Stillwater City Council discuses plan to reopen city Ale x Sloa n Staf f R epo rter @sloan _al ex

During the Monday night city council meeting, councilors discussed plans to reopen Stillwater and expressed disappointment with the timing of the decision.

Mayor William Joyce’s proclamation declaring a state of emergency is set to expire on Thursday at midnight. In a statement released April 24, Joyce said the current emergency declaration would be allowed to expire on May 1. According to the statement, a proclamation detailing requirements for businesses to reopen will be released this week.

During the council meeting, Joyce said cities around the state, including Stillwater, will be reopening in line with the governor’s plan. He said restrictions on economic activities are only worthwhile if they bring a public health benefit.

Since residents can travel elsewhere to conduct their business, there is no benefit to prohibiting them from conducting that business in Stillwater, he said.

Under the governor’s reopening plan, a number of businesses which were previously ordered closed will be allowed to reopen. These businesses include personal care businesses, gyms, places of worship, tattoo parlors, dining rooms and various entertainment venues.

The plan lays out guidelines for these businesses to follow during reopening but does not establish any specific enforcement mechanism for those guidelines.

The final authority to alter or extend emergency declarations rests with Mayor Joyce, but he asked his fellow councilors for their input during Monday night’s meeting.

Vice Mayor Pat Darlington said she was concerned about the speed at which the city is reopening and that she would have liked to wait at least another week.

“I’m still unhappy that we have gone ahead, and that we were put into this position,” Darlington said.

She said Stillwater Medical Center is a medical provider for the region, not just the city, and that it has only seven ICU rooms.

Other councilors agreed the timing of the reopening was not ideal.

Councilor John Wedlake, who is also a medical doctor, said reopening now was a bad decision from an infectious disease point of view.

However, he said the city had little choice but to go along with the rest of the state.

“I think we need to be extremely diligent and prepared to re-escalate restrictions at a moment’s notice as numbers continue to be made available to us,” Wedlake said.

tion period of COVID-19 combined with the methodology used by the state to calculate infection totals results in a lag in available data. He said by the time the case numbers start rising again, the city will already be behind.

The councilors gave suggestions for businesses and individuals to consider moving forward, and discussed potential challenges to returning to normalcy.

Councilor Amy Dzialowski said residents need to get comfortable with the idea of wearing masks in public.

“We’re going to have to get over it, it’s going to have to be cool,” Dzialowski said. “Because it’s the kindest thing that you can do for our

community and for your neighbors and for your family right now.”

Currently, masks are not required to be worn in public, although they are highly recommended.

“It’s a small restriction to our personal freedom to wear a mask,” Dzialowski said.

In a phone call the day after the meeting, Vice Mayor Darlington said she would like to see masks required in public places as a condition of reopening. She said wearing masks help slow the spread of the virus and sends a signal to other members of the community.

“It gives me a whole lot of confidence when I see someone with a mask, that they are well aware

of the virus still present in our community, still present in our world, and are taking precautions,” Darlington said.

She said she would prefer a proclamation that also included a limit on the size of gatherings, enforced social distancing and established clear triggers for re-escalation of restrictions.

While the governor’s plan makes many similar recommendations, establishing enforceable restrictions for reopening businesses is up to local governments.

Mayor Joyce said at the meeting on Monday that business owners permitted to reopen under the governor’s plan should anticipate having to follow all of the state’s rec-

ommendations. He said the city moved faster than the state when it came to closing down initially and would likely do so again if the need arose.

When the new proclamation is issued, it should be posted on the city website’s breaking news page. Previous proclamations relating to the COVID-19 emergency are also available there.

The next meeting of the Stillwater City Council will take place via zoom on May 5 at 5:30 p.m.

Residents can request to speak during the meeting by filling out an online form by no later than 3 p.m. on the day of the meeting.

With 19 of 22 starters returning to Stillwater, the Cowboys didn’t have a single-player drafted in the 2020 NFL draft. That marks the first time this happened since 2008.

Shortly after the draft ended, undrafted free agent and former Oklahoma State cornerbacks A.J. Green and Kemah Siverand have signed with the Cleveland Browns and Seattle Seahawks respectively.

Here’s the breakdown.

A.J. Green — Cleveland Browns It appeared a surefire bet that two-time All-Big 12 cornerback A.J. Green would be drafted, but all evidence points to a slow 40 time tanking his draft stock.

Green’s lack of speed is what likely kept him from being selected, but his size, length and ball skills are enticing traits.

When you pair all that with a 4.62 40 time, you get a guy who most experts viewed to be best suited in a zone-heavy scheme. Which makes Green’s fit with the Cleveland Browns both intriguing and peculiar.

The Browns signed Green hours after the draft concluded, and they paid a hefty amount to do so.

can make — but the biggest indicator was the $145,000 Green is guaranteed, which is one of the highest marks ever for someone in Green’s position.

Cleveland has its cornerback duo of the future with Denzel Ward and Greedy Williams. And former first-round pick Kevin Johnson appears a lock for the slot corner role, but things are in flux after that.

Terrance Mitchell is the best bet to take on that No. 4 corner spot, but he hasn’t proven to be anything more than a depth piece.

Along with a new head

coach, the Browns are bringing in defensive coordinator Joe Woods from San Francisco.

Woods has not only coached impressive defensive backs like Richard Sherman and Aqib Talib, but he’s also turned good into gold.

For example, he took a solid cornerback in Chris Harris from a good player into one of the top cornerbacks in the NFL. Cleveland’s new DC has extensively coached in 3-4 and 4-3 schemes.

He’s implemented both man and zone coverage.

He certainly possesses scheme versatility.

Woods’ presence is

great news for Green who gets the chance to develop under a defensive back savant. Aaron Wilson of the Houston Chronicle tweeted that the Browns badly wanted Brown.

Now they have him.

Kemah Siverand — Seattle Seahawks When Kemah Siverand joined Texas A&M as a 4-star wide receiver, he was a highly-touted recruit with a myriad of offers. From there, he went on to change positions and subsequently changed schools in 2018 finally ending up in Stillwater.

Siverand appeared in all 13 games for the

Cowboys in 2019, almost exclusively on special teams.

But NFL teams don’t sign guys because of their special teams’ prowess unless they’re kick returners, which Siverand was not.

And that’s what makes this signing so interesting. Siverand didn’t play much on defense and still, Seattle signed him just one hour after the draft came to close.

Seahawks have had good luck with drafting late-round Cowboys.

Siverand will join 2018 seventh-round pick Chris Carson and fifth-round pick Tre Flowers in

Seattle — both starters in 2019.

It’s tough to project how Siverand will materialize in Seattle, but it’s always a great sign when defensive back guru Pete Carroll has you own his radar.

The Seahawks’ head coach has done a masterful job of coaxing out high-level production out of undervalued prospects that fit his blueprint.

Carroll seeks out plus size and length DBs for his Cover 3 scheme where those rangy corners are tasked with wiping out their respective sides of the field.

That formula has seen late-round picks like Richard Sherman, Kam Chancelor and Bryon turn into studs in Seattle.

Now Siverand is added to the mix. With newly acquired breakout star Quinton Dunbar joining Pro Bowl corner Shaquill Griffin, the Seahawks are talented and deep at cornerback, but Siverand fits the mold.

The 6-foot-1, 200-pound Siverand certainly has the size to fit the scheme, but his lack of experience on defense makes it tough to speculate.

Siverand will have his work cut out for him to make this roster, but perhaps Carroll saw something nobody else did.

Confession: I have a huge sweet tooth.

I love all sorts of pastries, from cookies to cinnamon rolls to cakes and more. I’ve made all sorts of desserts since the Shelter in Place order went into effect, but now that my roommates have moved out, it’s hard to justify making a batch of brownies for just one person.

But I’ve found a solution: mug desserts.

Mug desserts are just single servings of the regular sweets I love to make that can be cooked in the microwave. They’re super simple, don’t take long to make and are really tasty.

So here are some of my favorite recipes for you to enjoy.

Brownie Ingredients: 4 tbsp flour, 2 tbsp cocoa powder, 2 tbsp sugar, salt, 2 tbsp melted butter, 2 tbsp milk and ¼ tsp vanilla extract How to make it: Mix the dry ingredients together in a mug.

Add the wet ingredients in one by one until it’s mixed well. Stick it in the microwave for one minute and enjoy.

Banana bread Ingredients: half of a banana, ¼ tsp vanilla extract, 1 tsp vegetable oil, 2 tbsp flour, ¼ tsp baking powder, 1 tsp sugar and salt How to make it: Mash the banana in your mug, then mix in the rest of the wet ingredients. Add in the dry ingredients one at a time until it’s thoroughly mixed. Microwave for 90 seconds, and let it cool before you eat it.

cook in the microwave would turn out, but this is actually delicious. I love adding chocolate chips, but it tastes good either way.

Peanut butter cookie Ingredients: 1 tbsp peanut butter, 1 tbsp butter, 1 tbsp brown sugar, 1 tbsp white sugar, 3 tbsp flour, 1 egg and salt How to make it: Melt the butter and peanut butter together in your mug. Mix them together, then add the sugars and flour in one add a time, mixing well between each ingredient. Add in the egg, and then mix in a pinch of salt. Microwave for two minutes, and then let it cool.

Peanut butter cookies are my absolute favorite type of cookie, and finding a recipe to make it in the microwave has changed my life. I love it. Because this cookie is baked in a mug, it makes it more of a challenge to dip your cookie in milk, but I’ve found a solution.

This might sound weird, but hear me out. Just pour the milk into the mug with the cookie and eat it kind of like cereal. I promise it works.

Chocolate cake Ingredients: 3 tbsp flour, 3 tbsp sugar, 2 tbsp cocoa powder, ¼ tsp baking powder, salt, 3 tbsp milk and 3 tbsp vegetable oil

How to make it: Mix all of the dry ingredients together in your mug, and then mix the wet ingredients in one at a time. Put it in the microwave 90 seconds, then enjoy.

Chocolate cake is a classic dessert, it doesn’t get much simpler than this. If you want to level it up, add a spoonful of hazelnut spread to the batter before you throw it in the microwave and do your best to cover it with batter. Boom. Chocolate lava cake. You’re welcome.

Chocolate chip cookie Ingredients: 1 tbsp butter, 1 tbsp white sugar, 1 tbsp brown sugar, 1/8 tsp salt, ½ tsp vanilla extract,

1 egg yolk, 3 tbsp flour and 2 tbsp chocolate chips How to make it: Melt the butter in your mug. Add the sugars in and mix. Next, add the salt and vanilla extract.

Beat in the egg yolk, then add the flour. After your dough is fully formed, mix in the chocolate chips. Throw it in the microwave for 45 seconds and enjoy.
