Finally, the Minister for Energy and all things Environment and Climate Change has stepped foot on Moorabool land, but it was not an announcement for the overhead high voltage transmission line project.

Lily D’Ambrosio arrived at the Bostock Reservoir (Ballan) site to announce that a State Government program has provided $100,000 for local Traditional Owners, to boost solar power generation and cut power costs.

The Wadawurrung Traditional Owners Aboriginal Corporation (WTOAC) received the funding for a 15kW – 48kWH solar battery system at Bostock Reservoir, and a 7.4kW – 13kWh system in Ballarat.

The 54-hectare site at Bostock was sold to the WTOAC by Barwon Water in 2019, and is host to a growing nursery maintained full-time by Wadawurrung staff.

The Minister was also asked her thoughts on undergrounding the proposed Western Victoria Transmission Network Project (WVTNP), and on the tractor rally held by Stop AusNet’s Towers on Tuesday 8 March.

“I certainly understand and appreciate that there are very strong opinions on that project. The opinions differ, they’re not all the same. I think what’s really important with big infrastructure projects, or projects like this one that is undergoing an EES, that the community takes full advantage of that,” Ms D’Ambrosio said.

“The EES process is independent, it’s transparent, it’s robust. It is there to effectively

enable communities to come forward and put out their views, and whatever evidence they want to produce and present, to the panel. Now is the time to do that,” she said.

And when will Ms D’Ambrosio meet with concerned landowners of the WVTNP? She said there is a meeting that has been organised by her office [with the Moorabool and Central Highlands Power Alliance].

“I can’t give you a date off the top of my head but it will certainly be soon.”

Ms D’Ambrosio said she was unavailable to meet with the protesters at the 8 March rally due to “an exceptionally busy week in Parliament”.

Mr Davis told the Moorabool News that the Wadawurrung had not been closely consulted on plans for the WVTNP. “We haven’t had a lot of direct consultation around that, I know that project’s been going for some time. The Corporation’s playing a role in terms of Cultural Heritage Management Plans in relation to the project,” he said.

“We hear and are sensitive to the feelings of many of the landowners, but certainly there hasn’t been a lot of consultation with Traditional Landowners.”

The Minister left Moorabool bound for Ballarat, and a site visit to Berrybank, home of the next major windfarm in the Corangamite Shire.

Morrisons scene of seizure Meredith Police, with the assistance of Moorabool C.I.U, Ballarat D.R.U, Western Region Crime Squad and the A.F.P National Anti Gang Squad executed a search warrant in Morrisons on Friday 11 March 2022.

The search resulted in the seizure of multiple firearms, a quantity of imitation firearms and weapons, heavy machinery, power tools, and cannabis plants.

A 43-year-old Morrisons man was charged with cultivate narcotics, possession of firearms without a licence and the possession of prohibited weapons.

He has been bailed to appear before the Ballarat Magistrates Court in September this year.

The investigation remains on-going in relation to the additional items seized.

Abattoir to expand

By Lachlan Ellis A Bacchus Marsh abattoir has been approved for an expansion, which it applied for to allow the facility to run at full capacity under social distancing requirements.

Westside Meats’ application was heard at Council’s 16 February Development Assessment Committee (DAC), with the application proposing a new 1,300 sqm building to be built directly south of the existing building at 6 Woolpack Road.

Conditions on the permit require the buildings to be temporary, to allow for removal and for parts of the building to be relocated to Parwan.

Westside Meats is located on Woolpack Road and Main Street and the expansion was not designed with an increase in output or employee numbers in mind.

There were three speakers in favour of the application, including Joe Failli, who runs Westside Meats with his brothers Michael and Pietro.

Mr Failli objected to Condition 4 of Council’s recommendation, which said Westside Meats must move the proposed building to Parwan within five years, “unless otherwise agreed to by Council”.

“As you know, we’ve been trying to get out to Parwan for the last 16 years.

We’ve had a long, drawn-out period trying to get up there…if you told me 16 years ago we’d be taking 16 years, I would’ve said you’ve got rocks in your head,” Mr Failli said.

“A five-year timeframe on trying to run a business, keep people employed, then also move an operation up there that would cost up to $90 million is a bit hard to take in regard to a timeframe. We’re definitely going up there, on the proviso we get our first stage of the protein plant and industrial park operating, and also start filling it up.”

Standing orders were suspended for a discussion of the application, following which Cr Edwards moved to amend the recommendation, with the removal of Condition 4.

The amended recommendation was moved by Cr Edwards and seconded by Cr Ward. Cr Tonia Dudzik dissented to the motion, beginning a debate.

“From my perspective, we’re allowing this building to be built…the usage is in line with what’s currently being used on-site. I think if it helps create jobs or maintain jobs within our Shire, that’s a good thing,” Cr Edwards said.

“I think we shouldn’t confuse the issue of this site being used versus us having a desire to grow the Parwan Precinct. Whilst I fully support the Parwan Precinct and I’d love the Faillis and the meatworks to move up there in the next 12 months, that’s a business decision, I don’t think it’s a planning decision.”

Cr Dudzik said the applicant has time to actually construct the building, the five years doesn’t start until it’s constructed.

“If he doesn’t believe he can move to Parwan within the five-year period, he has the option of putting in a further application to Council for an extension of time on that. I think that’s the process that should be followed,” she argued.

Cr Paul Tatchell said the abattoir moving to Parwan was a complicated situation, given Council’s investment in the relocation.

“I’d just like to include that the ratepayers do have an investment in this, and we have invested heavily in this arrangement to move the abattoir out to Parwan, so it’s a little bit more complex than a business decision,” he said.

“I think if we were to have no timeframe, that creates a problem for future Councillors. I note that Mr Failli does have the capacity to negotiate if there’s an issue or if things change, as they do…I think we need to be really careful that we don’t have an open-ended arrangement that then we can’t control.”

Crs Edwards, Berry, Munari and Ward voted in favour of Cr Edwards’ amended recommendation, and thus it was carried.

The Moorabool News contacted Michael Failli for further information on Westside Meats’ future plans in Bacchus Marsh and Parwan, but he did not respond to our requests.

COUNCILLOR DRAWS A DISTINCTION Speaking to the Moorabool News, Cr Edwards said the plans for Westside Meats to expand to Parwan, and the application for a new building at Woolpack Road, were “separate matters”.

“They’re not related, one is for a planning permit to put a cool room on an existing facility, and the other one is a future plan that is not part of that plan. From a planning perspective, they’re completely different things,” he said.

“Whilst it might be good intention to say ‘move it in five years’ … it is an application in its own right whether to have a cool room on that sight. Council may want them to move out to Parwan, and that’s their plans … that’s a business decision, that’s not a planning decision.

“Their packing facility at the moment is all under one roof…if they get a case of COVID with one of their meat workers, then it shuts down not only the meatworks, but also the packing facility. By having a separate building they can continue to supply meat, by having that separate cooling facility.”

The amendment moved by Cr Edwards means not only will the new building not have to be moved within five years, “it will not need to be moved at all.”

Memorial gates mark 100 years

By Lachlan Ellis It has now been a century since a set of park gates were unveiled in honour of fallen soldiers in the area, with the gates first revealed in February 1922.

In front of a large crowd on the afternoon of Sunday 26 February 1922, the gates were officially presented as a gift from the Bacchus Marsh A.N.A. (Australian Natives’ Association) to the Maddingley Park Trustees.

An article from the 4 March 1922 edition of the Bacchus Marsh Express describes the unveiling.

“The unveiling ceremony was performed by the Chief President of the A.N.A., Mr. Thos. Rust, who said he felt highly honored in being asked to do so. He pointed out that the A.N.A. still stood for the inculcation of Australian national sentiment. They did not begin and end by merely saying these things—but by showing loyalty to their country and Empire,” the article reads.

“Bacchus Marsh had carried out its part in the Great War well, as also had the local

branch, who, in making this gift to the Park, were also erecting a very nice memorial to the men who did not come back—the services rendered by these soldiers to the Empire would never be forgotten.”

The gates were imported from Scotland by the original owner for £800.

At the time, President of the local branch of the R.S.S.I.L.A. (Returned Sailors and Soldiers Imperial League of Australia), Captain P. J. Vallence and Chairman of the Park Trustees, Mr J. A. Johns, were also present, thanking the A.N.A. for erecting the memorial.

Mr Arthur Hine and Mr C. E. Hosken, President and Secretary of the Bacchus Marsh A.N.A. Branch respectively, were both Master of Ceremonies.

The brass plate that was unveiled that day remains on the gates, with the words: “These gates were presented to Maddingley Park by Bacchus Marsh Branch A.N.A., as a memorial to the fallen soldiers of the district. February, 1922.”

The plate was a donation from Mr C. L. T. Alkemade, J.P., and cost £10.

Amid battle, love letters arrived at Lily Vale

By Lachlan Ellis After many delays, the unique story of one of Ballan’s most decorated WWI veterans has finally been launched in book form, at the Ballan RSL Club.

Mark Latchford is the grandson of Ernest Latchford, and every week, irrespective of location, intensity of battle or injury Ernest wrote to his fiancé, Linda Dehnert. She received hundreds of pages of correspondence. In between the conflicts and horrors of the battles, he wrote romantically of his courtship of Linda and the joy of life at home on the farm. Linda Latchford (née Dehnert), died in 1976.

After her death, Mark and his father cleaned out Linda’s home, where Mark discovered trunks full of his grandfather’s letters, addressed to Linda in Lily Vale, Ballan.

It wasn’t until five years ago that Mark sat down and read his grandfather’s letters from WWI and beyond – uncovering the remarkable story of his time on the Western Front in France, a secret mission in Persia, and after the war, as the only Australian deployed to Siberia during the Russian Civil War. Mark Latchford travelled all the way down from New South Wales to attend the Ballan book launch on February 19, and said Ballan had been an integral part of his family’s history.

“I was only expecting a handful of people to come, because of COVID, and the fact we’d rescheduled the launch I think four times in the end. But I suspect we had about 40 people there…and the questions from the Ballan audience were terrific,” he told the Moorabool News.

“It was really interesting to ‘come back’ to Ballan I suppose.

I’ve never been to Ballan…I made the decision to call the book ‘Letters to Lily Vale’ because that’s the destination, but I thought, ‘what’s the mysterious place these letters go to?’

“It was sort of the culmination of a long journey, which started with opening the first envelope which was addressed to Lily Vale in Ballan.”

Mark is passionate about history, and said the articulate and vivid way his grandfather wrote convinced him the letters needed to be transcribed.

“The letters themselves are extremely well-written, given my grandfather didn’t really have a proper education. He went to school, but he dropped out. The letters really captured the

essence of some of the horrors of what people were living through, especially when he was on the Western Front,” Mr Latchford said.

“I thought, people need to hear this. The other motivation was that my grandfather’s story is unique in Australian military history, in the sense that not only did he serve on the Western Front as did thousands of men, but he was also involved in a rather secret mission in northwest Persia with about only 20 other Australians, trying to save the Armenians and Assyrians being persecuted by the Ottomans.

“Most interesting to me was that he also, instead of coming home at the end of the war, signed up for more. He was the only Australian who went to Siberia.”

The book is over 300 pages and includes not just Ernest Latchford’s letters, but background on relevant theatres and events of the war.

Today, descendants of Ernest Latchford still reside at the Lily Vale propery.

Powerline win in NSW inspires Victorians

By Lachlan Ellis There is hope, after a decision by the New South Wales Energy Minister inspired powerline protesters here in Victoria, with a powerline corridor altered in NSW, due to public pressure.

A planned 180-kilometre corridor, through fertile farmlands from Merriwa to Wellington in eastern NSW, had affected farmers up in arms.

But after a year of fighting by the Merriwa-Cassilis Alliance (MCA), NSW Energy Minister Matt Kean changed the route to align with the existing Central-West Orana Renewable Energy Zone, using more land owned by mining companies to lessen impacts on agriculture.

The news from the Upper Hunter region was reposted on social media by Darley Power Fight, with the caption “Public pressure is what it takes. Keep up the fight.”

Head of Darley Power Fight Darren Edwards said he was encouraged by the triumph of people power in New South Wales.

“I think on a holistic view, if we look at the future of Victoria’s grid and its security…I think undergrounding is the optimal solution as far as we’re all concerned. But you can’t put all your eggs in one basket, you have to have other options,” he told the Moorabool News.

“Before undergrounding, the best practice was to utilise existing corridors wherever possible.

AusNet will come back and say ‘that’s not possible because the corridor’s constrained’…but it’s achievable by upgrading those existing easements by HVDC because you can transport three times as much power with the same level of infrastructure.

“But that’s not something that’s being looked at at all in Victoria, and I think that’s because our transmission network is owned and operated by private enterprises, and those private enterprises want to increase their asset base,” Mr Edwards said.

The main difference between the Upper Hunter decision and the ongoing WVTNP debate, Mr Edwards said, was the level of State Government intervention.

“The difference with the Upper Hunter is that the State Government there has become sick of the lack of consultation or poor consultation from TransGrid, and decided they need to take the reins of the consultation process, and redirect the line to have less impact on agricultural land,” he said.

“The challenge we’re facing here in Victoria is the fact that the current Government isn’t prepared to enact the powers they have to get this project back on track. I think one of the community’s concerns is that this will delay our transition to renewables.”

Rocky reception for nature strip guide

By Lachlan Ellis A new nature strip guide that allows hard surface nature strips has been approved by Council, but not every Councillor was in favour.

The ‘Draft Nature Strip Policy and Nature Strip Guidelines’ came before Council at the 3 March Ordinary Meeting, after a public exhibition period ran from August to September 2021.

Despite over 9,000 people viewing the ‘Have Your Say’ Council webpage and over 3,700 downloading the Nature Strip Policy and Guidelines during the exhibition period, only 22 provided survey submissions.

Of those 22 respondents, 10 favoured hard surface nature strips such as crushed rock and mulch, compared to 1 for grass and 1 for mulch and shrubs.

The recommendation before Council was to adopt the updated Draft Nature Strip Policy and Draft Nature Strip Guidelines, allowing grass/turf, plants/shrubs with a maximum height of 500mm with wood chips/mulch, and compacted gravel to be used in nature strips in residential areas of Bacchus Marsh and Ballan.

The recommendation was moved

by Cr Moira Berry and seconded by Cr Rod Ward, but opposed by Cr Ally Munari, beginning a debate.

Cr Berry expressed her satisfaction that the policy “addressed all concerns and reports that have come in”, while Cr Ward argued the policy “reflects residents and ratepayers’ developments over the past decade or so”.

“It legalises the toppings and the gravel of nature strips that

have existed in the past, so that saves residents the cost of watering. I think it also puts very strict guidelines in place for the development of nature strips in new estates,” Cr Ward said.

However, Cr Munari and Cr Paul Tatchell argued the policy would compromise safety and amenity, respectively.

“I just feel, for me, safety must be

a higher priority than convenience.

I feel that by supporting the addition of gravel nature strips, this will encourage residents and visitors to park their vehicles on gravel nature strips, which will in turn considerably increase the risk for pedestrians and their safety,” Cr Munari said.

Cr Tatchell said he has made the point on a number of occasions that

he is happy for Bacchus Marsh to have this. “…but the issue we have in Ballan, and I’ve said this all the way through, is that we have a different street layout, the streets are much wider,” he added.

“It’s a very green area, we get better rainfall up here, so our nature strips tend to be a little bit better. We’re very proud of our

greenery and our wide streets… if we start putting gravel down, I somehow think we’re going to lose the picturesque feel, it’s a bit like an oil painting in spring.”

After the debate, all four East Ward Councillors, Berry, Dudzik, Edwards, and Ward voted in favour of the motion, while Crs Munari and Tatchell voted against.

Therefore, the motion was carried.

The State Revenue Office (SRO) has put out a call to Victorians, to check if part of a whopping $111 million in unclaimed money belongs to them.

Over 740,000 entitlements are waiting to be claimed across the state, with individuals and businesses able to claim their unclaimed cash through a simple system, beginning with a search on the SRO’s website.

There are 2,602 outstanding entitlements in Moorabool totalling $264,122, and 1,085 totalling $120,754 in Hepburn.

The money includes share dividends, salaries/wages, rent and bonds, debentures and interest, proceeds from a sale, and Tatts/

Intralot/TAB winnings and prizes.

Since 2017, there have been more than 60,000 successful unclaimed money claims from the SRO, worth close to $20 million.

These have come from a range of sources, including utilities companies, councils, real estate agents, insurance companies and lotto tickets.

The highest unclaimed gaming ticket in the state is a $2,136,327 Tatts ticket received in March 2016.

Survey to boost business

By Lachlan Ellis As businesses open at full capacity again after two years of COVID restrictions, a new survey aims to identify challenges and opportunities they face, and boost their post-pandemic recovery.

The survey has been commissioned by the Ballan & District Chamber of Commerce, with Marmalade Sky Marketing to prepare a business and marketing plan using the survey results.

President of the Ballan & District Chamber of Commerce, Michael Ryan, said he hoped that ideas would come in not just from local businesses themselves, but their customers too.

“The survey is being used to gather data to inform the proposed Strategic Plan for the main street of Ballan…

Marmalade Sky are gathering information to see what ideas there are to make our shopping precinct more efficient, productive and attractive,” he told the Moorabool News.

“Hopefully we’ll get comments not only from traders, but also their customers and people who visit the town, to see what they think. It’s not really about fixing a pothole or putting a new road down, it’s about creating things that make Ballan a more interesting place to visit, shop at, and spend some time.”

Sarah Maguire and Anthony Galea from Marmalade Sky will also be contacting Ballan’s main street businesses this month.

Ms Maguire said she and Mr Galea were eager to engage with the Ballan community.

“We are consulting with businesses both in Ballan and surrounding areas, as well as relevant stakeholders including Moorabool Shire Council, to gain feedback to help shape the direction for the Chamber's Plan,” she said.

“The survey is just one tool we are utilising to do this. While the survey is targeted to businesses, we welcome feedback from the community as well.”

The survey and plans have been made possible by a $16,500 Community Investment Grant from the Ballan Community Bank Branch.

“It’s critical…what they’ve done for us in this case is enormous. There was a survey done 20 years ago that needed updating, but we at the Chamber of Commerce don’t have the resources to do this work. So really, without the Community Bank, we probably wouldn’t be doing the survey,” he said.

The survey will be closed at the end of March and will form one part of the Chamber of Commerce’s Strategic Plan.

No burn-offs without a permit The Fire Danger Period is still in force, but farmers can now apply for permits to burn.

With the return to some milder weather, many farmers and landholders will be beginning their burning program in preparation for sowing of crops and this will result in some smoke columns around the Ballarat and surrounding areas, including Moorabool.

District 15 began agreeing to permit applications for Schedule 13 agricultural burns only last week, from Monday 7 March 2022.

District 15 Acting Assistant Chief Fire Officer (A/ACFO) Chris Bigham said any burn-offs when fire restrictions are in place require a permit.

“The permit holder must comply with permit conditions and must notify the planned use of a granted permit through the contact number provided on the burn permit to reduce Triple Zero (000) brigade call outs.

“Lighting a fire in the open without a permit is an offence and can bring a hefty penalty,” he said.

Under the Summary Offences Act (1966), landowners must not leave a fire unattended as it could result in damage to or destruction of life and property.

Landowners still have responsibilities that they must adhere to when burning off, and they must strictly adhere to conditions listed in the Schedule 13 permit.

“It is important that all landholders are aware of their responsibilities when incorporating burning off into their farm safety plan and take adequate precautions to ensure that all requirements are met,” said A/ACFO Bigham.

“Any permits issued during the current conditions will include as a minimum requirement 3000 litres of water, 2 adults in attendance and a 3 to 6 metre break around the perimeter.

Those seeking a permit should apply via Fire Permits Victoria, the dedicated online site for digital permits at firepermits.vic.gov.au The website allows Victorians to create an account to apply for fire permits during a period when fire restrictions are in place, or on a day of Total Fire Ban (TFB).

The website also allows a person to notify authorities of the use of a permit during a period when fire restrictions are in place or TFB; and a burn-off during a period when fire restrictions are not in place.

Protesters tell AusNet they’re dreamin’

By Lachlan Ellis More than 300 members of the Stop AusNet’s Towers group, along with over 25 tractors, gathered at State Parliament in Spring Street last Tuesday, bringing awareness to their ongoing battle.

Joining the farmers, landowners, and others concerned about the planned Western Victoria Transmission Network Project (WVTNP) were a range of big-name speakers.

The Australian actor Stephen Curry, Chair of the Ballarat Potato Growers Association Chris Stephens, and politicians Louise Staley, Bev McArthur, Stuart Grimley, and Tim Quilty all addressed the crowd, backing their fight to get the power lines put underground.

There was a buzz about the rally, with the kilometre-long convoy making its way to Parliament’s front steps and doing several laps around Parliament, with speeches beginning at around 12:30 pm.

During his speech, Stephen Curry “revived an old chant”, getting the crowd to chant “Lily”, a play on Australian cricketer Dennis Lillee and Victorian Energy Minister Lily D’Ambrosio.

Chair of Stop AusNet’s Towers, Emma Muir, said she was happy with how the event was run, and how much awareness the group had generated.

“We’re really pleased with how the rally went, we had in excess of 25 tractors, 10 or so extra vehicles, and between 300 and 500 people. The majority of those people that came had never been to a protest before,” she told the Moorabool News.

“We were very grateful for the Ballan CWA ladies who provided a great lunch, we had giveaways from the Greendale Sunflower Farm, Allendale Nursery gave us things too. There was just fantastic support from the community, from babies to the elderly.

“We’ve got a lot of momentum, we feel Melbourne has certainly heard about us and knows what we’re doing now.”

The main reason for the protest, Ms Muir added, was to “tell the people in Parliament to stop AusNet’s towers”.

“We want to talk; we want to discuss the project. Our main message is, we want it sent back to the drawing board. We want a safe technology that we can all exist with. We don’t want

our beautiful communities wrecked by this huge easement, massive towers, and massive terminal station which will attract more of these towers to the Mount Prospect area,” Ms Muir said.

“None of the Labor representatives came out to speak to us, which was hugely disappointing…I did invite all the politicians along the corridor. That was the main reason we went to Parliament House, to say ‘we’ve come to see you, because you haven’t come to see us’. We landowners have never been a part of the process.

“We’re also very disappointed with the comments from Dan Andrews’ press conference in the morning, regarding the project not belonging to the State Government…that’s a complete and utter fabrication. They can determine what happens with this project,” she said.

The rally also attracted main stream media attention in daily newspapers, television and radio networks.

“Be clear” when submitting to the EES

By Lachlan Ellis The ‘EES review’ for the Western Victoria Transmission Network Project (WVTNP) is still a way off, but a DELWP staff member and an experienced barrister have provided a range of tips on how to prepare.

DELWP Senior Impact Assessor Jack Krohn and barrister Louise Hicks spoke at the latest online community session hosted by Moorabool Shire Council on Wednesday 9 March, titled ‘Preparing a submission to an Environment Effects Statement (EES) public review’.

As the title suggests, once AusNet completes its EES, the community will be asked to submit any concerns or queries they have about it.

Mr Krohn said that in a sense “we’re getting ahead of ourselves” by discussing the review already, but it was important to talk about it now to “demystify what comes ahead”.

“I stress that authorisation for exhibition is not in any sense either the Department or the Minister expressing a view about whether the project is a good project, or the right project…it’s simply about whether this is an adequate response to say ‘yes, this should go out and people should be given the opportunity to comment on it’,” he said.

“Ministerial guidelines say an EES will usually be exhibited for 20 to 30 business days. In August 2020, the Planning Minister specified an exhibition period for this EES of 30 business days, that may be reviewed at his discretion.

“The exhibited EES is a package, it will include a Main Report, commonly 2 to 3 volumes, Technical Appendices which are the final reports of the various specialist consultants…all of the substance ought to be in the Main Report. You may also wish to look at any attachments such as a mapbook.”

On participating in the submission process itself, Ms Hicks encouraged those who wished to make submissions to be brief but thorough.

“The core of the submission has to be relevant to the nature of the inquiry...you get that from the terms of reference. Keep that by your side when you’re writing your submission and think, what has the inquiry been asked to consider?” she said.

“Another bitterly learnt experience from my years of writing submissions is, for goodness sake, be clear. A point isn’t made better with expressions or provisos. Cut through all the nonsense and be clear on the point. You can often practically achieve that, by putting headings in your submission.”

Following Mr Krohn and Ms Hicks’ statements was a live Q&A, with questions sent in both prior to the meeting and in the text box on-screen.

A vital point for anyone wishing to make a presentation at the hearing for AusNet’s EES – which will most likely be held online – was to make a submission to Engage Victoria.

“You can make a submission and you don’t have to choose to be heard, but if you don’t make a submission, you will not have the opportunity to be heard,” Mr Krohn said.

“If you have not made a submission, you will not be invited to speak at the hearing.”

Mr Krohn also encouraged people who are curious about how the EES review process works to check out the ‘Suburban Rail Loop East’ project on Engage Victoria’s website, which is currently undergoing an EES review.

“On the Engage Victoria platform there will be a timetable that says who will be speaking each day and which witnesses they’ll be calling. You will be able to find out, right, I know when my submission’s going to be, because that’ll be stated in the timetable,” Ms Hicks added.

Dear Editor, The Victorian Agriculture Minister, Mary-Anne Thomas has been directly asked why she isn’t fighting for farmers whose livelihoods could be decimated by Western Victorian Transmission Network Project.

The 190-kilometre project from Bulgana near Stawell to Sydenham will cross some of the state’s best farmland, including potato farms in the Ballarat region and 60kms through the Moorabool Shire.

The potato industry alone stands to lose $1.3 billion, with farm gates values at $50 million.

Last Tuesday, many of these farmers and landowners rallied on the steps of the Victorian Parliament – with a 23-tractor convoy and a strong message that the WVTNP must go back to the drawing board.

I spoke at the rally supporting the farmers, returned to the Parliament with a message for the Government.

“The country has come to the city. It stood on the steps of this place and pleaded to be heard.

“The Victorian Premier, in his true form – has pointed to others as the scapegoat for this project. But the crowd on the steps of this House was very right to point that responsibility straight back to the Premier.

“They know, as the Premier knows, that his Minister for the Environment, Lily D’Ambrosio, can stop this project tomorrow.

“I have no doubt she would if the Minister for Agriculture, Mary-Anne Thomas, bothered to get involved.

“How can a Minister for Agriculture sit by and watch her colleagues and fellow Ministers continue to treat farmers so badly, allowing the devastation of one of the state’s greatest agricultural assets?”

The impact of the project’s mental strain on farmers was highlighted at Tuesday’s rally.

Their livelihoods are in doubt and the value of land holdings will plummet under the current plan.

“Farmers are desperate, and yet their Victorian Minister – the person who is supposed to advocate and care for them – appears entirely unconcerned that the agriculture sector is barely a participant in the Technical Reference Group (TRG) assessing this project.

When will this Minister step up for farmers and start representing their rights?

Energy Safe Victoria has noted the high-level absenteeism from the Agriculture department in Ausnet’s TRG. Clearly, the Minister seems to think it’s okay to simply get a watching brief.

It’s not okay.

Farmers have so much to lose, and the Minister thinks she can watch from afar.

The Minister should commit to meeting farmers along the length of the proposed line, but will she?

Beverley McArthur MP Member for Western Victoria Region Dear Editor, I read the letter submitted by Paul Jenkins (M/News 1 March) about the Geelong/Bacchus Marsh Road.

This road, now three years in 'upgrade' status, would be a joke if it weren't such a serious matter. For those of us who regularly travelled on it (pre upgrade times), we sat patiently behind other vehicles, knowing exactly where the 'overtaking possibilities' were and then did so. In the past three years this road has become dangerous because of the varying speed limits. testing a driver's patience to the limit. As for the 'overtaking opportunities' there are only two.

The ongoing wire barrier down the middle is 'overkill' to say the least and at huge cost - for what?

Such money would be better spent on decent repairs/upgrades on roads like Western Freeway anywhere between Ballarat and Deer Park where potholes are constantly being filled in, only to be ripped open soon after by the increase in heavy traffic.

Whether it's Vicroads or Regional Roads Victoria, could someone focus on priorities.

Of course there is the other matter of car damages from large potholes. I recently got a repair bill for a huge pothole near Myrniong and was told "Not our problem. Take legal action if you want."

Closer to home, many of our local roads could do with long-overdue attention. We motorists deserve better.

Dear Editor, I write regarding a Letter to the Editor (M/News 8 March) from the Leader of the Nationals, Peter Walsh.

The Andrews Labor Government is delivering on our commitment for new laws to protect farmers from animal activists and prevent biosecurity threats.

The Livestock Management Amendment (Animal Activism) Bill 2021 recognises the significant biosecurity risks that trespassing by animal activists can pose and introduces substantial on-the-spot fines to deter these protests.

The Shadow Minister for Agriculture Peter Walsh is deliberately misleading our farmers with his false claims about these new laws.

Victoria’s on the spot fines for animal activists who trespass on farms will be the toughest in the nation.

Those caught trespassing on livestock premises could receive on-the-spot fines of $1,272 for an individual or $8,718 for an organisation.

These penalties are more severe than New South Wales’ on-the-spot fine of $1,000 or Queensland’s $689 fine. Additionally, Victoria is the only state in Australia that proposes a specific infringement offence for an organisation.

We are protecting our farmers and agricultural businesses – as well as their families – from the biosecurity risks and distress that breaches from trespassers can pose.

Mr Walsh’s comments regarding river frontages demonstrate a total lack of understanding of these laws. Crown river frontages which have been leased by farmers are in fact included in these laws and may be subject to a Biosecurity Management Plan (BMP).

The amendment to the legislation put forward by the Nationals would apply to licensed, not leased land. Far from impacting animal activists, this would actually restrict public access to river fronts for activities such as fishing.

It’s regrettable that Mr Walsh fails to understand the difference between licensed and leased land and the different laws that apply.

We are backing our hard-working farmers because they are critical to keeping food on the table and supporting local jobs in regional and rural communities across Victoria.

Farmers and workers in the agricultural industry should be able to do their work without fear of being targeted by animal activists. This sort of activity is highly distressing for farming families and puts the biosecurity and safety of the animals that activists purport to protect at risk.

Our legislation delivers a strong deterrent and significant penalties, making it crystal clear that this behaviour is unacceptable.

Mary-Anne Thomas MP Minister for Agriculture Dear Editor, The following letter and additional five detailed pages, I have sent to Lily D'Ambrosio MP Minister for Energy, Environment and Climate Change; the Department of Environment, Land, Water and Planning (DELWP) about the Power Transmission Line Route in Moorabool “I am concerned about the proposed route and mechanism of this transmission line in a region that is growing rapidly now and will grow even faster in the next twenty years.

And this is only the initial 25% of the lifetime of the power route.

I understand the AEMO reports to you.

My concerns are as follows: • The financial test only looks at contestability, to provide the cheapest design solution not availability of power or failure in the transmission tower design.

• The financial test does not appear to look at the estimated 80 year life span of the transmission line. After it is depreciated, in say 20 years will the value be nothing and ownership revert to the original owners of the land ?

• It is not clear if expansion of the easement for an additional transmission line would be excluded in the future.

• The tower design is not discussed despite the lattice design being ugly and replaced in the UK in a design contest in 2011 as detailed in the detailed letter.

• There is no recognition that these towers, which are the height of the MCG light towers will affect the visual amenity of the area. There are already three large wind farms in the Moorabool Shire which have been accepted with considerable grace by the community. We know that the brown coal power stations in Gippsland will close in the next few decades or sooner and must be replaced and require additional transmission infrastructure.

• The Federal government and Treasury in particular should assess the use of existing easements given the certainty of rail and vehicle electrification in the next 10 years as a matter of national security if for no other reason.

• There is minimal benefit for the local shire community with DIDO and FIFO workers (assuming they are available) as so many renewal energy zones are being set up in other states of Australia, • Many of the maintenance problems of underground power lines particularly localisation of faults have been resolved relatively recently.

• There have been probity problems with captured regulators in Victoria in the past e.g.

Crown Casino. Federal Treasury could help with transparency of contracts and should mandate exclusion of contractors who bid that are involved with tax havens, abusive labour management and invasions of other countries.

• The consultation process is fundamentally flawed in this public good project. I experienced it locally; it is one way; dialogue about financial and technical details were not considered.

The submission by Moorabool Shire is ignored and options other than the preferred one are not explored.

Suggested alternatives to aerial transmission are: • Complete route under grounding which has wildly divergent costs depending on whose consulting engineers are used and the assumptions made - no discussion in consultations.

• Partial undergrounding on existing public rail/road easements as detailed in Appendix A • Transmission towers on public rail/road easements” Linden Hall Greendale

Dirty hands for a cleaner shire

By Lachlan Ellis Clean Up Australia Day took place on Sunday 6 March, and groups across Moorabool joined the million plus Aussies who rolled up their sleeves for the environment.

The Friends of Werribee River Through Bacchus Marsh, Friends of Hopetoun Park & Parwan Gorge (FOHPAPG), and Friends of Werribee Gorge & Long Forest Mallee (FOWGLFM), were three groups doing their bit, collecting more than 40 bags of rubbish between them.

Between the three groups, close to 50 people took part in Clean Up Australia Day in Moorabool.

Joanne l’Anson is President of the FOHPAPG, and said she was proud to be part of such a great cause.

“Seventeen of us collected three trailer loads of rubbish over Saturday and Sunday. We had a skip donated by a local Hopetoun Park resident, Steve from ‘Just Bin It’,” Ms l’Anson told the Moorabool News.

“Council collected the small stuff on Monday after the clean-up. The main event was Sunday, but we had a couple of members who couldn’t make it on the Sunday, so they went along Hopetoun Park Road on Saturday and collected some rubbish for us.

“I’m so proud of our members, we’re only a new group that formed within the last two years, this is our third year…but we’re getting really good recognition from our community, and our stakeholders at Melbourne Water, who are restoring the escarpment in Hopetoun Park.”

The Friends of Werribee Gorge & Long Forest Mallee collected a whopping 32 bags, of the 40, of rubbish and recycling on the day.

Volunteer Jenny Whipp reported that this amount was down on the number from previous years, with the most unusual items found being “a car bumper and some framed pictures”, while glass bottles were the most common item found.

FOWGLFM Coordinator Kirsty Reid said the group had both members and non-members take part in the clean-up.

“We had 11 people on the day, that included four locals and seven members of the Friends group. We did the length of Long Forest Road, between the old highway and Toolern Vale Road,” she said.

“Everyone met up at 9:15, and we were done by about 12:30.

I’ve been in communication with Moorabool Shire Council, and we’ve agreed we’ll fine-tune our recycling efforts. She’ll give us some feedback and let us know if there’s anything we can do better in future collections.”

Rubbish collected included old wooden fencing, mattresses, plastic, bottles, beer bottles, shoes and clothing, rubber hose, plastic pipe, fake grass, bags, face masks, car and truck tires, table, boxes of books, cardboard and lots of general rubbish.

Clean Up Australia Day is held on the first Sunday of March every year, meaning the next Clean Up Australia Day is on 5 March, 2023.

Champ retires after Miracle Mile victory

By Tim O'Connor (HRV) King Of Swing has been retired following his historic third Miracle Mile success.

The Belinda McCarthy-trained seven-year-old produced a brilliant performance to win the $1million Grand Circuit classic ahead of stablemate Spirit Of St Louis (Jack Callaghan) and third-placed Victorian Better Eclipse (Jess Tubbs/Greg Sugars from Myrniong) at Menangle (NSW) on Saturday night.

He is now the only three-time winner of the race.

An early speed burn threw a spanner in the works for King Of Swing, who was crossed in barrier one when Nathan Jack sent Mach Dan (Emma Stewart) straight to the lead at the start. But Luke McCarthy was quickly off the pegs with his charge and despite pressure from Bondi Lockdown (Aaron Dunn), managed to take up the lead in a frantic beginning to the 1609m sprint.

King Of Swing’s rivals tried their best to catch him in the dash to the line, but the son of Rocknroll Hanover was too strong, holding on to win by just over a metre in a mile rate of 1:49.2sec.

“That was just a massive thrill,” Luke McCarthy told Sky Racing.

“After the week we've had and still being able to have him at that level to be able to win a Miracle Mile is unbelievable.

“It's kind of surreal,” he said.

“You dream of winning the Miracle Mile as a driver and to win three in-a-row on this horse has just been so special and it's just a dream come true.”

With retirement confirmed to Adam Hamilton by partowner Glen Moore, King Of Swing finishes his glorious career with 44 wins from 82 starts and with well over $3million in prizemoney.

The 2022 Miracle Mile was rescheduled from last weekend due to a torrential downpour which hit the Menangle track in the minutes before start time.

Bacchus Marsh Little Athletics The Centre held a twilight meet last Friday evening with all athletes participating in 4 events for the competition.

Then over the weekend 17 athletes represented the Centre at the State Track & Field Championships at Lakeside Stadium, Albert Park.

Bacchus Marsh Centre had a very successful Championships claiming 7 medals – 2 Gold, 2 Silver, 3 Bronze.

On Day 1 of competition Bridie Shanahan threw a massive PB of 11.37 metres in the Girls Under 16 Shot Put to win the Centre’s first medal, Silver.

Under 9 athlete Skyla Berryman, in her first State Track & Field competition, stormed home in the 70 metres to pip her competitors on the line and claim the State Gold medal.

Skyla then backed up later in the day over the 200 metres.

Skyla eased her way through the first 100 metres before powering off the bend, displaying her dominating speed over the last 100, to win her second Gold medal, finishing in a time of 32.58 seconds.

Day 2 saw the Banigo brothers line up in the 100m timed finals in the morning of competition. Elliot dominated his heat to place 1st. Elliot’s time placed him 2nd overall, claiming the State Under 11 Silver medal. Nelson then lined up in heat 3 of the Boys Under 13 event, which included a hot field of competitors all vying for an inclusion in the Victorian ALAC team. Nelson was quick out the blocks and held his form for the entire race, crossing the line in 3rd place, winning the Bronze medal in a time of 12.10 seconds.

Skyla Berryman, in her third event for the weekend, took on the best in the State in heat 3 of the Girls Under 9 100 metres.

Skyla battled hard throughout the race and in a tight finish crossed the line in 3rd place to win her third State medal.

The afternoon competition included the hurdle events.

Nicholas Ide was determined to improve on his qualifying region result and did not disappoint as he glided across all flights of hurdles to place 3rd in a time of 12.94 seconds and take the Bronze medal.

All 17 BMLAC athletes produced outstanding results and proudly represented the Centre at State Level.

Shields will be presented to the winners of each gift, with sashes awarded to the top 3 placegetters.

At the conclusion of the gift all athletes will commence program 3 of competition.

This is the final meet prior to the Centre Championships to be held on Saturday 26th March at Masons Lane Reserve.

Mighty mare Jets into Triple Crown contention

By Tim O'Connor (HRV) It required something special and that’s what star squaregaiter Im Ready Jet produced to win a classic edition of the Hygain La Coocaracha Trotters Free For All at Tabcorp Park Melton on Saturday night.

After settling last in the small field of five over the 2240m trip, the Anton Golinotrained mare reeled off a scorching individual last half of 55.28sec to haul in early leader Vacation Hill (Andy Gath/ Kate Gath) and hold off stablemate Hopeful Beauty (Josh Duggan), who flashed home to grab second at big odds.

The victory, in a mile rate of 1:59.3min, was the five-year-old’s 18th from 39 starts and lifted her earnings up over $370,000.

“She's the best trotter I've driven all round,” driver Jason Lee said.

“She's got such great attributes. She can do work, she can lead, she can come from behind like that when really things weren’t run to suit and when it gets into a dog fight, she can still put her head out and win,” he said.

“Yabby Dam (Farms) have done a great job and had some really nice horses over the years, but this one might be the best of them.”

After missing the opening race of the series, the victory took Im Ready Jet to second on the Kerryn Manning Trotting Mares Triple Crown standings heading into the third and final leg on March 26.

Despite only managing fourth in the La Coocaracha, David Aiken-trained Aldebaran Crescent remains at the top of the leaderboard, two points clear of Im Ready Jet and Vacation Hill.

A $20,000 bonus is payable to the owner if a horse wins all three legs of the Kerryn Manning Trotting Mares Triple Crown, with a $10,000 prize on offer for the leading points scorer through the series (1st - 8 points, 2nd - 5 points, 3rd - 3 points, 4th - 2 points and 5th - 1 point).

The mistake changed the complexion of the race and it was in-form mare Majestical Belle that ultimately capitalised.

Chris Alford quickly sent the five-year-old to the front and that’s where she stayed, staving off the challengers in the straight to score her sixth career win from 30 starts.

And the result continued a stunning run for Rockbank trainer Fred Spiteri, who has now prepared six winners from just 21 starters in season 2022.

The triumph was the first in a double for Alford, who also prevailed aboard Kissmelvis for Wayne Potter.

Ballan Cricket Club RESULTS – Week ending Saturday 12 March Under 11s - (R12) It was the last game for the season and Ballan faced Creswick.

A full team effort and all the hard work during the year paid off with everyone contributing in some way.

Creswick batted first and made 56 (8 outs). Kiara Grigg, Charlie Black, Ned Conroy, Cooper Olthof and Mickey Rawlins all got a wicket while Lachie Olthof, Hunter Clark and Layla Shugg did exactly what their coach asked, to bowl tightly. Ed Bayard finished with terrific figures of 3/4.

A strong performance with the bat by Ballan saw return the figures of 3/115.

Banjo Luke and Ed Bayard were the strong openers with fantastic running between wickets. Micky, Cooper Charlie, Ned and Lachie all scored runs. Hunter, Layla and Kiara batted out their time without losing their wicket, as did first year player Ava Conroy.

Winning the toss and batting first, Clover McIlwaine and Beth Davenport set a fantastic foundation for the team to build on. Following their retirements, the team unexpectedly lost a couple of quick wickets. However, pleasingly the team continued to play positive, fearless cricket and keep pressure on the opposition with clever running between the wickets and displaying excellent game awareness by taking advantage of misfields and overthrows.

Once the bowling innings commenced Clover McIlwaine and Eamon Grigg both got early wickets with Sarah Burton taking an awesome catch in slip off Eamon’s bowling. Ballan continued to work tirelessly in the field with Angus Tranter particularly busy, but the opposition continued to score and appear to have the run chase under control. A further bowling change to Jai Singh netted another wicket (Jai’s first at the club) with Sarah Burton this time taking a catch at square leg. Jai was then able to get another wicket in his second over. The opposition still appeared to be in control needing 24 runs off 7 overs. Jackson Letcher made the most of his spell, bowling super tidy and getting a wicket. Sarah assisted again taking a catch at mid-wicket running with the flight of the ball, her third of the match. Clover McIlwaine then returned for her second spell bowling with pace and accuracy to seal the victory with a further 3 wickets in 9 balls and Jai Singh taking a brilliant catch at short cover to help with the final wicket. The team were ecstatic with the hardfought win and now look forward to playing in the Grand Final this week.

Despite the win the team finished heartbreakingly just outside the final 4 on percentage only, so that’s it for this season. The team thanked coach Lachie Snaith and others in seniors who helped coach and mentor the team, to family members and friends for their support and to players for the ongoing commitment to training and games.

Seniors The First XI had a chance of grabbing one of the last spots in finals if they had secured a win, but with rain meaning points evenly divided, they were unable to have that chance.

The seniors ended their season with rain abandoning their last round back on 5 March. *** The 2nd XI finished outside of the finals also, but had some good wins and stellar individual performances along the way. A great team with a mix of players from U17s to veterans.

Top scoring with 22 runs and getting 4/11with the ball, Clover McIlwaine (U13) finished the game on a hat trick. First ball this week may give her that hat trick.

Jai Singh (U13) takes the last catch of the day to ensure Ballan’s win to go into the Grand Final. Jai also returned 2/18 with the ball.

Lions aim to make history Darley Cricket Club – By Todd Whelan The wait is finally over.

Only Napoleons-Sebastopol stands in the way of Darley’s dream of making it to a third successive BCA Grand Final as the two sides prepare for Saturday’s sudden death Semi Final at Alfredton Oval, Ballarat.

While the Lions did lose their round 18 clash with BallaratRedan at the weekend, coach Brian Wheelahan believes there is no cause for concern.

“We’re not always going to produce, just as long as we do when it counts most,” he said.

“We’re proven performers, have played enough good cricket and now we’re a one-in-four chance creating something special.”

That something special happens to be a rare three peat achievement of BCA First Grade flags, back-2-back-2-back.

There’s no denying the absence of star all rounder Danza Hyatt’s will make the Lions task that little more difficult but Wheelahan’s faith in his Pride remains unwaivered and steadfast.

“I have the utmost confidence in this group, we’re a proud bunch and we can’t wait for Saturday,” he said.

“We’ll ramp up our preparations this week and be raring to go.”

Let’s take a look at the likely Lions First XI, and how they’re shaping up......

Bradley Barnes (c) - rhb. Selfless leader who has put youth ahead of his usual top order role for the most part of the season. Smashed a better than run-a-ball 80 in round 14.

Dilon Chandima - rhb and leg spin bowler - Lions leading run scorer in his debut season with the club - has 767 runs @59.00 average ( 2x100s, 4x50s). Also 21 wickets at 14.48 avg.

Chandima is the key at the top of the order. All class.

Mitch Ward - left arm seamer, rhb. Opened the batting for an hour at the weekend as the Lions try and find the right pairing at the top with Chandima. Has proven he can play a role with the bat in big games. Known more for his contributions with the ball - 18 wickets @ 15.17 avg.

Brodie Ward - rhb. Youngster who has spent considerable time in the number three position. Has had four solid starts since Christmas with a 32, 24, 17, 23. Ready to go on with it now, a big score is not far away according to Captain Bradley Barnes.

Madushanka Ekanayake - right arm quick - Lions leading wicket taker with 30 including 9/15 in round one. If ‘Eka’ can break through at the top early, the Lions chances will be greatly enhanced. No slouch with the bat either chasing quick runs in the later overs.

Hasi Wickramasinghe - rhb and off spin bowler. Often the glue through the middle order having his best season with the bat since joining the Lions. Has 441 runs @ 33.92 avg.

Bowls important overs through the middle stages, has 16 wickets @17.88 avg. Has the best economy rate of all Lions bowlers (2.95).

Drew Locke - lhb - Versatile. Can be patient or aggressive whatever the situation. Has made a start in three of last four knocks - will be required to deliver on more of the same.

Good gully fieldsman.

Rahmatullah Khwaja - rhb and right arm seamer. Excellent change of pace bowler with his own bag of tricks. Can take

‘big game’ wickets (24 @ 14.17 season average) and will be called on for a cameo role with the bat. Clever cricketer.

Benny Longhurst - right arm seamer - Opener who bowls his 10 overs out more often than not at the top. Has had a consistent year with 23 wickets @14.74 avg.

Andy Pickett - wicketkeeper - Lions coach Brian Wheelahan has been very vocal in his support and encouragement of Andy who continues to work hard on his craft. His gloves are always in the game with this attack who have taken more wickets than any side this season.

Jae Oorloff - right arm seamer - Youngster and newcomer to the side with eight First Grade games under his belt. Adds depth to the bowling group and has 3 wickets @22.67 avg from his 17 overs.

-----------------------------------------------------------------The Lions 3rd Grade showed tremendous spirit in their seven wicket Qualifying Final win over flag fancies Buninyong.

Joshua Murphy smashed 14 fours and one six on his way to a match winning 73 off just 68 balls. The Lions now face Golden Point in a semi-final showdown at Wendouree West on Saturday for an elusive Grand Finals berth.
