Cloeren Incorporated has been a strong influence in Orange County and across the world and continues to thrive today.

C

loeren Incorporated has been a superb fixture in Orange dating back to 1975 when Peter Cloeren Sr. founded the company and hired its first employees in 1980.

The company has expanded ever so rapidly since.

Cloeren started as an engineering design company to provide technical service to the plastics industry.

It’s specialized products include extrusion feedblocks, extrusion dies and ancillary equipment.

In 1983, Cloeren developed the multiplane Feedblock for four or more layers and it was quickly adopted to become the industry standard and in 1984 the first Cloeren manufacturing plant was established in Orange.

In 1990, Cloeren got into the extrusion die business by introducing its Epoch Two-Stage Preland Die and a patent was granted to Cloeren in 1993.

In 1992, the company commercialized the first Flexible Lip and Edge Bead Reduction Die for extrusion coating and laminating.

Cloeren also introduced the first Internally Deckled System for cast film and thin sheet applications.

As business picked up, so did expansion.

In 1994, Cloeren expanded internationally with the opening of Cloeren Japan Ltd. and Cloeren Europe and in 1997 became the largest die manufacturer in the world with the purchase of Production Components in Eau Claire, Wisconsin.

In 1998, Cloeren started its third manufacturing facility in Orange and in 1999 established a sales and service office in Southeast Asia.

In 2002, Cloeren was granted its 25th U.S. Patent for Polymer Processing Equipment and Design and also introduced the world’s first commercial NanoLayer Feedblock for barrier coextrusion.

In 2003, Cloeren opened its second office in Nagoya, Japan. In 2006, the company opened up a fourth manufacturing facility in Marshall, Texas and in 2009 kept growing overseas by creating a sales office in Beijing.

In 2010, Cloeren established service in Shanghai. In 2012, they expanded sales in Europe with an office in Germany and went on to expand its facilities in Orange in 2013.

In the last three years, Cloeren strengthened its European market by increasing its investment in EMO GesmbH, an extrusion die maker in Micheldorf, Austria and in 2017 purchased the remaining shares of EMO GesmbH to giving them a manufacturing, service and repair facility in Europe.

Every community has its heroes

ommunities like Orange tend to attract heroes who go above and beyond the call of duty, whether times are good or bad.

International Paper contributes its fair share of community heroes. They, of course, are not alone. But when it is time to roll up your sleeves and get to work or open your wallet and contribute to the needs of others in the community the employees of the ‘paper mill’ are among the leaders.

“The Orange mill is very much a part of this community. It is our livelihood.

If our community is successful we are successful, and I feel that it is our obligation to help those in need in our community. We work hard to find opportunities for all of our employees to have the chance to participate and give back.

Not only do we expect this of our people but our company expects that of us,” said Ed Barr, Mill Manager.

This past Christmas, Salvation Army Board member Betty Harmon was overwhelmed by the community support for their Angel Tree program. Harmon noted the steady stream of churches, plants and local industry support year after year. She went on to claim getting much

more this year than was asked for.

One such company, International Paper, was able to provide gifts for approximately 325 children through the Salvation Army Angel Tree Program in 2018.

It was their first year to organize an Angel Tree at their plant; and the staff exceeded the original thought of providing for 25 Angels.

For several years, International Paper has provided volunteers at Special Angels Rodeo. The rodeo provides a rodeo experience for the special needs community in the southeast Texas and southwest Louisiana area. Participants can ride horses, tame a mechanical bucking bull, race through a barrel-racing course and rope a calf while in the saddle.

Volunteers from the mill show up to park cars, shuttle participants to the arena, serve food and help with events.

“When I was young we spent a lot of time with our Aunt Deanie. She was a special needs person. Even as a young boy I knew that she was always treated differently. She taught me that Special people are kind, loving people that would like to fit in. She taught me to speak to the kid in the wheel chair, help a blind person cross a street, make someone smile. We volunteer every chance we get so that we can make someone happy, lend a hand, and visit with Special People,” said Reed.

Mill employees are big contributors to United Way. United Way contributes to the support of countless organizations and members of the community. Employees were able to raise and contrib-

ute to United Way of Orange County in 2018 a total of $203,202 through personal gifts and fundraisers.

Last year IP helped to provide live entertainment at a Bassmasters fishing tournament and a back to school event at Shangri La. The Orange community can tip its hat to IP and the many others who give their time and talent throughout the year.

ffective April 1, 2019, the previously announced division of DowDuPont will begin separation of the New Dow. Sabine River Operations will be named a Dow site, a member of the Dow Packaging & Specialty Plastics (P&SP) business.

“The people, the community support and the unique chemistry of this site makes Orange an exciting place to be.

We are looking forward to a tremendous milestone on April 1,” said Jean Algate, site director of Sabine River Operations.

In 2018, it was announced that Dow will be making a series of investments totaling approximately $100 million over the next two years to expand manufacturing capacity and modernize facilities at the Sabine River Operations plant in Orange County, Texas. The investments will incrementally expand production capacity to support global growth of specialty materials manufactured at the site, specifically the Surlyn®, Nucrel®, Fusabond® and Vamac® product lines.

After April 1, Dow will be an independent, publicly traded company, pursuing its ambition to become the most innovative, customer-centric, inclusive and sustainable materials science company in the world.

“The new Dow is a more focused, disciplined and market-oriented company,” said Jim Fitterling, chief operating officer of the Materials Science division and chief executive officer elect of Dow. “We

are fully prepared for our separation from DowDuPont on April 1, and ready to innovate and grow with our customers while delivering long-term value for our shareholders.”

lue Birds Fish Camp has been an icon on the banks of the Sabine River since at least the 1940’s.

In the beginning it was primarily a bait shop.

Oscar and Sonia LeBlanc expanded with a restaurant at the location, which opened six weeks before Tropical Storm Harvey.

Like so many places in Orange County, Harvey was a set back for the restaurant.

But they have come back stronger than ever and moving forward with an extended seating area overlooking the Sabine River.

“I recruited our cooks from Lake Charles,” said LeBlanc, “they have been cooking all their life and know what it takes to make food taste good. We have customers drive here from Lake Charles to eat.”

Alvin and Evella Laverne have 35 years of cooking experience and handle the cooking.

Rodney Harris manages the restaurant.

Harris is proud of their menu. They are famous for their hamburgers. But recently, they have added pork chops and chicken wings to go along with their brisket burger and other menu items.

LeBlanc is innovative.

“You should try our new appetizer. We call it Landing Gear. It is a platter of fried shrimp heads and is more popular than our hamburgers,” said LeBlanc.

Blue Birds is located at 102 North Farragut in Orange.

Lamar State College Orange poised for growth

n its 50th year, Lamar State College Orange has new leadership, a new vision, and a new set of goals to ensure the college continues its long history of excellently serving our community’s higher education needs.

Campus President, Dr. Tom Johnson, has been leading LSCO for six months and in that time has built on the foundation and traditions of the campus. Dr. Johnson, along with Vice President and Provost, Dr. Al Barringer, is working to add new programs and expand the campus while supporting and enhancing the current programs offered.

Kingdom Zoo a gem for SE Texas

T

here is no question that Chester Moore, Jr. has made his mark among the outdoors community over the years.

Whether it has been information on how to catch the perfect bass or nabbing that big buck, Moore has been a “go-to guy” on learning how to do it.

However, Moore’s relationship among the community and helping children has certainly been a blessing as he and his wife, Lisa, along with their amazing daughter, Faith, have led a tremendous charge.

The Moores operate the Kingdom Zoo Wildlife Center® in Pinehurst and work amazingly to help hurting children in the Golden Triangle area.

Chester and Lisa saw their amazing The Wild Wishes ® program celebrate its fifth anniversary early in March.

The program grants wildlife encounters to children with a terminal illness or loss of a parent or sibling.

“When Lisa and I got this going in 2014, we knew it would be something special but really had no idea just how far it would go,” said Moore. “God has really blessed us and we are so humbled.”

The program enables children to have some tremendous wildlife encounters.

“We love this program and it’s such an honor to work with these children. What we are doing is taking these kids and training them to be wildlife conservationists,” said Moore. “We are teaching them how to do wildlife photography, blog, talk in front of a camera and use animals from our zoological facility as ambassadors for endangered wildlife. It’s very exciting.

We believe in them as people and in their potential and are more committed to kids and wildlife than ever.”

Moore loves to watch children interact with the animals.

“Encounters with these amazing animals do something special for the chil-

dren,” said Moore. “It breaks through emotional barriers and allows to bring them a powerful Christ-centered message of hope.”

Kingdom Zoo is part of the Children’s Kingdom Ministries and all of its outreach programs. The non-profit organization teaches children about Christ through His Creation, according to the official website.

The focus is on spiritual and wildlife education through media, encounter-based programs and mentoring.

Moore definitely got his passion from helping people and being involved in the community at an early age.

His grandmother was the late Ruby Pickard, who founded an organization called “My Wish Inc.” in 1982 to grant wishes to terminally ill children in Southeast Texas. As a small child, Chester would join his grandmother to see her give so many children happiness, giving him a heart for helping kids. He created “Wild Wishes” to continue his grandmother’s legacy in the very unique Kingdom Zoo. “Our zoo focuses on small, rare, and mysterious creatures, using the Creation to glorify the Creator,” said Moore. “In the Garden of Eden, Adam and Eve lived in total peace with wildlife. In today’s world with sin, death, and chaos, much of that has been lost. A child who has been through a trauma will open up and allow prayer and destiny to be spoken unto them when in the presence of one of our many outreach animals.”

The Moores are dedicated to wildlife conservation and education, regularly speaking to scout groups, civic organizations, school groups and home school families.

They can’t wait to continue to bless Southeast Texas with their hard work and dedication to make lives better, both young and old.

“We want to continue to be good stewards of little things,” said Moore. “We want to be a blessing to the area.”

Meanwhile, Moore continues his tremendous writing of the great outdoors. He was recently honored by the Texas Outdoor Writer’s Association Conference in Corpus Christi for his longtime coverage of the red wolf. His first published article was on the subject of red wolves and red wolf/coyote hybrids existing in Texas back

in 1992 when he was 19. Since then he has published more than 100 articles on the topic as well as dozens of broadcast on his long-running radio program on Newstalk 560 KLVI. He is also Editor-In-Chief of Texas Fish & Game Magazine and also operates The Wildlife Journalist blog.

West Orange – Cove CISD empowers, transforms lives

T

he West Orange – Cove Consolidated Independent School District continues to empower and transform lives through excellence every day.

In November, the community approved a $25.75 million bond to improve instructional opportunities and facilities. The district is developing specifications for security improvements, new classroom and laboratory furniture, parking upgrades, and other bond projects. This includes developing plans for a multi-purpose Events Center and a new facility for the transportation department.

Last month, football turf installation began at Leroy D. Breedlove Field at Dan R. Hooks Stadium. Turf will also be installed at the baseball and softball fields.

Although many administrative leaders are working through bond details, campuses remain intensely focused upon instruction.

WOCCISD’s Early College High School (ECHS) at West Orange – Stark High School started a second year. An ECHS is

an innovative school that allows students an opportunity to earn a diploma and 60 college credit hours. The WOS program operates in partnership with Lamar State College Orange (LSCO).

Annually, 25 eighth grade students are identified to enroll in ECHS as freshmen.

These students are able to participate in standard high school activities and, at the same time, access all LSCO services and facilities. WOCCISD covers all costs, provides additional academic support, and supplies transportation.

This year, a College, Career, and Military Readiness counselor was added to WOS High School. Students benefit through opportunities to explore careers, attend job fairs, converse with post-secondary recruiters, receive college application assistance, and more.

Plus, WOS High School launched two MEGA Test Days in which the PSAT and SAT were given during the school day. These tests are paid for by WOCCISD. Additionally new at the High School, is an Education Training program. It in-

troduces students to the teaching profession. Ultimately, the district hopes that this program will assist in creating the next generation of educators. Other education opportunities are offered for staff.

In WOCCISD Grow Your Own Teacher program, scholarships are offered to current non-certified staff members working to become teachers. The District reimburses tuition with an agreement that the recipient will teach for three years upon earning certification. Last year four scholarships were awarded. More will be awarded this spring.

As WOCCISD further strives to develop, sustain, and build the education profession, an Aspiring Administrators Leadership Academy continues, also in its second year. With this 10-month program,

participants study the responsibilities of a school principal.

Foremost and finally, to recruit and maintain the best possible staff, the WOCCISD Board of Trustees approved, for the 2018-2019 school year, a $2,000 minimum salary increase for all full-time teachers.

Stipends of $7,000 are offered for secondary math and Spanish teachers. A $3,000 stipend is offered for secondary science teachers. In 2019-2020, a $7,000 stipend will be offered for bilingual teachers.

As always, WOCCISD students continue to excel in outstanding academic and extra-curricular programs that include fine arts, robotics, UIL, career and technology education, student organizations, and athletics.

Olson Engineering making a positive mark

RIDGE CITY — There is no question, Olson Engineering has made a mark as a multi-discipline engineering company.

The thing is, not many people know about them and how much the company has prospered, making sure local plants are safe and how their designs have enabled their customers be as productive as they can possibly be.

Mike and Karan Olson founded Olson Engineering Inc. in 1998 when they decided to start their own company that focused on safety, responsiveness, ethics and quality.

The company started small as a Process Control Systems and Capital Project Management Company, providing instrument and Control Systems Engineering to local industries.

It’s all about being professional in every aspect of the way, and that is what has made the Olson team so special.

“We’ve built so many wonderful long-standing relationships with so many folks over the years and they trust us with their business, “ said Olson Senior Vice President Kevin Mott. “We go into projects providing our clients with their specific needs and work with them during the process and continue working with them long after projects are completed. We’re with our clients on every step of the journey and we’ve been able to meet so many special people along the way.”

When the business first started, the Olson’s had six or seven employees. Today’s count has soared to more than 120.

“Mike and Karan did an amazing job from the very beginning,” said Mott. “They put in countless hours to get the company going. They also have the knack of finding the right people with the right kind of motivation that loves their job.”

By 2000 they added employees, expanded services to include Electrical Engineering and Design, as well as adding other client facilities to the client portfolio.

In 2006, the Olson team relocated to rented office space in Bridge City, where the business began to grow over the next several years.

By 2012, Olson Engineering needed additional office space, which led to a newly built 10,000 square foot building in Bridge City.

The company continued to grow significantly both in services and employees, resulting in an additional 4,000 square foot of office space being opened in 2017 at the same location.

Olson Engineering Inc. is now a full-service, multi-discipline company with professional engineers in every discipline, providing the petrochemical market with both in-office and in-plant services focused on safety, responsiveness, ethics, and quality.

The business has grown so much that they plan to have another expansion.

Olson plans on moving to a location on 1442 across from the Bridge City Elementary where they will have a 22,000 squarefoot building and a much larger parking lot.

“We’ve simply outgrown ourselves and that’s a great thing,” said Mott. “We’re still mulling over all of the layout plans and that’s going to be quite a large project for builders but we’re looking to be in the new building by the early part of next year.”

There are a lot of engineers at Olson but it’s not all about just that. There are plenty of excellent draftsmen and designers that put forth a great team effort.

“We’ve got an excellent team that all gel together that helps tie everything up for us,” said Mott. “We have so many creative people that love what they’re doing and they push themselves about being innovative.

Olson services a lot of plants across Southeast Texas and a lot of their work force hails from the Golden Triangle area.

“So many of us grew up here and are raising our families here,” said Mott. “A lot of our force got their education from Lamar University. Lamar has a tremendous Engineering program and LIT also does an amazing job producing bright minds.”

As Olson continues to grow, so does its relationship with the community. Olson was named the Bridge City Chamber of Commerce Business of the Year in January.

“We stay involved in the community being a member of the Chamber and the Rotary,” said Mott. “We love being a part of the Scales Memorial Golf Tournament along with helping the Buckner Children’s Village out of Beaumont. We want to get more involved helping local students as well. Bridge City High School has an engineering class and they were just in here recently, touring our building and watching some film and watching some of our people work on 3-D designs on the computer. We want to continue to build that relationship and with other schools that are interested.”

And of course, there is one more thing.

“We have a lot of employees, so yes, we tend to fill up our local restaurants to help boost the economy, we like to eat,” laughed Mott.”

Not only is Olson expanding to a new building by the first of next year, they are also opening up a new office in Mont Belvieu.

“It’s always a positive to see growth and we’re excited to see what we can do in that area,” said Mott. “That area has grown tremendously over the years and we feel we can provide excellent service to clients over there too.”

t began with a vision two men had for five distribution centers in one location.

To make it happen, David Jones and David Sandlin sold everything including becoming two families sharing one vehicle.

“At the end of the day, you have to be willing to jump and take the risk,” Jones said. “Entrepreneurs are unique and drive the economy.”

Gopher Industrial, Inc. was open for business in September 2004. A year later, it opened a storefront then Hurricane Rita struck the area.

“We were a web based business,” Jones said. “After Rita, we had no IT, no phone, no electricity. We temporarily relocated to San Antonio. We were sleeping on cots and worked as much as we could.”

The diversification of a storefront helped local growth for the business to take off.

“We have sold to all 50 states and 12 countries.” Jones said. “Wyoming was the last state to hold out. We had a map where we would pin a location when we made a sale.”

With up to 30 employees, Jones said he looks at his employees as families.

“Over the years, we know the spouses and kids,” Jones said. “On my computer, I have a picture of one of our employees daughters to keep me focused as a whole and a reminder of who really matters. We have been on rooftops and deliveries at hospitals together. We are a tight team.”

Together, the company has survived three hurricanes; Rita, Ike and Harvey, a recession, an oil crash and navigated through it all as a stronger and better company.

“With each storm we gained experience and learned what we could do better in preparation of the next one,” Jones said.

Gopher Industrial, Inc. is the vision of Jones and Sandlin for model of five distributers in one.

“We specialize in pipes, valves and fittings, welding, hoses, lubricants and integrated supplies,” Jones said. “Usually one would have to go to six – 10 stores to get everything. We are a supply chain solutions.”

When one walks into the brick and mortar location on State Hwy. 62 in Orange, it is but a small glimpse of what all the location provides for it’s customers.

“Let the Gopher get it,” Jones said.

students and younger children.

“We want to give kids what they need to be a success,” Jones said. “We have three college students who were just promoted in the last 30 days.”

Jones said he always hoped to one day touch a kids life the way a coach had touched his when he was a teenager.

“Indirectly, we have touched many more,” Jones said.

The company has expanded with a satellite location now in Sulphur, Louisiana.

Gopher Industrial would like to open locations in Houston one day.

“The best years are ahead of us,” Jones said. “And it happened right here in Orange. This is also my hobby. I am very passionate about it.”

The company, which started as a web based company, maintains a website.

“We offer things not in a box,” Jones said. “ We also offer technology, as well as safety and training.”

“In our training center, we educate our staff and educate our client base,” Jones added.

The latest innovation is the GOcrib.

A machine, which at first, appears to be a type of vending machine is much more than meets the eye.

Integrated to the warehouse, it is a tool room, and inventory tool.

A person can access it by a computer located in the tool room or elsewhere at a location. First, an item is selected, such as a can of industrial lubricant needed for a project. A ticket is printed, and states if it is badge restricted or non-restricted. Go to the GOcrib and the item is issued.

The technology is not limited to the machine but can also access lockers housing tools and equipment needed for a project.

With the link to Gopher Industrial, the inventory can be replenished as needed.

“In the lockers can be the tools for calibrations, cordless drills or laptops,” Jones said. “It provides a leverage technology which improves labor cost for our customer base which makes them more competitive.”

Another example of how the Gopher can get it.

On the industrial level, a hose is not always just a hose. It has to be fabricated to specifics and made to engineer specifications.

Gopher provides that as well.

Fittings must be attached to hoses in a manner to withstand certain specifications based on the intended use and project requirements.

Sometimes, a standard attachment of a fitting is acceptable, and other times it requires strict specifications.

“We take pride in selling the safest hose first,” Jones said. “We refer to it as crimpology. It is engineer designed specs.”

The equipment needed for such specs was a $100,000 investment for the company.

Another investment was the construction of it’s 400,000 cubic feet Distribution Center.

“We call it the DC,” Jones said. “We have hoses, welding supplies, safety, lubes, mill supplies, pipe valves fittings and other hard to find items.”

They even have brooms.

“We look for people we can move up,” Jones said. “Employees want to go to a place they can grow.”

Many of Gopher’s employees started out at the bottom or in other departments and were moved up through the company.

“With the right person, you can train and have the best team possible,” Jones said. “That is our objective as a company.”

Jones added, “When you look at Orange, we touch the world with the products made here. We touch the world with products and service.”

Safe vehicle operation is priority one

ollision avoidance, lane centering and lane departure warning systems are becoming a part of life when purchasing a new vehicle.

These features rely on radar and image processing technology. Collectively these systems are called Advanced Driver-Assistance Systems or ADAS. Automobiles are equipped with this emerging technology to keep us safe on the road. Routine maintenance such as a front-end alignment can adversely affect these systems and create a hazardous situation rather than a safe one.

oy Mazzagate III, of Orange and owner of RM3 Productions, felt compelled to make a film last year to provide healing for parents who have suffered loss due to miscarriages, still births, SIDS or other neonatal passings.

With his daughter, Emily starring and narrating it, Roy submitted the short film

to a contest.

“So far, it’s won seven awards,” Roy said during an interview.

The awards include Best Mini-FIlm, Best Redemptive Short and Best Micro-Short. It has been officially selected into 15 fests including a fest in Jamaica, Branson, MO and Franklin, TN as well.

“The Lord gave me the idea,” Roy said.

“We knew someone with a stillbirth and another with a miscarriage. It gave me the idea.”

He added it was also a way to honor the baby his family had lost.

Once the idea struck, it was several months before it was put to film.

“I thought on it for months,” Roy said.

“Then I picked the music.”

The musical background inspired the scenes of the film, including a solo dance routine by his daughter, Emily.

A former instructor of Emily’s, Dilyn Young, choreographed the routine.

“She has taken dance since she was two years old,” Roy said.

Originally, Roy considered asking a theater student to do the voice off in the film, but again went with his daughter.

“She wanted to honor her sibling,” Roy said. “She took direction very well.”

Reaction to the film has been positive, “Mothers are thankful and felt it brought comfort to them,” Roy said. “All over the country, we have heard the same thing and asking if it can be shared.”

As for entering it into the festival for competition, it too was for the opportunity for as many people as possible to see the message of a lost child comforting the mother left behind.

EDC keeps Orange growing

E

conomic Development Corporation (EDC) is more than site selectors, corporate contacts and financial assistance concerning incentives that may be available at the local, state and federal levels, it is also about the creation and retention of jobs.

With an annual budget based in sales tax revenue, it uses .5-percent sales tax, which is restricted for the purpose of economic development.

An example of working with a business to locate in the city of Orange is the Motion of Intent the City of Orange Economic Development Corporation Board of Directors passed in 2018.

The Motion of Intent is to expend funds not to exceed $200,000 for infrastructure improvements at the new Boardwalk Grille at the Riverfront Boardwalk near 5th Street and Division Avenue.

Owner, Jake LeMoine will open a 3,000 square foot restaurant with a

2,000 square foot outdoor patio area, and construction is scheduled to begin in April 2019 and the project should be completed within six to eight months.

At the time, there was a question on who would pay the taxes on the property as Boardwalk Grille is leasing the land from the city.

During the July 10, 2018 meeting, Trahan stated based on his research the Orange EDC will maintain ownership of the tax exempt land tract however the owner of the Boardwalk Grille would be responsible for paying taxes.

“It will be built behind the Stark building, across the street from it’s current location,” Economic Development Corporation Director Jay Trahan said. “It should have a groundbreaking in April, weather permitting.”

Chick-fil-A is expecting to break ground in late summer, early fall of this year.

“It is a $1.5 million investment,” Trahan said. “Three additional projects will go on the site with a total investment of $4.5 million.”

Trahan added with the demolition of the Quick Stop at that location would allow for four projects at the site.

“The completion of the construction of 15th Street comes first,” Trahan said.

Along with new businesses, creates the need for more housing.

Cypresswood Village has begun clearing land for the project, which will have 40 lots at $225,000 each and totaling $9 million.

“Work on the infrastructure for storm drainage has begun,” Trahan said.

Dow Dupont, a $100million investment, is currently working on due diligence for it’s project.

For Arlanxeo, it has had a total investment of $19 million and retained 289 jobs.

The project application was approved on May 28, 2018.

The EDC also supported International Paper for it’s $50 million capital investment and is currently under review for an application for the state’s Enterprise Zone.

The EDC does more than assist in retaining and creating jobs in the city, but also targets tourism as well.

Through funding from the Hotel Occupancy Tax, the city has scheduled events for almost every month of the year in 2019. Still upcoming events are Art in the Park and Jet Ski Racing in April followed

by DSRA Drag Boat Racing in May. A three-day Juneteenth Celebration is scheduled for the weekend of June 15 and a July 4 concert and fireworks on July 4.

Other events in the planning stages are Gumbo Cookoff and the Kiwanis Christmas Parade.

With an increase of jobs, creates the increase of sales tax revenue for the city.

Those employees then spend money on gas, food, restaurants, and more, thus increasing the sales tax revenue even more.

Add in people moving to the area and needing housing, thus adding to the rooftops increases property tax revenue.

“With the half-percent sales tax, the city can move forward with specifics to a project,” Trahan said. “Capital investment and employee retention are just part of the equation. Increased sales tax revenue is an indirect effect.”

Orange County attracting more interest

O

ne year ago, Orange County Economic Development (EDC) Director Jessica Hill spoke on $20 billion projects in the pipeline for Orange County.

This year, there are currently 20-plus projects in the pipeline, exceeding last year.

“There are more in the pipeline this year,” Hill said. “We are on the cusp of exciting events here in Orange County.”

In the last year, Orange County had $255 million in investments between Jefferson Energies Company at $150 million, DOW at $100 million and Market Basket at $5 million.

“Those three had abatements,” Hill said. “Remember there were more businesses without abatements such as

two new banks were built, Texas State Bank, and First Financial Bank, two new Burger Kings – one in Pinehurst and one in Orange, Baskin Robbins and Dunkin Donuts in Vidor.”

Not all aspects of a project can be abated, according to Hill.

“Many of the projects are not abated,” Hill said. “Rolling stock, inventory and personal assets cannot be abated.”

She added the announcement concerning Chick-fil-A was also made during the last year and the Olson Engineering Project was announced.

Olson Engineering is building a larger facility across the street from the Bridge City Elementary School.

“Olson Engineering outgrew its facilities,” Hill said. “That project is a $4 million professional services, engineering project, investing in the county.”

In 2017, the leading industries in Orange County were education, retail, manufacturing and accommodation and food services. The total number of buisnesses was 2,606.

In early March, Hill was in Woodland teaching a class at Lone Star College.

“I was asked by Community Development Institute which runs out of Lone Star College,” Hill said. “It was my fifth year to teach ‘Economic Development Alliances and Networks’.”

The Orange County Economic Development Corporation Board hired Hill.

The board consists of two members of Commissioners Court, traditionally the county judge and one commissioner, and a total of nine per capita members, and six advisory members as well as nine associate members.

There are two types of abatements on the county level, a Chapter 381 and Chapter 312. For a city, there is Chapter 380.

But abatements are not the only type of incentive the county can offer, there

are also tax rebates.

For example, Commissioners Court and Orange County EDC approved a Chapter 381 abatement agreement, in February 2018, with Jefferson Gulf Coast Energy Partners, LLC to invest $150,000,000 in the expansion of its trans-load facility in Orange County.

The parties have agreed to 10-year, 100-percent property tax abatement on the improvement value on the investment, along with a payment in lieu of taxes to Orange County.

Jefferson Energy and affiliates have invested over $350 million dollars in the facility since 2012.

Earlier this year, Jefferson Energy Companies presented a check to the court and said it would not have been possible without the abatements.

Tax Rebates are not considered abatements.

“With a rebate, they still pay their taxes by the deadline,” Hill explained.

“We evaluate on job creation and capital investment. If they meet the parameters of the agreement, then the payment is rebated back to them.”

All of which are used as incentives to bring more business to the area.

The Orange County Economic Development Corporation was formed in 2003 to better serve the economic development needs of Orange County. The County of Orange, the Orange County Port and Navigation District and the Cities of Bridge City, Orange, Pinehurst, Vidor and West Orange realized the strengths gained by pooling resources to attract quality jobs and investments to Orange County. The Corporation is staffed by a full-time economic development professional and provides services to assist new and existing businesses expand or relocate to Orange County, according to the OC EDC website.

Residents have been encouraged to shop locally by the Greater Orange Area Chamber of Commerce for area’s benefit of more sales tax revenue for local entities to provide services to the citizens.

“We are here to support and be advocates for businesses,” Chamber President Ida Schossaw said. “We are here to help business and work with helping them.”

The Chamber has served the area for 132 years and traces it’s history to the year 1887, when a citizens committee resulted in the formation of the city’s Board of Trade in 1899.

In 1902, The Progressive League of Orange was formed; it was composed of representatives from leading manufacturing institutions and businesses, as well as professionals and individuals who were concerned with the growth and development of the city. The League’s projects included road improvements and the development of a deep-water canal and an opera house. The Progressive League of Orange also implemented a campaign to attract investors to Orange.

Between 1918 and 1922, the Orange Chamber of Commerce was organized from a consolidation of it’s predecessors, and since that time the Chamber has successfully stimulated business opportunities throughout the region. In 1947, The Chamber formed an Industrial Committee to attract new business, particularly, chemical plants into the area.

Following up on Orange’s proud heritage of shipbuilding for the United States military, the Chamber saw the future of petrochemicals and brought much-needed jobs to the area just as it’s veterans were returning home from World War II. Today, the Greater Orange Area Chamber of Commerce is recognized as an important element in the town’s commercial heritage. In addition to the City of Orange, the Chamber represents and advocates for the communities of Pinehurst, West Orange, Mauriceville and Orangefield. A dedicated and highly talented Board of Directors – as well as committees on Operations, Government, Economic Development, Special Projects, Education and Membership – work hard to promote the community’s vision of small-town charm and world-class culture.

In August 2018, Orange County Economic Development Corporation and the

Greater Orange Area Chamber of Commerce joined forces to help local companies and industries with the 2018 Industrial Exchange.

According to Schossaw, it is more than seminars and networking.

“We have had businesses come in and say, ‘We have a bad image. What can we do?’ If they don’t know what is wrong, they can’t make it better,” Schossaw said. “We will arrange for a Secret Shopper. If we ask people to shop local, we have to deliver on service.”

While the chamber has partnered with the EDC and works with Lamar State College Orange to provide a trained workforce for incoming companies as well as supporting the city to continue improving the City of Orange Boat Ramp facilities, it also promotes education by honoring students of the month for West Orange Stark, Little Cypress Mauriceville, Community Christian, Orangefield and Deweyville.

The students are honored as well during an annual Honor Student Luncheon in May. The chamber is also part of an anti littering campaign for third graders.

The chamber is constantly searching for new and better ways to serve its members.

“We are often the first call when a busi-

ness is considering Orange,” Schossaw said. “We get the call for information and refer to the City of Orange EDC or Orange County EDC or both if needed.”

Schossaw added the two entities work closely together.

In the coming year, the chamber is planning quarterly events, such as the Industrial Exchange to help bring Industry and businesses together.

“We had a seminar on the Buy Board to help bring industry together with suppliers and contractors,” Schossaw said. “It was to help local businesses learn how to obtain industry contracts.”

The chamber is here to support and help businesses that are here as well as new ones locating in the Greater Orange area.

“We are trying to make this the best community possible,” Schossaw said.

Ruby Wimberley goes to Washington D.C. From staff reports

Mrs. Ruby Wimberley began her career in the banking industry in 1960 as one of four employees of Orange Savings and Loan.

She retired 39 years later as president and chief executive officer of Orange Savings Bank. She continued to serve the bank as a director until 2013 when the bank was merged with First Financial Bank.

“Granddaddy never talked about the bank because he was too busy with Piggly Wiggly, but he mentioned Ruby often,” said Chairman of the Board of the Southeast Region of FFIN Tommy Gunn.

Gunn, a local attorney, is the grandson of one of the original directors of the Orange Savings and Loan and he now serves as Chairman of the Board of First Financial Bank in Orange.

Wimberley took on many roles in the

beginning. She was hired as an administrative assistant to the CEO but she quickly became a loan officer and in 1984 was named CEO of the thrift. Under her direction the bank experienced tremendous growth.

Wimberley led the way during the Savings and Loan crisis in the 1980s and 1990s. Although Orange Savings and Loan did well during the crisis, many S&Ls did not.

At one time, Orange Savings and Loan only did home mortgages. With the failure of so many S&Ls, legislation was being considered prohibiting such organizations from doing mortgages.

Wimberley went to Washington D.C. to testify before the committee considering the legislation which eventually failed.

During the crisis, Orange Savings and Loan was the only entity in Orange and Jefferson offering home mortgage loans.

First Financial Bank has served the

Orange community from a variety of locations. At one point, they resided at Front and 7th Street. Although it was a good location they had to move. That location is where the Lutcher Theatre currently hosts live productions.

Current President and CEO Stephen Lee, had a rough start. His first day on the job with Orange Savings Bank a robbery occurred at their McLewis branch.

Nothing particularly noteworthy resulted from the robbery. But, it did give Lee a momentary pause regarding his new role.

Lee strayed from the beaten path when coming up with a way to promote the bank.

He proposed his idea, a flying pig, to trusted allies. Many were skeptical, but he launched the campaign.

The campaign was a huge success.

“People still send me pictures of flying pigs,” said Lee in a meeting in January 2019.

After graduating from Lamar University with a degree in finance, Lee obtained a job with an independent bank in Dallas as a credit analyst. But, after a few years in north Texas, Lee was ready for a change.

“I always knew I wanted to come back home to Orange,” Lee added. “After I got married, I finally got my chance

and was hired by Darby Byrd at First Heights Bank, which, at the time, was the largest bank in Orange.”

Byrd left First Heights Bank two weeks later, but in 2008, when he retired from Orange Savings Bank Lee was hired to replace him.

While many people know Lee through his role at First Financial Bank and his involvement in the community, many people may be unaware Lee was a highly successful football player at Lamar University.

“I weighed nearly 300 pounds when I played at Lamar,” Lee said. “I was a little bit on the healthier side. I was also the last All-American football player to come from Lamar University before the program was discontinued in 1989.”

First Financial Bank has recently moved to a new location at 16th Street and Park. But they have been an integral part of Orange since 1960.

The new location offers amenities for its customers, such as wider drive-thru lanes.

“The wider lanes in the Drive Thru are because our customers expressed a concern,” Lee said. “This was built for our customers and the community. We designed it to accommodate them not us.”

One can access the drive-thru area by 16th Street, Park Ave. or Cherry Street.

And to always remember where it began, there is a picture of its original location – the Holland Hotel, hanging on the wall in the conference room.

Energy equals funding for local schools

M

oving energy provides funding for education in Orange County.

Jefferson Energy Companies is strategically located on the Neches River at the Port of Beaumont in Orange County.

The company operates a terminal designed to transfer products and raw materials such as crude oil and ethanol.

They are uniquely positioned to accept and deliver raw materials and products by railroad, interstate highway and via waterways.

According to their website they specialize in three areas.

The terminal was built to be “the most efficient rail terminal in the region for receiving unit trains and heavy Canadian conventional and unconventional (bitumen) crudes.”

These raw materials provide the building blocks for raw materials produced at local refineries.

A virtual rail hub is available to Jefferson with access to rail transport with major railways including BNSF Railways, Kansas City Southern Railways, Union Pacific, Canadian National Railway and Canadian Pacific Railway.

Once the crude is refined Jefferson can also provide logistical services to consumer markets. They are a ‘critical piece of the logistics chain, loading unit trains of refined products and delivering them to Mexico for retail markets.’

Recently a partnership was formed with Green Plains Inc. to create a world-class intermodal export and import distribution hub for ethanol and other liquids.

Their distribution hub provides ‘unmatched logistical optionality, service and reliability.’

They have the capacity to load 116 railcars in under 24 hours and achieve rates of 10,000 barrels per hour when loading to a ship and 5,000 barrels per hour when loading to a barge.

The Gulf Coast refinery market produces 9.1 million barrels per day, the largest in North America. Jefferson is situated in the center of this market, poised for growth at their 250-acre site on the east bank of the Neches River Ship Channel at the Port of Beaumont, the fifth busiest port by cargo volume in the United States.

Hal LaPray, President of the Vidor Chamber of Commerce, is high on Jefferson Energy Companies and others in the Vidor market.

“Do you know the top five contributors to the Vidor School District?” asked LaPray.

LaPray and the Vidor Chamber of Commerce have been on a mission to build their organization. They have a strong core of dedicated members to build from.

Their success will provide the infrastructure to aid others in their quest to grow and impact Vidor and Orange County in a positive way.

“Jefferson Energy Companies and Optimus Steel are in the top five contributors to the Vidor School District,” said LaPray answering his own question.

LaPray understands the value of these companies.

Their success, growth and development will only augment the already substantial support they now provide for the education of children in the City of Vidor.

“It pays over $1 million per year to the school district,” Orange County Commissioner Pct. 4 Robert Viator Jr.

said. “One company which is a subcontractor does fabrication. Before Jefferson Energies, it was 7,000 square feet and is on the tax row $23,000 in value. Now it is 48,000 square feet and on the tax row $415,000 in value.

Ninety percent of the employees live in Orange County.”

Viator was mayor of Vidor until January 2019 when he took the commissioners seat.

Jefferson Energy Companies has a slogan on their website, “Energy In Motion”.

They provide an integral service to the energy industry, in doing so, they provide resources for local schools.
