Blank canvas for artists By Lachlan Ellis Youth have an opportunity to display their work on a cover, not the cover of the Rolling Stones, it’s a bit closer to home. The Rotary Club of Bacchus Marsh has issued a call to young artists to submit their designs for the Art Show Catalogue cover and be in the running to win $150. The COVID-19 pandemic prevented the Rotary Club from holding the 50th anniversary Bacchus Marsh Art Show in 2020, and unfortunately the show has now been cancelled for 2021. The ‘Bacchus Marsh Art Show Catalogue Cover Design Competition’ will still go ahead and be judged by highly acclaimed Melbourne-based artist and advertising art director, Arthur “Ted” Powell. Mr Powell has worked on a wide range of art, including painting cells for the Beatles’ animated movie ‘Yellow Submarine’, and working as an advertising art director at Leo Burnett in London. Bacchus Marsh Rotarian Ian Cabrie is organising the competition, and said it was one part of Rotary’s focus on empowering youth. “We do a lot of work with youth, and I thought we should give youth the opportunity to do this. It’s more or less part of our youth program, we do quite a bit including camps where they learn about leadership and increasing their personal skills, communication, et cetera,” Mr Cabrie told the Moorabool News. “Rotary’s always been active with developing youth, so I figured this was another aspect we could try.” Winning the competition will earn the young artist not just $150, but also a great deal of exposure, with thousands of catalogues distributed by the Rotary Club meaning thousands of eyes on their artwork. Entrants must be between 15 and 20 years of age, and live within a 20-kilometre radius of Bacchus Marsh. All enquiries and entries should be submitted to Ian Cabrie at ianc23529@gmail.com. Ash faces the axe By Helen Tatchell There were159 signatures on a petition presented to Council, in the hope of saving a tree that is alleged to be more than four decades old. The claret ash is situated at 22 Fisken Street Ballan and sits flush on the small expanse of nature strip, with the bitumen road and concrete kerb and channel appearing to be lifting under the pressure of the rising root system. The petition read: “We, the undersigned concerned citizens, hereby petition the Moorabool Shire Council to save the mature Claret Ash tree at 22 Fisken St opposite the CFA in BaIlan. There is a permit application (PA 2021042) by Council engineers to remove/cut down this tree in order to redo concrete kerbing and guttering. The decision has NOT YET been made. We ask the Council to refuse this application and NOT remove this beautiful, mature tree and to use some other way to fix the guttering eg. box the tree as done in the main street. This is a significant and magnificent, mature (40 years plus) deciduous tree. It provides shade in summer, glorious Autumn colour, bird habitat and generally enhances the beauty of Ballan which is known as an Autumn Town”. The campaign to save the tree kicked off on social media with an online petition shared on numerous sites. “Yikes. I thought they would have saved the tree and worked around it,” one comment read. “The Council will be getting a proper objection and phone call, I will be seeing them in person”, with the concerned resident saying she has “some experience with objections as two years ago I got

involved, against a development, and was the best thing I did”. There was also a call for Ballan residents “who care” to send emails to Council and “briefly state your reasons for needing to save this beautiful tree”. “Bombard them with emails – it works better than online protests”, she wrote. The Planning Application outlined the tree in question is “causing the pavement and kerb and channel significant damage which is causing safety and flooding issues.” The proposal suggested the Franxious ‘Raywood’ Claret Ash may have already been damaged due to construction on the adjacent units build on 22 Fisken Street. “The arborist report suggested that due to the excavation required to reinstate the pavement and kerb and channel, the tree would likely sustain too much damage and would have to be removed.” Currently the pavement has uplifted, and kerb and channel rotated. To offset the removal of the tree, the plan suggested is to plant two x Pine Oaks. “We have General Manager Approval to proceed with the project if a planning permit can be obtained to remove the tree,” the application read. The petition was presented to Council at the Ordinary Meeting on Wednesday 4 August, with the recommendation that the petition be received by Council and considered as part of the process for determining planning application PA2021042.

Photo win a walk in the park By Lachlan Ellis A local photographer has been named one of just 12 winners in an international photography contest that received nearly 5,000 entries. Sanghoon Park was born in South Korea and moved to Darley around three years ago. He sent in a photo of his two children at Darley Park, titled ‘Hide and Seek’.

The photo was judged the best in the Portrait category of the 2021 Sony Alpha Awards, beating eight other finalists. Mr Park told the Moorabool News he was pleasantly surprised at the announcement he’d won, especially since it was the first photography contest he’d ever entered. “I didn’t expect to win, this was the first time I attempted any sort of contest. I’ve been taking pictures for about 30 years, I started with a disposable camera when I was in primary school. When I was in college, I bought my first camera, and that was about 20 years ago … oh my God, I am old,” he joked. “We love Darley Park, and we go their almost every day. I took this picture while playing at the park with my children. My sons always do weird things, and this day was no different. When I took this picture, I felt it was the moment I wanted and pressed the shutter.”

The winners across each category were selected by 26 high acclaimed judges, from over 4,900 photographs sent in from across Australia and New Zealand.

All 12 winners received $2,000 of Sony equipment, with Grand Prize Winner Matt Beaver taking home $10,000 worth of Sony camera gear on top of that. In addition, each category winner will have their photographs featured in a Sony advertising campaign, including billboards and signage. While he acknowledged the honour of having his photo up for thousands of people to see, Mr Park said the sentimental value of the photo was more important to him. “Honestly, I don't feel much about many people seeing my photo. I am just glad to have another good memory for my family,” he said. “Rather than taking pictures of my children looking good or pretty, I'm trying to take pictures with stories that we would chat about when my children are all grown up.”

Farmer wants a voice By Lachlan Ellis A local farmer believes he and other community members have been ignored by their local political representative – but he has held out an olive branch in the hope things will improve. Bunding farmer Gerald Conroy has asked his local State MP, Michaela Settle, to take his concerns over the Western Victoria Transmission Network Project (WVTNP) to AusNet and Spring Street. But after putting his concerns and questions to Ms Settle, Mr Conroy said he had been accused of being a “bully” and banned from contacting Ms Settle and her office. He was also told to contact AusNet directly as “this is not a State Government project” – which he has done but has been unable to get a response. Mr Conroy argues that, as the area’s elected representative, Ms Settle should be representing the concerns of her constituents, no matter what say she has. “This is very topical in our area. I’m just trying to convey to her the concerns of our community. She says that I’m intimidating or, in her words, “being a bully”…but I didn’t start this, I didn’t turn up at someone’s farm and say I’m going to destroy their livelihood,” Mr Conroy told the Moorabool News.

Platypus under the microscope By Lachlan Ellis The results of a survey into the local platypus population have been released, and will form the foundation of local monitoring going into the future. With little historical data on platypus available for the area, 23 members of the Moorabool Catchment Landcare Group (MCLG) collected water samples from the Moorabool River, Paddock Creek and Werribee River in May this year. The samples were then analysed by genetic scientists EnviroDNA, to determine which waterways contained the eDNA (environmental DNA) of platypus and short-finned eel. eDNA detects genetic material from a species’ environment, which is then screened and tested in a lab to determine which species it came from. The results of the ‘Platypus eDNA Survey’ were discussed at the MCLG’s online meeting on Thursday 22 July. Landcare Coordinator for MCLG, Jackson Cass, told the Moorabool News the results would be vital in identifying any future population changes. “Jennifer Johnson, the previous Coordinator, secured the grant funding for the survey in 2019 I believe. There was a desire to fill the gap in historical data on platypus in the region, and that’s quite general everywhere you go, not just in the Moorabool Catchment,” Mr Cass said. “This isn’t just for our monitoring, it’s also available to other Landcare Groups

and water authorities. From now, we’ll be able to see a projection of population trajectory over time.” While there have been anecdotal reports of the platypus population decline, Mr Cass added that having the objective data behind that story was “really important”. Six of the 18 sample sites showed positive results for platypus, with a further four sites providing trace amounts. Short-finned eels were also detected at four sites, with trace amounts found at another four sites. The east branch of the Moorabool River and Paddock Creek had “negative or unequivocal” results for platypus,

which Mr Cass said was “in line with the fact that there’s no environmental flows from Bostock Reservoir, and the vegetation is a bit degraded there”. He suggested that the main thing Moorabool residents could do to help our local platypus population was limiting plastic use and recycling using REDcycle bins, found in selected supermarkets. “Looking after our waterways is so important, because ultimately it affects everyone, not just the platypus. It’s also our drinking water, and we should be a bit more water responsible where we can,” he said.

Electrical fire risk The Country Fire Authority (CFA) and Fire Rescue Victoria (FRV) are warning residents about the fire risk posed by electrical appliances this winter, especially those who continue to work-from-home. In the three years from 1 July 2017 to 30 June 2020, CFA and FRV attended more than 5,100 fires involving household equipment and appliances. Fire Rescue Commissioner Ken Block says that four simple measures can “make the difference between life and death” this winter: • Test your smoke alarm monthly and clean your smoke alarms every year. • Make sure you have a home fire escape plan in place and practice it with your whole family. • Ensure there are no overloaded power boards or loose cables in your home. • Turn off all appliances, including electrical blankets and heaters, before going to bed or leaving the house. Additionally, “don’t leave electrical appliances like hair straighteners and laptops on soft surfaces,” CFA Chief Officer Jason Heffernan said. The effects of these fires can often be devastating, with a recent electronic fire proving a close call for the house’s residents. “Thankfully the residents escaped unharmed, but firefighters worked for 30 minutes to stop the blaze spreading from the garage, which was significantly damaged, to an adjoining house,” Commissioner Block said. “Many people think a house fire won’t happen to them, but the state’s fire and rescue services have attended around 30 electrical fires per week on average in the last three years,” he added.

Four-year plan for Arts and Culture Arts and Culture play a vital role in connecting communities, telling stories and expressing what it means to live in Moorabool. In a first for Council, they have established and adopted, an Arts and Culture Strategy in collaboration with artists and communities and to support projects that encourage participation in Arts and Culture activity. The four-year Strategy will provide a guiding critical strategic direction. The report provides key findings from broad community consultation and industry benchmarking with feedback from public exhibition considered. The Moorabool Arts and Culture Strategy is a guiding document to inform Council’s direction over the next four years (20212025). It sets out Council’s role, the role of the community and the eight key pillars Council

will focus on over the next four years. In conclusion, the report read that establishing an Arts and Culture Strategy will support the Shire to become a thriving and vibrant place with healthy and inclusive communities and a sustainable creative sector. “It will demonstrate Council’s commitment to creative practitioners within the Shire and establish Moorabool as a home for creative communities. “Building our creative communities will strengthen the Shire and create an Arts and Culture link between Melbourne and the wider Western region.” Council’s role in delivering the Strategy is to provide encouragement to those who want to make things happen within Arts and Culture and be open to new ideas and possibilities.

The following pillars will be addressed in partnership with the community: 1. Increase and diversify arts and cultural activity; 2. Reduce barriers to delivering and participating in creative activities; 3. Connect with our unique heritage and environment; 4. Foster the growth of the creative sector; 5. Develop accessible cultural infrastructure; 6. Create moments of joy in everyday life; 7. Establish a presence within regional touring networks; 8. Use Arts and Culture to drive better outcomes for Council and the community. Key findings from the surveys and consultations show: • 94% said having local acts and cultural activities was important; • 89% valued having access to activities from a range of cultures; • 67% of artists are not as connected as they would like locally; • 68% do not have access to local opportunities; • 77% listed access to space as critical to their work.

The residents of the Ballan Aged Care Home received their first dose a couple of months ago. They can truly count their lucky stars that they were given Pfizer. I grow weary of hearing that your death is acceptable by quoted statistics. As Mark Twain reported “There are statistics, damn statistics and lies!” We know and understand, with the covid propaganda today, what he was exactly talking about. Everyone knows that Nero fiddled while Rome burned. He was a novice compared with the fiddling going on today with Covid ‘Strollout”. It is galling and unbelievable how we are being treated so ignorantly. Personally, I believe that the main reason that Astra Zeneca was chosen, by the federal government, was because it was a convenient ‘el cheapo’ option. I have a rare blood disease diagnosed as ‘antiphospholipid’. There have been six, or more known deaths in Australia were blood thinners such as Clexane have been linked to Astra Zeneca vaccine deaths. I have a letter from The Victorian Department of Health that I should be administered the Pfizer vaccine. Other people have letters from their GP’s to also be administered Pfizer. Those letters are being ignored. Scomo tells us to, uselessly, get GP advice. Sickening isn’t it?

When you contact the officials who should be helping you, all they can tell you is that there are no supplies available, yet every day we hear the lies, from politicians particularly, that supplies are plentiful. There is no such thing as vaccine hesitancy. There is a definite avoidance of the Astra Zeneca, not a hesitancy and little wonder. Medical reasons are not permissible. The dictators state that you are a certain agen and therefore you are only eligible for a specific vaccine and absolutely no variation. Do we really live in a democratic country? Sickening isn’t it? Is it any wonder the politicians have a French revolution on their doorstep? People are absolutely fed-up, to the back tooth, with the ever changing, ridiculous information spewing forth, especially from unelected bureaucrats, because politicians are so useless. Everyone understands that this is all the result of political expediency and will vote accordingly at the next election. The reason we are in this pickle is because the federal government ‘stuffed up’ supply of a proper vaccine from the outset and, allowed the state governments to hinder. Trucks to queue off road Despite 46 objections by the community, an amended permit application has been approved by all four East Ward Councillors. There was no discussion or debate as a recommendation for an Amendment to allow for vehicle queuing from 5am Monday – Saturday at 11 Tilleys Road Maddingley was carried at the Ordinary Meeting of Council last week. The amendment to “Operating Hours to Use and Development of the Land for a Landfill, Production of Soil and Soil Products (including Composting) and Works Associated with those Uses; Use and Development of the Land for the Purpose of Materials Recycling (Metals and Construction and Demolition Waste); and Construction of a Treatment Plant for Leachate Management”, the premises is known as Maddingley Brown Coal. The notice of decision to grant the amendment to the existing planning permit will add Condition 1e: • Install gate at the weigh bridge (Gate 2) that will not be opened until 6am. • Include additional signage to inform drivers lights and engines are to be turned off and restrict passing at weighbridge prior to 6am in locations to the satisfaction of the Responsible Authority. • Annotate gates with numbers i.e. Gate 1 opens at 5am and Gate 2 cannot open until 6am. There will be an amendment to Condition 11 to allow for the front gate on Tilleys Road to open from 5:00am to allow any trucks currently arriving before 6:00am to queue

The application was advertised with letters to surrounding properties, and a newspaper advertisement however, there were no community consultation meetings undertaken. In the Executive Summary of the report, preliminary concerns were vehicle queuing and uncovered trucks – having an impact on amenity. Within the 46 objections, concerns were noise, amenity, dust, contaminating land and waterways, impact on flora and fauna, light spill, safety concerns, no closing times mentioned, unsealed roads, and toxic soil dumping from the West Gate Tunnel Project.

In the report to Council the application was accompanied by an Acoustic Assessment (Amenity Impacts) conducted by Enfield Acoustics assessment which indicated that the applicant’s proposal to open gates from 5:00am and allow trucks to queue on the internal access road will not result in adverse noise impacts. “Observations and testing carried out indicate that there are already other commercial uses nearby operating with trucks prior to 6:00am which are closer to relevant sensitive receptors. Public phones now free to use Paying for phone call from a public payphone has become a thing of the past, with Telstra announcing last week that domestic calls could now be made for free. Telstra currently operates a network of over 15,000 payphones, on which about 11 million calls were made in the past year. More than 230,000 of these were to critical services like Triple Zero-000 and Lifeline. Telstra CEO Andrew Penn said he hoped the decision would keep Australians safer and more connected. “Telstra payphones are now free phones for everyone to anywhere in Australia. They are an iconic and critical part of our community, and for many Australians, the availability of a payphone is a vital lifeline, especially for those vulnerable including the homeless, people who are isolated or someone escaping an unsafe situation,” Mr Penn said. He added that during COVID-related lockdowns, domestic and family violence agencies had reported a 60 per cent increase in new, first-time clients, another group of people free payphones could assist. “It’s not always easy for people in these situations to use a home phone or their mobile to get help, so I hope making payphone calls free might play a small part in helping them get the assistance they need.” he said.

This results in queuing of trucks within the internal access roads between the weigh bridge and the gate, rather than queuing along Tilleys Road externally. The report also stated that queuing internally will result in overall operational improvements and road safety, and opening gates from 5:00am does not increase the number of trucks nor changes the operating times. The maximum speed is 10kp/h with watercarts used as required to mitigate dust. Councillors Dudzik, Berry, Ward, Edwards, Tatchell and Munari all voted in favour of the recommendation for, Council issue a Notice to Grant a Section 72 amendment to the Planning Permit PA2011338.

Warming the homeless By Bianca Roberts (Intern 3rd Year Melb Uni) The Bacchus Marsh community has banded together to help starve off the blistering cold faced by those sleeping rough this winter. Bacchus Marsh residents and mother and daughter-duo Natalie Wooley and Susan Heywood, were inspired by a social media post about the ‘Heat the Homeless’ campaign, an annual fundraiser which distributes second hand coats to homeless persons around the country. Noticing drop off points in Ballarat and Melbourne, Ms Wooley said that she and her mother felt an instant compulsion to take part. “My mum is one of the most selfless people I know, and has raised me to help those less fortunate,” she said. “I work in Ballarat so I thought that I could drop some off

Greg's baby produces Melton moment By Tim O’Connor Mt Rowan's Greg Murnane only has the one horse on his books at the moment, but she delivered him a career highlight as a trainer with victory in the Alabar Vicbred Platinum Mares Sprint Championship Final (1720m) on Saturday night. It was a result to savour for the 67-year-old, who prepared the talented Shesmybaby to win the $40,000 Group 3 event at Tabcorp Park Melton. It was just Murnane's 19th success as a trainer and clearly his most lucrative. Josh Duggan produced a perfectly-timed drive with the four-year-old, who sat midfield in the running line before peeling out approaching the turn and then running down Jilliby Adore (Margaret Lee/Jason Lee) in the shadows of the post. That early leader held on to run second, with Its Ebonynivory (John Yeomans/Chris Alford) finishing hard for third. "She (Jilliby Adore) did get a bit of a gap on us and credit to my mare, she tries her heart out," Duggan said. "I knew I'd still keep coming as soon as something got outside her, and once the other one got outside her, she really knuckled down." Shesmybaby, a daughter of Heston Blue Chip, ran in three heats of the series - winning one at Horsham on July 12 - and backed up her success at Melton last week with the seventh victory of her 17-start career. "I've got a lot of time for her. Ever since I've sat on her, she's improved every time," Duggan said. "Now she's got the fluffies on the side of her bridle, she's switched on a lot more... "I'm sure she'll get to free for all mares level, she's just going to need the right run in the races."

Earlier in the night, Paddy Lee's handy squaregaiter Celtic Cash made amends for his mistake the week earlier with a narrow win in The Fresh Connection Trot (2240m). The son of Ready Cash galloped during the last lap seven days earlier, but got it all right to register a fourth success from his past five outings. "I just pushed him too hard into that last corner (last week). So tonight, he was on the fence and he's just a totally different horse on the fence. He's so much more comfortable,” driver Glen Craven said. "We got a little bit of luck early. We were just able to hold up early, then get off and get around to the front. "He's always hard to beat, but he had to dig in hard again tonight and did a good job." Celtic Cash has now won seven of his 20 starts. ••• Triple Eight (Jess Tubbs/Greg Sugars) took out the TAB Our Maestro Free For All (2240m), Kate Gath and Jack Laugher drove winning doubles and Julie Douglas and Emma Stewart prepared two winners each on a big night at Victorian harness racing headquarters.

Trained by Marg Lee and driven by her son Jason, the daughter of Imperial Count overcame a 20m handicap to find the lead during the early stages of the race and then proved too strong in the run to the wire. She held off Im Ready Jet (Anton Golino/Jack Laugher) and Norquay (Chris Svanosio) to win in a mile rate of 2:00:6min over the 2240m. "She's definitely got great manners now. Early days, that was the only little knock we did have on her," Jason Lee said. "I don't think she scored up her first four starts and would trot great after the mobile would go or after the tapes, but she just did a few things wrong. "She's become a real good package now where she can leave the gate good, and her stand manners - even though we hadn’t raced her for a while from the tapes - have been really good." The 2020 Vicbred Super Series 4YO Trotting Mares Final champion has now won 12 of 26 starts for more than $160,000 in prizemoney. •••
