Fulton County Habitat currently has 11 families still paying mortgages, two who have finished mortgages, said Reeves. Of the 17 houses, 15 are located in Rochester, one in Akron and one in Fulton. When snow is in the shadows, it has a purple hue. I want them to watch the sky when the sun rises or sets and witness the changing colors. Art is an intricate part of our world. Whether it’s in clothing design, fabric creations or an advertising ad, someone created it artistically.” Schaeffer has taught art in the Rochester School Corporation for 24 years.

“When I was a little girl, I did a lot of drawing and crafting with my mom. She was a self-taught arts and crafts person. I come from a long line of educators. My father was a principal at Tippecanoe Valley High School. My decision to become an art teacher was not a surprise.” Schaeffer attributes much of her love of art mediums, especially drawing, to Jan Mills, her art teacher at Tippecanoe Valley High School. “She was good at showing us all of the art mediums. She especially emphasized drawing. Drawing transfers to all other forms of art.” After majoring in art edu-

cation at Purdue University, Schaeffer had the privilege of filling in for Mills when she was on maternity leave. “I had so many fond memories of Jan. I remember doing a picture of an old Indian lady for 4-H. She was impressed with my artwork and encouraged me to pursue it.” Although she started out with middle school students, Schaeffer now teaches 8th through 12th grade students at Rochester High School. “I explain to them that I am not an expert in all art mediums, and I am learning right along with them.” She enjoys the “aha” moments with her students. “Beginning art students oftentimes don’t think they’re very good. But when I give them some instruction, they are sometimes amazed at what they have created. I enjoy displaying their artwork for all to see.” Schaeffer tells her art students they are a bit like athletes. “They can’t start playing the game until they do the practice work. I not only instruct them on technique but find many online tutorials they can watch to help them in the creative process.” Her goal is to teach her students to surpass her own ability in art. “I’m teaching them how to use the right side of their brain — the creative part. Academics helps them develop the left side of their brain. So, moving into the art world is quite different for some of them.” Like her own high school art teacher, Schaeffer teaches her student to draw what they see. “Some want to draw what they think something should look like. I want them to reproduce what they see to the best of their ability.” Schaeffer’s personal favorite medium is watercolors. “I can layer the colors. They’re easy to get out and to put away. Then I can get them out again, picking up where I left off.” She admits that her art teaching is quite structured. “In the last five years, though, I’ve dis-

32nd Annual Redbud Trail Rendezvous This annual festival, aptly named after the redbud trees that ﬂower near the river, will be held from 10 a.m. to 5 p.m. on Saturday, April 23, and from 10 a.m. to 4 p.m. on Sunday, April 24. Festivities will be held on the Fulton County Historical Society grounds, located at 37 E. 375N, Rochester, in the Living History Village are south of the Fulton County Museum and Round Barn Museum. OBITUARIES Charles H. Kuhn Professional Truck Driver

Charles H. Kuhn, 79, Rochester, was surrounded by his loving family when he passed away at 1:40 a.m. Monday, April 11, 2022, at his residence. On May 20, 1942, Charles Henry was born in Kosciusko County to James H. and Pearl “Dorothy” Kuhn. &+$5/(6 + Chuck and Judy A. Tyler were married on .8+1 June 1, 1963, at the EUB Church of Rochester. They have shared 58 years of life’s adventures. Their union produced a daughter and a son. Two more generations have been added to the family tree with the grandchildren and great-grandchildren. As a professional truck driver, Chuck hauled steel from the Chicago and Gary steel mills. Over time, he and his brother-in-law, Jimmy, formed the Tyler-Kuhn Trucking Company. Later, Chuck drove his rig for North Express Trucking of Winamac. To relax, Chuck and Judy enjoyed being outdoors, ﬁshing at Barr and Fletcher’s Lakes. They also enjoyed ﬁshing adventures at other top-secret locales to land the catch of the day. As an avid woodworker, Chuck created jewelry boxes for the women in his family. He also made wall hanging jewelry organizers. His custom pieces include a piano style music box for Judy and a beautiful linen cabinet for Carma. Chuck was a member of the Fraternal Order of Eagles #852 and the past master of the Lincoln Masonic Lodge #523 of Rochester. Left to cherish Chuck’s memory are his wife, Judy; daughter, Carma J. Felton and husband Dan of Hilo, Hawaii; son, Todd A. Kuhn of Rochester; two grandchildren, Andrea Conley and Kaylee Rachiele; six great-grandchildren, Kaden, Sahairah, Brantley, Alison, Jacob and Eli; brother, C. Joe Kuhn and wife Colleen of Great Falls, Mont.; and several nieces and nephews. Preceding Chuck in death are his parents; a sister, Barbara Ann Kuhn during childhood; and a brother, Michael G. Kuhn. Private family services will be held at a later date.

Teresa L. Slusser Retired From Dollar General

Teresa L. Slusser, 62, Rochester, passed away at 11:45 a.m. Monday, April 11, at Woodlawn Hospital, Rochester. She was born Dec. 6, 1959, in Rochester, the daughter of Donald Mark and Suzanne R. (Mitchell) Beattie. On Nov. 8, 1980, she married Kevin Kennedy Sr. They later divorced. On July 22, 1994, in Roches7(5(6$ / ter, she married Dirk L. Slusser. He preceded her in 6/866(5 death Oct. 17, 2003. Teresa graduated from Rochester High School in 1978 and had attended Huntington University, Huntington. She worked at Hardee’s Restaurant and retired from the Dollar General Store after 15 years of service. She had attended the First Baptist Church and was an active member of the Antioch Baptist Church, where she had served as a Sunday school teacher, helped with the Kid’s Club and with Awana. She had been a member of the Moose Lodge, Daughters’ of the American Revolution and enjoyed reading. Survivors include her son, Kevin Kennedy Jr., Rochester; mother, Suzanne Beattie, Rochester; brother, Mark (Katrina) Beattie, Sherman, Ill.; sister, Cynthia Randall, Rochester; stepson, Josh Slusser, Logansport; nieces, Jacqueline (Randall) Jaberg, Bunker Hill, Jessica (Randall) Underwood, Rochester, and Dr. Sarah Smith, Springﬁeld, Ill.; nephew, Jason Smith, Springﬁeld, Ill.; and uncle, Dale (Norma) Becker, Rochester. She was preceded in death by her father, Donald Mark Beattie, in 1991; and stepson, Patrick Wayne Slusser, in 2014. Funeral services were conducted at 1 p.m. Friday, April 15, at Zimmerman Bros. Funeral Home, Rochester. Friends visited from 11 a.m. to 1 p.m. Friday at the funeral home. Burial was in Odd Fellows Cemetery, Rochester. OBITUARIES George Hapner Retired School Counselor George Hapner, Fulton, was born March 2, 1932, in Kosciusko County to Jesse and Waneta (Sroufe) Hapner. He joined his beloved wife Beverly of 64 years in heaven on April 11, 2022. When asked recently for any words of wisdom he would share he said, “Never stop growing.” He often spoke of the mentors he had throughout his life that *(25*( helped him grow as a man and a Christian. In return, +$31(5 he was a mentor to many as a father, friend, pastor, teacher and guidance counselor. He grew up in the Roann area and was called “Captain” by brothers, Dale and Pete, and sister, Margaret. He and his brothers enjoyed nature, hunting, fishing and swimming in the creek. He graduated as salutatorian from Roann High School in 1952. The first in his family to go to college, he started his college career at Asbury and graduated from Marion College in 1957. He began his teaching career at Gilead High School teaching social studies and moved to North Miami when the schools consolidated. During that time, he took summer classes over many years to become a guidance counselor. He earned his masters degree from Ball State University in 1966. In 1967, he became the high school guidance counselor at Caston High School. He loved his last few years as the elementary counselor, enjoying both the children and the close-knit staff. He retired in 1996. During all these years, he touched so many lives and helped them grow. Leading others to a close relationship with Christ was paramount in his life. He started preaching at Gilead United Methodist Church and Ebenezer in 1957. He later was the pastor at Denver First Brethren Church. He was called to pastor again at the Fulton United Methodist Church. The day after he retired as their pastor, he was called to be the visitation pastor for Grace United Methodist in Rochester. He often spoke of the members of his congregations that helped him grow as a pastor, even while he was serving them. Over the years, he was with families on their happiest and saddest days as he performed many weddings and funeral services for family, friends and former students. The people he helped grow the most were his five children. He and Beverly were devoted parents making sure their children knew Christ and knew how to work, learn and serve others. Much of the learning to work part took place in the garden where a large portion of the family’s food was grown. There was nothing he enjoyed more than being in the garden with the whole family and he would start going through the seed catalog in January, looking forward to those warm spring days when he could start planting again. Others in the community often shared in the bounty of fruits and vegetables and enjoyed his beautiful flowers. He is survived by his children, Jill and husband Tim Strasser, Fulton, Jeff and wife Molly Hapner, Chicago, Ill., Jeanna and husband Allen Paschen, Twelve Mile, Jayne and husband Brett Tam, Rochester, and Jack Hapner and friend Heidi Rich, Kokomo; grandchildren, Adam and wife Scarlett Strasser, Amber and husband Nick Hinderlider, Andrew and wife Laneia Strasser, Ryan and wife Kelsey Paschen, Crysta and husband Justin Bowyer, Matt and wife Jessica Paschen, Kelly and husband Adam Shidler, Alicia and husband Ryan Helt, Mitchell and wife Kate Tam, Helen and husband Abe Lubetkin, Bridget and husband Ethan Seldman, Sarah and husband Travis Bolinger, Emma, Molly and Claire Hapner; great-grandchildren, Marley, Delaney, Shayley, Paisley, Ayden, Addison, Violet, Lane, Drew, Darah, Rilyn, Rachel, Kimberly, Henry, Hazel, Harriet, Annemarie, Magnolia, Caroline, Camden, Maggie, Kate and August; great-great-grandchild, Aspen; and grandchildren of the heart, Cameron, Quinten, KayLea and Blakely. The Kosciusko and Fulton 4-H livestock judging team has been hard at work this spring. The team competed at Rensselaer Invitational where Caleb Lechlitner was high individual in the senior reasons division. Additionally, the team of Kade Jones, McKinley Burton and Haley Nelson were ﬁfth high team in the junior questions division. The team then competed at Joliet Junior College where the team of Mallory Bowers, Caleb Lechlitner, Landon Bewley and Haley Nelson were third high team overall. They were also second high team in sheep. In individual competition, Bowers earned fourth place and Lechlitner placed ninth. The team, coached by Kraig Bowers and Michael Jones will compete in the area contest on Tuesday, April 26.

Senate District 18 receives STEM Acceleration Grants Indiana Department of Education recently announced recipients of the 2022-23 STEM Acceleration Grants. These grants were given to 48 school districts and charter schools with the purpose of being implemented to accelerate students’ learning across the STEM disciplines. In Senate District 18, the Logansport Community School Corporation received $75,000

and the Plymouth Community School Corporation received $50,000. Secretary of Education Dr. Katie Jenner explained the importance of STEM acceleration and funding perfectly: “As our students explore, engage, and gain experiences in STEM, they’re learning to solve realworld problems while building skills such as critical thinking, creativity, innovation

and teamwork. “Schools that receive this grant are leaning-in to increase intentional STEM learning and opportunities. A new Christian-based school is planning to open August 2022 in Rochester. This has been the dream of some local families for a couple years in the making. Shanna Hazen and her husband, Elliot Hazen, both graduated from local Christian schools in Fulton County, but by the time they had their own children, that option wasn’t available for them. They chose to homeschool their own in order to see that they were taught from a Christ centered perspective. At two years old, their son was diagnosed with stage IV cancer in 2019, through his cancer journey their family had learned much about faith, gratitude, and most importantly trusting God. “So we didn’t start the school because of our sons cancer or for him to have a place to go; we actually enjoy homeschooling, but rather because of what we learned through it” states Hazen. In 2021 the couple felt lead to trust God and step out to open a Christian school in the community for those families that desire a Biblical world view for their child’s education but homeschool may not be an option for them. They reached out to Hazen’s cousin and her husband, Samantha and Kyle Towne, to get them on board as they knew they too had this passion for Christian education. Towne grew up attending a Christian school and always wanted that type of education for her own children. It’s been a goal of her husband, Kyle, and herself to start a faith based school since they began having children themselves. Although it’s taken since 2017 for their goal to be within reach, they are glad to ﬁnally start this legacy. And the store’s evolution, he added, has come from listening to what the community has to say, “customers telling us what they want and where to grow.” Just one example of this has been the popular lunch service, offering fresh deli meats, cheeses and garden salads. “We were just responding to the need for a good healthy lunch… It was an organic growth. We didn’t see it getting as popular as it has,” Wyatt remarked. What started out as just a few sandwich orders per day has grown to the point of needing online service to keep up, yet another adaptation Harvest Moon has made to better serve its customers. But Wyatt is not willing to sacriﬁce quality for speed. “We’re not fast food; we’re fresh food,” he emphasized. “We don’t want to be pre-slicing the cheese or meat.” Online service, Wyatt noted, will simply help “curb the wait.” This emphasis on fresh and local is just another factor setting Harvest Moon apart, and it extends to the bakery, which has also been embraced by the community. “We started out as more of a bulk food store,” Wyatt recalled, “Now we are more of a onestop grocery with more locallysourced products.” Along with fresh vegetables, the store now also offers glass-bottled milk, which has become a “big attraction,” he said. P litics Three-way race for GOP sheriff’s nod %\ .(,7+ .1(33 6WDII :ULWHU Three Republicans are competing in the May primary to acquire their party’s nomination to replace termlimited Fulton County Sheriff Christopher Sailors, who has served in the position since 2014. Matt Craig, Travis W. Heishman and Frederick J. Sumpter each ﬁled the necessary paperwork and will be on the ballot on May 3. Matt Craig A lifelong Republican and Fulton County resident, Craig currently is a senior deputy with the Fulton County Sheriff’s Ofﬁce, where he began his law enforcement career in 2008. A 1997 graduate of Tippecanoe Valley High School, he worked for his family’s business, Craig Welding, before entering law enforcement. Along with being a general instructor and driving instructor, Craig also is a Taser instructor and is responsible for reviewing the department’s crash reports before they are sent to the state. Along with his wife, Julie, Craig has six children, ranging in age from 11-18. Travis W. Heishman Heishman was born and raised in Richland Township of Fulton County. A 1998 graduate of Rochester High School in 1998, he earned an associate’s degree in law enforcement from Vincennes University in 2000. Heishman worked for the Indiana Department of Corrections in

both custody and case management for seven years before beginning his career with the Fulton County Sheriff’s Office in April 2007. He has held the positions of deputy, senior deputy, K-9 handler, narcotics investigator and interim jail commander. He currently is assigned as a detective sergeant, in which he is responsible for investigating all types of crimes within the jurisdiction, including homicides, assaults and child molesting, as well as thefts, frauds and burglaries. As a sergeant, he supervises the school resource officers in both Caston and Rochester schools and assists with the day-today operations of the office. He and his wife of 14 years, Angie, live in Rochester. He has three children, one an active service member stationed in Germany, one in college and one a seventh-grader at Rochester Middle School. Frederick J. Sumpter A Navy veteran, Sumpter graduated from Rochester High School in 1975 before attending Indiana University-Kokomo. He studied at the Indiana Law Enforcement Academy, National Fire Academy, Federal Law Enforcement Training Center, Massachusetts State Police Academy and Eastern Kentucky University. Sumpter retired in 2020 from the Indiana State Fire Marshal’s Office, Investigation Section, after 25 years of service. He investigated 1,849 fires, mostly throughout northern Indiana. He started his career with the Rochester Police Department,

serving from 1979-89, and retired from a part-time position with the Ligonier Police Department after 20 years of service from 1999-2019. He is certified as an expert witness in federal court in South Bend for arson/postal fraud. He has been deposed in 38 state and federal cases involving fires. Each candidate was given the identical three questions. Their responses, in some cases edited for length, are found below. 1. What is the biggest problem facing the next Fulton County Sheriff during the coming few years? 2. If you are elected in November, how do you plan to combat that problem? 3. What is one major change you would like incorporate in the Sheriff’s office if you are elected? Craig: 1. One the biggest prob-

lems Fulton County is facing during the coming few years is paying off the new jail and reducing the citizens’ tax rates. 2. As sheriff I would continue with the contracts with the current counties regarding the housing of their inmates and also try to reach out to other counties who are struggling with overpopulation issues. I would continue to support the county in researching and applying for funding and grant opportunities as another alternative to raising taxes. 3. The need for better aroundthe-clock coverage when it comes to the scheduling of our patrol officers. Currently there are times when there is only one road officer on duty, and with today’s climate I feel that is dangerous for the officer and the public. With the current number of road officers, this goal can be achieved without having to hire additional officers. It is purely a scheduling adjustment. Heishman: 1. Hands down, illegal narcotics. Most crimes committed in Fulton County have some connection to the sale or use of illegal drugs. 2. I will bring back a full-time narcotics investigator. My investigations during Sheriff Conley’s administration resulted in taking numerous methamphetamine manufacturers and pill dealers off the streets. I know how to conduct these types of investigations and I know how to supervise these investigations. In 2016, as part of assigned duties as detectives, I compile the monthly and ultimately the annual statistical and data reports for the sheriff and county officials. I know what crimes are being reported where in the county. Bringing targeted criminal interdiction patrols to these areas during peak times of activity will result in numerous arrests and ultimately reduction of crime in that area. When the first two are successful, we have to focus on what to do with the individual while they are incarcerated. We have a captive, sober audience when these individuals are incarcerated. We do a good job now of planting the seed for recovery efforts; however, we can enhance those efforts. 3. I see the implementation of integrated body-worn cameras and dash cameras in all patrol vehicles as an immediate need for the department. I plan to accomplish this by applying for grants and utilizing commissary funds, costing the taxpayers nothing. With today’s current climate nationally concerning law enforcement, there is a substantial

amount of granting opportunities available for this upgrade. Some of the infrastructure is already in place, including department cell phones and wireless routers in our patrol vehicles. I also see the need for mid-level supervision on evening shifts in both the jail and patrol. Currently, supervisory decisions are carried out by staff who are not on scene or staff who are not recognized as supervisors. Promoting the latter of the two ensures a seamless transition, continuity in the chain of command and adequate supervision on all shifts. Sumpter: 1. Overcoming the financial situation created by the new jail as well as the retention of highly trained employees of the department. Fiscal responsibility by working within an approved budget will be the greatest task the new sheriff will have to overcome. Investigation of major crimes will also become a large problem in the future. Currently drugs are taking over Fulton County. 2. Hopefully finances for the repayment of the jail have already been established through the commissioners and council. Additional funds for new vehicles, necessary equipment and other needs will have to be put into separate accounts until there is enough money to purchase the items without asking for a bond or a grant. Retention of the employees can come from shorter workdays, moving from 12hour shifts to nine hours without loss of coverage or protection for the citizens of Fulton County. Every employee should be allowed to attend advanced training in their career field without traveling outside the State of Indiana. A drug task force could be established to assist in combating that problem with business partners from local, state and federal agencies. Fraud, child and elder abuse should also be at the forefront since these crimes usually do not get the attention by the patrol officer taking the complaint. 3. Transparency within the office, and public education. The sheriff should be approachable by the public, not only as an administrator and a law enforcement officer, but one who asks not what the public can do for the department but what the department can do for the public. One of the biggest things the sheriff can do for the public is explain the need for reflective vests to be worn by people walking, riding bicycles or running along the sides of the roads during dark hours. Unnecessary loss of life can be prevented by these vests.
