In Aurora, Colo., that opportunity arose as a once-suburban community turned big city found itself on the brink of transformation. The city, which has a population of 350,000 and is situated east of Denver, lacks a paid parking program. Residents are accustomed to parking for free throughout the municipality, except for a relatively new medical campus in the city..

However, the regional transportation district (RTD) is on the cusp of opening a light rail line that will include nine stations in Aurora and connect the community with both Denver and the airport. To say that things are about to change in Aurora is an understatement.

City planning staff realized the tremendous potential for transit-oriented development (TOD) and set out planning for the future of the community. As planning efforts occurred, it soon became evident there would be a need for advanced parking management. In 2015—less than two years before the

he term “customer service” evokes different images in people’s minds. One image could be that of friendly, smiling, helpful employees who go out of their way to serve you. Or it could be the opposite—indifferent, unfriendly employees who can’t wait for you to leave or hang up the phone. customers want to deal with you again and again and recommend you to their friends. The real difference is how a business makes its customers feel. If customers feel valued, most will remain loyal. If they feel under-valued, sooner or later, they will defect to a competitor.

In the 1970s, specifications were good enough. Systems weren’t that complicated and PARCS specs were possibly 25 pages. Today, they are more than 150 pages. Granted, a good portion of that is what we call “legalese,” which protects everyone in case something goes amiss. The system can be very complicated, often consisting of mainframes; redundant backup systems; Europay Mastercard, Visa (EMV) requirements; full-blown networks; firewalls that often cause issues; and extensive software that can entail a dozen sub-systems that all have to work together flawlessly. To be fair, there are some good RFPs, but I feel a majority in the past 20 years have been flawed—some worse than others—and it’s getting worse every year. It’s smart to consider having a consultant write a spec instead of trying to do it yourself.

The advent of the computer and our ability to copy and paste has, in my view, been detrimental to the RFP process. The simple fact is that everyone seems to feel qualified to write a PARCS specification. Parking professionals take excerpts from past systems and add them to new ones and expect it all to work harmoniously. I have seen RFPs that included bits and pieces of three or four PARCS manufacturers’ ideas or features all mashed together and some that request unproven products and expect that someone will bid and make it all work. What’s worse is that when the bids do come in, they are accepted as meeting specifications when, in fact, they don’t.

Several reasons exist for why customers defect from a company. They may move away, a competitor may lure them away, or they may leave because they are unhappy with the product. However, a recent study found that a whopping 68 percent of customers who defect do so because of poor service. That’s a sobering statistic. The study further noted how customers defined poor service: “an attitude of indifference on the

Planning Process During the course of an eight-month period, Aurora and Kimley-Horn worked hand-in-hand to identify a program structure, largely based on best-management practices assembled from around the country. The resulting Parking and Mobility Program Business Plan, which was delivered in summer 2015, provided a rare platform to define a program based on the best

our industry has to offer. Throughout the project, we joked that Aurora had the opportunity to create a parking utopia, where they learned from all the lessons of the many communities that had previously braved this transition. Before long, what was a funny line became a mantra for the project, with these central tenets: ● The community, including the customer and the economic vitality of the community, is the most important aspect of the program. ● It’s about so much more than parking; the system should be a conduit for improving mobility, access, and growth within the community. ● Enforcement should be based on compliance and education rather than on heavy-handed regulations. ● Technologies should be designed to be easy to use for both the customer and the manager. ● The staff should act as ambassadors for the program, helping the community learn about how and why we manage parking. ● The community should be engaged throughout the life of the program, helping define the future by providing feedback. ● Decisions should be made based on real data from the community, ensuring that new program elements meet the needs of those they serve. ● Parking should be priced to manage demand and promote community needs, not generate revenue. ● Any positive revenue generated by the parking program should be reinvested into the community.

Central to these themes was the concept of building the program around the community. Utopia doesn’t have to mean cutting-edge technologies, progressive policies, or innovative strategies. Simply put, the Aurora Parking and Mobility Program should be built with the success of the community and program in mind.

Ahead of the Train

Wow Your Customers Most people can recall many examples of poor customer service. Whether it’s the help desk employee who puts you on hold for 20 minutes or the store cashier who engages in a personal conversation instead of ringing up your purchase, poor customer service can make people feel frustrated and vow never to do business with that company again.

On the other hand, great service feels like a gift. It makes us want to continue to do business with an organization for the long haul. And that alone is the secret to business success—retaining customers by providing great customer service. With so much competition out there, customer loyalty is the single most important attribute your business can have. You achieve loyalty by doing the little things that make

lines would open—Aurora hired consultants Kimley-Horn to evaluate the implementation of comprehensive parking management within the community.

The study was driven by the fact that RTD intended to construct most light rail stations without the addition of significant public parking—a decision that could negatively affect surrounding neighborhoods and businesses as new parking demands were generated in the community. The study was intended to lay the groundwork for creating a public parking management entity in the area. This new program would be a radical shift for a community with no preexisting parking assets.

As the consultants and the City of Aurora worked together, the basis for the program evolved from primarily parking management to more of a parking and mobility entity focused on not only the provision of parking but also the provision of pedestrian, cycling, transit, and connectivity amenities. The decision to provide these features as part of the program was made to create a more cohesive connection with the community, linking the transit stations through enhanced first- and last-mile amenities.

n IPI co-worker calls me a Darius Rucker super fan and she’s not wrong. Four of the six CD slots in my car are filled with his music. I drag my poor classic-rock (and cold-weather) loving husband to his pavilion show every hot D.C. summer. And honestly, if he stood up and sang the dictionary, I’d pay for a ticket.

THE VALUE OF FOUR DAYS

I

t is hard to believe that almost two years ago I wrote an article that spoke about my goals and aspirations as the new chair of IPI’s Board of Directors. It also seems like just yesterday I was packing my entire closet to go to Las Vegas and attend the 2015 IPI Conference & Expo. Time really does go by too quickly, and often we are so involved in our daily activities that we forget to take the time out to look at what we have accomplished, recharge, and come up with new goals.

As a longstanding board member of IPI, I have seen many positive changes in our organization, from the increase of our membership to the formation of the Parking Matters® program and on to the growth of our involvement with international members and associations. Being at the grassroots of these initiatives has allowed me to get a very different perspective on work and life.

While change may be a little uncomfortable at first, it helps us grow and allows us to expand our minds and horizons. Helping with some of these initiatives has provided me with the opportunity of owning them and taking pride in the work we’ve done. There is a great satisfaction in knowing that while I only have one more year left on the board, IPI’s staff and volunteers will make sure that we keep growing and are always striving to be the best.

It gives me pleasure to invite you to take part in IPI’s 2016 Conference & Expo. This is the leading education and networking event for parking and transportation professionals around the world!

You will be able to examine, review, and try out the latest goods and services. We each have the ability to talk with subject matter experts about best practices that can be implemented at our individual operations. And in my favorite part of the Conference, we will each have the ability to communicate and network with old friends and industry professionals as well as meet new ones. This is where many friendships and work relationships are formed and fostered.

Please take the time to review the schedule and carefully plan your time at the Conference in Nashville next month. While it seems like four days is a long time, there is a lot of ground to cover.

I

feel very fortunate to have grown up in a large family. With six brothers and five sisters, we were often compared to the Osmonds (Donny and Marie) or the Waltons of television fame. While it may be true that some things are cheaper by the dozen, raising a family is not one of them. It’s also important to note that while I was No. 9 of 12, most family members referred to me by my first name, though they might rattle off five or six names before they called mine.

All in all, with two wonderful, loving parents, we were given many opportunities to develop our own characters and personalities. It goes without saying that my family was active and lively (noisy) and there seemed to be never a dull moment.

I have many fond memories of time spent with my parents and siblings, but none were more enjoyable than the time we spent together at dinner. If you’ve ever heard the biblical story of multiplying the fishes and loaves to feed great masses of people, that’s a close analogy of what it was like for my mother, who could take a little and make a full meal out of it with some to spare, no matter how many friends we invited over. Most of the time, my parents probably thought these friends were family members and they had just forgotten their names.

Mealtime was special. There was always someone to talk to, and you could hear 12 different viewpoints on religion, politics, relationships, sports, or simply something that happened to one of us that day. The scene around our dinner table was not as tidy and as iconic as a Norman Rockwell dinner setting, but it always seemed to be a great way to end a busy day.

Researchers say family-together meals now only occur one out of five days. Even though many miles separate my own family, the one requirement I have when we’re together (and before all their friends pop in) is that we reserve time for a family meal.

Culinary author Elizabeth David equated physical and psychological well-being to eating simply and together. I think Ms. David would have enjoyed herself at the Conrad dinner table, but she would have had to wait in line to be heard.

A SMART APPROACH TO PARKING TECHNOLOGY INTERFACES

he parking industry is at a strategic inflection point. We are in the midst of an avalanche of new players and cutting-edge solutions to enhance or replace traditional parking systems. Owners now realize two things: There is a vast number of parking technologies on the market today that can interact with their core parking revenue control systems, and extracted data from these parking technologies provide information about financial performance and customer behavior to dramatically enhance customer services and revenue.

Technology offerings now include mobile and online applications for alternative access and payment methods, discounts and promotions, loyalty programs, space locators, and pricing. Additionally, there are third-party sales channels and demand-based product applications.

Lastly, parking access and revenue control systems (PARCS) technologies, such as license plate recognition and guidance systems are also leveraged to create new offerings that increase customer service, data, and security.

All too frequently, new technology is purchased for the wrong reasons—an executive sees a cool demonstration or wants to be the first to implement something perceived as cutting-edge. Without defined goals, the results are disappointing, with low adoption rates and unexpected operating efforts. Four primary goals for implementing new technology should be: ●● Improve the customer experience. Provide more choices, better information, quicker entry and exits, and more payment options with intuitive, easy usage. ●● Increase revenue. Provide more products, demand-based pricing, promotions and discounts within and outside of parking, and third-party sales channels for parking and other products and services. ●● Decrease costs. Reduce labor and maintenance and increase security. ●● Obtain data—data analytics, customer campaigns, product performance, competing market data, pre-­registered parkers, license plate regions, and passenger counts.

Every organization should keep a roadmap of the current and future technology it plans to implement. The timing of each rollout and customer campaigns is critical to prevent customer confusion. Think about how many payment options and related readers are now available. An entry station can easily have seven entry options, which is overload to a customer. Clean, smart solutions pay off.

The market promotes modular, plug-and-play applications with installation timeframes in weeks instead of months. PARKING FOR RESILIENT CITIES

n recent years, an increase in the number of superstorms such as Hurricane Sandy has had devastating effects on cities around the world. Hurricane Sandy’s economic costs are on track to exceed $70 billion in New York and New Jersey alone. Scientists predict that the frequency and severity of these storm events will increase as we experience the effects of global climate change. Major metropolitan areas, including New York City and other coastal cities, are vulnerable to effects of the rise in sea level and ambient temperature.

In an article in The New York Times, writer Andrew Zolli explains that “Resilience Thinking is starting to shape how urban planners in big cities think about updating antiquated infrastructure, much of which is robust in the face of normal threats … but fragile in the face of unanticipated shocks like flooding, pandemics, terrorism or energy shortages. Combating those kinds of disruptions is not just about building higher walls—it is about accommodating the waves.” In other words, the effects of climate change are inevitable, so we have to find ways to adapt to them.

In conjunction with a city’s broader sustainability plan, resilience thinking creates meaningful pathways for how and where we put future investment in our infrastructure. Parking has a huge role to play and has immense opportunity to shape how our cities adapt and thrive in the future. The built environment, which includes surface parking lots and parking garages, is part of a dynamic interaction between urban heat island effect and surface runoff of rainwater.

According to the Green Parking Council (now part of Green Business Certification, Inc.), “Parking and roadway surfaces can take up as much 70 percent of total paved area in a city.” Stormwater runoff from those paved, impervious surfaces is a main cause of urban waterway pollution, while heat island effect increases energy use for climate control and greenhouse gas emissions. Impervious surfaces that do not allow water to filter through exacerbate the ability to

control these effects while threatening compliance with the Environmental Protection Agency (EPA) regulations of our water and air quality.

Stormwater Infrastructure At the heart of resiliency as it applies to parking is green stormwater infrastructure. This is a topic the parking community is familiar with, but it is also a huge part of making infrastructure resilient.

According to the EPA’s research, green stormwater elements can be seamlessly integrated into new or existing parking lot designs. Permeable pavements can be installed in sections of a lot, and rain gardens and bioswales can be included in medians and along the parking lot perimeter.

Much of the growth in this area exists through a combination of federal, state, and municipal regulations.

However, beyond just green stormwater infrastructure, resilient design integrates how parking and surface lots can provide additional adaptive purposes. Other innovative opportunities in parking include using garages and lots as sites for providing energy security through efficiency, storage, or generation, as well as distributed generation.

There have been examples around the globe of innovative designs that utilize the capabilities of parking facilities beyond their face value to not only mitigate the risks of climate change but also protect the integrity of our cities and the people who live there. The point is that there is a silver lining to the threats of climate change, and it is very American—innovation is at the heart of resiliency.

The time is now for the parking community to capitalize on opportunities around resiliency as cities continue to invest in strategies that incorporate this concept. As noted in a World Resources International study, “We need to be ‘building back better’ on the basis of a new, climate-resilient approach to urban development across the nation.”

This is a topic that has only grown in popularity following the Paris climate talks last December.

So what does this concept mean, and what does it have to do with parking?

ost of us are already active on social media, whether through LinkedIn, Facebook, Twitter, or Instagram. We use it to build our professional networks, reconnect (and sometimes fight) with friends, or share vacation pictures.

Michael Wollner, CEO and creative director of branding firm W Brand Studio, says while it’s smart to be careful, there’s no reason to fear using social media to promote your organization. In fact, Wollner says a social media program can be extremely effective when it comes to driving brand-building and differentiation and managing a company’s reputation.

“Social media can be very powerful,” he says, “particularly for business-to-business marketing. A successful program can help increase trust in your business or brand and its products and services.”

According to Wollner, opportunities abound. “There are so many different channels, and each offers its own advantages,” Wollner says. “For instance, LinkedIn, Twitter, and Facebook are great ways to connect with customers, partners, and others who have an interest in what you do. They also allow you to have a dialogue with your audiences.

“Instagram, on the other hand, is a wonderful visual channel for brands,” he says. “However, make sure you have a consistent branding or look and feel.”

Pitfalls According to Wollner, one of the common mistakes organizations make is to treat social media as a sort of lark. “You need to constantly be working at it, and the most successful organizations either have dedicated staff running their programs or consultants who specialize in social media,” he says.

Another common mistake is to treat social media as a selling tool. “Organizations have websites, newsletters, and advertisements for selling,” Wollner says. “Not only is that not social media’s role, when you treat social media as a selling tool, you actually undermine its effectiveness.”

Rather than selling, organizations should be using their social media programs to connect with their audiences on a personal, emotional level. People want to work with—and for—organizations they like and with which they share values. Social media is most effective when it is used to provide a human voice and a personality to an organization.

Having Fun One way to do that is to have fun. There’s nothing wrong with being whimsical when communicating about your organization or its people. In fact, people enjoy whimsy much more than industry-speak and bureaucratic mumbo jumbo.

Of course, not all social media communication can be playful. Social media is also a powerful tool for reputation management and customer service. Challenges arise in any organization; anyone can make a mistake.

The question is how do the organization and its people respond? Organizations should be prepared to use social media to act proactively and if necessary, aggressively, when crises occur.

Every parking organization should have a formal social media policy in place dictating what should be communicated and what channels should be used. The policy should extend beyond the organization’s walls to offer guidance to employees, board members, and other organizational representatives who are active on social media. You don’t need to tell them what to say and how to say it, but it makes sense to offer guidance—even training—on how to use social media effectively and safely.

Ultimately, you’ll be helping both your organization and the individuals to whom you are offering guidance.

So if we are so comfortable using social media in our personal lives, why does the thought of using it to promote our organizations so often fill us with dread? Does our reticence come from having watched celebrities and high-profile business executives crash and burn because of ill-advised Tweets or Facebook posts? Or is it more that deep down, we know that the rules for having fun on social media are entirely different from those that dictate how we promote our organizations?

hile we’ve all been told that market volatility is normal, it can be hard to watch when it’s your money at stake. While there’s no foolproof approach to dealing with market swings, there are a number of approaches that can help mitigate risk and minimize exposure.

Diversity Spreading out your investments and your risk is one way to protect your assets. We’ve all heard the old saying “don’t put all your eggs in one basket.” Turns out it’s good advice for eggs and financial assets. Because asset classes often perform differently under different market conditions, having a diversified portfolio may help you weather market highs and lows. Talk to your financial adviser to determine which products fit best with your personal goals and timelines.

Caution When the market goes up or down quickly, it’s tempting to pull out of the market altogether. However, before you

radically change your investment strategy, make sure your actions fit with your long-term financial goals and your investment timeframe. Pulling out of the market at the wrong time may mean you lose assets without allowing yourself the time needed to recoup or increase your investments.

The Big Picture In our 24-7 news cycle, it’s easy to get caught up in market fluctuations. The media knows breaking news and impending doom bring big ratings so it’s in their interest to make every market correction into a major event.

Watching day-to-day market fluctuations makes sense if you’re a floor trader, but it’s not necessarily a healthy way to approach a long-term financial plan.

Because most financial plans are developed to meet long-term goals, it may not be a good idea to constantly change and revise based on short-term market activity.

While you’re the only one who can decide how much risk you’re comfortable with, use the years you have to invest to your advantage and keep your sights on the big picture.

Pay Attention Although tuning into financial news 24-7 can be a bit masochistic, having a good working knowledge of the financial markets is important. Make sure you understand how all the financial products in your portfolio work, and be aware that every financial product carries some level of risk. Review your financial plan at least once a year—do it more often if you’re going through major life changes or getting close to retirement. Make sure you understand all your investments and that someone has explained them to you in easy-to-understand language, not financial industry-speak.

While market swings can be intimidating, by spreading out your risk, investing conservatively, keeping an eye on your long-term goals, and understanding how your investments work, you’ll not only have greater peace of mind, you’ll also be better armed to evaluate and react to risk.

he Canadian Parking Foundation (CPA) is pleased to announce the 10th biennial World Parking Symposium, to be held at Simon Fraser University, Vancouver, Canada, from June 26 to June 29, 2016.

The focus of the symposium is on forward-oriented research and policy that will stimulate creativity, innovation, and development in the transportation service sector. Dialogue is the soul of the symposium, and attendance is restricted to a maximum of 150 individuals to preserve intimacy and collegiality.

The symposium is an opportunity to meet in a discussion forum with urban transportation and parking colleagues and peers from around the world. With the symposium moving from one continent to another every two years, delegates have attended from almost every developed country in the world. Current issues affecting parking, transportation, and planning are discussed with the input of all those in attendance. Location Vancouver has been chosen as the location for this year’s symposium. Almost exactly halfway between Europe and the Asia Pacific region, Vancouver is on the West Coast of Canada. It is often considered the prettiest city in Canada, partially due to its spectacular location on the Pacific Coast. It is a sustainable city and the home of one of the world’s largest urban parks and the historic spot where Greenpeace was founded. Already recognized as having the smallest carbon footprint of any major city in North America, the goal is to make it the world’s greenest city by 2020. The initiative covers issues of sustainability, livability, and urban planning for residents and businesses and aims to implement programs that will make Vancouver an eco-pioneer and green beacon for communities around the world.

Vancouver’s commitment to green transportation is exemplified by the region’s growing mass transit system. The original SkyTrain line opened in 1985, with a new line added in 2002. In 2009, the Canada Line was opened, linking the airport to downtown in a 25-­minute ride. The next stage of this eco-minded transit network will be the Evergreen Line, scheduled to open in 2016.

The city’s green transport credentials are not just transit-related. Vancouver has one of the world’s largest hybrid vehicle taxi fleets and recently expanded its commitment to cyclists by creating popular new downtown bike lanes on city center streets. Car drivers have not been forgotten, though: the city now requires electric vehicle charging stations for 20 percent of all parking stalls in new condo buildings.

Three keys for delivering great customer service.

he term “customer service” evokes different images in people’s minds. One image could be that of friendly, smiling, helpful employees who go out of their way to serve you. Or it could be the opposite—indifferent, unfriendly employees who can’t wait for you to leave or hang up the phone.

Most people can recall many examples of poor customer service. Whether it’s the help desk employee who puts you on hold for 20 minutes or the store cashier who engages in a personal conversation instead of ringing up your purchase, poor customer service can make people feel frustrated and vow never to do business with that company again.

On the other hand, great service feels like a gift. It makes us want to continue to do business with an organization for the long haul. And that alone is the secret to business success—retaining customers by providing great customer service. With so much competition out there, customer loyalty is the single most important attribute your business can have. You achieve loyalty by doing the little things that make

customers want to deal with you again and again and recommend you to their friends. The real difference is how a business makes its customers feel. If customers feel valued, most will remain loyal. If they feel under-valued, sooner or later, they will defect to a competitor.

Why They Leave Several reasons exist for why customers defect from a company. They may move away, a competitor may lure them away, or they may leave because they are unhappy with the product. However, a recent study found that a whopping 68 percent of customers who defect do so because of poor service. That’s a sobering statistic. The study further noted how customers defined poor service: “an attitude of indifference on the

part of employees.”

So while bad service certainly causes customers to leave, indifferent service can be just as detrimental.

With two out of every three customers citing poor customer service as a reason for leaving, what can your company do to achieve customer loyalty? Assuming your products and prices are competitive, you need to focus on providing superior customer service. To do that, here are three simple steps to help you make sure your customers stay with your company: 1. Look through the lens of the customer.

No matter what industry you’re in, chances are that you interact with customers at some level. Realize that customers can be drivers who want to park their cars, shoppers at a store, patrons at a bank, patients of a doctor, clients of a law firm, etc. Because customers have their choice of where to obtain goods or services, the business has to convince the customer that it truly cares. An engaged, caring employee raises the customer’s confidence that the business is looking out for the customer’s interests. When that employee suggests a new product or service, the customer trusts that his or her best interest is at heart. On the flip side, if the customer senses a lack of caring, he or she will question the motives behind any recommendations.

Every business has its jargon, so be careful to speak in a language customers understand. Successful businesses speak the language of the customer, not the language of their own industry. Take, for example, the banking industry.

Would a young couple buying their first house be looking through the same lens as a customer who buys and sells real estate for a living? Of course not. That young couple purchasing their first house is excited and nervous—that is the lens with which they are experiencing this purchase.

Therefore, they need loan officers who are excited for them, who explain the terms in everyday language, and who provide information that will make their buying experience easier. A bank that shows that level of care is likely to earn that young couple’s ongoing business.

The same applies for customer complaints, which can be frustrating for customers and employees alike. As employees, we often can’t understand why a customer is making such a big deal about a particular issue. Didn’t the customer read the contract? (Probably not.) Doesn’t the customer understand that researching a problem takes time? (No.) Remember, it’s not the customer’s job to see through the business’s lens; it’s the business’s job to see through the customer’s lens and show an understanding of the customer’s frustration.

Next time you are working with a customer, stop and ask yourself: “Am I seeing this experience through the customer’s lens?”

2. When it comes to a company’s environment, recognize that everything speaks.

Imagine visiting a fine-dining restaurant for a special occasion. You’ve been looking forward to the meal, and you’ve heard good things about the restaurant. Then imagine noticing something crusty dried to your silverware and old lipstick marks on your water glass. Wouldn’t you begin worrying about the cleanliness and quality of everything else in the restaurant? Everything speaks!

Now imagine a customer entering a place of business.

She notices trash in the parking lot. When she enters the reception area, she sees delivery boxes stacked by the receptionist’s desk. She sees employees standing around eating and having personal conversations. All of this detracts from your business’s image. Consciously or unconsciously, the customer’s antenna goes up and makes him or her question, “Do I really want to spend my money here?”

Anything that sticks out as wrong becomes an intrusion on the customer experience. These intrusions add up and result in customer concern. On the other hand, when customers sense an atmosphere of professionalism, care, and order, they feel a sense of confidence.

How many times have you seen employees in a business walk right past trash on the floor or a display that has been bumped out of alignment? Employees who understand that everything speaks will take a moment to pick up some wadded paper and straighten the display because they know such behaviors have a direct impact on the customer experience.

Take a moment to think about your company’s environment. Because everything speaks, what are the details saying about your organization?

3. Create customer “wow”s.

Small gestures can create customer wows.

Consider the housekeepers working in the hotels at Walt Disney World. Housekeepers have a tough job. Cleaning up after people on vacation is a challenge. Even in such a challenging job, Disney’s housekeepers will do little things that make guests say “wow.”

For example, while spending a day in the Magic Kingdom, children will often leave their stuffed Disney characters in their hotel room. Housekeepers have been known to position the characters with playing cards in their hands or tuck the characters into the children’s bed to create a moment of magic.

Employees can do many things to create wows. Remembering a customer’s name is a huge wow, creating a feeling of family. Letting a customer know that another product may better meet their needs is another wow.

Sending a goody basket with a handwritten note to that young couple who just took out their first mortgage is a wow. Some wows are small, and some are large, but make no mistake about it—wows add up.

One of the most powerful ways to create wows is to share best practices with fellow employees. Hold a company meeting so employees can share things that they have done that dazzled customers. Just talking about these behaviors increases the likelihood that others will adopt some of the practices or create new ones of their own. It is also parking.org/tpp

likely that some wows can become standard procedure, whether it’s a grocery store bakery handing out fresh-baked cookies to children or salespeople escorting customers to a product rather than simply pointing.

Next time you’re helping a customer, ask yourself, “Will my behaviors make this customer say or think ‘wow’?”

Excellent service is about excellent behaviors.

When employees focus on excellent service, the results can be magical. Customers are happy, employees are happy, and shareholders are happy. Everyone wins. The key is to make service excellence a habit. Encourage every employee to internalize the above steps so they become habits. hat if you could build a parking program from scratch? Where would you start? What would your central tenets be? How would you integrate the wealth of knowledge gained by parking professionals during the past 100 years?

In reality, most people don’t get this opportunity. As we’ve found our way into the unique world of parking professionalism, we’ve largely inherited programs. And those programs were built iteratively in response to the needs of the surrounding community and challenges experienced along the way. All we’ve had to do is learn from our predecessors and implement iterative change.

In essence, all you’ve been asked to do is keep the train on the tracks. But what if you got the amazing opportunity to build the train?

Putting a Plan in Place In Aurora, Colo., that opportunity arose as a once-suburban community turned big city found itself on the brink of transformation. The city, which has a population of 350,000 and is situated east of Denver, lacks a paid parking program. Residents are accustomed to parking for free throughout the municipality, except for a relatively new medical campus in the city.

However, the regional transportation district (RTD) is on the cusp of opening a light rail line that will include nine stations in Aurora and connect the community with both Denver and the airport. To say that things are about to change in Aurora is an understatement.

City planning staff realized the tremendous potential for transit-oriented development (TOD) and set out planning for the future of the community. As planning efforts occurred, it soon became evident there would be a need for advanced parking management. In 2015—less than two years before the

lines would open—Aurora hired consultants Kimley-Horn to evaluate the implementation of comprehensive parking management within the community.

The study was driven by the fact that RTD intended to construct most light rail stations without the addition of significant public parking—a decision that could negatively affect surrounding neighborhoods and businesses as new parking demands were generated in the community. The study was intended to lay the groundwork for creating a public parking management entity in the area. This new program would be a radical shift for a community with no preexisting parking assets.

As the consultants and the City of Aurora worked together, the basis for the program evolved from primarily parking management to more of a parking and mobility entity focused on not only the provision of parking but also the provision of pedestrian, cycling, transit, and connectivity amenities. The decision to provide these features as part of the program was made to create a more cohesive connection with the community, linking the transit stations through enhanced first- and last-mile amenities.

Planning Process During the course of an eight-month period, Aurora and ­Kimley-Horn worked hand-in-hand to identify a program structure, largely based on best-management practices assembled from around the country. The resulting Parking and Mobility Program Business Plan, which was delivered in summer 2015, provided a rare platform to define a program based on the best

our industry has to offer. Throughout the project, we joked that Aurora had the opportunity to create a parking utopia, where they learned from all the lessons of the many communities that had previously braved this transition. Before long, what was a funny line became a mantra for the project, with these central tenets: ●● The community, including the customer and the economic vitality of the community, is the most important aspect of the program. ●● It’s about so much more than parking; the system should be a conduit for improving mobility, access, and growth within the community. ●● Enforcement should be based on compliance and education rather than on heavy-handed regulations. ●● Technologies should be designed to be easy to use for both the customer and the manager. ●● The staff should act as ambassadors for the program, helping the community learn about how and why we manage parking. ●● The community should be engaged throughout the life of the program, helping define the future by providing feedback. ●● Decisions should be made based on real data from the community, ensuring that new program elements meet the needs of those they serve. ●● Parking should be priced to manage demand and promote community needs, not generate revenue. ●● Any positive revenue generated by the parking program should be reinvested into the community.

Central to these themes was the concept of building the program around the community. Utopia doesn’t have to mean cutting-edge technologies, progressive policies, or innovative strategies. Simply put, the Aurora Parking and Mobility Program should be built with the success of the community and program in mind.

As the parking and mobility manager for a brand-new program within a city, what would your first task be? How would you implement a comprehensive business plan in a mere 12 months? Being the first parking and mobility manager for the City of Aurora means having the opportunity to be in an exciting position to help shape a program that puts the customer first and is about much more than parking.

With that excitement also come challenges related to a lack of infrastructure and history. The Aurora Parking and Mobility Program Business Plan serves as the city’s guiding policy document but also very specifically outlines action items that need to be implemented with a phased approach. These action items serve as the foundation of a work plan that will create a program from the ground up to support neighborhood access, promote economic development, and drive ridership to Aurora’s new light rail line opening at the end of the year.

Implementation of the business plan required a multi-pronged approach focused on education and outreach, municipal code development, contracting, and the establishment of fees and permitting. Because parking touches so many of the daily functions of a city, an interdepartmental team was formed of professionals from seven different departments, all working together to create the program.

A series of public meetings was held, with more being scheduled, to educate the public about the proposed neighborhood parking permit program. In the public meetings, residents learn how the program will benefit them and provide access to their communities after light rail operations commence.

Working meetings were established with the city attorney’s office to revise a municipal code that included little to nothing about parking programs, enforcement, or citation adjudication.

Finally, requests for proposals (RFPs) and contracts were executed to implement what will be a completely outsourced implementation of the parking and mobility program.

A true team effort, Aurora’s first parking facility opened in March with the completion of a conference center hotel project. Much has been accomplished, yet much is left to complete on the action item list.

What’s Ahead?

As a cornerstone of the program’s development, Aurora will continue to provide education and outreach to residents, businesses, and city departments regarding the benefits of a holistic parking management system. The city will be contracting with a qualified parking services vendor in the late summer to implement the municipal operations side of the parking and mobility program, including managed on- and off-street parking, enforcement, and the issuance of parking permits. The program is also deeply involved in economic development and redevelopment opportunities to identify how parking can assist in furthering Aurora’s urban development vision around nine new TOD sites.

And finally, the city is continuing to work with transportation partners, such as car share and shuttle operators to provide additional mobility options to residents, businesses, and visitors. It is an exciting time for Aurora, with many changes on the way. Stay tuned to find out if Aurora achieves parking utopia with the implementation of the parking and mobility business plan.

Experts Needed Why the way your RFPs are written is setting you up for disappointment and what the industry can do about it.

A

s it pertains specifically to parking access and revenue control systems (PARCS), your RFP may not be getting you what you intend. In my career as a manufacturer and consultant of PARCS systems, I have been involved in more than 1,000 parking projects worldwide. In all that time, I have not seen much improvement in the way we in North America go about assembling our thoughts and writing specifications for RFPs. In the 1970s, specifications were good enough. Systems weren’t that complicated and PARCS specs were possibly 25 pages. Today, they are more than 150 pages. Granted, a good portion of that is what we call “legalese,” which protects everyone in case something goes amiss. The system can be very complicated, often consisting of mainframes; redundant backup systems; Europay Mastercard, Visa (EMV) requirements; full-blown networks; firewalls that often cause issues; and extensive software that can entail a dozen sub-­systems that all have to work together flawlessly. To be fair, there are some good RFPs, but I feel a majority in the past 20 years have been flawed—some worse than others—and it’s getting worse every year. It’s smart to consider having a consultant write a spec instead of trying to do it yourself.

The advent of the computer and our ability to copy and paste has, in my view, been detrimental to the RFP process. The simple fact is that everyone seems to feel qualified to write a PARCS specification. Parking professionals take excerpts from past systems and add them to new ones and expect it all to work harmoniously. I have seen RFPs that included bits and pieces of three or four PARCS manufacturers’ ideas or features all mashed together and some that request unproven products and expect that someone will bid and make it all work. What’s worse is that when the bids do come in, they are accepted as meeting specifications when, in fact, they don’t.

Short-term contracts often result in short-term thinking, and decisions may be based purely on cost.

Owners often rely entirely on others for such recommendations without asking the right questions or challenging these recommendations. Purchasing really needs to be a collaborative effort that’s based on hard data and a measurable set of metrics. You can buy whatever you like; I just want you to do it for the right reason, be well informed with accurate, up-to-date information, and get what you expected.

Improving the Process Here are possible solutions we should consider and implement for a more proficient RFP process going forward: ●● It seems to me that some sort of certification program needs to be established, both to certify individual specification writers and assist them in gathering information, developing benchmarks, and establishing metrics to better identify products and services. ●● The industry should establish a minimum standard requirement for spec writers.

Given the ever-increasing complexities of systems, spec writers should have engineering and IT degrees. Metrics have to be established to better understand and analyze firms and products. Simply saying we want good equipment is not sufficient. ●● Spec writers should be required to take IPI courses on a continual basis in specific fields and pass an exam as we do with CAPP to maintain their certification. ●● Spec writers should be required to visit manufacturing facilities every two years to determine not only what is new but the factory’s quality standard, production tech-

niques, and financial standings. There’s no sense in buying equipment from a firm that will not be in existence a year from now.

We need to know product life expectancies and estimated cost of maintenance in three, six, or 12 years after purchase. ●● We need a method of advising the board as to who and when a spec writer visited a manufacturing plant and verify that all assigned tasks were covered. ●● Equipment and systems should be made available for consultants to play with and analyze at their leisure. And specifications should be updated regularly to be more accurate and current.

This may seem like a harsh critique of the process, and those currently writing specs may say it is demanding too much.

However, we have allowed the process to deteriorate over the years, and we can’t continue to copy outdated and error-filled specs and disseminate them as new, merely because it’s easy. We have to start somewhere, and given the importance of PARCS and its ever-increasing cost, why shouldn’t there be an accreditation process?

The good news is there are people and associations within this industry that can come together and resolve many of these issues. I believe we have an opportunity and an obligation to manage who writes and how we write system specifications.

We can’t continue to let manufacturers, distributors, contractors, and bidders resolve glaring errors after the fact. We need to better monitor and regulate this process to keep up with ever-changing technologies.

Now is the time to review how we should approach the next decade so we can do a better job for our clients, our industry, and ultimately, the end user—our patrons. The best possible goal we as an industry can have are knowledgeable authors and clients, and it starts with proper RFPs.

Spring Traditions NYSPA’s biannual Spring Conference was held on April 15, 2015, at Traditions at the Glen in Binghamton, N.Y. This year’s 75 attendees enjoyed networking sessions and lunch woven around presentations covering several topical areas. The second of NYSPA’s 2015 programs took place on June 23 at Hinerwadel’s Grove in Syracuse. More than 100 state parking professionals gathered to take nuggets of information or industry practices back home to their organizations. A NYSPA Meeting of the Minds session covering three topics—sustainability, parking technology, and the role of transportation systems in parking—made up the agenda of the day.

As important as the formal sessions, this event continues to provide a unique atmosphere and dynamic venue for networking and team-building for frontline staff, managers, and senior-level administrators. Annual Fall Conference: Buffalo 2015 NYSPA’s 23rd Annual Conference & Trade Show was held at the Hyatt Regency Buffalo, located in the heart of downtown. New this year, the conference kicked off on Tuesday evening with NYSPA Meet & Mingle, an opportunity to network and reconnect with industry colleagues, friends, and new members. The conference opening included a welcome from Buffalo Mayor Byron W. Brown, who gave an overview of the resurgence and renaissance underway in Buffalo, detailing more than $5.5 billion in economic development.

The conference strived to incorporate an education component that addressed the importance and interdependence of all we provide as parking and transportation professionals. New this year, distinct concurrent tracks were offered that encompassed parking, transportation, and the integration of both.

The agenda for Buffalo 2015 also included fun evenings of networking, entertainment, and a view of some of the city’s beautiful repurposed buildings, with the #BUFFALOVE Brewery Tour and a dinner reception that included raffles and prizes. Donations and proceeds benefitted the Buffalo City Mission, an organization that provides emergency shelter and nourishing meals to thousands of homeless men, women, and children.

Buffalo 2015 concluded with a Friday morning breakfast session, Parking Matters® Media Training: Making the Most of Media Opportunities. Presented jointly by Cindy Campbell and Casey Jones, CAPP, it was an entertaining and informative closing session, held at the fascinating and one-of-a-kind Buffalo Pierce Arrow Transportation Museum. The museum features an impressive collection of automobiles, bicycles, motorcycles, Pierce-Arrow artifacts, and the 1927 Buffalo Filling Station by Frank Lloyd Wright. Combined, it gave NYSPA’s 2015 season a close on an incredibly high note.

NYSPA 2016 Events Consistent with long-standing practice to engage other state and regional IPI member organizations, any members in good standing with other associations will be eligible to receive the NYSPA member rate when registering for any of our events.

As another season changes and spring 2016 arrives, the NYSPA board is actively planning its fall conference.

This year we set sights on a return to the Turning Stone Resort and Conference Center in Verona, N.Y., Oct. 11–14.

Parkcloud Launches Parkingo Across Italy ParkCloud has made new parking services available at ports and airports across Italy under a new collaboration. The partnership with Italian parking brand ParkinGO means more choice and better prices for drivers booking spaces on ParkCloud’s network.

A total of 14 airports and four ports are covered by the deal, in addition to another five car parks that will open in Spain during 2016. In the few days since launch, hundreds of bookings were taken.

ParkinGO, established for more than 20 years, offers clients a range of services in addition to simply parking, including luggage wrapping and protection, refueling, tire change, and car washes. Moreover, for those travelers with more complicated plans, transfer services between adjacent airports are also offered.

ParkCloud has integrated live availability and pricing to ensure clients can make an informed choice. ParkCloud’s wider network extends to 24 Italian airports, 14 ports, and 36 train stations, from more than 1,400 locations worldwide.

PARKMOBILE NAMED PARKING PAYMENTS PROVIDER IN NEW YORK CITY The New York City Department of Transportation (NYCDOT) and Parkmobile, LLC have registered into a contract to allow motorists to pay for parking using their mobile phones at all 85,000 on-street, metered spaces throughout New York City.

New York City is joining a growing trend among cities, universities, and transit authorities to bring mobile parking services to residents and visitors. By providing drivers with an easier and more convenient way to find, pay for, and extend parking, the city is seeking to significantly reduce the hassle of parking and improve the overall travel experience. Customers will no longer have to walk back and forth to a pay station, wait in line to pay for parking, or search for coins, cash, or credit cards.

In addition, the Parkmobile technology allows consumers to add time remotely, eliminating the need to predict the length of stay or return to feed the meter.

The NYC Department of Transportation and the mayor’s office are developing the app in collaboration with Parkmobile. Serving more than 2,000 locations, including

municipalities, universities, commercial operators, and transit facilities throughout the country, Atlanta-based Parkmobile is the largest provider of mobile payments for on and off-street parking and mobility-related services in the U.S. All 14,000 New York City parking pay station meters will have decals affixed to them in addition to street signage indicating to drivers the service is available. To use the new system, customers will simply download the app and register for free; for those without a smartphone, registration is also available over the phone. Once registered, they can use the mobile app, or Internet, or call toll free to start and pay for parking.

After setting up their accounts, customers can immediately begin using the system with their registered mobile devices.

Enforcement officers will be able to see that a motorist has paid for parking using a wireless handheld device. Mobile app users may choose to receive alerts and reminders 15 minutes prior to expiration of their parking session. Time limits on meters as well as all parking rules/reg-

ulations still apply, and the app will not allow users to purchase more time than allotted by the meters.
