I’ve been trying to get this picture into The Kawartha Promoter for a number of issues now—but it keeps getting bumped by more timely

concerns.

So now I’m going to use my prerogative as editor to put it in my own column.

It wasn’t easy, Matt tells me. First he had to contend with the muskie,

which he says pulled the canoe up and down the stream.

But the small, tippy craft also contained two additional complications.

One was an overexcited Labrador retriever who insisted on jumping from gunwale to gunwale to follow the action.

The second was an even more excited human friend, who, Matt says, did more than his own share of jumping from side to side.

Thankfully, men, dog and muskie all survived.

And Matt has a story to tell, and a picture to go with it.

So do I, being the proud father I am.

Best of all, it’s good to know those big fish are still out there.

Rice is blocking the aqueous highway

We take exception to your obviously biased editorial regarding the intentional seeding and creation of new rice beds in Pigeon Lake (From My Perch, Aug. 21).

Let’s be clear, we are not an “anti-rice citizens group,” as you have portrayed us. We, in fact have enjoyed a wild-rice bed in front of our properties for over 68 years, and respect the First Nations’ right to harvest rice in the traditional manner.

We also take exception to one individual’s admitted seeding of the lake, and his cultivation of rice fields for his own commercial enterprise. It is farming, not a natural occurrence as your article suggests.

The mechanical commercial harvesting of these planted rice fields is doing harm by spreading the crop (seeds) over the lake as he transports his harvest to a “public” boat ramp for unloading.

If this intentional seeding is allowed to continue it will not only affect Pigeon Lake it will affect every lake in the Trent waterway system as well as the people who enjoy these waters.

His actions have impeded the navigation of these waters. This fact alone, is a reason our government has to act and find a solution to this issue.

The navigation act states you may not do anything to block the Aqueous Highway. This highway must be maintained from one point of public access to another point of public access. This is now impossible for many users of this waterway.

In addition the permit that this individual claims to hold was issued by the MNR. It was confirmed,

by Peterborough MPP Jeff Leal, that the MNR has no jurisdiction over these matters. The letter confirming this fact is posted on the save pigeon lake website.

It is unsettling how little of your editorial was based on fact. It was an opinion piece. Your comment of the backward behaviour of some people was totally inappropriate, especially from an editor of a newspaper who should be setting an example of professional journalism.

Kudos to council for opposing greenenergy scam

I applaud the mayor and council for their recent stand against green greed energy. There can be few people left who believe that the so-called “green energy” has anything to do with environmental concerns.

Solar panels contain some very expensive metallic compounds. These must be retrieved by a complex chemical process that uses large volumes of some really nasty stuff. We criticize nuclear power because of the long half-life of some of the waste material. However, the half-life of the plastic waste from solar panels is—eternity.

Solar farms produce low voltage DC (direct current) power. This must be converted to high voltage AC (alternating current) line power. This process uses some multi-million-dollar transformers, rectifiers, and other heavy-duty power equipment.

The oil from the transformers is a potential threat to the environment.

Konrad Yakabuski has explored this problem more fully in “The Darker Side of Solar Power” (Globe and Mail, May 28).

The same is true for wind farms.

Our enlightened government has made contracts with green energy providers to purchase all their expensive power first, then top up the grid with cheaper power such as hydro, and nuclear.

I rejoice that council will not permit them to reap additional profits by exploiting this community.

My mom was a hardworking, patient person who, like many others, went to the one-room schoolhouse across from the Dunsford Community Centre.

She was normally quite quiet, but she was very passionate about her beliefs. One of those beliefs was in the park and what it meant to the community.

She grew up on the Thurston Farm, with the big red barn just to the north of the subdivision. At one point, the land was all part of the farm and you will still find a small cemetery in the park with some of our great, great relatives.

Eventually the land was sold and divided for the subdivision. Plans suggested there would be two green spaces—one at each end—for the community.

One day, mom noticed a for-sale sign on the green space. The township was trying to sell a park the whole subdivision used, as well as the church.

She started a petition. The first time she went to council with 161 signatures. The second time, she had 269. That could have been the entire population of Dunsford.

Eventually council agreed and it was officially bought and named as a park A jungle gym was installed for the kids. We grew up and went off to school and life, but the park continued as a place for the kids—as it should.

My mom went on to fight a few more battles.

Her final one was with multiple myeloma. She lost that battle on Dec. 2, 2014.

The summer before that, the community did something special. Mary Auld started her own petition—to name the park after my mom.

We all miss my mom like crazy. If I could be half the person my mom was, I think I would be doing pretty good. The community didn’t have to name this park after her, but we are VERY honoured that they did (see Dunsford gathers to dedicate Laura Thurston Campbell Park, page 18).

City Hall WILD RICE IS A NATION-TONATION ISSUE

The wild-rice issue that dominated public meetings about a draft Pigeon Lake Management Plan (PLMP) last week, is finally where it belongs— under negotiation at a nation-to-nation level between the federal government and Williams Treaties First Nations (WTFN).

The two parties came to the table together on Friday, Aug. 28, and negotiations are expected to continue for some time.

But not before an Aug. 27 public meeting in Omemee arranged by Kawartha Conservation to introduce the draft PLMP grew rather heated.

Larry Wood of Save Pigeon Lake had brought matters to a head in this smouldering dispute when he got and used a permit from the Trent-Severn Waterway to uproot some of the rice on Pigeon Lake.

He told The Promoter the permit allowed removal of a 30-metre (100 foot) strip of rice nearest to the shoreline for 3.7 km, plus four channels 15 metres (50 feet) wide from the shore to open water.

The contractor had already completed about two-thirds of the removal, Wood said, when TSW

asked them to stop on Aug. 25—first temporarily and now permanently—after a protest from the WTFN, who had not been consulted at all before it was issued.

Cottagers and lakeshore homeowners were out in force in Omemee to complain that their waterfronts are being impeded by wild-rice growth, damaging their ability to boat, and take their kids tubing—and depreciating their property values.

Area First Nations people also attended in numbers—about a dozen of them harvesters—to defend their constitutional and treaty rights to develop and harvest the manomin (wild rice) crop, as they had been doing here for thousands of years.

The Kawarthas once hosted the most extensive manomin beds on the continent. Manomin, or spirit grain, is not really rice and not entirely wild as Anishinaabek harvesters have a long history of seeding it. It was a major food, ceremonial and trading resource for the people—including for trade with other First Nations, and settlers.

The manomin was nearly destroyed by logging, by flooding as dams were built to power mills and for the Trent-Severn, and by pollution. Just as the passenger pigeons that gave Pigeon Lake its name were wiped out, the sturgeon who gave Sturgeon Lake its name were extirpated, and Eels Creek eels.

back as the 1947, and charged its proliferation now is largely due to seeding and air-boat harvesting by James Whetung of Curve Lake.

That’s not traditional use they said. But Hiawatha First Nation’s Caleb Musgrave, pointed out that duck hunting with a gun is still a traditional harvesting right, and so is air-boat harvesting of rice. Just as selling it is an extension of original trading—and part of subsistence.

Whetung said he had indeed been seeding.

“We have been hurt for the last 150 years,” he said.

“It’s time for reconciliation. If we want to take it all back, we will.”

He also said his daughter had been threatened while attempting to harvest the manomin last year, and he fears for his family’s safety.

The words of Chief Jim Bob Marsden of Alderville First Nation, were echoed by several others, when he told the room no consultation had taken place around the cutting of the manomin, and many other aspects of Kawartha Lakes development. “We want to be consulted. That’s the main reason we’re here.”

“We’re not saying we won’t work with you,” added Corey Snake from Rama First Nation. But first, consultation, and the recognition of prior rights.

“Treaties are foundational legal documents in the relationship between First Nations and the Crown,” notes an Ontario government website.

“Even though many of the treaties in Ontario were signed over a century ago, they remain as relevant

today as on the day they were signed.”

11th-hour plan would move Ledge road

The Dewdney Mountain Farms Aggregate company brought what Trent Lakes Mayor Bev Matthews called an “11th-hour plan” to change the haul route for the proposed mega quarry to Trent Lakes council on Sept. 1.

DMF planner Gord Russell presented his suggestion to bring the haul route right over the ledge on Ledge Road.

The plan is an attempt to appease residents in that area and move away from problematic berm construction.

The issue will now be reviewed at a public meeting to be set for a future date. This could spark another visit to the Ontario Municipal Board.

Brother, can we bum a ride?

When age-related health problems forced 84-year-old Ted Howes to give up driving, he took it in stride.

He had just moved from Lindsay to Bobcaygeon’s Retirement Suites of Kawartha Lakes (RSKL), but he still had the city’s rural bus service to take him back to Lindsay for ongoing doctor’s appointments, service club activities and to visit friends.

That all ended when the city closed down its rural transit service at the end of June, when the pilot project came to an end.

“Just as the peak of the shopping season for local businesses was beginning,” says Ted, “and with most users wanting to see the service expanded, it was cancelled—not modified, not cut back or decreased, but cancelled, period.”

“All of a sudden, your world gets smaller,” he says. “It’s a bummer.”

Ted had also helped organize occasional group trips to Lindsay with his fellow RSKL residents. Once 14 people took the bus, and they were regularly averaging groups of eight to 10, says Ted.

In February, the city conducted an online survey of city residents about rural transit. “Unfortunately,” says Ted, “no one at our seniors residence received this survey—not all of us have or bother with email, and so could not participate.”

He wonders how many others “didn’t have a voice or even know about this service until too late?”

He says it would have cost city taxpayers “a whopping” $2 a year per $100,000 of assessment to continue the service—and we all know the number of seniors is expected to grow rapidly over the next couple of decades.

A lot of people were concerned when the city ended the bus service, says Ted, but now it seems to have died down. But he doesn’t want to let it lie.

“I feel bad about the people who needed the bus to get to work. Are they now on the unemployment rolls?”

Now Ted is looking into encouraging the infamous Uber Taxi service to come to Kawartha Lakes. In the meantime, he’s rewritten the famous depression-era song, Buddy, Can You Spare a Dime?

Another $700,000 will save Boyd Island

The chance to protect one of the largest uninhabited islands in Ontario as an ongoing natural space is now about $700,000 away from being a reality.

Residents of the Pigeon Lake watershed have been hoping for the last 80 years that the 1,167 acres on Boyd Island could become protected land, and they packed an open house at the Bobcaygeon Service Centre Aug. 29 to hear Kawartha Land Trust (KLT) explain how that could now happen.

“This is the best opportunity we’ve ever had” to save Boyd Island from future development, said Mike Hendren, KLT’s executive director

Chris Appleton, chair of the Boyd Island Committee, explained they have until the end of November to create a $1-million trust fund, whose $35,000 annual interest would pay for the island’s upkeep, taxes, insurance and a summer warden to monitor human activities.

The good news is the land trust has already raised $300,000.

Appleton explained that each donation to the KLT Boyd Island fund would be income-tax deductible, so a $1,000 donation would result in $500 tax right off.

The public will be able to use the island, with some restrictions to protect its environmental integrity. Both Trent University and Fleming

College will also be active stewards of the island habitat, trails and water quality.

Boyd Island’s current owner, Mike Wilson, has kept two lots there, each zoned for a self-sufficient, seasonal dwelling. An agreement in process would give KLT first right of refusal if the lots ever go up for sale.

Wilson, who grew up in Millbrook and now lives in Alberta, bought the island as an investment, but now wants it in the hands of a conservation group.

“We’ve enjoyed this island all of these years,” said Shelley Wild, whose family has had a Pigeon Lake cottage for 102 years. “Let’s make sure it’s there for the younger generations to enjoy too.”

Aug. 26 where Ainley Consultants displayed their initial findings from the main-street-corridor study in Fenelon Falls.

Many attendees strongly advocated for a second crossing, and others for a by-pass of the village, as long-term solutions to congestion and to promote the future prosperous growth of the village.

All the traffic projections point towards the need for a second bridge or alternate bypass route.

The consultants also presented several options particularly for turn lanes to alleviate congestion.

One option they identified to improve traffic flow coming north over the bridge is to close Water street, or at least not allow left-hand turns.

Not all their ideas were widely accepted at the meeting.

Addressing safety concerns for seniors and high school students crossing Lindsay Street without traffic lights or crosswalk signals is another high priority. The consultants outlined several possible remedies including sidewalks along parts of Lindsay Street.

At the north end of Colborne Street, they have suggestions to improve the Princes Street intersection which anticipates the requirements of projected traffic increases from the North.

Based on the public input from the meeting and further analysis, draft proposals will be brought to

a second public consultation later this fall before going to council for decision.

All the information about the transportation study is available on the City of Kawartha Lakes website—and further public input is invited there until Sept. 17. The study is jointly funded by the City of Kawartha Lakes and the Ontario Government as part of the Business Retention and Expansion project.

Trent and Curve Lakes join PUI on Buckhorn hydro

Trent Lakes finalized its agreement with Peterborough Utilities Inc. for the Buckhorn Hydro Project at its Aug. 25 council meeting.

The 2.5 MW power project will be situated entirely on TrentSevern Waterway land at Lock 31. Parks Canada will grant PUI a 40-year, extendable lease in a staged approval process.

According to PUI’s Director

of Project and Risk Management, Mike Owen, installation will take about five years. Work will be done mainly when the canal is closed.

Mayor Bev Matthews asked Owen about municipal investment in the project. He told council that Curve Lake First Nation is on board and the door will remain open for Trent Lakes to invest until the facility is ready to start operation.

Matthews said the rate of return for the project is

outstanding, at greater than 12 percent. She was also pleased that besides Curve Lake, no other offers to share in the project will be issued.

The hydro is contracted at a fixed rate for 40 years so there need be no concern about fluctuating hydro rates. “There would be no risk of the rates moving around and affecting the municipal return,” Owen explained

Eric Provost, PUI Generation Project Manager, said fish habitat will not be impacted and water flows and water levels will continue to be controlled by the Trent Severn Waterway. “TSW will tell PUI what water they can use and when,” he said.

Owen estimated the turbines could be in place for 100 years.

There will be no impact to the bridge structure over the river either, so the project will not conflict with any future construction the county has in mind for the Buckhorn bridge.

Has CKL turned its back on the sun?

Kawartha Lakes council’s Aug. 11 decision not to support any of 10 applications for solar farms within the municipality (CKL council says NO to solar farms, Aug. 21, page 6) is not sitting well with Fenelon Forward’s Chris Handley of Handley Lumber.

Handley said he was disappointed that council could not see fit to support any of the applications, adding that he knew of “at least one” that he felt was worthy of support.

Solar farms “are cutting-edge technologies” that are growing and changing all the time, said Handley at the Aug. 18 meeting of the Fenelon Forward community association. CKL could have had an opportunity to work towards becoming a centre for solar power, and to develop or host businesses involved in servicing and upgrading the solar panels as the technology continues to improve.

interested. “This was a significant opportunity for us that we turned our backs on.”

Handley said the city needs a mind shift when it comes to economic development. “We can’t cherry-pick development. We’re either open to it or not.”

Dunsford gathers to dedicate Laura Thurston Campbell Park

Family and friends of the late Laura Thurston Campbell gathered at 89 Dunsford Road in Dunsford on Tuesday, Aug. 25, to dedicate a new park in her name.

A long-time Dunsford resident and a tireless advocate for public green space, Laura advocated more than 30 years ago that this small piece of village property be recognized as open green space (see My mom—Laura Thurston Campbell—and her park, in Village Voice).

She died Dec. 2, 2014.

Laura’s son Elias Campbell and daughter Abigail Campbell spoke during the dedication ceremony.

“There is no doubt, given the community support and turn out at the dedication, that Laura was much loved and respected by the community,” said Jenn Johnson, Manager of Parks, Recreation and Culture for the City.

“Now residents and children in Dunsford will have an ongoing reminder of a great individual, and her desire to protect green space for future generations.”

Living—and rebuilding—the small-town dream

In 2014, Julie Le left corporate law in Toronto to buy Sugar Bush Cottages on Mill Line Road. She renamed it The Blue Pigeon Resort, and began transforming the 13-acre property into a quality, four-season, family-focused vacation and conference centre.

The Bobcaygeon run is back for the second year in a row, revived last year by a new committee, after a string of 15 successful community runs between 1993 and 2007.

Terry Fox was the remarkable young man who attempted to run across the country on one artificial leg, in what he called his Marathon of Hope.

He succeeded in spades, even though the cancer eventually stopped his run at Thunder Bay, Ontario and ended his life on June 28, 1981. He is one of Canada’s most admired historical figures.

Last year, the community raised $8,352. Since 1993, that makes a total of $102,825 the community has raised for the Terry Fox Foundation. And that doesn’t count the Bobcaygeon Public School’s efforts, which last year raised $9,890.

The 2-km, 5-km and 10-km routes all start and finish at the Retirement Suites of Kawartha Lakes, 60 West Street North. Registration begins at noon, and runners/ walkers/etc., set off at 1 pm.

QUESTION: Many people have expressed concern about the erosion of democracy in Canada, and that among other things, we need electoral reform. How would you strengthen democracy?

To me, politics is about people. All politics is local.

I have held public meetings across our riding since becoming our NDP candidate to listen and get input on issues from people in our communities.

I will continue to hold these meetings if elected our new Member of Parliament.

Strengthening our democracy also means getting our young people involved. I have met with youth across our riding and have young people working on my campaign team.

An NDP government will also abolish the wasteful, unelected Senate.

When I knock on doors, people tell me they want a more democratic system and to have their voices heard. The NDP has pledged to make every vote count by changing our voting system—in consultation with citizens. I held an open forum on

During the past decade, there have been three provincial referendums (British Columbia, Ontario and Prince Edward Island) on how people vote.

Each time, the overwhelming majority decided to keep the first-past-the-post system we’ve used since Confederation.

As Canadians, our shared values of freedom, justice and democracy unite us. The Conservative government has worked to protect the integrity of our democracy through numerous initiatives like our Fair Representation Act, moving every province towards representation by population in the House of Commons.

Voter turnout is an issue in many countries— including Canada, at every level: municipal, provincial and federal.

No democracy is perfect—there will always be room to improve—but forcing a new system upon Canadians is not the answer.

Conservatives did not respond to Liberal majorities in the ‘90s by demanding rule changes.

Instead we did the harder work of uniting the right and building a grassroots political organization.

We would replace the current Ethics Commissioner who reports privately to the Prime Minister, with an independent Ethics Commission reporting directly to Parliament.

All lobbyists’ contacts with politicians and bureaucrats need to be reported and made public.

A cornerstone of our system of government is that Members of Parliament are supposed to represent their constituents first, not their political party. Unlike the other three parties, Green Party MPs are never “whipped” to vote with their leader, allowing us to represent our constituents always.

We will create a national engagement process to make sure every vote counts by studying and implementing electoral reform measures like ranked ballots, proportional representation, mandatory voting and online voting.

Restoring the integrity of our democracy is one of the reason I’m fighting for real change on Oct. 19.

The Residents of Rosedale (ROR) recently brought their community together to make some announcements about their project to restore and beautify the village of Rosedale.

The first project the new action-oriented stewardship group of local residents is tackling is to

restore the once beautiful and well-used parkette.

At the gathering, members spoke of the incredible community support: • Home Hardware Coboconk is donating $1,600 of trees; • Jackett Construction will help to clear the land; • Northern Plastics Lumber has donated two heavy duty benches and a picnic table; • Kawartha Lakes Trading Post provided refreshments for the gathering; and • Kawartha Conservation and Fleming’s Environmental Studies faculty and students will create an ecologically sound plan for the parkette, as well as providing physical labour.

Drug overdose third leading cause of deaths

Accidental drug overdose is the third leading cause of unintentional death in Ontario—far surpassing deaths due to traffic accidents.

And the Peterborough region ranks higher than the Ontario average for opioid-related emergency department visits—fifth highest in the province.

A report from the Municipal Drug Strategy Coordinators Network of Ontario found that more than 5,000 Ontarians have unintentionally lost their lives due to opioid overdose since 2000.

On top of this, there are probably 20 to 25 non-fatal overdoses for every death, says the report, called Prescription for Life.

Opioid-related emergency department visits to the Peterborough Regional Health Centre have more than doubled between 2003 and 2013—from 69 to 155 a year.

Even in life-threatening situations, some people may not call 911, for fear of drug charges. But police will focus on saving lives rather than laying drugrelated charges when called to an overdose scene, says Peterborough Police Chief Murray Rodd.

The force has provided overdose training to all of its uniformed members.

In a 2013 overdose awareness video, Chief Rodd emphasized that the preservation of life is the paramount concern of officers attending any call for service.

HEALTHY DIET PROTECTS HEARING

Consuming a diet that is rich in vegetables, fruit, and fiber (as well as low in saturated fat) may help prevent hearing loss, although no dietary measure can reverse hearing damage. The simple fact is that our auditory systems are connected to our cardiovascular, neural, and metabolic health.

Thus, any dietary measures that we can take to improve blood flow, the transmission of nerve signals, and cell function helps to preserve our hearing. When researchers analyzed the dietary habits of 2,366 people who were given a fourpart hearing test, they found that those with the best diets resisted noise-induced hearing loss better than those with poor diets. This is one more good reason to adopt healthy eating habits.

Studies show that when you consume antioxidants in the form of folic acid commonly found in spinach, asparagus, beans, broccoli, eggs, and nuts, you can reduce the risk of hearing loss by up to 20 percent. Antioxidants reduce the number of free radicals in your body; free radicals can damage the nerve tissue in your inner ears.

BETTOLO, Sylvia Bernadette - Passed away peacefully at her home in Pleasant Point on Wednesday, August 19, 2015.

Sylvia, in her 73rd year, was the loving daughter of Lucille Baranuik and fondly remembered by her many aunts, uncles, cousins and friends. Relatives and friends were invited to call at ST.
