Knowing the strong presence of Spanish speaking Latinos in the community, a Dual Language Immersion program was started at Eisenhower Elementary School in 2016. Students begin the program in kindergarten and continue it throughout their education in the Warsaw Community Schools.

In 2018, the program expanded to Leesburg Elementary School.

In each of the Dual Language Immersion programs, students’ days are split — half of the classes are taught in English and the other half are taught in Spanish.

Crystal Kreider, DLI instructional coach, explained this is done beginning in kindergarten so students are “fully immersed in the language.”

Instructional time charts diagram the students days. For example, in kindergarten through third grade, DLI students spend 35% of their day in English language arts, 20% of the day in Spanish

math, 15% of the day in Spanish social studies and science, 15% of the day in Spanish language arts and 15% of the day in English math and content reinforcement. This content reinforcement helps to ensure that, while students may be learning the math skills primarily in Spanish, the knowledge and skills can be translated over easily into math in English as well.

Once students reach fourth grade, the amount of time in each area is changed and the primary language for learning certain subjects, such as math, is switched. A portion of each day remains in content reinforcement to ensure students understand each subject in both Spanish and English.

It is important to start these students in kindergarten so they start learning this way. Kindergartners are taught via a great deal of cues, repetition and pictures. Each incoming kindergarten class at Eisenhower and Leesburg elementary schools have the option to be part of the DLI program.

classes and one monolingual, traditional class. She believes many parents are seeing the need for more bilingual speakers in the community and thinking “my kid could meet one of those needs.”

The first class to begin the program is currently in the fourth grade, so it will continue to expand to each new grade level as these students continue in their education. By the time these fourth graders graduate from high school, they will have put in similar hours to students who get a minor in Spanish. “The best thing about them learning it so long is some are really starting to sound like a native speaker,” Kreider mentioned.

Personally she enjoys visiting the different grade levels and seeing how the language develops as each year progresses. Recently she has noticed the third- and fourth-grade students becoming more comfortable in the language as they start to joke around with one another in Spanish.

The classes at Eisenhower and Leesburg do vary slightly. Since there are so few native Spanish speakers at Eisen-

hower Elementary, students are taught through one-way immersion, meaning they learn solely from the teacher. At Leesburg Elementary, there are far more native Spanish speakers. This creates a two-way immersion program with students learning from both the teacher and their peers.

According to this year’s STAMP assessment, which measures proficiency in listening, reading, writing and speaking, all DLI students are on track to meet their proficiency goals by the end of the year. Kreider described the fourth graders as having “knocked it out of the park” in their assessments, with many testing at a sixth grade level.

Participation in the DLI program can offer a wide range of benefits for students.

Kreider commented, “It gives them knowledge of the world and opens their minds to ways of thinking they may not have thought of before.”

It can provide greater problem-solving skills, a great cultural and world view and open up many more opportunities for students.

Education outreach coordinator teaches public about recycling %\ 3+2(%( 087+$57 $VVRFLDWH (GLWRU There is a correct way and a wrong way to recycle. It is also important for families, individuals and businesses to recycle period.

To help educate the public about the recycling process, it takes a knowledgeable person to do so. That’s where the education outreach coordinator for Kosciusko County comes in.

Suzanne Stokes is the education outreach coordinator at the KC Recycling Depot in Warsaw.

A 2003 graduate of Wawasee High School, Stokes grew up in Milford. While in high school, she was in the school’s marching band, on the drum line and a part of concert band.

After high school, she moved to Chicago, where she lived for 10 years. While living in the Windy City, she worked at a pharmacy for three years.

“I wanted to get out of the area at that time,” she said.

She decided to go back to school and earned a degree almost 15 years after graduating from high school.

“I found a program I liked,” she said. “It was the perfect situation. It worked out well for me.”

She obtained a Bachelor’s of Arts degree in organizational leadership from Arizona State University in 2017. She later moved back to Indiana. Stokes took an eight-week class, run by the state of Indiana, to get her pharmacy technician’s license.

In August 2018, she noticed there was a job on Indeed at the KC Recycling Depot in Warsaw.

After interviewing for the position, she was offered the job.

As the education coordinator, she is responsible for the outreach programs. She also handles the depot’s social media presence, its website and local radio ads.

“We get a lot of calls from them,” she said of the radio spots.

She also visits Kosciusko County schools, as well as civic groups, teaching the importance of recycling. She talks about composting with the students and uses a prop called the “garbage monster,” nicknamed Garby, as a learning tool.

“I have kids that hug him and then hug me,” she said. “It makes it all worth it.”

Stokes added, “The classrooms really enjoy that.” She said due

to COVID, she has not been able to go back into schools just yet. “I miss going into the classrooms,” she stated.

She added, “Our educational program is robust. We interact with a lot of children and that’s a great thing.”

Most importantly, she answers the calls at KC Recycling Depot and assists any people who walk in with questions about the recycling programs in Kosciusko County. Recently, she learned how to make cleaning solutions and products that are safer and all natural, called green cleaning.

“It was really interesting,” Stokes said.

Stokes works part time at Walmart, where she is a pharmacy tech. “I love it there,” she said of her part-time job.

In her spare time, Stokes, 35, a Winona Lake resident, enjoys teaching dance, or choreography, which she has done her whole life. She also enjoys watching old game shows.

Nuthatches are upside down birds Two nuthatches flew to the feeder outside the dining room window as I sat eating breakfast and watching the birds outside, of course. Nuthatch, I read in a book titled “Words for Birds,” is a corruption of the word nuthack. And nuthatches do just that, hack at nuts.

But they do it in a different position than any other birds. They stick a nut or a large seed in the bark of a tree then, as they cling to the bark above the nut, they hack at, break it open and eat.

Nuthatches are upside down birds. They perch and feed with head down. One of the nuthatches that flew to my feeder as I watched landed upside down on a

corner of a feeder, the other, also upside down, landed on one side of the feeder.

As a boy, I thought nuthatches were named for their manner of perching, head down. They were nutty birds, I thought. But their name, I know now, has nothing to do with their position or orientation when they land.

The nuthatches at my feeder that morning were white-breasted nuthatch. White-breasts are common birds in woodlands and residential areas from southern Canada nearly to the Gulf of Mexico and from the East Coast to the West Coast. Whitebreasted nuthatches were among the first birds to the feeder I put out, with Dad’s help, when I was a boy.

White-breasted nuthatches do not migrate. I stock my feeders year-found and I have whitebreasted nuthatches coming to them now, in winter, and in spring, summer and fall. Now, in winter, white-breasted nuthatch-

es eat many seeds, as evidenced by their time at the seed feeders outside my windows. But they also eat many insects, when they can get them.

Nuthatch may seem like a strange name, but white-breasted is appropriate. These birds are white-breasted and whitethroated and white on most of their head, all but a black cap, and on much of their belly. They have a dark blue back, wings and tail, but the wings and tail have white feather edgings making wings and tail look striped.

White-breasted is one of four species of nuthatch in North America. Another is the redbreasted, a somewhat smaller bird with a black cap, like the white-breasted, a white line above and a black line through each eye, a blue back, a white throat and an orange-red upper breast, belly and legs. This is a more northern nesting bird and a sporadic winter wanderer south of Canada. There is one coming

Tankless water heater

To keep eyeglasses from fogging up in cold weather, simply apply a drop of liquid detergent to the lenses and rub until dry and shiny. It works! — A reader

Good neighbors: On Jan. 9, 2019, we bought a tankless water heater for our house. We had it installed shortly thereafter and it has been working trouble-free since. The main concern for us was the electrical that was needed. It is a whole house tankless hot water heater: 240-volt 18-kw 3.5 GPM. There were three whole house systems and this was the only one our electrical system would be able to handle. If you have any questions, just ask. — John We have a tankless water heater, Encore series, Richmond. We had a local plumber, Mosher Brothers Plumbing, install it. It is recommended to have the 199,900 btu/hr. We love it. Never run out of hot water.

I will note, it takes a bit for the hot water to come, but once it does, all is well. We had a random leak at the connection; plumber had never seen it before and didn’t know why it occurred, but he fixed it at no cost.

This is in response to someone seeking information about tankless water heaters. Not sure what info you’re looking for but we like ours. We used to have two (tank) water heaters in the basement; one for each floor of the house. That worked well for us when there were four teens here. Kids grown and gone, it didn’t make sense to keep those two 30 or 40 gallon tanks constantly heating “just in case” hot water was needed. The next time a replacement was imminent, we had the system switched over to a single tankless water heater. A tankless system is more expensive to purchase initially, but doesn’t rust out and need replaced in four or five years. The tankless does save on utilities. Ours is wall mounted, near an outside wall to vent. It takes up lots less room (no floor space needed).

It does take time for the heated water to arrive at the upstairs faucet.

The unit must get a vinegar bath/rinsing twice a year (we invested in an inexpensive water pump).

There are YouTube videos to walk you through that process. Hubby hates plumbing but mastered this task. There are humming sounds when it’s “thinking”/starting up much like a refrigerator, but only as-needed. There are several settings for temperature, pre-sets (if you have a set shower time daily, it will be hot for you then), etc. Cost: our project was big; two tanks/piping reduced to one tankless. We bought the unit from the plumber and he installed it: $3,000. (In comparison: The rate for the plumber to remove and install one regular 30 gallon tanked-water heater was $1,400.) Upkeep expenses: a bottom draw sump-pump that fits in a 5 gallon bucket (about $26). Pump reusable; you’ll also need a gallon of white vinegar for each rinsing (twice a year). Hope this helps.

Syracuse-Wawasee Chamber announces grant and partnership Syracuse-Wawasee Chamber of Commerce has been awarded a $125,000 grant to cover 125 promotional videos free to local businesses and organizations from The Shop Local Network.

Syracuse-Wawasee Chamber will partner with Nick Bello and his team because both organizations share the same beliefs in supporting businesses through promotion that encourages local spending.

“By partnering with The Shop Local Network, we can provide business owners a professional video marketing tool, extending our reach to gain the business more customers. This partnership is an enhancement to our current efforts in the shop local movement, along with bringing more exposure to what our community offers,” said Renea Salyer, executive director at Syracuse-Wawasee Chamber.

The Shop Local Network assists local businesses in more than 30 communities across Indiana, Michigan and Illinois. The Shop Local Network was founded in 2014 to help raise awareness of the importance of shopping local. In 2019 it released the I Shop Local app, featured in the Wall Street Journal Dec. 2,

2019, as one of the best apps for shopping locally. The free app is responsive, allowing shoppers to search and support locally owned businesses all while receiving discounts and special offers.

Truex, who is a county council member, said she believed each council member was supposed to start giving reports from the boards they served on at each council meeting. They had done that previously, but were to get back to doing it.

Council members did give reports from their boards at the Jan. 28 meeting.

Orban said Puckett gave her a schedule of meetings for the commissioners and county council. She was present at the council meeting Jan. 28.

The commission’s next regular meeting is 1:30 p.m. Thursday, April 8, in the Kosciusko County Courthouse’s old courtroom.

Kosciusko County Redevelopment Commission members discussed a proposed KEDCo incentives policy at its meeting Thursday, Jan. 28.

The policy would set up formal rules for companies expanding or moving to the county regarding incentives like abatements, loans and more. It’s part of a new handbook KEDCo is working on.

It’s meant to guide leaders on granting those requests to companies. The county has never had a formal process for that in place before. The proposed policy is based on one used in Allen County.

Redevelopment Commission Vice President Joni Truex said she had concerns regarding the amount of money companies had to contribute to KEDCo if they received some incentives from the county. She also added adjustments should be made to account for the differences between Allen County and Kosciusko County.

“We are not Allen County, we’re not Fort Wayne. We don’t have the population base, we don’t have the

industry base; there’s a lot of differences,” Truex said.

She said she hoped to speak with someone from the consulting firm, Baker Tilly, about the issue during a special meeting of the redevelopment commission. The commission plans to have a special training meeting with Baker Tilly sometime next month or in March.

US 30 Update Commission members also discussed having input in regard to proposed reconstruction of US 30.

Commission Secretary Doug Hanes and former member Bruce Woodward had partnered to give input while Woodward was still on the board. However, with the COVID-19 pandemic, they didn’t have any more discussion, said Hanes.

Commission members hoped to talk with the US 30 Coalition, which represents each of the seven counties that stretch the length of the road from Fort Wayne to Valparaiso.

Kosciusko County leaders on the coalition include County Commissioner Cary Groninger and Warsaw Mayor Joe Thallemer.

Kosciusko forms emergency preparedness planning group %\ /($+ 6$1'(5 6WDII :ULWHU Kosciusko County has formed an emergency preparedness planning group.

County Administrator Marsha McSherry made that announcement to the Kosciusko County Council during its meeting Thursday, Jan. 28, at the Kosciusko County Courthouse’s old courtroom.

The group is meant to deal “with the continuity of government.”

“We’ve already gone through the COVID pandemic with all the things that we did put in place policy-wise,” said McSherry. “This is to review those and see what we need to put in place for future emergency situations that might come up.”

Members include County Emergency Management Agency Director Ed Rock, County Commissioner Cary Groninger, County Health

Department Administrator Bob Weaver, County Clerk Ann Torpy, County Auditor Michelle Puckett, McSherry, County Circuit Court Judge Mike Reed, County Highway Department Superintendent Steve Moriarty, County Council member Joni Truex and Justice Building security officer Mike Spiegle.

In other business, the council: Reorganized for 2021.

Ernie Wiggins will serve as president and Sue Ann Mitchell as vice president.

Recognized Moriarty. He testified recently before a state senate hearing on Senate Bill 207, authored by State Sen. Blake Doriot, whose district covers part of the county. The bill would change the funding structure for the way counties, cities and towns pay for highway repairs and construction if they meet certain guidelines. It cuts the amount allocation in their budget from 50% to 40%, thus al-

lowing more funds to be spent on other highway department needs.

Moriarty went to Indianapolis with Puckett and Mitchell.

Heard a request from Bell Memorial Public Library Director Stephen Boggs. He’s seeking an about $500,000 bond to pay for library maintenance. The library hopes to add LED lights, video security and ceiling fans among other things. Council members took no action on his request at the meeting as Boggs just wanted to inform the council members ahead of time before they would take action at their March meeting.

Heard from Suzie Light who spoke on behalf of KEDCo CEO Alan Tio, who’s currently stationed overseas with the Navy. She asked the council re-appropriate the $100,000 they had made available for a revolving loan program for businesses. None of the money was spent last year, she said. The council approved the request.

Heard from McSherry security updates will be made to the Justice Building starting Feb. 15. Those are to be paid for with a grant.

The council’s next meeting is 6 p.m. Thursday, Feb. 11, in the old courtroom.

but ultimately added eight additional laptops after the need for this technology became clear. Now, all 18 laptops have been loaned to Ivy Tech Warsaw students, and 10 students own their laptops after successfully following the program requirements.

“Since the COVID-19 pandemic forced many of our classes online, having the proper technological capabilities is more important than ever in this increasingly online environment,” said Allyn Decker, vice chancellor of Ivy Tech Warsaw. “These laptops have a real, tangible impact on our students’ ability to succeed in their academic journey. With the help of our community partner, Lake City Bank, we’re giving our students the necessary tools to complete their degrees and achieve their career goals.”

Under this program, students were able to borrow a laptop for two weeks and then extend the loan to an entire semester if the laptop was maintained properly through bi-monthly security and maintenance checks. If the student maintained good academic standing at the end of the term and enrolled for the next semester’s classes, the laptop’s ownership could be permanently transferred to the student in need.

“I struggled with taking inperson classes since I do not drive and a laptop was an answer to a few of my challenges,” said April Harrison, a current Ivy Tech Warsaw student who now owns a laptop through Laptop Loan-to-Own. “Having this program available to me has kept my education going. I believe these types of programs offered to students are a big help to many struggling students.”

Commissioners renew county juvenile detention initiative %\ /($+ 6$1'(5 6WDII :ULWHU Kosciusko County’s Juvenile Detention Alternatives Initiative will continue for another year.

At the Tuesday, Feb. 2, Kosciusko County Commissioners meeting, Kosciusko County Circuit Judge Michael Reed made the request. The program gives officials other options than just detaining youths who have committed a crime.

Late County Superior Court 1 Judge David Cates, who recently died, helped start the program in the county in 2018.

Commissioners approved Reed’s request. The program is paid with an $80,000 state grant.

In other business, commissioners: • Approved a request from Suzie Light on behalf of KEDCo Chief Executive Officer Alan Tio, who’s currently stationed overseas with the Navy. She asked commissioners re-approve the $100,000 in funds the county made available last year to help small businesses during the COVID-19 pandemic. At the Kosciusko County Council meeting Jan. 28, Light told council members none of the funds had been used yet. The council granted her request as well.

“That’s something as a commissioner I’d like to continue to support with that $100,000 loan, but it would not be redeemable as far as forgivable,” said Commissioner Cary Groninger.

Light had previously asked the county forgive some of the portion of the loans for businesses, which the county council denied.

• Heard from County Treasurer Rhonda Helser, who gave a report on the interest the county earned last year through investments. It was $402,160.07, which is $823,033.84 less than in 2019.

Kosciusko Chamber to host virtual awards banquet Each year, the Kosciusko Chamber hosts an annual awards banquet to celebrate the accomplishments of its members. This year, for their 109th annual event, they will be transitioning to a virtual setting.

The chamber is excited this format will not only allow their members to attend, but the general public and those who are outside of the county as well.

The event will be held at 3 p.m. Thursday, March 4. Several awards will be presented to deserving businesses and individuals, including the prestigious and highly anticipated Kosciusko County Man and Woman of the Year awards. The virtual event sponsor is Lake City Bank. The drop is due to the economic fallout from the pandemic. The county’s main banking account is through Lake City Bank.

• Heard from County Administrator Marsha McSherry. Commissioners approved a request to install a security system at the Justice Building, the same that the courthouse already has. It will allow judges and court reporters to hit panic buttons in the case of an emergency. The cost is $17,290.

• Approved up to $1.2 million of funding to local fire departments for them to get new radios. County Auditor Michelle Puckett made the request on behalf of County Emergency Management Agency Director Ed Rock. The departments made the request to him. They need the funds to help apply for a grant. If they get the grant and spend the funds, they will pay the county back over a period of time.

• Approved a request from McSherry to finish installing new toilets at the jail at a cost of $80,000. Jail staff can control the number of flushes inmates have to prevent them from flooding the cells and reduce water usage.

• Approved a request from McSherry to buy a new workstation for a surveyor’s office employee at a cost of $2,488.

• Approved a request from County Highway Superintendent Steve Moriarty to put out bids for work on the county’s Community Crossings projects.

The county plans to work on approximately five miles of road total in the following areas: CR 1050N from CR 320W to CR 425W; CR 300E from CR 450N to Rader Road; CR 325E from Old US 30 to US 30; CR 200W from CR 800S to CR 900S; and CR 700S from CR 875W to CR 1000W. Half of the cost of the work will be paid via the county getting Community Crossings grant money from the state. Moriarty plans to open the bids at the commissioners regular meeting March 2.

• Approved a request by Moriarty to enact a 35 mph speed limit on Brown Road at the intersection of CR 450N to Armstrong Road.

• Approved a request by Moriarty to put a stop sign at the southwest corner of Fox Farm Road and CR 150W. Commissioners next meeting is 9 a.m. Tuesday, Feb. 16, at the courthouse’s old courtroom.

by African-Americans and a time for recognizing their central role in U.S. history. It was the brainchild of noted historian Carter G. Woodson and other prominent AfricanAmericans.

The Black History Month 2021 theme, “Black Family: Representation, Identity and Diversity” explores the African diaspora, and the spread of Black families across the United States. Wilma M. Hawley, 95, Warsaw, passed away at 1:35 a.m. Friday, Jan. 29, 2021, in her residence.

She will be lovingly remembered by three daughters, Deborah Hawley, Warsaw, Martha (Phil) Klatt, Warsaw, and Sarah (Brett) Boggs, Akron; and one son, Mark (Janet) Hawley, Akron. Traffic commission recommends turning Union Street into two-way %\ /($+ 6$1'(5 6WDII :ULWHU Union Street from Center to Lake streets in Warsaw might become two-way.

The Warsaw Traffic Commission voted 8-1 to recommend making the change Wednesday, Feb. 3. Commission member and Warsaw City Councilwoman Cindy Dobbins was the lone no vote.

The request was made by Timothy Saylor of Innovative Communities Inc., Nappanee.

He’s working on behalf of Cary Groninger, who’s developing the site of the former Madison Elementary School along Union into a housing development known as Gateway Grove.

Groninger also attended the meeting at City Hall virtually.

The development spurred the request. Saylor came to the meeting only requesting that Union be made two-way between Porter and Center streets.

In previous discussions, it was noted that the intersection at Union and Lake streets would make it difficult for that section to be two-way, said Saylor.

Several commission members, including Dobbins, brought up concerns about making the street only partially two-way as they were worried some motorists might think the entire street is two-way. One of them, Street Department Superintendent Dustin Dillon, said the city does not own the empty lot at the intersection of Union and Lake streets and could possibly change the intersection to enable two-way driving in that section as well.

“I guess I would kind of like to table it and just have Dustin and (City Engineer) James (Emans) put their heads together and come back to us with a recommendation,” said Dobbins.

However, Community Development Director Jeremy Skinner

pointed out that the commission would only be voting to recommend it to the Warsaw City Council. It would still take time for the council to work through it, giving city employees time to develop a possible solution to the intersection.

The commission then made the recommendation to make that entire stretch of Union Street twoway.

Complete Streets Policy The commission also voted to support a resolution adopting a complete streets policy for Warsaw.

Assistant City Planner Jonathan Latsko brought the policy before the commission. As outlined in the resolution, it seeks to create “streets for everyone, which are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists, and other users of all ages and abilities.”

The policy establishes a checklist that future street projects would be measured against. The list takes into account accessibil-

ity for all types of travelers.

Exemptions would be possible if they are “reviewed and approved by Public Works, Building, and Planning Staff,” as stated in the policy. Those exemptions must also “be documented, publicly available, and reported to the Board of Works.”

The policy also lays out exceptions to the checklist such as if “specific users are prohibited from using a street or other transportation facility, such as an interstate freeway, by law” and “accommodation is not practically feasible due to severe topographic constraints or significant adverse impacts to the natural environment, historic or cultural resources, or neighboring land uses.”

After several commission members voiced concerns, Latsko agreed to change the policy before the commission voted on it to clarify that the commission will have input in regard to approving exceptions and future changes to the policy. The measure next will go before the Warsaw Board of Public Works and

APC expresses concerns regarding SB 208 involving eminent domain %\ 0$**,( .(1:257+< 6WDII :ULWHU During the Kosciusko County Area Planning Commission meeting held Wednesday, Feb. 3, a lot of the discussion revolved around the recently proposed Senate Bill 208.

Assistant Planner Matt Sandy presented the bill to the board. He explained this bill was introduced

by Sen. Blake Doriot and would have a direct impact on planning departments and the platting process.

The synopsis of the bill is written as follows. “Right of way and thoroughfares. Prohibits a county from increasing the apparent right of way for a county highway by requiring a dedication of additional right of way as part of a subdivision play and requires the county to acquire additional right of way through eminent domain. Prohibits a unit of local government from establishing or expanding a thoroughfare by requiring the dedication of private property as part of a subdivision plat and requires the unit of local government to acquire private property for the establishment or expansion of a thoroughfare

through eminent domain. Prohibits a county and a unit of local government from imposing an additional fee on applicants that file subdivision plats in which the county or unit of local government must proceed with eminent domain.”

Sandy showed the board how this would directly impact planning work in the future using Oakwood Hills subdivision as an example. For this project, the planning department required the developer to provide additional right of way to allow for additional turn lanes for public safety purposes. With this bill, the county would be responsible for purchasing the right of way through eminent domain, which would cost the county money.

Sandy believes this bill could also apply to interior roads within subdivisions.

Sandy and the planning department had requested a meeting with Doriot to get a better understanding of the bill. A meeting was set up, but Doriot had to cancel.

No future meeting to discuss the bill has been arranged by Doriot.

Members of the board, including board member Bob Conley, mirrored Sandy’s concern with

the bill.

“I think they’re abusing eminent domain for someone’s personal gain,” said Conley. “Something’s not right and we all know that.”

It was noted this bill has no cosponsors. If passed, it would be effective July 1.

The board made a motion the staff of the planning department would send a formal letter on behalf of the APC. This letter would express opposition to the bill and ask for clarification.

In other news, the board: • Approved a final plat for Candlewood Estates in Warsaw. This final plat establishes a common area and access point.

• Approved a preliminary plat approval request made by Christopher Graff for lots 1, 13 and 14 in Syracuse North Business Park.

This involves moving a sewer easement at the cost of the developer and combining lots 13 and 14 to accommodate for a large building.

• Further discussed the proposed permit fee ordinance. The ordinance will have a public hearing before going before the Kosciusko County Commissioners for adoption.

Safety.

In other business, the commission: • Watched Mayor Joe Thallemer swear in new commission member Justin Taylor. He’s the new city planner, replacing Jeremy Skinner.

• Tabled talk about ways to address speeding on Parent Drive to provide more time for the board to look over proposed solutions.

• Did not approve a request by residents Marcelle and Fred Heady to put a sign near where they live on SR 15S encouraging truckers not to use their jake brakes. The use of the brakes

makes a lot of noise. However, commission members denied the request as use of the brakes helps the semi-trucks slow down.

• Heard from commission member and Warsaw Police Capt. Joel Beam that at least one person voiced concern about angled parking at Market and Washington streets. Some of the vehicles extend into the streets when parked. Beam asked other commission members to check out the area before their next meeting to see if the issue needs further discussion.

The commission’s next planned meeting is 1 p.m. Wednesday, March 3, at City Hall.

Historic year for Indiana libertarians The 2020 election cycle proved to be historic for the Libertarian Party of Indiana. With Libertarian Party gubernatorial candidate Donald Rainwater on the ticket, Hoosiers voted third party in record numbers.

Libertarians throughout the state joined forces with citizens who desire smaller government and more liberty in support of Rainwater’s campaign to make his run the most successful Libertarian race in recent history.

Rainwater finished second in Kosciusko County, garnering 19.2% of the vote, showing there are many in the county who are looking to the Libertarian Party for answers against big government and the infringement of their rights.

In response to the wave, Kosciusko County Libertarians recently worked with the Libertarian Party of Indiana and party members across the state to affiliate the county’s local chapter.

On Jan. 26 the Libertarian Party of Kosciusko County was formed and affiliated with the Libertarian Party of Indiana.

All bylaws were adopted and the decision to affiliate with

the state party was voted on and passed. Cassie Rolon was elected chair, Amber Stump was elected secretary, Amy Brown was elected treasurer and David Lewis was elected vice chair.

“The decision to be affiliated came when I received an email following the campaign season asking for help to affiliate our county and I just couldn’t say no,” said Rolon. “I knew we needed to do something here because the diversity in Kosciusko is almost nonexistent when it comes to bills and laws being put forth. Most of our seats run unopposed with the same few people leading every time. We need change, and we need common sense people who are concerned with the way our county is headed.”

Several additional counties have also affiliated with the Libertarian Party throughout the state, including the neighboring county of Whitley. Approximately 20 other counties have also stepped up to the plate.

Alcohol board approves wine permit for Ledgeview Brewing Company %\ /,= 6+(3+(5' 6WDII :ULWHU The Kosciusko County Alcohol and Tobacco Commission approved a wine retailer permit for Ledgeview Brewing Company in Warsaw during a virtual meeting Thursday, Feb. 4.

Abigail McLaren, one of the business’s owners, said a wine permit was sought so the restaurant and brewery can offer wine to patrons who don’t enjoy beer.

The business opened Dec. 9, at 975 Warren St., at the old site of OrthoCity Brewery. McLaren said they hope to be able to sell beer and wine by mid-March.

A transfer of ownership for a beverage permit at the former South Shore Golf Course in Syracuse was also approved.

Jeff Dyson and Nathan Scherer, business partners, currently

own the clubhouse, cart barn and pavilion on the property.

“The intent is to keep nine holes of the golf course and include that in the floor plans of our overall scope,” said Dyson.

Oakwood Cemetery Sexton Hal Heagy told board members at the Thursday, Feb. 4, Oakwood Board of Regents meeting that he received a request for an underground full-size vault that would contain ashes from various family members.

Heagy said the gentleman who put in the request owns four lots at the cemetery, along with his brother. The family would like the cremains put in the underground vault and a stone then placed with all of their names on it.

“It’s called co-mingling,” Heagy explained. He told board members that the only rule from the state board of health regarding putting one person’s ashes in with another’s is that you must have a signed document stating this is okay.

Heagy is currently waiting to hear from Warsaw City Attorney Scott Reust about this matter.

Because this is something new that hasn’t been done at Oakwood previously, Heagy sought input from board members.

“I really don’t see any problem with it if the family is all agreeable,” Jerry Frush commented.

“In my personal opinion, this is a good thing. I have people buy two lots and put two ashes on those lots,” Heagy said.

“We’re gifted to have some extra land, but you can’t make anymore — so for them to put 20, 30, whatever, I mean this will hold a bunch, whatever they want to do, is saving the cemetery land.”

The matter will be tabled until Heagy has obtained more information and speaks with Reust.

Split loads of firewood are available at Oakwood Cemetery. Anyone interested in getting firewood from the cemetery is asked to obtain a voucher from Combined Community Services, 1195 Mariners Drive,

Warsaw. The voucher is good for one split load of firewood per month while wood is available.

Vouchers are distributed based on financial need. Heagy said only eight loads of wood have been picked up in December and January — much less than usual.

Plans are being made to add a 20 by 20 cold storage area for equipment to the northeast part of the cemetery shop. Warsaw City Engineer James Emans is working on the project and putting together the criteria. This will be a bid project because the cost will exceed $50,000. Obtaining quotes will be the next step.

Bradford’s Outdoor Creations will put in another erosion deterring wall in Section 29 of the cemetery this summer, Heagy said. This is the big hill area near Pike Lake. Heagy said leftover money in the perm account from last year is being used toward this project.

The next meeting will be 5 p.m. Thursday, March 4.

Wawasee Winter Carnival: Down but not out %\ 5$< %$/2*+ 6WDII :ULWHU Though the coronavirus pandemic scuttled most of this year’s Wawasee Winter Carnival, one event will still take place Saturday, Feb. 13, in downtown Syracuse.

Half a dozen ice sculptors from the South Bend area will ply their artistic talents to create frozen art at two intersections. Four of the sculptors will do their carvings on the corners at the intersection

of Huntington and Main, and two others will work their creations at Huntington and Pearl streets.

The artistry is scheduled to begin at 10 a.m. and is expected to last until about 2 p.m. Renae Salyer, executive director of SyracuseWawasee Chamber of Commerce, which organizes the festival, encouraged spectators to get involved in the event by “going out and taking pictures and posting them on our Syracuse Strong Facebook page.”
