The Days of Summer are Upon Us GUEST EDITORIAL with David Sparkes

We have waited patiently for it. Now it’s here and you all know what I am talking about: the first weekend of summer. Cue the music and close your eyes while Nat King Cole’s smoky voice fills the air: “Roll out those lazy, hazy, crazy days of summer.

Those days of soda and pretzels and beer.” I love the way that song comes to mind every Victoria Day weekend. It truly makes me think of long, hot summers when the only thing I worried about was what to have for supper.

Of course there was always plenty of things to worry about if you just put your mind to it, but somehow you just didn’t

bother. After all, that’s what summer is about.

Fishing rods, barbecues, and lying in a hammock.

Here’s some advice: don’t listen to the nightly news. It is simply an agenda for worry. After all, what can you possibly do to solve the problems in Greece and what good will you do by worrying about the latest crisis in Syria or Afghanistan? It is completely out of your hands whether Obama gets re-elected or not. So what if Mayor Rob Ford doesn’t want to attend a parade because he’s afraid his house will be invaded by the reporters while he’s gone.

Summer can let you forget these and the myriad of other things that are just waiting to commandeer your attention. Just a pair

of shorts, a tee shirt and a pair of sandals are all you need – plus a cold drink and a Nat King Cole song.

It was 1963 when Nat sang those immortal words about summer; simple words for a simple time. Sometimes I wonder if things were really much simpler and easier in the 50s and 60s or if it is just a trick of memory. We tend to see the past through rose coloured glasses and conveniently forget all the negatives. Then again, what’s wrong with that, I ask myself (because no one else cares to listen to my ramblings)?

So there we have it.

Time to cue the music again and leave it to Nat to have the last words: “You’ll wish that summer could always be here.”

Village Voice INCREASE FUNDING NOT FEES ON WATERWAY

As the owner/operator of Gordon Yacht Harbour Marina in Bobcaygeon, I was interested to read the recommended solution to the proposed cuts to operations on the historic Trent Waterway from MP Mr. Barry Devolin. ”Since boaters pay only 14 per cent of the costs, perhaps we should increase the fees of boaters,” states Mr. Devolin.

I expected much better.

Increasing fees and shortening hours over the past ten years have led to the predicament Parks Canada now finds itself in. Ten years ago, 30 per cent of our residents obtained annual passes for the lock system. For the past few years nobody has purchased an annual pass. The American “great circle boaters” bypass the Trent because of shortened operating times.

The “light traffic” at the end of the current season in October is the time for boat transfers between the lakes from Huron through Simcoe to Ontario.

In short, the Trent has reached a point of diminished returns. Increased fees in combination with a reduction of services to the boating community has directly impacted the use of this Heritage Waterway, and lowered the amount of revenue generated on an annual basis.

I will leave it to the local Chambers of Commerce and merchants to put the case forward for the loss of revenue generated by tourism to this region. I would suggest the incremental taxes raised through local merchants in proximity of the canal would far exceed any deficit the studies indicate.

If ever there was a time for Mr. Devolin to truly work on the issue to get results for his constituents, it’s now. He does have influence in Ottawa. Was he

not short- listed for the Speakers position?

I believe Mr. Devolin underestimates his political influence and certainly the tremendous public support he would obtain through a more proactive approach to not only maintaining, but increasing, public funding for a truly National Heritage Waterway.

STREET NAME CHANGE WOULD GIVE BUSINESSES ON MAIN A BOOST

There is more to this town than Bolton Street. The businesses on this side of the bridge account for more than those on Bolton. There are 54 in total. As residents of Bobcaygeon we need to change this type of thinking and become one town as a whole, instead of “This side” and “That side”. Bobcaygeon doesn’t stop at the swing bridge.

In order for this town to grow and prosper we need what is now designated as Bolton Street to continue on from King Street to the corner of Kawartha Lakes Road 49 and Hwy. 36, the first major cross road. The other option is to rename the entire

HORSMAN HEADS FOR FERTILE GROUND

I need to comment on the recent press release advising that Mr. Al Horsman has resigned as CAO of City of Kawartha Lakes. I suspect more fertile ground awaits him in Guelph.

His departure is slated for June 15.

What I find troubling is the fact Mr. Horsman has only been here 10 months. The press release lauded his accomplishments while working in CKL. I must admit, he’s had a huge impact, but at what cost.? If you remember when the Human Resources portfolio was vacated, Mr. Horsman took it on and created a committee to oversee it. When Rudy Huisman retired, wouldn稚 you know it - Al Horsman took on that role as well. In a short time, Mr. Horsman will be gone.

I wonder, should his 蘇ouse of cardscome tumbling down, what then? I for one will be very interested to see how this situation plays out.

Please don’t say that cost is a factor. If the City of Kawartha Lakes can grant millions to improve one block of this town with road surfacing and side walk repairs, a few road signs are not going to break the bank.

I’ve tried to express my frustration with the Chamber of Commerce and that doesn’t seem to work. There is a petition at 49 Main Street pertaining to the “Street Name Change” and I encourage you to come in and sign it and I will submit it to the City of Kawartha Lakes for consideration.

HAUL RATE AGREEMENT NEEDS TO BE SET

Although the decision to allow the establishment of two quarries is up to the administration in Harvey Township, we in Bobcaygeon will be affected. The development, in particular, will impact our roads.

It has been reported that when both quarries are up and running there could be as many as one truck every six minutes traversing our road system.

Now we all know the conditions of our roads leave a great deal to be desired. What steps can our Mayor and Council take? Councillor Brian Junkin stated the City needs to have a 践aul Rate Agreementestablished.

The fee would be approximately six cents per ton of stone moved through the road system. 哲ow don稚 hold me to that figure, it is just an example,Councillor Junkin said. Mr. Junkin also remarked the land in that particular area is made up primarily of fractured lime stone and these quarries may be the first of many to be developed.

In speaking with Doug Carol, Manager of Planning, I was surprised to learn a Traffic Impact Analysis completed in April 2011 for a small quarry was only given to the City in the past week. The small quarry apparently is going to extract limestone in a conventional manner. No blasting or crushing will be done. The limestone in this instance will be cut, lifted on to flat bed trucks and hauled to sites around the province, primarily for landscaping properties.

BASIC NEEDS MET FOR CITY’S MOST VULNERABLE

ROYEL AWARDED CONTRACT

Health-related discretionary benefits provide a vital source of basic benefits for social assistance recipients in the City of Kawartha Lakes. These benefits allow many of the most vulnerable residents of the City of Kawartha Lakes to have access to basic needs.

Emergency dental care and eyeglasses are only available as discretionary benefits and are considered by many to be basic necessities to support daily living and to maintain a basic level of health care.

The intent of the Ontario Works program is to provide people with temporary financial assistance until they can secure sustainable employment.

The Province has placed a new cap on the total value of the Provincial subsidy to municipalities as one of its cost reduction measures in the recent Provincial budget. The new cap, to take effect July1, 2012, will increase the municipal cost for our service area by $192,137, in the second half of 2012 and $369,023 in 2013, unless the City reduces the scope and volume of services.

After a heated debate, Council approved the implementation of Option A including the transfer of up to $192,137 from the Social Services Stabilization Reserve in 2012 to maintain existing Discretionary Benefit service levels. Staff will undertake a review of Ontario Works Discretionary Benefits and present policy options to Council for consideration in September 2012 so that Council’s decisions can be incorporated into the 2013 operating budget.

Council also voted to send a letter of objection to the Provincial Government for their unilateral decision to require municipalities to increase their funding in this area.

Once again Royel Paving Ltd. of Lindsay was awarded the contract for resurfacing and road repairs. Councillor Junkin was particularly vocal in asking Director Hendry what Royel intended to do about the unsatisfactory work done on the roads in 2011. Director Hendry responded the City has held back 10% of the contract for 2011. She also stated the Works Department will not release the funds until the City is satisfied.

Offering children the thrill of going to Disneyworld in Florida, Dreams Take Flight is a national volunteer, charitable organization dedicated to providing such an opportunity to physically, mentally or socially challenged children. With the aid of Air Canada, other national and local organizations and businesses, money is raised to make dreams a reality in Vancouver, Edmonton, Calgary, Winnipeg, Toronto, Montreal, Ottawa and Halifax. The Fairfield Inn & Suites Toronto Airport generously donates their hotel services for out of town participants.

This year is the 23rd flight and the fifth year for Coboconk & District Lions Club to take part. In total, 180 children sponsored by 47 organizations experienced the thrill of participating.

Prior to boarding the plane the children were given the opportunity to visit with special guests, zoo animals and entertainers. Upon arrival in Tampa, the children were met by Air Canada volunteers and boarded buses to take the ferry to the Magic Kingdom.

Each group had an Air Canada volunteer with them.

The Coboconk group has a retired employee who has been taking part for 22 of the 23 years the charity has been running.

The Coboconk & District Lions Club is proud to be one of those organizations and plans to continue to support Dreams Take Flight. This is just one of the many ways the club gives back to the community.

for gardening? This talent was demonstrated in abundance at the Horticultural Society’s recent Spring Flower Show.

This weekend the Farmers’ Market opens in Bobcaygeon and there’s no better place to witness first-hand a bounty of goods grown and made by hard-working skilled people. Also at the local level, the Environmentally–conscious Friends of Wilderness

Park on the outskirts of Bobcaygeon are harnessing their energy and talent to make this public space more enjoyable and educational for both visitors and residents on a regular basis.

Is talent inborn or is it acquired? The experts are often divided on the subject. Most of us feel it is a combination of both. The fact is most people who develop their special gifts do so with a good deal of practise, and a big sprinkling of hard work.

That is how most gardeners feel about the “green thumb” theory. Some people do seem to have a special knack for growing the exceptional, or the extraordinary. Check out our 90th Anniversary exhibit in the Muir House at Settlers’ Village to learn more about our notable gardeners from the past and the present. Some have been blessed with natural abilities. Many learned their secrets of success from others.

But most people can grow something. The Grade Three students who grow tomatoes and marigolds to plant in the Settlers’ Garden every year do so with great success.

Our annual PLANT SALE starting at 9 a.m. in the Curling Rink on Saturday May 26 is proof that local gardening talent abounds. Most of the plants are from local gardens where they have been grown with a combination of skill and hard work. There is always a wide selection and always many club members willing to share their knowledge and their talents with all who attend.

Station Gallery’s season opener is May 19 That may sound like a sports event, but if you’re an arts connoisseur, it’s a homerun. The Station Gallery is located in Fenelon Falls and is housed in a lovingly restored train station from the turn of the century.

Today instead of handling travelers and their baggage the picturesque little train station handles the artwork of well-known local artists and artisans.

This marks the Gallery’s seventh season and there’s plenty of news to celebrate. 15 artists will be showing their work this season.

Some will also be demonstrating their skills. Plus you’ll frequently have the opportunity to meet the artists because the Gallery is a cooperative which is staffed and managed by the artists themselves.

Visitors can sample the work of wood turners, stone carvers, stained and fused glass artisans. Plus you’ll see glass jewellery, pottery, paintings in all mediums and photography. Something you won’t see is a middleman. At the Gallery you buy directly from the artists.

BOBCAYGEON CURLNG CLUB, BUCKEYE MARINE GIVE IT UP FOR WALLEYE TOURNAMENT Bobcaygeon & Area Chamber of Commerce, organizers of the 2012 Canada/US Walleye Tournament have announced that scoreboards, registration, presentations, exhibits, refreshments, and prize draws will all be held and available at the Bobcaygeon Fairgrounds in the Bobcaygeon Curling Club.

According to Chamber Director Tom Hunt, “Everything about the event, taking place June 9-10 on Sturgeon Lake, is coming together in a spectacular fashion and that definitely includes the Curling Club as our headquarters. It is a fantastic location with lots of room, located in downtown Bobcaygeon, and the assistance of the Curling Club members will make this year one of the best ever.”

Curling Club President Ron Piesanen shares the enthusiasm. “The members of the Bobcaygeon Curling Club were very pleased to learn that our local chamber of commerce and knowledgeable anglers were considering bringing back the non-profit Canada/US Walleye Tournament. Consequently, we offered the use of our facilities as tournament headquarters. Our location right near the waterfront in the Bobcaygeon Fairgrounds, our large indoor area for use with interesting exhibits, and our ability to serve refreshments, make this an ideal spot for the anglers and the general public to enjoy.”

Ranked consistently as one of the top marine dealers in Canada, Buckeye Marine, announced that they, along with their fishing boat supplier, Princecraft Boats, are supporting the return of the Canada/US Walleye Tournament as well. “We

can remember when the Bobcaygeon Chamber of Commerce started Canada’s very first live release walleye tournament back in 1978. We approached Princecraft for their support and together we are supplying a Canadian made Princecraft Sea Sprite aluminum boat to the tournament. Princecraft has a strong focus on quality and we guarantee that whoever wins this well-made boat is going to be happy,” said the Poole brothers.

Every competitor at the Canada/US Walleye Tournament will be eligible to win this boat. child has language delays.

“Don’t Play Wait and See” is the theme for Speech and Language Month throughout May. The purpose is to raise awareness about the importance of screening and early intervention to help children from birth to six years of age who may be experiencing speech or language difficulties.

identified early, speech and language problems can be overcome through parent and professional intervention,” said Alex Cranfield, System Coordinator for the Haliburton Kawartha Pine Ridge Preschool Speech Language Program. “We strongly encourage parents to learn what the warning signs are and to contact their local health unit with any questions. If left unchecked, communication delays can lead to serious social and health-related outcomes.”

Parent involvement, education and support are the greatest contributors to success in a child’s speech and language development Ms. Cranfield says.

In Ontario, approximately 10 percent of all preschool children have a communication delay.

A number of resources are available on www.kidtalk.on.ca to help parents check if their child’s speech and language development is on track. This website also includes a breakdown of specific speech skills and warning signs for children aged six months, nine months, 12 months, 24 months, 30 months, three years, four years and five years.

Parents who have questions or concerns about their child’s speech and language development are also encouraged to contact their local health unit and talk to a public health nurse. Nurses can conduct an assessment of a child’s development over the phone and provide additional resources and supports to parents.

“Parents often suspect that there are problems with the child’s speech and language development, but think that the child will grow out of it or it will improve once the child begins school,” says Lynne Franke, Manager, Family Health with the Haliburton, Kawartha, Pine Ridge District Health Unit. “We want parents to know that this is not something that they should wait and see if it improves; speech

On June 2 Bigley’s is once again challenging people to ‘Walk for a Cause’, this time in support of the new walk–in clinic operated by the Kawartha North Family Health Team (KNFHT). The clinic is open to the public on Tuesdays and Thursdays from 5:00pm – 8:00pm above Shoppers Drug Mart on Bolton Street.

Participation in this 5 km walk will go directly to support the operational cost of $26,000 per year to run the walk-in clinic, a cost the Ministry of Health is unwilling to fund.

Local Recipe

Inspired by life on the water, this recipe from Liz at the Bobcaygeon Inn is quick, easy and ideal for entertaining this long weekend.

LIZ’S STUFFED SHRIMP with Lemongrass and prosciutto

INGREDIENTS 1 bag of colossal shrimp (approx. 14-18) Cook and devein shrimp if uncooked and leave tail on Slice from tail on back only deep enough to stuff

STUFFING Mix Philadelphia Cream Cheese (softened) with equal amounts of feta cheese. Add approximately 2 inches of lemon grass paste and 2 inches of dill paste and blend.

• Slice prosciutto approximately 1 – 1 1/2 inches wide.

• Stuff shrimp with stuffing mixture and wrap with prosciutto using a toothpick to hold in place.

• Bake at 350 degrees for 5 to 10 minutes and serve.
