A car flipped onto its roof following reports of erratic driving prior to the accident in Darley, with the young driver now facing several charges. Send your letters to news@themooraboolnews.com.au Dear Editor, Dr Parhar, an absolutely wonderful human being who has worked tirelessly for the community of Bacchus Marsh/Melton and the surrounding districts. An obstetrician, gynecologist served at the hospital for over three decades. A man who should be rightly honored, respected and given the accolade and praise for his contribution to obstetrics, was instead sadly forced to lie on his own sword. Djerriwarrh Health Services (as it was called) serviced the growing young population with the birth of their beautiful children. As the community grew the throughput increased a hundredfold in maternity. Doctors and Nursing staff were working tirelessly with no increase in professional personnel and equipment. Requests were flagged for more experienced staff, paediatricians and specialised monitors but all to no avail as it fell onto managements deaf ears. As a consequence of publicity, managements response over allegations of negligence has now secured Bacchus Marsh hospital with more surveillance equipment and the presence of a paediatricians. In addition, a proportion of patients that presented had very little or negligible antenatal visits. Some of the mothers had

risk factors that went undetected until their admission into the labour ward. There is an element of responsibility of the patients to ensure that they maintain a duty of care to their unborn child. There is no such thing as having all right to litigate without responsibilities. Sure there is risk with any intervention; be it surgical, medical or obstetrics. All health professionals, as an oath, profess to do the best job they can. I think we should celebrate the contribution of the Bacchus Marsh Hospital, the ladies’ auxiliaries and the wonderful, dedicated staff of the community hospital. We instead have condemned them by not defending and supporting them. Look a little deeper at management and bureaucracy instead and you will realise where the blame should lay. In conclusion the community of Bacchus Marsh should celebrate the successful births and all medical and surgical care that has been provided over the last 60 plus years. Therefore, I create this letter as a way of expressing gratitude and respect to Dr Parhar and all the staff at Bacchus Marsh. I hope that this information will reach the public of Bacchus Marsh. As part of the No Interest Loan Scheme (NILS) run by Good Shepherd, The Neighbours’ Place is offering locals low-income loans of up to $1500 to help purchase essential items. Dianne Van Leuvan is the NILS Coordinator at The Neighbours’ Place and said the Bacchus Marsh not-forprofit was happy to assist those who needed a helping hand. “We can accommodate almost anybody who makes the application in the correct fashion. We can help with health and educational costs, car repairs, when your spectacles break…all kinds of odds and ends that people can’t always have spare money in the kitty for, when they crop up,” she told the Moorabool News. “Sometimes people get into a real muddle and don’t know where to go…we’re not here to say ‘how did you get into this situation’, we’re here to say ‘what can we do to help’. Please don’t be concerned that you’re asking for a ‘handout’, everyone needs a bit of help now and again.” NILS loans generally run for a 12-month period, though Ms Van Leuvan said they are sometimes granted for an 18-month period. “We generally deal with people in Moorabool, but other people can apply through us because NILS isn’t always available in other locations in the area. If their loan is approved, they sign a contract to pay that amount back over a certain amount of time at a certain rate,” she said. “If they run into hardship problems down the line, they can ring us up and discuss their situation. Volunteers from Djerriwarrh Health Services, now Western Health, attend the local Bacchus Marsh Hospital and call registered clients to provide regular social calls and a friendly chat between 9am and 10.30am on a designated day. A spokesperson for Western Health said “the program is aimed at enhancing client’s confidence and wellbeing whilst increasing safety within the Moorabool Shire. The Moorabool Community Register has been operating in the Moorabool Shire for over 10 years. Originally funded by the Victoria Police and the Moorabool Council, the Register was established to contact vulnerable members of the community who may be socially isolated or living alone throughout the Shire. In early 2020 the Community Register was relocated from the umbrella of the Victoria Police to the Djerriwarrh Health Services, now Western Health. If you would like a regular call – weekly, fortnightly or even monthly, you can register with Rachel Wright, Volunteer Coordinator, 5367 9125 or email - RachelW@djhs.org.au Rachel can enrol you for the service and determine what morning would work best for you to receive your call. Stripe rust infections emerging in wheat Growers are being urged to be vigilant when inspecting wheat crops, following the identification of stripe rust infection recently. Infections were found in susceptible varieties in western and central Victoria and is likely to be the same strain that caused issues last year. Agriculture Victoria research scientist Dr Mark McLean advises growers and consultants to inspect cereal crops for symptoms and determine the need to apply foliar fungicides. Dr McLean said growers should check the latest disease resistance ratings in the Victorian Cereal Disease Guide to identify the varieties at greatest risk. “This is a relatively early infection for stripe rust and it could be a sign of significant issues if conditions continue to be favourable. “Rusts have the potential to cause more than 30 per cent yield loss in susceptible varieties, if unmanaged,” he said. Growers and advisors are encouraged to adopt a three-step approach to assess stripe rust infection. 1. Review variety ratings using a current cereal disease guide. To ensure the ratings are current do not use one from previous years. The current Victorian guide can be found on the Agriculture Victoria website. 2. Monitor crops closely 3. Use the StripeRustWM app to support decision making. The app can be downloaded from the Apple and Google Play stores. “The StripeRustWM app is a useful tool to support decisions around stripe rust management. The app was developed by the Department of Primary Industries and Regional Development and has been tested in Victoria in recent years to validate results,” Dr McLean said.

Wheat stripe rust is expected to develop in susceptible crops during the next few weeks as temperatures increase. Dr McLean said that adult plant resistance (APR) in some varieties will provide some control later in the season. But many adult plant resistance genes are less effective during cooler conditions, providing less protection in the advanced early sown crops. Dr McLean encouraged any growers who have found rust to send a sample to the Australian Cereal Rusts Survey to help researchers understand the distribution of rust species and whether any new pathotypes have emerged. Agriculture Victoria and the Grains Research Development Corporation collaborate on research into cereal rust diseases. Tours that go bump in the night By Lachlan Ellis There are more spirits in an old pub than whiskey or vodka with a ghost tour company on the lookout for local haunted historical buildings, and venue owners have an opportunity to reap the benefits. Kyneton Paranormal has conducted tours at Ballan’s Great Western Hotel, Kyneton Museum, Rochester Hotel and is on the hunt for ghosts at even more local venues. Tour guide Dolly Adamson told the Moorabool News the tours were about more than just finding spirits – they also get people through the doors, in a time when many venues are struggling. “It’s an historical area, isn’t it? We’re doing some more tours at the Great Western in Ballan, they have a pub meal and then they go out the back, and hopefully we scare them,” she joked.

“It’s just getting people into the venue, helping them out…it’s like a venue hire, it’s a chance for them to get some money through the doors. We try not to have it too dire and malevolent; we try to keep it nice. I outfit the people that come along with K2 meters and EMF detectors, the things you see on the Ghost Adventures TV show that beep and go different colours when ‘something’s’ nearby. “We talk about the history of the buildings too, and the occupiers, past and present. There are so many historic venues in the area… generally the tours are small, around 20 people. However, Council’s current Complaint Handling Policy is almost due for a review, and Council CEO Derek Madden said the new ‘Councils and Complaints – A Good Practice Guide edition 2’ would help shape that review.

“This is an update to the Ombudsman’s Good Practice Guide, which is a valued resource across the local government sector. Moorabool Shire Council adheres to the Ombudsman’s guidelines for handling complaints,” Mr Madden told the Moorabool News. “Our current Complaint Handling Policy is due for review later this year. This review will be done with consideration to the updated guide from the Ombudsman.”

By Lachlan Ellis Bacchus Marsh Aerodrome is one of 89 regional airports set to benefit from $30 million worth of grants, under Round 2 of the Federal Government’s Regional Airports Program. Senator for Victoria Sarah Henderson said over $400,000 would be provided for improvements to boost safety at the Aerodrome. “The Morrison Government is investing $143,600 to Bacchus Marsh Aerodrome Management (BMAM) to completely reseal the central 18-metre-wide sections of both runways and the existing sealed taxiways at Bacchus Marsh Aerodrome. This work will be of benefit to all users including emergency services,” she said. “An additional grant of $258,500 will enable Moorabool Shire Council to carry out work at the Airport to improve the safety of the taxi lanes by undertaking works to address the drainage system and by widening the northern taxi lane.” Ms Henderson said every dollar spent on local infrastructure is a dollar well spent, “I look forward to working with the community to deliver this vital funding as we continue recovering from the pandemic.” Phil Prap is a member of BMAM, which operates the Bacchus Marsh Aerodrome and told the Moorabool News the funding was sorely needed, and would have benefits for the wider Moorabool community, not just pilots. “One of the major benefits of the improvements, is that the Aerodrome is hosting firebombing services and has done for a few years now. It will actually enable greater use for things like firefighting operations,” he said. “With the Parwan Development Precinct and the growth of the region, there’s more commercial aircraft operations coming into the Aerodrome. These improvements will enable the Aerodrome to accommodate that far more seamlessly and safely.” Mr Prap said that there was a huge amount of interest from organisations that service the aviation industry wanting to come and call the Aerodrome home, which could bring more people to Moorabool and create new jobs.

Photo - submitted Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development, Barnaby Joyce, said regional airports provided an “essential link to the rest of Australia”. “That’s why we’ve committed $100 million over four years from 2019–20 to 2022–23 to help owners of regional airports right across Australia deliver upgrades to improve runway and taxiway pavements, install new lighting or fencing,” Mr Joyce said. Moorabool Council, which owns the Bacchus Marsh Aerodrome, also applied for a Regional Airports Program grant – hence the two separate figures going towards the Aerodrome improvements. Council and BMAM both supported each other’s funding bids, which Council CEO Derek Madden saying he was happy both grant applications were approved. “We were very pleased that both grants were successful. As part of the grant process, each party had to provide written support,” Mr Madden said. “The Council grant will improve safety and accessibility to the taxi-lanes at the Aerodrome.”

Welcoming spring with craft By Bianca Roberts (Intern 3rd Year Melb Uni) As the winter season is slowly coming to a close, the Darley Community Arts Garden (CAG) is calling for knitting and crochet enthusiasts to help create a ‘magical’ scene for spring. The volunteer-run group hopes to adorn their gate with handmade flowers and other ‘spring things’ to boost the appeal of the community space and were inspired by the Greenbrook Community House in Whittlesea, “This will really bring the gardens alive,” Susan Corr, Darley CAG committee member said. “We really want to open up to the community and let people know that we’re here, to come on down and be a part of it all,” she said.

The community garden, established in 2013 through council funding, offers garden beds for public use, but also runs a range of gardening, art and community workshops throughout the year. “I think the garden space means something to everyone, even if that’s through art and crafts,” Ms Corr said. And everyone is welcome to contribute, with the CAG welcoming submissions from “… people of all ages, cultures and abilities”. The finished display will be launched as part of CAG Spring Festival, planned for early September — specific date TBA. Know your responsibilities Bobby calves that are being transported for sale or slaughter must be at least five days old, have been adequately fed milk or milk replacer within six hours of transport and must be in a fit and healthy condition. The calves must also be adequately protected from the cold during transport. They should be transported in a trailer or crate that has at least an enclosed front for protection and ideally have appropriate bedding or material on the floor of the trailer to reduce the risks of slipping. All calves must be able to lie down on their chest during transportation. Everyone along the supply chain including producers, transporters, scale operators, livestock agents and saleyard and abattoir staff are responsible for the welfare of bobby calves. Agriculture Victoria’s Program Manager for Livestock Welfare Compliance Dr Rachael Holmes said it’s important that everyone responsible for bobby calves ensures that calves under their care are adequately supervised and that prompt action is taken to address any animal welfare issues that arise.

“During cold weather, extra measures should be taken to ensure that calves are protected from rain, wind and temperature extremes both on-farm and during transportation. “It is also essential that calves are handled with care, they must not be lifted by their head, ears, tail, hair or by a single leg. “Calves may also become easily fatigued, so it is important that anyone handling calves is patient. “Anyone handling calves should also note that it is prohibited in Victoria to use an electric prodder on calves, regardless of whether or not the electric prodder is active. “Anyone who uses or places an electric prodder on a bobby calf can face an infringement penalty of $545 or prosecution. Last chance to contribute on natures strips Council has put out a ‘Draft Nature Strip Guideline’ and ‘Draft Nature Strip Policy’ and wants to hear from the community before finalising the details. The Policy comes after an online survey was conducted late in 2020, asking questions relating to the beautification of nature strips. A Council spokesperson said the 2020 survey, that has now turned into a Draft Guideline and Policy, “is to gauge the level of support from the community for alterations to nature strips and the types of modifications residents would like to see permitted”. The Nature Strip Policy and Guideline will outline Council’s practices surrounding nature strips, including the responsibility for managing nature strips, procedures prior to commencing nature strip works, and Council’s responsibilities regarding managing street trees. Until close of business on Thursday 9 September 2021, Council will be accepting submissions online or in writing. Under the Draft Nature Strip Guideline, compacted gravel, mulch, and wood chips are not allowed, but plants and shrubs up to 500mm tall are. A copy of the Nature Strip Policy and Guideline can be viewed on Council’s Have Your Say site, or at Council’s Customer Service centres between 8.30 am and 5.00 pm. AusNet visits spark anger

By Lachlan Ellis Contractors from AusNet visiting private properties, ‘under the cover of darkness’, have attracted the ire of locals, but AusNet and police insist there has been no illegal activity. A Gordon resident, who asked to remain anonymous, says he and a neighbour chased AusNet staff off a property on the night of Thursday 29 July, arguing they had no right to be there. “They had torches, they were up in Calway Lane on other people’s property as well, and they claimed they had letters of consent. When we challenged them to show us a letter, they didn’t have any,” the resident told the Moorabool News.

“They never told anybody they were doing it. We’re lambing in our top paddocks where they were…I said to them, ‘you’re liable to get shot walking around in the dark when we’re lambing, we thought you were stealing lambs’. “We rang the police the next day. Lately they [AusNet] are sending letters out saying they’ve got the right under the Heritage Act…but if you haven’t got a Heritage Overlay, they don’t have the right.” An AusNet spokesperson said that a land access agreement was in place for the private property its contractors attended, and that the checks were necessary to minimise environmental impacts of the planned Western Victoria Transmission Network Project (WVTNP).

“Thursday night (29 July) AusNet contractors were undertaking important environmental work on a private property with which the project has a land access agreement,” AusNet’s spokesperson said. “The ecologists were surveying for owls. The ecologists were listening for the distinctive calls of the owl species and using spotlights to look for roosting birds. Spotlighting is a method for surveying nocturnal fauna through direct observation with the aid of a handheld spotlight. “The EES [Environment Effects Statement] requires the characterisation of the type, distribution and condition of biodiversity values within the study area. Using the best available information collected on

properties will help to ensure that the project is designed to avoid and manage potential impacts, whether they be ecological values or impacts to agricultural land.” Victoria Police were contacted for clarification on the incident but said there was no active investigation into the incident. “If a report hasn’t been made to police, then we are unable to comment on a specific incident. Please refer to the Heritage Act 2017 for legislation,” a police spokesperson said. However, the incident is “being looked into by the Local Area Commander as a bigger picture”. The surveys were targeting the Powerful Owl, Barking Owl and Masked Owl.

EPA spoil approvals under investigation By Lachlan Ellis The Victorian Ombudsman will investigate the Environment Protection Authority (EPA) regarding its approval of three sites for West Gate Tunnel spoil, including Maddingley Brown Coal (MBC). The EPA originally approved the MBC, Ravenhall and Bulla sites last year, with its initial approval of MBC following a 109-page report released on 1 September 2020. But those approvals were withdrawn in December, with new Environment Management Plans for the three sites getting the tick in early 2021, before John Holland-CPB selected the Bulla site as the “preferred” site in June. Victorian Ombudsman Deborah Glass cannot make a binding decision on where the spoil should be stored, but said she was worried the community consultation process may not have been sufficient. “I am concerned without the actions of the community groups, the deficiencies in the EPA’s decisions may not have been identified,” Ms Glass said. “The community deserves to know if correct processes were followed when it came to deciding where tonnes of spoil could be disposed of, especially given the proximity to homes. “I am aware of the strength of some community feeling in this matter and it is important I make clear that this investigation cannot stop the construction of the West Gate Tunnel. Nor can the Ombudsman make binding orders about where the spoil should go.”

Moorabool Shire Mayor, Cr Tom Sullivan, said the EPA’s approvals had been made with “haste”. “It was certainly interesting that the Ombudsman decided to do a report into the process that led the EPA… it does highlight that there was some expediency seemingly undertaken, and due process may not have been followed,” Cr Sullivan told the Moorabool News. “You would expect a government agency like the EPA to follow proper process, they should set a higher standard than anyone else. This does seem to vindicate the actions of the local community groups who followed this through and took it to court.” David Marnie is President of the Moorabool Environment Group (MEG), which has fought against the PFAScontaminated soil coming to MBC via protests and legal action.

Mr Marnie said he hoped the investigation would lead to more transparent and thorough environmental evaluations in the future. “We’re very pleased, we welcome the opportunity to say why community groups have such an important role in our community, and why we think the regulator should consult with community groups, who represent local concerns,” he said. “Transurban has made a decision as to where the spoil will go, to Hi-Quality at Bulla. But I think the outcome for this is bigger picture stuff, in the future there will have to be a more open and transparent process when it comes to making these difficult decisions. “The EPA’s approval process has been murky and secret. Not only was it rushed, there also has to be a greater look at how the MBC site was selected to be a waste hub.” In investigating the EPA’s decision-making and approvals for the three sites, the Ombudsman will consider whether the EPA “had proper regard for the principles set out in the Environment Protection Act 1970 (Vic)”, and whether the EPA “acted compatibly with, and gave proper consideration to, human rights identified in the Charter of Human Rights and Responsibilities Act 2006 (Vic)”. The investigation is expected to be completed by the end of this year, at which point Ms Glass will bring it before Parliament and release it to the public. The investigation is unrelated to the Supreme Court proceedings against the Planning Minister, for his approval of the proposed spoil storage sites and planning scheme amendments.

Have the conversation now – life without a loved one ‘Dying to Know Day’ was on 8 August, reminding us how important it is to have the difficult conversations around death. Dying to Know Day is an annual campaign from The GroundSwell Project, which encourages people throughout August to start conversations about death and prepare for life without a loved one. Peter Randall is part of the Palliative Care Team at Djerriwarrh Health Services (DjHS) and said while the COVID-19 pandemic had taken so much from people during the grieving process, there were plenty of services available. “The COVID pandemic has been an unwelcome visitor in our lives for close to 18 months. The pandemic has brought death, but it has also meant that we haven’t been able to have medical check-ups as easily, we haven’t been able to visit loved ones in hospital as easily, and we haven’t had many of the funerals that our loved ones deserved – which in a way means death has become worse than usual,” Mr Randall said. “On the other hand, people have been more purposeful about approaching death. In many cases, people have considered exactly what they want, how and where they want to spend their last days, and who they want to spend them with. Funerals have been online, they have also been delayed for six months, and in both ways, they have honoured deeply the person who has died. “We have started a Bereavement Group online during lockdown that has met monthly in-person since lockdown ended, and I’ve noticed the group is adept at welcoming and supporting newcomers.” Mr Randall said there were several important approaches people could take, even as the pandemic continues. These include having legal documents in order (such as wills, Power of Attorneys and Advance Care Plans), seeing

Jet setting to victory By Michael Howard (HRV) Long spruiked as a special talent by her stable, Im Ready Jet left no doubters with a stunning performance at Kilmore on Saturday when she toughed it out from the breeze and left Australia’s leading trotters in her wake. Part of an outstanding night in the sulky by young reinsman Jack Laugher, who produced a metropolitan treble, Im Ready Jet revealed she had few peers in romping to victory in the Garrards Maori’s Idol Trotters Free For All. “I wasn’t expecting that type of performance from her, although her two runs back have been pretty remarkable, so it wasn’t entirely

a massive surprise, but the way she did it she sort of stunned me a little bit,” Laugher told Trots Vision. By Quaker Jet out of Im Ready Set, the Yabby Dam Farms bred and owned mare has long been the darling of trainer Anton Golino, who’s readily said she’s “one of the best horses I’ve had”. It’s no small praise following on from the likes of Dance Craze, but Laugher said she was clearly emerging as a squaregaiting force. “She’s probably got bigger and better races on the horizon provided she stays sound and everything goes well, but to do something like that and beat a quality field – some of the best trotters in Australia were going around

tonight – she’s definitely got a bright future and more things to come,” he said. “You have to be versatile like that to be a good horse, I’ve only had the opportunity to drive her at the races three times and every time she’s come out she’s done something I didn’t really think was possible. “Even though she’s only run second her first two starts I just thought the sectionals she was reeling off were out of this world. She’s tough, she’s done it in the breeze, and she’s fast, she can real off those quick quarters. She’s going to definitely be a pretty good horse going forward.” Golino has already flagged bold plans for the four-year-old, including a potential US assault.

Im Ready Jet won by three metres from Aldebaran Crescent, who belied her lofty odds with a super run on the back of leader Always Ready, with Cover Of Darkness motoring on well to finish third in his most stern test to date. The win was a third on the trot for Laugher, who previously won the Hylands My Lightning Blue Free For All for Basil Dooley and then the John Joffa @ Donalds Winners FB Pace for Julie Douglas. It’s a continuation of an outstanding season that’s not only seen him take a stranglehold on the Concession Drivers Premiership, but also sit second on the Metropolitan Drivers Premiership behind only reigning winner Kate Gath.
