From 6 a.m. to 1 p.m. Saturday, July 30, Lake Manitou will be the stage for the first CASA of Fulton County Fishing Tournament, a fundraiser organizers hope will become a regular event to benefit CASA’s effort to provide court appointed special advocates for abused or neglected children.

The tournament is a collaboration between CASA and Fulton County Bass Masters and will include food and refreshment, door prizes and a 50/50 drawing. There is an entry fee of $60 per boat — which includes $10 toward the big bass prize — and registration is at the DNR ramp on the day of the tournament. Participants must check in at least 30 minutes prior to start time.

“I’m super excited about meeting new people. So many positive things can come out of that,” enthused Fulton County CASA Director Sherry Shepherd. “Bass Masters does a lot of wonderful things

for people in the community, such as providing fishing poles for kids.”

In fact, Bass Masters was doing exactly that on Saturday, July 23, where a free clinic was held at the pond in front of Woodlawn Hospital. “This is the first time FCBM has been able to do this since the pandemic,” said Vice President Rick Rogers. The free, two-hour clinic was attended by 31 kids, all of whom received their own fishing poles and instruction from seven volunteers.

Fishing provides kids a lifelong pastime that promotes self-reliance, patience and a connection with the natural world, among other things.

“It’s important for kids to develop an interest for being outside,” said FCBM President Dan O’Neil, “it makes them a more well-rounded person.”

“For myself, it’s a stress reliever,” said Rogers, “and I enjoy the outdoors and the competition.” Rogers also directs FCBM’s open club tournament consisting of six tournaments and a classic for which Continued on page 3

KNOW YOUR NEIGHBOR Author creates characters who reflect her inner struggles %\ /$85,( /(&+/,71(5 6WDII :ULWHU “My life has not always been easy,” stated August Cox, Rochester. “I learned early in life to empathize with those who are struggling. In my adult years, I’ve had bad things happen to me that triggered depression; however, I believe the struggles we have had can make us deeper people. Being an author, I’ve learned that creating characters who are suffering from the same things I am feeling inside can be very therapeutic. That’s part of the reason I wrote my three-book series ‘The Organization.’”

The 2013 graduate of Winamac High School got her bachelor’s degree in behavioral science from Purdue University, where she also earned a master’s degree in human services. Right now, she’s working on another master’s degree in marriage and family from North Central University. She plans to graduate from NCU in 2024.

“My plans are to eventually become a counselor for children who have suffered from trauma,” she said. “I’ve always wanted to be in a profession where I can help people.”

Her first adult book, “The

Wrong Samantha,” was 10 years in the making. “It’s part of my series, ‘The Organization.’ And it encapsulates my own feelings of being trapped and misunderstood for so many years.”

The book is about a woman, Melanie, who has been kidnapped because of a mistaken identity. “This organized crime ring kidnaps people and places them in a mental institution so they can be rendered incapable of being a witness in court,” she explained. “They torture her because they believe she’s someone else.”

She has also finished the second book in the series, “It’s Not Love; It’s Betrayal.” “In this book, I go on to explain more about the members of the Organization and why they are part of it.”

Cox is still working on her third book in the series. “The final book will wrap it all up.

It brings together all the loose ends of the crime ring.”

When asked why she chose to write about such dark subject matter, she remarked with a laugh, “An author always has the prerogative of deciding the characters’ fates.”

She does not always deal in such dark subjects, however.

“I’ve written 10 children’s books that I’ve illustrated

myself,” said Cox, who is also an artist.

Her children’s books start out by exploring the world of Ramona the Cactus. “My characters may resemble plants and animals, but they experience real-life adventures.” Cox takes her young charges through potty training and nap time. As they grow up, they experience going to school and the zoo.

“I’ve created two coloring books for children as well. My goal is to help young people be creative and discover what life is all about.”

One of Cox’s contacts in the UK created a plushy toy of Ramona the Cactus. “I love having that toy. It brings Ramona to life.”

One of her biggest fans in the children’s book world is her own daughter, 4-year-old Zelda. “Her favorite character in my children’s book series is Mollie the Mushroom. My husband, Devin, and I love watching her discover the world as she learns to enjoy books.”

Donato touts new opportunities for special needs students District 18 State Senator Stacy Donato recently commented on new scholarship opportunities for students in Fulton and Miami counties. “Starting this school year, families of special needs students will have more options in how they tailor their child’s learning through the newly implemented Education Scholarship Account Program.”

Created by the General Assembly, an ESA provides families access to portable funds so they can create an educational environment that best

meets the learning needs of their children.

Families who meet the same income limits as the Choice Scholarship program will have the opportunity to spend dedicated scholarship money on approved educational programs, therapies, services, tuition and fees and other expenses related to the student’s education.

The ESA will allow parents to have an even more active role in their child’s day-to-day routine and ensure students are getting the specific instruction they need

Round Barn Car, Truck, Bike, Tractor Show returns The seventh annual Round Barn Car, Truck, Bike and Tractor Show will run from 11 a.m. to 3 p.m. Saturday, Aug. 20, at Fulton County Historical Society grounds, 4 miles north of Rochester on US 31 and CR 375N. Registration is 11 a.m. to 1 p.m. with a $10 per vehicle donation. Vehicles will be judged upon arrival, with awards given after 3 p.m.

plaques for the first 75 entries.

Trophies will be awarded for first, second and third place for bikes and tractors.

Also at the show will be food, T-shirts and games, with live music from 1-3 p.m. Everyone is welcome to the event, which will be held on the grass area behind the buildings in the Living History Village. Cars must drive onto FCHS grounds.

NIPSCO accepting applications for safety education and training NIPSCO is accepting applications for a grant to support local nonprofit organizations which provide public safety education and training across northern Indiana.

Grants are available in amounts ranging from $500 to $5,000. Applications are being accepted now through Aug. 5, 2022, with grant awards announced during the week of Aug. 22.

Grant opportunities will in-

clude, but are not limited to, community and youth public safety education programming and training for first responders, police and fire department fire and carbon monoxide safety programs, education and training in the prevention of damage to underground natural gas lines and child-related safety education.

Grant funding is not intended to cover the purchase of equipment other than tools

needed to support public safety education programs and training.

Organizations with a mission to support public safety education and training are invited to submit a grant request through NIPSCO’s online request site at NIPSCO.com/ SafetyGrant.

When applying online, select the “Safety” option from the “Area of Impact” drop-down box on the application.

Law enforcement cracking down on speeding Law enforcement agencies in Indiana are taking part in a multi-state effort to address the troubling rise in speeding and aggressive driving.

Across the Midwest, officers will be out in full force, showing zero tolerance for drivers traveling above the posted speed limit.

The Speed Awareness Day enforcement campaign will take place July 27 and is part of the National Highway Traffic Safety Administration’s “Great Lakes, High Stakes” initiative.

The overtime patrols are funded with federal grants administered by the Indiana Criminal Justice Institute.

Participating states include Indiana, Illinois, Michigan, Minnesota, Ohio and Wisconsin.

“We have a growing crisis on our roadways, and driving too fast and aggressively is at the center of it,” said Devon McDonald, ICJI executive director.

“This isn’t a game. There are no second chances. If you die in a crash or end up killing someone, that’s it. We can and we

must break this cycle.”

Mirroring national trends, Indiana has seen a drastic increase in deadly crashes and speeding-related fatalities since the start of the pandemic.

In 2020, a total of 897 people lost their lives on Indiana roads, a 10% increase from 2019. Of those fatalities, 238 or approximately one-fourth involved speeding. That’s the highest number in the past decade and an 18% increase from the previous year, despite having fewer drivers on the road.

He is an exemplar of how the club can help take fishing enthusiasts to the next level. “I’ve always enjoyed fishing but did not know the specifics and techniques for competition fishing. A buddy invited me to FCBM back in 2002, and I’ve enjoyed it ever since. The guys in the club are very helpful, and it has been a learning experience.

“Most anglers want to bass fish because the bass are aggressive, and it is one of the most popular sport fish for this area.”

In addition to its competitions and events for children, the nonprofit FCBM also supports Lake Manitou Association and Culver Cheerleading.

According to Shepherd, CASA has experienced economic setbacks resulting from its inability to hold as many fundraisers in recent years due to COVID. The nonprofit program recruits, trains, supervises and supports community volunteers who advocate for abused and neglected children in the child welfare system. “We provide a child a voice in court,” Shepherd stated.

The idea for a fishing tournament, she said, was selected as an alternative to other, established fundraisers, such as golf tournaments. Bass Masters was able to find a free Saturday and the event is on.

Ronald W. Johnson Jr., 47, Rochester, passed away at 5:45 a.m. Friday, July 22, 2022, at Life Care Center of Rochester.

He was born Dec. 26, 1974, in Plymouth, the son of Ronald W. Johnson Sr. and Dorothy (Gibbs) Johnson Hunt. He graduated from Culver Community High School in 1994.

521$/' : He married Shelley Kollar-Johnson in Denver, -2+1621 -5 Colo., and they shared over 25 years together.

Ron had worked in various sales positions, including at auto parts and appliance stores. He enjoyed riding his motorcycle, was an avid KISS fan, having attended many of their concerts and was a collector of their merchandise, and enjoyed working on his car.

Survivors include wife, Shelley Kollar-Johnson, Rochester; aunt, Terry Yeazel, Talma; several cousins and many friends.

He was preceded in death by his father.

Travis D. Woodcox Lifetime Area Resident

Travis D. Woodcox, 50, Rochester, passed away at his home after a sudden illness in the early morning of July 23, 2022.

On Feb. 1, 1972, Travis Drew was born. He was a treasured son of Melvin Ben and Eva Marie Reffitt Woodcox. A lifetime resident of Rochester, he graduated from Rochester High School in 1990.

75$9,6 ' In Rochester, on Sept. 1, 2007, Travis married the :22'&2; love of his life, Stacy Bradley. They enjoyed 15 years of life’s adventures.

With a strong work ethic, Travis worked for the Fulton County Solid Waste District for many years. In earlier years, he worked with his cousin Shane at Rochester Boat Company. An avid sports enthusiast, Travis was a diehard San Fransico 49er’s fan. He also followed the Baltimore Orioles baseball team. Travis attended the Indianapolis 500 for many years.

Bruce and Travis were more than brothers; they were best friends, enjoying nightly chats about cutting edge sports news and anything else that came to their minds. Stacy and Travis shared a love for their canines, breeding and raising beautiful litters of English mastiffs and Welsh-Pembroke corgis.

Left to cherish Travis’ memory are his wife, Stacy; siblings, Bruce Woodcox (Wendy), Brett Arnett, Tom Arnett (Barb), John Woodcox and Linda Woodcox Jones; his stepchildren, Dalton Baillieul, Sydney Shank (Justin) and their children, Olivia Johnson and Wren Shank; nephew, Braxton Woodcox; cousin, Shane Reffitt (Lisa) and their son, Jack; and his English mastiff, Zeke.

Preceding Travis in death are his parents, Melvin and Eva Woodcox; cousin, Shawn Reffitt; and his English mastiff, Mojo.

A time to celebrate the life of Travis D. Woodcox will be from 4-6 p.m.

Beth E. Foster, 70, Rochester, passed away at 8:55 a.m. Wednesday, July 20, 2022, at Miller’s Merry Manor of Warsaw.

On Dec. 13, 1951, Beth Elaine Kale was born in Rochester to Robert H. and Mary L. Green Kale.

Proudly, Beth graduated from Rochester High School with the class of 1970. She was a lifetime %(7+ ( )267(5 resident of Fulton County.

Beth and T.J. Foster were married on Sept. 29, 1985, in Rochester.

Sadly, he passed away on Feb. 24, 1991. Together they raised daughter, Amy, and son, Greg. The blessings of another generation has been added to the family tree with four grandchildren. Grandma Beth cherished the time with her grandchildren. They were the light of her life.

As a member of the First Baptist Church of Rochester, Beth was very active in many ministries, including the Fellowship Guild, the AWANA program and VBS. Volunteering at the Senior Center on Tuesdays was a great way to catch up with her friends and neighbors. Mondays were spent with the card ladies. This group was started by Beth’s mom and her friends and continues to include sister Sharon.

Annually, Beth and Sharon went to the Fulton County 4-H Fair to watch her nieces show their sheep. Visiting the Whitley County Fair with the grandchildren always included a delicious, cold treat of lemon ice cream.

Once a year, traveling to the Minnesota cabin to fish was a great adventure that Beth looked forward to annually. Relaxing with friends, casting a rod and enjoying the catch of the day was the best of times.

The family often laughs with Beth about the unpublished “Family Book of Funny Incidents.” She has garnered more pages than anyone else in the family.

With a strong work ethic, Beth served Fulton County as the branch manager of the Bureau of Motor Vehicles. She was known for greeting customers with a radiant smile and helping heart, retiring after 42 years of great customer service.

2022 FULTON FUN DAY FESTIVAL Fulton Fun Day festival and parade returns July 30 %\ '$9,' +$=/(',1( 6WDII :ULWHU Fulton Fun Day Festival returns on Saturday, July 30, after a two-year hiatus. The festival, the 21st since its inception, will feature a wide array of entertainment, sporting events, food and craft vendors, a parade and much more.

The theme for this year’s parade, “Color Our World With

The event is geared to encourage festival-goers to “help keep the volunteers cooled off during our hot summer,” Wade commented.

Another notable sporting event will be a softball tournament starting at 2 p.m. and including 14-under teams “Rush” of Fulton, “Intensity” from West Central and another team from Rochester.

The parade, which kicks off at noon, and the many sporting events such as the mushball, basketball, softball, cornhole and horseshoe tournaments and 5K race/walk, are central to Fun Day’s character. However, a host of other unique attractions provide additional highlights,

And while much of the festival is centered at Liberty Township Park, Fulton Public Library is another hot spot. From 9 a.m. to noon, attendees can visit the library book sale and Caston Elementary Art show.

The library will also have the price list for the popular Lions’ pork burger sale, which starts around 11 a.m., all of which is a great lead-in to the parade.

Fulton County historian and author Shirley Willard has recently published a new book, “Fulton County, Indiana: The Luckiest County in the World.” Her book is the complete history of Fulton County. Willard will be at the Kewanna Union Township Public Library 11 a.m. Wednesday, Aug. 3, to share her newest book.

Willard, a distinguished Indiana historian, writes a weekly column for the local paper. She also shares her love of history by giving speeches, writing for historical magazines and volunteering at the Fulton County Museum.

Let’s study the Bible Where is your hope?

(Read: Hebrews 6:9-20) “Which hope we have as an anchor of the soul, both sure and steadfast. ...” Hebrews 6:19.

What are you placing %\ 7+( 5(9 your hope in 521 385.(< for the future? Your country’s government, educational system, some plan or organization? My hope is in a person, the Lord Jesus Christ, who sits at the right hand of God. I have hope and know that I’m going to heaven. And, right here and now in this present life, I have God’s presence to help me.

The writer of Hebrews closes with as solid a passage on eternal security as we will find anywhere in the Bible. He points, first of all, to their own lives (verses 1012) and reminds them they had given every evidence of being true Christians. We find faith, hope and love described in these three verses, and these traits are the characteristics of true believers (1 Thessalonians 1:3; Romans 5:1-5). But he cautions them in verse 12 not to be “dull of hearing” (or “slothful,” same word as in Hebrews 5:11). God has given his promises; they need only exercise faith and patience to receive the blessing.

He then uses Abraham as an illustration of patient faith. Certainly Abraham sinned — and

even repeated one sin twice — yet God kept his promises to him.

After all, the covenants of God do not depend on the faith of the saints for their certainty; they depend only on the faithfulness of God. God verified the promise of Genesis 22:16-17 by swearing by himself — and that settled it.

Abraham did not receive the promised blessing because of his own goodness or obedience, but because of the faithfulness of God. Abraham experienced many trials and testings (as did the original readers of Hebrews), but God saw him through.

In verse 17, the writer says God did all this for Abraham that the “heirs” might know the dependability of God’s counsel and promise. Who are these heirs?

According to verse 18, all true believers are heirs, for we are Abraham’s children by faith (see Galatians 3).

So, there are “two immutable things” that give us assurance:

God’s promises (for God cannot lie) and God’s oath (for God cannot change). The unchanging word of God and the unchanging person of God are all we need to assure us that we are saved and kept for eternity. We have a “hope” to anchor our souls, and this “hope” is Christ himself (Hebrews 7:19-20; 1 Timothy 1:1).

How can we “drift” spiritually (Hebrews 2:1-3) when in Christ we are anchored to heaven itself?

We have a sure and steadfast anchor; and we have a “forerunner” (Christ) who has opened the way for us and will see to it that we one day shall join him in glory.

Instead of frightening saints into thinking they are lost, this wonderful chapter warns against unbelief and an unrepentant heart and also assures us that we are anchored in eternity.

Valley names new athletic director At the Monday, July 18 TVSC regular board meeting, Samuel (Sam) Sturtevant was named as the new athletic director for Tippecanoe Valley High School.

Sturtevant joins the Valley Family with the reputation of a positive attitude and work ethic which made him stand out as a candidate. His goal is to not only help students be successful in athletics but also in the classroom and in life.

Sturtevant graduated from La Lumiere High School in LaPorte where he participated in varsity soccer, basketball, golf, track and field. After high school, he received a bachelor of arts in organizational communication, minor in recreation and sports studies and a minor in coaching from Butler University in 2019. Sam earned a master’s degree in business management from Butler University in June 2022 and, since 2020, was serving as the assistant athletic director at Plymouth High School.

FCPL in Rochester hosts speaker on early childhood development Fulton County Public Library in Rochester is hosting “Learn the Signs, Act Early,” a presentation on milestones in early childhood development given by Stephan Veihweg, associate director of the Riley Child Development Center, at 6 p.m. Thursday, Aug. 18, in the meeting room.

Riley Child Development Center is a nationally recognized interdisciplinary leadership training program supported by the Maternal and Child Health Bureau. Veihweg is also a faculty member of the IU School of Medicine, department of pediatrics, and IU School of Social Work. He is associate director of the IUPUI Center for Translating Research Into Practice.

Veihweg’s practice and research interest is in social-emotional development of infants and

toddlers. He is founding chair of Infancy Onward and Family Voices Indiana. He is treasurer of the Association of University Centers on Disability. He serves a governor appointment to the Behavioral Health Professions Licensing Board and serves as vice chair.

Veihweg partners with a variety of state and local groups and agencies to promote best practices for infants and toddlers. His experience as a social work provider with families and their children with delays as well as adults with disabilities, and his ability to communicate in Spanish and American Sign Language make him a sought-after therapist, presenter and consultant.

The basic dog/cat package includes exam, rabies and DHLPP/ FVRCP vaccines for $50. The basic puppy/kitten package includes exam, dewormer and DHLPP/FVRCP vaccine for $40.

The clinic will also offer Lyme vaccine, Bordetella vaccine, heartworm testing, feline leukemia/FIV testing, microchip and flea/tick/heartworm prevention.

FCCF grant support new group for young mothers A new Mothers of Preschoolers group is starting up this fall in Rochester.

MOPS is an international program dedicated to bringing resources, support and encouragement to young mothers through local chapters.

Fulton County’s group, Grace MOPS, will meet monthly at Grace United Methodist Church in Rochester and is open to mothers with school-age or younger children.

Lt. Gov. Crouch, OCRA announce historic renovation grant program The Historic Renovation Grant Program opened for applications Wednesday, July 6, according to Lt. Gov. Suzanne Crouch and the Indiana Office of Community and Rural Affairs. The program is designed to preserve and rehabilitate historic properties to further incentivize downtown economic development across Indiana.

“Indiana is home to many beautiful, historic buildings; however, maintaining these structures can often be costly,” Crouch said. “This grant provides financial support to communities to carry out necessary projects for their historic buildings, helping keep Indiana’s rich history alive.”

Applicants with an eligible historic commercial structure can apply for project funding between $5,000 and $100,000.

The request must be no more than 50% of eligible project costs, with the local match being greater than or equal to 50% of the total eligible project costs.

“The Historic Renovation Grant Program has already helped many communities around the state preserve and restore important structures,” said OCRA Executive Director Denny Spinner. “The program will have a lasting impact and help keep history alive within the communities awarded.”

Since the creation of HRGP in 2016, OCRA has funded 71 projects for over $4 million in state funds and leveraged more than $25 million in private investment.

To be considered for funding, applicants must receive an approved Certificate of Approval from the Indiana Division of Historic Preservation and Archaeology by Sunday, Aug. 28, 2022. Completed grant applications must be received by OCRA before 4 p.m. Wednesday,

Oct. 5, 2022. Eligible applicants include non-profits, individuals, partnerships, firms, asso-

ciations, joint ventures, limited liability companies, corporations or non-profit affordable

housing organizations.

Rummage sale fundraiser for animal center Aug. 5-7 Fulton County Historical Society Museum, 37 E. 375N, Rochester, is hosting the fourth annual rummage sale to benefit Fulton County Animal Center on Aug. 5-7. Everything is “name your own reasonable price.”

Donations will be accepted from 3-7 p.m. Sunday, July 31, until Thursday, Aug 4.

NICF achieves National Standards accreditation The Northern Indiana Community Foundation recently received accreditation with the nation’s highest standard for philanthropic excellence. National Standards for U.S. Community Foundations establish legal, ethical and effective practices for community foundations everywhere.

“Meeting the National Standards benchmarks is a rigorous, comprehensive process,” said Randy Royster, board member of the Council on Foundations. “This accreditation is a significant accomplishment that indicates the Northern Indiana Community Foundation demonstrates a commitment to transparency, quality, integrity and accountability as it carries out its mission.”

The National Standards for U.S. Community Foundations program requires community foundations to document their policies for donor services, investments, grantmaking and administration. The

program is designed to provide quality assurance to donors, as well as to their legal and financial advisors.

The NICF offers a range of charitable funds, allowing donors to advance a cause, support an individual organization, provide flexible support for community needs

or recommend individual grants.

In addition to affirming the organization’s philanthropic services, the accreditation validates the NICF’s grant-making practices for the nonprofit community.

Rochester scouts attend Camp Buffalo Rochester Boy Scout Troop 219 and Girl Scout Troop 220 recently attended summer camp at Camp Buffalo near Monticello.

According to Adam Harrington, troop leader, the scouts worked on merit badges such as environmental science, citizenship of the nation, citizenship of the world, insect study, wilderness survival and many others. Other activities included archery, lifesaving in the pool and working on rank advancements.

On parents night, both troops participated in a court of honor and a flag retirement ceremony.
