In a week full of funding announcements in Moorabool, the headline event was a visit from the Premier of Victoria, to announce almost $2 million for an indoor sports stadium.

The Bacchus Marsh Indoor Sports Stadium is Stage One of the Moorabool Aquatic Recreation Centre (MARC) to be located at Taverner Street, with a $1.92 million injection from the State Government announced on Wednesday 13 April, complementing Council’s close to $15 million commitment.

Premier Andrews said the State Government was proud to provide not just a contribution to a project, but an investment in local youth sports.

“Moorabool Shire are great partners and we would not be able to get this new stadium without that partnership.

“This is almost $2 million from our government, more than that from the Council…but it’s not a ‘cost’, it’s a profound investment in making sure that local families have got the very best facilities,” he said.

Mr McGhie said the new facilities will be fantastic, not only for basketball but for netball and every other highball competition that’s played within the Bacchus Marsh district.

“We look forward to the build of this facility, it’s welldeserved and it’s a great commitment by Moorabool Council and the State Government,” he added.

Cr Sullivan said the development would build a “premier sports precinct that will benefit the whole Shire and beyond”.

“The stadium being built here today will provide four new indoor courts, as part of a major new sports and recreation precinct, and will enable existing sports to expand, ensuring a greater number of residents can participate in various levels of competition,” he said.

Premier Daniel Andrews was joined by local MPs Steve McGhie (Melton) and Michaela Settle (Buninyong) to turn the first sod, alongside Mayor Cr Tom Sullivan, Deputy Mayor Cr Tonia Dudzik, and Cr Moira Berry.

Representatives from future users of the stadium, the Bacchus Marsh Basketball Association (BMBA) and Bacchus Marsh Netball Association (BMNA), also joined in the celebrations.

Work on the site has already begun, with a completion scheduled for mid-2023.

Stage Two of MARC will add a Regional Bowls Facility to the stadium, while the third and final stage will add an Indoor Aquatic Centre. Funding is still to be sourced for both projects.

Hall to become community hub

By Lachlan Ellis A community hall and public toilets will be replaced with a new multi-purpose community hub, thanks to an investment of over $300,000 from the State Government.

State MP for Buninyong Michaela Settle joined Moorabool Shire Mayor Cr Tom Sullivan and community members at Gerald Mullane Reserve, Navigators, to announce $326,000 in funding for the ‘Navigators Community Multi-Purpose Hub’.

The hub will include a multi-purpose community space, new kitchen, storage, and accessible amenities, with residents and visitors alike able to use the new facility.

Additional funding from Moorabool Shire Council and Ballan & District Community Bank Branch will bring the total to around $500,000.

“I know that this local community has been talking about this project for a long time, certainly Council has talked to me about it. It’s been one of those things of trying to work out which bucket of money we can do it from, and when we can do it,” Ms Settle said.

“I think what I love about projects like this is that they’re incredibly important to a community. I look around here and the whole community is here, it really matters. I’m delighted that we could fund it, but I also really want to acknowledge the collaboration…when we work together, we really get things done.”

Chair of the Navigators Community Centre Committee of Management, Wayne Austin, welcomed the funding, and said the upgrades would help bring the community together.

“This is the focal point of the community, and the new building will bring in new members to the community.

New community members will be able to meet with old community members, so we don’t have a society of two communities,” Mr Austin said.

“It’s beneficial all round...the Tennis Club have waited around 65 years for new clubrooms, they’ve managed to get people to come along and use the facilities we’ve got.

The opportunity for enhancing that and bringing back also senior tennis teams, is beneficial for everybody.”

Young engineers show off their grand designs

By Lachlan Ellis Just 83 VCE and VCE VET design students have been selected, out of hundreds of entries, in this year’s Top Designs showcase – and two are from Moorabool.

John Cusmano and Cooper Pitts study Systems Engineering at Bacchus Marsh Grammar, and the two young men will have their work on display at the prestigious Melbourne Museum.

Around 900 applications were received from public, independent, and Catholic schools across Victoria, making the two students’ achievement an incredible feat.

But despite both sinking more than 100 hours into their respective designs, both were humbled by their selection by the exhibition’s expert panel.

Mr Cusmano created a device which sweeps an area for precious metals using GPS location, while Mr Pitts designed a system that reduces vibration transfer from a shelf to a floating, self-levelling platform – a particularly useful system to stop record players from skipping when records are playing.

“I was watching a TV show and I saw people fossicking in the Australian outback…I saw them dealing with heatstroke and safety concerns. I wanted to design a solution that made it safer for them, while maintaining the rush of discovering something and finding something special,” Mr Cusmano told the Moorabool News.

“I map out a couple of points through GPS, and the brain of the device calculates where it needs to go. It traverses that path trying to detect for gold, and once it finds it, it’ll drop a flag and continue on, so the person can come back later and dig it up.

“I had no idea if I’d be chosen…I thought it’d be worth putting in, but I had no idea. I’m really grateful that I was able to get in, and be considered.”

The project took Mr Cusmano over 600 hours from the concept, design, evaluation, and completion of the model.

Mr Pitts said, while he’s not an avid vinyl listener himself, his sister’s love of vinyl records had inspired his self-levelling, vibration-reducing design.

“Record players use the grooves on a record to make the needle move up and down, it uses those vibrations to create the signal. So, I thought, reducing the external vibrations –

say the building’s moving, or your speakers are really loud and they’re shaking the furniture – you’d want to reduce those vibrations to get the best quality sound,” he said.

“Bacchus Marsh Grammar said that because my folio was marked really well, I was eligible to apply for the Top Designs…so I applied, just to see what would happen really.

It was a case of, that’d be neat if it happened…you’ve got to be in it to win it.

“It’s exciting but at the same time it feels weird. It’s exciting to see the State Government recognise the hard work of Year 12 students, but it’s not something I would’ve thought would ever happen to me.”

Cusmano and Pitts’ designs will both be on display at the Melbourne Museum from now until 10 July this year, alongside the other winning entries.

Environment Effects Statement surveys gather critical information Over the past several months a team of ecological, Aboriginal cultural heritage and other technical experts has been working with landholders to gather information required to plan the proposed renewable energy transmission link, which will connect clean wind and solar-generated electricity in the west of the state to the grid.

More than 200 surveys have already been completed along the proposed route and the project thanks landholders for their co-operation.

The critical information gained from these surveys will be fed into the Environment Effects Statement (EES) which is the most rigorous environmental impact assessment process in Victoria. The purpose of the EES is to ensure that major projects are designed, constructed and operated to minimise adverse environmental and community impacts.

Importantly, community input is central to the EES and approval process for the project. Information provided by landholders and the community during this time helps to inform the development and design of the project.

The surveys and investigations involve activities with limited ground disturbance. These may include ground, daytime and nocturnal surveys for native flora and fauna, taking photographs of relevant environmental matters, water and soil sampling or sub-surface excavations to understand the geology.

We anticipate the Environment Effects Statement and approvals processes will continue until late-2023.

After the draft EES is submitted to the Department of Environment, Land, Water and Planning and reviewed to ensure it meets the scoping requirements, the EES will be exhibited for public comment for at least 30 business days. During this time, the community can have a say by making a written submission on the EES. After public exhibition, an independent Inquiry and Advisory Committee made up of people with expertise relevant to the project will hold a public hearing to hear evidence from experts and members of the public.

After the hearing, the Inquiry and Advisory Committee will provide an independent assessment of the significance and acceptability of the environmental effects of the project, and provide recommendations to the Minister for Planning.

Local Jets soar

By Lachlan Ellis The Western Jets have won their first ever premiership, and two local teens are revelling in their breakthrough victory.

Tamara Henry and Ella Tyson both 16-year-olds, played in the Darley Devils U18s last year, and are now among the first premiership medallists in the Jets’ 30year history, with the win marking the first trophy for any Jets side, Boys or Girls.

Taking to the ground at Avalon Airport Oval in Werribee at 7:10 pm on Friday 8 April, there was a mix of confidence and nerves around the team.

The Jets Girls dropped just one game all season – a 31-point loss to the Tasmania Devils at the start of their season – before winning nine straight matches on their way to the Grand Final.

But despite the confidence that comes from a nearperfect season, the side the Jets faced, the Dandenong Stingrays, had a perfect season – claiming the minor premiership with a 10-0 campaign.

The Jets emerged 1 point ahead at quarter time, but the Stingrays came out firing in the second quarter, keeping the Jets scoreless for the quarter while kicking three goals and five behinds.

At the main break, the margin stood at an imposing 22 points in the minor premiers’ favour.

so our coaches wanted us to throw the first punch, and get the first couple goals in the second half, which we did,” Ms Henry told the Moorabool News.

“We slowly started to assert our dominance and got back on top. We were prepared for a tough game, but we knew because they hadn’t faced up against us, we were capable of beating them…it kind of felt like a normal game to me.”

It was Ms Henry’s set shot, 7 minutes into the fourth quarter, that put the Jets back in front 41 to 40, but she said it didn’t dawn on her how important that goal was until after she’d kicked it.

“I didn’t realise at first that my goal put us in front, I wasn’t sure how far down we were. But once I saw the scoreboard and that we were in front, I knew we had a chance at winning,” Ms Henry said.

A Stingrays behind put scores level at 41 each with 10 minutes left, before a goal from Krystal Russell with 19:44 on the clock sealed the deal for the Jets, 7.5.47 to 5.11.41.

“It’s an amazing feeling [to be premiers]. The support from everyone, friends and family…they know it was the first premiership for any Western Jets team…I just can’t describe the feeling.

“When the final siren sounded, I couldn’t comprehend it. It was my first Grand Final…it was an amazing feeling.”

A breath of fresh air for firies

By Lachlan Ellis Kind donations from the community will see more than 200 breathing apparatus (BA) sets given to CFA brigades across Victoria, including two Moorabool brigades.

Gordon and Greendale Fire Brigades will join Ballan Fire Brigade in having access to the special equipment, with adjoining brigades such as Mount Egerton Fire Brigade being trained in its use.

Following generous community donations during the 2019-20 Black Summer bushfire season, the CFA and Brigades Donations Trust has allocated $2.25 million to purchase breathing apparatuses for brigades, with some choosing to co-fund the project.

CFA Chief Officer Jason Heffernan said the additional funding support from brigades allowed them to extend the scope from 200 BA sets to a total of 234 BA sets and 468 BA cylinders.

“These are currently being delivered

to 116 brigades across the state which will then be installed into their fire trucks,” he said Mr Heffernan said at the end of the rollout, 514 brigades will have BA, with 43 of those brigades receiving the capability for the first time.

“BA provides important protection to our firefighters’ airways from harmful products at fires and other incidents.

“This is critically important for their wellbeing and safety, and I thank the community for their generosity.”

Greendale Fire Brigade Captain, Brandon Lebehen, said the breathing apparatuses were quite literally lifesavers.

“Health and safety come first… having a breathing apparatus means firefighters up at Greendale, when we go to fires with hazardous smoke, at least the members feel protected. “It means we can safely tackle car fires, house fires, that sort of stuff, without potentially breathing in that toxic smoke.

“The project has gone on for over 12 months, within that 12 months the Brigade’s been pretty proactive in getting members on BA courses.

That allowed us, the day the sets got dropped off, they got put straight on the truck.”

Mr Lebehen said obtaining the breathing apparatuses, and serving the community in general, would not be possible without the community’s generosity.

“Without their donations, we can’t access this sort of vital equipment for the Brigade. It’s the same with other equipment as well. The money that the community donate to CFA, we always put it towards purchasing new equipment,” he said.

Both Greendale and Gordon Fire Brigade received a pair of breathing apparatuses.

The state-wide rollout of the new BA sets is expected to be complete in the next couple of months.

At a recent ordinary meeting of Council (6 April), I was asked to speak to my submission. When I proceeded to do so I was constantly pulled up on a Point of Order. Was I pulled up because I strayed too far from the agenda or was it because Council didn’t want it made public that one of their “independent reviews” was half-hearted, and fell short of seeking the necessary information for Councillors to ever make an informed decision?

If indeed Council wish to be transparent, open and honest with their ratepayers they need to set their terms of reference accordingly and allow the ratepayers the opportunity to contribute.

Anything less just speaks to the indifference of the council, who probably never had any interest in community input especially around such crucial reviews as the rating strategy.

Waste warrior cleaning up

By Lachlan Ellis A local woman is campaigning to get litter off our streets, and the amount she collects every week will shock you.

Marit de Lange lives in Darley but is originally from the Netherlands, and said the amount of rubbish dumped along roads and pathways in Australia shocked her when she first arrived.

“I’ve lived in Australia for four and a half years now, the first time I documented my litter picking was 2019, that’s the first time I took photos of it. Compared to the Netherlands, I thought Darley had a lot of rubbish,” Ms de Lange told the Moorabool News.

“I saw a lot of rubbish on Grey Street and other streets in the area. I felt really triggered to do something about it, I was a

bit annoyed with all the trash. I was thinking, ‘who’s going to do something about it?’ Well, you know, why don’t I start doing something?”

Ms de Lange has an Instagram account called ‘Grosstralia’, where she posts photos of some of the huge rubbish hauls collected during walks.

Some days, she said, she collects up to five kilograms of rubbish.

“Every walk it differs a bit, sometimes it’s more, sometimes it’s less. Generally, I would say it’s between one and five kilos per walk. I walk five or six times a week,” she said.

“Sometimes I can’t fill my red bin with all that rubbish.

Sometimes other people help me get rid of the rubbish though, so that’s good.”

The most important thing in the fight against littering, Ms de Lange believes, is raising awareness.

“It’s estimated that about 80 per cent of litter on the streets ends up in waterways. I think a lot of people don’t realise where it ends up, it ends up in rivers and eventually it ends up in the ocean. I think a lot of people don’t realise that,” she said.

“I’d love it if other people started litter picking up too…have some pride in the town, help keep it clean. There’s a lot of rubbish in Victoria in general, if more people started picking it up, that’d be great.”

With the year just a quarter of the way through, Ms de Lange has picked up around 800 cans and 500 plastic bottles.

Don’t be a victim of peddle theft Bicycle thefts are a growing problem in Victoria, with the number increasing by 81.2 per cent in the past decade – but Victoria Police have provided some handy tips to keep your bike stored safely.

The ‘wheel-y’ safe tips include using a D-lock, storing your bike in a Parkiteer bike cage when possible, and reporting a stolen bike as soon as possible.

D-locks are fully rigid, require heavy duty cutting tools to break into, and come in multiple sizes, strengths, and security levels.

Most are made of high-quality hardened steel, and are more secure than alternatives such as cable and most chain locks.

As for Parkiteer bike cages, the secure caged areas are available at over 100 railway stations across Victoria, including Bacchus Marsh, Ballan, and Ballarat Stations.

They are used by registering online Photo Helen Tatchell with a $50 fully refundable deposit, with a Parkiteer card delivered within 5–7 business days. The card allows access to Parkiteer facilities across the state, when tapped on a facility’s reader.

Finally, if your bike is unfortunately stolen, you should report the crime as soon as possible.

Useful information to provide in a police report include where and when the bicycle was parked, the make, model, colour, and serial number.

You can usually find the serial number on the bottom of your bicycle frame, in the centre of the frame where the pedals meet.

Vandals a ‘pane’

By Lachlan Ellis A local sporting club has been hit with a mindless act of vandalism, just two weeks before it faces its cross-town rival at home.

The Darley Football Netball Club (DFNC) hired temporary portable buildings to use while the new pavilion at Darley Park is being built, but last week the club found all the portables’ windows had been smashed.

The Devils will face Bacchus Marsh at Darley Park on Saturday April 23, and while DFNC President Mark Shelly said the club was optimistic about having the repairs done soon, the cost is still unknown.

“Because they’re a specific shape of glass, we don’t know yet what it’ll cost…we’ve had the glazier out, we’re just waiting on him to come back to us with a quote on it.

We hired the portables for the season, so the responsibility around them is effectively up to us,” Mr Shelly told the Moorabool News.

“It’s very annoying…we’re a communitybased club, working under different circumstances with not having our pavilion change rooms this year. To get these temporary arrangements in place and paid for, and then have this happen…it’s very disappointing.”

A police report has been filed, and the club believes the incident occurred over last weekend.

“We believe it was either Sunday night [10 April] or the early hours of Monday morning, that seems to be the timeline. We’re working hard to try and get the repairs done so we’re ready to operate come Saturday,” Mr Shelly said.

“We operate to be a benefit to the community, and having to deal with this sort of drama as well is certainly pretty frustrating.”

The club is offering a $500 reward for information that leads to an offender being charged or reprimanded for the damage to the portables.

Tip vouchers to be trialled

By Lachlan Ellis A three-year trial for tip vouchers has been narrowly passed

by Moorabool Shire Council, despite some Councillors’ concerns of low take-up.

Cr Rod Ward moved the motion at Council’s 6 April Ordinary Meeting, which was seconded by Cr Tonia Dudzik and opposed by Cr Paul Tatchell.

Cr Ward said tip vouchers for Moorabool residents had been “debated for several years”, and a trial was the only way to gauge whether a tip voucher scheme would be successful.

“I think the only way we can get meaningful feedback from the ratepayers on whether they want this service or not is to run a trial. I think we need to run it for three years – that way, the new Council will have the benefit of ratepayers’ feedback,” Cr Ward said.

“This has been voted on on a couple of occasions…what was significant to me was the results from both the urban and rural areas show the majority of participants in the survey, and there were 743 responses, indicated they would support tip vouchers.”

Cr Dudzik agreed that tip vouchers were a service Moorabool residents supported.

“Tip vouchers have been wanted for the 10 years I’ve been on Council. I think a trial is a good thing because we can see whether it works...this is one way to fight illegal dumping, and gives the community what they’ve asked for for many years,” she said.

However, Cr Tatchell and Mayor Cr Tom Sullivan were cautious of the cost and take-up rate of a tip voucher scheme.

“Tip vouchers are great for local residents, but you get what you pay for. The take-up rate has always been less than 30 per cent, which means people are paying for the benefit of other people,” Cr Tatchell said.

Cr Sullivan said he believed the concept of tip vouchers “sends the wrong message”.

“It’s fair to say we all feel strongly about illegal dumping, but I don’t think this is the correct response...but the fundamental premise is that giving tip vouchers is going to stop illegal dumping in this municipality, and I can’t see that happening,” he said.

“Also, we have neighbouring councils in Ballarat and Melton who do have vouchers, and the take-up rate of those councils is 22 and 25 per cent respectively. So, 75 to 78 per cent of people pay for it, but don’t use it…I reckon this is a case of the many having to pay for the actions of the few.”

Cr Ward acknowledged Cr Tatchell and Cr Sullivan’s points, but reiterated that the majority of residents supported the proposal.

Crs Ward, Edwards, Dudzik and Munari voted in favour of the trial, while Crs Tatchell, Sullivan and Berry voted against – thus, the motion was carried.

The trial is scheduled to begin at the start of the 2022–2023 financial year.

Two-month delay on case

By Lachlan Ellis A Strathdale man facing 44 charges, including unlawful assault and vehicle theft, has had his directions hearing adjourned, with the defence asking for another eight-weeks.

Kalem George appeared via livestream at the County Court of Victoria on Wednesday 13 April, represented by lawyer Andrew Jackson.

The alleged offences occurred on 12 October 2021, across a range of towns including Hopetoun Park, Melton, and Harkness.

It is alleged that Mr George and a co-accused, Tama Flavell, were involved in a series of home invasions and vehicle thefts, with Mr George also accused of assaulting two people with a metal bar, and driving a motor vehicle in a manner dangerous to the public.

Mr Jackson told Judicial Registrar Rosalind Avis that the defence needed additional time to prepare for a discussion with the prosecution.

“I’ve sent a detailed memorandum to my instructing solicitor, who was attempting to speak with Mr George concerning that, which looks towards resolution. Unfortunately, Mr George has been arrested on other matters…my instructor’s been having some difficulty arranging an opportunity to communicate with Mr George,” Mr Jackson said.

“What he proposes, and what I endorse, is that perhaps if the matter could be adjourned for eight-weeks, that would allow the material in the fresh matter to be looked at by my instructing solicitor, and we may be able to come up with a

proposal at that stage.”

Jordan O’Toole, representing the Director of the Office of Public Prosecutions (OPP), said he had no issue with the adjournment.

“I’ll remand Mr George in custody to the 15th of June for a further directions hearing, noting there are fresh matters and discussions, and instructions need to be taken.” Judicial Registrar Avis said.

Mr Flavell is due to appear in the Melbourne Magistrates Court on Tuesday April 26.
