On Thursday evening, Sept. 29, a group of Fulton County entrepreneurs met at the offices of Fulton County Chamber of Commerce for a three-hour session of BizGro Studio’s NxLevel Business Planning and Management course offered twice a year by Fulton Economic Development Corporation.

On this particular night, the students, all of whom have already started their own small businesses, heard a presentation from Jacki Johnson, owner of Tidewater Executive Tax Service.

In 2009, FEDCO started the entrepreneurship program BizGro in

conjunction with Project Matters, a consulting firm run by Amy Beechy, which began offering the classes — as well as a number of other services — in an effort to stimulate and support small business growth in Fulton County.

According to Beechy, 90% of Fulton County’s 469 businesses have 19 employees or less. In fact, 53% have four or less. Small business growth is also important in the development of downtowns, which have struggled to keep their storefronts open in recent decades. “Growth is coming from small business,” said Beechy, who contends programs like BizGro help position Fulton County to continue that growth.

Among this fall’s students is Jennifer Sault, who started her own business, Sault Family Medicine, in August. “I went to medical school,” said Sault, “So I don’t have any formal business training.”

Offered in the spring and fall each year, BizGro Studio exposes students to best practices of business management and business planning. Students learn about how to develop a business plan, marketing, financial statements, financing and more.

Another student, Kelly Whiteman-Snipes, is taking the class for the second time. Beechy said this is not unusual, citing another business owner who has taken the class three times, each time focusing on

another aspect of the business.

Snipes is in the process of rebranding her successful creative services business. “I like the structure of it,” she said of the class. “It’s forced me to really sit down and think about my target demographic and create a strategy behind that.”

Snipes is one of 147 students who have taken the course, representing 115 businesses, and according to tracking information provided by Beechy, 74% of the businesses started through the Business Planning and Management Course were still operating successfully as of the end of 2021. Twelve business have expanded and 19 have been started, creating 59 jobs.

Lingenfelter cherishes his basketball years

to a stop.

Kalvary Lingenfelter grew up in Rochester with the love of basketball.

One day when he was in fourth grade he was watching some older kids play basketball in the park when the ball rolled over to him and he passed it back to them. That was the moment he immediately knew basketball was what he wanted to do with his life. Within the next year he had decided to join a competitive team.

Ever since fifth grade Lingenfelter has been on a basketball team. He based most of his life around it, and whether it was season or not, he was always training to better himself in the sport. So when he was diagnosed with a growing disease in his knee that prevented him from jumping or running, his dedication to basketball had to be put

His whole life, all Lingenfelter wanted to do was play basketball, so having that dream suddenly being ripped away from him really brought him down. While going through that was extremely difficult and frustrating, he put his time and focus into other things, such as spending more quality time with his friends and family and waking up early every morning to do a devotional. He said having all the support behind him helped him get through the struggle.

Even though Lingenfelter can no longer play basketball, he still has all of the memories from the game to look back on. They include some of his favorites, such as winning the sectional game his senior year of high school at Rochester and then winning the Crossroads League Tournament at Grace College and making it to the Sweet 16.

With these memories still in

mind he picked himself up and found a new passion he could put his time into. After finding out about his disease, he got more into golf. Ever since he was a kid he remembers playing golf, since his dad was the golf professional at Round Barn, and it has always been a thing they do together. So getting into the sport wasn’t a hard task for him. Although Lingerfelter’s life was completely flipped around, he always found a way to stay positive and enjoy the things he still had in his everyday life. He still cherishes the years he spent playing basketball and all the bonds that the sport brought him.

In the future he hopes to someday be able to get into some form of coaching or something with basketball aside from playing. He still wants to have that part of him in his life, even if it’s not in the way he’s always hoped it would be.

Indiana taxpayers may also be eligible for an annual state income tax credit of 20% of contributions to their CollegeChoice 529 accounts, worth up to $1,000 each year ($500 for married couples filing separately).

Keepsake round barn Christmas ornaments on sale Saturday

Limited edition ornaments will be available for purchase 10 a.m. to 1 p.m. Saturday, Oct. 8, in front of the Chamber of Commerce office, 822 Main St., Rochester.

Individuals can then purchase ornaments from the Chamber office beginning Oct. 11 during regular business hours.

In 2021, Fulton County participated in Indiana First Lady Janet Holcomb’s and the Indiana Statehouse Tour Office’s “92 Reasons to Celebrate.” The Fulton County Chamber of Commerce partnered with local artist Erica Coffing to design and submit an ornament highlighting Fulton County’s historic round barns, which was on display at the statehouse all season long.

Chamber Executive Director Jillian Smith is proud to

announce that the Chamber is collaborating with Coffing once again to create replica ornaments to be sold to the public this holiday season.

Ornaments are $20 each and proceeds will be deposited into the Chamber Agency Fund at the Fulton County Community Foundation to support beautification projects in Fulton County.

Jacob’s name changed

(Read: Genesis 32: 1-32)

Jacob went on his way, and the angels of God met him. (Genesis 32:1)

Esau was coming and Jacob was about to meet up with his forgotten past. Would Esau forgive him or fight him? Would Jacob lose everything he had schemed to acquire? How tragic it is when the past catches up with sinners. Geography could not erase Jacob’s past nor could 20 years of history change it. But before Jacob met Esau, he experienced three other meetings:

First, Jacob met God’s angels (Genesis 32:1-20). He had first seen these angels at Bethel (Genesis 28), and they should have been a reminder to Jacob that God was in control. He named the place “the two camps”

(his own camp and the camp or army of angels), but he failed to put his faith in God who had promised years before to protect him. Believers today may claim Hebrews 1:14 and Psalm. 91:1113 as they are walking in the will of God. Sadly, Jacob started trusting himself and his own schemes again. He tried to appease Esau with gifts. He divided his company into two bands (Genesis 32:7) and ignored the protecting army of angels. Then, after taking these steps in carnal confidence, he asked for God’s help. Had he forgotten the way God had protected him from Laban? (Genesis 31:24).

Second, Jacob met the Lord (Genesis 32:21-26). It is when we get alone with God that good things begin to happen. Christ came to wrestle with Jacob, and the struggle lasted all night. Keep in mind that Jacob was not wrestling to get a blessing from God; rather, he was defending himself and refusing to yield. The Lord wanted to break Jacob and bring him to the place where he would honestly say, “Not I, but Christ” (Galatians 2:20). All night, Jacob defended himself and refused to surrender or even admit that he

had sinned. Then God weakened Jacob, and the wrestler could only cling. Now instead of scheming for a blessing or bargaining for a blessing, he asked God for the blessing — and he received it.

Third, Jacob met himself (Genesis 32:27-32). “What is your name?” (Verse 27) was the question that forced Jacob to confess his true self — “Jacob, the schemer.” Once he faced himself and confessed his sin, Jacob could be changed. God gave him a new name — “Israel, prince with God” or “a God-governed man.”

The way to have power with God is to be broken by God. God also gave him a new beginning and a new power as he began “walking in the Holy Spirit” and not in the flesh. This was illustrated by a new walk, for now Jacob limped. He had been broken by God, but his limp was a mark of power and not weakness. Verse 31 indicates the dawning of a new day, as the sun rose and Jacob limped out to meet his brother Esau — with God’s help.

To date, the program has loaned $665,960 to 19 Fulton County businesses, which, according to FEDCO, has created or saved 64 jobs.

Teresa A. Ortman

Retired Registered Nurse

Teresa A. Ortman, 69, Winamac, and formerly of Rochester, passed away at 8:36 a.m. Tuesday, Sept. 27, 2022, at her residence.

She was born on June 22, 1953, in Rochester, the daughter of John Max and Marian (Smith) Miller. She graduated from Rochester High School in 1971 and continued her studies at Indiana University School of Nursing. On Sept. 8, 1990, at the First Baptist Church in Rochester, she married Donald E. Ortman and he survives.

Teresa worked as a registered nurse for many years, having worked in hospitals in Kokomo, Rochester, and nursing homes in Winamac and Logansport before from Chase Center, Logansport. She had been a member of the Retired Nurses Association, enjoyed gardening, flowers, loved her dogs and spending time with her grandchildren.

Survivors include her husband, Donald E. Ortman, Winamac; stepchildren, Sherry (Charles) Creasy, Star City and Kenton S. Ortman, Winamac; stepgrandchildren, Kyle D. Ortman, Winamac and Khloe L. Ortman, Winamac; sisters, Cindy Dunkerley, Worthington and Lisa Jane (Steve) Sperry, Avon. She was preceded in death by her parents.

Funeral services were conducted at 10:30 a.m. Saturday, Oct. 1, at Zimmerman Bros. Funeral Home, Rochester. Burial was in the Plainview Cemetery, Macy.

Wilma Tilson Homemaker

Wilma Tilson, 100, Logansport, formerly of Rochester and Indianapolis, passed away at 6:17 p.m. Friday, Sept. 30, 2022, at Miller’s Merry Manor, Logansport.

She was born Oct. 14, 1921, in Marion County, the daughter of Allen and Beatrice (Kidd) Smith.

Wilma had been a housewife and had worked for Indiana Bell and the National Bank, both of Greenwood. She, along with her late husband, owned a grocery store in Rocklane for many years. She had attended the First Baptist Church and Riverview Community Church in Rochester and the Rocklane Christian Church in Rocklane.

Survivors include her children, Eva Richards, Jasper, Kathleen (William) Ward, Ludington, Mich., and Gene Tilson, Greenwood; 10 grandchildren; 18 great-grandchildren; and 19 great-great-grandchildren.

She was preceded in death by her husband, Leonard Tilson; two brothers; one sister; and two great-grandchildren.

Graveside services were conducted at 11 a.m. Wednesday, Oct. 5, at Rocklane Cemetery, Greenwood.

Marge Dunham

Marge Dunham, 86, Argos, died at 8:37 a.m. Monday, Sept. 26, 2022, at her residence.

She was born Jan. 14, 1936. On Nov. 29, 1953, she married Lorraine D. Dunham; he survives.

Also surviving are her four children, Ruth (Larry) Reese, Rochester, Kevin (Kandi) Dunham, Argos, Beth (Russ) Trump, Argos, and Mary Faulstich, Bremen; eight grandchildren; 20 great-grandchildren; a greatgreat-grandson; sister, Zelma Montague, Wabash; brother-in-law, Dale Hochstetler, Bremen; sister-in-law, Loretta (Dean) Reber, Gainsville, Fla.; and several nieces and nephews.

Preceding her in death are her parents; sister, Demaris Hochstetler; and son-in-law, Steve Faulstich.

Honoring her wishes, private family services will be held. Interment will be in the Walnut Brethren Cemetery, southeast of Argos. Cindy L. Foerg

Cindy L. Foerg, 66, Rochester, died at 11:07 a.m. Thursday, Sept. 29, 2022, at her residence.

She was born Dec. 7, 1955. She married Donald R. Foerg; he survives.

She is also survived by her mother, Dolly Easterday, Rochester; father, Joe Shively, Akron; sisters, Tammy Shively, Athens, and Dawn Kistler, Plymouth; niece, Kasey Shively; and best friends, Renee and Terry Lett, Rochester.

She was preceded in death by her stepfather, Roy Easterday; stepmother, Mary Lou Shivley; and brother-inlaw, Chuck Kistler.

Following her wishes, no services will be held at this time. Her remembrance place will be in the Rochester IOOF Cemetery.

Alice M. Lutz, 96, Culver, died Sunday, Sept. 25, 2022, in Culver.

She was born March 17, 1926. On Oct. 23, 1965, she married Don Lutz; he survives.

She was preceded in death by her parents, Jacob and Helen (Stirling) Beerwert; a son, George Baker; a daughter, Gloria Banks; five brothers; and three sisters.

Services were held Monday, Oct. 3, at Odom Funeral Home, Culver. Burial was in Riverside Memorial Cemetery, Monterey.

Memorials may be given to the Marshall County Humane Society in her memory.

Richmond A. Lyke

Richmond A. Lyke, 46, Rochester , died at 3:42 p.m. Saturday, Sept. 24, 2022, at his residence.

He was born July 22, 1976.

Survivors include his father, LeRoy E. (Nancy) Lyke, Plymouth; mother, Sue (Richard) Mayes, Lafayette; sons, Braxton, Steven and Ray Manning, all of Macy; sister, Rachel (fiance, Solomon Peals) Orpurt, Elkhart; brother, Rocky (companion, Judel Norman) Lyke, Akron; and two nieces and two nephews.

He was preceded in death by his grandparents.

Evelyn S. Peters

Evelyn S. Peters, 88, Kewanna , died at 9:40 p.m. Friday, Sept. 23, 2022, at Woodbridge Health Campus, Logansport.

She was born Oct. 2, 1933. On Nov. 4, 1951, she married Elmer “Sony” Peters. He preceded her in death Nov. 26, 1993.

She is survived by a sister, Vivian Hathaway, Winona Lake; 13 nieces and nephews; and many great-nieces and nephews.

She was also preceded in death by sister, Jeanine McKinzie; and brothers, Frederick Brown and Jerry Brown.

Services were held Oct. 1, at Rans Funeral Homes and Crematory, Metzger Chapel, Kewanna, with Pastor Jodi Kosary officiating. Burial was in Citizens IOOF Cemetery in Kewanna.

Wayne M. Plante

Wayne M. Plante, 65, Pensacola, Fla., formerly of Culver, died Sunday, Sept. 18, 2022.

He was born Jan. 26, 1957, in Rochester.

He is survived by his mother, Joyce

Plante, Culver; friend and caregiver, Andrea Bilsard Plante, Pensacola, Fla.; son, David Michael Plante, Elkhart; seven grandchildren; a nephew; and niece.

He was preceded in death by his father, John Plante Jr.; and sister, Gloria (Plante) Hinton.

Ricky A. White Sr., 66, Rochester , died at 5:15 p.m. Sunday, Sept. 25, 2022, at his home.

He was born Oct. 13, 1955.

He is survived by a son, Ricky White Jr., Gary; a sister, Patricia, Rochester; and a brother, Daniel White, Rochester.

He was preceded in death by his parents, Walter and Mary Catherine White; beloved wife, Annette; and a sister, Phyllis Clemans.

Sutton and Thompson vie for County Council seat

On Tuesday, Nov. 8, Fulton County voters will choose between Democrat Randy Sutton and Republican Chayse Thompson for a seat on the County Council representing District 3.

Candidates were asked to provide a photo, a short bio and their response to a question: “Why are you running for County Council District 3?”

Randy Sutton was born and raised in Rochester. He graduated from Rochester Community High School in 1973 and was honorably discharged from the U.S. Navy in 1976. He and his wife Christina have been mar-

ried nearly 44 years and have two children, four grandchildren and four great-grandchildren. In 1979 he joined the carpenters union. In 1984 Sutton received an associates degree in building construction technology. He was a business service representative for the Northeast Indiana Regional Council of Carpenters. In 1990 he served one term as Fulton County Commissioner. In 2011 Sutton was appointed to fill the unexpired term of Earl Gaerte.

Lois Mann is a native of Michigan. She grew up in the country where she learned the love of gardening, plants and animals. In high school she raised feeder calves to pay for her first car.

Later on she partially financed her college education by forming a band, singing and playing two to four nights per week to earn a paralegal degree from Northwestern Michigan College in Traverse City, Mich.

She spent time in Lynchburg, Va., as a customer service specialist for J.Crew Outfitters; Bucyrus, Ohio; as a paralegal; and in Marion, Ala., as the chief clerk of probate court. Most recently she worked three consecutive parttime jobs for Fulton County Soil and Water Conservation District, Mill Creek Conservancy District and an independent contractor position as the conservation reserve enhancement program administrator for 14 counties in the Tippecanoe River Watershed.

In 2020 she became the executive director of the Fulton County SWCD and recently accepted the position of district support coordinator at Pulaski County SWCD in Winamac. She directs the many activities and events of the SWCD, promoting agricultural programs, education and information.

In addition to her SWCD role, she is a current member and past president of the Arrow Head Country Resource Conservation and Development Education Committee serving Kosciusko, Marshall, Fulton, Miami, Cass, Pulaski, Starke, Jasper, Newton and White counties.

Lois still enjoys living in the country. Her husband, Russell, is retired and helps out tending their few acres and animals near the Fulton-Pulaski county line. Russ and Lois enjoy life in the country in northern Indiana.

Fulton County 30th annual chili cook-off

The 2022 Fulton County Chili Cook-Off is not an event you want to miss.

Celebrating its 30th anniversary this year, the chili cook-off will have chefs from all over the county breaking out their best recipes.

Fulton County Chamber of Commerce is honored to host yet another year of the cook-off from 11 a.m. to 1:30 p.m. Saturday, Oct. 8, around the courthouse and throughout downtown Rochester.

Local cooks get together and form teams for a friendly competition to hold the title, “30th Annual Fulton County Chili Cook-Off Winner.” If having the best chili in the county isn’t rewarding enough, the winner will also receive $300.

The chili will be judged by aroma, appearance, flavor and texture.

The chili can have any meat or combination of meats cooked with chili peppers, various spices and other ingredients. Beans are optional and vegetarian chili is welcome.

Teams must come prepared to cook, as no ingredient may be pre-cooked or pre-treated prior to the preparation period, with the exception of canned tomatoes, to-

mato sauce, peppers, pepper sauce and beans. Marinating meat or vegetables before the event is an example of pre-preparation that is prohibited.

Teams will have time to prepare their food items and booths from 7-8 a.m., but they cannot begin preparing their chili until 8:45 a.m.

Each team will have a designated area to cook, which can be done on gas grills, cooktop stoves, camp stoves or fish cookers. Teams are asked to prepare a minimum of 15 to 20 gallons of chili for testing sales, reserving at least 1 quart for of chili for judging. At the time of judging, each team will be given a container in which their chili will be collected.

To maintain anonymity, only the chamber’s executive director or executive assistant will know the team’s designated number. The judges will reach a decision upon analyzing the chili samples without ever knowing which team the chili belongs to.

Chili tasting will start at 11 a.m., allowing patrons to take in the fragrances and savory samples from different booths. Punch cards are available for $5 or $10 that can be used for chili tasting at $1 per bowl or for hotdogs and beverages at the Fulton County Chamber of

Commerce booth.

Once judging has concluded, the winning teams will be announced at approximately 1:30 p.m. The winner isn’t the only one to go home with a prize, though. People’s choice will also receive $300, while

second place and best decorated booth will both be awarded $200.

26th annual Red Hot Car Show

Calling all car, truck and cycle enthusiasts; its time to head to downtown Rochester for one of the largest car shows in Indiana.

The 26th annual Red Hot Car Show presented by the Blacktop Cruisers Car Club is set to take place Saturday, Oct. 8.

In previous years, the car show has attracted upward of 500 entries, all lining the streets of downtown Rochester. Despite some back and forth on their ability to work around local projects, The Black Top Cruisers are happy to announce the swap meet will also be taking place as a part of the car show.

The Blacktop Cruisers Car Club takes great pride in this annual event for all vehicles; if your ride is original or modified

with two wheels and a motor, no matter what it may be, you are welcome to bring it. Registration is $20.

Registration is from 8-11 a.m., opening with 41 categories ranging from classic cars to motorcycles. Judging will begin at 10:30 a.m. followed by awards at approximately 4 p.m.

The Red Hot Car Show has awards for many different categories, such as a specialty award, mayor’s choice, sheriff’s choice and fire chief’s choice. Out of the 41 categories, 38 will receive a first-, second- and third-place trophy. The other three classes are motorcycle classes which will receive a first-place trophy.

The Merrills’ music focuses hearts to bring praise to the creator. Their goal is to inspire concert audiences to use their own abilities to the fullest potential for God’s glory.

They have ministered across the United States, as well as in Italy, Nepal and Israel. These opportunities have broadened their ministry experiences and given them a greater burden for missions and Bible poverty around the world.

Niah is a multi-instrumentalist performer. Since he was 3 years old, he traveled with his family’s Merrill Ministries. His skills in comedy and juggling have been a unique asset to connect with people of all ages.

Allisha taught speech on the collegiate level for two years. After marrying Niah in 2012, she served as pianist, vocalist, drama instructor and ladies’ conference

speaker for Merrill Ministries.

They have worked with Wycliffe Associates in Bible translation, serving as the southwest area directors, hosting banquets for Bible translation projects.

Fulton County farmer receives ‘River Friendly Farmer’ award

The Indiana Association of Soil and Water Conservation Districts honored local farmer Duane Riddle as a recipient of the 2022 River Friendly Farmer Award.

Nominated by the Fulton County Soil & Water Conservation District, Riddle is one of 48 Indiana farmers who received this statewide award this year during the Indiana State Fair.

Lt. Gov. Suzanne Crouch addressed the recipients and their families at the event, recognizing them for their implementation of conservation practices like no-till and cover crops. Randy Kron, president of Indiana Farm Bureau, offered thanks and appreciation to these farmers and

landowners who go the extra mile in protecting Indiana’s natural resources.

Duane Riddle has been a longstanding no-till farmer using cover crops and best management practices for his cattle in conjunction with the use of rotational grazing in his cattle pastures.

These practices have prevented erosion of the soil and sediment throughout their farm ground.

Sponsored by Indiana Farm Bureau, the River Friendly Farmer Award program began in 2000 and has honored more than 1,100 Indiana farms.

State awards $83k to increase safety in Fulton County schools

State Rep. Jack Jordan (R-Bremen) said Caston and Rochester Community school corporations in Fulton County recently received a combined $83,000 through the state’s Secured Schools Safety Grant Program.

Jordan said the local funding is part of this year’s record-breaking school safety investments totaling more than $22.9 million in matching state grants headed to 425 schools across Indiana.

“School safety remains a top priority,” Jordan said. “With these grants, local schools can continue to make security upgrades and improve their safety plans based on their needs. It’s an important investment as the state and our schools take critical steps to ensure students and staff are protected.”

Caston School Corp. received $45,000; Rochester Community School Corp. received $38,000.

Funds can be used for resource officers and law enforcement officers in schools, equipment and technology, active event warning systems, firearms training for teachers and staff who choose to allow guns on school property, threat assessments, and to implement a student and parent support services program.

In total, the state invested about $133 million in matching grants through the Secured School Fund, established through a 2013 law.

After two years of receiving free school lunches, thousands of Hoosier families will have to pay for them again this fall, including at dozens of Indiana schools that could continue offering free food but choose not to.

Federal child nutrition waivers were offered as a form of COVID-19 relief starting in March 2020, enabling school districts in Indiana and across the country to give out free lunches and breakfasts, regardless of family income. The program ended June 30 after Congress declined to include another waiver extension in its March spending bill.

With a new academic year underway, thousands of students across Indiana will have to go back to applying for free or reduced-price

Children are automatically eligible for free meals if anyone in their household gets SNAP, TANF or FDPIR benefits — all supplemental safety net programs funded by the federal government.

Depending on family income, additional kids can qualify for free or reduced-price meals, but only if their family submits an application and is approved.

A student in a four-person household can get reduced-price lunch if their family earns less than $51,338 a year, according to the Indiana Department of Education.

To get lunch for free, that same student’s family must earn less than $36,075 per year.

More than 508,000 Hoosier kids — or about 45% of all students in the state — qualified for free or re-

duced-price school lunches during the 2021-22 school year, according to the National Center for Educational Statistics. It’s not yet known how many students will apply and participate in the program for the current academic year.

At least 500 schools in Indiana will continue providing free meals for all students through a separate U.S. Department of Agriculture program, known as the Community Eligibility Provision, according to the latest state data available.

Still, more than 1,000 schools that the state education department deemed eligible are not taking advantage of the federal meal servicing program that allows schools with high poverty rates to provide free breakfast and lunch to all students, regardless of their economic status.

Data collected by the national nonprofit shows 79% of Indiana schools with enrolled populations over 60% participate in CEP, compared to 17% of schools with population’s between 40%-50%, and 61% of schools with or 50%-60% of population.

From The City Projects Room — Work commences on water main upgrade

Project No. 3 on the city project whiteboard is the looping and upgrade to the water main in Deere Run Estates east of Bessmore Park Road.

Years ago, when the water main was initially installed by the contractor for the addition, it was not looped, just a straight stop at the end of the addition.

This caused some water issues for the users that would not have been present if the system had been “looped” to provide a continuous “circular flow.” We are rectifying this with the addition of the looping system.

This project started a week ago. The Bancroft Group is the contractor. This is the construction company that built the Schoolview Lift Station. These folks have a proven track record with us of doing exactly what they say they will do in the time agreed upon. I should not be surprised, as they are 70% veteran employed, including their owner, Ty Bancroft.

To date they have laid over 300 feet of pipe (actually in one day). This project is funded with American Rescue Plan funds.

We look for project No. 3 to go into the complete column very soon.

On another note, project No. 13, the pickleball courts behind the city swimming pool, has been completed with the addition of a fence.

Next writing, we will have an update on projects 10 and 11: the Apache Drive Street build and the Nickel Plate bike trail.
