MESSAGE FROM THE PRESIDENT Dear PICE-UAE Chapter Members,

While I kept staring blank in front of my monitor to arrange the words that I wanted to share with you all, I happen to be listening to a French song entitled “La Vie en Rose” which was an original of Edith Piaf. I thought this song was really made for lovers and those in love. Until, I became too curious of the song and searched for the meaning of it. The song was in fact released after the World War 2 and became an anthem for HOPE. Another year has passed that fast and a new year has come again. But let us always be reminded that the year 2023 and year before that has been a part of our lives and our being. A lot of lessons learned, a lot of mistakes made, a lot of things came and gone, a lot of events have thought us to be better. As these years passed us, we became a better version of ourselves. With all the struggles and blessings, smile and tears, success and failures, we were shaped better and better. Now a new year has come again, should we really forget the past? This year is another BEGINNING. Another chance to try something new. To try another way after those that did not work. Every beginning is our chance to hope again that this time I will do better. That is the beauty of beginnings. It gives us always a ray of light and another opportunity to improve and develop. The past will always be there to be our guide that is why it should not be forgotten. The past has been our beginnings before. One or two, it has thought us to try on something new. It has thought us to explore on things that we did not imagine we can conquer. And today’s beginning has a lot in store for us. There is another set of 12 months to learn and grow, and a chance to little by little, step by step, try to get out of our core and comfort zone. And in PICE-UAE, we got you. With new learning or renew those forgotten lessons, we are here to be with you. To walk along with you. Your plans to step up will soon be at reach if we start to work alongside again this year. Your support, cooperation and willingness to learn will be our fuel to always give an extra mile. Let us together make something better not only for our organization, but for ourselves, our teammates and our country men. Always have the HOPE and the fire to move forward. As the road is still long to travel, and at the end of it, something better is always waiting for us. Let us start strong, and finish unstoppable. AYAH!

In a dazzling display of eloquence and wit, the PICE-UAE & Fellows Toastmasters Club recently hosted its annual club speech contest on January 20, 2024, leaving the audience in awe of the exceptional talent showcased by its members. The event, held at Peppermint Events Hall, Unit 101, Al Jamal, Khalifa St. Abu Dhabi, UAE, featured participants who fervently competed in various categories, each delivering speeches that were both captivating and The contest witnessed fierce competition, but in the end, three standout speakers emerged in their respective categories. Deconstructing the speech line by line and scrutinize every single action, facial expression, and stage movement are the key to execute the job. The journey to becoming a licensed civil engineer demands a combination of dedication, collaboration, and strategic preparation. All aspiring engineers are committed to attending review lectures navigating between theoretical and practical applications of each subject in relevance to the upcoming board examinations. The lectures not only keep the reviewees abreast of industry standards but instill a proactive mindset ensuring that knowledge taught is also applicable in their respective profession. Understanding the intricacies of load distribution, stability and material behavior, reviewees are equipped with theoretical framework necessary to analyze the complexity of design subjects in the board exam. PICE-UAE Board of Directors 2024 has shown their utmost support for the review program by visiting the lecture on January 13, 2024. Their presence is essential to help and keep the reviewees motivated and focused on their preparation.

PICE-UAE BODS VISIT DXB-COSPLE

With the newly elected PICE-UAE Board of Directors, the vision and mission of the organization continues on. Early this year, the reviewees from DXB-COSPLE and AUH-COSPLE have been visited by the BODs to provide motivation and inspiration; each giving a heart-warming messages and review tips to everyone. The year started rough for the reviewees since it was the first week from the very long break from the holidays. Most of them are still on vacation, both mentally and physically. Nonetheless, the reviewees find way to break this lazy feeling and strive for concentration and determination to pass the upcoming board exam. By actively engaging with and supporting reviewees, involving collaboration among volunteer instructors, PICE-UAE Board of Directors 2024, COSPLE officers create a supportive and structured learning environment that enhances the overall effectiveness of the review program and contributes to the success of the aspiring professionals.

Bayanihan Council Abu Dhabi’s Thanksgiving Dinner: Celebrating Unity and Support Engr. Joeper Famorcan

In a heartwarming gathering on January 13, 2024, at the Palm Pavilion 1204, Al Otaibla Building, Najda Street, Abu Dhabi, UAE, the Bayanihan Council Abu Dhabi hosted a memorable Thanksgiving Dinner. Attended by esteemed guests including the Board of Directors from 2024 PICE UAE, led by the distinguished President Engr. Sheryl Dela Pena, the event radiated gratitude and camaraderie. The presence of Engr. Joeper F. Famorcan (1st Vice President), Engr. Blesil Apduhan (2nd Vice President), Engr. Giovani Contreras (Chairperson of Committee on Public AffairsCOPA), and Engr. Onofre Valencia (2023 PICE UAE-PRO) added prestige and significance to the occasion, highlighting the strong bond between the organizations and PICE-UAE commitment to collaboration and mutual support.

At its core, the Thanksgiving Dinner served as a platform to express heartfelt appreciation for the unwavering and consistent support extended by all members of the Bayanihan Council Abu Dhabi throughout the year 2023. The event aimed to recognize and honor the invaluable contributions of organizations that have steadfastly supported the programs and activities initiated and executed by the Bayanihan Council. The evening commenced with a presentation of the yearend report by the Bayanihan Council officers, providing a comprehensive overview of the accomplishments and milestones achieved throughout the year. Throughout the seminar, Engineer Catequista covered crucial topics, beginning with the purpose of adapting BIM, emphasizing its role in streamlining processes, improving efficiency, and fostering collaboration among project disciplines. He underscored the imperative need for civil engineers to adapt to evolving industry standards and highlighted the pivotal role of BIM in meeting these requirements. The discussion delved into clash detection, showcasing how BIM identifies and resolves conflicts in the design phase while also highlighting its 3D visualization capabilities to enhance project understanding and communication.

Civil engineering professionals within the country of United Arab Emirates and students across the Philippines kicked off the year last January 14, 2024 to engage in conversations about new innovations of technology in the Civil engineering industry. The COME Talk 1.0, organized by the Philippine Institute of Civil Engineers UAE Chapter centered

theme “Introduction to Building Information Modelling (BIM) for Civil Engineers.” This event served as a platform for insightful discussions, highlighting the progressive approach of the institute in enhancing industry understanding. Bringing over thirteen years of expertise to the forefront,

shared with the participants some few tips on how to get a 1-year subscription to Autodesk Revit program provided that they conform to the necessary documents. The technical speaker also introduced Revit software as a transformative addition to Building Information Modelling (BIM). Developed by Autodesk, Revit serves as a key tool for

architects, engineers, and contractors, facilitating the creation of unified 3D models that seamlessly integrate disciplines throughout a project’s lifecycle. This introduction marked a significant industry shift, positioning Revit as intentionally designed to enhance, rather than replace, the BIM process. Widely recognized for its interoperability and ease of data exchange with AutoCAD and other applications, Revit has played a pivotal role in streamlining design, collaboration, and construction documentation processes, establishing new standards for efficiency and precision in architectural and engineering software solutions. COME Talk 1.0 concluded with an outstanding 127 number of participants that were left with a newfound appreciation for the transformative potential of BIM, not only gaining valuable insights into REVIT but also igniting a collective enthusiasm for embracing innovation and staying at the forefront of technological advancements in the field of civil engineering. The 2024 PICE-UAE COME team would like to extend its gratitude to all the participants who attended the talk, as it was their first project for the year 2024. They received valuable feedback from the attendees via google forms commenting that they learned so much from the technical speaker, leaving them in awe as it made them realize that being a civil engineer does not limit them to certain pathways, but outside of their scope is a broad horizon.

Forum, the circular economy aims to replace the end-of-life concept with restoration and eliminate waste through superior material design. This requires a shift towards the use of renewable energy and the elimination of toxic chemicals that hinder reuse and return to the biosphere. Civil engineers play a vital role in designing infrastructure and systems that adhere to these principles and contribute to the circular economy. The circular economy is not just an environmental initiative but also an economic and social paradigm. By minimizing pollution and waste, extending product lifecycles, and sharing physical and natural assets, the circular economy strives to create a competitive economy that generates green and decent jobs while staying within planetary boundaries. To achieve these goals, civil

engineers can adopt three key principles of the circular economy. First, eliminating waste and pollution involves treating waste as a design flaw and ensuring that materials re-enter the economy at the end of their use. This can be achieved through the maintenance, sharing, reuse, repair, and refurbishment of products, with recycling being the last resort. The second principle focuses on circulating products and materials throughout their lifecycle. COME Night 1.0: PICE-UAE goes camping Engr. Jason Lee

Networking, gathering, and many more activities are expected to run this year of 2024. The PICEUAE Committee on Membership started the year with a camping activity located in Al Wathba Lake, Abu Dhabi, United Arab Emirates dated last January 20, 2024. The members were given the chance to unwind and feel the outdoor experience in the vast local sands and a beautiful visual of a serene lake. As working professionals in the office or field, a longing of clarity and peace of mind is important for all of us, especially as engineers who perseveres the weathering condition of every project. The objective of the COME Night 1.0 was to reconnect the members of PICE-UAE with each other physically and redefine their inner perspective that life is not all about working, but it is also about reuniting socially with other people and disconnect from the hustle and bustle of the city

vibes. One significant purpose of the program is to strengthen the bond of each member and let everyone be secured that there will always be someone to have their backs to support with whatever circumstances that may arise during their journey as a person in and out of the commercial industry. The program started by setting up the camping equipment and gearing up on what necessary measures were to consider. As the event started around late afternoon, everyone was quite famished after setting up the camp, so dinner was served for everyone to enjoy, eating seafood, snacks, rice, noodles, and prepared sandwiches. Grilling of fish was well-done and everyone got a taste of its delicious filling. Afterwards, fun games began. With the help of the moderators, both games of charades and copy-my-moves were successful and everyone learned the main essence of right coordination and teamwork. Strategy was the main key to succeed in winning the activities. Each individual’s experience was shared in the campfire about how their journey started as a young

professional civil engineer to becoming who they are today. They also shared how they started their career in the country of UAE and their exposure to the PICEUAE organization with regards to showcasing their various talents in volunteering their service to PICE-UAE. It was indeed a fun-filled activity under the campfire and every participant can attest to that as they were refreshed and got a quick get-away from their routine work. My new year’s resolution? It’s the same for what we all hope for, that is to be happier. I begin with a grateful heart each year. I reflect on the past years’ events of my life, the hard times, when one meal a day is all I can have to get through, when I had to walk from EDSA Roosevelt to Thomas Morato to go to work because the change in my pocket is good only for half the trip, the time when I could not give my babies enough food nor baby clothes, much more of any toys, and the time when I had unbelievable challenges in keeping my relationships sane. Painful but life has given me a very supportive father and a so much loving mother - God knows how they held me and got my back. Then I count my blessings and times of joy. Rather than hate, I revisit the love that I still have in my heart, then find that in spite of the misery fate has led me to better people, places and situations. This is how I remember the overwhelming gratitude for what I have become. This is how my personal resolutions are build, to appreciate my family with all I have because happiness to me is when I see them happy. But all I had was nothing. It came to me that my time, talent and

treasure have to be improved so I can have something to offer. This thoughts became my driver to fulfill my aspirations for my career, my health, my family relationships and state of my finances. This year, my husband and I begin the startups of our future back home. We are in our full optimism because the goal is to be able to stay near our aging parents after being faraway for a very long time. My prayers are for God’s grace to help me be at my best in every step of the way so I would always be capable of making my family happy. Contentment is a consequence of happiness, a feeling we enjoy when we know we are at our best. We often think that giving ourselves plans for personal development, timelines, and tools of strong-will, hard work, the ‘going an extra mile’ ideas and of course unceasing prayers to our merciful Father God, are what will swiftly bring us up to our best - to our happiness. Yet life is tough. Often than not, it goes against our wishes. Life is a continuous learning for selfimprovement but so as hardships and sacrifices. We don’t learn without tests. I had my fair share of these unpleasant difficulties and I’m in my mid-50s now. It took me half of my life before I realize that to be at best is not about what I decide to do and achieve. It is nothing else but about having a purpose in wanting what to do and achieve. The second half of my life has been a story of peace, success and happiness. Although, of course, nothing is perfect. We cannot change how life is but we can always manage ourselves to how we handle life so it allows us the peace, success and happiness we deserve. Way to

go for a personal resolution rooted by love and gratitude. I wish you all the best rewards in life.

Over the past years, I’ve encountered various work environments and people that have made me more resilient and determined to pursue my life dreams. As part of my New Year’s resolution, I aim to dedicate more time to activities that bring joy and contribute to overall wellbeing. Self-care remains a top priority, and this year, I strive for a healthier lifestyle to maintain good physical and mental health, ensuring I reach my desired results.

Committee on Membership (COME) COME shall be primarily responsible for recruiting members of the Chapter and shall formulate strategies and guidelines to encourage and maximize the enlistment of members and shall perform activities inherent to its function, and shall be in charge of all records pertaining thereto. COME shall be responsible in guiding the members in adhering to the Code of Ethics of the Institute. Pursuant to the Chapter By-Laws, COME shall act on problems referred to the Chapter regarding relationship of members with the Chapter itself or with the Institute in general. COME shall be responsible for accepting applications for Life Membership and upgrading to Specialist Category who shall likewise forward the same to the PICE National Office.

Committee on Corporate Social Responsibility (CCSR) CSSR shall be responsible in initiating and conducting different programs that will positively impact the environment and community.

Committee on Education (COED)

Committee on PICE UAE Affairs (COPA)

COED shall be responsible for preparing and maintaining a program for continuing technical and professional education through arranging and conducting trainings, lectures, workshops, seminars and the likes, for the members.

COPA shall be responsible for coordinating the affairs and activities of the Chapter with other organizations, concerned government agencies and authorities as well as the Institute. COPA shall be responsible for information dissemination for any announcement and circulation from Embassy relevant to the membership and organization thru COPI.

Committee on Ways and Means (COWME)

Committee on Publications and Information (COPI)

COWME shall be responsible for generating additional funds for the operation and affairs of the Chapter.

COPI shall act as the Editorial Board of any Chapter publication and shall scrutinize and control any information about the Chapter before they are disseminated. COPI shall likewise control and manage the Chapter’s website.

Committee on Honors (COHO)

Committee on Socials and Receptions (COSR)

COHO shall be responsible for determining and recommending to the BOD for confirmation, candidates for the Honorary Membership and other honors and awards that may be conferred to any member, BOD and Officers in recognition of his exemplary and outstanding contribution to the Chapter and the Civil Engineering profession as a whole.

COSR shall be in-charge with the security and safety of the venue and managing the logistics for all activities of the organization. COSR shall be in-charge with scouting appropriate venues for all events and activities.

Committee on Special Professional Licensure Exams (COSPLE) COSPLE shall be responsible for arranging or conducting refresher courses and reviews to Associate Members and other Filipino Civil Engineering Graduates working in the United Arab Emirates who wish to take up the Special Professional Licensure Board Examination for Civil Engineers.

Committee on Constitutional Amendments and Oversight (CCAO) CCAO shall be responsible to review the conduct and activities of the Chapter and shall be empowered to oversee the performance of the BOD. CCAO is also tasked to oversee the Constitution and ByLaws of the Chapter and propose any amendment, if necessary.

Commission on Elections (COMELEC) The COMELEC shall conduct and supervise all elections of the Chapter and to ensure that such elections are fair, efficient and effective. The COMELEC shall be empowered to handle any questions or conflicts that may arise during any election.
