The dean of the College of Education, Health and Aviation stepped down in December but will return to the faculty as a professor of counseling psychology this fall.

John Romans, was on paid leave until May 31 using a combination of accrued annual and administrative leave, according to Provost Gary Sandefur’s letter to Romans.

The interim dean is Stephan Wilson, the dean of the College of Human Sciences. A merger between the two colleges has been approved.

Romans could not be reached for an interview.

“He told me that he wanted to resign and step down,” Sandefur said. “I accepted his resignation.

Then normally what we do when a dean steps down is give them a semester of administrative leave so they can get ready to come back to the classroom.”

Romans will teach in the School of Community Health Sciences, Counseling and Counseling Psychology.

Romans started at Oklahoma State University as an assistant professor in 1990. He was appointed dean of

the College of Education in April 2016. He served as an associate dean in the college since 2013. He served as head of the School of Applied Health and Educational Psychology from 2006 to 2013, according to his resumé.

As dean, Romans’ annual salary was $204,000, or $17,000 per month, according to Oklahoma State University records.

On June 1, his salary will be reduced to $16,000 per month. His 9-month faculty appointment begins Sept.

1, according to Sandefur’s letter confirming Romans’ new salary and duties as a faculty member.

Oklahoma State University’s recent practice of sending all open records request to its attorneys for approval violated the Open Records Act, Drew Edmondson, former state attorney general said.

Edmondson said the statute requires that “compliance with open records requests be prompt and reasonable.”

“Any barrier to that requirement would be contrary to the statute,” Edmondson said in an email. “It would not be reasonable, for example, to require that all open records requests be channeled through

legal counsel.”

OSU’s director of media relations, Monica Roberts, said the staff members processing records requests are new to their jobs. They were following a predecessor’s training manual calling for OSU’s attorneys to approve all records released, she said.

The staff members now understand that OSU’s policy doesn’t require that all requests be sent to the attorneys, Roberts said.

“We do have a meeting planned with legal here in the next couple of weeks to sit down and make sure that everyone is on the same page and following the guidelines that our legal team requires,”

Roberts said on April 24.

The state’s Open Records Act’s stated purpose is “to ensure and facilitate the public’s right of access to and review of government records so they may efficiently and intelligently exercise their inherent political power.”

The statute requires each state or local government agency to “provide prompt, reasonable access to its records,” limit delays “solely to the time required for preparing the requested documents and the avoidance of excessive disruptions of the public body’s essential functions” and not “unreasonably” delay “until after completion of a prior records request that will

take substantially longer than the current request.”

This semester, OSU has been slow to release records as the requests were sent to the attorneys.

On April 9, a journalism student had requested John Romans’ letter of resignation as dean of the College of Education, Health and Aviation.

On April 16, the OSU official authorized to release records said a procedures book “says all open records requests must go through the OSU legal department for approval.”

The student never received Romans’ letter of resignation.

Instead, on April 18, Provost Gary Sandefur provided the student with a copy of his letter to Romans confirming the former dean’s new salary and duties as a faculty member.

On April 9, journalism student Jet Turner asked for plans, correspondence, memos and emails regarding the merger between the College of Education, Health and Aviation and the College of Human Sciences. He received the records on June 13.

McClurg apologized for the

“They are short-handed in the legal office, so they are taking a little bit longer to approve,” she said in an email April 16.

Under OSU’s Open Records Policy, “Some requests may be referred to the Office of Legal Counsel.”

A guide provided by OSU’s public information officer notes that regulations “prohibit medical, students and personnel records being released.”

On June 6, Oklahoma State marketing junior, Addison Price, was crowned Miss Oklahoma. In Jan. she will be competing against 50 other women who have won their state’s title in the Miss America competition. She sat down with the O’Colly to talk about her win and the impact she hopes to leave on others.

Q: What was it like

when they called your name saying you won the pageant?

A: It was definitely a moment I had dreamed about for a really long time and throughout my whole preparation I always would imagine and kinda visualize what that moment would be like. But it is definitely a moment that you can’t prepare for.

So when I actually heard my name called and they announced me as the new Miss Oklahoma, it almost didn’t feel real and it feels like you go into an out of body experience where you don’t know how you’re reacting, what your emotions are being portrayed as. I remember, it’s kinda funny now, but I remember thinking in my head ‘Oh my gosh, I don’t even know if I’m crying or not right now.’ Looking back at it now, I thought all my pictures when they come back, they’d be completely smiling and just have these WEDNESDAY, JUNE 19, 2019

beautiful crowning moment pictures. Of course, I get them back and I completely did the ugly cry and it was a full on ugly cry where you can see just this shock of this dream of mine really did come true.

I knew I had it in me and was capable of doing it but you can never plan for that moment of it becoming you reality.

That is something that is a key aspect to the success that the Miss Oklahoma has because they aren’t trying to fit the mold that they think Miss America wants but they are trying to develop the representative of Oklahoma as the person she needs to be in order to feel the most successful at being Miss America.

Q: Why was this win so meaningful for you?

A: So it really comes down to the village that it takes to get you there. You will always hear any girl who competes in pageants say that it takes a village to get you where you are but it is the truest thing. My whole family was there…

I had my Miss Tulsa directors, so the whole year they would push me outside of my comfort zone and they would push me because they saw that in me before I saw it in myself that I was capable of being Miss Oklahoma.

There is so many people like that who just continue to pour into you and it is a volunteer based organization so all of those people are not getting paid to spend this time with me and to invest in me like how they do…The fact that no matter what the outcome is, I could have not won the pageant but they still would of been so happy and gracious to do all of that over again.

That is the most humbling part of it all and I think

that’s where all the ugly cry stems from cause you know you didn’t get there on your own and it really is a matter of all the people who stand behind you and support you.

Q: Miss Oklahoma has a reputation for winning Miss America, do you feel the pressure to uphold that legacy?

A: I would say that every Miss Oklahoma, they definitely leave a very big pair of shoes to fill but just working with the Miss Oklahoma board the short amount of time that I have, they never place that pressure on you and they really know that every girl wears a different pair of shoes.

They aren’t trying to make me fitting into the same pair of shoes that Ashely,

A: I hope to be a Miss America who is a unifier. Someone who when I walk into a room as Miss Oklahoma, because you don’t really carry the name Addison Price for that year, I more so carry the name Miss Oklahoma for a year and that could translate into carrying the name Miss America for a year.

When I walk into a room, I want people to know that I am that symbol of hope almost and that unifier of people that no matter what type of situation you are in, if you feel like you aren’t good enough or you come from a very rough background, you know that there is someway you can relate to me or there is someway you can talk to be and I can be that shoulder to lean on and that person you automatically feel like you can trust. That is the biggest key aspect to being in the public eye so much and just having

that instant feeling of trust in someone so that is the person I want to be so that I can connect with as many Oklahomans as I can.

Q: What do you want to

do with the Miss Oklahoma title to help the state?

A: So my social impact is ‘empowering individuals with disabilities through self advocacy.’ So I have a disability of dyslexia and I think of it as an invisible disability because you look at me and you wouldn’t know I have dyslexia but it is something that growing up I always had to struggle with accepting that about myself and I always want to shove it to the backburner and not be something that I talk about. I wouldn’t tell some of my very best friends about the fact that I had dyslexia because I thought it was a hindrance to me but now I know that it doesn’t make me different, it doesn’t make me weird and it doesn’t make me an outcast with my friends, it just taught me a different way to navigate my education and the way that I had to learn.

It is just a little more challenging for me.

UP NEXT: This summer, the O’Colly will be taking a positionby-position breakdown look at what the OSU football team will look like for the 2019 season. This is the first installment of our series “Scouting Ahead.”

With Matt Ammendola returning for field goal kicking duties, and Jake McClure continuing as kick off specialist, Oklahoma State’s special teams shouldn’t skip a beat this Ammendola was a reliable kicker for OSU, making 16 of 22 field goals during the 2018 season. He was solid inside 40 yards but struggled with his accuracy outside of 40 yards, only making 3 of 7 field goals. Look for Ammendola to be rock solid again in his senior season this fall.

There are a couple of questions that surround the OSU special teams, like who will emerge as the starting punter and who will take over the kickoff and punt return duties.

Look for a freshman from Australia to become the starting punter. At 28 years old and married, Tom Hutton is not your normal freshman WEDNESDAY, JUNE 19, 2019

punter. Hutton played Australian football for a couple years and is relatively unknown, but impressed at the spring game in April.

There are plenty of candidates for punt returner, but the front runners have to be Dillon Stoner or Tylan Wallace. Stoner has been reliable as a punt returner, he does not try to do too much on a return if he does not have room to. The only problem with Stoner is his judgment for catching a punt off the bounce, which is a risky play in general.

Tylan Wallace also can make his case, but if you put him back there to return punts you run the risk of your best player getting injured. Neither Stoner nor Wallace had a big punt return last year, but they can both catch the punt and get the offense back on the field.

There should be no question for kickoff returner because last year, Chuba Hubbard nailed that down. Hubbard was consistent in his kick return, but the kickoff coverage has to improve. If kickoff coverage can improve then Hubbard has the ability to make some noise and impact the game with big returns.

Someone else to look for to return kickoffs is Landon Wolf. Wolf has the speed to impact the game the same way

Hubbard can. Wolf is quick in the secondary and can out run a secondary with his quick acceleration in the open field. He can also make some noise in the return game if he gets the blocks he needs, similar to Hubbard.

In the last couple years, the return game has lacked that player who can do some damage, but this upcoming year, with the speed OSU has, they could finally make that special teams play that ultimately can decide a Devin Lawrence Wilber/O’COLLY big game.

Wolf and Wallace’s speed can make a difference in a crucial game in the return game week after week.

OSU’s special teams is going to have the experience this year to help the team win week after week. With this veteran experience in the special teams category, the only question for them is who is going to be the punter this fall.

2019 U.S. Open recap: Hovland finishes as low amateur, breaks record h allie hart sports reporter @ h allieha rt

It was another day at the beach for Viktor Hovland.

Hovland, who wore Oklahoma State polos to represent his men’s golf team, shot 4-under-par 280 in the U.S. Open at Pebble Beach.

When he finished Sunday, he surpassed Jack Nicklaus’ mark to set a 72-hole U.S. Open amateur record. Nicklaus shot 282 in 1960.

In celebration, OSU shared this video, which showcased a multitude of Hovy bobbleheads.

Hovland previously had success at Pebble Beach. In August, he won the 2018 U.S. Amateur there. After finishing as the low amateur in The Masters Tournament, Hovland achieved low-amateur status again at the U.S.

Open, the cherry on top of his standout amateur journey. Hovland starts his professional career Thursday in the Travelers Tournament.

Eckroat soaks in wisdom.

Hovland’s teammate Austin Eckroat didn’t make the cut, but he learned from the pros.

OSU alumnus Rickie Fowler offered some advice to Eckroat on the course.

Through two rounds, Eckroat shot 5-overpar 147. He was paired with Charles Howell III and Alex Noren, former Cowboys. Noren missed the cut, and Howell ended 4-over-par 288.

Fowler gives up early momentum, still gains spotlight.

Mike Gundy isn’t the only famous Cowboy with a mullet.

Fowler garnered attention for his hairdo during the U.S. Open.

In May, Cara Banks of Golf Channel tweeted that Fowler and golfer Jason Dufner were growing their hair for “Mullet May” to bring attention to their foundations. Fowler’s “will now focus more on leukaemia” because of Fowler’s connection to Jarrod Lyle, a golfer who died of the disease, Banks said.

Clearly, Fowler liked the mullet enough to rock it after “Mullet May” ended.

Fowler had a score of 66 in the first round, but a 77 in a shaky second round spoiled his momentum. He finished 2-over-par 286.
