After state budget cuts to higher education, an Oklahoma State University degree has a higher price tag. In an attempt to balance a $600 million shortfall, the state reduced the amount of money allotted to higher education by $24 million for the 2016 fiscal year. The cuts resulted in OSU raising in-state undergraduate tuition for the first time since the 2013 fiscal year. Some students at OSU are already feeling the extra strain on their bursar accounts.
MONDAY, AUGUST 17, 2015
Michael Munkirs, a biology freshman, said he can still get by to attend OSU, but the increases aren’t easy on him and his family. “It’s just really overwhelming,” Munkirs said. “It kind of puts a lot more pressure on you. I had to work my entire senior year just to save enough money to come here, and it’s still just barely enough.” In-state undergraduate students enrolled in 15 credit hours a semester will notice an increase of $168 a semester, or 4.5 percent a year. Out-ofstate undergraduates face a $475 increase a semester, equaling 4.7 percent a year. In- and out-of-state graduate students also saw similar increases at 4.8 and 4.5 percent annually. Emily Gilley, a psychology freshman, said the tuition hike makes an already difficult situation worse. “I did get a few scholar-

ships out of high school, and OSU did offer me some scholarships, but that doesn’t cover all of the costs,” Gilley said. “My parents are in the situation that my mom’s
a teacher and my dad doesn’t have a committed job right now, so it’s a little difficult, and even though they have money saved up, it makes me feel a little worried about

how I’m going to pay for college.” Christie Hawkins, OSU Director of Institutional Research and Information Management, said the increase did not come as a
surprise to the university. “We start talking about tuition scenarios,” Hawkins said. “They’re discussed throughout the entire year. We certainly don’t want to wait until we

know what our appropriations are to try and come up with a plan. We always have multiple scenarios in place depending on what happens at the state legislature.” Fears of cuts to higher education became a hot topic early on in the 2015 legislative session because of the budget shortfall. During Higher Education Day at the Capitol last spring, OSU Student Government Association members lobbied representatives against cuts to funding. Once a budget is approved by the state, it’s up to universities to decide how to alter their own budgets based on any change in appropriation. The OSU/A&M Board of Regents approved an increase in tuition June 19. Hawkins said those decisions are made over several weeks at the end of the spring semester each year. “We get the final appropriation number in late May,” Hawkins said. “It’s important to have scenarios and plans in place because what we then have
to do is turn around and have our budget information and any tuition increases submitted to the state regents around June 10.” OSU’s budget plan called for an increase in tuition and restructuring of certain faculty departments, with no changes to athletic department contracts and salaries. OSU is unique in having enrollment growth to offset lower funding, allowing fewer tuition increases, Hawkins said. “OSU has had tremendous enrollment growth over the last five years,” Hawkins said. “We’ve grown by about 3,000 students. What that allows you to do is keep tuition rates steady but have more revenue because you have more students.” However, larger enrollment means more sections for courses and faculty positions, necessitating a balance between revenue and the costs of more oncampus students. Education and workforce development, including career tech and community college funding,
makes up 51 percent of the state budget. Hawkins said she’s pleased with the legislature considering the challenges of balancing the budget. “Nobody likes to take a cut, but they’ve been very good at protecting higher education as much as possible,” Hawkins said.“Higher education, common education and career tech make up a huge percentage of the overall budget, and for a state that has to have a balanced budget, when there’s a reduced amount of revenue it’s hard to balance that without looking at the biggest entities in the budget.” Even though the 2016 state legislative session is still months away, Hawkins said the university will soon begin examining options for next year’s budget in the event of another shortfall. “I think our executive administrative team is a creative bunch,” Hawkins said. “They can certainly come up with ways to help leverage the resources we have as best as we can.”

Washington hoping to make greater leap in 2015
N at h a n Ruiz S ports E ditor @ N at h a n S R u i z
James Washington had previously shown himself to be a valuable member of the Cowboys’ receiving core, but he grabbed everyone’s attention with one hand in January. With Oklahoma State already leading 7-0 in last season’s Cactus Bowl and driving toward another
score, the true freshman receiver leaped from the 1-yard line to the middle of the end zone, reaching out with just his right arm to snag a pass from fellow true freshman Mason Rudolph for a 28-yard touchdown. The one-handed catch has become Washington’s signature, a skill he’s continued to show off over the spring and summer. Standing at 6-foot on a good day, Washington has proven to be a great leaper, OSU football coach Mike Gundy said, adding that his vertical is near 40 inches. The key to his one-handed acumen, though, is the timing of that leap. “He also maximizes his ability to make a play at the highest point,” Gundy said. “Some guys are good leapers, but they can’t time their jump. Right now, he can get up really high and time
his jump. It’s makes up for him not being as tall; he’s a couple inches shorter than those guys, and he’s got a burst and he’s got really good endurance. Very seldom does he ever get tired.” Washington credits his leaping ability to working with strength and condition coach Rob Class and “God-given ability.” He finished his freshman year with 456 yards on 28 receptions. His six touchdown catches led the team, including that onehanded catch. When he makes catches like that one, it’s more out of necessity than desire. “Really, I would say it’s a reaction,” Washington said. “I don’t work on it. I try to catch everything two-handed. But some catches, it might be a little bit out of reach and you’ve just

gotta go up and get it.” Coming from 1A Stamford High School in Texas, he had to put up some impressive numbers to draw the attention of Division I schools. Of his 73 catches his senior season, 24 went for touchdowns. He also reached the state quarterfinals — in tennis. improved his lateral movement. It improved that same leap he put on display in the Cactus Bowl. It showed that he had exactly the kind of character the Cowboys want on their roster, the kind of person who was willing to contribute and improve any way he could. “He has a special ability, and his strongest characteristic is his ability to listen and learn, and he loves to play football,” Gundy said. “We had to take him off the field in the spring because he would go out there with the (third-stringers) if they
needed somebody. … He loves to play football, and there’s just really no substitute for guys that love to play the game.” Washington loves to play the game, and he wants to play it better. With a year of experience, he hopes to leap to greater heights in 2015, and help OSU do the same. “We just gotta come out and focus on what we need to do and what the game plan is that the coaches make,” he said. “… It’s a team, all 11 of us. We’ve gotta be clicking on all cylinders.”
Kurt steiss/O’COLLY Receiver James Washington made a one-handed touchdown catch in the Cowboys’ Cactus Bowl victory last season. After making 28 receptions as a freshman, he hopes to take another leap forward in 2015.
