In January 2022, the Goshen Department of Stormwater Management released its first-ever public facing annual report, a look at the state of the area’s natural water resources as well as the department’s efforts to prevent polluted stormwater runoff from impacting those resources throughout 2021.

This year also marks the 50th anniversary of the Clean Water Act, and the department will be overseeing numerous educational events and activities designed to bring awareness to the importance of stormwater runoff and how it affects area waterways, including its annual storm drain art mural contest, currently accepting submissions.

“Water knows no boundaries,” stated Jason Kauffman, Goshen’s stormwater coordinator, “It flows downhill no matter what … The actions of everybody can have a larger impact.” Hence the activities of Goshen residents are directly tied in to smaller tributaries like Rock Run Creek and Horn Ditch as well as the Elkhart and St. Joseph River basins and, eventually, the Great Lakes and beyond.

“Small things add up,” Kauffman observed, and the state of the nation’s waterways 50 years ago, dramatized by — but by no means limited to — the infamous Cuyahoga River fire in 1969, was the result of “everything combined.”

Goshen’s stormwater department works with the Greater Elkhart County Stormwater Partnership, which includes government entities of Elkhart County, the cities of Goshen, Elkhart and the town of Bristol and several other agencies to monitor and protect water resources, Kauffman emphasized.

The report, citing surveys led by City of Elkhart aquatic biologist Daragh Deegan at Goshen’s Dam Pond and Shanklin Park Dam, suggests waterways are relatively healthy from a biological standpoint, indicated by the presence of several species of fish sensitive to water quality, including the Greater Redhorse, which is an endangered species in Indiana.

While the final report on chemical health will be finished in 2022, early information shows levels of E.coli at four sites emptying into the Elkhart River to be well above the state standard for full body exposure. Levels of dissolved oxygen are above state standards as well, said Kauffman.

Sediment runoff is also a concern. Many have noted what Kauffman called the “chocolate milk” color and consistency of waterways following a rain event. Sediment runoff is

Included in the report’s “Stormwater Program by Numbers” are the following facts from 2021, which also illustrate the interdependence of city departments in the effort to keep stormwater runoff clean: • 4,168 tons of material collected by Goshen’s street department with street sweepers.

• 614 cubic yards of material removed from catch basins by the water and sewer department’s vactor trucks.

• 15.37 miles of river, stream and ditch surveyed for illicit pipe discharges.

• 439 catch basins cleaned of accumulated road grit and other captured stormwater pollutants.

• 13 illicit discharge incidents detected and addressed.

• 15 post-construction stormwater management plans accepted by the Board of Public Works & Safety.

• 318 storm sewer outfalls inspected and 14 flow samples taken for pollution indicator tests.

ing students from the different high schools we were competing against.”

He enjoys recruiting students who are shy, or lacking confidence in academics and watching them grow. “I had a student who had a low grade-point average in his freshman year. Nobody in his family had graduated from high school. I recruited him on the speech team. He had a great time with his friends on the team. By the time he was a senior, his GPA had risen considerably. He graduated, got a college scholarship and a job promotion. He’s a very successful individual.”

Students competing in speech and debate in Indiana get the chance to host meets as well as travel to other schools to compete.

There are 14 speech events and five debate events. Competitors might be involved in impromptu, where they receive a topic to speak on off the cuff, dramatic interpretation, or extemporaneous speech, where they have 30 minutes to research a current event topic before speaking.

“Watching students grow is what it’s all about. They exhibit an air of self-confidence when they succeed. They begin to believe in themselves and in what they can accomplish.”

“Concord made it through the pandemic by competing online.

But we have only a few schools in Elkhart County that still have speech and debate teams.”

Stutzman invites people interested in starting a speech and debate team in area high schools to email him at jstutzman@ concord.k12.in.us. “I’d be happy to give some pointers.”

In the fall, Stutzman announces for the CHS girls soccer and volleyball teams. In the spring he works at the home track events.

From October to March, every Saturday, he’s at a speech meet with the 30-plus kids on the team.

His hobbies include watching IU basketball, reading and finding good local places to eat.

The real conspiracy theorists believe the government cares about them, the media would never mislead or lie to them and the pharmaceutical industry has their best interests at heart.

Fox News Friday, Feb. 4, talked about how bad the economy was and the jobs report would be a disaster.

When 467,000 new jobs showed up along with a revision upward for November and December of 700,000 more jobs, these three broadcasters looked silly and very unprofessional.

This job report is the best in half a century and looks very much like a Biden boom.

While Republicans love to invest in billionaires and corporations, Biden has invested in the lives of ordinary Americans and it is paying off. What do the Republicans call investing in American lives? Socialism. Where did that idea come from? It comes from billionaires and corporations who own media and whose greed seems to know no bounds.

They pull it off by constantly talking about lower taxes which when implemented goes mostly to them. Trump gave billionaires what they wanted.

Biden is plagiarizing credit for the large job gains just like he did for the COVID vaccine.

As usual he didn’t do anything to create the new jobs nor the vaccine. In fact, he caused the original job losses by supporting shutting down the economy.

The job gains are nothing more than a reflection of the economy opening back up. He does get full credit for the highest inflation rate in decades, the disastrous withdrawal from Afghanistan which gave the country along with billions of dollars in weapons to terrorists and an open border allowing millions of illegal immigrants into the country.

Limit and control What does it say about a country that controls and limits what young people read and think and yet doesn’t control and limit the use of guns which everyday could kill these same children.

Help them I received a flier from Jackie Walorski. In big bold letters it reads: DRUGS ARE FLOODING OUR COMMUNITIES — AS A RESULT OF PRESIDENT BIDEN’S OPEN BORDER POLICY. She cites a December 2021 report by the U.S. Customs and Border Protection. In a sidebar she notes how agents have seized all these drugs. Hello! You mean the Border Patrol is doing their job? Why did she say drugs are “flooding our communities?”

Could it be there’s an election coming up?

One suggestion she makes is to invest $1.3 billion toward the wall. What would happen if we took that money and invested into the communities in Mexico and Central America? For those who are looking for better jobs, why not help build up businesses in these places? These people would be more likely to stay where they are.

There are those who are fleeing oppression.

Democrats are writing laws to give criminals a get out of jail free card. They are legalizing hard drugs like cocaine and meth, making a misdemeanor for theft under $950, and not prosecuting for violent crimes.

New York City DA Alvin Bragg has openly made a stance he will not enforce the laws and is letting criminals out of jail with no bail the same day they are arrested for violent crimes. The police aren’t even showing up to businesses for theft anymore because there is nothing they can do. A sickening example of the chaos was a woman getting violently beaten and mugged in the NYC subway by a man who had been arrested 44 times previously, including 16 times in one day alone.

I don’t understand this. They want to legalize marijuana but they don’t want people to take oxycontin or oxycodone.

What is the difference?

People can get hooked on marijuana, too, and it is addictive and I don’t have anything against the marijuana so don’t get me wrong but I guess I don’t understand why we can’t have oxycontin for our pain.

That is the one pain medicine that helps with pain but yet it does not destroy our kidneys and our liver.

It is the one pain medicine that doesn’t destroy our organs and it works great so what is the difference if we are addicted to oxycontin or if we are addicted to marijuana? You tell me. It doesn’t make sense the doctors won’t give people the oxycodone or oxycontin for their pain. We have to deal with pain.

After Biden gives Afghanistan to terrorists after years of our spending our blood and treasure to keep terrorists from controlling the country, he now is apparently allowing Russia to invade the Ukraine. What a joke.

He ordered the activation of around 10,000 troops when Russia has over 100,000 troops and warfare weapons on the Ukraine border for invasion which would take only three days or less according to the Pentagon. How sad. The U.S. was once viewed as the strongest nation and now has become a laughing stock because of mumbling Joe. Republican President Ronald Reagan when nominating someone for the Supreme Court said it was time a woman was on the court. He nominated Sandra Day O’Connor.

The Democrats didn’t protest. Former President Donald Trump vowed he would nominate a woman to the Supreme Court. President Biden vowed to nominate an African-American woman if he was elected. There is no difference in these three pledges except one is black.

Biden needs to keep his vow but the Republicans are protesting. This is really a Republican litmus test to see exactly how racist the Republican Party really is. All the women being considered are highly qualified, much more qualified than the last white woman confirmed.

None of these women is accused of rape as a recent confirmed Republican nominee was.

Nor is it likely any of them will perjure themselves in her hearing as Trump’s last nominee did.

Indiana FFA celebrates National FFA Week The Indiana FFA State Officer team will connect with members around Indiana promoting agriculture education and FFA in celebration of National FFA Week.

Indiana FFA Association and Indiana State Department of Agriculture will celebrate all things blue and gold for National FFA Week from Feb. 19-26. National FFA Week remembers more than 94 years of FFA tradition and history, while also highlighting and celebrating the success stories of the 735,000 members of the national organization.

“I am incredibly proud of the work FFA members do year-round to support and promote Indiana agriculture,” said Lt. Gov. Suzanne Crouch, secretary of agriculture.

“National FFA Week is a great opportunity for our FFA members to show their community, schools and neighbors what FFA and serving others is all about. I am excited to see the work completed by these young leaders during this weeklong celebration.”

Starting in 1948, the National FFA Board of Directors designated a week-long celebration to recognize George Washington’s example and legacy as a leader and farmer.

For the past 74 years, FFA members across the country have taken part in agricultural, leadership and service-based activities during National FFA Week.

“FFA has a strong history in agriculture and in community service,” said Bruce Kettler, Indiana State Department of Agriculture director. “This week is a great opportunity for FFA members to give back to their community and their school and to recruit new members to join this outstanding organization.”

First grade teacher completes Bethany elementary staff Bethany Christian Schools, Goshen, recently announced the hiring of Ashton Cluts as its inaugural first grade teacher. Cluts currently teaches kindergarten at Model Elementary School in Goshen, having previously taught first and second grades as well.

She recently completed a Master of Arts in Education degree from Baldwin Wallace University with a focus on literacy. She also brings a wealth of international leadership, service and learning experiences to Bethany’s global student community.

“Ashton’s ability to connect with kids and parents, her growth mindset, creative lesson planning, and her emphasis on experiential learning are all attributes that made her a natural addition to our team,” said Tim Lehman, head of school.

New elementary principal Juanita Hershberger will lead an experienced staff in the Bethany lower grades. Linda Hochstetler and Adam Friesen have taught fifth and fourth grades, respectively, for the last 10 years. Their creative curriculum and caring ways have contributed to consistently full classes in their grade levels.

Waldorf-trained third grade teacher Karin Fast welcomed Bethany’s first class of third graders this past fall. Her unique approach to holistic, hands-on learning has enlivened her students and the elementary community as a whole.

While handfuls of swimmers looked like they might crack if bumped into, Concord’s Grace Brenneman was on the complete opposite end of the stress meter.

In her final high school championship meet, Brenneman could have and should have been a little more tense trying to win her first state championship.

But that’s not Grace Brenneman.

Brenneman looked as though she was having the time of her life, whether it was on deck at the mid-February championship weekend at IUPUI with her teammates, in the pool in

qualifiers, or on the podium earning four top-five medals, all of which involving school records set to add to her illustrious swim career in Dunlap.

Her ear-to-ear smile was flashed turning and seeing she broke her own lifetime best in the 50 freestyle championship (22.68), only to immediately turn and be more excited for Penn’s Lilian Christianson, who broke the state record to win the title, Brenneman landing in third.

Brenneman did the same thing at the Northern Lakes Conference Championships in January, where a wild finish in the 50 had her and Wawasee’s Julie Mishler land in a flat-footed tie. Brenneman wasted no time on the podium in sharing the space with Mishler, and was genuine about it.

Brenneman became the fourth Concord swimmer to earn the award and first since 1998. It caps an athletic career that had her make four state finals appearances and win more than a dozen conference and sectional championships.

That tells one of her public chapters. While the sporting public knows her as an outstanding swimmer, one who is destined to South Bend and the University of Notre Dame in the fall to continue her water works, Brenneman has fan bases in other realms as well.

In the summer of 2021, Brenneman became an official A Lister at the Elkhart County 4-H Fair after being named the Elkhart County Fair Queen, a prestigious honor she won in her first pageant. Admitting at the time she had to practice walking in heels ahead of the pageant, the reward was worth it.

The self-acclaimed “farm girl at heart” is also a queen in the classroom. Actually, she is the king. Indiana students to get free FAFSA filing help Financial aid professionals from across Indiana will be volunteering at 40 sites to help college bound students and their families open the door to financial aid during College Goal Sunday.

The event is set for 2 p.m. Feb. 27.

The free program assists Indiana students in filing the Free Application for Federal Student Aid. The FAFSA form is required for students to be considered for federal and state grants, scholarships, and federal student loans at most colleges, universities, and vocational/technical schools nationwide. The FAFSA must be filed by April 15 to be eligible for Indiana financial aid. One of many reasons College Goal Sunday is so important is because many families perceive the form to be too complicated and time consuming to complete. In less than one afternoon during College Goal Sunday, students and their families can get free help and file the form.

“Last year, Indiana high school graduates missed out on $65 million in Pell Grants by not filing the FAFSA,” said Indiana Commissioner for Higher Education Teresa Lubbers. “If you are considering education beyond high school, filing the FAFSA is the best way to ensure you are receiving available financial aid. College Goal Sunday offers one-onone assistance from financial aid experts to students and families

to ensure their FAFSA is accurately completed.”

Now in its 33rd year, College Goal Sunday has helped more than 94,000 Indiana students and families complete the FAFSA properly and on time. College Goal Sunday is a charitable program of the Indiana Student Financial Aid Association.

College Goal Sunday Doubles The Help Offered “The event on Feb. 27 will be the second of two College Goal Sunday events ISFAA is offering this FAFSA filing season.” said Bill Wozniak, co-chair of College Goal Sunday. “We hope all Hoosiers who have not filed already, take advantage of College Goal Sunday, file the FAFSA, and get one step closer to fulfilling their educational goals.”

Goshen CRC invites student input through essay contest Future leaders have something to say — and the Goshen Community Relations Commission wants to hear it.

The CRC has organized an essay contest for all Goshen students in junior high through high school in which they are asked to discuss one of the eight Goshen CRC principles.

The winners will receive up to $150 in cash.

Students who choose to participate will be entered in one of two categories: grades seven and eight — who will be required to submit an essay of 300-600 words; and grades 9-12, who will be asked to submit an essay of 500-800 words.

The CRC principles are: • Honor the dignity of each person and each person’s rights • Listen to the diverse voices of the community • Cultivate constructive communication and engagement • Value honesty, truthfulness and integrity

• Promote a community that is safe for all • Acknowledge and accept the challenge of change — that it may have both positive and negative consequences • Promote the acceptance of differences • Promote equality and freedom from discrimination A committee of five community members will read the essays and determine the winners. The first place winner in each category will be awarded $150; second place, $100; and third place, $50.

Walmarts give to aid in hunger relief Hoosiers Feeding the Hungry has received $7,000 in donations from local Walmart stores No. 1378, No. 1566, and No. 2679, to support its “Meat” the Need initiative.

According to Feeding America, approximately 23,600 Elkhart County residents regularly struggle with food insecurity – 8,500 of which are children. Deb Treesh, executive director of Hoosiers Feeding the Hungry, said the funds received will be used to pay processing fees on donated livestock and deer, with the meat being given to agencies serving foodinsecure residents within Elkhart County.

“More than ever, families are struggling to buy groceries. Food banks, pantries and soup kitchens work to protect the most vulnerable and under-served in our communities and these agencies continue to face increased demand,” said Amber Zecca, fund development director of Hoosiers Feeding the Hungry. “To donate, farmers and hunters just need to take their livestock or deer to a local participating meat processor (call ahead to schedule livestock). After processing, local food banks and pantries are called to pick up the donation. There is absolutely no charge to the livestock and deer donors.”

“This Walmart contribution will allow us to continue and expand on our mission of hunger relief by providing over 22,000 more meals through local hunger relief agencies.

We are so grateful for the continued support of our efforts in responding to the needs of those in the community facing hunger,” said Treesh.

Museum’s virtual program chronicles ‘Graves et al. vs. Indiana’ Elkhart County Historical Museum will be presenting the virtual program “The Case of Graves et al. v. Indiana” at 7 p.m. Thursday, Feb. 24. The program is free, and will be presented virtually over the Google Meet platform.

Pre-registration is required to attend, and you can register by going to the Elkhart County Parks website (elkhartountyparks.org) and finding the event on the events calendar page. Registration for the program closes Wednesday, Feb. 23.

Today, the event that will be chronicled in this program is commemorated with a state historic marker in Bristol’s Memorial Park. In 1847, three men accosted Thomas Harris, an African-American staying at the home of Samuel and Anna Jud-

son. They claimed Harris was an enslaved person who had escaped, and they came to Indiana to capture and return him back to enslavement.

The virtual program detail the events of that day in 1847, and how the event sparked a court case that went all the way to the Indiana Supreme Court. The program will also provide context on how this event connects major movements that were going on in the United States during that time.

“What I find fascinating about this event is how it brings big moments in our nation’s history right down to our own community,” said curator of education Patrick McGuire, “topics like abolition, the Kentucky Raids, possible evidence of the Underground

Railroad, and the overarching issue of slavery are all wrapped up in an event that happened here in Bristol, not too far from the museum.”

Elkhart Teen Club member to perform at national conference It’s shaping up to be the adventure of a lifetime for a member of the Boys & Girls Clubs of Elkhart County.

Chyniah Woods, an 11th grade student who attends the Elkhart Teen Club, has been selected to perform at the national Boys & Girls Clubs of America conference in May. Woods will be one of the 10 people from around the country chosen during a talent search competition. They will perform in front of a couple thousand people in Chicago.

ing,” said Elkhart Club Area Director Whitney Miller.

Woods was told she was chosen during a surprise video call from Boys & Girls Clubs of America President and CEO Jim Clark.

She took the call in the club van after school.

“I had no idea. I was told there would be a surprise for everyone today,” Woods said after the call.

“While she kept her composure on the outside and told Clark she was speechless, Woods said on the inside she was feeling something completely different.

“Honestly, on the inside I’m screaming! I’m just grateful I’m getting this opportunity. Success from here!”

This is the second year that Woods entered the competition.

She was notified in January that she made it to the semi-final round. Now that she knows she will be headed to Chicago, she said she’s not nervous about performing in front of a large crowd.

“It’s extremely exciting. I don’t think I’ll be nervous, but we’ll see when I get there,” she said.

Her family plans to travel with her to watch her perform- including her sister from Oklahoma who is making travel plans.

Elkhart and Goshen public libraries end late fines Elkhart and Goshen public libraries are going fine free and are the first libraries in Indiana to forgive all existing debt on all library accounts.

Beginning Tuesday, Feb. 22, the two library systems, which work together as a consortium but operate independently, will no longer charge overdue fines for circulating materials.

The policy change encourages people to return to the library with a clean slate, eliminating barriers created by overdue, long-lost and unreturned books.

going fine free and eliminating debt, Goshen and Elkhart public libraries are doing just that and joining more than 85 other fine-free library systems in Indiana.

The consortium between the Goshen and Elkhart library systems does not cost taxpayers. In fact, the agreement saves money, as the systems share costs on technology and borrowing privileges.

It also allows more items to be available to a larger population.

Howard Hawks double feature offered March 19 Elkhart County Historical Museum, the Goshen Theater and the Goshen Historical Society invite the public to join them Saturday, March 19, for two classic movies celebrating the work of filmmaker and Goshen native Howard Hawks (1896-1977).

Hawks enjoyed a successful career encompassing a range of film genres. In 1942 his film “Sergeant York” garnered Hawks an Academy Award nomination for best director, and in 1975 he received an

honorary Academy Award, which was presented by John Wayne, whom he directed in four notable films.

The two films selected for this debut event will be shown free of charge at the historic Goshen Theater. The double feature begins with “A Song is Born” screening at 2 p.m. This musical comedy was the first Hawks film in technicolor. It features Danny Kaye, Virginia Mayo and a parade of world-class musicians from the

1940s.

The evening film will be “The Big Sleep” at 7 p.m. This suspense-filled film noir stars real-life Hollywood couple, Humphrey Bogart and Lauren Bacall in

their second appearance together.

“We are thrilled to partner with the Elkhart County Historical Museum on this celebration of Howard Hawks. His films are legendary, nostalgic and vital to the greater history of filmmaking. Application process open for American Rescue Plan funds Goshen Mayor Jeremy Stutsman is inviting local nonprofits to apply for the City of Goshen’s American Rescue Plan Nonprofit Fund Grant. Applications are due March 15.

The federal government established a Coronavirus Local Fiscal Recovery Fund for local governments as part of the American Rescue Plan Act of 2021. As a result, the city is receiving $6.6 million in ARP funds to respond to the public health emergency and impact to

communities caused by the COVID-19 pandemic and to make investments in infrastructure.

A plan was developed and approved by the City of Goshen Nov. 2, 2021. Of the total amount to be received, the majority of the funds ($5.1 million) was dedicated to infrastructure improvements; $700,000 have been allocated to work on homeless intervention services and substance abuse and behavioral health treatment — a collaboration with Oaklawn. The

rest was pledged to a variety of programs to address community needs.

Of the total sum it received, the city has allocated $300,000 of ARP funds to nonprofit organizations serving the city. A copy of the grant application is available on the city website at www.goshenindiana. org/arp.

Stutsman has formed a review committee comprised of two city council members, staff, and community representatives to award

the grants.

“We are excited to give our local nonprofits a boost in funding to help further respond to addressing childcare for low-income residents, food insecurity, homelessness or health-related needs in our community,” he said.

Priority funding will be given to organizations who work in the areas outlined by Stutsman. Submitted proposals must demonstrate one of the following: • Their proposed use of funds re-

lates to ARP public health services, negative economic impacts and services to impacted communities.

• It meets an urgent community need, especially food insecurity, homelessness or health-related needs.

Awardees will receive the grant after July 2022, and will have until Dec. 31, 2024, to use the funds.
