And speaking of stupid moves, in any of the bad weather conditions we’ve had recently, you can find drivers who still think they can cruise our roads as if it were summer. While the plow drivers do their best to keep up with the snowfall and ice, there are still road conditions that are hazardous. When the OPP and local police ask people to stay off the roads because of blowing snow and slippery sections, we should obey. If you are out there driving, be cautious around others and realize that you are in a 4,000-pound missile. Fourwheel drive may give you some extra traction, but it also means four-wheel skidding.

We only have about 6 weeks until spring. But being Canadian, we know that the snow can linger after March 1.

So just be safe out there!

It’s that time of year again when I sit shaking my head at the relative stupidity of

some people.

It’s quite disturbing to read the reports about snowmobilers and others going through the ice on our area lakes. I know it’s been cold and snowy and I’m sure there are areas on the lakes that have a solid ice pack, thick enough to withstand the weight of a sled or truck. But it continues to boggle my mind when those unthinking or impaired decide to not only put themselves at risk, but to put the lives of first responders at risk as well. I’m not saying that these people shouldn’t enjoy themselves, but be smart if you’re going to go out there. Don’t go near open water, close to shore or under a bridge. Check to make sure the ice is safe for you and your vehicle.

I think, if you cause an emergency situation when there didn’t need to be one, you should be charged the cost of the services incurred to get you out of trouble. Perhaps that would deter them from doing something stupid.

Committee Thanks

It is with deep regret and sadness that I inform the public that the Canadian/US Walleye Working Committee has resigned and disbanded as we have been unable to determine specific administrative, accounting collaboration and support for the 2019 season.

I would like to thank the more than 80 volunteers who have given their time and support so freely to the previous tournaments. Know that the anglers had nothing but great words and appreciation for your efforts. Thanks to the local businesses and national companies that have supported the tournament with donations and time. Thanks to the grade 5 students at the Bobcaygeon Public School who provided banners for the bridge and all the people who waved the anglers off every morning.

Thanks to all the other people and groups that were not mentioned directly as your efforts were greatly appreciated by the committee and the fishing people.

Last and not least thanks to all the committee members, who have given so much over the past 6 years to make this tournament a premier event in Ontario.

We are hopeful that in the near future the anglers will once again be able to try their luck in our area.

COUNCIL REPORT

January 22, 2019 As part of an effort to make council more transparent, the new Council hosted their first Committee of the Whole meeting for 2019.

In his preamble, Mayor Letham stated that the meeting was strictly educational, and that the Committee of the Whole was for recommendations only. Final decisions would likely be made at the regular Council meeting on February 5.

Frankhill Road boat launch A deputation was made regarding access and ownership of a boat launch beside 782 Frankhill Road, fronting Chemong Lake.

The presenter stated that for more than 50 years the boat launch has been accessed by the community, and open to all. It has become a public gathering place to swim, fish, and launch boats.

That changed when the property at 782 Frankhill Road was sold and a new owner arrived. Pictures were shared with Councillors showing that the inhabitants at 782 Frankhill Road were attempting to claim that the launch was theirs, and theirs only, lining the area with signs declaring the launch is private property.

Other signs stated that the area was under video surveillance.

The presenter stated that the boat launch is clearly City property, and always has been; therefore the City needs to step in and deal with this as a by-law issue.

Apparently barriers had also been installed at the site to limit public access, but those have been removed.

Councillor Dunn was familiar with the situation, and with the support of Councillors Veale and Richardson, suggested that staff investigate and issue a report by the end of March so the situation can be rectified before another boating season is upon us.

The report will be forthcoming.

Winter Service for McGuire Beach Road

The President of the McGuire Beach Association would like the City to continue to provide winter service for their road.

The Association’s Limited Service Agreement with the City for some level of service both summer and winter was cancelled in 2017, to focus on roads that are wholly owned by the municipality. Homeowners along unassumed roads were encouraged to go to private contractors and negotiate service with them.

The presenter stated that residents at McGuire Beach are not prepared to pay what the private firms want. Residents believe they pay more than enough tax for the City to plow their access road.

A far-reaching discussion followed about assumed and unassumed roads, which basically concluded that the City might look at taking McGuire Beach Road back if the cottage association made significant repairs to the road to make it more accessible to City plows.

Councillor Yeo insisted that the City revisit the issue, and Councillors agreed that staff would produce a report by the end of the second quarter of 2019 revisiting service for fees. Yeo also asked the City to look at taking on projects like McGuire Beach if it could be reasonably handled by Public Works.

Waive Fees for Encroachment Agreement A presenter from Sturgeon Lake shared a deputation regarding the $200 fee he is currently paying the City because his pergola encroaches on City property by three feet.

The presenter was hoping to get the City to waive the fee entirely, considering the size of the structure and the amount of taxes he already pays on his property.

Councillor Yeo suggested that the fee for a lattice work pergola seemed out of line. He stated that the fees being charged for structure encroachment were difficult to accept, and need to be more closely tied to the size of the object guilty of the encroachment.

Staff said they could accept that the pergola did not qualify as a “structure”, and the fee could therefore be reduced to $125.

A motion was passed, and the fee was cut almost in half.

Affordable housing sites recommended

A presentation was made by the Kawartha Lakes Haliburton Housing Corporation about possible build sites in CKL for affordable city-owned housing.

Council decided to move forward with an expansion of the current Lindsay Street site, and add more affordable housing units on City land surplus to use on Hamilton Street in Lindsay. City properties on Hogan and Colborne Street will be kept in reserve for future builds.

Fenelon Falls Chest Fund Grant

The City approved a grant from the Fenelon Falls Chest Fund in the amount of $2,500 to Snowshoe Ontario.

CANADA US WALLEYE TOURNAMENT IS ON

The Bobcaygeon & Area Chamber of Commerce has announced that they are excited to move forward with the 39th Annual Canada US Walleye Tournament, along with the full support of the community and the professional services of the Competitive Sport Fishing League (CSFL).

Bobcaygeon has been home to the Canada US Walleye Tournament for 38 years, an event that has and continues to attract US competitors with a sold out field of 150 teams and a prize purse exceeding $30,000 representing a 100 percent payback.

There will be some changes to the event for 2019.

The event will take place on May 18 and 19 at the Beach Park, with blast off at 6am and weigh in at 2pm each day. The orientation meeting takes place on Friday, May 17 at the Royal Canadian Legion Branch No. 239.

The Chamber welcomes Northstar Marine Insurance as a sponsor to the Canada US Walleye Tournament. Northstar will be sponsoring the cost of polygraph tests to the 1st and 2nd place teams and will

A few weeks ago, Bobcaygeon had a real treat. In spite of the cold weather along with blowing snow we had an outstanding audience to welcome this family.

The Leahy Family gave a wonderful concert at Trinity United Church. With six children who can sing, dance and play the fiddle, their lives must be filled with music. Mum on the piano and Dad as the percussionist just added to the enthusiasm. Their son, who just turned 16, played a multitude of instruments.

I think the audience was enthralled with the performance and there was a lot of toe tapping going on. We wish them well and look forward to maybe seeing them again.

Kissing the Moose

Early one morning, I was hunting moose in northern Ontario, in this spot that was clear cut by a lumber company. I sat at the edge of this clear cut that was maybe half a kilometre long and sort of square.

When daybreak came there was a cow moose feeding in the middle of this open area. She was feeding there, and I was watching her. But I was hoping maybe a bull would come along.

I sat there for quite some time watching her eat.

She’d raise her head up the odd time, smell the air, and go back down again. Daybreak came at 7:30am and she was still there at 10am. So I decided I’ll have some fun and see how close I can get to her – to see how good I am at camouflage, stealth, and sneaking up to animals. I used to be very good at it when I was younger.

So I started out and I went behind some small spruce trees on the edge of the clear cut. I went from

little tree to tree to some big logs laying around.

What the lumber company would do is cut down trees they wouldn’t use. Some of them were really big like the black balsam poplars and they were just laying around in this open area.

So I go sneaking, slowly in her direction. Once in a while I would pop my head up to see if she’s still there. And she’s still there!

Then I was getting really close; maybe I was about 100 yards away from her and there’s a big balsam poplar, 4 feet in diameter, laying there. So I snuck up to it and I popped my head up over it to look at her and I was really close now, maybe 80 yards from her. But something attracted my attention on the other side of this log.

Lying there, is a huge Bull Moose sleeping! With his head down on the ground all curled up. I was hoping: holy geez, I hope it doesn’t smell me! There are no trees around here, if he gets mad I am not going to be able to do anything here – so I ducked back down behind that log to start back the way I came. I took a deep breath and popped my head up slowly again and the bull moose was gone! Suddenly there was a motion directly in front of my face and that bull moose raised its head above the huge log. I was face-to-face with the nose of the bull.

I dared not move. The bull froze. He could smell me now but he could not see me because I was in his blind spot.

How stealthy was I! So I kissed that Bull Moose right on the nose! And what happened next was extraordinary…but that is another story.

Health & Wellness KNOW THE WARNING SIGNS

February is Heart and Stroke month in Canada.

The Heart and Stroke Foundation believes that one of their key goals is public education about the warning signs for heart attacks and strokes. They also stress that for women, in some cases, the warning signs are radically different, and often misinterpreted.

The warning signs for a heart attack in men are as follows: 1. Chest discomfort – pressure, squeezing, fullness or pain, burning or heaviness 2. Sweating 3. Upper body discomfort – Neck, jaw, shoulder, arms and back 4. Nausea 5. Shortness of breath 6. Light-headedness For women the warnings signs of a heart attack are as follows: 1. Many women do not experience chest pain, rather the first symptom is a shortness of breath 2. Pain or pressure in the lower chest or upper abdomen 3. Dizziness, light-headedness or fainting 4. Upper back pressure 5. Extreme fatigue

If you are experiencing the signs of a heart attack you should: 1. Call 9-1-1 immediately 2. Stop all activity – sit or lie down, whatever position is more comfortable 3. If you take nitroglycerin, take your normal dosage 4. Chew and swallow either one 325 mg or two 81 mg Aspirin (ASA) tablets 5. Rest and wait. Stay calm while waiting for help to arrive 6. Keep a list of all your medications in your wallet and by the phone because emergency personnel will want this information immediately upon arrival The warning signs for a stroke are very specific to the illness: 1. Face – Is it drooping?

2. Arms – Can you raise both?

3. Speech – Is it slurred or jumbled?

4. Time – Call 9-1-1 right away.

A stroke is a medical emergency. If you experience any of these signs, do not drive to the hospital yourself.

Don’t be afraid to cut this article and put it on your fridge. It just might save a life.

STUDENT VACCINATIONS IMPERATIVE

This week, the Haliburton, Kawartha, Pine Ridge District Health Unit is sending out notices to approximately 5,600 area students whose vaccination records are not up-to-date. These notices tell families that if vaccination records are not updated, or a valid exemption for medical, conscience or religious reasons is not given, students will be suspended from school starting in April.

Families who receive these notices are encouraged to follow these three steps:

• Don’t wait. Check your child’s immunization record for any missing vaccines. Go to www.ontario.ca/ page/vaccines-children-school for a full listing of what is required.

• Vaccinate. See your health care provider or contact the Health Unit to get any missing vaccines.

• Update. Visit Immunization Connect Ontario (ICON) (http://hkpr.icon.ehealthontario.ca) to easily update, manage, and track vaccination records online. For more information, call the Health Unit at 1-866888-4577, ext. 1507, or visit www.hkpr.on.ca.

“We urge families who receive a Health Unit notice to take a moment and review their child’s vaccination record. Visiting the ICON website is the quickest and easiest way to update records to avoid any problems,” says Marianne Rock, a Health Unit manager in the Health Protection Division. “In many cases students have all their vaccines, but the records just need updating with the Health Unit.”

In Ontario, health units must enforce the Immunization of School Pupils Act. This law requires all students attending school to be fully immunized against diphtheria, tetanus, polio, measles, mumps, rubella, pertussis (whooping cough), varicella (chickenpox) and meningococcal disease. If any vaccine is missing, students can be suspended from school.

“While it is not the Health Unit’s intent to suspend students, there is a requirement for all students to be vaccinated,” Rock notes. “Vaccines are free, safe and effective, and help protect young people against very serious diseases.”

The Health Unit is aiming for a repeat of last year.

In 2018, hundreds of suspension notices were issued to local students, but in the end, all vaccination records were updated.

SCAMMING TIME AGAIN

We’ve received several emails from our readers, citing numerous telephone and internet scams circulating throughout the area.

In one case, a woman and her partner, both seniors living in Cameron, received at least five phone calls from different phone numbers in Northern ontario, telling them their WestJet confirmation number had been chosen for some sort of reward. They had never flown on WestJet and their phone number was not listed in any online or published directories.

Luckily, both were wary of the offer and did not get conned. Unfortunately, though, that is not the case for many of the seniors and others who become victims to these, and other fraudsters.

In another case, a reader received a call from a woman identifying herself as calling on behalf of the Ontario Home Warranty Association. The reader was told they were eligible to receive a monthly subsidy from the organization and then was asked for financial banking information to enable direct deposit of the subsidy. The reader did not give out her details and hung up.

If you are suspicious of any telephone, online or inperson solicitation, do not get involved. You can report any of these scams to the Canadian Anti-Fraud Centre line at http://www.antifraudcentre-centreantifraude.ca/ index-eng.htm.

The Bobcaygeon Horticultural Society, like the groundhog, has emerged from hibernation. We will be celebrating that fact with our first meeting on Thursday, February 21 at Knox Presbyterian Church.

This winter evening will offer a relaxed escape from dreary weather as we turn to thoughts of better days to come. Mary Jane Pilgrim, Peterborough horticulturalist and Master Gardener, will inspire us with an entertaining “horticultural trivia” quiz which will be educational as well as “good fun”.

In addition to promoting horticulture through speakers and workshops, the society organizes the ever-popular May plant sale, hosts the July garden tour and, in August, recognizes horticultural excellence at the Garden Show and Tea. Just now, our most pressing task involves the many public gardens maintained by our members.
