New Rochelle launches train station ‘Commute-a ti’ program

To enhance convenience, enjoyment and community engagement at the train station, the city of New Rochelle is thrilled to launch “Commute-a ti,” an innovative program and experience for both residents and visitors. Highlighting local businesses and talent, Commute-a ti is a multi-faceted and diverse array of activations that will enhance and fill this historic space during peak travel hours multiple times each month from June through the end of September.

Commute-a ti kicked off this month and features:

Six indicted in $2M real estate fraud scheme

Westchester County District Attorney Miriam Rocah announced that six individuals and a corporation were indicted for defrauding distressed homeowners by stealing the property deeds to Westchester homes and fraudulently obtaining $2 million in loans. The defendants—including licensed realtors and an attorney—were also charged with evading a combined total of nearly $200,000 in state taxes.

DA Rocah said: “Deed theft schemes exploit the most vulnerable and can have lasting housing and financial impacts to families. My office will seek to hold the defendants accountable for allegedly stealing titles to victims’ homes while pretending to help them.”

As alleged in the indictments, the defendants targeted three residential properties facing bankruptcy or foreclosure— two in New Rochelle and one in Yonkers valued in total at nearly $2.5 million. Owners for two of the properties believed they were receiving mortgage assistance when they signed over to the defendants

the deeds to their homes at a closing. The third property, which was in bankruptcy proceedings, was acquired in a short sale and two of the defendants allegedly moved in and occupied that home as their primary residence. The defendants were charged with forging financial statements and filing false tax documents to obtain $1.5 million in short-term “fix and flip” loans for the properties before defaulting on those mortgages, and also securing a $500,000 COVID relief small business loan. The homeowners who were expecting a refinanced mortgage faced eviction or were pushed out of their home.

The District Attorney identified the defendants as: licensed real estate broker Marcia Campbell, 61, of New Rochelle, and her husband, a licensed real estate salesperson, Fred Campbell, 64, of New Rochelle; licensed attorney Anthony Chilliest, 53, of New York City; Gerald Smith, 48, of Elmsford; Wayne Green, 48, of Lynbrook, N.Y.; Frank Palmer, 66, of the Bronx; and Campal Corp.

Marcia and Fred Campbell, Chilliest, Smith and Green were arrested and arraigned on June 21 and Palmer was arrested and arraigned on June 29. A Westchester County Grand Jury charged the defendants across multiple indictments that include:

• Grand Larceny in the First Degree

• Grand Larceny in the Second Degree

• Falsifying Business Records in the First Degree

• Offering a False Instrument for Filing in the First Degree

• Criminal Tax Fraud in the Third Degree

• Criminal Tax Fraud in the Fourth Degree

• Criminal Tax Fraud in the Fifth Degree

• Repeated Failure to File a Corporate Tax Return

Bail was set for Marcia and Frank Campbell, Chilliest, Smith and Palmer.

The busiest stop on the Metro-North New Haven line and the only Amtrak station stop along the Sound Shore, New Rochelle’s train station is a prominent regional attraction, a true gem for the entire community. In May, the city announced a partnership with FXCollaborative to re-envision the entire transit

center, with aesthetic upgrades and improved walkability, pedestrian flow and bicycle access. The Commute-a ti popups are the first of many activations planned for the site.

“Beyond its vital importance as a transit center and gateway, our train station has the potential to serve as a true community hub,” said Mayor Noam Bramson. “Through this creative initiative, we hope to make the daily commute more enjoyable, while also inviting all residents to shop, appreciate local artisans, or just have a great cup of coffee.”

“As we launch the Commute-a ti program in New Rochelle, we are not only enhancing the daily commute experience, but we are also driving economic development and growth within our city,” said Adam Salgado, deputy city manager and development commissioner. “The platform we are creating for local businesses, makers, and artists gives them opportunities to thrive and will be a catalyst for future innovation.”

“A clever play on words, Commute-a ti (pronounced “community”) represents the meaningful link between the community and its commuters,” said Melissa Panszi Riebe, consultant and coordinator for the activation. “It incorporates the Spanish phrasing “a ti” meaning “and you”, to welcome everyone who makes their way through the New Rochelle train station during their daily ongoings and business with a unique experience that will brighten their day.”

Rye Town Park completes FEMA beach project

The Rye Town Park Commission is pleased to announce the completion of two major projects at Rye Town Park–the FEMA-funded Beach Replenishment Project as well as the installation of ADA compliant beach mats and the deployment of two beach wheelchairs to improve the accessibility for people with disabilities at the Park.

FEMA-Funded Beach Replenishment

Following Tropical Storm Ida in September 2021, Oakland Beach faced significant damage and loss of shoreline as a result of the storm’s destruction. A topographical survey determined that erosion resulted in a loss of 1432 cubic yards of sand.

Working closely with the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHSES), the Park Commission secured $260,000 to mitigate the damage and restore the beach. The work conducted included the purchase of sand and re-leveling the beach. Following a short work period from late May to early June, the restoration project was implemented and has now concluded for the 2023 season.

Beach Accessibility

The Town of Rye, which was awarded a Community Development Block Grant (CDBG) from the Westchester Urban County

Consortium, utilized the CDBG funding to purchase ADA compliant ACCESSMATS to link the recently installed (2021) ADA compliant beach ramps across the sand down to the water. The installation of these mats, paired with the existing ramps, greatly increase access to the Park’s facilities for individuals of varying physical ability.

“The installation of our Beach Mats and the availability of Beach Wheelchairs is another step towards our goal of making all Town and Park facilities accessible to all of our residents, whatever their degree of physical ability,” states Town of Rye Supervisor Gary Zuckerman.

This project was initiated to improve existing conditions for seniors and adult individuals with disabilities who utilize Oakland Beach. “Oakland Beach is one of the Town’s prized resources, and equal access to this space is of the utmost importance to the Town of Rye and to its constituent communities which comprise the Park Commission. The installation of a safe, accessible pathway that provides wheelchair users with uninhibited access to all available portions of the beach assists the Town in meeting our goal of supporting the health, safety, and ease of accessibility for all beach patrons,” said

Zuckerman.

“A simple but hugely enabling improvement for many beachgoers,” said City of Rye Mayor Josh Cohn, “kudos to Commission and staff for making the mats happen.”

“I was very impressed by the willingness of Rye Town Park to go the distance in providing beach access for persons with disabilities,” said Michael Hellmann, a local ADA specialist and advocate for the disabled community. “Not only did they construct two state-of-the-art wheelchair ramps, but added mats across the sand that extend all the way

down to the high tide mark allowing folks a much better disability experience.”

In addition to the installation of ADA compliant ACCESSMATS, Rye Town Park now offers two sand-compatible wheelchairs to allow for smooth transportation throughout the beach that may not be possible with a typical wheelchair, which can easily become stuck in the sand. On Friday night, the reigning champion of the American Ultimate Disc League (ADUL) stayed perfect, as the New York Empire orchestrated a stirring late-game surge to beat the rival DC Breeze 21-18.

Tied 14-14 heading into the fourth quarter, the Empire reeled off three straight goals to put the Breeze on their heels and cruised to a decisive win over their top foes in the East division.

Ryan Osgar—who was named the game’s MVP after an eight-assist, fourgoal effort—said tensions are always high when the two rivals square off, and credited the Empire’s defensive effort with being the decisive factor tonight. Friday’s win was the

second of the year for the Empire over the Breeze, as the New Rochelle-based club had previously defeated their rivals 18-17 on May 13.

Ryan Drost led the Empire with three blocks on the day, while Osgar led the team in plus/minus, recording a +10 for the match.

“I think DC is the sec -

ond-best team in the whole division, they’re our main competition all year, so obviously every time we play, it’s going to be a huge game for us,” said Osgar.

“A lot of the credit for this game goes to our defense, so many clutch blocks; their O-Line is very talented and the fact that we were able to stifle them and make

them work so hard, that was because our guys were putting in the effort throughout the course of the entire game.”

With the win, The Empire improves to 9-0 on the year, best in the East Division. They will swing out west the next two weeks to take on Colorado and Salt Lake before coming back to New

Rochelle for their regular season finale against Montreal on July 22.

As the team primes the pump for the upcoming postseason push, Osgar said that the internal battles on the practice field are sharpening the Empire for the road ahead. Currently, the team is averaging 18.56 points per game while

allowing just 13.11.

“This is a really dedicated, talented group, and I think that’s where our success comes from,” said Osgar. “Every practice, we have guys going all out against each other and that totally pays off.”

The city of New Rochelle is launching Climate Ready NR, an assessment of the climate vulnerabilities experienced in the community with the goal of increasing resiliency to the hazards and detrimental impacts of climate change.

Through the Climate Ready NR survey, the city is asking residents, business owners, and other community members to tell us how climate hazards impact them and their neighborhood on a day-to-day basis, as well as their access to services such as schools, doctors, hospitals, recreation, emergency response, jobs and more. This input will help identify strengths and gaps in existing services and create a plan to guide future actions and projects addressing these challenges, with a special focus on the city’s most vulnerable communities. The survey, available in English and Spanish, will be open through September.

What are climate hazards and their impacts? Some examples include:

-Numerous days where temperatures are above 90 degrees Fahrenheit, leading to increased utility bills, harmful air quality and health stresses for the elderly, children, people with asthma and heart disease and others.

-More frequent street or basement flooding that can delay emergency services or displace families from their homes.

“The Climate Ready NR survey raises awareness about the negative effects of our changing climate, and is an important tool for getting meaningful, personal feedback from members of our community,” said Deputy City Manager and Development Commissioner Adam Salgado. “The information gathered will be of tremendous value as we continue to take steps to a more sustainable future.”

“The growing threat of climate change puts livelihoods and public health at risk, especially for marginalized communities who have historically borne the brunt of the climate crisis,” noted Council Member Sara Kaye. “We must recognize that to protect our community for future generations to come, the City must take action. New Rochelle residents are the ones experiencing the effects of climate change every day and by incorporating their perspective, we can build a more equitable and resilient future.”

NRBA Scholarship winner announced

Basketball is in the name but success is both on and off the court. The New Rochelle Basketball Association (NRBA) is proud to announce this year’s winner of the Pat Vaccaro Scholarship. The Scholarship was established several years ago by Mr. Vaccaro, President of the NRBA, to recognize outstanding achievement among those participants in the NRBA Outreach program.

This year’s recipient is Darrin Greaves II, a recent graduate of New Rochelle High School and a participant in the NRBA Mentoring program. He and his family will be honored at the 6th Annual NRBA Golf Outing scheduled for July 17 at the Wykagyl Country Club. The July 17 event is a major fundraiser for NRBA and includes lunch and golf in addition to the dinner. Greaves is also the recipient of a full academic scholarship from the University

of Southern California (USC) where he will study marine biology. Greaves participated in the NRBA’s tutoring program over a two-year period and says, “It reinforced everything I was learning and the program was beneficial to my growth and helped me to succeed.” He also commented on the benefits NRBA provides to other students helping propel them to where they want to be.

The New Rochelle Basketball Association was founded to help New Rochelle kids in need through their love for basketball. The program stresses success in the classroom, in the community, and on the court. In addition to an extensive on court program for boys and girls in grades 4 through 8, JV and Varsity, NRBA provides free of charge, individual tutoring mentoring, SAT and ACT Prep Classes, academic and basketball camps and more.

The city of New Rochelle is launching Climate Ready NR, an assessment of the climate vulnerabilities experienced with the goal of increasing resiliency.

Just what the doctor ordered?

and not only because—at least in my mind—it fails to address the issues that are supposedly the inspiration for its creation.

When it comes down to it, I think innovation solely for the sake of trying something new can be a bit overrated. I don’t want to come off as a stick-in-the-mud traditionalist here, I’ve seen changes to sports I love— such as the implementation of the pitch clock in Major League Baseball—have a tremendous impact on the game much to my surprise.

But I have to ask; what the heck is the NBA doing?

On Wednesday, it was announced that the NBA would hold an in-season ‘Final Four’ tournament in Las Vegas in December, giving each team in the league a chance to advance through pool play through a knockout round to win a newly created trophy.

The decision seems a curious one to say the least,

For too long now, the regular season of the NBA has been rendered largely meaningless. WIth top players “load managing” and taking nights off, there’s really no compelling reason to watch the sport night in, night out until the playoffs roll around. And that’s something I understand.

But this event—which is seemingly exchanging meaningless regular season games for meaningless exhibition-style tournament games—doesn’t seem to hit the mark.

The league will officially unveil the format of the tournament on Saturday, but it’s hard to see—just looking at these initial details—this ever becoming a “thing.”

Is there a playoff spot for the “real” end of the year tournament on the line? Will

the crash prize be “worth” it to multi-millionaire players? Will anything short of significantly shortening the regular season lend it some sort of relevance? It’s definitely tough to say. But just based on the early information here, this doesn’t seem to be it.

Of course, I’ve been wrong before; as noted earlier, I was vehemently against the pitch clock prior to the start of the year, believing it to be antithetical to the soul of the game. But game times have shortened significantly since its implementation, so it’s hard for me not to have to walk that back.

But as for this tournament, I’m going to need more information before I’m completely on board. And even then, I’ll probably remain skeptical until we see how this plays out.
