Following the holidays and the start of a new year, food pantry donations typically tend to decrease. However, this year pantries, including those in Kosciusko County, are expecting the need to remain the same.

Kosciusko County Salvation Army serves approximately 250 people each month at its food pantry. While they are expecting donations to decrease after the holiday season, Ken Locke, director, mentioned they had received really good donations throughout the holiday season, particularly in the month of December.

“Things tend to slow down in January and February, so we have stocked up as best we can,” Locke confirmed.

Milford Food Bank recently received a new refrigeration unit so they are able to store more donated refrigerated and frozen goods. They continue to look for volunteers to assist with packaging donations for food pantries for the first Friday distributions each month. More fundraisers and money raising opportunities are being planned for the new year to help raise money for additional ways to help the community.

After the holiday season, the food bank will also be continuing the Wednesday food giveaways. The next giveaway is from 4-6 p.m. Wednesday, Jan. 6. Currently the giveaways are every other Wednesday.

Beginning Jan. 1, the Milford food pantry changed locations. It is no longer located at the corner of Higbee and Emeline streets. Now the food pantry is located at Milford First Brethren Church, 110 W. Catherine St. Tim Frame, director of emergency assistance at Combined Community Services, commented, “With donations down, we still do fully expect the need for food to remain high at this time.” As soon as the pandemic hit last year, certain measures were put into place to meet the needs of the community and CCS saw a record number of residents needing assistance. Typically the pantry has been serving 50 to 60 people, though it reached a record number of 70 people in one day.

In order to continue to serve the community, Frame mentioned they increased the number of times a resident can visit from once to twice a month. If there is still a need in the family, CCS is committed to ensuring they have food. They have stocked up the best they can, but donations are still needed. The next food drive event isn’t until May with the annual Stamp Out Hunger food drive.

With a grant from the K21 Health Foundation, CCS was able to put a walk-in freezer and refrigerator unit in the pantry. “This allows us to take large donations of cold and frozen foods to store as we distribute these items to our guests,” Frame explained. They ensure quality and safety by taking the temperature of the meat prior to transport and after arrival, as well as by transporting any meat or frozen goods in their refrigerated cargo van.

This past summer, he also signed up for an online course at Harvard University for computer science and programming, which just ended last month. Along the way, beginning Dec. 9, 2019, Gonzalez started as network administrator for Warsaw Community Schools.

Generally he manages the financial package software and servers the school district uses. “I manage the digital textbooks for students and staff, and I assist in other areas ranging from normal phone support, iPad work, Powerschool and any networking involved in those processes or special projects,” he said.

COVID-19 created a demand for online learning, he noted. “It took a lot of work for the tech department to implement everything during the summer, but we were able to get everything up and running for the start of school,” he said.

Gonzalez said he enjoys working for the school system and “supporting great educators who are shaping the

next generations.”

With any free time he has, he likes to hike and-or bike.

During the warmer months, he enjoys playing disc golf and also likes to sample craft beers at local breweries. He also at times will play the piano and ukulele, though, he said, his biggest passion is gardening.

“I love to talk about gardening,” he added.

He is also involved with the Veterans Treatment Court and mentors veterans who have active legal cases for minor drug or alcohol related charges. He also actively participates in a foreign exchange student program as a coordinator who connects families with foreign exchange students and manages their stay during the school year.

“I have also taken the opportunity to host a few students myself and it is a blast,” he noted.

Divorced, he has three daughters: Minuet, Allegra and Melody.

Winona Lake is to use a process called BOT to build an ice rink.

At a special joint meeting of the Winona Lake Town Council and Winona Lake Redevelopment Commission Tuesday, Dec. 22, the coun-

cil approved using this method.

BOT stands for build, operate and transfer and means a developer can essentially complete a project and later transfer ownership to a government entity.

The council and commission also both passed a memorandum of understanding allowing WL Ice, LLC

to create the Winona Lake Park Pavilion and Ice Rink.

The town will prepare a formal agreement with WL Ice, LLC in the near future. Plans are for the rink to be complete in November 2021.

The K21 Health Foundation granted $1.5 million to the town earlier this year to build the rink.

CCS also does local donation pickup for the food bank at Kosciusko County stores. Those donations are then used by CCS to help feed the residents of Kosciusko County, ensuring all donations

stay local.

Currently the food pantry at CCS has a drive-thru setup. Residents in need of assistance pull up to the loading dock. Those working at the pantry watch for people pulling up on a camera and bring out forms and pre-packed food to them. CCS also offers utility assistance and self-sufficiency programs to help individuals get

back on their feet after a crisis, as well as partnering with other local organizations to get residents the help they need.

“The food pantry being here during this time is crucial,” Frame emphasized.

trator for Warsaw Community Schools, while attending Purdue University, he had originally intended to graduate and then join the Army.

But in his first semester his plans changed when his father passed away. “I decided to jump the gun and join after it was over,” he said, and instead joined the Army after only one semester at Purdue.

Born and raised in LaPorte, Gonzalez graduated from LaPorte High School in 2010. He joined the active duty Army in 2011 and spent four years at his duty station of Fort Stewart, Ga. During that time, he was deployed to Afghanistan in 2011-2012. After his four year stint in the Army, he worked in a furniture warehouse and also as an environmental services engineer at the Four Winds Casino in New Buffalo, Mich., while waiting for his application to finish with the LaPorte County Sheriff’s Office.

Eventually that application was approved, and “I spent two and a half years serving the public,” as a sheriff’s deputy, he said.

But then another one of those detours occurred and he decided to make a career change. “I thought a career in law enforcement was going to be it for me; however, during my time there, the workload started to wear me down and it hurt my soul dealing with some of the cases,” he said, speaking candidly.

Even though he made a career change, he chose a field he always had an interest in — computers. Gonzalez went to a vocational college in Indianapolis known as MyComputerCareer in 2017 for a 10-month course in system administration and networking. While attending the course, he started working for Shelbyville Central Schools.

After graduating, he joined Western Governors University for a virtual systems administration degree and is currently wrapping up his second year.

Seeing red-shouldered hawk made it a good outing One morning recently, a cloudy m o r n ing with a threat of rain, I went driving on a county road, going slow, just getting out, looking for birds, of course, and other wildlife.

Two deer ran across the road in front of me. I saw a skunk at the side of the road and slowed even more so I could stop quickly in case that little stinker started across the road in front of me.

A hawk flew down from a power pole into the road before me, then back to another power pole.

Red-tailed hawk, I thought, but when it turned so I could see the color of its tail, it was banded, black and white, not red. Further, the bird looked reddish underneath, particularly on the upper breast. This wasn’t a red-tailed hawk, it was a red-shouldered.

The red-tailed hawk is perhaps the most common large hawk of North America. Certainly it has the greatest range of any large hawk in North America, from the Atlantic Coast to the Pacific Coast and from Canada into Mexico. The range of the red-shouldered hawk is much smaller, from the Atlantic Coast into Mid-America and from the northeastern states of the U.S.

into northeastern Mexico.

There are more than a dozen species of hawk in North America, red-tailed and red-shouldered, sharp-shinned and Cooper’s, common black hawk, Harris’s, zonetailed, short-tailed, broad-winged, gray, Swainson’s, rough-legged, ferruginous and white-tailed, a bird of south of the border, with Mexico, that is occasionally seen in the southern tip of Texas.

Now consider not just the hawks but other birds of the same family. Eagles belong to the same family as hawks. Kites belong to that family. The osprey is a bird of that family. Falcons are birds of the hawk family. That includes the American kestrel, a small bird, hardly bigger than a blue jay, with a range, like the red-tail, from the Atlantic Coast to the Pacific. Other falcons are prairie, peregrine and the gyrfalcon.

When I was a boy, growing up in farm country where nearly every farm had a chicken yard, all hawks were lumped under one name, chicken hawk. Hawks were not protected by law then and large hawks were regularly slaughtered, then hung with wings spread on wire fences.

Hawks are hunters, killers, but studies have shown their usual prey is small mammals, particularly meadow mice, rats and voles. I’ve read many accounts of the larger hawks, particularly red-tailed and red-shouldered, landing on the ground in chicken yards, among the chickens,

snatching a little animal, presumably a mouse, sometimes eating it there, sometimes flying away with it to feast somewhere else. Hawks also eat large insects such as grasshoppers and crickets. Whether preying on mice or insects, hawks are beneficial.

I’ve seen a red-tailed hawk fly to the ground in a chicken yard, among chickens, snatch a little critter, then feast without the chickens becoming alarmed, without the chickens even showing any notice.

Hawks are birds of trees and open lands. They perch in trees, and on power line poles, and swoop down on their prey. They nest in trees and in mountains on cliffs. Their nests are platforms of sticks. I’ve climbed to hawk nests, even climbed over the edge into the nests with the hawks circling overhead, screaming at me, but I’ve never been attacked.

Northern harriers are an exception. They are hawks, but birds of wetlands where they nest on the ground. I’ve found harrier nests, platforms of cattails, when I was a college student, studying red-winged blackbirds. I spent days wading among cattails, searching for redwing nests, marking them, returning when the young were about to leave the nest and banding the nestlings.

I didn’t see many birds on my recent morning out, but if I had seen only one, that red-shouldered hawk, I would have felt I had a good outing.

Ivy Tech program helps students during holiday season Ivy Tech Community College, Warsaw, launched the Gift It Forward program to help provide students with necessary personal supplies. The college is providing 50 students with gift bags filled with basic supplies. In turn, students are encouraged to “Gift It Forward” and use the money saved to buy presents for their families.

Local hospitals, health networks to distribute COVID-19 vaccine Northeast Indiana hospitals and health networks, identified to participate in the Indiana Department of Health COVID-19 vaccination program, received the first shipment of the vaccine Tuesday, Dec. 15, pending anticipated emergency use authorization from the U.S. Food and Drug Administration.

In the first phase of the program, vaccine availability is limited to certain health care workers, who have been prioritized and defined by the IDOH and the Centers for Disease Control and Prevention Advisory Committee on Immuni-

zation Practices. Vaccine eligibility details are available on the IDOH website. In addition to vaccinating their own employees, who qualify, the hospital clinics will vaccinate other priority health care workers, such as qualified nursing home

The vaccine will be provided at no cost to recipients.

As increased supply of vaccine

becomes available, larger groups of health care workers will qualify.

The vaccine is not currently available to the general public. Broad availability is not expected for several months. More information will be shared as it becomes available.

Mediacom offering scholarships to seniors Mediacom Communications is offering $60,000 in scholarship support for high school seniors, who plan to obtain further education. The scholarship program is in its 20th consecutive year. Mediacom’s investment will award $1,000 World Class Scholarships to 60 high school seniors.

Scholarship recipients are given the flexibility to use the financial award to support post-secondary college costs or vocational training from an accredited institution starting in the fall of 2021. Award selection is based on academic

achievement and leadership.

Wagon Wheel opens acting class enrollment Just in time for the holidays, Wagon Wheel Jr. has opened enrollment for the first session of acting classes in 2021. A gift of tuition would make a great stocking stuffer or last minute gift-giving idea.

In-person classes, which are limited to 10 students each, are offered Saturdays, Mondays and Tuesdays from Jan. 9 through Feb. 9. The master schedule can be found at www.wagonwheelcenter.org/classes.

All participants in the in-person classes will be masked during the entire class and remain distant even when working on two-person scenes. Anyone feeling under the weather is expected to remain home and tune into the virtual class that week. No refunds will be granted for missed classes.

Class descriptions: • Theater adventures for grades two through four: An introduction to the world of theater.

Each class will bring a new adventuresome scene to life as the students learn basic principles of acting. Students will gain confidence and creative experience through storytelling games and creative dramatization.

• Drama time, grades five through seven: Learn voice, movement and acting techniques through beginning scene work and improvisation. Students will practice creating characters by making specific choices to support the text in this introduction to the formal study of acting.

Kosciusko County ABATE donated 40 bicycles and more than $2,500 worth of toys to Combined Community Services’ annual Toy Time drive. It’s been more than 30 years that the county chapter of American Bikers Aimed Towards Education has collected items for the Toy Time drive or a similar one.

The bikers dropped off the items at the collection site at the Kosciusko County Fairgrounds Monday, Dec. 21. Their items along with others went to children in need.

The club was able to supply the items despite not getting their usual grant from Walmart this year or being able to do their normal Treasures for Kids event, said Kosciusko ABATE Representative Jerry Ganger. The later event helps bring in money to buy toys for their CCS donation and couldn’t happen normally due to COVID-19.

Items this year either came from members or a few donations to the club. ABATE makes sure to collect items for ages not normally thought of like items for older children and diapers.

“That’s something most families can’t afford,” Ganger said of why the club buys bikes. He said the group also purchases items suggested by organizer Ami Pitt.

“We have built a wonderful relationship with them,” said Pitt.

She said about 1,500 children get toys each year through the program.

State Sen. Ryan Mishler (R-Bremen) has been reappointed by Senate President Pro Tem Rodric Bray (R-Martinsville) to chair the Senate committee on appropriations for the 122nd Indiana General Assembly.

Recently, officers from Kosciusko County converged on Meijer for a special detail. What was this detail that caught the attention of town, city, county, and state police officers?

It was the annual Christmas with a Cop event, sponsored by the Kosciusko County FOP Lodge No. 149 and hosted by the Warsaw Meijer store. Local law enforcement was not spared the disruption of the COVID-19 pandemic so, like most functions this year, things were done a bit different.

Instead of a one-night event, where officers meet with children and shop at Meijer, this year officers took names of children and shopped in the evening throughout last week. After shopping, arrangements were made to transport the clothing and toys to homes, taking every safety precaution during this difficult time. Officers found free time in

While the activity of this detail was much different than years’ past, it was the same outcome: the smiles on the faces of children who have found themselves in difficult situations during this past year.

Letter to the editor Dedication should never be taken for granted Dear Editor: There’s nothing quite as alarming as the blaring siren of an ambulance or fire truck fast approaching. Whether you’re in your car or safely inside your home, knowing someone — somewhere — may be in a life-threatening situation automatically increases our level of alertness.

Simultaneously, that siren is also reassuring: we are relieved to know well-trained emergency response professionals are rushing to those in distress. We count

on these generous people in the ambulances, fire trucks and medevac helicopters to get to the scene quickly and to know what to do in a thousand different scenarios — and, thankfully, they do.

We pause to honor these professionals. Their commitment to providing care at the scene of accidents, during distressing COVID-related calls for help, as well as during transport for fast-onset illnesses — saves lives. Any person or family who has been on the receiving end of EMS knows the

difference these individuals make in our community.

Purdue alumni win bell ringing challenge The annual Purdue versus IU bell ringing challenge for The Salvation Army was once again won by Purdue alumni and fans.

Purdue raised $287.02, just slightly higher than IU’s

$280.88. This is the closest win in the challenge, which has been happening for about 10 years.

An anonymous donation was given by a donor to match any monies in the amount of $1,000, so the total for the event

is $1,567.90.

“We appreciate everyone who rang bells as we all win in helping others in Kosciusko County at Christmas and throughout the year,” noted Envoy Ken Locke, corps administrator.

Stories behind New Year’s Eve %\ '$5/$ 0&&$0021 *XHVW :ULWHU The Roman statue of Janus, supposedly made by sculptor Numa, had a myriad of interpretations. But we must go back 4,000 years to Babylon to find records of New Year’s festivities in ancient history.

Janus looks to both the future and the past. Multiple artisans created replicas of Janus, who was considered the god of beginnings and the god of gates.

This was well before Christianity when the Roman god, Janus, who was also named for January, was honored.

This event took place in midMarch, so celebrations Jan. 1 are fairly new by a historical perspective.

The first time it was honored Jan. 1 was in Rome in 153 BC. It then took another 2,000 years before Pope Gregory worked to create a consistent church calendar (Gregorian) as we use it today. Britain did not follow suit with Rome for almost 200 more years.

If you can believe it, the Christmas and New Year’s Eve celebrated today with carols, festive lights, nativities, trees, jolly Santa and candy canes and gingerbread houses have only been celebrated in America for just a little over 100 years.

One of the traditions for New Year’s in my family is to have a dish with cabbage for good luck in the New Year. The aroma of

my cabbage rolls fills the house while we watch the Rose Parade. The scent of homemade bread and warm butter tickles the palette. Want to try it? Here is the recipe for my New Year’s gift to you.

Darla’s Cabbage Rolls Ingredients: one large head of cabbage, 1 lb. ground beef, 1 cup shredded cheese, one egg, one cup quick-cook rice, salt and pepper, 1 lb. ground sausage (mild), one finely chopped onion, 2 tbsp. Worcestershire sauce, one large can tomato juice (or your favorite large jar of spaghetti sauce, my choice) plus two or three cans of Bavarian sauerkraut.

Cook cabbage in large pot of boiling water until leaves begin to pull off from core easily. Use 14 to 16 leaves for large rolls.

Next, combine beef, sausage, onion, rice, Worcestershire, salt, pepper, egg and cheese. Mix well to form small balls about 3-4 tablespoons in size. Put one ball in each leaf, fold over ends first then fold over remaining and secure with toothpick. In another deep pan, layer sauerkraut then place cabbage rolls on top of sauerkraut, then add another layer until near the top. Cover all with juice or sauce and add more water or sauce, if necessary, to keep it all moist and covered with lid. Cook over medium or low heat about 1 to 2 hours adding juice or water, if needed.

It’s delicious. One can also use sweet Italian ground sausage for another flavor option; it is very good, too.

Applications for reserved spring turkey hunts opening soon DNR is accepting applications for reserved spring turkey hunts from Jan. 4 through Feb. 22.

Hunters can apply online for a reserved turkey hunt by visiting on.IN.gov/reservedhunt. To apply, click on the “Apply for a reserved hunt” link and have your Customer ID handy.

No late entries will be accepted.

The online method is the only way to apply. Applicants must possess a valid hunting license for the species they wish to hunt in order to apply. A valid spring turkey hunting license and gamebird habitat stamp privilege, comprehensive lifetime hunting license,

Mask mandate?

That approach was echoed again Wednesday, Dec. 30, by officials who met in a quickly assembled online news conference after learning the county had been shifted to the red category by the state in its tracking of COVID-19.

Officials from the city of Warsaw and Kosciusko County urged people to be vigilant, limit social interactions outside of households and cancel upcoming holiday gatherings.

Kosciusko County Health Officer Dr. William Remington and others expressed skepticism on Wednesday over the idea of a mask mandate when the topic came up in the news conference.

Given the apparent local opposition to a mask mandate, Remington said he could not envision a mandate would make a difference.

Elkhart and St. Joseph counties have enacted mask mandates.

St. Joseph extended its mandate through the end of March. Elkhart County has struggled to come up with a cohesive enforcement approach after the sheriff announced he would not participate.

The governor’s mandate remains in effect.

The state directive requires Hoosiers age 8 and up to mask themselves in all indoor public settings and outdoors when they cannot maintain 6 feet of distance from others. It took effect on July 27 and was extended last month.

Remington said he doesn’t think a local mandate would make a difference.

The governor’s mask directive “was a super-hard sell in this county, but I so appreciated him doing that,” Remington said.

“For us to layer on top of that, I don’t sense that that’s gone very well in a lot of adjacent communities,” he said. “I’m not sure what it accomplishes.”

Neither Republican Warsaw Mayor Joe Thallemer nor County Commissioner Cary Groninger – who also participated in the news conference – voiced any support for the notion.

In November, St. Joseph County officials approved an ordinance establishing fines for businesses that don’t enforce the mask order among employees.

If a business has been warned about employees not following the order and remains out of compliance, it can be fined between $50 and $250. Fines can accrue daily for each day out of compliance.

There can only be one firearm or set of archery equipment in the field, and only the drawn hunter can harvest a turkey.

National Wildlife Refuges Big Oaks National Wildlife Refuges is holding draws for April 2123 and 24-26. Successfully drawn individuals may bring one partner, who is also allowed to hunt, with them.

Muscatatuck NWR is holding draws for the following dates: April 21-22, 23-24, 25-26. Muscatatuck NWR is also holding a draw for youth hunters (17 or younger) for the following dates: April 17-18.

Around 7 a.m. Saturday, Dec. 26, the fire department was called to Beaver Dam Lake for a water rescue. An older gentleman, who resides around the lake, had gone out to rescue his dog that had fallen into the water. The dog’s owner took out his boat and rescued the dog. But he could only get back within 100 to 125 feet from shore.

Kevin McSherry, fire chief, reported there was an ice ledge around the lake but open water beyond.

Firefighters suited up in the cold water rescue “gumby suits,” and then used the rescue sled and broke through the ice to tie a rope to the boat and safely pull the boat and its occupants to shore. The dog, man and rescuers were OK, however, the cold temperatures caused the zippers on the suits to freeze shut. The firefighters warmed up in the ambulance, which responded to the scene, to thaw out the zippers and allow them to remove the suits.

McSherry noted it was a shining moment for K21.

USPS asks customers to clear snow, ice from pathways As winter weather gets closer, it looks like the freeze is on throughout Indiana. This means snow and icy conditions in neighborhoods with the likelihood of an increase in weather-related accidents for carriers and customers.

When walking and driving conditions are icy, both drivers and pedestrians are at risk. USPS needs help keeping letter carriers safe from slips, trips or falls.

“Our letter carriers are the best in the business,” said Christi Johnson-Kennedy, the acting greater Indiana district man-

ager. “While they are accustomed to winter weather, they still need the cooperation of homeowners to help them reduce the risk of accidents.”

Mounds of snow and patches of ice in front of mailboxes create havoc for carriers trying to safely affect mail delivery. USPS is asking residents maintain a clear path to the mailbox, including steps, porches, walkways and approach from the street, and help postal carriers provide timely delivery of those holiday packages, cards and letters.

Also residents who receive

curbside mail delivery need to keep the approach to and from the mailbox clear of snow, or any other obstacles, such as trash cans and other vehicles. The carrier needs to be able to deliver mail safely without leaving the vehicle or backing up.

Warsaw BZA denies request for campground %\ 0$**,( .(1:257+< 6WDII :ULWHU During the Warsaw Board of Zoning Appeals meeting Monday, Dec. 28, the board denied a request to allow a campground in a C-2 and an R-1 district.

Norman Hoyt requested a use variance for the property located at 802 S. Buffalo St. This lot is currently being used as a commercial garage, with the adjacent lot vacant. The plan is to create a campground with 13 camping sites along with laundry facilities, shower facilities and an office.

“We’re looking at taking what is currently a problem piece of land and creating something that is a state-of-the-art RV campground,” said Hoyt.

Johnny Latsko, assistant planner, explained campgrounds are not listed in the city’s permitted uses and the only existing campground in city limits is Pike Lake Campground.

“The neighborhood is an area characterized by the transition between residential and commercial uses. To the south and west is predominantly residential, and to the north and east is predominantly commercial. The lot is visible from both residential and commercial areas,” said Latsko.

Latsko also referred to the area’s comprehensive plan, which states appropriate land uses for this property would include retail, service, office, entertainment, restaurant, institutional and top-

floor residential.

Wanda Newsome, 812 S. Lake St., submitted a letter of opposition to the board.

The letter, in part, read, “I completely object to a campground being put near my neighborhood.

The place they want to put it is completely too small for a campground and very close to our neighborhood. We do not want the seasonal people nor the trash and smoke that would come with people camping. Most neighbors are seniors and unable to deal with the content noise and aggravation a campground would bring.”

Two other neighbors showed up to the meeting to oppose the request. Board members also brought up concerns about children getting bored on the small property and wandering onto other properties or near the roadway.

“Due to the concerns raised by the neighbors, conflict with the comprehensive plan and potential land use nuisances, the plan department does not recommend the board look favorably upon this request,” said Latsko.

The board voted unanimously to deny this request.

Next on the agenda were two requests made by Raphael Cunha, 415 N. Washington St. The building currently serves as a residential three-family dwelling.

The first request was a variance from developmental standards to allow for additional lot coverage.

In order to meet parking minimums, Cunha intends to pave a

portion of the side and rear yard.

This would take the lot coverage to between 70% and 75% when the ordinance allows a maximum of 65% impervious lot coverage.

This request was made because currently residents are parking in front of the house in an unpaved front yard. The yard is within the public right of way and doesn’t count toward the total number of spaces available per unit.

The board approved this request.

The second variance request for this property was to allow for a higher density of units in an R-3 district. The plan is for the petitioner to convert an existing garage into a fourth dwelling unit.

R-3 regulations require a found-unit home be a minimum of 11,500 square feet. This lot in question is 8,734 square feet.

“The living unit density requested would be a significant increase, however, no additional building footprint would be added,” said Latsko. “This fact, combined with the existing traffic generated from the neighboring commercial property, leads the planning departure to believe granting of this variance would not negatively impact the surrounding neighborhood.”

The board approved this request.

The next Warsaw Board of Zoning Appeals meeting will be at 7 p.m. Monday, Jan. 25.

Over time the amounts grew and John R Hall became co-chairman with Howe. The $20,000 mark was met in the late 1980s and eventually the fundraiser was renamed to Warsaw Rotary Salvation Army Day to honor Phillipson, Howe and Hall.

In 2011 it was estimated that Warsaw Rotary Club passed the $1 million mark of monies raised over those 46 years. Warsaw Rotary has collected almost $400,000 since the 2011 ingathering.

%\ /,= 6+(3+(5' 6WDII :ULWHU Kosciusko County’s COVID-19 positivity rate, as of midnight Wednesday, Dec. 30, was in the “red” category in the method used by the state to track COVID-19 metrics.

The county’s positivity rate was 16.3%, according to the state dashboard. This is an increase from a 13.5% positivity rate reported last week.

Indiana Department of Health relies on a color-coded county map that measures percent positivity and new cases per 100,000 residents. The baseline for red is 15%.

During a state press conference on Tuesday, Dec. 22, State Health Commissioner Dr. Kristina Box said the department would be correcting an error and adjusting how it calculates COVID-19 positivity rates for counties. This error in the previous calculation system was caused by the high variability in the number of tests done each day.

Officials are now adding weekly positive tests and dividing that number by the total number of weekly administered tests to determine positivity rates.

Marshall County was also in the “red” category with a 16.9% positivity rate. Elkhart and Whitley Counties remained in the “red” category, with 15.6% and 15.7% positivity rates, respectively; both of these rates have decreased since last week.

Under Gov. Eric Holcomb’s pandemic requirements, social gatherings of any kind in red counties are limited to 25 people.

Through these requirements, social and holiday gathering participation is not advised. All business capacity must adhere to strict social distancing guidelines; curbside pickup is preferred. Hospitals and long-term care establishments may impose visitation limits.

In a local press conference held Wednesday, Dec. 30, County Health Officer Dr. William Remington said the state had anticipated numerous counties across the state would fall into the “red” category after the software calculation was reconfigured.

With local COVID-19 cases, Remington said Kosciusko County has not seen an “explosion of cases” in the last week but is seeing more deaths; he anticipates there will be more COVID-19 deaths until the number of cases decreases.

Remington encouraged mask-wearing, social distancing and good handwashing.

“We need community vigilance with these things,” said Remington.

326,7,9,7< 5$7(“ The number of counties in red in Indiana shifted dramatically in the past week, due to the way the state calculates the positivity rate.

“We really need it. I continue to lose patients in their 60s to COVID. It’s a real thing.”

Remington said the county’s case number has experienced a downhill trend of cases over the last three to four weeks but emphasized the importance of holding the press conference to continue encouraging points of vigilance such as staying six feet apart and wearing masks.

The color-coded county metrics map on the ISDH website shows 45 counties in the “red” category. Color-coded county metrics are based on each county’s seven-day positivity rate and the number of newly reported weekly cases per 100,000 residents. Red counties are categorized as such when they have a 15% or greater seven-day positivity rate and/or 200 or more new weekly cases per 100,000 residents.

Source: Indiana Department of Health “Even though this may be a slight statistical realignment, the important thing is this gives us a little bit of incentive to really keep our guard up and hopefully have a safe New Year,” said Mayor Joe Thallemer during the press conference.

The ISDH website says one new COVID-19 death was reported in Kosciusko County. The county has now recorded 69 deaths and 6,780 cases, which is up from 6,675 reported on Monday, Dec. 28.

Marshall County Health Department reported two new COVID-19

deaths, bringing the county’s total to 77. Marshall County has 4,450 positive cases.

The Fulton County Health Department also recently reported one new COVID-19 death, bringing the county’s total to 25. Fulton County has 1,378 positive cases.

Wabash County Health Department reported two new COVID-19 deaths, bringing the county’s total to 43. Wabash County has 2,594 positive cases.

Statewide, the ISDH website shows the number of COVID-19 deaths in Indiana rose to 7,812, which is up from 7,539 reported on Monday.

The total positive number of repoted COVID-19 cases in Indiana is now at 505,117. More than 5.6 million COVID-19 tests have been administered to Hoosiers.

Locally, Whitley County has 2,452 positive cases, Noble County has 3,979 positive cases and Elkhart County has 22,523.

In other northern Indiana counties, Lake County has 39,467 positive cases, which is up from 39,049 reported on Monday, Dec. 28; Allen County has 27,775 positive cases, which is up from 27,231 reported on Monday, Dec. 28; and St. Joseph County has 24,033 positive cases.

According to the Johns Hopkins Coronavirus Resource Center, more than 339,000 people in the United States have died due to COVID-19.

The announcement comes after the city, following a consultant’s recommendations, began looking this year at ways to split up the duties within the planning department, with some of those roles shifting to the new community development position.

Skinner has managed the department of building and planning as department head since he was first hired by the city in 2004 as the city planner. He comes from Huntington County, where he worked as an associate planner after graduating from the Ball State University College of

Architecture and Planning in 2001.

He stepped down in his role as city planner and department head at the end of 2020.

Under Skinner’s leadership, he has strengthened and expanded building inspection, code enforcement, and land use planning, and other traditional services of the building and planning department.

As the city planner, he has also focused on addressing the city goals of economic development. The department has grown to expand the role of tax increment finance in the promotion of business attraction and retention. The redevelopment

commission now oversees three traditional and two residential taxincrement finance districts. He has played an important role in the development of the Warsaw Technology Park and the recent annexation and infrastructure improvements of the Airport Industrial Park.

His department has also grown to provide administration and oversight to critical infrastructure and building projects for the city, designed to improve quality of life and stimulate talent attraction.

Skinner’s new role will allow him to focus on the community development work responsibilities that

have broadened under his leadership as city planner.

Among his first priorities will be to develop and expand market rate and affordable work-force housing opportunities for the city.

Other areas of focus will include the continued development of opportunities for industrial growth and expansion at the Warsaw Tech Park and Airport Industrial Park. Skinner will continue to have leadership and oversight of Warsaw Redevelopment Commission tax increment finance districts and also maintaining the Warsaw Technology Park state certification.

With a single unanimous vote, Leesburg Town Council agreed to join Kosciusko County Area Planning Commission during a special town council meeting Monday, Dec. 28.

The move is expected to help resolve ongoing questions town leaders have faced for years about what exactly is allowed and not allowed in town limits.

It will also give the town some tools if they choose to develop a long-term growth plan, and it might even help attract business.

On top of that, the town will receive the service from the county for free.

That’s because the APC, which has zoning jurisdiction in all unin-

corporated areas of the county, provides assistance to all towns in the county – similar to how the sheriff’s office provides coverage.

The planning commission now has agreements with every community in the county except for Warsaw and Winona Lake, which have their own planning boards, and Mentone, which has never really shown interest in the service, according to APC Director Dan Richard.

Possibly the biggest driving factor in the town’s decision were the ongoing questions about how private property can be used.

State law prohibits towns from establishing zoning policies that would cover usage issues without the involvement of a town planning panel, a move that would involve the appointment of as many as nine people and a source of money to pay them.

Doug Jones, town council president, cited numerous questions the town has faced. Among them, whether residents could run a dog kennel, a deer processing operation at their home and inquiries about the placement of mobile homes.

The town will now work with the county APC to develop a zoning map based on current uses of the property – with residential, commercial, industrial and public use designations. A proposed zoning map is now available at the town hall for review.

Richard made it clear the mere establishment of zoning standards would not lead to property owners finding themselves in violation of some kind.

Council will seek public input in establishing the zoning map and will announce at the Monday, Jan. 11, meeting when council hopes to finalize the map’s approval.

All three town council members voiced support for the change.

Christina Archer, town council vice president, said she’s noticed numerous property owners making improvements in town. Working with the planning commission can help protect investments, she said.

“One of the reasons to be part of the area planning is to assure the property owners that their investments here are going to be worthwhile and there isn’t going to be something spring up next to them that would lower property value or they would find unacceptable,” Ar-

cher said. “I think that’s really important to people.”

With no enforcement abilities over the years, Jones said they’ve reluctantly told residents, “Do as you wish,” while admitting they did not have control over the issue.

Jones said the change will give residents a voice in such matters.

Moore said he’s usually averse to the creation of new bureaucracies but fully embraced the change.

“We can’t continue to skirt this issue. We need to do this. It’s best for the long term of Leesburg,” Moore said.

Justin Taylor promoted to Warsaw city planner Justin Taylor has been named by Mayor Joe Thallemer as the new city planner and head of the building and planning department -867,1 7$</25 for the city of Warsaw.

Taylor will fill the position vacated by Jeremy Skinner, who assumed the newly created community development director position for Warsaw.

Taylor has worked for the city of Warsaw since 2016. Initially hired as an assistant city planner, he is currently serving as senior city planner, where his duties include oversight of land use planning for the city, leading both the planning commission and BZA. Taylor has also led the multi-jurisdictional ride-walk infrastructure committee. Under his leadership, significant design and build of the Ride-Walk Master Plan has occurred.

He is a graduate of Lakeland Christian Academy. He attended the Ball State University School of College of Architecture and Planning in 2009, with a degree in landscape architecture. He is a talented designer with extensive work experience in urban public space planning and many facets of urban residential design.

Examples of his talent locally include the Buffalo Street Alley Activation Project design and significant contribution to the North Buffalo Street Plaza design, scheduled for early spring completion.

He is also spearheading the upgrading and replanting of the downtown streetscapes. He has served as a valued advisor to Warsaw Public Arts Commission.

He also led the mayor’s Youth Advisory Council and guided them through a mural project in 2019.

He assumed his new duties Friday, Jan. 1. One of his first priorities will be to implement an online permitting process for cityissued building permits, a project he worked on in 2020 and scheduled for mid-2021 rollout.

On Saturday, Dec. 19, all monies collected at the red kettles of The Salvation Army were matched by a generous gift from Eddie and Louise Creighton in the amount of $5,000.

A total of $8,537.72 was collected that day.

The Creightons added another $5,000 to match the $3,537.52 that was collected over the goal. The challenge is still out to match the balance of $1,462.68 by Dec. 31, according to Envoy Ken Locke, corps administrator. Donations may be sent to The Salvation Army, P.O. Box 1257, Warsaw, IN 46581 and mark “Creighton Challenge” in the memo line.

A total of $18,537.72 has been collected to date that included monies given at Creighton Crazy Egg Café and Coffee Bar, 4217 W. Old Road 30, Warsaw where donations may be sent to as well.

“There are no words to express to Eddie and Louise for their generous gift and challenge except thank you,” noted Locke. “The Creighton family and Creighton Brothers, Inc. employees have always been great supporters of our outreach to others.”

The Salvation Army is completing its 99th Annual Christmas Campaign and outreach to those in need in Kosciusko County since 1921.
