he municipality of Aguadilla must find $700,000 to pay back wages owed to its police officers.

Aguadilla Mayor Julio Roldán accused former Mayor Carlos Méndez on Wednesday of illegally cutting municipal police salaries for three years.

Roldán, of the Popular Democratic Party (PDP), made the allegation along with the PDP’s spokesman in the northwestern coastal town’s municipal assembly, Kenneth Sanabria Domenech.

The cuts to the salaries of Aguadilla municipal police officers were continued by Méndez’s successor, Yanitisia Irizarry, with whom Roldán had a bitter dispute over the mayoral seat.

Roldán said the former mayors deprived the police of about $317 per monthly salary.

“The administration of Carlos Méndez, and then of Yanitsia Irizarry, evidently lacked sound administration, when they arbitrarily reduced the salary of the municipal policemen,” Roldán said.

“According to the pay scales of the municipality, the municipal policemen have a fixed salary of $1,980 per month, but in February of 2018, their

salaries were reduced to $1,663. It is unacceptable that for so long they have cut the salary of these officers, who in addition to offering security, risk their lives to maintain order in our town.”

Sanabria said he became aware of the cuts when he investigated the ordinances approved in order to reduce the working day and the salary that had previously been increased by the New Progressive Party (NPP) administration of Méndez.

“This gross negligence committed by the NPP while governing Aguadilla causes the current administration to now have to look for $700,000 to pay the municipal police,” Sanabria said. “Undoubtedly these actions leave a lot to say about the decisions and administrative procedures carried out in past years and provide us with additional cause to inquire and investigate other matters of the municipality.”

Roldán said “[w]e will pay each and every one what they were deprived of.”

“In the same way, we will continue investigating and questioning dubious administrative transactions,” the mayor said. “We believe in government transparency and we will always do the right things with commitment and responsibility.”

LUMA contracts its parent companies as possible amendments to deal are in the works

D

espite public allegations of ethical conflicts, LUMA Energy, the private operator of the Puerto Rico Electric Power Authority’s (PREPA) transmission and distribution system (T&D), has hired its parent companies to perform work for the power utility as it faces possible amendments to its operating contract and the possibility of a court battle.

The Electrical Industry and Irrigation Workers Union (UTIER by its Spanish acronym) this week was expected to submit numerous amendments to the contract as LUMA Energy refuses to recognize their collective bargaining agreement.

The contract has been criticized as being onerous because PREPA assumes the lion’s share of risks and costs.

Organizations such as the Center for a New Economy, the Puerto Rico Bar Association and the Engineers, Architects and Surveyors Association have also expressed misgivings.

Critics have said the contract is costly because the island government will have to cough up $894 million to PREPA to help execute the contract and will put PREPA’s retirement system at risk of insolvency as early as next year when the number of workers contributing to the system is expected to go down. The government is evaluating changing PREPA’s pension system to a PayGo structure, a move that will cost $300 million to the bankrupt power utility on top of the $125 million PREPA must pay LUMA Energy in service fees.

The Unsecured Creditors Committee (UCC) objected to part of a petition filed in court recently that would grant priority rank over other debt to the payments PREPA must make to LUMA Energy LLC, and LUMA Energy ServCo LLC, a subsidiary created by LUMA Energy to operate services under the agreement. LUMA Energy is taking over the utility’s T&D and other services under the terms of a supplemental agreement that will cover the interim period between June 1 and until the utility’s debt adjustment plan is confirmed, or 18 months after the commencement. The supplemental agreement was drafted because PREPA is still in bankruptcy to restructure about $10 billion in debt.

The presiding judge imposed an April 12 deadline to object to the petition for administrative claim. The UCC and UTIER, as well as the PREPA Retirement System, have expressed certain objections to the administrative expense or priority rank petition because the government parties have said no discovery is needed.

“The Committee submits this reservation of rights, however, to make clear that it does not necessarily agree with the Government Parties’ position in the Scheduling Motion that no discovery is necessary,” the UCC said.

“Although the Committee’s analysis of the administrative expense motion remains ongoing, based on its preliminary review, the Committee has identified a number of questions for the Government Parties and their advisors relating to the relief being sought.”

The UCC said it is hopeful that those questions can

be resolved through informal diligence but cannot at this time rule out the need for limited formal discovery.

To the extent that the UCC serves discovery, it expects the government parties to provide responses in a timely manner consistent with the briefing schedule they have proposed, the committee said.

One of the issues that has been raised against LUMA Energy by the unions as well as by PREPA’s board of directors is that LUMA Energy is not being transparent about how it is spending the public funds to finance its operations. The Puerto Rico Energy Bureau had to order LUMA to submit detailed invoices of its expenditures.

While the invoices contain the names and payments to contractors, they do not detail the purpose of the transaction.

An examination of the documents shows that LUMA Energy has hired its parent companies Quanta Services and ATCO for work. The STAR found 608 different sums of money in Quanta’s invoices totaling millions even though the contract with LUMA Energy is still in the front-end transition stage. Amounts for ATCO appeared 578 times.

LUMA Energy President Wayne Stensby has said he needs 3,800 workers to operate PREPA’s T&D but has declined to say how many workers he has hired from the power utility.

While LUMA Energy does not recognize UTIER’s collective bargaining agreement, UTIER President Ángel Figueroa Jaramillo has said LUMA may be bringing in another union, as workers training in Texas have been approached by other unions.

The company appears to be making offers to workers. As part of those offers, LUMA Energy eliminated the probationary period for new workers.

The documents examined by the STAR were for a lineman worker who was offered $84,856 per year. The

benefits include a 401k pension plan, 15 days vacation and 12 days of sick leave, which is less than what is provided under the collective bargaining agreement. Health care benefits are similar to what PREPA provides under the collective bargaining agreement but LUMA Energy has the discretion to change them. PREPA workers’ health insurance has already been budgeted for the entire year so “it makes no difference to them.”

“One has to respect colleagues who view LUMA Energy as an option or the best option. However, they have tried to create animosity toward UTIER by saying that UTIER does not want to talk to LUMA,” Jaramillo said.

“No official from LUMA Energy has approached UTIER, not even a text message or a phone call, to talk to us, so it is not right to say we refuse to talk.”

UTIER has called for a 24-hour strike starting on April 5 over the contract.

While Gov. Pedro Pierluisi Urrutia has said he is open to amending the contract, the federal Financial Oversight and Management Board said the amendments are not needed.

UTIER’s lawyer, Rolando Emmanuelli, said the island Legislature can clarify the public-private partnership law to say that companies like LUMA Energy must respect collective bargaining agreements and labor protection laws.

“That is a way we can say that this contract is null and void,” he said.

Emmanuelli also said that under the contract LUMA Energy obtained control of the Monacillos Power System Control Center, which is where decisions on what energy to use and economic dispatch are made, a situation that could create problems with the contract.

Economic dispatch is defined as the operation of generation facilities to produce energy at the lowest cost to reliably serve consumers taking into account any operational limits of generation and transmission facilities.

Rep. Luis Raúl Torres, chairman of the House Committee for Economic Development, Planning, Telecommunications, Public-Private Partnerships and Energy, has said the Monacillos Center should be under the direct control of the governor’s office.

“We cannot give LUMA Energy control of the Power System Control Center in Monacillos,,” Torres said. “That is where decisions are made whenever there are problems with the energy load or outages. That is the center where decisions are made regarding the distribution of energy to homes and businesses.”

LUMA Energy, a subsidiary of Quanta Services Inc. and ATCO Ltd., signed a 15-year contract with PREPA to operate the T&D system. The consortium will also oversee customer service and billing as another company called LUMA Energy Servco starting in June. As part of the contract, PREPA will pay LUMA a fixed annual rate that will start at $70 million the first year, increase to $90 million the second, and to $100 million the third year. In the fourth year and for the remainder of the 15-year agreement, the annual payment to the operator will be $105 million, but if the operator meets certain metrics and yields certain savings, payments could reach $125 million per year.

Renewable energy producers sue PREPA over solar energy project documents

T

he Association of Renewable Energy Producers (APER by its Spanish acronym) filed suit in San Juan Superior Court on Wednesday to demand all Puerto Rico Electric Power Authority (PREPA) documents related to the selection of Xzerta-Tec and CIRO One to provide some 150 megawatts (MW) of renewable energy.

APER sought the documents arguing PREPA’s “lack of transparency” in the process of selecting renewable energy projects.

“The documents that we seek from PREPA are public and do not contain information that is protected by some measure of confidentiality, so that any citizen has the right to inspect them and even reproduce them,” APER Executive Director Julián Herencia said in a statement.

In the lawsuit, a copy of which was obtained by the STAR, the organization is asking for the minutes and resolutions of PREPA’s board of directors related to the renewable projects.

They also seek letters, emails and any communication related to negotiations with representatives of Xzerta-Tec, and copies of the power purchase renewable energy agreement that resulted in the

change of energy price at $0.099 per kilowatt-hour and a 1 percent scaler.

APER is also asking for studies commissioned by PREPA from New Energy Partners on the feasibility of the power purchase agreements and documents related to the consultations in the selection of the chosen companies.

During the years 2010 to 2013, PREPA awarded multiple contracts for the development of renewable energy facilities to supply energy to PREPA through power purchase operating agreements (PPOAs).

All current members of APER had signed contracts with PREPA for the development of renewable energy projects. The Puerto Rico Energy Bureau (PREB) had even approved the contracts for the purchase and sale of renewable energy for 16 projects totaling 593 MW.The projects only needed the final approval of the federal Financial Oversight and Management Board, the suit says.

“However, recently the Fiscal Oversight Board approved a selection made by PREPA of only two projects, Xzerta-Tec and

CIRO One, to carry out the construction of only 150 megawatts of renewable energy, leaving the remaining 14 projects totaling 443 megawatts in limbo,” Herencia said.

The suit does not mention that the oversight board dismissed the projects because even though PREPA had negotiated lower energy prices, the projects violated the fiscal plan.

APER is a non-profit entity whose purpose is to advance the creation of renewable energy in Puerto Rico and promote economic growth.

Ports Authority replacing 78 fenders at Puerto Nuevo docks

he Puerto Rico Ports Authority (APPR by its Spanish initials) on Wednesday began the project to replace 78 fenders at the loading docks C to H in the Port Zone of Puerto Nuevo, APPR Executive Director Joel A. Pizá Batiz announced.

The Ports chief said the fenders had to be replaced as soon as possible, since, due to their state of deterioration, they did not fulfill their function of providing protection to either cargo ships or the docks.

The official noted that it is the contractual responsibility of the APPR to provide the necessary equipment for the safe use of the loading docks.

“For these purposes, the Engineering Directorate carried out a bidding process

by public notice to supply the 78 fenders, including the materials for the anchoring system,” Pizá Batiz said. “This equipment will be installed by personnel from the Port

Conservation Division of APPR, which has vast experience doing such work.”

The contract was awarded to Del Valle Group SP, the company with the

lowest bid of $1,170,000 and which provided all documents and met all bidding requirements.

The APPR managed the purchase order with the agency’s own funds, and the fenders and their respective anchorage systems arrived on the island early this week.

Officials estimated that the work, which will be done in stages and coordinated with the shipping companies operating in Puerto Nuevo in order not to affect their operations, will take between 10 and 12 weeks.

“We continue with Gov. Pedro Pierluisi’s plan for capital improvements to rehabilitate and strengthen maritime infrastructure, in this case to ensure that our food and supply chain is one more resilient and safe,” Pizá Batiz said.

100% of UPR emergency medicine students pass board certification

he Medical Sciences Campus (RCM) of the University of Puerto Rico (UPR) announced Wednesday that 100% of the 2020 graduating class of the Department of Emergency Medicine successfully passed the certification of the American Board of Emergency Medicine.

“This satisfactory approval is a reflection of the fulfillment of the educational standards, and professionals of this group of doctors as leaders in emergency medicine,” said RCM Chancellor Dr. Segundo Rodríguez Quilichini. “residency faculty is an essential part of this achievement, since it prepares residents comprehensively both

academically and clinically. Without a doubt, we are shaping the future of emergency medicine in Puerto Rico, the United States and abroad through our Department of Emergency Medicine.”

The success of the certification leads the Department of Emergency Medicine to its next accreditation in 2022.

“We are pleased that the Department of Emergency Medicine continues to graduate well-trained physicians to fill the front-line positions in our emergency rooms, which benefits the entire people of Puerto Rico,” said Dr. Agustín Rodríguez González, dean of the RCM School of Medicine. “We trust that very soon, every emergency room in the country will have doctors trained in our Emergency Medicine program.”

For her part, Dr. María R. Ramos Fernández, director of the Emergency Medicine Residency Program, stated that “despite hurricanes, earthquakes or pandemics, these residents overcame all these barriers from their year of residency in 2017 until their graduation in 2020.”

ASES seeks new pharmacy benefit manager for gov’t health plan

uerto Rico Health Insurance Administration (ASES by its Spanish acronym) Executive Director Jorge Galva Rodríguez announced on Wednesday that he has begun a process of requesting proposals (RFP) from companies interested in being the pharmacy benefit manager, manager of the Medicaid Drug Reimbursement Program (MDRP) and other drug reimbursement services, jointly referred to as rebate aggregator, for the Puerto Rico government health plan, known locally as Plan Vital.

“We have taken the initiative to continue strengthening our organization to ensure that our beneficiaries receive optimal services and effective costs. Likewise, to continue executing healthy public administration measures and to continue with the process that I established to improve contracting practices,” Galva said in a written statement.

“Together with my work team we have projected that this competition process will generate millions in savings which will be reversed to provide greater access and services to patients, who are our reason for being.”

“I am convinced that with this process we are going to reduce costs, promote competitiveness and prepare Puerto Rico for entry into the Medicaid Drug Rebate Program (MDRP).”

The MDRP is a program that includes the Centers for Medicare & Medicaid Services, state Medicaid agencies, and participating drug manufacturers and helps offset the federal and state costs of most outpatient prescription drugs dispensed to patients with Medicaid. Some 600 drug manufacturers currently participate in the program.

Galva noted that for the competition process ASES has invited more than 20 companies specialized in the aforementioned services established in Puerto Rico and the mainland United States.

“This initiative is consistent with the public policy of the Governor of Puerto Rico, Pedro Pierluisi, to provide more

access to the beneficiary,” Galva said. “At the same time, to execute the best practices of sound public administration.

That is why the [process] is open and transparent. That is why we issue public notices in Puerto Rico newspapers, among other efforts.”

ASES, created under Act No. 72 of 1993, to date has 1.3 million beneficiaries under Plan Vital.

Galva, who is also a health and hospital administrator, said “the interested parties must have the necessary infrastructure and financial capacity to begin providing all services as of February 1, 2022.”

“The selected entity [and/or entities] must comply with the independence and non-conflict of interest requirements that include, among others, that at the time of signing the Contract, the Proponent (s) and any Subcontractor (s) to be hired (s) to perform functions and responsibilities under the Scope of Work of this RFP, other than: (a) a pharmaceutical company; (b) pharmacy; (c) PSG Health Care Management Organization (MCO) or health service provider, collectively “PSG Participant”; (d) owned or controlled by a pharmaceutical company, pharmacy or PSG Participant; or (e) does not own or control a pharmaceutical company, pharmacy or PSG Participant,” he said in the statement.

“ASES reserves the right to waive guarantees of independence and no conflict of interest. At the time of the award of the RFP, the interested parties must be authorized to do business in Puerto Rico, have a current certification from the Single Registry of Professional Service Providers (RUP) of the ASG, be registered in the Award Management System of the Federal Government (SAM), and not be disqualified, suspended, proposed for disqualification or declared ineligible for the award of contracts by any federal and state department or agency.”

As of April 1, 2021, entities interested in obtaining an electronic copy of the RFP specifications and participating in the process must send a signed request by email to pharmacyrfp2022@asespr.org, at least by the most senior ranking

Pfizer-BioNTech vaccine is said to be powerfully protective in adolescents

T

he Pfizer-BioNTech coronavirus vaccine is extremely effective in adolescents 12 to 15 years old, perhaps even more so than in adults, the companies reported Wednesday. No infections were found among children who received the vaccine in a recent clinical trial, the drugmakers said; the children produced strong antibody responses and experienced no serious side effects.

The findings, if they hold up, may speed a return to normalcy for millions of American families. Depending on regulatory approval, vaccinations could begin before the start of the next academic year for middle school and high school students, and for elementary school children not long after.

The companies announced the results in a news release that did not include detailed data from the trial, which has not yet been peer-reviewed nor published in a scientific journal. Still, the news drew praise and excitement from experts.

“Oh my god, I’m so happy to see this — this is amazing,” said Akiko Iwasaki, an immunologist at Yale University. If the vaccines’ performance in adults was Aplus, the results in children were “A-plus-plus.”

The good news arrives even as the country records another rise in infections and health officials renew calls for Americans to heed precautions and get vaccinated.

On Monday, Dr. Rochelle Walensky, director of the Centers for Disease Control and Prevention, said that rising cases had left her with sense of “impending doom,” while President Joe Biden called on state and local officials to reinstate mask mandates.

Vaccination efforts are accelerating throughout the nation. As of Tuesday, 29% of U.S. adults had received at least one dose of a coronavirus vaccine, and 16% had been fully inoculated, according to the CDC. But the country cannot hope to reach herd immunity — the point at which immunity becomes so widespread that the coronavirus slows its crawl through the population — without also inoculating the youngest Americans, some experts say. Children younger than 18 account for about 23% of the U.S. population.

“The sooner that we can get vaccines into as many people as possible, regardless of their age, the sooner we will be able to really feel like we’re ending this pandemic for good,” said Angela Rasmussen, a virus expert affiliated with Georgetown University in Washington.

Data from Israel suggest that vaccinating adults alone can significantly decrease the number of cases, but “long term, to hit the herd immunity threshold, we will have to vaccinate children,” she said.

The trial included 2,260 adolescents ages 12 to 15. The children received two doses of the vaccine three weeks apart — the same amounts and schedule used for

The researchers recorded 18 cases of coronavirus infection in the placebo group and none among the children who received the vaccine. Still, the low number of infections makes it difficult to be too specific about the vaccine’s efficacy in the population at large, Rasmussen said.

“But obviously, it looks good for the vaccine if there were zero COVID cases among the vaccinated people,” she added.

The adolescents who got the vaccine produced much higher levels of antibodies on average, compared with participants 16 to 25 years old in an earlier trial.

The children experienced the same minor side effects as older participants, although the companies declined to be more specific.

Iwasaki said she had expected antibody levels in adolescents to be comparable to those in young adults.

“But they’re getting even better levels from the vaccines,” she said. “That’s really incredible.”

She and other experts cautioned that the vaccine might be less effective in children, and adults, against some of the variants that have begun circulating in the United States.

Pfizer and BioNTech have begun a clinical trial of the vaccine in children younger than 12 and started inoculations of children ages 5 to 11 just last week.

Company scientists plan to start testing the vaccine next week in even younger children, ages 2 to 5, followed by trials in children ages 6 months to 2 years.

Results from that three-phase trial are expected in the second half of the year, and the companies hope to make the vaccine available for children younger than 12 early next year.

“We share the urgency to expand the use of our vaccine to additional populations and are encouraged

by the clinical trial data from adolescents between the ages of 12 and 15,” Albert Bourla, Pfizer’s chair and CEO, said in a statement.

Moderna has also been testing its vaccine in children. Results from a trial in adolescents ages 12 to 17 are expected in the next few weeks and in children 6 months to 12 years old in the second half of this year.

AstraZeneca started testing its vaccine in children 6 months and older last month, and Johnson & Johnson has said it will wait for results from trials in older children before testing its vaccine in children younger than 12.

Pfizer and BioNTech plan to request from the Food and Drug Administration an amendment to the emergency use authorization for their vaccine, in hopes of beginning immunizations of older children before the start of the next school year. The companies also are planning to submit their data for peer review and publication in a scientific journal.

They will monitor the participants for two years after the second dose to assess the vaccine’s long-term safety and efficacy. Side effects of vaccines are usually apparent within the first six weeks, said Dr. Kristin Oliver, a pediatrician and vaccine expert at Mount Sinai Hospital in New York.

“Still, it’s good to know that safety monitoring is going to continue,” she said.

resident Joe Biden will unveil an infrastructure plan Wednesday whose $2 trillion price tag would translate into 20,000 miles of rebuilt roads, repairs to the 10 most economically important bridges in the country, the elimination of lead pipes and service lines from the nation’s water supplies and a long list of other projects intended to create millions of jobs in the short run and strengthen U.S. competitiveness in the long run.

Biden administration officials said the proposal, which they detailed in a 25-page briefing paper and which Biden will discuss in an afternoon speech in Pittsburgh, would also accelerate the fight against climate change by hastening the shift to new, cleaner energy sources, and would help promote racial equity in the economy.

The spending in the plan would take place over eight years, officials said. Unlike the economic stimulus passed under President Barack Obama in 2009, when Biden was vice president, officials will not in every case prioritize so-called shovel ready projects that could quickly bolster growth.

But even spread over years, the scale of the proposal underscores how fully Biden has embraced the opportunity to use federal spending to address long-standing social and economic challenges in a way not seen in half a century. Officials said that, if approved, the spending in the plan would end decades of stagnation in federal investment in research and infrastructure — and would return government investment in those areas, as a share of the

economy, to its highest levels since the 1960s.

The proposal is the first half of what will be a two-step release of the president’s ambitious agenda to overhaul the economy and remake U.S. capitalism, which could carry a total cost of as much as $4 trillion over the course of a decade. Biden’s administration has named it the “American Jobs Plan,” echoing the $1.9 trillion pandemic relief bill that Biden signed into law this month, the “American Rescue Plan.”

“The American Jobs Plan,” White House officials wrote in the document detailing it, “will invest in America in a way we have not invested since we built the interstate highways and won the space race.”

While spending on roads, bridges and other physical improvements to the nation’s economic foundations has always had bipartisan appeal, Biden’s plan is sure to draw intense Republican opposition, both for its sheer size and for its reliance on corporate tax increases to pay for it.

Administration officials said the tax increases in the plan — including an increase in the corporate tax rate and a variety of measures to tax multinationals on money they earn and book overseas — would take 15 years to fully offset the cost of the spending programs.

The spending in the plan covers a wide range of physical infrastructure projects, including transportation, broadband, the electric grid and housing; efforts to jump-start advanced manufacturing; and other industries officials see as key to the United States’ growing economic competition with China. It also includes money to train millions of workers, as well as money for initiatives to support labor unions and pro-

Many of the items in the plan carry price tags that would have filled entire, ambitious bills in past administrations.

Among them: a total of $180 billion for research and development, $115 billion for roads and bridges, $85 billion for public transit, and $80 billion for Amtrak and freight rail. There is $42 billion for ports and airports, $100 billion for broadband and $111 billion for water infrastructure — including $45 billion to ensure no child ever is forced to drink water from a lead pipe, which can slow children’s development and lead to behavioral and other problems.

The plan seeks to repair 10,000 smaller bridges across the country, along with the 10 most economically significant ones in need of a fix. It would electrify 20% of the nation’s fleet of yellow school buses. It would spend $300 billion to promote advanced manufacturing, including a four-year plan to restock the country’s Strategic National Stockpile of pharmaceuticals, including vaccines, in preparation for future pandemics.

In many cases, officials cast those goals in the language of closing racial gaps in the economy, sometimes the result of previous federal spending efforts, like interstate highway developments that split communities of color or air pollution that affects Black and Hispanic communities near ports or power plants.

Officials cast the $400 billion spending on in-home care in part as a salve to “underpaid

and undervalued” workers in that industry, who are disproportionately women of color.

Biden’s pledge to tackle climate change is embedded throughout the plan. Roads, bridges and airports would be made more resilient to the effects of more extreme storms, floods and fires wrought by a warming planet. Spending on research and development could help spur breakthroughs in cutting-edge clean technology, while plans to retrofit and weatherize millions of buildings would make them more energy efficient.

The president’s focus on climate change is centered, however, on modernizing and transforming the United States’ two largest sources of planet-warming greenhouse gas pollution: cars and electric power plants.

Administration officials expressed hope this week that the plan could attract bipartisan support in Congress. But Republicans and business groups have already attacked Biden’s plans to fund the spending with corporate tax increases, which they say will hurt the competitiveness of American companies. Administration officials say the moves will push companies to keep profits and jobs in the United States.

Joshua Bolten, president and CEO of the Business Roundtable, a powerful group representing top business executives in Washington, said Tuesday that his group “strongly opposes corporate tax increases as a pay-for for infrastructure investment.”

“Policymakers should avoid creating new barriers to job creation and economic growth,” Bolten said, “particularly during the recovery.”

Biden announces actions to combat anti-Asian attacks

resident Joe Biden on Tuesday laid out plans to address rising racism against Asian Americans, increasing accessibility to hate crime data, requiring new training for local police and establishing nearly $50 million in grants to support survivors of domestic violence and sexual assault who face language barriers.

The Justice Department will also review for the next month how it can better crack down on violent acts against people of Asian descent in the United States, including by prioritizing prosecution of those who commit hate crimes.

The steps by the federal government to combat racist violence came a day after a man was captured on surveillance video in New York stomping on a 65-year-old woman while making anti-Asian remarks. Biden also traveled to Atlanta this month to express grief for victims of a mass shooting in which a gunman killed eight people, six of whom were women of Asian descent.

“We can’t be silent in the face of rising violence against Asian Americans,” the president wrote on Twitter Tuesday, adding, “These attacks are wrong, un-American, and must stop.”

Quelling an increase in racist acts, including violent attacks against Asian Americans and Pacific Islanders, has been one of the early challenges of Biden’s presidency. In his first week in office, he condemned xenophobia against Asian Americans and Pacific Islanders and directed the Health and Human Services and Justice departments to develop ways to combat racist actions. The details released by the White House on Tuesday were the next step in carrying out plans to address the problem.

Biden will also appoint a White House official to review policies across the government affecting Asians, Hawaiians and Pacific Islanders.

As part of Biden’s stimulus relief package, the Department of Health and Human Services also established grants for survivors of domestic violence and sexual assault who may struggle to get help because of language barriers.

“This program will expand services to domestic violence survivors from Asian American, Native Hawaiian and Pacific Islander

communities,” the White House statement said.

The Justice Department will publish a new hate crimes page with a focus on attacks against Asian Americans and Pacific Islanders, and the FBI will soon hold civil rights training events to encourage reporting of hate crimes.

Language barriers and concerns over questions of immigration status have made some victims reluctant to report crimes.

Attorney General Merrick Garland told Justice Department employees Tuesday that the rise of reported hate crimes required “renewed energy and emphasis on investigation and prosecution, increased community outreach and the improved collection of data critical to

understanding the evolving nature and extent of hate crimes.”

As part of the Justice Department’s 30day review, officials will also consider how prosecutors can use civil penalties to address acts of bias that do not rise to the standard of a hate crime. Hate crime charges can be difficult to prove in court.

In some states, including New York, prosecutors need to show that victims were specifically targeted because of their race. Experts have said that establishing such a motive for attacks against Asians is even more challenging because there is no widely recognized symbol of anti-Asian hate, such as a noose or a swastika.

“Hate crimes persist and continue to have a toxic effect on our society,” Garland wrote in a memo.

Many Democrats have suggested that President Donald Trump bears some responsibility for the surge in anti-Asian attacks. They say Trump fanned anti-Chinese sentiment in particular throughout the pandemic last year, calling the coronavirus the “China virus.”

The Biden administration’s response won praise from members of Congress, including Sen. Mazie Hirono, D-Hawaii, who along with Sen. Tammy Duckworth, D-Ill., criticized the administration last week for lacking Asian representation at its highest levels.

“Racism is never far below the surface in our country, which is all too evident as the AAPI community has experienced escalating attacks and targeted violence during the pandemic,” Hirono said, referring to Asian Americans and Pacific Islanders. “We must confront the systems that have allowed this hatred to fester and spread, and today’s clear demonstration of presidential leadership is a critical step forward.”

US gov’t is pausing payments for more student loans, but only if they’re in default

bout 1 million student loan borrowers who were left out of earlier relief efforts are getting a reprieve — but only if they have defaulted on their loans.

The Education Department said Tuesday that it will temporarily stop collecting on defaulted loans that were made through the Family Federal Education Loans program, or FFEL, and are privately held.

“Our goal is to enable these borrowers who are struggling in default to get the same protections previously made available to tens of millions of other borrowers,” said Education Secretary Miguel Cardona.

The change, however, still leaves millions of other borrowers in that program responsible for payments while the bulk of the country’s student loan borrowers have had theirs paused.

Education Secretary Miguel Cardona said Tuesday his goal is to help borrowers who are in default “get the same protections previously made available to tens of millions of other borrowers.”

Since last March, 43 million borrowers with federal loans owned by the government have had the option to halt their payments. But roughly 6 million borrowers whose loans were part of FFEL were left out, because the government did not own the loans.

For many decades, federal student loans were insured by the government but made by private lenders. In 2010, Congress ended that system and switched to making direct loans owned by the Education Department. During the Great Recession, the government purchased some — but not all — of the private lenders’ existing federal loans.

That created a two-tiered system last year when the Education Department put the loans it directly holds, including FFEL loans that it owned, on a pandemic timeout. Loans that were still privately held were not affected.

rrowers who are still making payments on those privately held FFEL loans or have fallen only a few months behind. There are around 5.4 million borrowers in that category, who together owe $134 billion, according to Education Department data.

Tuesday’s announcement is intended to prevent defaulted borrowers from having their tax refunds seized by the Treasury Department through a program that is often used to collect overdue student loan debts. Any seized refunds or wage garnishments that were taken since March 2020 will be retroactively refunded, the Education Department said.

The freeze will extend through Sept.

30, when collections are scheduled to restart on all federal student loans. Nearly everyone who is eligible for the freeze has taken advantage of it: Of the nearly 43 million people with federally owned loans, only 400,000 are still making payments, according to Education Department data.

The Ifo Institute said Germany’s extended lockdown is delaying a recovery. “We are definitely in that mode of a potential further reduction in risk, which would be supportive for the dollar,” said Derek Halpenny, head of research for global markets at MUFG. “If you were to pick a top concern, then it would be the COVID situation, with new cases in emerging markets back to record highs and what’s happening in Europe. It does not tally with global optimism for synchronised global growth,” Halpenny added.

A terrifying disease stalks seaside Australia: flesh-eating ulcers

T

o Rob Courtney, it looked like a sunburn.

But after a few days, the redness and inflammation got worse. Soon, the skin on his right foot was split open, the wound oozing.

His doctor sent him straight to the emergency room.

Then came the horrifying diagnosis: Courtney was infected with a species of flesheating bacteria.

In recent years, cases of the disease, known as Buruli ulcer, have exploded in the seaside area where Courtney, 80, lives in southeastern Australia.

As he would learn, it is a fearsome intruder.

The ulcer left the flesh on his foot corroded and gangrenous. It devoured a skin graft.

Eventually, doctors prescribed the same powerful antibiotics used to treat leprosy and tuberculosis. The drugs made him feel nauseated and fatigued, and turned his sweat and tears orange.

He spent nearly 50 days in the hospital.

“It’s been a bit of a journey,” Courtney said recently as he lay on an examination table at his local clinic, where he has endured a daily wound dressing for several weeks. “I wouldn’t recommend it.”

Buruli ulcer has been reported in 33 countries, primarily in Africa, where a lack of access to health care can mean that cases go on for months, sometimes resulting in disfigurement and disability.

In Australia, where cases of the ulcer have been recorded since the 1940s, the recent increase in infections has brought new attention to the neglected disease. That, along with a growing global interest in infectious diseases, has raised hopes that scientists might finally have the resources to crack its code.

The area hit hardest in Australia is the Mornington Peninsula, in the state of Victoria.

More than 180 cases per year have been reported in the state since 2016, peaking in 2018 at

No one knows exactly how the infection spreads or why it has flared on the Mornington Peninsula, an affluent region less than 50 miles from Melbourne where cafes line leafy boulevards and thousands of tourists visit each year.

Scientists think that Buruli ulcer — and up to 75% of emerging diseases, including the coronavirus — is zoonotic, meaning it jumps from animals to humans. They say zoonotic diseases are becoming more common in part because of human encroachment on wild environments.

As for the spike in cases in Victoria, the leading theory is that possums, a marsupial native to Australia, carry the bacteria, which are then transmitted to humans by mosquitoes that have come into contact with the animal’s feces.

The bacterium has long been present, but “what we’ve done is stumbled into it and maybe helped it to amplify and become the unwitting victims,” said Dr. Paul Johnson, a physician and professor of infectious diseases at Austin Health in Melbourne. “We’ve provided situations where it can expand rapidly and cause human disease.”

In recent years, as attention to the disease has increased funding for research, Johnson and others have been trying to figure out exactly how Buruli ulcer is transmitted. To test their theory, the scientists are working to reduce the number of mosquitoes on the Mornington Peninsula to see whether cases of Buruli ulcer drop as well.

On a Saturday in late February, Johnson and Tim Stinear, a professor of microbiology at the Doherty Institute at the University of Melbourne, led a troop of more than a dozen researchers — clad in yellow “Beating Buruli in Victoria” vests — as they set mosquito traps in the suburbs of the Mornington Peninsula.

The researchers have also been on the hunt for possum feces, which they say has given them a crucial map of hot spots where the bacteria are present. “Once you start looking for this stuff, you see it everywhere,” Stinear said as he knelt in a driveway, using a stick to scoop the scat into a sandwich bag. “Because it is everywhere.”

For those who contract Buruli ulcer, the journey can be arduous, leading to severe ill-

ness and sometimes even amputation and death in older and vulnerable patients. The wounds can take months to heal, scarring patients both physically and psychologically.

“It’s a huge illness to deal with,” said Dr. Daniel O’Brien, an infectious disease specialist based in Geelong, 50 miles southwest of Melbourne. “It becomes quite disconcerting for people in the community.”

On a Friday in March, O’Brien treated Courtney and more than a dozen other patients at a clinic in Sorrento on the Mornington Peninsula. When O’Brien began traveling there about a decade ago, he would see a handful of patients each week. Now he sees up to 50.

He has treated more than a thousand patients, both in Australia and overseas, for the disease. Many of those in Australia are older, but others are young teachers, laborers and even children.

He measures their lesions gently with a ruler, marking them to track their progression.

Although ulcers look like the stuff of nightmares — some eat all the way to the bone — most patients describe them as painless. The flesh-eating toxin produced by the bacteria presents a peculiar horror: It both weakens the immune response and numbs the flesh it is consuming. It’s “quite an extraordinary organism, really,” O’Brien said of the bacterium, “and a formidable foe.”

In Courtney’s case, the ulcer had ravaged the top half of his foot before doctors could give a diagnosis. They have since performed surgeries to remove the necrotic, concrete-like tissue.

“Unless you get rid of that dead flesh, the skin will never heal,” said Dr. Adrian Murrie, a physician at the clinic who has been treating Courtney.

Other patients with less severe cases sometimes decline treatment, instead opting for natural remedies like applying heat and clay.

Although the body can occasionally fight off smaller ulcers, such treatments can pose a danger in serious cases, O’Brien said.

In most cases, the course of treatment is antibiotics. Previously, the disease was largely treated with surgery, but with better medications, the prognosis has vastly improved in recent years. “It was thought the antibiotics didn’t work,” O’Brien said, “because it actually gets worse before it gets better.”

For Courtney, his battle with the disease is far from over. Doctors expect his treatment to last at least another six months.

“When you’re 80 years old and you lose a year,” he said, “you get really savage about it.”

Building a mosque in France, never easy, may get even harder

A

s the temperature hovered around freezing, hundreds of men trickled into a former slaughterhouse on a recent Friday. In the overflow crowd outside, scores more unfurled their prayer mats on the asphalt as the imam’s voice intoned through loudspeakers.

The old slaughterhouse has served as a temporary mosque for the past 21 years for many Muslims in Angers, a city in western France. Construction on a permanent home has stalled since last fall when the City Council unanimously rejected a proposal by Muslim leaders to hand ownership of their unfinished mosque to the government of Morocco in return for its completion. Local members, after donating more than $2.8 million, were tapped out.

Building a mosque in France is a tortuous endeavor at the best of times. Members tend to be poorer than other French people. Turning to foreign donors raises a host of concerns — both inside and outside Muslim communities — that are coming under intensifying scrutiny with President Emmanuel Macron’s new law against Islamism, which is expected to get final approval in the Senate in coming weeks.

Complicating matters for Muslims has been France’s principle of secularism, called laïcité, which established a firewall between state and church. While the government regards itself as strictly neutral before all faiths, the law effectively made the state the biggest landlord of Roman Catholic churches in France and the guardian of cultural Roman Catholicism.

Under the 1905 law, no public funds can be spent toward building any religious facilities. But the law also made all religious buildings built before the statute was passed the property of the state, which maintains them and allows them to be used free for religious services.

Muslim communities find the decks stacked against them. Today, critics of the system note, taxpayer money effectively subsidizes a shrinking religion, Catholicism, while the system disadvantages France’s fastest-growing faith, Islam.

While insignificant in 1905, France’s Muslim population has grown rapidly since the 1970s, and is believed to now number about 6 million, or around 10% of the total population. About 2 million of them practice their faith in 2,500 mosques that receive little or no public money, according to a 2015 Senate report.

By contrast, France has 3.2 million practicing Catholics who have access to about 45,000 church buildings, 40,000 of which are owned by the government and maintained with taxpayer money, according to the report.

The disparities also touch on everything from government subsidies to private schools to credits on personal income for donations, which overwhelmingly favor Catholics and high-income taxpayers. But they are perhaps most glaring in physical structures. Even as Macron has pledged to nurture an “Islam of France,” followers of the faith suffer from an acute shortage of proper mosques across the country.

Unable to finance mosque-building themselves, generally unassisted by the state, Muslim communities have turned to governments abroad for help.

But that may now become more difficult under Macron’s new law, which is intended to combat Islamism by toughening rules on secularism and controls over religious organizations, including tightening the flow of foreign donations.

Even before new law was drafted, the City Council of Angers used real estate regulations last year to stop mosque leaders from turning to Morocco. A provision in Macron’s law would allow the national government, too, to oppose the sale of religious buildings to a foreign government if French authorities consider the sale a threat.

Macron has said that the legislation is critical to fighting the kind of radical ideology that has sent French youths to fight in Syria and led to the deaths of more than 250 French people in terrorist attacks by Islamic militants since 2015. Last fall, four people were killed in three separate terrorist attacks.

But critics say the law risks conflating Islamists with Muslims, who even leaders of the Catholic Church in France acknowledge have long been placed at a disadvantage.

Archbishop Éric de Moulins-Beaufort, head of the French Bishops’ Conference and the top Catholic official in France, said that the 1905 law had led to an “inheritance effect,” sometimes indirectly privileging French Catholicism even as it sought to institute a religion-neutral state.

Muslims who had immigrated from France’s former colonies but who had not been integrated into French society suffered a “great injustice,” de Moulins-Beaufort said in an interview.

“We didn’t care at all about their religious needs,” he said.

More than a century later, the 1905 law’s effects are such that the government finances the upkeep of 90% of Catholic church buildings, according to the 2015 Senate report. By contrast, it owns and maintains 12% of Protestant buildings, 3% of synagogues and no mosques.

“There is considerable French hypocrisy on this point,” Thomas Piketty, an economist known for his work on inequality, said in an interview. “We pretend that the republic doesn’t subsidize any religion, but the truth is we finance the renovation of religious buildings built before the 1905 law, which happen to be nearly all Christian buildings.”

In Angers, the city devotes about $770,000 a year to the upkeep of the religious buildings it owns, which include 10 Catholic churches, a synagogue and a Protestant church, as well as two facilities used by Muslims, including the former slaughterhouse. The two Muslim organizations using the facilities received a total of about $3,500 from the city last year, according to their leaders, who said that about 1,500 people regularly attended Friday prayer.

The mayor, Christophe Béchu, declined interview requests. Catholic officials in Angers did not respond to multiple requests for information about attendance at Sunday Mass.

Muslim communities can only raise private donations or turn to foreign governments for help in building mosques — with both options presenting obstacles.

That explains why, in recent years, many mosque construction projects across France have been abandoned or delayed because of lack of financing or suspicion of foreign money — as well as resistance among local non-Muslims.

The members of the Association of Muslims of Angers resolved to build a mosque 40 years ago. In the early years, they gathered and prayed in basements and garages before the city provided access to the former slaughterhouse, said Mohamed Briwa, the group’s president.

Ground was broken in 2014 on a center expected to be large enough to accommodate 2,500 worshippers, financed by members contributing a total of $2.8 million.

Feeling that the mosque could not be completed with local donations, leaders last fall agreed to give the building to the government of Morocco, a French ally, in exchange for its completion — though some members were opposed because donors had contributed on the premise that the facility would belong to the community.

Morocco and Algeria, two former French colonies, as well as Saudi Arabia, have financed the construction of about a dozen mosques in France, according to a 2016 report by the French Senate.

Still, the decision by the mosque leaders to turn to Morocco came at the worst possible time — just before the three terrorist attacks last fall.

The City Council unanimously rejected the sale, citing real estate regulations. But the mayor explained that the decision was also aimed at “keeping a neutrality that we need on our territory for the serene practice of an Islam of France.”

Silvia Camara-Tombini, a Socialist councilor, acknowledged that Muslim associations in Angers and elsewhere were in a Catch-22: While they were unable to raise funds on their own, France was making it harder to look for money abroad.

“Under the law,” she said, “there’s really no other way.”

The crucial memory unit, which apparently broke loose from the cockpit voice recorder on impact, could reveal the final words of the pilot and co-pilot as the Boeing 737-500 plummeted into the sea Jan. 9.

The module was recovered Tuesday night and brought to shore Wednesday by a Coast Guard ship. Officials said they believed that the module was still functional and that it would take three days to a week to download and read its data.

The aircraft crashed minutes after taking off from Soekarno-Hatta International Airport near Jakarta, the Indonesian capital, killing all 62 people aboard, including six active crew members.

The cockpit voice recorder is one of two so-called black boxes carried by commercial aircraft that record flight data and voice communications. The data recorder, which records information about the jet’s mechanical operation, was recovered three days after the crash.

Divers searching in waters about 60 feet deep initially found the broken casing of the cockpit voice recorder. But its memory module, which records such sounds as engine noises and cockpit conversations, remained elusive.

In a search hampered by rough weather and poor visibility, divers tried for six weeks to locate the unit without success. Officials tried various other methods and then brought in a dredging ship last week to pump up mud and sand from the seafloor.

Officials said they had planned to halt operations with the dredging ship Wednesday if they had not found the device by then.

“There’s a mud sucker that works like a vacuum cleaner,” said Soerjanto Tjahjono, chief of the National Transportation Safety Committee. “We extracted the mud down to 1 meter deep. Last night, when it was the last night of the search, we found it.”

Before the dredging operation began, divers spent about two weeks removing as much airplane debris as possible from the site.

For the past week, the dredging vessel pumped up sediment containing aircraft parts and workers sifted through it until they found the memory unit.

Nurcahyo Utomo, the committee’s head of air safety investigation, said that investigators would dry out the module overnight and remove salt deposits before connecting it to a cockpit voice recorder and retrieving its data.

“Our hope is that we will gather a lot of information on what happened and the steps taken in the cockpit during that flight,” he said.

A preliminary crash investigation by the committee, which was based in part on information from the data recorder and maintenance records, concluded last month that a difference in the level of thrust between the plane’s two engines might have contributed to the aircraft rolling over before it plunged into the sea.

A difference in the level of thrust — the force of the engines that propels the aircraft forward — can make planes difficult to control, but it is unclear why that problem might have occurred during the Sriwijaya flight.

Officials hope the recovered memory module will shed some light on why the pilot and co-pilot were unable to recover control of the plane, which plummeted more than 10,000 feet in less than a minute.

“Without the cockpit voice recorder, it would be very difficult to know the cause in this Sriwijaya 182 case,” Soerjanto said.

The Sriwijaya aircraft was the third to crash into the Java Sea in just over six years after departing from airports on Java, one of Indonesia’s five main islands.

In December 2014, Air Asia Flight 8501 crashed into the Java Sea off the coast of Borneo with 162 people aboard as it flew from the Indonesian city of Surabaya to Singapore. Investigators eventually attributed the disaster to the failure of a key component on the Airbus A320-200 and an improper response by the flight crew.

And in October 2018, Lion Air Flight 610 nose-dived into the Java Sea northeast of Jakarta minutes after taking off for Pangkal Pinang with 189 aboard. Investigators concluded that the anti-stall system malfunctioned on the Boeing 737 Max, a newer model than the Boeing that crashed in January.

A dollop of FDR and a dash of Reagan equal a Biden boom

fter our presidential election I wrote that what had just happened felt to me as if Lady Liberty had been crossing Fifth Avenue when out of nowhere a crazy guy driving a bus ran a red light. Thankfully, “Lady Liberty leapt out of the way barely in time, and she’s now sitting on the curb, her heart pounding, just glad to be alive.” But she knows just how narrowly she escaped.

I hoped that once Joe Biden took charge my anxiety over how close we came to losing our democracy would soon fade. It hasn’t.

Just listen to Donald Trump or Sen. Ron Johnson or Fox News whitewashing the ransacking of the Capitol as a Republican white boys’ picnic that just got a little rowdy.

Just listen to Trump’s former lawyer Sidney Powell trying to escape a lawsuit by arguing that no serious person would have believed her claims that Dominion Voting Systems machines had helped to perpetrate a stolen election. Just watch Georgia’s legislature pass a measure supposedly designed to prevent the very fraud that Powell now says never happened by creating obstacles for Black voters — even making it a crime for anyone to serve water to someone waiting hours in a voting line.

Yes, that crazy bus driver is still out there and Lady Liberty is still in danger of being run over.

Instead of the GOP sitting down after the election and resolving, “Let’s complete a bridge to the votes of a diverse 21st-century America — where a GOP message of immigration reform, plus pro-business, pro-law-and-order, prosmaller-government ideas could win” — it’s decided to burn down any pieces of that bridge and compete only for a white-dominated 20th-century America.

As Michael Gerson, the former George W. Bush speechwriter and now columnist for The Washington Post, put it the other day: “One of the United States’ venerable, powerful political parties has been overtaken by people who make resentment against outsiders the central element of their appeal. … Elected Republicans who are not bigots are generally cowards in the face of bigotry. And that is a shocking, horrible thing.”

Which is why this Trump GOP must never be allowed to occupy the White House again. It also cannot be trusted to cede power. It barely did so in January, and it shows no signs of regretting its behavior. Which is why, if we want to preserve our democracy, we still have the fight of our lives on our hands.

The key to winning that fight is for Biden to succeed well enough and long enough for this anti-democratic Trump version of the GOP to flame out and be replaced by a new, principled, center-right Republican Party, ready to compete for 21st-century America. (We need a healthy conservative party to keep some of the excesses of liberal Democrats in check, like cancel culture.)

And the key to that is for Biden to deliver real stuff that enables all Americans to realize their full potential. And the key to that is to make sure that the $1.9 trillion stimulus and his coming $3 trillion green/infrastructure proposal actually deliver as promised. And the key to that is for Biden to not only channel his inner FDR but also a little Ronald Reagan and some rip-roaring capitalism.

Democrats are all agog that Biden was able to pass more stimulus dollars than Barack Obama. What will make a sustainable difference, though, is whether the Biden stimulus doesn’t just rescue the poor but also propels the private sector to start new companies and create more good jobs that improve productivity and sustainably boost living standards, so that we’re not just redividing the pie, but rather growing the pie.

Despite concerns that the $1.9 trillion could drive up interest rates to levels that tank the stock market and crimp government borrowing and discretionary spending down the road, there are lots of signs that we could be headed for just such an explosion in entrepreneurship.

Consider this report from The Wall Street Journal on Friday: “After a year of economic shutdowns and other changes brought on by COVID-19, rents for Manhattan storefronts, apartments and work spaces have been marked down to their lowest prices in years. That is already bringing

in new small businesses and residents, and has the potential to change the character of the city’s most-exclusive borough. … New York state as a whole saw its highest number of new businesses launched last year since 2007.”

If we do this right, Biden’s stimulus will fuel an already restructuring economy and supercharge it. With so much cheap money available, so much cheap access to high-powered computing, so many new services being digitized and so many new problems to solve, we have all the ingredients for a burst of innovation, startups and creative destruction.

What would Trump do if he presided over such a boom? HE’D PUT HIS NAME ON IT. That’s what Biden should do. If it comes, call it the “Biden Boom” — and celebrate entrepreneurs, capitalists, job creators, farmers and all those who work with their hands. Make clear that they all have a home in the Democratic Party, not just left-wing educated elites. That’s how you win the midterms.

Biden also needs to maximize his green aspirations. It’s not just about unleashing spending. It also about unleashing capitalism. The key to a green revolution is scale. You need a whole lot of everything — wind, solar, hydro, nuclear, batteries, efficient materials. And the only way to get that kind of scale is by leveraging the market — by getting all kinds of public-private partnerships going that reduce carbon and grow profits.

The government can catalyze these in two ways. The first is to use its buying power to drive down costs. For instance, “offshore wind used to be much more expensive than onshore wind,” explained Hal Harvey, CEO of Energy Innovation, “but then the British and Danish governments stepped in to subsidize it and move it down the cost-volume curve. Now it is a huge and cost-effective resource.”

The Biden team just announced $3 billion in loan guarantees to do exactly the same here. Kudos!

Then, once these green technologies are affordable, said Harvey, “you stimulate the private sector to make them steadily cheaper and more efficient by having the government set improved performance standards every year” — like California recently did, requiring the end of internal combustion engines in cars by 2035, and the way Obama did in 2012, when he required U.S. automakers to nearly double the average fuel economy of new cars and trucks by 2025.

That is how you get scale, Harvey added: “You enable the private sector to deliver public goods” — for a profit. The government makes new technologies more cost effective, and the private sector, spurred by ever-stronger standards, “makes them ubiquitous.”

That’s just smart capitalism. And it’s the surest way to ensure the success of Biden’s two gigantic spending bills and deal a knockout blow to this pathetic dumpster fire called the Trump GOP. That would be a gift to both liberals and principled conservatives — and to Lady Liberty.

UPR Mayagüez aprueba una maestría en línea en Economía Agrícola única en el Caribe Por THE STAR

l Recinto Universitario de Mayagüez (RUM) de la Universidad de Puerto Rico (UPR) cuenta con su primera maestría en línea en Economía Agrícola, del Colegio de Ciencias Agrícolas (CCA), aprobada por la Junta de Instituciones Postsecundarias (JIP) del Departamento de Estado en Puerto Rico y la Junta de Gobierno de la UPR. Este logro posiciona al recinto mayagüezano de la UPR como la única institución de la Isla y el Caribe en contar con un currículo de educación a distancia en la importante disciplina de la Agricultura.

El currículo de 30 créditos, fue desarrollado por el doctor Julio César Hernández Correa, catedrático del Departamento de Economía Agrícola y Sociología Rural, adscrito a la Estación Experimental Agrícola (EEA), en colaboración con el Centro de Recursos para la Educación a Distancia (CREAD), que dirige el doctor José Ferrer López.

“Es un paso para la internacionalización de la Universidad de Puerto Rico y, principalmente, atender otros mercados como el latinoamericano y el de Estados Unidos hispano. En nuestro Departamento estamos bien contentos con que ya, por fin, veamos el resultado de todo el trabajo realizado para lograrlo”, indicó Hernández Correa.

El catedrático e investigador del CCA relató que tras la encomienda del doctor Raúl E. Macchiavelli, decano y director de Ciencias Agrícolas, comenzó a desarrollar el proyecto hace cinco años, precisamente, a un mes de su llegada laboral al campus mayagüezano de la UPR. Para ello, junto a la doctora Gladys González, como coinvestigadora, obtuvo una subvención de 150,000 dólares del National Institute of Food and Agriculture (NIFA), entidad del Departamento de Agricultura Federal (USDA), con la propuesta titulada Developing a High Quality Human Capital in Agrobusiness through Long Distance Education Program.

Asimismo, recibió otro apoyo de NIFA de 150,000 para la propuesta nombrada Consolidating Premier Master in Science Program in Agriculture Economics, cuyo investigador principal fue el doctor Alwin Jiménez, y Hernández Correa, el coinvestigador.

“Con esos dos proyectos, recibimos unos 300,000 dólares para desarrollar esta maestría, porque pudimos dedicar

tiempo para preparar los materiales, grabar las clases, y contar con el apoyo de los asistentes de cátedra. Además de obtener equipos, principalmente computadoras y tablets, entre otros. Grabamos unas 250 clases y algunas de ellas ya están ubicadas en You Tube, porque son temas bien especializados que le interesan a mucho público, en su mayoría de Latinoamérica y Estados Unidos”, explicó.

Por su parte, el doctor Ferrer López, director de la División de Educación Continua y Profesional (DECEP) y de CREAD, indicó que se trata de un paso muy importante para el ámbito de la educación a distancia.

“Para nosotros en CREAD fue sumamente emocionante participar de este proyecto. La misión de nuestro Centro es impulsar que, en los procesos administrativos o académicos, tengamos cada vez más posibilidades de ofrecer estos cursos o estos grados completamente a distancia. Así que el doctor Hernández es uno de los precursores, dentro de nuestro Recinto, en lograr grados completos, en esta modalidad, a través de sus propuestas con fondos federales. Nuestro Centro apoya el desarrollo de materiales educativos de alta calidad. En el caso de la maestría de Economía Agrícola, surge como un proceso de ingeniería inversa, en el que decidimos establecer cuáles son los pasos dentro de lo que es el diseño curricular y la forma de desarrollar los materiales educativos. Luego de que están creados, y que se pueden ejecutar y facilitar, es que, entonces, se lleva a cabo la parte del manejo de documentos

para que la Junta de Gobierno lo reconozca como grado, no como cursos individuales y que luego, cuente con el aval de la JIP. Ha sido un trabajo colaborativo muy emocionante”, indicó el director de CREAD, entidad que cuenta con el sello de Quality Matters, prestigiosa organización que avala las mejores prácticas en educación a distancia.

Esta maestría está principalmente dirigida a personas que hayan completado bachilleratos en Ciencias Agrícolas y Administración de Empresas.

“Esos son nuestros dos públicos. En Puerto Rico, pues en ese perfil, hay, aproximadamente 53 mil personas que tienen bachillerato en una de esas áreas, y no tienen maestría. Al ser educación en línea, podrían matricularse desde cualquier parte de la isla. Del mismo modo, pueden hacerlo los estudiantes internacionales. Ya nosotros hemos comenzado algunos cursos en esa modalidad y tuve una estudiante que se conectó desde el estado de Georgia”, destacó Hernández Correa.

“La calidad de lo que tenemos para ofrecer al público en general es muy superior, incluso más que lo que ofrece la mayoría de las universidades en línea de Estados Unidos. Sabemos que va a ser un éxito”, puntualizó.

Mientras, el doctor Jorge Haddock, presidente de la UPR y el doctor Agustín Rullán Toro, rector del RUM, coincidieron en que se trata de un paso concreto hacia la agenda institucional de internacionalizar la oferta académica del mayor centro docente del país.

“Una vez más, el talento, conocimiento y compromiso de nuestra gran facultad nos permite hacer historia con esta maestría, con la que posicionamos a la Universidad de Puerto Rico a nivel global, en dos especialidades que son vitales para el bienestar de nuestras comunidades, la economía y la agricultura. Como principal centro docente y científico de la isla, la UPR es motor de transformación para nuestra sociedad, por lo que continuamos identificando áreas de oportunidad para presentar una oferta académica innovadora, que forme y capacite a las futuras generaciones para enfrentar los retos de sus tiempos.

n 2016, when the wildly prolific multi-instrumentalist and songwriter Jenn Wasner released her first solo album as Flock of Dimes, she felt she had something to prove.

“I had internalized a lot of the assumptions that people make about women in music,” said Wasner, then best known as one-half of the indie-rock duo Wye Oak. “I felt a lot of resentment about not getting the benefit of the doubt of my own artistry.” So she doubled down on that time-tested indie ethos of Do It Yourself — writing, producing and playing just about every instrument on “If You See Me, Say Yes.” “As it turns out,” Wasner, 34, recalled in a recent video chat from her home near Durham, North Carolina, “that’s not always what makes the best record.”

“If You See Me” is full of dazzling sounds and bright melodic ideas, but it stimulates the mind more frequently than it pierces the heart. “As someone who is very obsessed with language, I think sometimes it can actually be a barrier to feeling,” Wasner added, lounging on a sage-green sofa that — she suddenly realized, catching a glimpse of her digital reflection in the Zoom screen — was the same color as the cozy sweatshirt she was wearing. “I think that record, and pretty much any record you could point to would be better with some form of collaborative expression.”

“Head of Roses,” the second Flock of Dimes full-length, out Friday, is that better record — one of the highlights of Wasner’s long, winding career. It’s also the project that revealed a creative paradox: Sometimes what an artist needs to become even more of herself is a little help from her friends.

“I got the impression she was trying to get out of her head,” said Nick Sanborn, half of the electro-pop band Sylvan Esso, who coproduced “Head of Roses” with Wasner. “Being her friend, it’s obvious that her range is so broad and encompasses so many different things.”

A respected veteran of the underground music scene, Wasner is multifaceted almost to a fault, in a music industry obsessed with elevator pitches and genre-based pigeonholing.

“Because I’m drawn to experimenting with so many different kinds of aesthetic choices,” she said, “people are often like, ‘I don’t really know what you do. We don’t know where to put you.’”

“But that’s just a big part of who I am, and not something I want to change about myself,” she added. “It’s a source of joy.”

Even in Wye Oak, formed in 2006, Wasner and her bandmate, Andy Stack, seem allergic to repeating themselves. After garnering acclaim for “Civilian,” a breakout 2011 album full of off-kilter rhythms and Wasner’s inventive guitar playing, they followed it with a record centered around synthesizers, “Shriek,” in 2014. Their most recent EP, “No Horizon” from 2020, prominently featured choral arrangements sung by the Brooklyn Youth Chorus.

Over the past decade, Wasner has formed multiple side projects and played in the touring bands of artists like Sylvan Esso and Dirty Projectors; in 2019, she joined Justin Vernon’s Bon Iver. “I think the way the industry is set up, in order to relea-

But, she reflected, “I had created this world of constant busyness and work that pretty much prevented me from spending any time sitting with myself and examining my inner world.” So “Head of Roses” is the answer to a particular riddle: What happens when one of the hardest-working musicians in indie rock suddenly has to sit still for a year?

Wasner’s most recent romantic relationship ended just before the pandemic began. (When I mention that not every musician was able to stay creatively inspired over the past year,

she laughed: “I would recommend to those people to try being completely eviscerated by heartbreak!”) For the first time in her adult life, Wasner found herself without her usual distractions — no tour to embark upon, no new band to join.

“There was nothing to do but sit with my pain and myself,” she said. “I was so grateful to be able to turn to making music, because it was one of the last remaining things available, as a source of comfort for me.”

Or, as she sings on a spacious, twangy new song, “Walking,” sounding more contented than aggrieved, “Alone again, alone again, my time it is my own again.”

Over the past year Wasner wrote songs constantly, deepened her yoga practice and taught herself how to cook — something she’d never taken the time to do, in half a life spent on tour. (“No one’s going to be thrilled at a home-cooked meal from me, but it’s certainly better than it was before this whole thing started.”)

In July, she assembled a small pod of trusted collaborators in a nearby studio. Sanborn sometimes joked that she should call the album “The Many Faces of Was.” More than anything she’s released before, “Head of Roses” makes room for the multiplicity of Wasner’s artistic voice. None of the singles sound anything alike — not the springy, off-kilter pop of “Two” nor the slow-burning, psych-rock of “Price of Blue” — and none of them quite prepare the listener for the gorgeously subdued second half of the album, which features several of the most stirring ballads Wasner has ever recorded. The common element holding all of these disparate parts together is her luminous, jewel-toned voice.

Which is not to say that Wasner has abandoned her avowed penchant for challenging arrangements or nontraditional time signatures. “Watching her do some of these songs solo,” said Wasner’s friend Meg Duffy, a guitarist who played on the album and records as Hand Habits, “I’m like, how do you even do that? It seems like doing algebra while doing ballet.”’

But now, Wasner wants the more cerebral elements of her music to work, first and foremost, in service of a feeling.

“Everything I’ve learned this year about trauma and healing supports the idea that music is important,” Wasner said.

“It can subvert a lot of the defenses we enact around the softer parts of ourselves — the parts that may need to be seen and healed the most. Those defenses are very hard to get past. But music might be the art form that is best able to get around those barriers and reach us where we need to be healed.”

Bags, bootlegs and art: A quirky communion on Canal Street

T

he central section of Canal Street, between the thrum of Chinatown and the maw of the Holland Tunnel, is a great artery only in the utilitarian sense. In the early 1800s, an actual canal moved water fouled by manufacturing waste to the Hudson River. Some planners imagined a Venice-like promenade, but it was rudely paved over instead.

Until recently, the stretch was home to surplus businesses — metal, plastics, rubber, glass, textiles — dotted with souvenir shops, often concealing counterfeit ateliers. It was a magnet for artists too: A few still live nearby, in lofts they’ve inhabited since the 1980s. For the rest, the area lost its main draw in 2014, when the art-supply mecca Pearl Paint closed.

“When New York was a producing town, this is where you would meet people in your field,” said Leon Ferrer, who works at Canal Rubber, one of a few such businesses surviving.

“We were blessed to have an area like this.”

For the city’s powerful, central Canal Street is a problem to solve — and a redevelopment opportunity. First, Bloombergera rules made landlords liable for counterfeits in their buildings.

Then developers bought out small owners, awaiting an upscale bonanza. It has yet to materialize. And this past year, the combination of the pandemic and windows being boarded up for fear of riots only deepened the anomie.

And yet here are artists, once again, doing what they do — messing up the story.

For the past few months, the storefront at 327, a weathered three-story building between Mercer and Greene, has gathered artists, street characters, neighbors such as Ferrer and passersby in quirky communion, raising ghosts of Canal’s past while planting new creative seeds.

As the temporary home of the Canal Street Research Association, invented by artists Alexandra Tatarsky and Ming Lin, who worked with curators Constanza Valenzuela and Jack Radley, it has been many things at once. It has been a physical venue for the pair’s Shanzhai Lyric art project, which considers bootleg — or shanzhai — goods, and particularly the oddball text on apparel, as the starting place for a kind of poetry. There has been art on view by friends; and books on economics, literature and philosophy. The fashion label Puppets and Puppets has presented new creations in the space. There have been window projections of art films with local connections. One depicts a 2006 performance on Canal of artist Yoko Inoue unraveling American-flag sweaters, commissioned from artisans in Ecuador, into balls of yarn for sale.

And the project has become a memory bank. Tatarsky and Lin walked the length of Canal, photographing every facade, and tacked up the photographs in order in the storefront.

Visitors have penciled annotations directly on the wall. The result, a kind of haphazard sociology, blends real-estate insight (“This sign pays for the whole mortgage”), art-history factoids (“David Hammons got the plastic moulds for his snowball sale here!”), and tales of hangovers, tattoos and other incidents.

Dave’s Luncheonette (“After the Mudd Club at 4 a.m., all the artists would get chocolate egg creams,” reads a note from Chinatown art-collective veteran Bing Lee); and living ones such as Clandestino (“The least objectionable bar in NYC — I think?”).

Everything about the Canal Street Research Association is provisional.

The space was available because United American Land, the firm that bought the building in 2016, adding to its large portfolio along Canal Street, organized other landlords behind a pop-up model in the past few years to build buzz through art and trendy brands. But Wallplay, the creative agency that ran the program, folded in February, leaving the Canal Street Research Association to deal directly with a landlord unimpressed with their scruffy, bootleg-friendly energy.

Jack Laboz, a principal in United American Land, said the vision was to attract “a tenant like somebody from Tribeca or Nolita, or an art gallery.”

Tatarsky and Lin, he said, “shed some light on the block, and it was fun to see.” Still, he was pulling the plug. The storefront venture will close Wednesday.

And if the Canal Street Research Association’s time was ending, it was only in this form. They will be moving immediately to a new space, at 264 Canal St., an upstairs office open by appointment. Though no longer in a storefront, they said, they intend to continue street-level events for the next few months now that the weather is warming. (Their Instagram feed will have details.)

Perhaps it was meant to be this way. The concept of shanzhai encourages impermanence, they said. That term has come to refer to counterfeit goods, but originally it meant “mountain hamlet,” with roots in a Chinese tale in which robbers and other resisters fight a corrupt regime. The story itself has multiple versions, its authorship ambiguous.

Likewise, they said, Chinese landscape painting left empty space on the scroll, welcoming marks by future writers. Their photomap of Canal Street proceeded in that same spirit, as would the project’s next iteration with their move to a new location.

“We are grateful to all shanzhai poets,” the artists wrote in an email. “The research continues.”

A ‘game changer’ for patients with esophageal cancer

F

or decades, esophageal cancer has defied scientific attempts to discover a therapy that extends patients’ survival, year after year claiming the lives of such illustrious people as Humphrey Bogart, Christopher Hitchens and Ann Richards, the former governor of Texas.

Now a large clinical trial offers hope, finding that a drug that unleashes the immune system to attack cancer cells can double the disease-free survival times in patients from 11 months to 22 months. The study was published Wednesday in the New England Journal of Medicine.

“It is a game changer,” said Dr. David Ilson, an esophageal cancer expert at Memorial Sloan Kettering Cancer Center in New York, who wrote an editorial accompanying the research. “We’ve waited a long time for this.”

In the trial, sponsored by Bristol-Myers Squibb, 794 patients in 29 countries were randomly assigned to receive infusions of the drug, nivolumab, or a placebo.

The patients had all had chemotherapy and radiation followed by surgery to remove their cancers. As usually happens, pathology reports showed that the surgery did not remove all of the cancer cells, which still lurked in lymph nodes and elsewhere, setting the stage in these patients for their cancers to return as incurable metastases.

Nivolumab is approved for some patients with other cancers, like Hodgkin lymphoma, melanoma and colorectal cancer. With the new study, experts expect the drug will readily win approval for treatment of early-stage esophageal cancer.

Dr. Ronan Kelly, director of the Charles A. Sammons Cancer Center at Baylor University Medical Center and lead author of the new study, said he and the other researchers urgently wanted to help the 75% of patients who go through extraordinarily difficult sequences of radiation, chemotherapy and surgery that disfigures the digestive system, only to learn that cancer is still present or has a high likelihood of recurring.

Without some other form of treatment, “we knew many would recur quickly,” Kelly said. Additional chemotherapy not only was difficult for patients to tolerate, but it also did not seem to help. Nivolumab has few side effects and seemed worth a try.

Esophageal cancer is rare in the United States, accounting for 1% of all cancers; about 15,000 patients die each year. But it is the seventh most common cancer globally and is frequently seen in East Asia, although it is not clear why, Ilson said.

Smoking is a risk factor, but researchers do not think the high smoking rates in China, for example, explain the high incidence. “We don’t think it’s environmental,” Ilson said.

Other risk factors include alcohol consumption and acid reflux disease.

Because the cancer is so rare in the United States, it has not gotten much research attention. While new treatments have revolutionized prospects for other cancer patients, tho-

se with esophageal cancer could only look on longingly.

That has weighed heavily on people with the disease, said Mindy Mordecai. Her husband, John, died of esophageal cancer in March 2008. She started an advocacy group called Esophageal Cancer Action Network.

“You can’t even imagine how demoralizing it is to see all the progress around you. ‘Please, sir, may I have some more gruel?’” she said, quoting Oliver Twist, the Charles Dickens character in the eponymous novel, asking for a pittance.

The new findings must be seen in the context of what patients go through when they develop esophageal cancer, experts said. Most learn they have the cancer after it has progressed to a point where they are unlikely to survive.

But every patient hopes to be one of the lucky ones.

“Our patients are always waiting for the other shoe to drop,” Mindy Mordecai said. “You have to understand what it’s like to live with that every day.”

The first step for most is chemotherapy and radiation.

The treatment is so harsh that an oncology nurse told John Mordecai it “brings Navy Seals to their knees,” Mindy Mordecai recalled.

The chemotherapy has difficult side effects, and the radiation causes a burning sensation that makes it difficult to swallow. “Food won’t go down,” Mindy Mordecai said. “You just feel rotten.”

The next step is major surgery. A doctor takes out most of the patient’s esophagus, the tract leading from the mouth to the stomach, and then grabs the stomach and pulls it up, attaching it to a stump of esophagus left behind.

The result is a stomach that is vertical, not horizontal, and lacks the sphincter muscle that normally keeps stomach acid from spilling out. For the rest of their lives, patients can never lie flat — if they do, the contents of their stomach, including acid, pours into their throats. They can choke, cough and aspirate.

Recovery is difficult, and morbidity and mortality are high. But most patients go through with the operation once they weigh their options. To refuse the treatment means giving up and letting the cancer close off the esophagus to the point where some cannot even swallow their own saliva, said Dr. Paul Helft, a professor of surgery and an ethicist at Indiana University School of Medicine.

The treatment is so long and harrowing that Helft often uses it to teach medical students and other trainees about informed consent — about how patients must be fully informed before they start any given treatment. Esophageal cancer patients in particular must be told that they are likely to have a recurrence within the first year.

Mordecai said her husband had his surgery at the end of September 2008. By Dec. 6, he had untreatable metastases in his liver. Now, she said, patients may have a glimmer of hope.

Ilson, who has spent his career trying to develop therapies to help patients with esophageal cancer, said that he did not expect this treatment to succeed: “We all get nihilistic when faced with years of negative studies.

“This is really a landmark paper,” he added, and the drug “will become a new standard of care.”

NFL officially adds 17th regular season game

T

he NFL formally agreed to add a 17th regular season game on Tuesday, the first expansion of the league’s schedule since 1978.

To make room for the extra game, the league’s owners trimmed one preseason game, leaving three for each team. The upcoming regular season will begin on Thursday, Sept. 9 and end one week later than usual, on Sunday, Jan. 9, 2022. Super Bowl LVI, which will be played in Inglewood, California, will also move back one week, to Sunday, Feb. 13, 2022.

Teams will continue to have only one bye week during the season.

Team owners approved of the expansion at an annual meeting held virtually, but the new calendar structure had been all but guaranteed to move forward after the league announced on March 18 that it had reached a series of long-term distribution deals with CBS, Fox and other media companies. The current collective bargaining agreement, reached in March 2020, gave team owners the option to add an extra regular season game if the league signed at least one new media deal.

With the addition of a 17th regular season game on top of the two extra playoff games the league added last season, the NFL negotiated substantially higher rates for its media rights. The new deals, which total more than $100 billion, nearly double the amount of the expiring contracts.

“One of the benefits of each team playing 17 regular-season games is the ability for us to continue to grow our game around the world,” Commissioner Roger Goodell said in a statement.

During negotiations on the labor contract last year, many prominent players, including Richard Sherman and Aaron Rodgers, opposed adding a 17th regular season game. The owners ultimately won over reluctant union members, who approved the agreement by just 60 votes, with players getting a bump in their share of the NFL’s revenue, up to 48.5% from 47% under the old deal.

Some players remain opposed to a longer season.

Denver Broncos safety Kareem Jackson called the additional game “complete BS” in a post on Twitter. New Orleans Saints running back Alvin Kamara used spicier language to convey his displeasure, before tempering his reaction by writing, “17 games still dumb,” on the app.

Goodell said in a conference call with reporters that players would still play a total of 20 preseason and regular season games. Injury rates, he said, are higher during preseason games, so eliminating one could lead to fewer injuries. Most established players, though, play only sparingly during the preseason, when coaches prefer to evaluate free agents and rookies as they vie for roster spots.

This will allow the league to schedule up to four neutral-site games each year outside the United States starting in 2022.

Teams like the Green Bay Packers have been reluctant to play internationally because they did not want to give up the revenue from a home game and because of the stress of additional travel. In recent years, some franchises have been willing to play games in London and in Mexico City in exchange for the right to host a Super Bowl. The new rule would end that trade-off.

As the league looks to grow the game’s international footprint, NFL executives said it may also return to playing games in Canada, as well as in South America and elsewhere in Europe, including Germany.

Chris Halpin, the NFL’s chief strategy and growth officer, said finding a Canadian stadium that meets the league’s specifications for hosting a game remains an issue.

The 17-game regular season will give half of the NFL’s teams an extra home game each season. For simplicity’s sake, the 17th game will be hosted by all teams from one conference on a rotating basis. In 2021, every AFC team will host nine regular season games, while

NFC teams will host eight. In 2022, NFC teams will get the ninth home game.

As usual, teams will play home and away against their three divisional rivals for a total of six games. Interdivisional games within the same conference will continue on a rotating, three-year cycle, interconference games, on a four-year cycle. Remaining games will be determined based on the prior year’s standings.

The newly added 17th game will be between interconference teams based on the prior year’s standings.

A first-place team from one division will face a firstplace team from a division in the opposing conference, which it had not been scheduled to play based on the usual scheduling rotations.

That will lead to some intriguing interconference games in 2021. The Green Bay Packers, for instance, winners of the NFC North last season, will travel to Kansas City to play the Chiefs, who won the AFC West.

The Seattle Seahawks, winners of the NFC West, will play the Steelers in Pittsburgh, while the Super Bowl champion Tampa Bay Buccaneers will play the Colts in Indianapolis.

The NFL will announce the dates and times of all these games in the coming weeks.

The Dodgers made it to the top. They want to stay there.

I

t is not yet opening day. Therefore, the Los Angeles Dodgers remain on top of the world.

They are the defending World Series champions, and they are favored by oddsmakers to become the first team in two decades to win back-to-back titles. Success has become routine. The Dodgers have won their division for eight years running and have appeared in the World Series three of the past four seasons, a run that no other current team can touch.

While noting how difficult it is to slog through the regular season and prevail in the crucible of flukiness that is MLB’s playoffs, Dodgers executives remain cautiously optimistic they can win again. “I think we are poised as having as good of a chance as we have ever had,” Andrew Friedman, president of baseball operations, said from spring training last week.

The partners of Guggenheim Baseball Management, which bought the Dodgers in 2012, have figured out how to consistently win, for now at least. While Friedman stays up at night worrying about his bullpen and how to restock the farm system, the rest of the Dodgers’ front office has visions of transcending mere baseball.

But to do so they will have to create a new generation of baseball fans that go beyond the white boomer demographic that typifies the sport’s core audience — surveys regularly find that fans of baseball are older and whiter than fans of other sports — and attract loyalists across one of America’s most racially diverse cities, where Latinos, Asians and Black people make up more than two-thirds of the population.

The Dodgers proudly carry the legacy of Jackie Robinson, not to mention having reached broader audiences in the past thanks to the Fernandomania caused by Fernando Valenzuela in the 1980s and the worldwide attention spurred by Hideo Nomo in the 1990s. These days, even having Magic Johnson, the most popular man in Los Angeles, as one of the Dodgers’ owners might not be enough to captivate the diverse pop-culture tastemakers who will dictate the next decades of cultural relevance.

While 2020 saw the Dodgers reach a pinnacle as a team, Los Angeles has been hit hard by the coronavirus pandemic, both in terms of deaths and the economic toll of shutting down the theme park and movie businesses.

The Dodgers have been central to the city’s efforts to combat the virus, feeding, testing and vaccinating hundreds of thousands of Angelenos at Dodger Stadium, which might, in turn, strengthen the team’s bond with its city.

“We have a moral and social responsibility to have a strong community-relations program, but also, it’s just good business,” said president and CEO Stan Kasten.

But even when things are booming in Los Angeles, the competition for attention is tough. “We are competing against sports teams, we are competing against the beach, we are competing against Disneyland,” Lon Rosen, executive vice president and chief marketing officer, said on a video call from his home. Financially, things are complicated. The Dodgers, like all other baseball teams, have lost money during the pandemic. Commissioner Rob Manfred has said teams collectively lost $3 billion last season, an average loss of $100 million for each team. But the higher you reach, the farther you fall, and the Dodgers regularly lead baseball in attendance — they drew just under 4 million fans in 2019, nearly 500,000 more than any other team — and have one of the most lucrative television-rights agreements, worth at least $7 billion over 25 years. Kasten would not reveal the amount the team lost during the 2020 season, but it is safe to say it was much more than $100 million.

Yet the Dodgers continue to invest in the team when so many of their competitors are looking for ways to cut costs.

A longtime executive with the Atlanta Braves and the Washington Nationals, Kasten helped lead the purchase of the Dodgers in 2012. Mark Walter, CEO of Guggenheim Partners, is the controlling owner, and Peter Guber, Johnson, Billie Jean King and others all own parts of the team.

But Kasten is the central cog of the organization, and the recent financial losses haven’t changed things for an executive who spent the past nine years perfecting a threepart philosophy that he hopes will result in more World Series titles — and a Dodgers cap on every head in the world.

The product The product is the team, and a good product is a team that wins. That is the domain of Friedman, who was hired away from the Tampa Bay Rays in 2015.

With the Rays, Friedman focused exclusively on lowor zero-cost team-building strategies, likening himself to a specialist doctor. “We knew our limitations,” he said.

With the Dodgers, every team-building strategy is available to Friedman, which means he is expected to put a

winning team on the field in perpetuity.

“There are a lot of large-market teams that have gone on a nice run, and then gotten to the end and fallen off a cliff,” he said. “It takes them three, five, six years to build back. We are trying the delicate balance of maximizing for current wins, while also keeping one eye on the future.”

So far he has done remarkably well. Many baseball teams in recent years — even the Boston Red Sox and the New York Yankees — have looked for ways to cut back on payroll, but not the Dodgers. They have kept their payroll among the highest in baseball and have been willing to make moves such as trading for superstar Mookie Betts, knowing they would have to re-sign him to an astronomical contract, which they did, to the tune of $365 million.

But their payroll is not bloated with many expensive long-term contracts, and their farm system is regularly one of the best in baseball. Half of their World Series-winning roster was originally drafted or signed by the Dodgers, led by their ace, Clayton Kershaw, but also including key contributors such as Corey Seager and Cody Bellinger.

Manager Dave Roberts seems content with what he has to work with.

“It’s a very talented team,” he said. “That is an understatement.”

The customer Kasten talks often about having visited Dodger Stadium on his honeymoon in the late 1970s. He jokes, or maybe he’s serious, that when Guggenheim bought the team, the stadium’s original electric and plumbing from 1962 remained. Multiple renovations in recent years, including $100 million worth of upgrades completed during the pandemic, have rectified that. Dodger Stadium now has the amenities expected of modern ballparks, including a robust Wi-Fi network.

It also now has a 2-acre “entertainment concourse” with a statue of Robinson (and one to come, of Sandy Koufax), with photos retelling the team’s history and plenty of backdrops for fan selfies. The concourse was supposed to be unveiled on opening day last year, but that day never came and the area won’t be used initially this season because of restrictions meant to discourage fans from congregating.

The team has finally corrected perhaps its biggest early mistake, which centered on its enormous television-rights agreement with Time Warner Cable. The money was not the problem, exactly, but to recoup the $7 billion investment, Time Warner charged a high fee for the channel, which cable and satellite distributors did not want to pay.

As a result, for many years fewer than half of Los Angeles households could watch Dodger games.

You cannot find new customers if they cannot watch the games, and Kasten is clearly still angry at the various media companies involved in the situation. Through a series of media mergers and new agreements, Kasten says the team’s games are now available in more than 90% of Los Angeles homes.

From page 27 The brand “Brand” is an often nebulous and cliche term, but for the Dodgers, it seems to mean regular people interacting with the organization. That can be the players — who in pre-pandemic times were encouraged to sign autographs, and some once greeted fans at the stadium gates until it became too unruly — or the larger team, through its investment endeavors and community-relations program.

When Nichol Whiteman, a veteran philanthropy executive, was hired as CEO of the Los Angeles Dodgers Foundation in 2013, the foundation’s focus was on developing softball and baseball fields in local, underserved communities. The foundation had one other employee and had spent on its philanthropic efforts $9 million in the previous two decades.

Under her leadership, the Dodgers Foundation has invested $23 million in building and maintaining fields, developing underserved communities, homelessness and hunger relief, and social-justice initiatives. (The foundation organizes and executes its own projects and also gives grants to other organizations.)

The money gets spent on building and maintaining ballfields as well as serving the families of the local youths who play on the fields with job training, college-application counseling, fitness clinics and dental health screenings.

“We are not responsible for putting butts in the seats at Dodger Stadium,” Whiteman said, “but inherently and indirectly, that occurs. It’s our job to let those who live in the shadows of Los Angeles know that they belong and are connected to the Dodgers.”

Achieving diverse representation in all aspects of the organization remains an aspiration. Amid a long-running drop in the number of Black pro baseball players, the undisputed star of the team, Betts, is Black, as is the manager, Roberts, one of two Black managers in the league.
