NLC hosts British Columbia’s first intercollegiate rodeo

“We’re making history here,” said NLC President Todd Bondaroff Saturday afternoon.

Indeed this is the case as slack action continues this past weekend as British Columbia’s first intercollegiate rodeo begins day one.

Competitive rodeo action ran Saturday night from 6:30 to 10:30pm.

Sunday, Oct. 9 saw an 9am to 4pm rodeo where a full NLC Canadian Championship team competed against college rodeo teams from all over the country.

momentum’ for Fort Nelson pellet project

The Fort Nelson First Nation says it is “on the doorstep” of a new forest economy in the Northern Rockies region after securing what it calls a “major forestry tenures commitment” from the provincial government.

In a news release Wednesday, the First Nation said the provincial forests ministry has offered a number of forest licenses amounting to 1.26 million cubic metres of timber a year, “making it one of the largest forest tenures commitments ever made to a First Nation in history.”

The First Nation says the licenses, committed to in a July 2022 letter from government, are to enable to the construction and operations of a new pellet plant in partnership with Peak Renewables.

“This is the opportunity of a lifetime for our people,” Fort Nelson First Nation Chief Sharleen Gale said in a statement.

“We have worked hard to bring this tenures commitment home. With these licences, we are on the doorstep of creating a viable forest economy in our territory that will bring lasting benefits to our people and everyone in our territory for generations.”

The tenures in the Fort Nelson Timber Supply Area will be subject to the First Nation’s land management framework, “applied to

long-term (minimum 20 year) forest plans,” according to the release.

In a provided backgrounder, the First Nation says the global demand for wood pellets is expected to double in the next eight years, and which grew “at an annualized rate of about 1.66 million metric tonnes per year from 2010 through 2021.”

However, it adds that the current rail line between Fort Nelson and Fort St. John “is not operating at a standard” to service the project, with between $60 million to $75 million required in upgrades.

“With the delivery of fibre commitments from the Ministry of Forests, our pellet facility project has huge momentum,” Gale continued.

“Now, the very last piece of the puzzle is a commercially viable rail transportation option. In order for the forest opportunities to be realised, we need both the provincial and federal governments to unlock this opportunity by making a direct investment in the railway upgrade - doing so will be a recognition of our governments’ commitment to UNDRIP and true economic reconciliation.”

The First Nation estimates would create more than 1000 jobs, including 224 during railway upgrades, 400+ during pellet plant, terminal and transload facility construction, 32 for railway operations over 30 years, 73 in pellet plant operations over 30 years, and 350 in forestry operations such as harvesting and hauling.

The First Nation says “$12.6 billion in oil and gas royalties and tenure sales” have been taken out of the region and its traditional territory since 1974.

“The needed capital is a fraction of the wealth that has been taken from our land,” Gale continued. “Without a contribution from B.C. and Canada, this once in a generation opportunity will be lost. The survival of our community depends on it.”

Hey Everyone! I hope you all enjoyed your summer!Achievement Days were on July 8-11 2022, it was the first Achievement Days in a couple years, it was awesome and very exciting, it could have been a bit more organized though.

For one my steer is usually very well behaved and easy going, he didn’t like the show ring at all this year. He pulled away in the show ring, but that’s all he would do, he wouldn’t even try to pull away outside of the show ring. He got better over time; when I was selling him he didn’t even try to pull away. Everyone had very nice steers!

A Huge Thank You to everyone that made Achievement Days possible, I enjoyed it a lot and I hope that others did too. Also A very big Thank You to all the buyers and the bidders for all your help and support, it all is very much appreciated! Our shipping is coming up here pretty soon; I am very excited to get to pick my next 4-H animals!

But first we have to get our cows in and you know what that means, riding horses all day long driving cows in from out on the range. It’s one of the things that I really enjoy doing and plus it is a really good way of looking at the calves to see how they grown and how they are built. Investing in food research to support disease prevention

Minister of Agriculture and Agri-Food, the Honourable Marie-Claude Bibeau, announced an investment of up to $106,000 to the Prairie Oat Growers Association for new research trials to better understand the role oats play in disease prevention. Findings from this project will help create new market opportunities for Canadian oat producers.

With funding under the AgriScience Program, the St. Boniface Hospital Research Centre in Winnipeg, Manitoba is working with the association to conduct animal feeding trials with oats. The goal is to determine exactly how oat protein is digested and what effect it has on reducing cholesterol and blood glucose levels. The data, which is expected to be published and peer-reviewed by early 2023, is part of a verification process needed to make a health claim that oat protein can positively affect cholesterol and blood glucose.

Oats are already recognized as a healthy food because of their soluble fibre content. Consumer interest in the health benefits of the grain have helped Canadian oat producers transform their sector from a bulk exporter 30 years ago to one that today is largely selling value-added products and ingredients. A new health claim about oat protein could help the industry further diversify market opportunities, stimulate increased demand and economic benefits for Canadian oat growers, while contributing to healthier diets for consumers.

The Government of Canada is committed to supporting research that explores the full nutritional and health benefits of Canadian agricultural products, recognizing the positive impact it has on consumers and the Canadian economy.

Elm pruning ban lifted

European and native elm bark beetles that carry them – are named declared pests.

Impact in Alberta

Alberta has the largest DED-free stand of American elm in the world. In addition to bringing beauty to communities and adding to our quality of life by providing vital environmental protection, our elm trees are an important agricultural industry. The economic impact of keeping them disease-free is significant. The nursery industry estimates 50 to 60 million dollars in annual elm sales.

In Alberta, pruning elms can only be carried out between October 1 and March 31. Preventative pruning is the systematic removal of dead, damaged, or diseased branches from healthy elm trees, which is essential to eliminate breeding material for the elm bark beetles.

Dutch elm disease (DED) is a costly, deadly disease that affects all species of elm trees in Alberta. It is caused by a fungus that clogs the elm tree’s water conducting system, causing the tree to die. The fungus is primarily spread from one elm tree to another by 3 beetle species. The beetles are attracted to weak and dying trees, which serve as breeding sites. Once the beetles have pupated and turned into adults, they fly to healthy elms to feed, transporting the fungus on their bodies from one tree to the next. With no suitable replacements for shade trees on a massive scale, introduction of DED in Alberta could cause massive crop loss in the short term and eliminate the market completely. The Canadian Food Inspection Agency (CFIA) administers the Plant Protection Act which regulates the movement of DED from an infected province to a DED free province. Once a province is infected with DED, CFIA prohibits industry from selling or moving elms out of the province. The impact of this would be severe for local tree nurseries who combined have tens of millions of dollars in inventory.

A province-wide 2017 American elm inventory identified at least 600,000 elms growing in Alberta municipalities, rural properties, shelterbelts and provincial parks, valued at over $2 Billion dollars.

Removing and replacing DEDinfected trees elevates the costs associated with losing valuable trees; it can cost over $500 dollars to remove a tree (an estimated $300 million for tree removal alone in Alberta), with the additional cost of replacing the tree.

Vaccination is Cheaper than the Consequences

Most people know that vaccinating your dog against parvovirus (CPV) is essential, but do you know why? Parvoviral enteritis (“parvo”) can be a costly, and life-threatening

condition in your puppy. It is caused by a highly contagious virus which is acquired by ingestion of feces, which means that your dog may pick it up via licking, sni ng, or ingesting stool or anything that their poop has touched. Your puppy could pick it up at day care, dog parks, the pet store, and boarding facilities. Unvaccinated and young dogs (6 weeks to 6 months of age) are most susceptible to the disease.

The disease results in extensive damage to the gastrointestinal system, and bone marrow, leading to immunosuppression. This results in poor absorption of nutrients and uid and allows bacteria that normally lives in the gut to migrate into the bloodstream, resulting in life-threatening problems. If your pet is not treated immediately, they will become very ill and their chance for survival is reduced. Prognosis depends on numerous factors, but a survival rate of up to 90% has been reported if a patient is treated immediately with intensive care.

Clinical signs include frequent or severe, bloody, foul-smelling diarrhea, vomiting, dehydration, weight loss, reduced or no appetite, marked depression/lethargy, and fever.

If you think your puppy has parvo, please call the clinic immediately. REMEMBER that parvo is extremely contagious so DO NOT enter the clinic on your own or with your puppy to prevent spreading to other dogs. Call us at 250 782 5616 to book an appointment. When you arrive, the veterinary team will meet you outside at your vehicle and will collect a fecal sample. A SNAP test (looks at antibodies against the virus) is performed which takes about 10

minutes to run. If the result is positive, along with an appropriate clinical history, a diagnosis is made.

Depending on how sick your puppy is on presentation, hospitalization or home care may be selected. Treatment includes antibiotics, nutritional management, anti-nausea/vomiting medication, and IV uids. Prognosis depends on how quickly aggressive treatment is initiated. Patients that survive the rst 3-4 days typically recover.

Your puppy should be kept away from other susceptible animals for 2 weeks after clinical resolution of infection. CPV is very stable in the environment and is resistant to the e ects of many disinfectants. As such, a 1:30 bleach solution (1 part bleach to 29 parts water) should be used and can be applied to all surfaces. A contact time of 10 minutes is needed to kill the virus.

Vaccinating your pet is therefore critical to prevent disease. It is recommended to vaccinate as early as 6 weeks of age, and to get your puppy boostered every 3-4 weeks until 16 weeks of age to ensure appropriate immunity. If your dog is not vaccinated during this time, or misses a vaccination, please consult your veterinarian to ensure they are receiving appropriate immunity. It is best to keep your puppy away from unvaccinated dogs until at least 2 weeks after their last set of vaccines to ensure this virus does not get contracted.

B.C. food and beverage industry networking event returns

of the British Columbia food and beverage industry will come together at the Every Chef Needs a Farmer, Every Farmers Needs a Chef event in the fall and winter.

“This event is a great opportunity for chefs to meet the people in our agricultural and food industry, and learn more about the amazing ingredients and products available in B.C.,” said Lana Popham, Minister of Agriculture and Food. “And for farmers, ranchers, shellfish growers and other producers, being able to showcase their best to the restaurant industry is helping bring more local flavours to tables around the province, and strengthening the provincial food system and food economy.”

The third Every Chef Needs a Farmer, Every Farmer Needs a Chef networking event is welcoming back farmers, chefs and food service professionals after a three-year hiatus. This season, the event is returning with two smaller regional half-day events: one in Victoria on Nov. 7, 2022; one in the Okanagan on Feb. 28, 2023.

“As chefs, it is our jobs to celebrate putting food on the tables of B.C. and highlighting the stories of the producers, farmers, fishers, makers, artisans and processors from across our great province,” said Ned Bell, Buy BC chef ambassador. “The two unique Every Chef Needs a Farmer events allows chefs, cooks and restaurateurs to come together to meet

with the people and families responsible for providing food for our tables and build those essential relationships for buying from within our province to create delicious dishes that support our fellow British Columbians to grow and succeed.”

Exhibitors from B.C.’s agricultural industry, farmers, ranchers and producers, will be invited to showcase their products and share information about the variety of what is produced in different regions of the province. The event will also include speaker sessions with chefs, farmers and local food champions.

The Every Chef Needs a Farmer, Every Farmer Needs a Chef event is part of the Ministry of Agriculture and Food’s Buy BC marketing program. Buy BC helps farmers,

ranchers and producers market their products as locally grown, raised, harvested or produced, making it easy for British Columbians to Buy BC.

Alberta’s government is committed to eliminating the digital divide and ensuring that all Albertans have access to reliable, high-speed internet. This is the first funding allocation by the governments of Alberta and Canada for projects that qualify for the Universal Broadband Fund (UBF).

Additional announcements will be made as the government continues to evaluate hundreds of projects to determine which ones can best help accomplish the government’s goal of universal connectivity.

This announcement is part of Alberta’s Broadband Strategy, a historic $390-million commitment over four years to improve access to high-speed internet in rural, remote and Indigenous communities. Alberta’s government thanks the federal government for their matching funding commitments. Together, the governments of Canada and Alberta have committed $780 million to eliminating the digital divide in Alberta.

“Improving access to high-speed internet is one of the most powerful things we can do to support rural, remote and Indigenous

communities across Alberta. A reliable internet connection unlocks access to the essential services we rely on every day, supporting everything from online learning to better home health care. Today’s announcement is just the first of many to come and represents another step towards our goal of ensuring universal connectivity for all families and businesses in Alberta,” says Nate Glubish, Minister of Service Alberta.

“We all know that internet is no longer a luxury in this day and age – it’s a necessity. We need to close the connectivity gap and ensure that every nook and cranny of Alberta has access to reliable high-speed Internet. This announcement to connect over 10,400 households, including more than 2,700 Indigenous households, is great news for Albertans,” adds Gudie Hutchings, federal Minister of Rural Economic Development.

“This announcement brings hope to thousands of Albertans who live in some of our province’s most underserved rural communities. Canola crop options – sell, replace or store

“Other than sales commitments already in place, a question is what to do with canola inventory,” says Neil Blue, provincial crops market analyst with Alberta Agriculture, Forestry and Rural Economic Development. “Should it be sold to take advantage of these still high prices? Should it be sold and replaced on paper to capture a potentially higher price? Should it be stored to await possibly higher prices, while taking precautions to ensure safe storage?”

An important first step in marketing is to know your product. Submit representative canola samples to a few buyers and possibly the Canadian Grain Commission under their Harvest Sample Program. Blue notes that some buyers may pay a premium on oil content above a threshold level.

One consideration is the need for cash flow to pay outstanding and upcoming expenses. An alternative to selling canola for cash flow needs is to use the federal Advance Payments Program to borrow against crop inventory. The interest-free limit has increased from $100,000 to $250,000 for the 2022 and 2023 program years.

“An alternative after pricing canola is to replace some of that volume with paper positions by buying deferred futures positions or by buying call options. With an improved canola supply this

year, the canola futures market has returned to a more typical carrying charge situation, where deferred futures prices are higher than nearby prices.”

For example, the May 2023 canola futures price is $16/tonne higher than the November 2022 canola futures price.

“With the futures market in that carrying charge situation, buying deferred month futures or call options has a disadvantage. As time passes, the carrying charge erodes. That makes it more challenging to benefit from a replacement strategy because the canola futures need to rise enough to offset the eroding carrying charge.”

Storing some canola may also be a good decision. Although most canola was harvested in dry condition, producers must pay attention to the condition of stored canola. Canola can even heat at low moisture levels, especially if binned warm.

“There are several marketing alternatives to consider for canola. Often, compromise is a good strategy, that is price some, store some, and possibly replace some on paper by using your own brokerage account or a similar strategy though a grain buyer. Remember that nobody knows for sure what the market will do,” says Blue.

improvements including canopy cooling, and shade and heat protection for harvested fruit, berry and vegetable crops, and flood-proofing fuel tanks and farm-input storage facilities.

The second intake of the program will be open to farm and ranch businesses throughout B.C. Oct. 4-25, 2022. Funding will be allocated on a first come, first-served basis for all eligible agriculture businesses.

Eligible applicants can access as much as $35,000 in cost-shared funding.

B.C. farmers and ranchers looking to improve their climate preparedness and resiliency to wildfires, flooding and extreme heat, can apply for the second intake of funding through the Extreme Weather Preparedness for Agriculture program.

The new program is helping reduce the effect of climate change and extreme weather events and build a more resilient and competitive agriculture and food sector that puts food on the tables of British Columbians and employs B.C. workers.

The $1.5-million Extreme Weather Preparedness for Agriculture program supports a variety of projects tackling wildfires, flooding and extreme heat. To date, 50 applications and more than $440,000 have been approved from the first intake this past summer, including:

FireSmart critical Infrastructure assessments; tree and berry infrastructure

Regenerative agriculture funding stream added

B.C. agriculture producers and processors will soon be able to apply for funding to help increase innovation and resiliency as they compete with the international market.

The Knowledge and Technology Transfer Program (KTTP) will begin accepting applications on Sept. 1, 2022, with three funding streams, including a new stream for regenerative agriculture practices.

Stream 1 - Subject Matter Expert for Knowledge Development

Cost-share eligible amount: as much as $1,500

Subject matter expert activities include conferences, events, annual general meetings and community meetings.

Stream 2 – Hands-on Learning for Skill and Knowledge Development

Cost-share eligible amount: as much as $7,500

Activities that support the development of skills include field days, research trials, farm tours, technology training, hands-on workshops, or focus on importance of adult learning with a genderbased analysis plus (GBA+) perspective.

Stream 3 - Regenerative Agriculture Activities

Cost-share eligible amount: as much as $7,500

Activities with regenerative agriculture practices include field days, research trials, farm tours, technology training, hands-on workshops or focus on importance of adult learning and focus on GBA+ perspectives.

The KTTP aims to increase the competitiveness, resiliency and innovation of British Columbia’s agriculture and food sector through facilitated knowledge and technology sharing. In the spring 2022 intake, 20 applications were approved with $91,500 in funding.

Projects under the KTTP are funded by the Canadian Agricultural Partnership. The partnership is a five-year $3-billion commitment by Canada’s federal, provincial and territorial governments to strengthen and grow Canada’s agrifood and agri-products sectors. This includes a $2-billion commitment that is cost-shared 60% federally and 40% provincially/territorially for programs designed and delivered by provinces and territories.

Optimism for fall calf prices

says Ann Boyda, livestock economist with Alberta Agriculture, Forestry and Rural Economic Development. “Calf and feeder prices showed strong performance this summer, with calf prices ending the second week of September at the highest pricing in recent history, but not reaching the record highs experienced in 2015.”

Typically, the fourth quarter sees feeder prices seasonally

decline with the increased supply of weaned calves. Boyda says it is safe to presume that this decline will be smaller this year. Other factors that come into play in pricing include the prospect of better grain crops this year, strong beef export demand, smaller U.S. and Canadian cattle herds and strong cattle futures.

“New-crop barley is being delivered to Alberta feedlots and replacing some of the U.S. corn. Decline in barley price through summer has recently stabilized but demand for new-crop may see a slow rise.”

As of July 1, 2022, Statistics Canada reports western Canadian cattle inventories being down 3.2% to 9.5 million head. Increases were reported in Alberta (up 1.4%); however, the increase in Alberta was expected to be greater given the drought in 2021. Breeding heifers declined across the Western provinces with Alberta reporting a decline of 9.4%. Boyda notes there are no signs of herd expansion in the U.S. either.

“Futures support a strong finish to 2022. We look to futures contract prices as an indicator of what the market thinks cattle will be worth at a specific future time. The Chicago Mercantile Exchange live and feeder cattle futures ended higher on September 2, 2022 for

upcoming contracts expiring in October and December.”

The supply side is supportive of strong prices and the beef markets on the demand side have shown resilience to changes in economic conditions. For the first half of 2022, Alberta live cattle and beef (Fresh, Frozen or Chilled, incl. Offal) exports increased by 40.2% and 5.7% in volume over the first half of 2021.

“Domestically, there has been some movement to purchase of less expensive cuts but beef prices are expected to hold steady. This reinforces an optimistic outlook for fall of 2022,” says Boyda.

An eligible producer is defined as any producer who has grown canola in Alberta or is entitled to a share of canola grown in Alberta under a crop share arrangement, and who has paid or submitted

a service charge (levy) to the commission on canola sold within the past August 1, 2020 on canola grown in regions 1, 4, 7, or 10 is an eligible producer and can let their name stand as a director in 2022.

Eligible producers can be individuals or represent a corporation, partnership, or organization. In order to be nominated, eligible producers must grow canola within the defined region but do not have to reside within it.

Smaller cow herd seems likely

“Based on Statistics Canada’s July 1 inventory numbers, the national beef cow herd declined by 1.7% in 2022 over 2021,” says Ann Boyda, market analyst with Alberta Agriculture, Forestry and Rural Economic Development. “This decline followed a 3.1% decrease in beef cow numbers in 2021 over 2020.”

In comparison, Alberta 2022 beef cow inventory increased by 1.4%. However, the Alberta 2022 replacement heifer inventory decreased by 9.4%. Boyda notes that producers interested in rebuilding their herds face a timing issue. They can slow down the rate of culling of cows but availability of replacement heifers may take longer.

“Cow-calf margins are expected to be positive through to the end of the year,” states Boyda, “but below their 5-year average. The cow herd numbers can give a sign of whether expansion is possible in the future.”

Boyda adds that the Statistics Canada data reflects producers’ intentions in early summer. But with the improved weather conditions and favorable crop harvest, the heifer retention numbers could increase this fall.

“A smaller cow herd may be in the immediate future,” Boyda says, “however with the prospect of strong prices it is possible to see the cattle cycle enter an expansion phase.”

Minister Bibeau concludes G20 Agriculture Ministers’ meeting

Importantly, Minister Bibeau highlighted Canada’s steadfast commitment to supporting Ukraine and the Ukrainian people, who have been impacted by Russia’s brutal and unjustifiable invasion since February. Likeminded countries at the G20 ministerial meeting joined the Government of Canada in condemning the Russian invasion and recognizing the need to address the challenges posed by it, including the impacts on supply chains, food prices, and food security around the world. Ministers from these countries committed to maintaining international leadership and in finding innovative solutions.

Earlier in the G20, Minister Bibeau participated in a forum on “Digital Agriculture Transformation in Accelerating Women and Youth Entrepreneurs.” This forum provided an opportunity to discuss challenges and best practices to ensuring equitable access to digital tools and resources for women and youth. Minister Bibeau highlighted Canada’s efforts to eliminate the digital divide in rural areas with increased investment in high-speed broadband, as well as the ongoing effort to empower youth and women to participate in the agriculture and food sector, including through Canada’s Youth Agriculture Council.

The Government of Canada will continue to work within multilateral organizations like the G20 as well as with likeminded countries to support a coordinated response to global food security concerns, allowing for Canadian producers and processors to bring more of their products to the global market.

Research, innovation, women and youth empowerment, along with a science and rulesbased trade are the keys in our objective to eradicate hunger in the world. Canada will continue to take concrete actions and engage in international dialogue through the G20 and other organizations, to help farmers feed the world sustainably.,” said Marie-Claude Bibeau, Minister of Agriculture and Agri-Food.
