San Juan Bay dredging begins to enhance cargo and tourism movement

The $62 million dredging of San Juan Bay began Wednesday, part of a project to facilitate the movement of cargo and cruise ships.

Gov. Pedro Pierluisi Urrutia, Puerto Rico Ports Authority Director Joel Pizá Batiz, and the commander of the Group VIPR Work Plan of the South Atlantic Division of the U.S. Army Corps of Engineers (USACE), Col. Charles Decker, announced the start of the construction work to dredge, deepen and widen the Bay of San Juan. The project will facilitate the development of the

maritime economy through the expansion of cargo, fuel and cruise operations.

“The Bay of San Juan is our most important port, and without a doubt, it is a commercial epicenter and is strategic throughout the Caribbean basin,” the governor said. “Today we are very excited to announce that the company Curtin Martin Corporation will begin work on the long-awaited dredging.”

The comprehensive project includes the deepening of the Anegado and Army Terminal canals, the widening of the Army Terminal canal, and the expansion of the San Antonio canal to allow significant advances in the docking maneuvers of ships, freighters, barges and cruise ships, which generates savings in maritime transportation, shortening maneuver times, reducing pollutant emissions and obtaining energy savings.

“In addition, it will allow larger ships to enter the Bay of San Juan,” the governor said.

“From my time as resident commissioner in Washington, I advocated tirelessly before the United States Army Corps of Engineers so that this project was a reality and in 2014 we achieved the allocation of $800,000 to carry out studies and inspections of the current depth of the bay that served to determine the extent of the dredging,” Pierluisi said.

After its congressional authorization last January, the funds were allocated under the Bipartisan Infrastructure Act. The Ports Authority worked with USACE en route to signing the memorandum of understanding that made the work of dredging, cleaning, deepening and widening the bay’s navigation canals viable.

The investment of more than $62 million is broken down into a $44.6 million allocation from USACE and $17.7 million from Puerto Rico government funds.

Pizá Batiz emphasized that the Ports Authority took advantage of the project to dredge the bay bottom off cruise ship docks 1, 2 and 3; the Pan American docks I and II; piers 11 to 14 in Puerta de Tierra; and the docks of the Puerto Nuevo port zone, where

Puerto Rico receives 80% of its imports.

“The mere fact of increasing the global competitiveness of the port is a priceless added value in the short and long term,” the ports chief said. “This will allow the future entry of larger cruise ships, will improve maritime traffic with ships that transport gasoline, diesel and jet fuel, and will encourage cruise ships to reduce the time of their docking maneuvers, generating an economic benefit due to reduction in transportation costs.”

Meanwhile, Decker stated that “we are eager to begin this new phase in the dredging and deepening project for Puerto de San Juan Bay together with the Water Authority.”

Our project will result in a port improvement that will meet the modern demands of the growing global and local economy, while protecting our nation’s vital natural and environmental resources,” the USACE officer said.

For those purposes, officials granted a contract to Curtin Maritime, who will use the latest generation vessel DB Avalon, the largest and one of the most efficient dredging machines in North America.

Once the work in San Juan Bay is completed, operations will be faster and safer, as well as effective, which will offer cascading benefits for the communities in Puerto Rico, Decker added.

Some 2.8 million cubic yards of seafloor and material are anticipated to be removed. The material will be deposited two nautical miles from the island in the Atlantic Ocean.

“These efforts are part of a comprehensive economic development strategy that seeks to expand our ability to attract maritime traffic, including for the tourism industry of cruise ships,” the governor said. “The teamwork between the Ports Authority and the Corps of Engineers has been key to achieving this project, including design assistance and coordination with the entire community and maritime industry of the island.” April

Governor: Decision not to hike funding for Advantage plans is part of discrimination

Gov. Pedro Pierluisi Urrutia said Wednesday that the Centers for Medicare & Medicaid Services’ decision not to increase funding for Advantage plans in Puerto Rico is part of the discrimination the island is experiencing over the status issue.

Pierluisi said he personally addressed the issue with U.S. Health and Human Services Secretary Xavier Becerra and Vice President Kamala Harris when they were in Puerto Rico to, among other things, participate in a fundraising event.

“Well, that’s a decision that’s made by the center for Medicaid and Medicare

programs that is overseen by the secretary of the U.S. Department of Health,” the governor said in response to questions from the press. “I was in regular communication with Secretary Becerra himself, Xavier Becerra. He was also making his arrangements: He didn’t give up the increase we were asking for. The decision was really to continue studying the matter. And obviously they left open the possibility of taking action on this matter, on the rule that will be published in 2025.”

“It wasn’t the result we wanted. We are still fighting,” Pierluisi continued. “That is yet another example of discrimination against U.S. citizens of Puerto Rico. I raised the issue with Vice President Kamala

Harris, as it should be. Well, she reacted, [in a way] which I would call receptively. I mentioned to her that the president himself had said before he became president that he wanted to take action on this matter. So we’re still fighting. If we were a state, we wouldn’t be fighting this fight. Because we would get the deal automatically.”

“Here, for example, we don’t receive, retired seniors don’t have support for the cost of medicine in Puerto Rico. In the U.S., Part D gives it to you,” he said. “This is where the Advantage plans have to come in, give you some of that cost, help you with some of that cost. That’s one of the disparities we face. If we were a state, we wouldn’t have to deal with these struggles.”

DNER launches request for proposals to manage La Parguera

Natural and Environmental Resources (DNER) Secretary

Anaís Rodríguez Vega announced Wednesday the launching of a request for proposals (RFP) for an ecosystem-based management of La Parguera Natural Reserve.

She said the project is part of the DNER’s Coral Reef Conservation and Management Program, which aims to improve the region’s sustainability and biodiversity.

“La Parguera is more than a nature reserve; it is a symbol of our ecological wealth and a testimony to Puerto Rico’s intrinsic beauty,” the island’s top environmental official said. “Through this request for proposals and as part of Governor Pedro R. Pierluisi’s public policy, we seek not only to preserve its splendor but also to ensure its resilience in the face of current and future environmental challenges.”

Located in the southwestern region of the island, La Parguera Natural Reserve is a coastal sector of high tourist importance designated as part of the Boquerón Island Forest in 1919 by the U.S. Forest Service and declared a natural reserve in 1974. It extends from La Pitahaya in Cabo Rojo to Punta Jorobado in Guánica, spanning the coastline of Lajas and including 27 keys and islets. The natural area is home to coral reefs, including four endangered species, seagrass meadows, fisheries, mangrove forests and bioluminescent bays, serving as home to manatees,

threatened sea turtles and native birds.

Given the popularity of the reserve for recreational activities and the increasing pressure on its ecosystem, RFP NA23-0022024-CRCMP seeks proposals that address management challenges by reviewing and evaluating the “Special Planning Area” management plan of the southeastern sector of La Parguera.

Proponents must also identify land-based pollution sources, assess major recreational and boating uses, and develop management recommendations to minimize management challenges, focusing on creating no-take zones.

This two-year project, funded by the fiscal year 2023 federal contribution NA23NOS482013, represents a critical step toward a sustainable future for La Parguera, emphasizing the need for effective management and restoration of its vital ecosystems.

The DNER will accept proposals until next Wednesday, April 10. The selection will be based on the applicant’s demonstrated ability to create an ecosystem-based management plan that meets the formats and expectations established by the DNER. House backs creation of ‘Gastronomic Tourism Route’ in San Juan

The island House of Representatives this week unanimously approved (45-0) House Bill 1896, authored by Rep. Víctor Parés Otero, which declares Paraná and Winston Churchill avenues in San Juan as a “Gastronomic Tourism Route.” “This is an advanced measure, which is aimed at supporting our small and medium-sized merchants, particularly those who are dedicated to preparing food, our restaurants,” the San Juan District 4 lawmaker said. “Paraná and Winston Churchill avenues, located in the Municipality of San Juan, have been

characterized by the large number of restaurants that provide a varied gastronomic offering. Visiting these businesses has become a must-stop to enjoy the culinary delights. This bill is to market that offering to all Puerto Ricans, as well as to those who visit us from the nation and other countries.”

The bill also directs the Puerto Rico Tourism Company, alone or in conjunction with other public agencies or private entities, to develop the necessary marketing, promotion and regulatory plans to encourage the flow of visitors to the two avenues, which are among the busiest in the island capital.

The bill, which now goes to the Senate, is co-authored by

the House Majority Leader Ángel Matos García.

Gastronomic tourism continues to grow steadily in jurisdictions where the government is developing routes that can become tourist circuits to be marketed by the private and public sectors.

Gastronomic tourism activities include, but are not limited to, dining at traditional food restaurants, visiting markets, visiting the local community, participating in local festivals, and participating in local cooking workshops. One of the objectives of the tourism strategy is to get to know and experience new flavors, aromas and culinary preparations.

Speech called unrealistic, an exercise in statistical manipulation

Critics weigh in on governor’s state of the commonwealth address

Opponents of Puerto Rico’s governing administration sharply criticized Gov. Pedro Pierluisi Urrutia’s fourth state of the commonwealth address, describing it as unrealistic, devoid of important topics and a political advertisement.

In Tuesday’s speech in the island House of Representatives, Pierluisi recited a long list of his fiscal and infrastructure achievements.

“It’s what we expected, a grocery list, a new slogan to replace ‘Making Things Happen,’” Popular Democratic Party Sen. Juan Zaragoza Gómez said. “It seems that the new one is ‘Because we are doing what had not been done before’ and a message that continuity is needed in the government to complete all this work.”

The chairman of the Senate Treasury Committee said the decline in population growth, the high salaries of trust employees, the opioid crisis and the oversight of LUMA Energy were absent from the message.

However, the senator and former Treasury secretary said the governor engaged in data manipulation because he exaggerated economic growth with the arrival of federal funds.

“When federal funds run out in 2033, we are going down the cliff again in negative growth,” Zaragoza Gómez reiterated, contending that citizens think that the governor “thinks he is living at Disney,” since there seems to be a contrast between what was announced and what the people see on the street.

Juan Dalmau Ramírez, the gubernatorial candidate under the alliance between the Puerto Rican Independence Party and the Citizen Victory Movement, called the message a political campaign tool in which there were many omissions and the manipulation of statistical data.

The former senator reiterated that in these types of messages they have been “avoiding certain topics; for example, the absence of the topic of the University of Puerto Rico in the governor’s message is unforgivable.”

As was the absence of “what has to do with the issue of pensions, retirement, the conditions in which older adults find themselves […],” as well as the health crisis and economic development, which for Dalmau is “framed in federal funds.”

“The country is left, then, without a real survey of our budget, of our collections, of what we can have as medium and long-term projects and, basically, public funds are used for political electoral campaigns,” he added.

Meanwhile, Dignity Project Sen. Joanne Rodríguez Veve pointed out that the message was predictable and disconnected from reality.

She said the Puerto Rico Electric Power Authority’s debt reduction cannot be highlighted as an achievement since an increase in the electricity bill as part of the negotiations has not been not ruled out.

Likewise, regarding the departure of the Financial Oversight and Management Board, she said there has been delays in the delivery of the financial statements, which could postpone the exit of the fiscal entity from the island. And she, like the rest of the interviewees, did not agree that there is optimal economic development.

“I believe that any Puerto Rican here with half a brain knows that one very different thing is economic growth as a result of a flood of federal funds and another thing is sustainable development as a result of the creation of wealth,” she said.

Gubernatorial candidate Jenniffer González Colón stated that citizens do not feel that there is relief in their pockets due to inflation at a time when billions of dollars in federal funds are flowing to the island.

“Work is always good, but the problem is that people feel on the street that there are billions of dollars, but they don’t feel it in their pockets,” the resident commissioner said. “They do not feel that their quality of life has been improving.”

González Colón, who is challenging the incumbent governor for the New Progressive Party nomination, added that Pierluisi did not present initiatives to improve the electrical system and minimize blackouts.

The governor said he was not surprised by the criticism “because we are in a primary process, and of course, there are times when these criticisms sound as if they came from other parties, but we are going to leave it there.”

Regarding comments indicating that he did not mention a status consultation during the message, he said he has the power to call for such a consultation, but this was not the time.

Puerto Rico Federal Affairs Administration (PRFAA) Executive Director Luis Dávila Pernas announced Wednesday that U.S. Sen. Kirsten Gillibrand (D-N.Y.) has officially signed on as a co-sponsor of S.3231, the “Puerto Rico Status Act.”

The status measure now has 25 co-sponsors in the U.S. Senate.

“We are thrilled to have achieved this historic milestone with the support of our Governor Pierluisi, who from day one has not

relented in his efforts to garner the greatest amount of support from important political figures such as Sen. Kirsten Gillibrand,” Dávila Pernas said in a written statement. “Sen. Gillibrand’s commitment reinforces the message that more and more people are joining the demand for decolonization and equality for all Puerto Ricans.”

“Sen. Gillibrand’s determination to support the status bill underscores the importance of continuing efforts to add allies to the cause of equality for Puerto Rico,” he added. “As a representative in the

Senate of one of the states with the largest population of Puerto Ricans in the nation, Sen. Gillibrand has raised her voice and has become an advocate for the 3.2 million U.S. citizens who reside in Puerto Rico and have no representation.”

“With 25 co-sponsors, including Sen. Gillibrand, this legislation has garnered unprecedented support, highlighting the urgency and importance of Congress assuming its constitutional responsibility and resolving once and for all the current political status of Puerto Rico,” Dávila Pernas said.

Supreme Court rejects bid to revive Washington State voting map said to hurt Hispanics

The Supreme Court refused earlier this week to reinstate a voting map for the Washington state Legislature that a federal judge had found discriminated against Hispanic voters.

As is the court’s custom when it acts on emergency applications, its brief order gave no reasons. There were no noted dissents.

The case arose from a lawsuit by Hispanic voters who challenged a voting district in the Yakima Valley region that had been drawn by the state’s independent redistricting commission after the 2020 census. The plaintiffs said the district violated the Voting Rights Act by diluting their ability to elect their preferred candidates.

The case had some unusual features, notably that a majority of the challenged district’s voting age population was Hispanic.

In rejecting the map in August, Judge Robert S. Lasnik of the U.S. District Court in Seattle said the issue was more complicated than that raw number suggested.

“The question in this case is whether the state has engaged in line-drawing which, in combination with the social and historical conditions in the Yakima Valley region, impairs the ability of Latino voters in that area to elect their candidate of choice on an equal basis with other voters,” he wrote. “The answer is yes.”

He added, “Especially in light of the evidence showing significant past discrimination against Latinos, ongoing impacts of that discrimination, racial appeals in campaigns and a lack of responsiveness on the part of elected

officials, plaintiffs have shown inequality in electoral opportunities in the Yakima Valley region.”

After the Legislature failed to require the commission to reconvene to draw a new map, Lasnik last month chose one submitted by the plaintiffs. It redrew 13 of the state’s 49 voting districts. Some observers said the changes generally advantaged Democrats.

That was mistaken, Lasnik wrote, and would be irrelevant were it true. “The court finds that the adopted map does not meaningfully shift the partisan balance of the state and that it was not drawn (or adopted) purposely to favor one political party over the other,” he wrote.

A Republican lawmaker and two voters asked the 9th U.S. Circuit Court of Appeals, in San Francisco, to pause the judge’s ruling while their appeal moved forward. When the appeals court refused, they asked the Supreme Court to intervene and to reject, at least in the short term, what their expert witness called a bizarrely shaped district resembling an “octopus slithering along the ocean floor.”

Their emergency application noted that the percentage of Hispanic voters in the district created in response to the voters’ lawsuit was slightly lower than in the one it challenged.

“The remedy that the district court adopted here is utterly without precedent,” the application said, adding that the new map decreased the Hispanic voting age population from 52.6% to 50.2%. “Neither plaintiffs nor the state,” the application said, “has identified any instance where a district court has ever purported to remedy vote dilution by diluting the relevant minority’s voting strength further.”

In response, the voters who had challenged the old map said the percentages were outdated — the gap had narrowed, they said, to 52.2% and 51% — and irrelevant, as the percentages alone do not demonstrate voting power.

The emergency application also noted that voters in the contested district elected a Hispanic Republican to the state Senate in the 2022 election, which was conducted under the old map, by a substantial majority. The candidate, Nikki Torres, received roughly one-third to half of the Hispanic vote, depending on the statistical model, the application said.

In a brief urging the justices to leave the new map in place, lawyers for the state wrote that the 2022 election proved nothing. “Just because a candidate belongs to a racial group does not mean that they are preferred by that group,” the brief said.

Trump again invokes ‘blood bath’ and dehumanizes migrants in border remarks

Former President Donald Trump again cast President Joe Biden’s immigration record in violent and ominous terms earlier this week, accusing him in two speeches in battleground states of creating a “border blood bath” and once more using dehumanizing language to describe some migrants entering the country illegally.

In a speech in Grand Rapids, Michigan, Trump, flanked by law enforcement officers, reiterated his baseless claim that other countries were sending “prisoners, murderers, drug dealers, mental patients and terrorists, the worst they have” to the United States. Immigration officials have said that most of the people crossing the border are members of vulnerable families escaping poverty and violence.

Trump also used his speech, which lasted roughly 45 minutes, to defend his use of dehumanizing language to refer to immigrants accused of crimes. After referring to the man who authorities say killed a 22-year-old nursing student in Georgia in February, Trump said: “Democrats said please don’t call them ‘animals.’ I said no, they’re not humans; they’re animals.”

Trump drew attention last month when, while discussing the U.S. auto industry, he predicted a “blood bath for the country” should he lose in November. After critics accused him of stoking violence, Trump and his allies pointed back to Biden, insisting he was responsible for a “blood bath” because of his immigration policies.

The former president has repeatedly criticized Biden, accusing him of maintaining lax border security that he blames for violent crime, though available data does not support the idea that migrants are contributing to increases in crime.

Trump’s campaign appears to be trying to turn “blood bath” into a catchphrase, essentially trolling his critics and shifting the focus to Biden. On Tuesday, the Republican National Committee, which the Trump campaign now effectively controls, introduced a website, BidenBloodbath. com, that mirrors Trump’s argument that Biden is responsible for an “invasion” at the United States’ border with Mexico. The site highlights a number of violent crimes in which immigrants in the country illegally have been accused.

But his remarks in Michigan and at a rally later in Green Bay, Wisconsin, also demonstrated how the former president has tried to stoke fears around immigration and border security in the 2024 election, a tactic he used effectively in 2016. Republicans have been eager to keep the issue at the top of voters’ minds in a bid to chip away at Biden’s support.

“This is country-changing, it’s country-

threatening, and it’s country-wrecking,” Trump said in Michigan of migrants crossing the southern border. “They have wrecked our country.”

Democrats have pushed back against that framing. Before Trump’s visit, the Democratic National Committee put up billboards near Grand Rapids referring to a bipartisan border bill that fell apart in the Senate after Trump pressed Republicans to block it. The billboards claimed that “Donald Trump broke the border” and that the former president wanted only “chaos, not solutions.”

Trump’s speeches in both states were his first campaign events after a weekslong break from the trail, during which he raised money, contended with legal issues, and blasted his political and legal opponents on social media.

Trump has seized on high-profile crimes involving immigrants to try to make inroads in key battleground states, including Michigan and Wisconsin, connecting the influx of migrants at the southern border to states hundreds of miles away.

On Tuesday, he said that “once peaceful suburban Michigan” was coming “under an invasion” and spoke of the recent killing of Ruby Garcia, who was found dead on the side of a highway in Grand Rapids last month. Authorities have said that Garcia was dating the man accused of killing her, who entered the country illegally as a child and was deported to Mexico in 2020.

Michigan Democrats blasted Trump’s references to Garcia in remarks before his appearance. Sen. Debbie Stabenow, D-Mich., said Trump was “exploiting” Garcia’s death and called his response “shameful.” And while Trump said in Michigan that he had spoken with some of Garcia’s family, her sister told a local television station that Trump “did not speak with us.”

Both Michigan and Wisconsin were part of the so-called blue wall that Democrats had

insisted that the election had been stolen from him.

Democrats also won governors’ races in both states in 2018 and defended their seats in 2022, in part by making protecting abortion access central to their races.

The party continued its efforts Tuesday to make abortion rights a key campaign issue. Although Biden did not hold public campaign events, his campaign seized on a ruling by the Florida Supreme Court on Monday that allowed the state’s six-week abortion ban but also put abortion access on the ballot there this fall.

A senior adviser to the Trump campaign, Brian Hughes, addressed the ruling in Florida, saying in a statement that Trump supports states’ rights and thinks “voters should have the last word.”

Rising Treasury yields pose a test for richly valued US stocks

Rising Treasury yields could provide the latest test for a rally that has made U.S. stocks increasingly expensive while taking them to fresh record highs.

Expectations that the Federal Reserve will cut interest rates this year helped the S&P 500 notch a 10% gain in the first quarter, even as Treasury yields have accelerated their advance in recent weeks. Valuations rose as well: the benchmark index is trading at just over 21 times forward earnings estimates, its richest since January 2022, according to LSEG Datastream.

Now, strong economic data is whittling away at expectations for how much the central bank will cut rates this year. The 10-year yield, which moves inversely to bond prices, hit 4.4% on Tuesday, its highest level in more than four months.

So far, a resilient economy, robust corporate earnings and excitement over artificial intelligence have helped stocks largely shrug off rising yields this year. Some investors worry, however, that elevated valuations could make equities more vulnerable if rates keep climbing. Besides raising the cost of capital for companies and households, higher yields can increase the appeal of “risk-free” Treasury bonds compared to equities.

“The fact that (yields) are breaking above a previous ceiling here is giving pause,” said Chuck Carlson, chief executive officer at Horizon Investment Services. “The trend of these rates is disconcerting because you have this continued series of higher highs here that is being perpetuated today.”

Rising yields have helped upend the stock market several times in recent years. Stocks sold off in September and October when the 10-year yield surged to a 16-year high of just above 5%, only to come roaring back when yields reversed. In 2022, the S&P 500 plunged 19% as the Fed rapidly raised rates to head off soaring inflation. On Tuesday, the S&P 500 fell 0.7% while the 10-year yield was last around 4.35%.

One key reason investors have been more sanguine about rising yields this year is the Fed, which has signaled it intends to cut rates in 2024. But strong economic data has made investors doubt the central bank will be able to ease rates as much previously expected.

Futures markets on Tuesday showed investors pricing in around 70 basis points in cuts this year, compared to more than 150 bps in January. That is less than the 75 bps the central bank projected for this year.

At the same time, various measures suggest stock market valuations have become less attractive.

The equity risk premium - which compares the S&P 500 earnings yield against the 10-year Treasury yield - turned negative in the first quarter for the first time since 2002, said Keith Lerner, co-chief investment officer at Truist Advisory Services.

“Bonds offer some real competition,” said Ed Clissold, chief U.S. market strategist at Ned Davis Research. “So if we were to see the 10-year Treasury yield spike back towards 5% like it did last fall, stocks would probably reflect that and equity valuations would need to come down.”

Some investors believe a pullback is overdue. The S&P 500 has not fallen significantly since October, though retreats of 5% or more historically occur three times a year on average, Bank of America Global Research data showed.

“We have been looking for a 3-5% correction for months,” said Paul Nolte, senior wealth advisor and market strategist for Murphy & Sylvest Wealth Management. “We may finally be at the doorstep.”

Taiwan’s strongest earthquake in 25 years kills 9 and injures hundreds

The first quake was alarming enough — a rumble more powerful than anything felt in Taiwan for a quarter-century, lasting for more than a minute on Wednesday morning, knocking belongings and even whole buildings askew. It was so strong it set off tsunami warnings in Japan, China and the Philippines.

But then, even in a fault-riddled place with long and hard experience with earthquakes, the jolt of aftershock after aftershock was startling, continuing every few minutes throughout the day.

The magnitude-7.4 quake killed nine and injured at least 1,011 others, stretching an expert quake response system that has served as a model in other places. In Hualien County, close to the epicenter, 71 people were trapped in two mining areas as of Wednesday night and dozens of others were stranded, according to officials. Forty flights were canceled or delayed. Around 14,000 households were without water, and 1,000 households were without power.

By late Wednesday evening, 201 aftershocks had been reported, many over magnitude 5. With rain expected in the coming days, authorities warned of possible landslides.

“I was sleeping at home when the shaking started, and it kept shaking and shaking for so long,” said Chen Hsing-yun, 26, a resident of Hualien who was with her 2-year old child and her parents in a third-story apartment when the quake struck. “After the main earthquake stopped I went downstairs with my baby, but then the tremors kept coming all day.”

Many residents had been at home, getting ready for work and school, when the quake struck. Others were driving on highways or had already set off on early hikes in Taiwan’s national parks before a four-day holiday. After the main quake stopped, people across the island fled on to the streets to assess damaged buildings and quickly text friends and family members reassurances and pictures of broken belongings.

But almost immediately, people felt the stomach-jolting lurch of an aftershock. Taiwan is earthquake-prone, and minor tremors are common, but these continued every few minutes throughout the day. By 3 p.m., there had been 101 subsequent shocks, with at least one tremor of magnitude 6.5 and many over magnitude 5.

Officials said more aftershocks were likely in the next four days and warned residents to avoid visiting the tombs of ancestors, especially in the mountains, this weekend during the holiday, known as Ching Ming, meant to honor them. The forecast called for rain, which could make travel conditions on damaged roads more treacherous.

Although the earthquake will reverberate for a long time because it was so large, a high number of aftershocks is not unheardof, for a quake of this magnitude, said Yi-Ying Wen, an earthquake expert at National Chung Cheng University in Taiwan. “We should expect that the size of the aftershocks will slowly get smaller and smaller over the next two weeks.”

The heaviest damage was in Hualien County.

In the city of Hualien, the county seat, rescuers were focused on a brick building with glass windows called the Uranus Building, which had partially collapsed and was leaning heavily to one side. Residents emerged through windows and climbed down ladders, assisted by rescuers.

The fire department said one person in the building had died, while around two dozen others had been evacuated. Late into the night, construction workers used a crane to place hulking concrete blocks around the tilting building to stabilize it. Hotels and shops down the street, including a 7-Eleven convenience store — a constant sight in Taiwan — remained open, even as aftershocks continued to sway the buildings near midnight.

“Hualien has had quite a lot of earthquakes, so many people knew what to do

when the earthquake came — stay inside, find a safe structure. We did that,” said Lin Chin-Ching, 47, who reopened his beer-andbarbecue restaurant in Hualien after cleaning up broken kitchenware. But, he said, many people’s livelihoods would be hurt.

“My restaurant is so busy because many others are a mess and haven’t cleaned up,” he said. The overarching worry, Lin added, was the destruction of roads and tunnels, which could devastate a local economy that is highly dependent on tourists. “A lot of buildings need to be inspected for damage that you can’t see. That will take a long time too.”

Rescuers freed dozens of people trapped in Hualien County. Three hikers were killed by falling rocks on a trail in Taroko National Park, a popular site famed for a gorge that cuts through mountains that rise steeply from the coast.

The county government opened evacuation areas where people could take shelter, such as high school gymnasiums and athletic fields, as aftershocks continued to roll through the area.

The quake also jolted the island’s west coast, toppling one building in Changhua County entirely. Many rail services were halted as authorities inspected tracks for damage.

The earthquake struck during the morning commute, shortly before 8 a.m., at a depth of 22 miles, according to the U.S. Geological Survey.

Taiwan is at the intersection of the Philippine Sea tectonic plate and the Eurasian plate, making it vulnerable to seismic activity. Hualien sits on multiple active faults, and 17 people died in a quake there in 2018.

The earthquake hit Taiwan as many people here were preparing to travel for Tomb Sweeping Day on Thursday, when, across the Chinese-speaking world, people mourn the dead and make offerings at their graves. The holiday weekend would typically see a spike in travel as people visit family across Taiwan.

Authorities were working to restore rail services in Hualien and two-way traffic on the highways in the region, said Wang Guo-cai, the island’s transport minister, at a news conference.

TSMC, the world’s biggest maker of advanced semiconductors, briefly evacuated workers from its factories but said a few hours later they were returning to work. The company said its safety systems were operating normally and that it was still assessing the impact. TSMC’s fabs are clustered along Taiwan’s west coast, away from the epicenter of the earthquake.

All personnel were safe, the company said. Still, chip production is highly precise and even short shutdowns can cost millions of dollars.

Zelenskyy lowers Ukraine’s draft age, risking political backlash

President Volodymyr Zelenskyy of Ukraine has signed into law three measures aimed at replenishing the ranks of his country’s exhausted and battered army, including the politically poisonous step of lowering the age when men become eligible for mobilization, and eliminating some medical exemptions.

Parliament passed the legislation lowering the draft eligibility age to 25, from 27, last May, but Zelenskyy had delayed signing it in hopes that it would not be needed. He relented Tuesday and signed the measure, along with laws eliminating a category of medical exemption known as “partially eligible” and creating an electronic database of men in Ukraine, starting at age 17, to crack down on draft dodgers.

“It is a very unpopular decision, and that is why Zelenskyy held it without signing,” said Volodymyr Ariev, a lawmaker in parliament who is in the opposition European Solidarity party. “Now he has no choice.”

Russia’s forces have been on the offensive along the front line, and Ukrainian generals have warned of a broader attack in the spring or summer, even as Ukraine’s army runs low on ammunition and many soldiers have been on continual combat

duty for two years.

Ukraine’s army of about 1 million soldiers is fighting the largest war in Europe since World War II, waged in muddy trenches or the ruins of cities in urban combat. Casualty rates are high. Most men who wanted to volunteer for the military have already done so, and small antidraft protests had broken out before the new laws were passed.

Ukraine is expected, at best, to hold the existing front lines in ground fighting this year, but only if a new influx of American weapons arrives, military analysts say, and risks falling back without it. To maximize its efforts, Ukraine plans to replenish its army through mobilization while trying to keep Russia off balance with sabotage missions behind enemy lines and longrange drone strikes, such as attacks on an oil refinery and weapons plant in Russia on Tuesday.

Ukraine relies on its allies for most new ammunition and weapons, and renewing that arsenal is mostly a matter beyond the country’s control. In Washington on Monday, House Speaker Mike Johnson, R-La., laid out conditions for a vote on a fresh infusion of American weapons and financial aid, in the strongest indication yet that the assistance could be forthcoming despite opposition from many Republicans.

At home, Ukraine has stumbled on the overhaul of mobilization rules.

In January, its parliament withdrew a draft law on mobilization that included stiffened penalties for draft dodgers. That bill was reintroduced in February, but bogged down in parliament as lawmakers submitted more than 4,000 amendments. It would further expand the draft by closing loopholes for men obtaining a second college degree or in instances when several men in a family sought exemptions to care for a disabled relative. A vote is expected this month.

It is unclear how quickly Ukraine will draft and train the additional troops, or whether they will be ready before the expected Russian offensive. The comprehensive mobilization bill that has yet to pass in parliament envisions three months of training for soldiers drafted during wartime.

“The decision is taken — it’s a good one, but it’s too late,” said Serhiy Hrabsky, a colonel and a commentator on the war for the Ukrainian news media.

And lowering the draft age alone will not resolve Ukraine’s looming need for soldiers. In December, Zelenskyy said the military had asked to mobilize 450,000 to 500,000 soldiers. Ukraine’s military commander, Gen. Oleksandr Syrsky, said last week that the army had “significantly reduced” its request, without specifying a number.

Zelenskyy has said he does not intend to conscript women into the military, although women with medical educations are required to register for the draft.

Ukraine’s total population of 25- and 26-year-olds was about 467,000 in 2022, the latest year when the government published population estimates, according to Natalia Tilikina, the director of Institute of Youth, a research group. But many are already serving in the military, living in occupied areas or outside Ukraine, or have jobs or disabilities that exempt them from conscription. In formulating its mobilization

plans, Ukraine has had to balance military, economic and demographic considerations. Lowering the draft age will bring thousands of healthy and rested soldiers to the fight, but poses long-term risks for Ukraine’s population, given the country’s demographics.

As in most former Soviet states, Ukraine has a small generation of 20-yearolds, because birthrates plummeted during the deep economic depression of the 1990s. Because of this demographic trough, the country has three times as many men in their 40s as in their 20s.

Drafting men starting at age 25, given the likely battle casualties, also risks further diminishing this small generation of Ukrainians and potentially future birthrates, leaving the country with declines of working- and draft-age men decades from now.

At the outset of the war, the country drafted men ages 27-60, and the average age in the military is currently over 40. Under martial law, all men 18-60 had already been prohibited from leaving the country in case the decision was made to draft them. Men and women can volunteer for military service starting at 18.

Sen. Lindsey Graham, R-S.C., on a visit to Kyiv, Ukraine, last month, had suggested that Ukraine dip into a younger population of men for the war. “You’re in a fight of your life, so you should be serving,” he said. “We need more people in the line.”

Politicians in Ukraine have become more vocal in their criticisms of Zelenskyy’s wartime leadership. In an interview broadcast this week on Al Jazeera, former President Petro Poroshenko vowed to run for a second term in a future election that he said should be held only after the war is over. Under martial law, elections in Ukraine are suspended.

Is this the Silicon Valley of Latin America?

Americans used to think of China as a place to do business, and Latin America as a place to vacation.

More recently, our neighbors to the south are seen as the source of desperate migrants. That mindset led us to the mess that we are in now. Today, the American economy is far too dependent on China for critical supplies, while imports from countries in our hemisphere, aside from Canada and Mexico, are lagging, experts say. Our influence in our own neighborhood is waning.

It doesn’t have to be this way. I saw evidence of that in Costa Rica, a stable democracy that is vying to become the Silicon Valley of Latin America — with active support from the United States.

Costa Rica is crucial to the gargantuan U.S. effort to reduce dependence on microchips from China, which plays an outsize role in packaging and testing the tiny gadgets that run everything from smartphones to fighter jets. More than 40% of the chips the U.S. Department of Defense uses for weapons systems and infrastructure rely on Chinese suppliers. More than 90% of advanced chips are produced in Taiwan, a self-governing island claimed by China.

Now, Costa Rica is positioning itself to become a major hub outside Asia for packaging and testing microchips. In the 1990s, Intel built a factory near San Jose to do just that. That opened the door to more factories and industries and, as a result, an increasingly tech-oriented workforce. Today,

Costa Rica’s biggest category of exports is no longer coffee or bananas but medical devices.

On a recent Thursday afternoon, in a hotel ballroom outside the capital, San Jose, President Rodrigo Chaves touted tax incentives, regulatory reforms and a 99%-renewableenergy grid as he rolled out a national strategy to expand the industry. “Welcome to Costa Rica, a country where thou shall not face red tape,” he boomed.

His audience — which included U.S. Commerce Secretary Gina Raimondo; Gen. Laura Richardson, the four-star who leads the U.S. Southern Command; and top executives from Intel — enthusiastically applauded.

“We need allies closer to home,” Raimondo told me. She is in charge of doling out tens of billions in subsidies to bring the industry closer to home, an effort that is crucial to ensuring that Americans stay on the cutting edge of artificial intelligence and other critical technologies in the future.

This great reshuffling of the U.S. supply chain could be the key to building better relationships in Latin America at a time of rising isolationism in the United States, when both parties have grown skeptical of free trade and frustrated by record numbers of migrant arrivals.

While the CHIPS and Science Act is best known for its billion-dollar subsidies to build facilities on U.S. soil, it also provides modest funding for our allies. Costa Rica and Panama have received money to beef up their workforces and their infrastructure. The Dominican Republic looks poised to be next in line.

It’s no accident that “building resiliency” for supply chains is a main goal of the Americas Act, the new bipartisan bill that would revamp relations with friendly neighbors and put them on a path to join the United States-Mexico-Canada Agreement, the trade agreement that replaced NAFTA.

I was a vocal critic of NAFTA, a view I came to while writing about American factory workers who lost their jobs when their plant moved to Mexico. Exporting our industrial base hurt American workers and U.S. national security. But the USMCA, which passed overwhelmingly in Congress a few years ago, has gone a long way toward addressing workers’ concerns. It’s popular. Why not expand it? And if more trade with Latin America will build up an industrial base that would have otherwise gone to Asia, it could make our region stronger, not weaker.

Nations that trade the most with their nearest neighbors get the biggest benefits from trade while minimizing the dislocating job loss that can come with it, as Shannon O’Neil argues in the recent book “The Globalization Myth.” Europe and Asia are mastering that. America is not.

Supply chain diplomacy can help. Until now, Costa Rica has hedged its bets, signing onto Belt and Road while lobbying for the chance to join the USMCA. But the chance to be a microchip hub seems to have tipped the balance. Chaves abruptly excluded Chinese vendor Huawei — alongside others — from building the country’s 5G network, angering China.

“Sometimes you need to make difficult decisions,” Chaves told his audience. “We’re not imagining the future; we are

building it, with those with whom we share values.”

It’s smart, both geopolitically and economically, to nurture that sense of shared destiny. It won’t be a quick fix to the region’s many problems, but it can help turn the tide over time. Costa Rica, Panama and the Dominican Republic are relatively small countries with limited influence. But if their economies are booming, they can provide more opportunities to those fleeing crisis-ridden places like Haiti and Nicaragua. Fewer migrants will arrive at our doorstep.

Like any policy, supply chain diplomacy has its risks. We could be building up our future competitors. I couldn’t help but notice that San Jose seems better poised for the digital age than rural Ohio. Some technical high schools already teach an AI curriculum, a senior Intel executive in Costa Rica told me. The industry attracts top talent and fierce loyalty. At Intel’s plant near San Jose, one factory manager told me that he “bleeds blue” — the color of the company logo.

But this factory wouldn’t be competitive in the United States. Even in Costa Rica, it has struggled to compete with the low labor costs of Asia. Intel closed the plant in 2014 and sent its work to Malaysia, leaving a skeleton crew doing research and development. The factory reopened in 2020, after the pandemic set off a chip shortage. Intel has been expanding ever since, gobbling up space that used to be a cafeteria. Demand for chips will only increase with the rise of AI.

How we navigate the challenges posed by AI — and a far more powerful China — will determine our future. We have a choice: face those challenges by ourselves, or with friendly neighbors.

Beyoncé’s country is America: Every bit of it

The first song on “Cowboy Carter,” Beyoncé’s not-exactlycountry album, makes a preemptive strike. “It’s a lot of talking going on while I sing my song,” she observes in “Ameriican Requiem” over guitar strums and electric sitar, adding, “It’s a lot of chatter in here.”

That’s an acknowledgment that a pop superstar’s job now extends well beyond creating and performing songs. In the era of streaming and social media, Beyoncé knows that her every public appearance and utterance will be scrutinized, commented on, cross-referenced, circulated as clickbait and hot-taked in both good faith and bad. Every phrase and image are potential memes and hyperlinks.

It’s a challenge she has engaged head-on since she released her visual album “Beyoncé” in 2013. For the past decade, even as her tours have filled stadiums, she has set herself goals outside of generating hits. Beyoncé has deliberately made each of her recent albums not only a musical performance but also an argument: about power, style, history, family, ambition, sexuality, bending rules. They’re albums meant to be discussed and footnoted, not just listened to.

“Cowboy Carter” is an overstuffed album, 27 tracks maxing out the 79-minute capacity of a CD and stretching across two LPs. It flaunts spoken-word co-signs from Willie Nelson and Dolly Parton that interrupt its flow; it includes some fragmentary, minute-long songs. Its sprawl is its own statement of confidence: that even half-finished experiments are worth attention.

The “Cowboy Carter” album cover is an opening salvo, brandishing western and American symbols: Beyoncé holding an American flag while riding a white horse sidesaddle, with platinum-blond hair proudly streaming. In a red-white-and-blue outfit, high-heeled boots and a pageant sash that reads “Cowboy Carter,” she’s a beauty queen and a white-hatted heroine claiming her nation — her country, in both senses. The politics of her new songs are vague and glancing, but the music insists that every style is her American birthright. As a pop star it is: Pop has always breached stylistic boundaries, constantly exploiting subcultures to annex whatever might make a song catchier.

Beyoncé grew up in Texas, where country music has long mingled with styles from jazz to blues to hip-hop — and where, in fact, early cowboys were enslaved Black men. Beyoncé met a racial backlash when she performed “Daddy Lessons,” a country song from her 2016 album “Lemonade” about gun-toting self-defense, with the (then-Dixie) Chicks at the 2016 Country Music Association Awards. Presumably that’s what she alluded to when she wrote on Instagram that there was “an experience that I had years ago where I did not feel welcomed.”

She wasn’t daunted. Instead she pushed further, and the mere prospect of Beyoncé releasing a country album stirred things up. Even before its release, “Cowboy Carter” prompted reminders of country’s obscured Black roots — like the African origins of the banjo and the genre’s long cross-pollination with the blues — and pointed at, yet again, its historical exclusion of nonwhite performers, despite a handful of exceptions such as Linda Martell, Charley Pride and, more recently, Darius Rucker, Mickey Guyton and Kane Brown.

— rather than the programmed beats and glittering electronics that propelled her 2022 album “Renaissance,” which also had Beyoncé on horseback on the cover and was subtitled “Act I.” That album was Beyoncé’s time-warped, multilayered homage to the electronic dance music that emerged from Black gay subcultures. “Cowboy Carter,” subtitled “Act II,” also scrambles eras and styles, with samples, electronics and multitracked vocal harmonies unapologetically joining the guitars.

The advance singles from “Cowboy Carter” paired “16 Carriages,” a booming arena-country song about Beyoncé’s industrious career and artistic drive, with the foot-stomping, banjo-picking “Texas Hold ’Em,” about enjoying Texas-style good times away from home. “Texas Hold ’Em” seized No. 1 on Billboard’s Hot Country Songs chart, making Beyoncé the first Black woman to do so, and topped the all-genre Hot 100.

If Beyoncé had merely wanted to make mainstream country hits, she could have hired a seasoned Nashville producer and had her pick of expert Music Row songwriters. But “Cowboy Carter” has different aspirations, and Beyoncé brought her own brain trust, including producers known for hip-hop and R&B. “This ain’t a Country album. “Cowboy Carter” leans into its anticipated discourse, openly interrogating categories and stereotypes and pointedly ignoring formulas. With historical savvy, Beyoncé enlisted Martell — the Black country singer whose 1970 album, “Color Me Country,” included the first charting country hit by a Black woman, “Color Him Father” — to provide spoken words. For the intro of “Spaghettii” — which features Beyoncé rapping — Martell says, “Genres are a funny little concept, aren’t they? Yes,

they are. In theory, they have a simple definition that’s easy to understand. But in practice, well, some may feel confined.”

Beyoncé gathers young Black women currently striving for country careers — Brittney Spencer, Reyna Roberts, Tiera Kennedy and Tanner Adell — on a remake of the Beatles’ veiled civil-rights song, “Blackbird.” It’s a careful gesture, though it might have been more substantial to write a new song with them.

The album includes some understated, largely acoustic contenders for country or adult-contemporary radio play — notably “II Most Wanted,” a duet with Miley Cyrus that harks back to Fleetwood Mac’s “Landslide,” and “Levii’s Jeans,” a boast about being a “sexy little thing” that she shares with a besotted Post Malone. In the steady-thumping, Motown-tinged “Bodyguard,” Beyoncé plays an amorous, jealous but selfless partner in an uncertain romance. And in “Protector,” an acoustic-guitar lullaby, Beyoncé personifies a loving, supportive parent singing about “lifting you up so you will be raised.”

It’s the odder, genre-fluid songs that give the album its depth. “Just for Fun” — a hymnlike duet with Willie Jones, a Louisiana songwriter who draws on country and R&B — plunges into Beyoncé’s somber low register as she sings, “I need to get through this/ Or just get used to it.” “Riiverdance” deploys intertwined Celtic-tinged guitars and close-harmony backup vocals to sketch an enigmatic relationship that encompasses murder and resurrection and weekend seductions. And “II Hands II Heaven” is equally cryptic and celebratory; using an electronic pulse drawn from Underworld’s “Born Slippy (Nuxx),” it has Beyoncé and backup voices singing about whiskey, coyotes, God, sex and “Lost virgins with broken wings that will regrow.”

Beyoncé has been a stalwart of the full-length album, sequencing and juxtaposing songs in synergistic ways. But “Cowboy Carter” is a bumpier ride than “Renaissance,” “Lemonade” or “Beyoncé.” It suggests that Beyoncé wanted to pack all she could into one side trip before moving on elsewhere. Perhaps she’s already immersed in Act III.

At least one person in Texas has been diagnosed with bird flu after having contact with dairy cows presumed to be infected, state officials said earlier this week.

The announcement adds a worrying dimension to an outbreak that has affected millions of birds and sea mammals worldwide and, most recently, cows in the United States.

So far, there are no signs that the virus has evolved in ways that would help it spread more easily among people, federal officials have said.

The patient worked directly with sick dairy cows, said Lara Anton, a spokesperson for the Texas Department of State Health Services. “We have tested around a dozen symptomatic people who work at dairies, and only the one person has tested positive” for the virus, she said in an email.

with an antiviral drug and is recovering, according to the Centers for Disease Control and Prevention.

The Department of Agriculture announced the first cases in dairy herds in Texas and Kansas last week and a few days later, in an additional herd in Michigan. Preliminary testing suggests that cows in New Mexico and Idaho may also be infected.

The virus has been identified as the same version of H5N1, an influenza subtype, that is circulating in North American birds.

The CDC is working with state health departments to monitor other people who may have been in contact with infected birds and animals, the agency said Monday. It also urged people to avoid exposure to sick or dead birds and animals, as well as to raw milk, feces or other potentially contaminated materials.

This is only the second case of H5N1 bird flu in people in the United States; the first was in 2022. The risk to the general public remains low, experts said. But testing and analysis is ongoing, and there are many unanswered questions.

“This is a rapidly evolving situation,” the USDA said in its announcement last week.

Here’s what to know:

What is bird flu?

Bird flu, or avian influenza, is a group of flu viruses that are primarily adapted to birds. The particular virus in these new cases, called H5N1, was first identified in 1996 in geese in China, and in people in Hong Kong in 1997.

In 2020, a new, highly pathogenic form of H5N1 emerged in Europe and spread quickly around the world. In the United States, it has affected more than 82 million farmed birds, the worst bird flu outbreak in U.S. history.

Since the virus was first identified, sporadic cases have been found in people in other countries. But a vast majority resulted from prolonged, direct contact with birds.

H5N1 does not yet seem to have adapted to spread efficiently among people, experts say.

How did cows get bird flu?

Cows were not thought to be a species at high risk.

“The fact that they are susceptible — the virus can replicate, can make them sick — that is something I wouldn’t have predicted,” said Richard Webby, an influenza researcher at St. Jude Children’s Research Hospital.

But this year, reports of sick cows began to emerge in Texas and New Mexico. Dead birds were also found on some of these farms, and laboratory testing confirmed that some cows were infected with bird flu.

There are a variety of ways that the virus might have found its way into cattle. The likely route, several experts said, is that infected wild birds, which shed the virus in their feces, saliva and other secretions, contaminated the cows’ food or water.

But other free-ranging animals known to be susceptible to the virus, such as cats and raccoons, could also have brought the virus onto dairy farms.

How have cows been affected?

Although the virus is often fatal in birds, it appears to be causing relatively mild illness in cows.

“It’s not killing animals, and they seem to be recovering,” said Dr. Joe Armstrong, a veterinarian and cattle production expert at the University of Minnesota Extension. Last week, the USDA said that there were no plans to “depopulate,” or kill, affected herds, which is the standard procedure when poultry flocks are infected with the virus.

How is it spreading?

That is a key, and still unanswered, question. It is possible that the infected cows are picking up the virus independently, especially if shared food or water sources have been contaminated.

A more worrisome possibility, however, is that the virus is spreading from cow to cow. On Friday, the USDA noted that “transmission between cattle cannot be ruled out.”

Several scientists said that they would be surprised if there were not some degree of cow-to-cow transmission. “How else could it move so rapidly?” said Dr. Gregory Gray, an infectious disease researcher at the University of Texas Medical Branch.

If the virus can spread easily between cows, that could lead to larger, more sustained outbreaks. It would also give the virus more opportunities to adapt to its new mammalian hosts, increasing the risk that it acquires mutations that make it more dangerous to people.

How will officials know if bird flu adapts to spread between people?

Analyzing the genetic sequence of the virus from infected birds, cows and people can reveal whether H5N1 has acquired mutations that help it spread among people.

The Japanese sensei bringing baseball to Brazil

Yukihiro Shimura always arrives first. He quietly puts on his baseball uniform. He rakes the dirt field meditatively. He picks up the coconut husks and dog poop. And, finally, when he finishes, he bows to Rio de Janeiro’s only baseball field.

Then his misfit team — including a geologist, graphic designer, English teacher, film student, voice actor and motorcycle delivery man — starts to form. Most are in their 20s and 30s, and some are still learning the basics of throwing, catching and swinging a bat.

It was not what Shimura envisioned when he signed up for this gig. “In my mind, the age range would be 15 to 18,” he said. “I should have asked.”

For the past two decades, Shimura, 53, was one of Japan’s top high school baseball coaches. Now he is more than 10,000 miles from home, on a two-year mission from the Japanese government to spread the gospel of baseball.

The challenge is that Japan sent him to the land of soccer.

Despite being the largest nation in Latin America — the region that has fueled baseball’s growth in recent decades — Brazil is baffled by the sport. Brazilians say that compared with their national pastime, baseball has too many rules, too much equipment and too much standing around.

As a result, although many Brazilians wear New York Yankees caps, they often have no idea that the insignia represents the storied baseball team in the Bronx. Many Brazilians actually think of baseball as largely a Japanese sport.

That is because most people who play baseball here are part of the world’s largest Japanese diaspora, according to the Japanese government, estimated at roughly 2 million Japanese immigrants to Brazil and their descendants, a community that began with economic migration in the early 20th century. It is also because Shimura is the latest in a long line of Japanese coaches who have come to Brazil to teach baseball.

The coaches are hired by a Japanese government program that sends Japanese experts and money around the world to aid infrastructure and environmental projects as well as to teach cultural exports, like Japanese cooking, language and kendo.

There are nine baseball coaches in Brazil in the current cohort. As usual, nearly all of them are in São Paulo, home to the largest Japanese community outside Japan.

“I was actually surprised that the level of baseball in Brazil is quite high,” Shimura said, noting that Brazil’s national baseball team finished a surprising second in the Pan American Games last year. “But that is only in São Paulo.”

Shimura was not assigned there. Instead, he is the program’s second Japanese coach in Brazil’s mecca of samba and soccer: Rio.

Shimura’s life has revolved around baseball. He said he latched onto the sport as a child as an escape from the taunting he endured for sharing his birth name with one of Japan’s most famous slapstick comedians, Ken Shimura. (He later changed his name.)

Then it turned out he was very good at the sport — an outfielder who could field, hit and run — and he enrolled in an elite baseball school to pursue dreams of playing in Japan’s major leagues.

But he never made it past the semipro circuit. In that league, each team is owned by a large Japanese corporation, and players split their time between baseball and work. Shimura played for Kawai Musical Instruments, building pianos in the morning and practicing in the afternoon.

After seven years, he moved to coaching, eventually at a high school where he led teams to Japan’s prestigious national baseball tournament. But he said he has never had a challenge like what he faces in Rio.

When he decided to go abroad, leaving his wife and adult children for two years, he hoped to give back while having an adventure.

He had dreams of developing talented young players in a baseball hotbed like the Dominican Republic.

Instead, he found himself instructing adults who, in some cases, had first picked up a baseball just weeks before. The team in Rio competes periodically against five other teams in the Rio suburbs, where there are more baseball diamonds and where Shimura also coaches on weekends.

“To be honest, I was like: ‘Ouch. Why did I do this?’” he recalled in his sparse, meticulously organized Rio rental unit, complete with a hot plate. (He receives a stipend from the Japanese government to cover his living expenses.) “But then there was a turning point. I said, I’m not going to focus on what’s missing here. I’m going to focus on what can be built.”

So Shimura started with the basics. At a recent practice, using a mix of Japanese, basic Portuguese and pantomime, he demonstrated stances on how to field ground balls and throw to a base.

As he scurried and hopped around the field, it was clear he had more energy than the players. And he was constantly talking, offering loud, positive encouragement, even though the players weren’t exactly sure what he was saying.

“You have to decipher,” said Aluisio Carvalho, 23, a teacher wearing a Toronto Blue Jays hat. “Even if you don’t understand a word he said, when he demonstrates the movement, you at least have a notion of what to do.”

The players have begun using some Japanese words — shoto for shortstop and fasto for first base, for instance — and even now sometimes bow on the field, mirroring their coach.

Shimura has also tried to impart some hallmarks of Japanese baseball. He spent time trying to explain why teamwork is important, drawing diagrams of plays. He showed his students how to maintain the field and equipment. And he demonstrated how to give respect to umpires and competitors. “I want to teach more than just baseball,” he said.

The Brazilians said they were attracted to baseball by American movies or Japanese anime — one said his introduction to the sport was a Woody Woodpecker cartoon — and then they fell in love with the novelty and pace of the game once they tried it. “You can be skinny and play, and you can be fat,” said Luan David, 18, who is studying to be a sommelier.

The players said they were inspired by Shimura’s nonstop energy and positivity. “He’s much more of a motivational coach than a strictly professional one,” said Rafael Dantas, 29, an information technology worker and pitcher. “More emotional than regimented. And for the level we’re playing at, that’s worth a lot more.

“He’s a real teacher,” he added. “A true sensei.”

Dantas is one of the longest-tenured players, first introduced to baseball at a Japanese cultural event in Rio eight years ago. He and other more experienced players make up the core of the team — the “Cariocas” — which plays at a dirt baseball diamond along Rio’s picturesque lagoon and in view of its famous mountain ranges. The location draws plenty of curiosity from passersby who have never seen live baseball. That is partly why Shimura is coaching so many novices.

Marcio Ramos, 44, a motorcycle delivery man, was at his fifth practice. He had wandered up to ask questions weeks earlier — the most he knew about baseball was from watching the Brad Pitt film “Moneyball” — and now he had learned how to hit from Shimura. “He speaks the universal language of sport,” Ramos said. “You basically translate what he wants without understanding what he says.”

A few minutes later, Ramos hit a ball over the fence for the first time. Shimura screamed in delight. “Muscle!” Shimura said, running up to squeeze Ramos’ biceps.

“I try to be happy with the little things that can be achieved,” Shimura said. “When they improve little by little, that’s where I find my joy.”
