I

T’S ALMOST THAT TIME OF YEAR —and it’s definitely time to plan for that time of year. The 2019 IPMI Conference & Expo is coming, June 9–12 in Anaheim, Calif., and as usual, I can’t wait to see many of you there! It’s fantastic to put faces to names, meet new-to-me industry members, and catch up in person with those of you I’ve known for a long time. And I always learn a ton about parking and mobility while onsite. This issue covers all the highlights.

A few things I hope you’ll think about before departing for California this summer: ■■ IPMI is partnering with Mobility Lab for our first TransportationCamp—a half-day “unconference”—the afternoon of June 9. Make sure you sign up in advance for this unique opportunity, and bring all of your thoughts and ideas about mobility and where we all fit in—participants will determine the agenda. ■■ If you’re new to the IPMI Conference, please join us for our First Timers Breakfast Bootcamp to meet colleagues from around the world and learn how to make the most of your inaugural Conference experience. ■■ Looking ahead? Aren’t we all? Put this year’s GameChangers on your schedule. ■■ Be sure to attend our Opening General Session with Larry Burns, PhD, author of “Autonomy: The Quest for the Driverless Car and How It Will Reshape Our Lives.” Former General Motors vice president of research and development and mobility consultant to Google/Waymo, he’s one of the fathers of the autonomous vehicle movement, with a unique perspective and insight about what it all means for our industry and its people. Of course, there’s a lot more to see and do in Anaheim. Our coverage starts on p. 20. By the time you read this, our staff will be busy packing and finishing last-minute preparations. We’re all looking forward to the biggest and best event yet—and combining our commitment to the parking industry with a new focus on mobility and the future of transportation. As always, my contact information is below and I hope you’ll get in touch anytime. But I also hope we have a chance to say hello face-to-face this summer. It’s an exciting time to be part of this profession. See you in June.

Learning about Ourselves By Lance H. Hale

T

HOSE OF US WHO HAVE been in the parking profession for a number of years hope we have a handle on what our industry is about. I sometimes struggle to explain to non-parking professionals—even to my own administrators—why parking is important, complex, and evolving.

I admit that before I entered parking management I could not understand what was so complicated about whether someone was parking legally or not—and that was surely all the knowledge about parking one needed. When I told a good friend early in my parking career that I was going to a parking conference, she asked, “What do you discuss, whether the lines should be vertical or at an angle?” She could not imagine what information I could gain from a parking conference. If you have not attended the IPMI Conference & Expo, there is a world of information presented beyond determining the direction of the space lines. Attendees benefit from presentations on updating and managing parking, using new technology, interacting with stakeholders, and responding to changes in the regulatory environment. There are numerous suppliers who offer solutions to problems and strategies to simplify your institution’s data collection and analysis. I admit feeling a bit overwhelmed at the first IPMI (then IPI) Conference I attended. There were a dizzying number of educational sessions and vendors. I wandered around for quite some time trying to take it all in. After a bit, I figured out how to plan an itinerary to maximize my time and gain knowledge relevant to my own situation.

4  THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG

To everyone who is relatively new to the profession, I urge you to attend conferences to access information. While budgets can be restrictive, resources are well-spent in attending and networking with fellow professionals. We may have our own means of coping with problems, or at least mitigating them, but it is helpful to hear other strategies. The best way to find out what works is to learn from experts and also to interact with others on the same path. I encourage you to attend the 2019 IPMI Conference & Expo, but you should also consider attending state and regional parking conferences. While they may not have the same number of vendors or speakers, they can be extremely valuable networking tools. Parking professionals can gain valuable insight into our profession and develop friendships with people who share similar responsibilities. Attendance is well worth the cost, and the return on the investment is immeasurable. LANCE H. HALE is director of

THE BUSINESS OF PARKING | MARKETING

Partners in Marketing By Bill Smith

S

OMETIMES THE MOST VALUABLE MARKETING happens through partnerships. Companies that provide products and services to parking owners and operators are often in a unique position to promote their own brands while providing valuable added benefits to their customers.

ing to that garage. By doing so, they raise awareness of their products, while helping solidify their relationship with the customer by helping the customer generate more revenue. Similarly, a pre-booking company can promote going live at a particular garage, airport, or campus parking system. By generating publicity to inform local parkers that they can reserve parking in advance, a company can create more business for itself and for the parking owner it is serving.

Case Study

SHUTTERSTOCK / ALPHASPIRIT

Savvy parking consultants have been doing this for years. They publicize the results of the parking plans they develop for cities, explaining their recommendations and how they will benefit the community. This obviously promotes their own brands, but it also provides an invaluable service to their customers by helping build support for the parking plan. This can be a particularly good strategy for technology providers. Most parking technologies are designed to improve the parker experience, but they can’t succeed if parkers don’t know about the technology or aren’t aware that it’s available to use.

Launching a Program

Virtually any parking technology company can benefit from this approach. For example, by publicizing a new installation, parking guidance providers can attract new parkers who want more convenient park-

Recognizing that mobile payment only benefits drivers and cities if people are using it, PayByPhone has created what it calls the Adoption Success Model, a customizable program through which local marketing and adoption programs are developed to meet a community’s unique needs and requirements. The marketing programs may include any of a number of approaches, including publicity (press releases and feature stories); social media marketing and advertising; and event partnerships with local radio, television, or print media companies. PayByPhone’s program for the City of Seattle stands out. In summer 2017, they initiated the Soak In Seattle campaign. The summer-long campaign was designed to attract 6,000 new mobile payment customers and generate 840,000 new transactions. Those goals were exceeded through a combination of marketing tactics that included free parking offers, street team ambassadors, paid print and digital advertising and public relations, paid ads on social media sites, and a custom landing page. One of the more creative—and fun—elements of the program was the “parking sticker” campaign.

Through this campaign a car was covered bumper to bumper with stickers, and anyone who downloaded the PayByPhone app was given a chance to select a parking sticker off the car to win a prize. The marketing program was featured in numerous stories in local newspapers and on local television and radio, enhancing its effectiveness. PayByPhone has run similar programs in Winnipeg in Manitoba, Canada and in San Francisco, Calif., as well as for private owners, universities, and hospitals across the U.S. and Canada. Through these programs, PayByPhone is generating revenue for itself, but it’s also promoting the interests of its customers and strengthening its relationship with the customer. This type of marketing presents a true win-win scenario for both entities.

This approach can be put to good use by nearly any business serving parking owners or operators. Whether your company is a technology provider, consultant, design firm, human resources business—really any type of supplier—it makes sense to consider marketing in partnership with your customers. THE GREEN STANDARD

Software Makes Modernization Achievable By Christopher Perry and Kevin Woznicki

T

HE CONTINUING GROWTH OF CITIES IS ESCALATING THE NEED for mobility in urban areas, and heavy vehicle traffic calls for smarter parking and mobility systems. To address this, cities are being outfitted with cameras for multiple uses, such as closed-circuit television (CCTV) security, license plate recognition (LPR)-based parking enforcement, frictionless parking, smart traffic management, road tolling, and access control. The camera infrastructure is already in place, and now the need is shifting toward hardware and platform-independent analytics, data collection, and parking management systems based on LPR and other vehicle identification technologies.

There are multiple reasons for upgrading traffic and parking services with the use of smart software. Software solutions provide a cost-effective alternative to make use of existing hardware with added benefits that include complete scalability and full interoperability with other systems. When software is the backbone of these platforms, the development and deployment of video analytics, data collection systems, and business intelligence

10  THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG

systems is accelerated and at significantly less cost. Moreover, the underlying neural network technology allows a virtually endless number of uses for software-based video analytics and LPR technology.

Typical Implementation

Let us review an example for a typical implementation. It is common practice for a parking management company to

o perate CCTV systems within garages, using a software suite to manage the access and revenue control aspects of the facility. Cameras are used to monitor entry and exit lanes; they can also be used to provide footage of the license plates and vehicles. To automate the entry and exit process, implementing LPR technology is a plausible choice. Unfortunately, adding LPR-specific cameras is often cost prohibitive. The ideal solution is integrating LPR software into the parking software that works with all the existing infrastructure, including cameras and the barrier. Because a camera provides video footage of traffic, the setup allows additional analytical software to provide LPR data as well as other options (make and model recognition, for example). This additional information has many uses. While it is an interesting source of additional data in a shopping mall when trying to get a picture of the audience, it can also be used as a supplement for LPR data. By supplementing LPR data with vehicle make and model, the vehicle fingerprint becomes more accurate and decreases the margin of error for entry/ exit decisions. The benefits? Quick deployment, easy setup, a modernized operation, and additional data for the cost of the software instead of an expensive investment in new infrastructure.

violations, traffic patterns, and traffic volume, thereby increasing the overall utility of the system. These are only a few of the scenarios that can potentially be covered by video analytics software. We are still very early in the implementation of artificial intelligence-powered video analytics software into actual parking and traffic applications, but one thing is certain: Technology exists that has the potential to greatly accelerate the automation of parking and mobility systems and smartening of our cities. Traffic Management

Video analytics technology applied in the case of vehicle brand and model recognition has uses in the traffic management sector as well. Starting from vehicle counting through traffic-incident detection to creating reference data for law enforcement, it covers several relevant functions while using existing surveillance equipment. Sweeping crowded road sections for traffic jams and immediately signaling the traffic management system to propose alternate routes or automated monitoring of dangerous crossroads 24/7 for traffic rule violations are all ready to be implemented. When traffic analytic solutions are paired with law-enforcement systems, the result is a more encompassing and efficient solution that can offer multiple green benefits. There is no magic here: A video analytics system is capable of using existing camera infrastructure to provide authorities with all relevant reference data pertaining to traffic

MOBILITY & TECH

Techno-centric Thinking

SHUTTERSTOCK / SDECORET

By Melissa Yates, CAPP

S

IMPLY PUT, IN 2019 PARKING AND MOBILITY program leaders will need to become even more “techno-centric,” or educated, regarding options offered by industry vendors as they relate to technology and data. To satisfy customer demand for parking, mobility, and access options in any system, industry leaders will need to understand the variety of supporting technologies and data, how they function, and how to match them in a complementary way to effect programmatic success. If not, program leaders will run the risk of quickly becoming a legacy program with a failed service model.

Matching program offerings is often the first hurdle to overcome, with integration directly following. As much as the newest technology sounds like the answer to a multi-faceted problem of parking, access, and data demand, the real question to ask is, “Will this company still be around in the near future?” Do they have a service track record in the industry, however brief, and are they willing to work with other vendors to achieve a cohesive integration?

12  THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG

Taking a chance on a dynamic new vendor can be extremely rewarding, not to mention temping, or a huge risk for program managers. The carrot is most obviously a variety of promised data that is ardently sought after to help easily identify and make programmatic decisions from, such as dynamic price setting to balance access needs during business peaks, as well as how to best use the limited curbside more effectively.

As quickly as technology and digital offerings are rushing forward to assist in program management, the customer must be able to easily use and understand the benefit. Staff must also be brought along with the vision and able to adapt even more quickly with their buy-in and ongoing support of the new digital business model.

Shifting to New Platforms

As the industry shifts from heavy investments in physical program infrastructure such as gates, signage, wayfinding, and pay stations to more digital and application-based platforms, it’s important to keep the vision of basic services germane to all parking programs running smoothly: efficient enforcement, infrastructure upkeep, and parking product sales. As the trusted ambassadors of access parking programs, our core work is to ensure that other departments, services, and businesses can be successful through best practices in access and mobility management. As quickly as technology and digital offerings are rushing forward to assist in program management, the customer must be able to easily use and understand the benefit. Staff must also be brought along with the vision and able to adapt even more quickly with their buy-in and ongoing support of the new digital business model. Some guiding questions are: ■■ What data are truly desired? ■■ Will the data identify who is using resources, when, and how often? ■■ Does this technology meet these needs, along with the triple-benefit rule (customer satisfaction, staff efficiencies, and assistance with program leadership decision-making)? There are a multitude of technology platform offerings in the industry today. Having a clear vision of the information sets desired to make data-driven decisions is important, while being supported by solid program basics of parking access and mobility is critical to success. Established vendors are already adapting to a more app-driven digital platform and have identified a subset of industry metrics most requested and shifted to meet the need. Mining their experience and track record is key. The essentials of how they have shown up in the past is a nice starting place before joining with them, linked arm in arm, into the digital future of new offerings. A continued model of success, showing commitment to contributing to a strong digital program with ease of integra-

tion, is important. Finally, before too many dollars are spent, find out who’s willing to play in the pilot sandbox, and if sampling the product has the vendor pulling up to the table, or looking for a different program to work with. MELISSA YATES, CAPP, is access and parking manager

FINANCIAL MATTERS

Don’t Count Your Chickens and Other Truisms to Remember in a Volatile Market By Mark A. Vergenes

C

ONVENTIONAL WISDOM SAYS that what goes up must come down. But even if you view market volatility as a normal occurrence, it can be tough to handle when it’s your money at stake. Though there’s no foolproof way to handle the ups and downs of the stock market, the following common sense tips can help.

Diversifying your investment portfolio is one of the key ways you can handle market volatility. Because asset classes often perform differently under different market conditions, spreading your assets across a variety of different investments, such as stocks, bonds, and cash alternatives (money market funds and other short-term instruments), has the potential to help manage your overall risk. Ideally, a decline in one type of asset will be balanced out by a gain in another, though diversification can’t guarantee a profit or eliminate the possibility of market loss. One way to diversify your portfolio is through asset allocation: identifying the asset classes that are appropriate for you and allocating a certain percentage of your investment dollars to each class (e.g., 70 percent to stocks, 20 percent to bonds, 10 percent to cash alternatives).

Focus on the Forest, Not the Trees

As the markets go up and down, it’s easy to become too focused on day-to-day returns. Instead, keep your eyes on your long-term investing goals and your overall portfolio. Although only you can decide how much investment risk you can handle, if you still have years to invest, don’t overestimate the effect of shortterm price fluctuations on your portfolio.

Look before You Leap

When the market goes down and investment losses pile up, you may be tempted to pull out of the stock market altogether and look for less

14  THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG

volatile investments. The small returns that typically accompany low-risk investments may seem downright attractive when more risky investments are posting negative returns. Before you leap into a different investment strategy, make sure you’re doing it for the right reasons. How you choose to invest your money should be consistent with your goals and time horizon. If you still have years to invest, keep in mind that although past performance is no guarantee of future results, stocks have historically outperformed stable value investments over time. If you move most or all your investment dollars into conservative investments, you’ve not only locked in any losses you might have but also sacrificed the potential for higher returns.

Look for the Silver Lining

The silver lining of a down market is the opportunity you have to buy shares of stock at lower prices. One of the ways you can do this is by using dollar-cost averaging, where you don’t try to time the market by buying shares at the moment when the price is lowest. In fact, you don’t worry about price at all. Instead, you invest the same amount of money at regular intervals over time. When the price is higher, your investment dollars buy fewer shares of stock, but when the price is lower, the same dollar amount will buy more shares. Although dollar-cost averaging can’t guarantee you a profit or protect against a loss, over time a regular fixed-dollar investment may result in an average price per share that’s lower than the average market price, assuming you invest through all types of markets.

As the market recovers from a down cycle, elation quickly sets in. If the upswing lasts long enough, it’s easy to believe that investing in the stock market is a sure thing. But, of course, it never is. As many investors have learned the hard way, becoming overly optimistic about investing during the good times can be as detrimental as worrying too much during bad times. The right approach during all kinds of markets is to be realistic. Have a plan, stick with it, and strike a comfortable balance between risk and return. Please don’t hesitate to get

PARKING SPOTLIGHT | MOBILITY

Mobility and Societal Considerations: What’s Happening? By Eric Haggett

I

WAS THINKING ABOUT HOW CONVENIENT IT IS to be able to request an Uber, Lyft, or Via at any time from my smartphone—even at 4 a.m. to catch the first flight of the day out of Chicago’s O’Hare airport. Then I thought about how much fun it was to be able to pick up an electric scooter lying in the sand at Venice Beach, Calif., download an app on my phone, and zip off along the 2.5-mile oceanfront path to Santa Monica Pier, passing a suited 20-something scooting the other direction, presumably on his way to work. Eventually, my thoughts strayed to the cost of these on-demand mobility options and how little thought I gave to paying that cost, whether for a work-related trip to the airport or for a quick scoot down the beach while on vacation.

Fortunately, I have the luxury of considering these costs only briefly in my decision-making, but what about people who must agonize over every penny they spend? Or what about people with physical limitations? Are these new mobility options even an option for them? More questions came to mind: ■■ While there are real and potential benefits to society of increasing mobility options, how do we ensure that these benefits are available to everyone? ■■ Do we care if these options are not available to some groups? ■■ If the trend in society is toward mobility-as-a-service, what happens to the segment of society that can’t afford those services or are not physically capable of using them? Will this be yet another way in which the “haves” separate themselves from the “have-nots”?

Transportation Network Companies

Transportation network companies (TNCs) provide a transportation al-

ternative to those of us (like me) who choose not to own a car and for whom public transportation is not always a viable option. Additionally, research conducted by Anne Brown, presented in her dissertation “Ridehail Revolution: Ridehail Travel and Equity in Los Angeles” (2018), suggests that “hailing shared rides was common in low-income neighborhoods” as well, and “ridehailing provides auto-mobility in neighborhoods where many lack reliable access to cars.” Whether serving someone who

16  THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG

chooses not to own a car or someone who cannot afford to own a car, TNCs serve a need. However, what happens when market forces dictate that the cost of each ride with a TNC must increase? According to Uber’s financial results, the company lost $2.8 billion in 2016, $2.2 billion in 2017, and $1.8 billion in 2018. On top of that, New York, N.Y., recently became the first city to require that drivers working for ride-hailing companies be paid a minimum wage. A representative of New York City’s Taxi and Limousine Commission stated that this increase would raise the average driver’s earnings by $10,000 a year. Put into context, for the approximately 80,000 drivers in New York City working for a TNC, this would translate into an additional $800 million in wages or, put another way, $800 million in additional fares for ride-hail users. You could see how this New York rule change might make its way into the rules governing TNCs across the U.S. and the world. To become profitable it seems TNCs will have to raise the cost of their rides, making them a less viable mobility option for low-income people.

The Smartphone Factor

All of this assumes that people have access to a smartphone with the ability to download and use ride-hailing apps. According to the Pew Research Center, while only 5 percent of adults in the U.S. do not own a cellphone, 23 percent do not own a smartphone—about 58 million people. Of the adults in the U.S.

making less than $30,000 per year, 92 percent own a cellphone, but only 67 percent own a smartphone; this compares to 98 percent cellphone ownership and 93 percent smartphone ownership for those making over $75,000 per year. For the lowest income individuals who perhaps cannot afford a smartphone, ride-hailing or renting a shared scooter are not mobility options.

The Population with Disabilities

People with disabilities have even less access to ride-hailing services, let alone micro-mobility options such as shared scooters or shared bikes. A report by New York Lawyers for the Public Interest says that “Uber, Lyft, and other ride-hailing services are virtually ‘useless’ for people with disabilities because of the relative lack of vehicles equipped to handle wheelchairs and motorized scooters.” The report also says “when riders summoned wheelchair-accessible vehicles from Uber and Lyft—the only ride-hailing companies to offer such a service—the wait time was more than four times longer than for regular service.” When it comes to micro-mobility options, certain segments of the population will not be able to use these services due to their physical limitations, let alone the cost of these mobility options. On top of the equipment issues reducing the usefulness of ride-sharing and micro-mobility to people with disabilities, the cost of these services is another important factor. According to the 2017 Disability Statistics Annual Report produced by the Rehabilitation and Training Research Center on Disability Statistics and Demographics, “the median earnings of people with disabilities ages 16 and over in the U.S. was $22,047, about two-thirds of the median earnings of people without disabilities, $32,479.” Additionally, according to the same report, the percentage of people with disabilities who were in poverty was 20.9 percent in 2016, versus 13.1 percent for people without disabilities. These statistics indicate that not only are people with disabilities unlikely to be able to take advantage of advancements in new mobility options due to equipment issues, they are also less likely to be able to afford the costs associated with these services.

The Big Picture

In today’s world, where more and more people are feeling marginalized, both the private companies developing mobility technology and services and the public agencies responsible for governing their use need to consider not only the positive impacts of these new mobility options but also their potential to leave a significant portion of the population behind. The top reason I look forward to attending IPMI this year is the people in parking. This is my 10th straight IPMI Conference, and each time I can’t wait to laugh with old friends, learn from great minds in parking, and meet new professionals to add to my network.

There is no better place in the world to come together to discuss, learn about, and explore the most pressing and exciting issues facing parking and mobility professionals and to be inspired by and reconnect with friends, colleagues, and partners. A new structure connects people and parking in the heart of downtown Berkeley, Calif.

T

By Cali Yang

he Center Street Parking Garage in Berkeley, Calif., serves visitors of the bustling downtown as well as the Berkeley arts and theater district. The 250,000 square-foot, eight-level garage sits on an existing site previously occupied by a four-story parking structure built in the late 1950s. Easily accessible by mass transit, bicyclists, pedestrians, and drivers, the new $40 million structure provides 720 spaces for cars and 350 spaces for bikes in eight levels. It was constructed for $40 million. Design and Aesthetics

The garage features an art exhibit space, cafe, bike valet, public restroom facilities, state-of-the-art security system, and a dynamic parking count system with red and green indicator lights that show available spaces. The public restrooms contain stainless-steel fixtures, tiled floors, and open entrances with graphic display. The garage also houses a bike-share network and includes a BART bike station with a bicycle-equipment repair shop and 55 secured bicycle parking spaces. Graphic color schemes throughout the facility provide easy visibility for wayfinding to and from the vertical circulation elements and orientation to either end of the building. Vivid red and green signage elements signify the two entrances into the garage and help patrons navigate throughout the structure. Large arrows painted on the floor denote safe pathways for pedestrians. Differently colored wall graphics at every floor indicate the direction to the arts district and Center Street. A state-of-the-art navigation system helps patrons find available spaces more quickly.

Additional graphic elements, such as recycling signage, oversized restroom signs, electric-vehicle (EV) charging, and tire inflation station spaces, provide easy identification. The exterior facade consists of folded perforated metal panels, creating a wave-like form on both the Addison Street and Center Street facades. The metal panels are in more than 20 size variations, and each one is numbered and bolted into place in an accordion-like fashion. The elevation is capped by a continuous metal-panel-clad canopy that protects the stair and visually terminates the facade. A covered cantilevered walkway at the second level is clad in an accent-colored perforated metal that articulates up the exterior on a dramatic twisting staircase. The staircases provide an open, safe, and secure way for visitors to access the downtown area. The exterior design is highlighted by accent lighting that is programmable and allows a dynamic variety of colors for visual effect at night. The chic exterior design is an eye-catching sculpture and enhances the vitality of Berkeley. THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG  49

Functionality

The City of Berkeley commissioned a comprehensive multi-project street and open space improvement plan (SOSIP), which is intended to increase pedestrian activity throughout the downtown area. Reducing the number of street parking spaces widens sidewalk space and increases foot traffic. Due to seismic and functionality issues, the city decided to build a new replacement garage on the site of the existing 420-space structure, which was constructed in 1958 and closed in 2016. The new garage was created with the SOSIP in mind—bringing together a community vision of an engaging and vibrant downtown. The new structure also features ground-level retail space, cafe with open sidewalk, and landscaped pathways that offer seating areas for patrons. A free public bicycle valet is also available to visitors to the area, which encourages use of alternative transportation. Approximately 10 percent of Berkeley residents commute by bicycle, and creating a rider-friendly facility was extremely important to the city. The garage is conveniently located within half a block of the Downtown Berkeley BART station, so it is easy to drop off a bike and hop on the BART train. Berkeley Community College is located across the street from the garage and provides a convenient option for students to use the valet and 24-hour bicycle facility in the building. On the Center Street side, a coffee shop is located at the ground level with

an extra-wide sidewalk for customers to gather and socialize. There is also a landscape parklet area with benches for patrons and pedestrians. The garage features a flexible lane at each entrance to allow traffic to switch directions based on the time of day and traffic flow to avoid backups caused by events in the theater and arts district. The garage is designed in a double helix configuration to provide maximum parking capacity while maintaining a high level of service for roof-level patrons exiting the structure. The double helix ramp allows drivers to circulate two parking levels with each 360-degree trip, thus expediting exit and ostensibly converting this eight-level structure into two intertwined four-level structures. Cross-over ramps and extensive dynamic signage are incorporated to provide flexible wayfinding options for users.

The garage is equipped with a state-of-the-art guidance system featuring red and green lights and cameras monitoring traffic flow at the garage intersections. Wayfinding systems provide interior and exterior parking stall counts of available spaces by level and direction proximity indicators leading patrons toward the open spaces. Other special and unique amenities include a tire-inflation station for cars and bicycles, preferred parking for fuel-efficient vehicles, and a car-share program. Emergency phones are located throughout the building and connect directly to the police department.

Collaboration and Community

The new parking structure supports the economic, institutional, and artistic vitality of Downtown Berkeley. It is centrally located in the heart of downtown with convenient access to Berkeley City College and the arts district with theater and music venues. Rates for the new garage are significantly lower than surrounding street parking, which encourages patrons to park in the structure and allows visitors to spend more time in the area. Providing an increase of 63 percent in parking availability, the new garage has brought new vibrancy to the community and encourages visitors to park and walk to their destinations. The art gallery on the ground floor on the Addison Street frontage features rotating art displays, which are selected and approved by the Berkeley Civic Arts Commission. International Parking Design worked closely with the city, community members, BART, regional bicycle

“

WHAT THEY’RE SAYING

”

“ The new Center Street Garage is an exciting addition to the Downtown Berkeley arts and mixed-use district. As our downtown develops, arts patrons and downtown visitors are welcoming this striking and convenient supply of parking.” —Denise Pinkston, vice chairperson, Zoning Adjustments Board, City of Berkeley.

“ Unexpected in more ways than one, Berkeley’s Center Street Garage is the rare example of an unloved building type done in a way that’s a visual treat. If it nudges a few cities or public agencies to demand higher standards from the next round of parking structures, all the better.” —John King, urban design critic, San Francisco Chronicle.

“ The idea is to make downtown more pedestrian friendly.” —Farid Javandel, transportation manager, City of Berkeley

“ We love that the new Center Street Garage has such a striking design! From commuters, merchants, and residents, we’ve been hearing that it is the best-looking building in downtown Berkeley. It’s bright and spacious, built with an open-air concept. The compliments just keep pouring in!” —Danette Perry, CAPP, parking services manager, City of Berkeley.

“ The greenest parking garage in California. Downtown Berkeley is moving forward.” —Jesse Arreguin, mayor, City of Berkeley.

coalition, and other project team members. Weekly coordination meetings were held during design and construction, when various issues were discussed and resolved. The structure was constructed by local area contractors, resulting in shorter commutes and reduced environmental effects.

The garage contains a multitude of sustainable features, including 500 solar panels on the roof, electric-vehicle charging stations, recycled materials, rainwater catchment, and stormwater treatment vegetation. Rainwater flows through 8,000-gallon cisterns that irrigate landscaping and planters adjacent to the garage. Energy-efficient sensor-controlled lighting, recycling receptacles, water-conserving restroom fixtures, and paints with low volatile organic compounds are also incorporated. The garage elevators are equipped with LED lighting and door-drive motors that can enter standby mode when not in use. The garage is expected to receive Parksmart Gold certification. Natural ventilation, building systems commissioning, and an energy-efficient mechanical system with HVAC controls are other sustainable features incorporated throughout the garage. The roof structural system can accommodate the addition of future

#BALANCEFORBETTER: MY EXPERIENCE By Alejandra “Alex” Argudin, CAPP

This year’s International Women’s Day (IWD) theme, #BalanceforBetter, couldn’t hit closer to home! As a professional in an unbalanced industry–parking–I have always strived to work hard and be confident about being able to perform at the same level, if not a higher one, than any of my counterparts. I face everyday challenges feeling that I will come out as the champ. Sometimes I win and most times I learn, which is also winning. My most valuable lesson to date has been taking advantage of the opportunities that have been given to me. As a woman boss, it is my duty to mentor and encourage other women to pursue opportunities and to work hard for a seat at the table. For a woman, it is not different than for anyone else. We shouldn’t back down from something just because it’s out of the norm. On the contrary–that is the opportunity to demonstrate the difference that you can make. As a mother of two very active baseball boys, the struggle can sometimes become too real. How can one be a professional and at the same time be a good mom, wife, friend, and wellrounded human being? There is no correct answer, but I do know that it takes a village and the magic word is SUPPORT. We need to support each other and let one another know that it is okay to strike a balance. Learning to balance professional and personal life while encouraging other women around me to do the same is very empowering, mostly because the results have always been better than expected. You quickly realize the type of footprint you leave behind, whether at your workplace, at home, or on those around us. If you don’t find an opportunity, create one and own it. You will be surprised at the impact you can make. ALEJANDRA “ALEX” ARGUDIN,

CAPP, is chief operations officer of the Miami Parking Authority.

HOW OFTEN SHOULD I POST ON MY BRAND’S SOCIAL MEDIA? By Stacy Stockard

A few nights ago, I was finishing a design project for my local chapter of a national nonprofit. As I looked up some identity guidelines, I stumbled across the national organization’s suggested social media posting frequency. It recommended starting with five social media networks and making 60 to 151 posts weekly across those networks–for an organization running solely on volunteers. If you’re wondering what’s too much, that is too much for nearly every local chapter of that group; in fact, not even the national organization posts that frequently. I believe this is where taking on social media becomes intimidating. Many tell you what you should be doing without taking into account the resources needed to accomplish those goals. Most businesses do not have an entire team of people devoted solely to social media to create that volume and level of content. It can make you want to give up before you start! The ultimate goal of social media is being a valuable presence to your target audience, and you know your customers better than anyone else does. Identify where they are online and what you believe interests them. Tailor your posts on those networks to those interests. Assess your available resources to determine which networks you can successfully take on and remain active. Post when you have something worth sharing; you don’t have to post just to be posting. Your audience wants you to be present and helpful on at least one network. Focus on their needs, and your strategy will come. STACY STOCKARD is media relations coordinator at Texas Tech University. DEVELOPING A DAILY KAIZEN CULTURE By LaWana Richmond, EdD

Our organization is in the midst of a Shingo Lean cultural transformation. While many people are familiar with Lean Six Sigma, Shingo Lean is better suited to our organizational needs. Our customer promise is that customers will be at the center of every service we provide and every decision we make. We will provide our customers with meaningful transportation choices and the information necessary to make the best choices for their unique situations. At the heart of Shingo Lean is daily Kaizen, with four key systems to drive results: ●● Strategy deployment. ●● Visual management. ●● Daily Kaizen. ●● Standard follow up. Kaizen is a Japanese word that is translated as “change for the better” or sometimes, “good change.” Kaizen events are single, coordinated events designed to make some type of improvement during a set period of time. There are many different ways a Kaizen event can take place, depending on the type of company, what system it is being used as a part of, and more. One key thing to remember about a Kaizen event is that it should not be looked at as an ongoing effort. Daily Kaizens, also referred to as daily huddles, are short bursts of collaborative interaction that usually take place in a five- to 10-minute long standup meeting around operational dashboards. The goal of Daily Kaizens is to do quick status checks and insourcing for solutions and innovation. Kaizen events are time spent out of flow that can take anywhere from an hour to multiple days. LAWANA RICHMOND, EdD, is business development manager at UC San Diego Transportation Services. She will present on this topic

IPMI IN ACTION | CONFERENCE EDUCATION

#IPMI2019 off with a Bang By Kathleen Federici, MEd

J

OIN US AT THE IPMI CONFERENCE & EXPO IN ANAHEIM, CALIF., this year! Gwen Stefani, singer, songwriter, and front-woman of No Doubt is from Anaheim. With that fun fact, there is “no doubt” this will be the best event of the year!

Get ready for Sunday, June 9, as we are starting out with 28 not-to-miss education sessions. This Conference kicks off with a force of awesomeness! Sunday’s line-up includes: ■■ Not one, but two education sessions about data. One session will leave you able to evaluate your own use of parking enforcement data, and the other will provide a better understanding of new technologies and explain how to tame bleeding-edge solutions by employing people with the right skills. By the way, if you show up to either data session on Sunday wearing a white scientist lab coat, you will get a prize! ■■ Many books and publications have

been written about using the Kaizen approach. Come see what it’s all about and explore the transformation. ■■ Are you looking to make an informed decision on whether demand-based pricing is appropriate for your jurisdiction? Look no further—jurisdictions interested in pursuing this will leave with talking points on selling the concept to policymakers and learn how to chart a road map for implementation. ■■ Come one, come all to a dynamic panel on the good, the bad, and the ugly of parking. It’ll be a fun and futuristic time! ■■ 280 characters. Snaps. Likes. Reposts. Fake accounts. Changing algo-

rithms. How did connecting with people become so complicated? Whether you are one of the 77 percent of folks who use social media or not, this is a not-to-miss session. ■■ Are you feeling like your future will be ruled by robots? Join a session exploring the answers to many questions about artificial intelligence for smart cities. ■■ Again, not one, but two sessions on disability parking. Come out of one and join the next one with insight. Address fraud and discuss how to effectively manage both on- and off-street parking strategies. Explore how cities are adapting to ensure that this community is properly served. Then go into the next session to get an exciting update from the front lines of the war against disabled placard abuse and the quest to make parking accessible for people with disabilities.

Wait, what? There’s more! TransportationCamp, a GameChanger session, and Shoptalks are also happening. No doubt, this is a not-to-miss day of education. Start your conference experience out with a WOW! You won’t be disappointed. Bring your coffee and join us Sunday, June 9, at 11:15 a.m. for the first session. Register at IPIConference.parking.org. Around the Industry San Diego International Airport Works for Parksmart Gold AS PART OF ITS SUCCESSFUL PURSUIT OF PARKSMART GOLD certification, the San Diego Regional Airport Authority in California worked with the design team for the San Diego International Airport Terminal 2 Parking Plaza to integrate design elements that not only promote sustainable parking but also elevate the user experience for travelers. As the airport sits on a harbor, the building’s height was reduced to pre-

serve the impressive harbor views. The resulting expanded footprint created challenges to bringing in enough natural light and ventilation, which are important components of sustainable parking design. To overcome this challenge, the design team opted for a moment frame structural system and incorporated three expansive lightwells to provide as much natural light as possible. In keeping with the airport’s goal to provide a premier experience for travelers, the lightwells were integrated into the design as pedestrian pathways adorned with public art and aesthetic touches such as rock gardens and seating. The result is a sustainable design element that also serves as a relaxing gateway, escorting travelers from the parking structure to the terminal. The parking plaza also employs technology to elevate the user experience while decreasing emissions. State-ofthe-art parking guidance and revenue-control systems not only speed up entry and exit into the facility but also aid users in finding an open space. This reduces circulation and idling times, creating a smoother experience for busy travelers while reducing emissions. In addition, the parking plaza rewards those who take steps of their own to protect the environment. Electric-vehicle (EV) charging stations, preferred parking for clean-air vehicles, and easy access to bicycle lockers, a bike sharing station, and bus stops are all available to make it easier for travelers to do their part.

60  THE PARKING PROFESSIONAL | APRIL 2019 | PARKING-MOBILITY.ORG

The airport makes an active effort to educate the public not only about these green initiatives but also the parking plaza’s “behind-the-scenes” sustainable contributions. Signage in the facility outlines many of the facility’s sustainable features, including the steps taken to limit the project’s environmental impact during construction, as well as its stormwater system. A 100,000-gallon underground holding system is capable of harvesting up to 2 million gallons of stormwater annually, which is used to feed the central utility plant. Innovative ways to integrate sustainable design that promote greener parking while also enhancing the parking experience are at the heart of Parksmart, a rating system designed to advance sustainable parking structure design and operation. While the built environment measures the implementation of sustainable best practices using LEED certification, standalone parking structures are not eligible for LEED. Instead, they are evaluated using the U.S. Green Building Council’s Parksmart rating. The system breaks best practices into three categories: management, programs and technology, and structure design. Points are awarded and scored at bronze, silver, and gold levels. Watry Design is proud be leading this process for multiple garages, including the San Diego Airport Terminal 2 Parking Plaza’s successful pursuit of Parksmart Gold. Learn more at watrydesign.com.
