Kryal Castle sits at the base of Mt Warrenheip at Leigh Creek and is finally prepared to host a total of 191 sites, after recent Council approval. A site in front of the Castle, already has approval for 60 sites with construction on those due to be completed before Easter 2022. However, it was not until Council’s 18 August Development Assessment Committee (DAC) meeting that a further 131 sites were approved. (Continued page 4)

‘Pacing Priest’ 50 years at the pulpit By Lachlan Ellis Bacchus Marsh’s Father Brian Glasheen – or ‘Glash’ as he is affectionately known –celebrated 50 years since his ordination to the priesthood in May, and will officially celebrate the anniversary at an upcoming September Mass. Fr Glasheen ministered at St Bernard’s Parish for most of his time as a priest – more than three decades – before stepping down in 2016. On May 22 this year, the day marked Fr Glasheen’s ‘Golden Anniversary of Ordination’. He said he felt privileged to have been a part of the St Bernard’s community for so long. “I came to St Bernard’s in 1982 as Administrator, Father Herb Steele was still Parish Priest at that time. I was there until 2016, or perhaps January 2017…near enough to 35 years,” Fr Glasheen told the Moorabool News. “It’s been fabulous being a part of the community for so long. In some respects, it’s a city parish and a rural community, a rural atmosphere…the best of both worlds. It’s a very central
place, and the people are particularly welcome. People of all faiths…there’s a good ecumenical spirit in the town, a good spirit of cooperation with the other churches,” he said. Fr Glasheen said you probably get to know people better than most as a priest. “Being able to minister and walk the journey with people, through their highs and their lows…the joys of baptisms, weddings and confirmations, but also being with them for their end of life, funerals, and illnesses…walking with them and caring for them. It’s a wonderful privilege being a priest.” He is also known as ‘the Pacing Priest’ – a moniker that comes from his passion for horse racing, including breeding and training his own. The nickname goes all the way back to the 70s. “In 1978 I decided to run a harness racing Mass. There’d been a racing Mass for the galloping fraternity, but we’d never had one for the harness racing/trotting community. To run this Mass needed a bit of advertising…there was a journalist called Danny Power,” Fr Glasheen explained.
“Danny decided to give me a bit of support, he was one of the racing and trotting writers for The Sporting Globe. He took a photograph of me in front of St Brendan’s Church at Flemington, and in the article, he called me ‘the Pacing Priest’. Rather than calling me the ‘the Trotting Priest’, he called me ‘the Pacing Priest’. “I suppose it was because the pacers had more limelight…it was just something that he created. I had a fair bit to do with the press over the years, and whenever I went into the press rooms they’d go, ‘Oh, here’s the Pacing Priest’!” Though he’s now retired, he keeps busy filling in at various parishes when priests are unavailable, as well as working on the garden at home. His current project, he said, was “ripping out a carpet of kikuyu grass that’s been running wild for 40 years”. Fr Glasheen will return to St Bernard’s Parish to celebrate Mass at 5pm on Saturday September 11, COVID restrictions permitting.

Peter Hawkins spoke on behalf of one of the proposal’s objectors and argued the plans provided by the applicant were insufficient and were technically a separate use to the original place of assembly, Kryal Castle itself. “There were shortcomings in the application, and I would suggest to Council that the application should not be considered until those shortcomings are addressed. “Officers received the planning application and some plans, and very little else,” he said. “There was no acoustic report provided to Council, and given neighbours are complaining about the potential acoustic issues, we say that is a problem that could have been resolved.” Mr Hawkins also suggested that the plans to limit stays contradicted the Residential Tenancies Act and raised concerns around traffic, “up to 150 caravans a day making turning movements at the intersection of the Western Highway and Forbes Road”. Bart Hamilton, the General Manager of Kryal Castle, told the meeting great effort had been put in to ensure safety and traffic flow under the plans. “This project hasn’t been hastily put together, it’s not a quick cash grab from some sort of multinational corporation. So, when one reads in our Local Paper (The Moorabool News 31 August) we have lost our beloved hospital, it is only natural that some will be upset. are coming and going from the caravan park 24 hours a day. The current fencing doesn’t deter people from trespassing into the property, something would need to be done about that. The noise level…there’s already a lot of noise coming from Kryal Castle.” Cr Tatchell moved to approve the proposal, with Cr Ward seconding the motion. There was no dissent, and the proposal was carried unanimously. Bottler in hot water A Dunnstown factory has been fined more than $8,000 by the Environment Protection Authority (EPA), after failing to comply with regulatory notices. Cottonwood Springs was inspected by EPA officers earlier this year, after community members complained about odour. “Our initial inspection found organic sludge flowing an estimated 50 metres from a malfunctioning wastewater treatment unit onto open land on the premises at Dunnstown, near Ballarat,” EPA South West Regional manager, Carolyn Francis, said. “We issued regulatory notices requiring the company to remove the sludge, stop discharging to the land and provide a detailed wastewater management plan to EPA for approval.”
Cottonwood Springs committed to removing the sludge and minimising impacts to the environment. However, a second EPA inspection four days later found the sludge had not been removed. “Another inspection a few weeks later found the company had removed the sludge material but had not complied with the instruction to cease discharging wastewater, having instead made on-site modifications to the water flows,” Ms Francis said. “The Cottonwood Springs facility is owned by Slades Beverages of Thomastown. The company had had its chance to fix the problem but failed to comply fully, so EPA has fined it $8,261.”
The EPA is conducting follow up inspections and discussions with the company, and has issued an additional notice requiring it to install a bund around the holding tanks to trap any future leaks. The organic sludge was determined to be from the beverage wastewater treatment and not related to the management of septic wastes in a separate system. Under the Environment Protection Act 1970 and the Infringements Act 2006, the company has the right to have the infringement notice reviewed or be considered by a court. Members of the public can report pollution by calling EPA’s 24-hour hotline on 1300 EPA VIC (1300 372 842).

Toxic meat taken off shelves
Young man stabbed in street By Lachlan Ellis A stabbing near Rotary Park in Bacchus Marsh remains under investigation, with the victim still recovering from the incident. A teenager from Melton was stabbed at around 5.50pm on Friday 20 August, with a police spokesperson telling the Moorabool News that he was taken to hospital following the incident. “A 17-year-old boy was stabbed during an altercation with a number of other youths on a route 453 bus travelling through Bacchus Marsh. The Melton youth was located with serious injuries in a park off Young Street about 5.50pm and taken to hospital,” the police spokesperson said. “He has since been released and is recovering at home. Detectives arrested a 16-year-old boy on Monday, 30 August. He was interviewed and released pending further enquiries.” An investigation by detectives from the Transit Crime Investigation Unit is ongoing, and it is believed that all parties involved in the incident are known to each other. PrimeSafe and Agriculture Victoria have closed their joint investigation into toxic pet meat, but their warning remains just as urgent for dog owners. Test results confirmed that pet meat processed at the Maffra District Knackery between May 31 and July 3 contained indospicine, which has caused a cluster of liver disease and deaths in Victorian dogs. Dog owners have been reminded that any fresh or frozen raw pet meat sourced from Maffra District Knackery between 31 May and 3 July should not be fed to dogs. Any pet meat, including meat marked as beef and kangaroo, should be considered at risk of indospicine contamination. Agriculture Victoria found that indospicine toxicity is consistent with the illness seen in the dogs, and other possible causes of the illness have been ruled out. Testing found indospicine in the blood and liver of affected dogs and in pet meat samples eaten by the dogs. It is believed that horses from the Northern Territory who have eaten the indigofera plant, which contains indospicine, are the most likely source of the contamination.
Indospicine is toxic to mammals, but dogs are particularly sensitive to its toxicity. While product recalls are considered to have removed indospicine-contaminated meat from the supply chain, the affected products may still be in pet owners’ freezers. Cooking and freezing will not destroy the toxin in the pet meat. If you are unsure where your pet meat was sourced from, please contact your supplier. Indospicine toxicity can build up slowly when affected meat is consumed regularly, so if a dog fed pet meat matching the description above has not become unwell, please do not assume the meat is safe. Signs of liver disease include sudden loss of appetite, lethargy, or jaundice in a previously health animal. Pet owners should contact their private veterinarian immediately for assessment and treatment if their dog is sick. PrimeSafe is currently working with industry and the businesses involved to develop guidance to minimise the risk of future indospicine contamination incidents. Need a leg up to get a project off the ground?
Female leaders in rural and regional Victoria are being called upon by the State Government to apply for the 2022 AgriFutures Rural Women’s Award, with up to $35,000 up for grabs. The award is a chance for regional and rural women to receive a $15,000 bursary to get a project off the ground that will benefit their local industries, businesses, and/or communities. Entrants could also win the national award, which means another $20,000 in project funding. The $15,000 bursary can be used for activities such as formal education and training courses, establishing business plans
or pilot programs, developing or testing new business concepts, and publishing books. Rates in review By Lachlan Ellis With rates notices arriving in the mail across Moorabool, Council is allowing residents to have their say on the Revenue and Rating Plan approved back in July. At the Ordinary Meeting of Council on Wednesday 1 September, Council approved a process for an independent review into the Revenue and Rating Plan, with the review to occur during the 2021/22 Financial Year. “This review will inform the strategy for the rating year 2022/23 and beyond,” Council CEO Derek Madden said. “The community will have an opportunity to have input into the review and we are actively encouraging our community to have their say. There will be a number of ways the community can do this, including taking part in a range of forums in December 2021 and February 2022.” The consultation process will include drop-in sessions, formal written submissions, online surveys and listening posts. Feedback from these sessions will be presented to Council in March 2022 and incorporated in the 2022/23 Budget Process. Council also made a submission to the State Government’s review of rates, highlighting possible changes to the rating system such as a review of the farming rate in peri-urban areas where speculation drives up the value of land, the removal of the concessional rating of wind farms and electricity generators, and an increase in Municipal Charge to allow councils to provide lower levels of rate volatility. Farmers Express Frustration Farmers voiced their concerns about rates hikes during Public Question time at the Ordinary Meeting of Council, with some farmers receiving an increase of over 25 per cent. Two residents submitted questions regarding rates: Michelle Kerr and Kate Sharkey. Their questions were read out and answered by Caroline Buisson, Council’s General Manager for Customer Care and Advocacy. “Farm rates increased by 25.76 per cent from last year. How can each individual Councillor feel this is a fair application, when urban residences and commercial properties are receiving either a reduction, low or very little increases in their rates?” Ms Buisson said, reading Ms Kerr’s first question. “The answer – each year, the Valuer General, which is a State authority, provides the land valuation that Council uses for the purposes of rating. The State Government undertook a rate review last year that did not change the system.” This resulted in a 19.5% increase in valuation for farmland. “To mitigate this impact, Council has maintained for farmland the lowest differential of any of the categories, which is 0.78 of the general rate,” Ms Buisson said. Cr Tatchell asked how such rises could be possible under the Fair Go Rates System, which “is designed to cap rates in CPI”. “There was a review undertaken by the State Government in 2018…one of the questions that was looked at was ‘is this a fair system’, and the answer that came out of this system was that the system was fair,” Ms Buisson replied. In her submission, Kate Sharkey said the rate rises farmers had experienced were “outrageous”, and asked Council to “please explain if this is not discrimination, then what do you call it?” Again, Ms Buisson said the valuations used for rates were the responsibility of the Valuer General, and the State Government’s 2018 review found the Fair Go Rates System was “fair”.

Keeping trust in community A newsletter put out by the Local Government Inspectorate looks at some responsibilities councillors and senior staff have in maintaining public trust in their council. Michael Stefanovic AM is the Chief Municipal Inspector and said they discuss how conflict of interest provisions have changed with the new Local Government Act. “… and what it means to those having to declare interests – both councillors, nominated officers and key council staff,” he said. A wide-ranging review on councillors’ personal interest declarations will also be released. “Our review of campaign donation returns found that the number of candidates who failed to submit their return halved in 2016 compared to 2016,” Mr Stefanovic said. The newsletter stated the definition of conflict of interest changed under the new Local Government Act 2020 with the goal of simplifying provisions so they are easier to understand and apply. Conflict of interest is generally understood to mean when there is a conflict of interest between someone’s personal and civic life, the person with a potential conflict must disclose the interest and not participate in the decision-making process. The provisions under the Local Government Act 1989 set out exactly what it covered. However, people covered by the new conflict of interest provisions must: • consider a broader range of interests • consider what an impartial fair-minded person would think. The intent of the new law is to move from a compliance approach to a principles-based approach with integrity and transparency as the foundations of public office. For example, the prescriptive approach of the old conflict of interest provisions did not cover a conflict due to a friendship but the new provisions might, depending on the circumstances. The provisions apply to: • councillors • members of delegated committees who are not councillors • council staff who are members of or providing advice to delegated committees or asset committees • council staff who are exercising a delegation, delegated function or statutory power. LGPro President and Northern Grampians Shire Council CEO, Liana Thompson said the conflict-of-interest provisions in the new Local Government Act are far clearer than in the previous Act, giving the community much more transparency into their local government. “From the officer’s perspective, we need to understand the privileged role that we hold as public servants. While there are times that these provisions don’t directly apply to officers, the intention still does, and good practice means really understanding the principles behind avoiding conflicts of interest. “While it is not the officer’s place to give advice, we can really help councillors to ask the right questions to help them in their decision making here,” she said. LGI Operations Manager Ross Millard said it is vital that all relevant persons always serve public interest and separate their private interests from their public duty. “Only then can the community have confidence in the impartiality of the decisions made by their council.”

The Australian Bureau of Statistics (ABS) estimates it has received 7,734,307 completed forms in the 2021 Census as of Monday 16 August at 8:00am. The tally is based on forms submitted online through the Census Digital Service 6,952,502 and 781,805 paper forms mailed to the ABS by households. Whilst the response to date is pleasing, the ABS is now focusing on households that have not yet completed their Census reminding them that it is now overdue. Andrew Henderson, Census Executive Director and National Spokesperson said, “We’d like to thank the seven million households that have already completed their Census. For those households that haven’t completed yet, it’s not too late. “The Census is compulsory, and we urge people to complete now. “If you don’t have your instruction letter, you can immediately complete online by selecting our ‘Get a Census Number’ option. You can also request a paper form online, or by calling us on 1800 512 441. If you’ve already ordered a paper form, it is on its way to you.” Mr Henderson said this week, overdue reminder letters will be sent to households that haven’t yet completed, and field staff will start following up where it is safe to do so under local COVID restrictions. “There are a range of help and support options for people who need assistance to complete their Census by going to www.census.abs.gov.au or by calling 1800 512 441.” Victorians have submitted 2,108,757 household forms, equating to approximately 73 per cent of the state.

Charging station may be a first By Bianca Roberts (Intern 3rd Year Melb Uni) There is $5 million in funding being offered by the Victorian Government to incentivise the installation of electric vehicle charging stations, but preliminary vetting has not seen Moorabool prioritised. A report, commissioned by the Central Victorian Greenhouse Alliance earmarked priority areas for the government’s consideration, but much to the dismay of the Ballan & District Chamber of Commerce (BDCC), not a single Moorabool town was earmarked. “The grants are focusing on priority towns, high use areas and tourist spots across regional and metropolitan Victoria,” Tor Roxburgh, a member of the Chamber said. Ms Roxburgh said it is the charging stations themselves that would allow Ballan’s growth as a tourist centre. “Commuters will want to come into town to charge up. It takes about ten minutes so naturally people will wander around… and possibly shop in our shops.” The Chamber is planning to state Ballan’s case during the tender process and has been working closely with the Moorabool Shire Council to submit a competitive application. ‘We’ve got a lot of energy in the town to do this, including with our state member [Michaela Settle],” Ms Roxburgh said. With the transport sector accounting for 25 per cent of Victoria’s total carbon emissions, the state government is funding such initiatives to help achieve Victoria’s target of halving the state’s carbon emissions by 2030.

By Lachlan Ellis A Fiskville farmer is inviting producers to join in a Lifetime Ewe Management (LTEM) course, which promises some serious returns for sheep farmers. Scott Young runs about 2000 ewes on around 850 hectares, and said his previous participation in the LTEM program had been well worth it. Unfortunately, plans to organise an LTEM group fell through last year due to the pandemic, but Mr Young is trying to get some sheep farmers on-board again this year. “It’ll be a fully qualified person running it, might be Monica Dickson from Ballarat Sheep Veterinary Services, or Nathan Scott from Achieve Ag…people who have had a few years in the industry,” Mr Young told the Moorabool News. “It’s a very professionally-run course. I’ve done the course before; I did two or three years of it with some local farmers around here. “I found it invaluable for my business. It teaches you about sheep nutrition, condition
‘Dying to Know Day’ was on 8 August, reminding us how important it is to have the difficult conversations around death. Dying to Know Day is an annual campaign from The GroundSwell Project, which encourages people throughout August to start conversations about death and prepare for life without a loved one. Peter Randall is part of the Palliative Care Team at Djerriwarrh Health Services (DjHS) and said while the COVID-19 pandemic had taken so much from people during the grieving process, there were plenty of services available. “The COVID pandemic has been an unwelcome visitor in our lives for close to 18 months. The pandemic has brought death, but it has also meant that we haven’t been able to have medical check-ups as easily, we haven’t been able to visit loved ones in hospital as easily, and we haven’t had many of the funerals that our loved ones deserved – which in a way means death has become worse than usual,” Mr Randall said. “On the other hand, people have been more purposeful about approaching death. In many cases, people have considered exactly what they want, how and where they want to spend their last days, and who they want to spend them with. Funerals have been online, they have also been delayed for six months, and in both ways, they have honoured deeply the person who has died. “We have started a Bereavement Group online during lockdown that has met monthly in-person since lockdown ended, and I’ve noticed the group is adept at welcoming and supporting newcomers.” Mr Randall said there were several important approaches people could take, even as the pandemic continues. These include having legal documents in order (such as wills, Power of Attorneys and Advance Care Plans), seeing

Photo - submitted your doctor when needed, accessing palliative care when it’s helpful, and accepting that grief is a long-term experience. “Pre-planning or pre-paying funerals saves decision making in a crisis. Grief is part of people’s lives for years, and people benefit from talking about their loved ones for years,” Mr Randall said. He added that the pandemic had made people unable to see doctors, and missing symptoms, leading to more serious illness.

Connecting towns with tracks and trails
A partnership with Moorabool Shire Council and Southern Rural Water (SRW) was announced last Thursday (26 August), to deliver a new walking and cycling path, connecting Darley and Maddingley. The ‘Aqualink Cycling and Walking Corridor’ will connect residents and visitors to the Bacchus Marsh township’s attractions and services, as part of Council’s long-term vision to connect the rapidly growing community. Already, 4.5 kilometres of channel network has been replaced under SRW’s modernisation project, allowing the Aqualink walking and cycling path to be built above, providing an off-road track between Darley and Maddingley. Connection to an upgraded shared path from Bacchus Marsh Train Station to Main Street is also planned. Moorabool Shire Mayor Cr Tom Sullivan said Aqualink would not only improve connections between the Bacchus Marsh township’s suburbs, but also encourage a healthier way of traversing the town. “This is a fantastic project that will promote healthy lifestyles and wellbeing. It will also create a community link and improve connections between our open spaces and our community and educational facilities,” Cr Sullivan said. “We thank both the Federal and State Governments for their contributions to date and, hope to attract more funding in the future to complete this amazing project.” SRW Managing Director Cameron FitzGerald said the company was “pleased to partner with Moorabool Shire Council to deliver this terrific project, which enables our old channel reserve to serve the local community in an exciting new way.” The proposed 4.5-kilometre path network will be constructed in five sections: Aqualink North (a), Aqualink North (b), and Aqualink Central, East and West. When completed, the network will effectively connect the township from the Lerderderg River in the north, to the Werribee River in the south. Construction of the path for Aqualink East begun in May, with Aqualink North due to begin construction in September this year. Council will deliver the Aqualink project with funding from the Federal Government, the Transport Accident Commission (TAC), and the State Government.

Scott Young from Fiskville is one such farmer, with his rates going up by 23 per cent – and he’s not the only local farmer to see such a steep hike. “I’ve been chatting to a few other farmers, and their notices have gone up between 15 and 25 per cent. I’ve got to either cut back on people I get in to help me, and give extra work to, casual employees, might have to cut those. I might have to cut back on nutrition for my soils, cut back on fertiliser and things like that, because all those costs are going up as well.” Mr Young said the Fair Go Rates System is responsible, is anything but “fair”, and needs an overhaul. “The rating system is broken, the way it is at the moment. It needs a total restructure, it’s not necessarily our Shire specifically, it’s the whole state. I don’t understand why one section of the ratepayers wears the burden of the rate increase, because it’s going to come around and affect people in town next year or the following year, when they get their rates redone,” he said. “Houses in Ballan have gone up $100,000 to $200,000 in the last 12 months…suddenly they’re going to get this big whack. Why can’t we all share the burden and gradually increase our rates, rather than cop these big hits?” As Vice President of the Victorian Farmers Federation (VFF) Livestock Group, Mr Young said he and the group would continue lobbying for reform. “We’ve been lobbying the State Government, they’ve done quite a few reviews into the rating system, but everybody seems to be too scared to do anything or touch it at the moment. I think there needs to be a more equitable distribution of the rating income from right across the state, rather than a big burden on rural ratepayers,” he said.
Once again farmers got reminded at tonight’s (1 Sept) Moorabool Shire Council meeting, they don’t matter. For many producers across the shire, our municipal rates have gone up 25% or more. If it’s not overhead powerlines, toxic soil or ongoing rate rises, it’s Council have no interest in the remaining few hundreds farming families left in Moorabool. Don’t fall for council telling you farmers want their rates down so yours go up. We’ve always advocated for a fair and equitable distribution for all ratepayers. And, maybe it can start by Council finding a real solution instead of giving themselves a pay rise in the middle of covid when many locals have lost their jobs and businesses. State Government Addresses Rates
Central Ward Councillor Paul Tatchell said he had been fighting the “unfair” rates system for a decade and argued that rates were a tax on “perception of wealth”.
The Moorabool News contacted the office of the Victorian Minister for Agriculture, Mary-Anne Thomas (Member for Macedon), with a government spokesperson stating the rate cap was the lowest it had been since rate caps were introduced. “Each council is responsible for setting rates within the Victorian Government’s annual rate cap, based on the needs of their community. The rate cap for 2021-22 has been set [at] 1.5 per cent for all councils, this is the lowest it has ever been set since the rate cap was introduced in 2016,” the government spokesperson said. “Many councils have introduced differential rates to reflect the diversity of their municipality. This must be clearly articulated in the annual budget. “Anyone who is having difficulties paying their rates should contact their council as soon as possible to discuss what options may be available to assist.” The spokesperson did not address The Moorabool News’ questions on what the State Government was doing to make rates more evenly collected, or why such significant increases in farmers’ rates were necessary.
“If you don’t make money, you don’t pay income tax. That’s a sensible approach. But if you go to these other troglodytes like state and local government, they don’t care whether you make money or not. They tax you anyway, at what they perceive to be your wealth,” he said. “I am embarrassed to be a Councillor when we are taxing people the way we do. I think every farmer in the peri-urban, not just Moorabool, is being put under unrealistic pressure on a money grab, to make up for the deficiencies in investment by State and Federal Governments.” Cr Tatchell suggested a municipal charge in place of rates could help reduce the inequities in fees charged by Council. “They need to do away with the valuation system and say ‘right, this is what local government costs to operate and provide these services’. Either it needs to be paid through the GST – that’s what it was designed for, get rid of rates altogether – or, it needs to be balanced out on what’s fair and equitable,” he said. “Some people are paying $25,000 plus in rates, and some people are paying $1,200, for the same services. A municipal charge, in the short-term, would take the bounce out of it.”

It is the end of the Ballarat Football Netball League 2021 season, and not one final match has been played. The cancellation of the senior finals competition came with regret, after numerous COVID lockdowns and restrictions imposed on regional Victoria and community sport. Shane Anwyl is the General Manager of the BFL and said the board made the tough decision to cancel the 2021 senior competition finals series last week. “The announcement by the state government that metro restrictions will next be considered for easing on September 23, gives a clear timeframe of how the balance of the season could progress,” he said. “With the unlikely ability of community sport to return to
competition from this date, the earliest a game of football and netball could be conducted would be October 9, given the need to provide a minimum 14-day period for training.” Mr Anwyl said this period would take the date of return beyond the leagues previous latest date of October 2. “It is the belief of the board, given the above, certainty should be provided to our many players, volunteers and supporters who have been in a holding pattern as we live through the current COVID affected period.” This outcome will also apply to the BFLW Women’s competition. As a result of the cancellation of senior finals for 2021, the highest ranked clubs will be recognised as “2021 Minor
Premiers” in each grade. The Henderson Medal for the best and fairest senior footballer and Sally McLean Medal for the best and fairest A Grade netballer will be held as an online event on Wednesday 15 September. “The junior competition will be assessed during the week of Monday 6 September when government is expected to make an announcement on regional restrictions,” Mr Anwyl said. Further advice will be provided to clubs on the junior football and netball and BFLW Youth/Girls competitions.” “On behalf of the league board, thank you to every player, official and volunteer for their patience and resilience as we tried to get the best possible outcome for the Ballarat FNL and member clubs,” Mr Anwyl concluded.

Great night for Mornings By Tim O’Connor (HRV) Mornings added to her perfect record at Beckley Park while giving trainer Damien Burns the biggest win of his career on Saturday night. The five-year-old mare backed up her metro victory in Geelong from mid-July with a commanding triumph in the Alabar Vicbred Platinum Pace (2100m), where she beat a top field of mares for young driver James Herbertson. Burns, from Snake Valley, has won over 70 races in his time as a trainer, but none have been richer than the Group 3 feature worth $30,000. Herbertson praised the mare, who has now won 14 races and eclipsed the $100,000 mark in prizemoney. “She won her M0 here probably about five weeks ago now and she was able to pick up another,” Herbertson said. “I think she’s just one of those horses, she’s an opportunist and tonight was a bit of a weaker race than what she’s been in. “She had a really good run down in Tassie when they sent her down to Tassie and she clocked up a lot of wins down there.
