Indiana library standards require libraries to create a strategic plan every three-to-five years. “The last plan was three years ago,” recalled Fulton County Public Library Director Andrea Stineback. “Three years goes by very quickly.” And then there was COVID, which, she added, “put a wrench in everything.” So in August 2021 with a $7,000 grant from Fulton County Community Foundation, Stineback hired consulting firm ReThinking Libraries to help create

a new strategic plan. The ensuing process of collecting data included community surveys and seven in-person focus group discussions. The planners heard from more than 300 respondents, a respectable number for a community of Fulton County’s size the consultants informed Stineback. The FCPL board will vote on the finished plan at its April meeting. Among the discoveries made during the process was the need to increase public awareness of FCPL’s branches outside of Rochester. “A lot of people don’t even know we have branches in Fulton and Leiters Ford,” said Stineback. A metaphor for FCPL’s system
was provided by the trees in its arboretum, located on the Rochester campus, which board and staff members alike agreed is the “perfect symbol” for FCPL during a recent retreat. The arboretum is also an example of another issue, said Stineback: “How to better use our space.” She feels the arboretum is “severely under-utilized,” and with better seating and different programming, this could change. Many people, said Stineback, have “preconceived notions of what libraries are … they’ve changed so much in the last few years.” Libraries are reflecting technological changes such
as streaming movies and music with increased digital resources. For example, FCPL is part of the Indiana Digital Library, a consortium of nearly 200 libraries sharing access to e-books. But this does not mean physical books are going away. “Our physical collection is huge compared to other libraries,” she noted. Among the challenges for the future will be finding the best way to utilize available space for the library’s diverse clientele. The planning process also discovered a need for improved preteen and teen spaces. Interestingly, some teen respondents called Continued on page 3
