When a person goes missing in the water on any of the 101 lakes in Kosciusko County, it takes a dedicated team of divers to find people or objects like a vehicle. Warsaw Police Department and Kosciusko County Dive teams have joined forces together to help find and locate drowning victims and assist in other water-related emergencies. Kosciusko County is known for its large number of lakes and is home of the Tippecanoe River. Because of this there is a necessity to have emergency personnel trained for any type of water rescue and recovery efforts. There are two active dive teams in Kosciusko County — Warsaw Dive Team, comprised of Warsaw Police Department officers and members of the Warsaw-Wayne Fire Territory, and the Kosciusko County Sheriff’s Office, comprised of sheriff’s deputies. “We’ve unified the team by joining forces,” said Kosciusko County Sheriff’s Chief Deputy Shane Bucher, the county’s dive commander. Depending on where the call is, one of the units will help assist in a water type of emergency. If it’s a call within the county, and outside of Warsaw city limits, it is the sheriff’s office. If it is within the Warsaw city limits, it is the Warsaw Police Department’s dive team. The sheriff’s department started a dive team sometime in the 1980s, said Bucher, due to the number of the county’s lakes and rivers.
Bucher and Warsaw Detective Sgt. R.J. Nethaway, Warsaw’s dive commander, noted the dive teams are not just for the recovery of a drowning victim. The teams are utilized for crime investigations, property or evidence recovery and retrieval of sunken or sinking vessels. The dive teams also search for lost property, such as jewelry or anything of high value such as boat motors. “It was important to have a rescue and recovery team,” Bucher said, adding the DNR had rescue units at the time. “Our response time, however, would be more efficient and quicker.” The dive teams also assist in training local fire departments with the operations in case there is a need. The agencies train together. They train four hours a minimum once per month, regardless of the weather. “Between all of us we come up with lesson plans,” said Nethaway. “We are a certified with Dive Rescue International. It is a week-long training. It makes all of us universal and brings unity,” said Bucher. Warsaw’s dive team has 17 divers and the sheriff’s office currently has five divers, said Bucher. The county is equipped with a boat and a sonar unit. It can also utilize boats and manpower from Turkey Creek Fire Territory and North Webster Fire departments. “All equipment is intertwined with each other (the departments),” said Bucher. In the winter, ice rescues, such as for ice fishing, it’s important to know how to do rescues in the cold weather. This can include a

The dive teams also assist in training local fire departments with the operations in case there is a need. In addition, education plays an important role, especially for children when it comes to water-related emergencies. “We are doing more education and outreach with the community,” said Bucher. Nethaway said, “We teach elementary-age children water safety and how to rescue (someone) without putting your life in danger.” “We do polar plunges, too,” said Bucher, who has been on the dive team since 2006.
