“It does seem like an extraordinary amount of money to use a footpath on a part-time basis. The seating isn’t there all the time, at night-time the footpaths are freed up. My question would be, is the formula being applied in the same manner across all businesses in the Shire that use footpaths for seating or display purposes?” Mr Ryan said.
“It's one in all in for every trader that uses the space. A full audit should be done. I'm happy to pay a fee, but I don't think $82 a square metre is fair and reasonable at that sort of money.”
“Maybe there needs to be a conversation about the equity of that. Council has to raise revenue to run the Shire, but coming out of a pandemic and the economic losses that have come with it, I just wonder whether this is the most efficient way of doing that.”

Ms Gatt said she wasn’t opposed to paying for a permit, but the jump in price she’d experienced wasn’t fair, and had forced her to change the layout of the café.
“A Council representative said the reason for this is because people put a little bit of stuff on the Council strip, and it grew and grew, and they've had incidents where people fall over. But to put up the price…if you're not going to police it and fine people, and tell them to remove the extra stuff, it's not going to do anything,” she said.
Ros Gatt owns Zest Café on Inglis Street with her husband Paul, and said she was blown away by the increase in charges just to have furniture out the front of the café.

"Each year we pay a fee for an outdoor dining permit. The fee that I paid was $232, and that entitles you to three square metres of space on the footpath, which the Council owns. I copied my form from last year, the fees had been waived from last year too and maybe 2020. The fees were less than $500 previously, so I just ticked what I thought was applicable and paid the $232 out to Council,” Ms Gatt told the Moorabool News.“About a week later the cashier called me and told me that I owed Council another $2095.92. BOM made the announcement last week and recommended communities in the eastern states “should be prepared for above average rainfall”, with Head of Long-Range Forecasts Dr Andrew Watkins saying most of the eastern half of the mainland and Tasmania would be affected.
Once you’re satisfied you meet the eligibility criteria, or if you have any further questions, you can email Sam Rae’s office at sam.rae. mp@aph.gov.au for assistance, or to request an EOI form.
“It’s not too good, because we’re trying to get crops harvested. Last year was fairly trying, the moisture in the air and the rain makes things a bit tricky. We’re locked in, our crops have been in for three or four months now,” he told the Moorabool News.
wheat, and barley, it’ll start regrowing in the head. That’s not good, that’s feed. Once wheat regerminates it’s no good for milling, same for canola.
“If you’ve got cattle or sheep, it’s probably not too bad, I’m not sure how the spud blokes go, it probably wouldn’t worry them too much because it’s more irrigation for them. But for grain growers here in the eastern end of the Shire, it’s not so good.”
Dr Watkins said all these climate influences push Australia's climate towards a wetter phase, and together have shaped our outlook for the coming months that shows more than 80 per cent chance of above average rainfall for many parts of the eastern half of Australia.

“Volunteers are the backbone of our community. This grant is just one way to support our community volunteers to continue to do what they do so well,” Mr Rae said. The Volunteer Grants aim to help community organisations support Australia’s volunteers in their efforts, help community organisations support the inclusion of vulnerable people through volunteering, and encourage, support, and increase participation in volunteering.
“During La Niña events, waters in the eastern tropical Pacific Ocean are cooler than normal, and waters in the western tropical Pacific Ocean warmer than normal. This causes changes in wind, cloud, and pressure patterns over the Pacific. When this change in the atmosphere combines with changes in ocean temperature, it can influence global weather patterns and climate, including increasing rainfall over large parts of Australia,” Dr Watkins said.
While more rain might sound like a good thing for farmers, Balliang East farmer Chris Sharkey is concerned about the possibility of extra rain.

In addition to hot water bottle safety, it’s important to be diligent around all heating products to ensure your safety this winter. This includes cleaning chimneys, checking electric blankets and using wheat bags as directed.
Hot water bottles can burn The silent killer can lurk in caravans
The State Government is reminding Victorians to keep safety at the forefront of their minds when using heating products such as hot water bottles, fireplaces and wheat bags this winter.
Checking all hoses, cylinders and connections at appliances for gas leaks with soapy water – bubbles will reveal potential leak points.

“Cheap winter warmers like hot water bottles can be a great cost-effective way to stay warm during winter, but it’s important to ensure you’re using them safely.”
These measures aren’t difficult or time-consuming and can mean the difference between a staying warm safely or serious injury.
• When replacing a gas bottle, test the connection to the new bottle with soapy water.
As the colder months have settled in and with energy prices rising, it’s understandable some Victorians are using cheaper alternatives to stay warm – which is why it’s critical to always read safety labels and only use products as directed to prevent serious injury.
“I urges Victorians to consider how long they’ve owned their hot water bottle and when in doubt, throw it out,” he said.

To help avoid hot water bottle injuries, Victorians are urged not to use boiling water when filling up, replace the bottle as soon as it starts to look cracked or worn and never leave it on one body part for more than 20 minutes.

• Road travel can loosen gas connections so make sure to check these again on arrival.

The Victorian Seniors Festival is back for its 40th year next month, and a range of information sessions, workshops, and Devonshire tea sittings will be held in Moorabool to mark the occasion.

“Victoria’s seniors make an invaluable contribution to our community – and the seniors festival is a chance to say thank you for all they do,” Minister for Disability, Ageing, and Carers, Colin Brooks, said.
Yatin Jindal appeared in-person at the Bacchus Marsh Magistrates’ Court on Friday 16 September, pleading guilty to a speeding charge after he was caught driving at more than 70 kilometres an hour in a Main Street.

The Mint first launched the Donation Dollar in September 2020, with over three million going into circulation. Today, an estimated six million Donation Dollars are currently in circulation, with an additional five million to be released in the next 12 months.
On Monday 3 October and Friday 21 October from 1 – 2 pm, Aged Care & Aged Pensions information Sessions will be held with Centrelink at Lerderderg Library, as well as from 2 – 3 pm at the Ballan Mechanics’ Institute on Monday 10 October and Friday 28 October.
If every Australian donated a Donation Dollar every month, an extra $300 million would be raised for charity annually.
Mr Jindal’s three-month suspension became effective immediately after the court session, without a conviction but with a fine of $500.

“Should you be caught by police and found guilty by a court in respect of driving while suspended, even for the first offence, the maximum penalty is a one-month period of jail. So don’t do it,” Magistrate Radford warned.
“The legislation is very clear that I do not have any discretion to do anything other than suspend your licence for a period of three months. Parliament has said the courts do not have any discretion. I cannot bend the rules for you,” he said.

all to donate them in support of charities. The initiative is particularly important this year, with many charities across the country doing it tough.
A new batch of the famous green-centred, gold-rippled ‘Donation Dollars’ are going out again this month, and the key message is, ‘when you find one, give one’.
“On Friday the 15th of April 2022 at 12.10 am, police observed the accused driving east at a fast rate of speed on Main Street in Bacchus Marsh. Using the radar, police detected the speed at 74 kilometres an hour, an alleged speed of 72 kilometres an hour, in a 40 zone,” Police Prosecutor Leading Senior Constable Clare Kane said.
In the years ahead the Mint will circulate 25 million Donation Dollars – one for every Australian – calling on us
For older Victorians who want to travel outside Moorabool to attend Festival events, a Victorian Seniors Card entitles you to free travel on public transport services – including V/Line – from 2 to 9 October.
This year is the third year Donation Dollars have been released by the Royal Australian Mint, with the special $1 coins designed to inspire and encourage Australians to be generous not only in times of crisis, but all year round – even if it’s a dollar at a time.
Finally, the Bacchus Marsh Country Women’s Association will be hosting three Devonshire tea sittings at the Bacchus Marsh Public Hall on Wednesday 5 October, with Sitting 1 from 10 – 11 am, Sitting 2 from 11 am – 12 pm, and Sitting 3 from 1 – 2 pm. Bookings for the Devonshire tea sittings are essential, but free – contact Karin Wilson on 0417 344 968 to book.

“Australians are naturally generous, but sometimes in our busy lives, charities can be forgotten. The Donation Dollar is a tangible reminder of the importance of giving back. These coins make that ask: if you find one, donate it, and if that feels good, then take the next step in supporting Australia’s community builders,” Assistant Minister for Competition, Charities and Treasury, Dr Andrew Leigh, said.
Magistrate Radford said “..unfortunately I can’t do that”.
Seniors Festival back with a bang
If everyone gave them as they found them, every year $300 million would go to those who need it most.
New research shows that 63 per cent of Australians who have received a Donation Dollar coin proceeded to donate the coin, resulting in an estimated $1.9 million donated to charities, people, and businesses in need.

“I was wondering if I could just get a good behaviour bond or something, I’ve got my placements going…if I won’t be able to drive, I won’t be able to go there, I’ll lose everything, and I’ll have to go through everything again,” Mr Jindal said.
It’s a Donation Dollar.
The state-wide event has been boosted by an extra $400,000 in funding, and will also feature online and radio programs, First Nations performances, and entertainment from multicultural artists.
businesses gradually begin to recover from the“Thispandemic.isapositive step that clears the way for Victorians to safely return to the office now that winter is over, and the COVID-19 peak has passed. It will also provide a welcome boost for Melbourne’s CBD and regional cities as we head into spring,” Victorian Chamber of Commerce and Industry Chief Executive, Paul Guerra, said.
“With spring now here and case numbers and hospitalisations declining significantly, more people may want to get back into the office – and back out to the cafes, shops and bars in busy professional precincts across the state,” Ms Thomas said.
Minister for Health Mary-Anne Thomas announced the lifting of work from home recommendations on 1 September, allowing more Victorians to return to work, providing a boost to recovering businesses across the state. The move is in line with the current public health recommendations, which recommended that during the peak periods of COVID transmission in July and August, people worked from home when practical to doWithso.
The new .au domain launched for Australian websites in March, and small businesses have been urged to register their .au name, or risk impersonators snapping it up.

To reflect the evolving nature of the pandemic, the Department of Health will no longer publish a daily media update from the Chief Health Officer – moving to a weekly update from 7 September. Daily COVID data will continue to be published on Twitter and on the Department of Health website.
Genesis FX Manager Patrick Bonello said the new domain name offered a range of benefits.
For example, Google, which currently holds the website google.com.au, has google. au reserved, but if it hasn’t purchased the domain by 20 September, anyone can take it.
“Lifting the work from home recommendation is in line with current public health advice – we encourage employers and employees to have a conversation about what’s right for their individual needs.”
The ’Priority Allocation Period’ ends on September 20, at which point any untaken .au domains will be first come, first serve.
fourth dose vaccinations now available, more antiviral options, and active case numbers dropping from a peak of 71,428 – to 15,024 at the time of the announcement, down to 11,815 at the time of writing – the call was made that lifting the work from home recommendations would be timely.

“If you want it, small business owners, I urge you to take a few minutes and few dollars to register it or potentially face someone else grabbing it and using it to digitally ambush your business, to demand big dollars later to surrender it to you, or misuse it to masquerade as you or to help them engage in cyber-crime.
With winter behind us and COVID cases numbers continuing to drop, the State Government has encouraged Victorians to return to their physical workplaces safely.
“This will give Victorians confidence to embrace both business and social opportunities again. We strongly encourage businesses to have the conversation with their staff and make appropriate arrangements.”
“I’m not surprised so few people know about this as the public awareness campaign has been less than impactful, but I want to make sure small businesses avoid a horrible surprise when they find someone else is using or misusing the shortened version of their key digital asset being their domain name.”MrBillson wrote to auDA asking the deadline to be extended, but said his request was rejected.

The news was welcomed by the Victorian Chamber of Commerce and Industry, as
“A domain name ending in .au signifies that the person or organisation using it has a connection to Australia. In .au we have several different namespaces serving different sectors and purposes and with different rules for who can register them and what name they can have.”
“We are not unhappy about the introduction of the .au domain but these crucial internet addresses should be available to the right people first and they should properly be notified about the change and given reasonable time to act.
Employers and staff can still consider remote working arrangements that are most appropriate for their workplace and employees, based on individual requirements.

“The .au domain name will allow for a wider choice of available website names, and allow users to register shorter and more memorable names that are easier to display on mobile devices,” he said.
Australian Small Business and Family Enterprise Ombudsman, Bruce Billson, implored small businesses to act quickly before or as 20 September comes around, to protect their brand and identity on the internet.
“The deadline needs to be significantly extended,” he argued.
there are lower case numbers, it is always important that any employee who has COVID symptoms does a test and stays home.
“Just because these animals are little doesn’t mean they deserve any less love or care,” Inspector Dent said.
Road trips are a great way to support regional economies and have a cost-effective holiday, and RACV General Manager of Mobility, Elizabeth Kim, has a few tips to make it even cheaper.
Inspector Dent said creating a spot that’s safe and warm for your small pet with fresh dry straw will allow them to burrow for warmth and will also ensure they have access to enough food.
The school holidays are upon us once again, and the RACV has provided a series of tips on how to get to your destination safely and keep your home protected, if you choose to hit the road.
“The app also gives you great offers and discounts at attractions across Australia.
“Before a road trip is a good time to review your car insurance. Pay particular attention to the coverage you have for a hire car, windscreen damage, and towing of your vehicle,” Ms Kim said.
The RACV also recommends packing a Survival Car Kit, containing wet wipes, nappies (if needed), toilet paper, jumpers or coats, bathers and towels, a torch, cash, socks, a first aid kit, extra water, jumper leads, a phone charger, and a backup paper map.

“Bringing your pets indoors also means they have plenty of room to exercise safely. Giving them space to run, jump, stand upright and express normal behaviours will not only keep them in shape, it will also keep their minds busy.”
Once you’re sure your car is ready to go,
Arevo is free to download and provides you with the information you will need to plan that successful road trip.
Inspector Dent said there is more to rabbits and guinea pigs than people might think and encouraged those on the lookout for a pet to consider a pocket-sized pal.

RSPCA Victoria Inspectorate Team Leader Belinda Dent said many rabbits and guinea pigs come through the Inspectorate because people do not invest the time or energy that is needed to provide appropriate care, particularly during cold weather. Inspectors have brought in over 50 small animals since the start of June.
It’s also important to make sure your car is up to date with service requirements, and you have both adequate car insurance and emergency roadside assistance.
“The last thing you want on a family road trip is for something to go wrong with the car and having no solution in sight.”

RACV Head of Home Insurance, Kirsty Hayes, says a few simple things can be done to give you peace of mind when travelling.
“If you have a trusted neighbour make them aware that you will be away and ask them if they can keep any mail or deliveries safe until you return,” she said.

“For real-time trip time estimates, fuel pricing along the way, and parking rates when you arrive, download the arevo app,” Ms Kim said.
you should also ensure your home is safe –the last thing you want after coming home from a trip is to find your most treasured belongings are missing.
It’s also a good idea to break up longer trips with stops along the way for eating, toilet breaks, stretching your legs, and taking in the local sights on the way to your destination.
“Rabbits, guinea pigs, mice, rats and ferrets are all social creatures, so making sure they have a companion will help them thrive.”

“They may be small, but rabbits and guinea pigs are colourful characters with big personalities. They have just as much love to give as cats and dogs if their owners focus on building a strong bond and caring for them properly by giving them all they need,” she said.
RSPCA is calling on owners of small animals such as rabbits and guinea pigs, to ensure their pets are safe and warm during the cool weather after it received more than 30 cruelty reports related to small animals this winter, and expects cool weather to continue into spring.

“Small animals are particularly susceptible to extreme temperatures and sudden changes in temperature, so a mild day followed by a cold evening – which is often the case in spring - can be particularly problematic for our little friends. We suggest that you bring them indoors where the temperature is more stable to protect them from sudden temperature drops,” she said.

“We're grateful for the government's support to provide top-class facilities for an important stakeholder group when their horse races at our metropolitan venue, as well as the ongoing support for the Vicbred program, which encourages breeders to support the Victorian breeding sector and take a stake in our exciting and growing industry,” Mr Monteith said.
Protecting nature reserves like this one at Pentland Hills is so important for biodiversity and our shared future on this planet. So many native species thrive on The Island, and it would be devastating for local groups to lose their connection to this property.
Letters to the Editor
The Government has also invested $960,000 through the Fund towards a new Owners Room at Tabcorp Park in Melton, with construction already underway. HRV is contributing over $320,000.

I want to commend the students and school community at Coimadai Primary School for voicing so clearly, what the community has been fighting for regarding putting the high voltage power lines underground (M/News 6 Sept).
HRV Chair Dale Monteith thanked the State Government for its contribution towards expanding the industry.
I am calling on the Victorian Labor Government to consider purchasing James Whyte Island Reserve (M/News 13 Sept) in Ingliston to protect its nature reserves and the native species that rely on them. After speaking with local community groups, it is clear how much they care about this area, and also, how hard they will fight to ensure our it is protected.
The State Government has provided a boost of over $1 million to the Victorian racing industry, with the funds to encourage breeding racing and ownership of Victorian horses.
Harness Racing Victoria (HRV) has matched the Government’s $1.42 million investment under the Victorian Racing Industry Fund, which will boost HRV’s Vicbred Platinum Scheme, and provide additional prizemoney and bonuses for Victorian bred horses registered with HRV.

I hope to see the Labor Government acting swiftly on this issue and ensuring that The Island can be enjoyed by future generations.
A premium new room for owners under the grandstand will be developed with the funding, with a capacity for 70 people seated of 120 standing, a private bar, and brilliant trackside viewing through a tinted, frameless glass wall.
Member for Melton, Steve McGhie, said the funds would see Tabcorp Park retain its place as the best harness racing venue in Victoria.

This property was donated to CVA in 2006 for the purpose of rehabilitation and conservation of native species. Since then, it has been cared for by CVA and local Landcare groups, Friends of Werribee Gorge and Long Forest Road, and Grow West. There have been over one million trees planted on the property and, to those driving past the property, it is almost indistinguishable from the bordering Werribee Gorge State Park.
“This investment is ensuring Tabcorp Park remains the top venue for harness racing in the state, with outstanding facilities for owners, trainers, horses and the patrons who attend meetings during the year,” he said.
I support the voices of the local community groups in calling for the Victorian Labor Government to consider purchasing the property and using this land to extend the Werribee Gorge State Park.

In the second half, as has been typical of the two sides through their previous meetings, neither side was able to break out offensively. Ballan re-doubled their defensive efforts in the paint, whilst Misfits, confident that their superior size could control the key, focused on pressuring Ballan's ball carriers.
When Ballan's only genuine big man, Sam McMahon, had to sit after picking up his third foul midway through the half, Ballan looked awfully small. But the Brumbies countered that by stepping up their defensive intensity at the point of attack, Wall and Ryan Borri forcing a series of turnovers out ofMcCauslandMisfits.
