We have decided to publish this informational brochure as a way for you to get to know the hard work put in by the men and women in the Office of the Sheriff. These dedicated individuals do their very best each and every day to protect and serve the citizens of Kosciusko County. It’s our goal now, just as it has been since the office of the Sheriff was started in 1836. You will see some of the situations we have responded to in 2020 and you can be assured we will continue to respond to any and all situations in 2021.

Lake patrols need more volunteers to better protect and serve

JCAP provides recovery and life skills to succeed at life after release

By Nicholette Carlson Kosciusko County Jail is home to the Jail Chemical Addiction Program, a four month recovery program for incarcerated men and women. The program was started in October 2018, but really took off after Sheriff Kyle Dukes was elected to office in 2019. Thus far six groups have graduated, with the seventh group graduating June 18.

Courtney Jenkins, JCAP coordinator, explained JCAP participants are in class between six and eight hours each day. Their classes are split: 50% are recovery related, such as Matrix, Alcoholics Anonymous and Celebrate Recovery, and 50% are life skills based, learning parenting, nutrition, logistics and banking. They also offer GED tutoring and testing and ServSafe food handling classes.

The goal of these split classes are to not only give them recovery skills, but also necessary life skills to help them lead a successful life after release. The underlying goal of JCAP is to build back the confidence and self esteem addiction can suck out of an individual.

JCAP relies heavily on community support from individuals, businesses and organizations. Individuals and businesses can help provide the class instruction for JCAP participants. Community organizations, such as the mentoring program with Fellowship Missions, help participants to build a support system they can continue to lean on once they 12

are released. This support can also help participants prepare for getting a job and in finding a job following their release.

The program is donation and grant funded, so no taxpayer money is spent on JCAP courses and materials. At this time the program is grateful to be solely donation funded.

Currently JCAP only has a men's group, as men's and women's groups are separate.

The current group has eight men preparing to graduate the program. Jenkins noted that, with a jail their size, they typically have between eight and 12 people in a group, though no more than 15. One group will begin, take the four months of classes together and then graduate. Then a new group will start.

In order to qualify for JCAP, an inmate must have a history of drug or alcohol abuse and exhibit a willingness to change.

Each participant must apply and undergo the interview process. The board will then choose the best candidates.

Jenkins mentioned a step down process is ideal, with participants having enough time in their sentence to complete JCAP and then apply for work release. This helps to better prepare them for life after release and provides a continuum of care for each participant.

Animal control assists with domesticated animal concerns

By Nicholette Carlson Any animal control calls that come in are handled by Jeff Clark, merit deputy, who took on these duties just over a year ago. Each day, his first item of business is to follow up with any calls received from the previous shift or during the weekend. The majority of complaints he receives are regarding dog bites, dogs running loose or dogs being tethered.

According to the law, an animal needs enough food and water that can be reasonably expected to maintain the animal.

Shelter requirements vary for different breeds. In many of these complaints, the dogs are healthy and cared for.

When it comes to a dog bite complaint, either Clark or another deputy must follow up. This involves checking up on the medical forms for the individual who was bit as well as on the dog's vaccination records. If the dog is not properly immunized, this can result in a criminal charge. Clark also mentioned the little known fact if you self immunize your dogs through vaccinations purchased at farm and pet stores, it does not count as being immunized.

When a call comes in involving livestock, typically cattle in the roadway, Clark typically will help to corral the animal and get it out of the road. However, if the same livestock is frequently escaping causing disturbances, then he can pursue criminal charges when necessary.

When needing assistance on any neglect cases or any instance when an animal's help needs to be checked, Clark works with Dr. Bruce Lamb, a local veterinarian with the Indiana State Board of Animal Health.

In the last year Clark has written approximately 100 citations, mostly regarding pets running loose and a few neglect cases.

It is important to consider when it is right to call animal control. For instance, Clark emphasized he is not supposed to handle any calls regarding wild animals including raccoons, snakes and squirrels. He handles domesticated animals such as dogs, cats and livestock.

“Having a domesticated animal is a responsibility,” he stressed. Each animal must be cared for, but also restrained and controlled. Any bites can be misdemeanor offenses, on top of possible civil liability.

K-9 units provide valuable support to Kosciusko County Sheriff's Department

By Nicholette Carlson Kosciusko County Sheriff's Department K-9 unit now has three dogs on their patrol. Each of the dogs are the Belgian Malinois breed, with two working night shifts and one working day shift. Just like with regular officers, these K-9 officers are on call 24/7. On the department are Neville with handler Lou Mediano, Blue with handler Craig Summers and Axel with handler Kyle Denton. The unit is overseen by Sgt. Travis Shively.

When the department gets a K-9 unit dog, the dog undergoes two weeks of training before beginning a six-week training course with their handler. Normally this training is 40 or more hours per week. Each month the dogs also have eight hours of training. In Kosciusko County, K-9 units from all of the local units are invited together so the dogs are all trained and perform in the same basic way. Obedience and odor detection training is also done on a regular basis.

Each of the sheriff's department K-9 units are trained in narcotic odor detection, with only one also being trained in marijuana odor detection. These units can also be used to help track suspects and find missing children or endangered adults. The department specifically uses bite and not bite training, rewarding the dog with treats or a toy. These dogs are great assets to assist with building searches, perimeter checks and article and area searches. They can also be used for crowd control.

As a handler, their K-9 partner is automatically leading them to the front line of a dangerous situation. Backup officers follow at a distance behind the K-9 unit to provide support, especially in a pursuit.

Handlers must also remain in top physical condition in order to keep up with their K9 partner. Each unit represents an upper tier of backup, acting as a valuable asset.

K-9 units also have special equipment, such as a remote on the handler to pop the hood and release the dog if necessary.

temperature control to ensure the dog does not overheat. Each dog also has live tracking so GPS will track the entire route the dog takes.

Each K-9 unit can expect the dogs to be in service between eight and 10 years.

The sheriff's department also has a special agreement with Lutheran their dogs can be transported via ambulance and receive help from emergency room doctors until a veterinarian is available.

The moonshine raids in rural Kosciusko County passed long ago. Throughout the years, the illicit substances of choice changed drastically. We have been faced with both opioid and methamphetamine crises throughout the past decade. Widespread illegal drug abuse leads to an increase in serious crimes, including burglary and theft.
