New rain reader sought

After more than 45 years, Ballan’s official rainfall reader is passing on the torch – or rather, the rain gauge – to someone else.

Merilyn Meadows has read the rainfall at 9am every morning since 1974, moving from Katamatite to Ballan in 1979 and continuing her rainfall reading there.

It is Ms Meadows’ readings that the Bureau of Meteorology (BOM) uses in its weather reports.

Ballan’s rainfall has been read continuously since 1875 – the local rain was positioned at the Ballan Post Office, with readings placed on a nearby noticeboard. However, vandalism on the gauge meant it had to be moved to Ms Meadows’ home. Perhaps surprisingly in this day and age, checking the rain gauge is still done manually, though it is sent electronically to the BOM, rather than reported over the phone.

Ms Meadows said this was the second time she’d tried to find a new rainfall reader.

“I have a feeling that something was put in the paper ten or 11 years ago, we didn’t get anyone then and we haven’t gotten anyone yet this time around,” Ms Meadows told the Moorabool News.

“It’s interesting to know how much rain you’ve received every day. A break would be good…someone told me I should go for 50 years and the Bureau might give me a gold watch, but I wouldn’t count on that.”

Rainfall reading is a voluntary, unpaid role, but Ms Meadows said the BOM sends her a calendar at Christmas time to say thank you.

Teen takes out global award

By Lachlan Ellis The face of a Moorabool charity has won another award for her work helping the special needs community, and it’s gold, gold, gold.

Keeley Johnson was named the Gold Stevie Social Change Maker of the Year winner in the Disability category, with entrants from the USA, Brazil, the Philippines, the UK, and Australia winning silver and bronze in the category.

Ms Johnson was one of over 1500 entrants into the 2021 Stevie Awards for Women in Business, a global competition that saw entrants from over 70 nations, in more than 100 categories.

Through her charity Keeley’s Cause, Ms Johnson has donated over 130 iPads to support learning,

communication,

and

access

to

educational resources for children with autism and other intellectual disabilities.

Proud mum Sharon Murphy said Keeley was surprised to hear she’d won the award.

“She was a bit shocked…she said ‘What, me, are you sure? An international award? How?’ And the fact that it’s gold, it’s pretty impressive,” Ms Murphy told the Moorabool News.

“I was stoked, I wasn’t expecting it. When they sent an email to say there were over 1500 entrants, I kind of went, ‘At least she’s in it and she’s got a go’, but to win was pretty astounding.”

She added that the Stevie was extra rewarding, given the challenges the COVID pandemic had brought for organising charity work.

“The lockdowns and restrictions have had so much impact on Keeley’s Cause and being able to raise money. We were so very grateful we were chosen for the Officeworks Round It Up campaign in June, which ended up giving Keeley’s Cause $70,000,” Ms Murphy said.

“The fact that Keeley’s been recognised globally shows the need for the kind of service she’s doing. Keeley’s Cause is one of the only organisations doing it on a permanent basis, so it’s great to see some international appreciation.”

President of the Stevie Awards, Maggie Gallagher Miller, congratulated all the Stevie Award winners.

“We thought the remarkable stories of achievement we saw in last year’s awards couldn’t be topped, but we were wrong,” Ms Miller said.

“We congratulate all of our Gold, Silver, and Bronze Stevie winners. We look forward to celebrating them during our January 13 virtual ceremony, and to hearing from some of them during our Women|Future Conference.”

The Gold Stevie Award comes on top of a Diana Award Ms Johnson won last year, named after Princess Diana and awarded to young people for social action or humanitarian work.

Ms Johnson will be formally awarded with the Gold Stevie at the Women|Future Conference in November.

Council ordered to get the jab

By Lachlan Ellis A vaccine mandate for authorised workers has come into effect, with Council staff ordered by the State Government to have at least booked in for their first COVID-19 vaccination by last Friday, 15 October.

The ‘COVID-19 Mandatory Vaccination (Workers) Directions’ allows up to a week after the ‘relevant date’ (15 October) for authorised workers to get their first dose (by 22 October), with the second dose deadline set at 26 November.

There are 34 different types of workers listed in the directions as authorised workers subject to the mandate, including public sector employees, community workers and social workers.

Moorabool Shire Council CEO, Derek Madden, said they would abide by the standards set by the State Government, but would not follow Bass Coast Shire Council in setting its own mandate for the entire Council workforce.

“In accordance with directions from the State Government, Council is requiring all authorised workers to provide proof of vaccination within the government-specified timeframe.

Council is not issuing its own vaccine mandate and is working with affected staff to ensure vaccination proof is shown,” he said.

“Staff who do not choose to get the vaccine and cannot

work from home will be required to take paid or unpaid leave, while we wait for further directions from the State Government.”

Out of the Shire’s seven councillors, five are already fully vaccinated, one has had their first vaccine dose, and one told the Moorabool News they were seeking medical advice to ensure vaccination was suitable for them.

Woodlands Ward Councillor Ally Munari is one of the fully vaccinated councillors, and said she felt a sense of relief after getting her second jab.

“It’s something that we were very keen to do to protect ourselves and protect our friends, family and the community.

The day I had the second dose was quite a relief for me, it was a big weight off my shoulders…just to know that I’ve done everything I possibly can to keep myself safe,” Cr Munari told the Moorabool News.

Cr Dudzik said she supports vaccinations and encourage others to get double vaccinated.

“It is our passport back to living a more normal life,” she said. ** As of Monday 11 October, Moorabool is 93.2% first dose vaccinated of 15+; 62.2% second dose vaccinated of 15+.

On Sunday 17 October, Moorabool had recorded 53 active cases, up 6 (47) from previous days. All new cases have been from the 3340 postcode.

VACCINE FACTS & MYTHS There have been many facts and myths put out about COVID-19 vaccinations since they’ve been available.

The most infamous myths include 5G networks causing COVID, vaccines causing infertility, and vaccines altering people’s DNA, have been debunked by health authorities such as the World Health Organisation (WHO) and the Department of Health.

However, it is recommended that you see a medical professional if you are unsure about getting a COVID-19 vaccine, especially if you are immunocompromised.

Like a flu shot, a COVID-19 vaccine won’t make you immune to the virus, but it will put you at lower risk of hospitalisation if you get COVID-19.

This means that the more highly vaccinated our population is, the less stress on our healthcare system, as less people will require ICU treatment.

According to the Department of Health, of the more than 25,000 Victorians who have tested positive for COVID-19 since mid-July, only 5 per cent were fully vaccinated, compared to 84

per cent who were unvaccinated. 11 per cent had had one dose.

A study of over 3.4 million people published in The Lancet, a British medical journal, found that the Pfizer vaccine was initially 73 per cent effective in preventing COVID-19 infections, and 90 per cent effective in preventing COVID-19-related hospitalisation. However, five months after full vaccination, effectiveness against infection fell to 47 per cent.

This is a higher initial protection than the AstraZeneca vaccine offers, but the effectiveness drops off faster, with Oxford University researchers finding the AstraZeneca vaccine is 69 per cent effective against infection 14 days after the second dose, falling to 61 per cent after 90 days.

According to a Public Health England (PHE) study, full AstraZeneca vaccination provides 77 per cent protection against hospitalisation at 20 weeks.

Waning effectiveness of the vaccines is believed to be greater in older people, and the PHE authors state that older age groups “should be prioritised for booster doses” for this reason.

Library application submitted

By Lachlan Ellis A bid for $4.25 million in State Government funding has been submitted by Council one week before the deadline, prompting the question – why such a close shave?

Central Ward Councillor Paul Tatchell proposed in Urgent Business at a recent Council meeting (M/News 12 Oct), that they endorse officers to submit an application.

The funding in question is sought for two projects under the Growing Suburbs Fund (GSF): the Ballan Library and Community Hub, and an All-Abilities Playground at the Bacchus Marsh Racecourse and Recreation Reserve.

“Council officers have identified two significant projects that meet the funding criteria and are strong candidates to be funded,” Cr Tatchell told the meeting.

As for why Council approved the motion to apply just a week before the GSF’s 13 October deadline, Council CEO Derek Madden said the application timeline was shorter than Council was used to.

“The Growing Suburbs Funding round opened on 1 September 2021 with a closing date of 13 October 2021. Council has monthly meetings on the first Tuesday of every month, with officers developing reports in advance to ensure briefings can take place and final reports presented to Council,” Mr Madden told the Moorabool News.

“The timelines of the GSF grants do not allow for the usual time officers require to prepare and present reports, hence the process which was undertaken to allow the submission to go ahead. This is acceptable to the funding body.”

When asked if plans for the two facilities were finalised, Mr Madden said the plans were still in their early stages.

“The Ballan Library and Community Hub and the All-Abilities Playground are concepts only, to be further developed when the outcome of the funding submissions are known by Council,” he said.

Cr Tatchell proposed the motion to apply for GSF funding at the 6 October Ordinary Meeting of Council, said the Ballan Library plans would come before the public twice, before build began.

“The main reason is you have to actually have the land before you can put an application in.

With all those funding applications, you can’t just put an application in on the premise that you might have somewhere to put it,” he said.

Are where is the projected land for the library? Cr Tatchell reiterated comments from the CEO. “The plans at the moment are just concepts, it’s out for public review. There’ll be two lots of consultation – to ask, ‘what do you want from your library’ and incorporate that into the design, and then some designs will go out to the public and we’ll get some more views.”

If the Library and Community Hub gets the funding it needs from the GSF, Cr Tatchell believes it could be built within two years.

By Lachlan Ellis A recommendation to introduce a flood overlay has come before Council for the second time, with supporters citing safety and planning benefits, and dissenters arguing insurance prices would increase and properties would be devalued.

At the 6 October Ordinary Meeting of Council (OMC), Councillors voted on an amendment to the Moorabool Planning Scheme, to introduce a flood overlay.

Prior to the vote, a presentation was made by Bacchus Marsh resident David Caligari, who opposed the flood overlay plans.

Mr Caligari, a long-time civil engineer in the water industry, argued the models provided

by Melbourne Water in planning the overlay were inaccurate in judging flood risk, and events such as Werribee River tree clearing had not been considered in the plans.

The C91 amendment to introduce the flood overlay was moved by Crs Edwards and Tatchell but opposed by Crs Dudzik and Ward.

Cr Edwards led the ‘for’ debate, stating past anomalies in the plan had been resolved.

“We did reject it previously…we were briefed that those [previous] anomalies had been addressed, and I’m sure there will probably be more anomalies that come up that weren’t raised at the original time,” he said.

“The outcome of this, Councillors, is for people to understand there is a flood risk in that area, and they need to get a permit when they wish to build. It is just a safeguard to ensure that any buildings that occur in that [overlay] area are considered in the appropriate manner.”

Cr Tatchell said Moorabool is the only council left in Victoria that is not using an overlay.

“The problem we face going forward is our ability to conclusively strategic plan. There is a capacity within the overlay for every permit

to protect both Council and the potential builder,” he added.

Cr Ward argued the flood overlay plan would negatively impact landowners and “comments of the panel…outside the scope of the amendment were, insensitive and immoral”.

“I understand there are some two and a half thousand properties affected by the proposed changes to the LSIO (Land Subject to Inundation Overlay) and SBO (Special Building Overlay), and I ethically cannot support the recommendations because of concerns raised by residents over decreased value; over property…[alternative] flood mitigation measures…and new residential developments,” he told the meeting.

Cr Dudzik said it was her understanding that most of the objectors’ concerns had been addressed when this first came to Council.

“But when Mr Caligari spoke, that doesn’t ring true…I really do think what he has to say should be considered in detail, and extra allowance given to him in relation to this amendment.”

In closing the debate, Cr Edwards said there is no evidence that it does affect people’s insurance or devalues properties.

“What we’re saying is that people will have to go through a permit process if they want to build in these areas,” he said.

“Do we want them [Council planning staff] to go back and spend tens of thousands, or hundreds of thousands of dollars potentially, to redo all this work, when all this will require is a permit to do work in the future?”

At the conclusion of the debate, a vote was called with Crs Edwards, Tatchell and Sullivan voting in favour, and Crs Berry, Dudzik, Munari and Ward voting against. Thus, the motion was lost with no alternate put forward on the night.

The addition of Gordon to ‘Save the Koalas’ map of koala habitats has prompted renewed calls not only to report koala sightings but, make efforts to protect the species.

Heidi Johnson is the owner and manager of Chota Himal Alpine Nursery and is collecting data on the area’s koala population.

She said that removal of habitat, and nearby roads, had many Gordon residents concerned about the safety of the town’s koalas.

“We’re really hoping that the Cartons Road overpass, currently used by koalas and other native animals to get across the Western Freeway, can be transformed into an official wildlife ‘safer crossing place’, with signs and a 50 km/h limit over the actual overpass. Considering the poor state of that road – potholes galore, crumbling edges – that is a safe speed,” she told the Moorabool News.

“I'm also keen to get proper wildlife crossing signs with Wildlife Victoria's hotline number placed at key points of frequent accidents, along Gordon-Ballan Rd, Moorabool West Rd, and the eastern end of Springbank Rd.” Ms Johnson has been an animal rescuer for years and underwent official Wildlife Victoria training this year.

“I've been trying to get a biodiversity survey for the entire Gordon and Mt Egerton area going for years, since I moved here and noticed koalas in my trees and in neighbours' gardens, but they have been getting rarer in recent years,” she said.

street trees. Word got out, people united, and there was a "save our trees" campaign.

Through this action, I met more people who like me, wished to maintain the rural, heritage village atmosphere of Gordon, and protect our unique wildlife.”

Ms Johnson said she hoped Central Highlands Water would maintain its bluegum plantation on Cartons Road to serve as a wildlife sanctuary but conceded that “that’s not going to happen”.

Plans to mine with ‘No Consent’

Mooraboolites are all too familiar with the battles around toxic soil and overhead powerlines, but there’s a third fight underway – against gold mining in the Wombat State Forest.

The ‘No Wombat Gold’ group is made up of members from Blackwood and surrounds and is standing against exploratory and mining licences, sought by a range of companies including Cauldron Energy, Nuggety Gold Mining, and Currawong Resources.

In a press release, the group said the mining companies’ plans flew in the face of the plans for the area drawn up by the Department of Environment, Land, Water and Planning (DELWP).

“We are currently experiencing a barrage of exploratory and mining licences within a small area in Barrys Reef, near Blackwood, an hour from Melbourne. The Wombat State Forest is likely to become a National Park.

However, these miners are operating in an area for a proposed Regional Park, very popular with tourists day tripping from Melbourne,” No Wombat Gold wrote.

“Communities around Victoria, especially in old gold mining areas, are fighting the rash of exploration licences across the state.

Common concerns are water quality and the impact on the environment/tourism.

“The Moorabool Shire Council and the State Government, spent millions replacing leaky septics in Blackwood and Barrys Reef to protect the environment. Allowing gold mining in this area doesn't make sense if so much has been done to protect the water catchment.”

At the Tyrconnel Adit, a horizontal mine shaft “a stone’s throw away” from the Lerderderg River, the group says the water has been tested “with arsenic levels of 0.18 to 0.29mg/L”, compared to the World Health Organisation (WHO) recommendation for drinking water – 0.01mg/L. On Sunday 10 October, No Wombat Gold held a small, well-spaced and COVID-safe protest in Barrys Reef.

The group is calling for a moratorium on commercial mining in the area, to “protect the water catchment, save communities a lot of grief, and not waste the miners' time and money”.

Free mulch ‘sells’ out

Getting the garden ‘spring ready’ requires mulching trees and plants in readiness for the hot summer weather.

An initiative by Moorabool Shire Council to offer free mulch to residents from the debris of the recent June storm event, was so popular it booked out in less than 24-hours.

Council offered Moorabool residents free mulch (maximum 2-metres) to collect from the Ballan Transfer Station for this coming weekend however, the offer booked out online in less than 24-hours.

The mulch, predominantly eucalypt, was part of the Storm Recovery clean-up in Moorabool. Hardest hit areas were Blackwood, Barkstead, and Korweinguboora with the timber collection sourced mainly from the Wombat State Forest for the mulch.

And what of all the felled trees on the ground?

A spokesperson told the Moorabool News, Council is currently processing logs to firewood and “is planning to offer that to the community in the coming months.”

“We will advise closer to the date.”

Those that have booked to receive the free mulch, collection days are Saturday 23 and Sunday 24 October, 1pm-5pm.

“Upon arrival at the Monteville Lane Transfer Station, residents will be required to provide the Transfer Station Operator with photographic identification and proof of address (e.g. drivers licence),” a Council spokesperson said.

A QR check in code and wearing of a mask will be required, as per already established COVID-19 requirements.

Wondering how the mulch will be loaded? Well, you will not need a shovel. A machine will load your trailer/ ute with the mulch.

“The customer must not leave the vehicle to ensure safety is maintained,” the spokesperson said.

The Ballan Transfer Station is located at Monteville Lane Ballan, the eastern end of the township near the Western Freeway off ramp (westbound).

Music initiative hits right note

By Lachlan Ellis A new Council initiative to boost Moorabool’s music industry has local musicians singing praises, as the industry eagerly awaits the end of lockdowns.

The ‘Live and Local Initiative’ is a partnership between Council and the Live Music Office and is inviting local musicians into Council’s strategic planning process.

Expressions of interest are now open for local musicians, producers and venues to join the Live and Local working group, to help shape Council’s plans to support live music.

“We’re hoping to hear from musicians and venues throughout the Shire who want to participate in helping boost our local music industry,” Council’s Arts, Culture and Events Officer, Bec Carey-Grieve, said.

“This process will provide valuable opportunities for locals involved in the music scene.”

Ballan musician and ‘Little Wigtown’ vocalist Nina Rootsey said it was an exciting time to see the local music industry get some extra support.

“I'm so excited for the Live and Local push in the Moorabool Shire. It’s a fantastic opportunity for local musicians, technicians, festival organisers and venues to contribute to Council’s strategic planning, and to listen to the needs and concerns of artists who have been struggling these past 18 months or so,” she told the Moorabool News.

“I think this is a marvellous time to look at diversity in line ups, and to be especially aware of supporting indigenous artists, women, musicians living with disabilities and queer and non-gender conforming folk.

“This is only adding more diversity to our already vibrant community.”

Myrniong muso Jen Hawley has put her hand up for the curator role, hoping to land the position and help plan microfestivals, workshops, and a local music industry forum.

Arrests after home invasion Police have charged two men following a home invasion in Hopetoun Park last week.

Send your letters to news@themooraboolnews.com.au Dear Editor, I write with grave concern that it is only a matter of time before someone is seriously injured, or worse, by moving vehicles in Cairns Drive Darley. I have observed quite a few “near hits” in the past six months, involving vehicle, bicycle, and pedestrians.

Cairns Drive is a long stretch of suburban road that is obviously used by motorists who live in it, as well as a means of accessing a number of streets and courts running off it, and as a “cut through” to Robinsons Road. So, it carries a high volume of vehicles.

There are quite a few rental properties in the immediate area now, and some of these have multiple car users living there.

It is also a heavily used road by pedestrians, joggers, dog walkers, cyclists including young children, and family groups. The town bus operates along Cairns Drive, as do school buses.

Oh. I nearly forgot to mention. There are NO FOOTPATHS. So, all the pedestrians, dogs, prams, exercisers, schoolkids and cyclists etc use the road. Both sides.

The crux of the matter is that a large percentage of motorists that use Cairns Drive, imagine they are Jack, or Jill, Brabham.

Not to mention ‘rabid’ motorcyclists. All seem to be of the opinion that their 70-80 kmh, is the new 50 limit.

In recent times, the Council carried out traffic investigations of most of Darley.

In the final report Cairns Drive was mentioned, with the recommendation that two speed humps should be installed, (most residents I have spoken to are of the opinion that it should be three). For some reason, nothing seems to have happened from this investigation, does it need a serious incident to hurry things along?

The message is to all motorists and motorcycle riders. Slow down, the speed limit is 50.

Devils lure big fish for 2022

By Todd Whelan Darley has taken a major step forward with its intent to return to BFNL finals action, after Williamstown big man Nicholas Rodda signed with the club on a 'full time' basis for next season.

The 27-year-old joins the Devils after 41 games and 70 goals with the Seagulls (VFL) dating back to 2018. Originally a product of West Perth, Rodda's imposing 194cm and 104kg frame is expected to test the best of any defence in 2022. The timing couldn't be better for the Devils who were bereft of any genuine aerial power inside 50 during their winless 2021 campaign, averaging just 51.5 points per game.

Former Seagulls team-mate and East Point affiliated star forward Joel Ottavi made no qualms about the excitement Rodda's signature means for the Devils family.

"I can see Nick being a huge force for Darley," Ottavi said.

"He's an absolute ripper bloke off field and come game day, if you're not on his team....good luck."

Rodda has been an affiliated player with the Devils during his time at Williamstown on the back of his tight bond with former teammate and recently delisted Fremantle Docker, Brett Bewley.

Darley Football Manager Craig Baker is genuinely excited about the prospects of Rodda and is confident of a seamless transition for him into the 'family'.

"Nick has been on our list since he came over from WA," Baker said.

"He just hasn't had the chance to play because he has always been a required player at Williamstown.”

Baker said they knew he could play football and the reports are “he is a terrific bloke," "And the fact he works with a few of our blokes is a bonus," he said.

According to Baker, Rodda fills a massive void in the Devils ongoing rebuild.

"Our aim now is to get a ruckman," Baker said.

"We think we can bounce back adding these (specific) players, but just how far is unknown."

Following the recent appointment of highly touted coach Dan Jordan and now the addition of Rodda, the Devils are hopeful the development of their talented Under 19s can be fast tracked, culminating in senior selection and more importantly, an ability to impact games.

Chubb dominates for Mannings

By Michael Howard (HRV) Any questions that may have remained about Plymouth Chubb’s bona fides were well and truly answered with a powerful victory in the Group 2 IRT Australia Tatlow Stakes.

Trainer Peter Manning and reinswoman Kerryn Manning appear to have a Group 1 talent ready to rip through the season’s headline races after their two-year-old trotter overcame his gate 13 draw to career away in stunning style.

On the doorstep of the famed Redwood Classic, Kerryn Manning told TrotsVision on Saturday “was probably his biggest test” and he advanced with flying colours.

“From the draw, it wasn’t a bad little field really and he had a couple of little minor setbacks since Stawell, and I thought tonight might be the night he got beat but, no, he is very good,” Manning said.

The eighth-straight win came after Plymouth Chubb advanced well from the widest back row gate, settling fourth in the running line before leading up the three-wide train with a lap to run.

He quickly accounted for leader Aldebaran Misty and breeze horse Courage Stride and it was soon a one-horse race.

“He hasn’t been back in the field very often in his races, he’s usually up the front and they’re trying to catch him, but tonight it was nice to see that he came out settling and was able to do it a different way,” Manning said.

“Up the back I was cruising and Greg (Sugars on Courage Stride) looked a little under pressure and that horse goes quite well.

“I just asked him for a little bit and he just zipped past them, so it’s nice to have that attribute in a trotter like that. He got a little bit tired at the line, still had the plugs in, but did it really well still."

In the end he finished eight metres clear of second-placed Courage Stride with Stingofawasp third.

It would have been quite the thrill for owner-breeders Gary Benson and Steven Hegyi and there is likely more to come.

The winner looks set to tackle the Aldebaran Park Redwood Classic on October 31 at Maryborough, where the Group 1 shares the card with the Classic Connection @ Haras Des Trotteurs Victoria Trotters Derby.

“He has all the attributes of a really nice horse, whether he takes the next step we will see, but he is certainly beating everything that’s around quite comfortably at the minute.”
