The board approves tax levies, adopts a balanced budget, and operates budgets under the direction of appointed department heads. The board oversees public roads and works, the counseling department, the planning of unincorporated areas, and other services which are not clearly the responsibility of another elected official. The board appoints citizens to commissions and boards, and each member represents the county locally, regionally and statewide on various boards such as public health and economic development. The board meets every Monday and Tuesday at 9 a.m. in Commissioners’ Meeting Room, main floor of the courthouse located at 625 W. 4th Street in Newport. Meetings are open to the public. The Open Public Meetings Act does not require that citizens be allowed to participate and speak during regular meetings, however the
