peace talks with the Afghan government.

Both Trump and Biden were in sync with public opinion. Polls have shown for years that a plurality of Americans support withdrawing from Afghanistan, with a majority supporting either a full exit or a smaller U.S. presence.

But as the U.S.-backed Afghan government in Kabul appears more imperiled, some prominent Republicans are increasing their criticism of Biden.

“Reality was clear to everyone but the very top of the Biden administration,” Sen. Mitch McConnell, R-Ky., the minority leader, said in remarks Monday on the Senate floor, as he noted prior warnings that the Taliban might quickly overwhelm the Afghan government’s security forces. “From their bizarre choice of a symbolic Sept. 11th deadline to the absence of any concrete plan, the administration’s decision appears to have rested on wishful thinking and not much else.”

It may be a consolation to Biden administration officials that Trump is unlikely to join in the attacks. The former president, who made U.S. troop withdrawals a key campaign theme in the 2020 election, pressed his generals in vain to accelerate the American exit.

And Trump reiterated his support for leaving Afghanistan as recently as April, when he attacked Rep. Liz Cheney, R-Wyo., in a statement as a “warmongering fool” who “wants to stay in the Middle East and Afghanistan for another 19 years, but doesn’t consider the big picture — Russia and China!”

“If Trump is the Republican nominee again, I think it would be hard for him to criticize Biden for executing a plan that Trump put into motion,” said Richard Fontaine, the chief executive of the Center for a New American Security and a former foreign policy adviser to the hawkish Republican senator John McCain.

“Trump didn’t just open the door” to a withdrawal, Fontaine added. “What he did was force the issue in a way that it hadn’t been forced before.”

But Fontaine, who opposes the U.S. troop withdrawal, said that major political and security risks remained for Biden. He argued that domestic support for leaving Afghanistan had never been intense, coming nowhere near the mass demonstrations opposing the Vietnam and Iraq wars.

And he said that the possibility of a Taliban takeover followed by a return to the country of the group’s longtime Qaida allies would be a huge liability for Biden.

“Polls show that a majority of Americans want to leave Afghanistan,” Fontaine said. “But they also show that if you ask Americans about their foreign policy or national security objectives, they will almost always rank preventing terrorist attacks on the United States as No. 1 or 2, and they will rank extracting America from military operations overseas far below that.”

Some prominent supporters of a military withdrawal from Afghanistan say that Biden has little to worry about in political terms, noting that his decision enjoyed broad bipartisan support, including from politically diverse veterans’ groups.

“I think that the American public is much more likely to see what’s happening right now, as tragic and worrisome as it is,

as ultimately the failure of two decades of war and occupation in Afghanistan,” said Kate Kizer, the policy director of the antiinterventionist group Win Without War. “It’s important to remember that the reason the public supports a military withdrawal from Afghanistan, as well as from Iraq, is that they think these wars themselves are a mistake and failure,” she added.

Kizer said she worried that some “members of the foreign policy establishment in Washington took the lesson from Iraq that chaos ensues when the U.S. withdraws” and would be quick to press for renewed American intervention.

Katulis said he could imagine pressure for an American return to Afghanistan, years after President Barack Obama reluctantly sent troops back to Iraq after the Islamic State began to capture and execute American hostages.

Such a scenario would likely require worst-case outcomes, he said, like the killings of Americans or senior Afghan government officials. (After the Taliban first conquered Kabul in 1996, militants captured the country’s president, Mohammad Najibullah, shot him in the head and hung his beaten body from a tower.)

For now, Katulis said, “people care more about their bridges and roads getting fixed. Afghanistan right now is out of sight, out of mind.”

Greek island is new epicenter of Europe’s summer of calamity

A

mid twisted cages and scorched trees, Harilaos Tertipis stepped out of his ruined stables dragging the charred corpses of his sheep — burned, like so much else, in the wildfires that have raged across Greece.

As the survivors of his flock huddled together on a roadside hill below, the bells on their necks clanging and their legs singed, he said that if he had stayed with his animals instead of rushing home to protect his family and house, “I wouldn’t be here now.”

As of Wednesday, the fires around the northern parts of Evia, Greece’s secondlargest island, had destroyed more than 120,000 acres of pine forest, razed homes and displaced hundreds of people. They have brought assistance from more than 20 countries and been declared “a natural disaster of unprecedented dimensions” by the Greek prime minister.

The fires, fueled by a record-breaking heat wave that has touched temperatures of up to 46 degrees Celsius, or 115 degrees Fahrenheit, have caused political recriminations, economic disaster and biblical scenes of destruction.

But they seem less a random act of God than another inevitable episode of Europe’s extreme weather brought on by the man-made climate change that scientists have now concluded is irreversible.

Europe has always considered itself a climate leader, last month pledging to cut emissions by 55% over the next decade and calling this “a make-or-break moment” for the planet “before we reach irreversible tipping points.”

But a string of disasters this summer has left many to wonder whether that tipping point is already here, driving home the realization that climate change is no longer a distant threat for future generations, but an immediate scourge affecting rich and poor nations alike.

The shifting epicenter of natural disaster has now fallen on Evia, a densely wooded island northeast of Athens, Greece, once best known for its beekeepers and resin producers, its olive groves and seaside resorts, and now a capital of the consequences of a warming planet.

This week, as firefighters scrambled to put out rekindling fires and helicopters dropped seawater to sate licking flames, acres of burned hillsides and fields lay under white ash, as if dusted with snow.

I drove through winding roads riddled with fallen trees and electric wires. Smoke hung low, like a thick fog. The trunks of mangled trees still smoldered, and the hive boxes of beekeepers looked like burned end tables abandoned in empty fields. Miles away from the fires, the smoke still left an acrid taste in my mouth. Ash drifted around cafes where waitresses constantly watered

down tables and the sun imbued the dense haze with a sickly orange hue.

“We lived in paradise,” said Babis Apostolou, 59, tears in his eyes as he looked over the charred land surrounding his village, Vasilika, on the northern tip of Evia.

“Now it’s hell.”

This week, the fires covered new ground. In the southern Peloponnese, where wildfires killed more than 60 people in 2007, a long stretch of fire tore through forest and houses, prompting the evacuation of more than 20 more villages. But many Greeks have refused to leave their homes.

When the police told Argyro Kypraiou, 59, in the Evia village of Kyrinthos to evacuate Saturday, she stayed. As the trees across the street blazed, she fought the airborne barrage of burning pine cones and flames with a garden hose. When the water ran out, she beat back the fire with branches.

“If we had left, the houses would have burned,” she said across from the still-smoldering ravine. A truck rolled by, and the driver leaned out the window, shouting to her that there was another fire in the field behind her house. “We keep putting out fires,” she shouted back. “We don’t have any other job.”

Kyriakos Mitsotakis, the prime minister of Greece, has called the recent days “among the hardest for our country in decades” and promised to compensate the afflicted and reforest the land. Residents across the seared north of Evia complained that the government had failed to fly waterdropping aircraft out to them fast enough or that it had waited too long to ask the European Union for help.

Greece’s top prosecutor has ordered up an investigation into whether criminal activity could possibly have sparked the fires, perhaps to clear land for development.

Many here blamed mysterious arsonists for starting the fire.

“This is arson,” said Apostolou. “I had heard they want to put in wind turbines.”

Tertipis said, “I hope the person who set these fires will suffer as much as my animals.”

But it was also possible that the fingerpointing at arsonists stemmed from a feeling of powerlessness and the need to blame someone — anyone — for a crisis that at least some acknowledged was everyone’s fault.

“We all have to make changes,” said

Irini Anastasiou, 28, who expected the fires to keep happening around the world as the planet warmed. She looked out from the front desk of her now empty hotel in Pefki, one of the hardest-hit towns, and saw an opaque wall of haze over the sea.

“Usually, you see clear across to the mountains,” she said. “Now you can see nothing.”

The residents of Evia did what they could. In the town of Prokopi, volunteer firefighters set up base in the Forest Museum (“focused on man and his relationship to the forest”).

Hundreds of boxes packed with supplies for the displaced cluttered the log cabin. They brimmed with crackers and cereals and granola bars. Soft stacks of children’s and adult diapers reached up to the windows. Boxes held medicines and burn creams, aloe vera, Flamigel, hydrogel and Flogo Instant Calm Spray, under a sign promoting TWIG, the Transnational Woodland Industries Group.

An international group of emergency workers operated out of the cabin. Some of the 108 firefighters sent by Romania coordinated with Greek army officials and local authorities to put out the flames. Some volunteers went out with chain saws to cut down trees, while those returning leaned against a wall of bottled water and ruminated on what had gone wrong.

Ioannis Kanellopoulos, 62, blamed heavy snowfall during the winter for breaking so many branches and creating so much kindling on the forest floor. But the intense heat did not help.

“When the fire broke out, it was 113 degrees in the shade,” he said.

He added that the previous bench mark for destruction in the area was a 1977 blaze. This fire had far eclipsed it, he said, and guaranteed that it would not be surpassed for years.

“There’s nothing left to burn,” he said.

“It’s not California,” added his friend Spiros Michail, 52.

That there was nothing left to burn was the island’s common refrain — the punchline to the terrible joke nature had played on them.

But it was not true. There was plenty more to burn.

At night the fires came back, appearing on the dark hillsides in the distance like Chinese lanterns. The fires burned on the sides of the roads like ghostly campsites.

Getting old is a crisis more and more Americans can’t afford

rowing old is an increasingly expensive privilege often requiring supports and services that, whether provided at home or in a facility, can overwhelm all but the wealthiest seniors. With Americans living longer and aging baby boomers flooding the system, the financial strain is becoming unsustainable.

Consider the demographics. In 2018, there were 52.4 million Americans age 65 or older and 6.5 million 85 or older.

By 2040, those numbers will hit 80.8 million and 14.4 million, respectively. From now until 2030, an average of 10,000 baby boomers will turn 65 every day. Already, demand for care dwarfs supply. The Medicaid waiting list for home-based assistance has an average wait time of more than three years.

Next, factor in the financial reality of seniors. Nearly half of U.S. households headed by someone 55 or older have no retirement savings, according to 2016 data. Many Americans over 65 face trying to get by on Social Security income alone, which provides an average retirement benefit of $18,516 a year.

Compare this with the price of long-term care. Nationwide, the median cost of a semiprivate room in a nursing home is more than $93,000 a year, according to the 2020 Genworth Cost of Care Survey. The median yearly cost of employing a home health aide full time is around $50,000. And tens of millions of Americans are providing unpaid care to family mem-

bers, costing the caregiver thousands in expenses per year on top of lost work time and wages.

The numbers don’t add up. Or rather, they keep adding up and up as families’ financial stability goes down and down.

The gloomy reality is that most seniors will require longterm care. Almost 70% of Americans turning 65 today are expected to need extended services and supports at some point.

About 20% will need care for more than five years. Despite this, the majority of those age 40 and over have done no planning for their long-term care, according to a 2021 survey by the AP-NORC Center for Public Affairs Research.

Many Americans simply assume their needs will be handled by Medicare. No. Medicare handles post-acute care, generally for people who have had a hospital stay. It does not handle routine living assistance or custodial care. The bulk of that responsibility falls to Medicaid. But Medicaid is a meanstested poverty-assistance program that, with variations from state to state, requires seniors to spend down their countable assets to about $2,000 before qualifying for help.

To avoid forcing middle-class seniors to impoverish themselves, Medicaid eligibility requirements need to be loosened. Dramatically. But that would place even greater financial pressure on the already strained program and the government budgets that fund it.

In many areas of life, people commonly guard against financial catastrophe by purchasing insurance. But the market for long-term care insurance has proved problematic. Unlike with health care or auto insurance, most people don’t bother buying long-term care coverage. Those who do tend to be the most at risk for needing care. This drives up premiums and creates what experts call a death spiral: The higher premiums rise, the fewer people who can afford them and the more likely those who do buy are to file claims.

Most insurers have abandoned the long-term care business. Remaining policy options are limited. They tend to be prohibitively expensive or provide insufficient benefits — or both.

In 2012, a broad cross-section of policy experts, consu-

mer advocates and industry representatives formed the LongTerm Care Financing Collaborative to explore more sustainable funding models. The central recommendation of the group’s final report, issued in 2016, was the creation of a universal public insurance program.

Many developed nations, including Japan and much of Western Europe’s, have established long-term care insurance programs of various shapes and sizes. For the United States, the collaborative recommended a catastrophic plan that would cover back-end costs for people who wound up needing a high level of care. Individuals would be responsible for the first year or more of costs — a sliding time scale would be based on their lifetime income — after which benefits would kick in.

People could choose to cover the upfront expenses however they see fit, including savings. Ideally, a catastrophic public plan would help revive the private market as well. With the risk of open-ended claim costs largely neutralized, insurers could provide better, more affordable policies.

The program would need to be universal — meaning mandatory. The Affordable Care Act sought to establish a voluntary long-term insurance program, the CLASS Plan. But it faced the same adverse selection problem that plagues the private market and was dissolved over fiscal viability concerns before ever getting off the ground.

Funding could come from any number of mechanisms, including a new value-added tax or a payroll tax — say, one that applied only to income above a certain level, just as the Social Security tax applies only to income below a certain level.

Variations on the catastrophic-plan idea have received support from many quarters — most recently from Rep. Thomas Suozzi, D-N.Y., a former certified public accountant. Last month he introduced legislation that would establish such a program. Under his WISH Act, workers and employers would each contribute 0.3% of wages to a long-term-care trust fund.

He is pitching the plan as a public-private partnership that would save the private market as well.

The current political landscape is not promising for this level of reform. Republican lawmakers chafe at anything that smacks of a new entitlement — not to mention a tax increase. And President Joe Biden has vowed not to raise taxes on anyone making less than $400,000. But the long-term care crisis will only worsen, and people need to begin sounding the alarm.

The outlook may be more promising at the state level. In 2019, Washington state passed the nation’s first state-run longterm-care insurance program. The WA Cares Fund is to be funded by a 0.58% payroll tax on employees. Starting in 2025, eligible residents can receive benefits of $100 per day, with a lifetime cap of $36,500.

Washington’s system is not a catastrophic model. But the program is a recognition of the long-term financing crisis that the nation is facing and of the need for new solutions. Other states — and Congress — should take note.

L CAPITOLIO – El Departamento de Justicia (DJ) presentó el jueves su postura a la Asamblea Legislativa en torno a la Resolución Concurrente de la Cámara 8, que propone enmendar la Constitución de Puerto Rico a los fines de cambiar el proceso mediante el cual se nombra a los jueces en la Isla.

Justicia presentó su memorial explicativo durante una vista celebrada por la Comisión para el Estudio y Evaluación del Derecho Constitucional Puertorriqueño y de Propuestas de Enmiendas a la Constitución del Estado Libre Asociado de Puerto Rico y Asuntos Electorales de la Cámara de Representantes.

La agencia reconoció la facultad que tiene la legislatura de proponer las enmiendas presentadas y expresó suma

deferencia a la voluntad democráticamente expresada por parte del pueblo en su día. Sin embargo, recomendó que, debido a su envergadura, la medida sea más específica y establezca los parámetros para regir el nuevo proceso de nombramiento a través de una legislación especial.

De esta forma, se evitaría la arbitrariedad, falta de uniformidad y un disloque en el proceso de nombramiento de los jueces.

“Aunque en principio apreciamos la intención del cambio procesal para designar jueces en Puerto Rico, observamos que con el cambio propuesto no se incluyen guías o parámetros para la selección o el nombramiento de los jueces, que deberá contener la aludida legislación especial.

Vemos, pues, que queda amplio espacio para preguntarse qué criterios de

evaluación y selección dispondrá la legislación especial. Tampoco se aclara si el nuevo proceso de selección de jueces será por medio de una elección, como ocurre en diferentes jurisdicciones estatales norteamericanas, o si será mediante la creación de una Comisión Evaluadora nombrada por los propios jueces del Tribunal Supremo, por

exjueces o miembros de la academia”, reza la opinión escrita presentada por el secretario de Justicia, Domingo Emanuelli Hernández, quien estuvo representado en la vista por la licenciada, Elba Cruz Rodríguez, de la División de Legislación, adscrita a la Secretaría Auxiliar de Asesoramiento del DJ. La medida, presentada el 4 de enero de 2021, tiene el objetivo de proponer una enmienda a la Carta Magna de Puerto Rico, a ser consultada por el electorado, a los fines de que los nombramientos de jueces no sean presentados por el gobernador y confirmados por el Senado de Puerto Rico, sino que se rijan por legislación especial. Se propone, además, que los términos de los cargos de los jueces se fijen por ley, salvo los términos de los cargos de los jueces del Tribunal Supremo, que están dados en la Constitución.

ves, aprobó el martes, en vista pública de consideración final, el informe del Proyecto de la Cámara 856, que busca aplazar por cinco años la creación de planes de pagos sobre sentencias finales y firmes pendientes en los munici-

pios.

La medida radicada por los representantes Santiago Nieves y Carlos “Johnny” Méndez Nuñez, asegura que los ayuntamientos han sido parte de las entidades más afectadas tras la crisis económica generada por la pandemia del COVID-19.

“El impacto a las economías de los municipios ha sido devastador, pues la reducción en las operaciones del sector empresarial y consecuente reducción de la actividad económica a causa de la pandemia, se ha reflejado en una merma significativa y sustancial en los recaudos municipales”, explicaron los autores de la medida.

Según los motivos de la legislación, desde la aprobación de la Ley 66 (Ley Especial de Sostenibilidad Fiscal y Operacional del Gobierno del Estado Libre Asociado de Puerto Rico), y posteriormente la Ley 3 (Ley para Atender la Crisis Económica, Fiscal y Presupuestaria para Garantizar el funcionamiento del

Gobierno de Puerto Rico), las agencias y los municipios han podido llevar a cabo planes para el pago de sentencias finales y firmes pendientes. “De esta manera, los municipios se han protegido de tener que pagar sumas globales, que pondrían en precario sus finanzas”, rezó la pieza legislativa.

Sin embargo, las medidas de responsabilidad fiscal que establece la Ley 3 están en vigor hasta el 1 de julio de 2021. “Esto significa que, a partir de esa fecha, los Municipios no podrán ofrecer planes de pago en sentencias finales y firmes pendientes de pago. De no extender esta fecha, el impacto en nuestros municipios será devastador, toda vez que su flujo de efectivo se verá afectado de manera directa, en momentos de gran estrechez económica”, aseguró Santiago Nieves en comunicación escrita.

El informe del Proyecto de la Cámara 856 fue aprobado con 8 votos a favor, cero en contra y ninguno abstenido.

Reggaeton’s history is complex. A new podcast helps us listen that way.

Ivy Queen, the host of the podcast “Loud” and a successful reggaeton artist, takes a critical look at her own genre.

I

n Puerto Rico and the Dominican Republic, marquesinas are centers of convocation, where family and friends gather to drink, dance and talk. Intimacy and conviviality are cultivated at these open-air garages and courtyards, a staple of middle-class homes. They’re where you gain an education. Where you learn the curves of your body when you dance to reggaeton for the first time and start to understand the language that the music offers: the ecstasy and uncertainty of youth, sexual self-discovery and the freedom of movement.

Even at early 2000s marquesina parties, reggaeton carried certain myths. If you grew up at the crest of the genre’s commercial rise like I did, you were taught certain ideas about the genre early on. The notion, for example, that it is just vulgar party music. Or that it was invented solely in Puerto Rico. Or that it is a feel-good example of global cultural crossover, imploding language and cultural barriers and ushering Latinos into the mainstream.

But these are deceptive and simplistic assumptions.

They mask the knotty power dynamics embedded in popular music, especially if a genre emerges from a place of struggle. They perpetuate reductive ideas about reggaeton, obscuring the prismatic conditions of its past and present.

As a movement that is shaped by the displacement and migration of Black diasporic sounds and their people, reggaeton is difficult to pin down with a firm definition. But

there are some essential coordinates: the circulation and metamorphosis of Jamaican dancehall, Panamanian reggae en español, hip-hop and Puerto Rican underground.

Many locate the seeds of reggaeton in 1980s Panama, where the children of West Indian canal workers experimented with translating Jamaican dancehall, Trinidadian soca and other Afro-Antillean genres into Spanish. New York dancehall and Panamanian reggae en español traveled to Puerto Rico, where the genre evolved alongside hip-hop en español as a movement called underground.

Reggaeton always contained lyrical multiplicity: it was a genre for partying, but also for talking about life on the street: drugs, racism, crime, romance — stories of pleasure and protest.

“Loud,” a new podcast produced by Spotify in partnership with Futuro Studios, chronicles the evolution of reggaeton head-on and at a critical moment, after a long period of neglect by the English-speaking media. Today, its global influence is too large to ignore: There is the success of artists like Bad Bunny, who was Spotify’s most-streamed artist in 2020; the once inescapable “Despacito” by Luis Fonsi and Daddy Yankee, a watered-down, popetón smash with a Justin Bieber cameo that tied for the longest-running No. 1 in Billboard’s Hot 100 history; as well as endless reports that detail the genre’s ascendance on streaming platforms.

The thorough “Loud” is deeply aware of the textures of reggaeton. Over 10 episodes, it traces different chap-

ters of the genre’s development: its Panamanian roots, its industry takeover in the early and mid-2000s and its rebirth in Medellín, Colombia. The bilingual podcast embraces nuance and respect for legacy artists; its narrator, Ivy Queen, is reggaeton royalty, one of the few women in the industry who garnered commercial recognition.

In the first episode, the project firmly highlights the genre’s Afro-Caribbean provenance and defiant beginnings: “For some people, reggaeton is just party music. But the real story of reggaeton is about la resistencia. Resistance,” Ivy Queen states with piercing clarity. “About how kids who were young or poor, Black or dark-skinned — kids who were discriminated against in every way — how we refused to be quiet.” As the episode comes to a close, she puts an exclamation point on the show’s larger argument, stating that reggaeton is a “Black sound with roots from the English-speaking world.”

It’s a position statement about the music’s creators, ethos and identity that holds throughout the series’ run.

There’s no shortage of rebellion in “Loud.” This is a project that immerses listeners in dissent.

“Loud” has rights to most of the music it analyzes, and knows it holds a gold mine. In one chapter, the show demonstrates how the game-changing producers Luny Tunes infused reggaeton with melody and strings through the lens of Ivy Queen’s virtuosic “Te He Querido Te He Llorado.” Listening to the episode, as the song’s bachata guitar and dembow drums slashed through each other under Ivy’s guttural wail, I was moved to stand up and belted her requiem of resentment and heartbreak to no one in particular.

But “Loud” tackles the difficult parts of this music’s history, too: the homophobia embedded in Shabba Ranks’s “Dem Bow,” which serves as the genre’s percussive foundation; the vilification of the music, which led to government censorship campaigns in Puerto Rico; and the racist and classist bias of traditional Latino media, which did not book reggaeton acts at the outset of its mainstream ascent. A few moments that surround the genre’s history would benefit from further reflection here; a discussion of the racial ideology of mestizaje, for example, is a little too brief to treat the subject with enough depth.

Of course, it is impossible to sketch a complete portrait of any popular music genre over the course of a podcast. And reggaeton is a genre of transformation, a movement that has refused stasis and undergone constant reinvention over the course of its existence. “Loud” asks us to reconsider the collective stories we heard about the music at the marquesina parties that shaped some of our early understanding of its contours. It chips away at reggaeton’s canon, urging us to take a closer look at the depth and the insurgency it has promised all along. It forces us to listen to reggaeton with complexity — as much complexity as the music and its history hold in the first place.

Top stars in tennis choose rest ahead of the US Open

s the tennis tours warm up for the U.S. Open in the summer heat of North America, the sport’s most accomplished players will arrive in New York cold.

The five active players with the most Grand Slam singles titles to their names — Serena Williams, Roger Federer, Rafael Nadal, Novak Djokovic and Venus Williams — are missing from both this week’s National Bank Open in Toronto and Montreal, and next week’s Western & Southern Open in the Cincinnati suburbs. The veterans have all played selective schedules this year, but their wholesale absence from the warm-up to the year’s final major tournament, which begins Aug. 30, is striking.

Djokovic, 34, was the only one of the group to compete at the Tokyo Olympics; Federer, Nadal and Serena Williams opted out; and Venus Williams’ singles ranking of 112 did not qualify her for the Olympics.

Djokovic’s bid for his first gold medal ended in disappointment. After reaching the semifinals in both singles and mixed doubles, Djokovic lost the singles bronze medal match to Pablo Carreño Busta and pulled out of the mixed doubles bronze medal match citing a left shoulder injury.

Djokovic, who will attempt in New York to become the first man to win all four Grand Slam singles titles in a calendar year since 1969, blamed his withdrawal from Cincinnati on fatigue.

“I am taking a bit longer to recover and recuperate after quite a taxing journey from Australia to Tokyo,” said Djokovic, the Western & Southern defending champion. “Sadly, that means I won’t be ready to compete in Cincinnati this year, so I’ll turn my focus and attention to U.S. Open and spend some more time with family. See you in New York soon!”

Nadal, 35, is the only one of the group to have played a warm-up event in North America. After withdrawing from both Wimbledon and the Olympics with a left foot injury, he played two matches at the Citi Open in Washington, beating Jack Sock before losing to the 50th-ranked Lloyd Harris.

Nadal, who has a long-standing foot problem because his navicular bone did not correctly ossify during childhood, was upbeat about his progress after his loss to Harris.

“Best news: The foot was better than yesterday,” Nadal said last week. “I was able to move a bit better, so that is very important, especially for me personally, to keep

But after further practices in Washington and Toronto, Nadal withdrew from the National Bank Open on Tuesday.

But you always expect an improvement or you hope to improve, and that’s why I came here. And this improvement didn’t happen, no? So I really believe that I am not able to compete at the level that I need because the foot won’t allow me to move the way that I need.”

Federer, who turned 40 on Sunday, cited the knee injury that forced him out of the Olympics in withdrawing from Toronto and Cincinnati.

Serena Williams, who turns 40 next month, cited a leg injury Tuesday in withdrawing from Cincinnati. Her WTA Tour ranking has fallen to 20th.

Women’s tennis has already had several torch-passing moments on the Grand Slam stage, like Naomi Osaka beating Williams in the final of the 2018 U.S. Open and in the semifinals of this year’s Australian Open.

Osaka was already on her way to Cincinnati, her agent Stuart Duguid said Wednes-

day. Osaka, 23, is the defending champion at the U.S. Open.

The men, however, have lacked similar transition moments at the sport’s biggest events. When Dominic Thiem won last year’s U.S. Open at 27, he did so without having to face any of the so-called Big Three. Nadal and Federer both missed the tournament,

and Djokovic defaulted from his fourth-round match after hitting a lineswoman with a ball.

Thiem has been out of competition since June when he suffered an acute right wrist injury at a tournament in Majorca. He posted on Instagram on Wednesday that he was “swapping the splint for my racket again.”

Thiem’s U.S. Open win last year remains the only Grand Slam singles championship won by a man born in the 1990s; 17 Grand Slam titles have been won by women born in that decade, with two more won by women born in the 2000s.

Asked about the absence of established stars in the wake of Nadal’s withdrawal, third-ranked Stefanos Tsitsipas pointed out the problem’s upside.

“I think there is room for new stars,” Tsitsipas said after his second-round win in Toronto. “It’s been a lot about them in recent years, and I think now it’s showing that things are changing. We see a different generation of players stepping up and showing what they are capable of.

“It’s interesting to have this kind of variation and change of thrones, let’s call it,” Tsitsipas added. “It’s interesting for our game.

We, ourselves, we have generated our own team of people and fans that support us, give us love and are there for us in each single match following us.”

One fan seemed plenty excited for Tsitsipas in Toronto, begging, “Please touch me!” as he reached down toward him.

There was no physical contact, but the fan left satisfied. “He smiled at me! He literally smiled!”

After tearful departure, cheers greet Messi in Paris

hen Lionel Messi said goodbye to Barcelona, Spain, his home since childhood and the place he grew to become one of soccer’s greatest players, he was in tears.

Three days later, when he was formally introduced Wednesday by his new club, Paris Saint-Germain, any tears in the crowd were expressions of joy.

And Messi, carrying his new jersey, traded the heavy emotions for a light smile.

“I still want to play, and I still want to win,” he said at a news conference Wednesday, sitting next to PSG’s president, Nasser al-Khelaifi. Leaving Barcelona was “a very hard moment,” he said, but he added that he was “very happy” to be in Paris. “I want to keep growing and keep winning titles.”

Messi’s signing with PSG on Tuesday represented the most significant — if unsurprising — move in recent soccer history, one that countless fans, both in France and Spain, were still struggling to fathom even as Messi threaded the field of the Parc des Princes, PSG’s stadium and his new home.

The move will reinforce PSG’s dominance over France’s domestic league, Ligue 1, which has struggled to attract attention in recent years. And it will make the club the overwhelming favorite for the Champions League, the only trophy that matters to its Qatari backers, one that it has never held and that its president dreams of winning before Qatar hosts the World Cup in December 2022.

“We haven’t won anything,” al-Khelaifi said, ignoring the seven Ligue 1 titles the club has claimed in the last nine seasons. “This is just the start.”

Outside the stadium, fans chanted and threw smoke bombs as they waited to catch a glimpse of the Argentine star.

“It’s wonderful,” said Alexandre Marienne, 32, carrying his 8-year-old son Kamil on his shoulders. “He’s going to help us build something incredible.

Paris is definitely competing with the big names now.”

It was the culmination of a stunning few days in which Barcelona’s fans and players bid farewell in shock to the club’s greatest player, while in the French capi-

tal, PSG’s fans held their breaths.

Before flying to Paris, Messi had repeated that he did not want to leave the club that made him who he is, that he had done “everything to stay” in Barcelona.

His devoted fans wanted him to stay too.

The club wanted him to stay. On Wednesday, Messi said it would be weird to go back to his home with a different jersey if he were to play against his former club.

But the financial forces that drive the game were greater than either individual or collective desire. Barcelona could not afford Messi, even after he offered to cut his salary in half.

So here he was, in Paris, about to play in the French Ligue 1, where financial rules akin to those that tied Barcelona’s hands will not come into force for a few more years.

“The moment I arrived here, I felt very happy,” Messi said at the news conference before greeting the fans outside.

He is joining a roster full of stars already, one that fans — until now — could only dream of assembling in a video game. This summer, PSG added to its squad Italian goalkeeper and recent European Championship winner Gianluigi Donnarumma, Dutch midfielder Georginio Wijnaldum and Spanish defender Sergio Ramos — all free agents like Messi.

Yet seeing Messi with colors other than Barcelona’s, something unthinkable until last week, remained an oddity even as he threaded the field of the Parc des Princes on Wednesday. He will don No. 30, which he had at Barcelona from 2004-06. Neymar, the Brazilian who has been PSG’s biggest international name until now, will keep No. 10.

Rarely has an athlete in the modern era been so associated with a single team — Messi moved to Barcelona when he was only 13 — and PSG is likely to be his last club in Europe.

But the legions of fans who greeted Messi in his new home city opened their arms in an embrace that, for the moment, overshadowed the darker message his transfer sent about the sport that he has so dominated, and the nostalgia felt in Spain.

These fans had not come to discuss the danger posed by the immense advantage a small number of superrich clubs now have in buying and keeping players.

They had simply come to see Messi.

Men and women, many with their children by their side, came from all over Paris and other French cities far and near. Some were not from France at all.

But Wednesday, they were all bonded by Messi.

Messi called the ecstatic reception “crazy” and said he was excited to get back to the business of playing soccer with some of the best players in the world. With Neymar and Kylian Mbappé

by Messi’s side, PSG will have Europe’s best attack, although it remains to be seen how Mauricio Pochettino, the club’s manager, will make so many stars fit together.

Messi’s move is casting a shadow on the future of Mbappé, the 22-year-old French superstar who grew up near Paris and whose contract with PSG expires next year. But for al-Khelaifi, there was only one star worth talking about Wednesday.

“Kylian is a Parisian player. He says he’s a competitor,” al-Khelaifi said. “We can’t be more competitive than this team.

He has no excuse to do something else.”

Since Qatar became the main stakeholder of Paris Saint-Germain in 2012, supporters have watched the coming of a steady stream of the world’s most expensive players, from Zlatan Ibrahimovic to Neymar, David Beckham to Mbappé, Gianluigi Buffon to Ramos. No club has signed as many stars in the past 10 years.

That has drawn criticism from countless clubs, players and managers in France and abroad, who argue that the competition is now unfair and biased toward state-sponsored teams like PSG and Manchester City.

But none of those previous deals, it seems, compares with Messi’s arrival, and countless supporters could still not believe it.

“It’s just crazy stuff; we were not even dreaming of it,” said Yohan Aymon, a 19-year-old PSG fan and forward for FC Sion, a Swiss club, who drove from his native Switzerland overnight.

“He made football magic, beautiful, and he’s a winner,” al-Khelaifi said as he stood next to Messi at the news conference. “There’s no secret he’s the best player in the world.”

Al-Khelaifi dismissed suspicions around Financial Fair Play and said the club had always respected the rules.

“We had the capacity to sign Messi for Financial Fair Play, and we will always follow the rules,” he said. “I hope Leo will not ask for a bigger salary.”

Messi will earn 35 million euros a season, or about $41 million.

“We are entering a new dimension,” said Marienne, the 32-year-old fan, who said he had moved his vacation in southern France with his family to see Messi.

“PSG’s possibilities seem unlimited now.”

Messi, speaking alongside Paris St.-Germain’s president, Nasser al-Khelaifi, said leaving Barcelona was “a very hard moment,” but that he was “very happy” to join P.S.G.
