Donate a winter woolie

Got any winter clothes you don’t wear, or don’t fit?

Then consider donating to your local opportunity shop, so others are able to keep warm this winter.

Moorabool residents are being encouraged to clean out their wardrobes and contribute any unused jackets, jumpers, scarves, and pants to Vinnies Bacchus Marsh.

With COVID-19 causing the closure of metropolitan Vinnies stores in 2020, regional outlets ‘kept the flag flying’ for the organisation, according to Jeff Antcliff, Vinnies Victoria’s Executive General Manager of Commercial Services.

With stock now depleted, the organisation is hoping for another generous show of support this year.

Neil Harvey, Vinnies Victorian Operations manager told the Moorabool News they thought COVID really brought out the kindness in everyone.

“All donations to the Bacchus Marsh outlet will provide affordable clothes to the community, with all profits helping people in need with food, utility, accommodation and education costs,” he said.

“In the last two years, in the Central Highlands, we have provided $340,000 worth of food and material aid to the community.”

If you have anything to donate, you should present them to the front counter of Vinnies Bacchus Marsh, during the opening hours of 10am–5pm, seven days a week.

Mr Antcliff said they always encourage people to give their donations directly to one of our volunteers at the counter, “so we can say ‘Thank you’”.

Birds captured with a click

By Lachlan Ellis If you’ve visited Ballan, you’ve probably seen them; birds plastered over any spare wall.

Local wildlife photographer David Whelan has partnered with the Wombat Regional Arts Network to set up an outdoor gallery of breathtaking bird photographs as part of the ‘Birds in Ballan’ winter event.

Around 30 photos taken by the Bacchus Marsh resident have been put up on the car park wall at the Ballan supermarket, showing common species such as the magpie lark and the house sparrow, to more exotic birds such as the magpie goose.

Mr Whelan said he was more than happy to be involved.

“I got contacted by Carmel Hunter and Lou Callow from the Arts Network, they were really enthusiastic about having my photos on display for the Birds in Ballan project…they thought it would be a great complement to everything else going on, the paintings, sculpture and other artwork. So, I jumped at the chance,” he told the Moorabool News.

“It’s absolutely exceptional, I’ve got to say. It couldn’t have been done without the great input…and all the people that’ve been involved with the Wombat Regional Arts Network.”

The main goal with putting up his photos, Whelan said, was to provide sights that most people have never seen.

Some of those sights include a house sparrow catching a flying ant, and a willy wagtail pestering a (much larger) brown falcon.

“I tried to choose ones that were ‘different’, that people probably hadn’t seen before. Some sort of behaviours that I’ve been fortunate enough to witness and experience, stuff that most people probably haven’t seen,” he said.

“I think that really showcases what photography can do, and how it inspires you, motivates you, and makes you feel good.”

Mr Whelan is also working on a website to display and sell his remarkable photos, which are not limited to just birds.

Hot Seat pays off

By Lachlan Ellis A Moorabool woman has taken home a six-figure purse, after appearing on Channel Nine’s ‘Millionaire Hot Seat’.

Maureen from Bacchus Marsh appeared on Monday 12 July’s episode of Millionaire Hot Seat, a fast-paced spin-off of the classic ‘Who Wants to be a Millionaire’.

She is the only girl in her family of seven children and has five children of her own.

Currently, she is a finance officer at St. Patrick’s College in Ballarat and has volunteered as a stage manager for a local theatre company that performed in Bacchus Marsh.

Maureen took out a whopping $100,000 on the show and told the Moorabool News she had two main plans for spending the money.

“We pretty much transferred the money onto the mortgage, though you can redraw that out, so we might use a little to make our next holiday a bit fancier,” she said.

“We’ve been planning to go to New Zealand for the last few years, but every time we re-book it gets cancelled again…so that’s back on for Christmas time, now we might be able to do it more in style.”

Though she didn’t study for the game show appearance, Maureen said she was a long-time viewer of Millionaire Hot Seat, and a trivia fan in general.

“I’ve been watching it for many years, my husband kept saying ‘you should go on, you should go on’…so I put in my application and it all just sort of happened. It’s a bit surreal,” she said.

“I watch it every day…I’ve always liked that sort of thing, crosswords, trivia and that sort of stuff. So, I suppose I’ve just gotten general knowledge like that, I didn’t study in any way.”

Due to the pandemic, no family or friends were allowed to sit in the crowd and watch Maureen’s big win, which she said was a bit odd.

“It was quite strange, normally you’d be with someone and you might go and have a drink to celebrate, but I couldn’t do that. I sent my husband a text message that I’d won, and that I’d tell him how much when he got home…he got home thinking maybe I’d won $10,000, so he was super excited.”

She added that “some educated guesses” and “a bit of luck, to be in the right seat at the right time” had made winning the $100,000 prize possible.

Surprise donation

By Jane Gardner It hasn’t been a good year for any social events so, what does one group do? They gave their surplus social club funds to another local group.

Members of the Gordon Hotel Sporting & Social Club paid a special visit to the Gordon Public Park Committee, but what was the purpose?

As everyone gathered around the kitchen bench inside the Public Park facility and after a bit of friendly chit chat and a few cups of tea, the reason for the Sporting & Social Club’s visit was revealed.

Tony Warby is the outgoing President of the Social Club and he presented the Public Park Committee with a surprise donation – a cheque for a mammoth $6,144.23.

“Our committee has worked hard, and we’ve had a lot of fun together,” Tony said, “But, after four years of hosting events for the good people of this community, unfortunately, a new committee couldn’t be established, so we’ve decided to wind up the Club.” Consequently, the money collected by the Social Club needed a new home and the Gordon Public Park was chosen as the lucky recipient.

There were gasps of excitement and

disbelief, as the envelope was presented and opened, with members of the Park Committee instantly tossing around ideas as to how to best spend the funds.

“Ultimately, we need to give it back to the community,” said Heidi Johnson, chair of the Public Park Committee.

“I think we need to do something outside that everyone can see or use,” she said.

“But whatever we decide, we need to include a plaque to honour the efforts of the Gordon Hotel Sporting & Social Club.”

The Gordon Public Park is currently undergoing a bit of a facelift with previous donations supporting the development and installation of some beautiful garden beds, a skate park and basketball court, and BBQ facilities with an outdoor shelter.

There are plans to install park benches and a ‘conversation corner’ as well. So, with the added boost of the generous donation, it seems there’s no end to the injection of energy and care being put into the Gordon Public Park.

The area is used by many in the local community. They come to play tennis or attend pottery classes and is a meeting place.

It is now bound to become an even more popular gathering space for young and old.

It’s a win for everyone: game, set and match.

“Non-compliant” subdivision deferred

By Lachlan Ellis Council has voted to defer discussions on a subdivision at a property in Coimadai, with a disagreement between the Planning Department and the applicant on whether the plan complies with planning rules.

At the Development Assessment Committee (DAC) meeting on Wednesday 21 July, it was revealed the site on Camerons Road, is located within a Rural Living Zone and Council’s Planning Department recommended that Council refuse a permit for a two-lot subdivision, arguing that it did not comply with the Moorabool Planning Scheme.

Steve Bourke spoke to Councillors on behalf of his in-laws, the applicants for the permit.

“Moorabool Planning Officer Mr Lovell has recommended a refusal to grant a permit on four points as listed in the

agenda, and we strongly disagree. I would like to take the time to give you a brief overview of the key points of why we disagree, and that this application meets today’s planning rules,” Mr Bourke said.

He added that the plan met the minimum requirements of the referred authorities including Western Water, Melbourne Water, Powercor, the CFA, Council’s Infrastructure and Council’s Environmental Health.

“We don’t believe the proposal would undermine the strategic work that was undertaken in the rezoning of the land back in 2017. The rezoning has provided for, and clearly states the use is now for, limited rural living lots with designated building envelopes.

Cr Dudzik asked why the application was not included in “the original C58 amendment”, and Mr Bourke said he would “have to ask the owners why that was not done”.

“It does not stipulate that no further application could be made, and we only ask that this application be considered on its merits.”

Mr Bourke said the family could no longer maintain the large piece of land, and “failure to further subdivide will force us to leave the land we’ve brought our family up on”.

As a result, Cr Dudzik moved for the application to be deferred, so Councillors could “have a further briefing on the C58 amendment and the implications”.

The deferral was unanimously adopted by Councillors, with Crs Edwards and Sullivan not involved in discussions, or the vote, as both declared a conflict of interest on the matter.

The application is expected to come before a future DAC meeting.

Community update: August 2021 Important environmental studies are continuing

We’ve reached an important step in identifying our preferred single corridor for the proposed Western Victoria Transmission Network Project, but there’s still a lot more work to do before a final route is determined.

The project is subject to an Environment Effects Statement (EES), the most rigorous environmental impact assessment process in Victoria. The EES is still in its early stages of preparation.

The EES process provides an integrated and thorough investigation of potential environmental impacts and provides the community with an opportunity to review and provide feedback as the project design develops.

The Planning Minister’s assessment of the EES gives decision-makers (such as other Ministers and statutory authorities) the information they need to determine whether approvals should be granted and what conditions should apply.

What’s happening now

To prepare the EES, we’re undertaking environmental investigations to understand potential impacts from the project and identify how they can be avoided, minimised or managed, including through the route selection.

This includes technical investigations into a range of factors including visual impacts, farming practices and land use. We are also considering undergrounding in accordance with the EES scoping requirements, including full undergrounding and partial undergrounding.

To ensure we fully understand the existing conditions and environmental sensitivities of the land for the EES, we need to access properties within the corridor to conduct surveys and understand how properties are used so we can try to avoid and mitigate impacts as much as possible.

These studies include ecology, historical and Aboriginal cultural heritage, geotechnical, land use, and visual and landscape amenity.

Our land liaison team have been contacting landholders over the past month to discuss this process and to mitigate the interruption of these surveys to their property, lifestyle, farming operations and livestock.

Opportunities for input

There will be many opportunities for landowners and the community to provide further input as the EES process progresses.

We’re holding community engagement sessions soon with technical experts and WVTNP team members, and these sessions are being widely advertised. To ensure that we can run the sessions efficiently, safely meet COVID requirements, and give everyone an opportunity to meet with the team, we have an online booking system.

Planning, design, assessment and decisions about approvals for this project will continue until approximately mid-2023.

Weeding out the tussock A Declared Noxious Weed has infested over 250,000 hectares of land in Victoria and has caused great damage to agriculture and native grasslands.

Serrated tussock (Nassella trichotoma) is a long-lived perennial that can invade poor soils and survive fire, drought, and frost. It reduces the productivity of pasture and can create a fire hazard. Its fibre content is so high that stock are unable to digest it. Seeds are spread by the wind, machinery and also by water and animals.

The seed remains viable in the soil for more than 10 years and can dominate if there is no competition from other pasture species.

Ivan Carter is the Community Engagement Officer for the Victorian Serrated Tussock Working Party (VSTWP) and is asking landowners to conduct assessments of their properties before Spring, when the grass starts to flower.

“Serrated tussock flowerheads develop a distinctive purple colour as the seeds ripen in late spring and early summer. During winter you will be able to see the plants easily when they are bleached a lighter colour,” he said.

“The change in colour makes the plants easier to spot in a paddock, making now a good time to do a survey of your land. The recent rains and autumn break in some parts of Victoria has been good for crops, but unfortunately, also good for the growth of serrated tussock.

Controlling serrated tussock before the plant goes to seed is critical to prevent further spread, lost productivity and increased control requirements.”

Mr Carter said serrated tussock is a costly weed to have on your property, especially

when it becomes established.

“A mature serrated tussock plant can produce thousands of seeds in a season, blowing up to 20 kilometres from the parent plant.

“It is best to check your property for new infestations and treat plants every season before seeding.”

Depending on the size of the infestation plants can be removed manually using a hoe or spade, or spot sprayed using a registered herbicide. Small seedlings recently germinated will appear bright green until they are bleached by frost, and

will be erect and stand out from the other grasses in a pasture.

The VSTWP has developed an online video and information sheets to help landowners identify the noxious weed, which can be viewed at www.serratedtussock. com or contact the VSTWP via email on info@serratedtussock.com The Victorian Serrated Tussock Working Party (VSTWP) began in 1995 in response to the community’s deep concern with the spread of serrated tussock, and a strategy for the control of serrated tussock in Victoria was produced.

Opportunity to enjoy a slice of the pie Funding grants are now open with $31,000 up for grabs.

Renewable energy company Pacific Hydro has announced their 2021 Yaloak South Community Fund will be open for applications from 1–31 August. The fund gives local community groups an opportunity to share up to $31,000 in benefits.

Eligible community groups and not-for-profit organisations from the Beremboke, Mount Wallace and Rowsley areas are being encouraged to apply for project funding of up to $10,000 per project in August.

Applications will be accepted across five funding areas – education and training, health and welfare, sport and recreation, the arts and culture and the environment.

Bernadette Holland, Senior Project Leader Community Investment and Communications, said she is looking forward to seeing what innovative projects the community will come up with in 2021.

“Community groups have done an amazing job in adapting their projects to provide the most effective support through the pandemic. Helping communities recover stronger and more resilient is a key aim of our program and will be a strong focus in 2021,” she said.

Dry cleaners on notice The Environment Protection Authority (EPA) has put a message out to all Victorian dry cleaners – you must register your business.

The original Environment Protection Act from 1970 has been updated, with new laws in force as of 1 July 2021 – including the requirement for dry cleaners to register with the EPA. Under the new law, the cleaning of garments using a chemical solvent other than water for commercial purposes is considered an activity of low to moderate risk.

Existing dry cleaners have until 2 January 2022 to register, and new businesses that begin operating must apply before they open their doors to customers.

Registration applications are free, and the registration is automatically issued. You can apply online by signing up to the EPA Portal at epa.vic.gov.au/portal.

Council is preparing its bid for millions in State Government funding, allocating almost $500,000 to the Ballan Library.

As part of the nearly $64 million announced for the 2021/22 Capital Works Program, Ballan Library will receive $450,000 for design works, which Acting CEO Sally Jones said would help prepare for funding applications.

“The funding for the design works is to ensure we have designs/plans for the library facility ready to enable funding submissions once they are announced,” Ms Jones told the Moorabool News.

“In order to apply for funding for community facilities, the funding bodies (such as the State Government) require designs to be at either, detailed design or schematic plans before accepting an application.”

Council wants to invest $7.5 million in a ‘Ballan Library, Arts and Tourism Hub’ – $5.5 million of which it hopes to get from the State Government – so its case will need to be compelling.

And compelling it is, according to Council’s report, which this year stated that the estimated economic benefit of the project would be almost $14.5 million, with 20 fulltime jobs created during construction.

Council’s report also highlighted a near doubling in Ballan children at developmental risk in regard to language and cognitive skills from 2012 to 2018 (9.6 per cent vs 17.6 per cent), a 25 per cent increase in visits to the library in two years, and the library being only “37 per cent of the size required”.

Central Ward Councillor Paul Tatchell said the project was something that locals had wanted for a long time, but was still very much a work in progress.

“I think the biggest problem is, we haven’t got the land yet. We’re looking at several sites, I think we’re close to finding one…but we’ve probably looked at four or five,” Cr Tatchell said.

“I think it will happen soon, the things the community want is more holistic than just a library. I think libraries have become more than just libraries, they’re certainly multipurpose hubs that provide a whole range of services people needed.”

Cr Tatchell said claims from some locals that Council had no plans for the Ballan Library,

or that it had only put the library on its agenda in the last few years, were “rubbish”.

“This library thing has been around for a long time; we’ve been advocating at least since I came on Council. That’s coming up nine years. It’s been on our Council Plan for at least seven years,” he said.

“Generally, we’ve just been waiting for the right piece of land to build it on, and then of course to raise the funding. We want to be shovel-ready, because that seems to be the best way to achieve that goal.”

With the “integral role” libraries play in communities, and state and federal elections coming up, Cr Tatchell said he was hopeful Council would secure the funding needed.

When asked where the sites were that Council was considering, Cr Tatchell said he could not disclose the locations due to “commercial confidentiality”.

CALLS FOR CONSULTATION John Kowarsky is one of the major proponents for a purpose-built Ballan Library, and has put a question to Council during Public Question Time at most of Council’s meetings this year.

Mr Kowarsky said he was particularly concerned about a lack of community consultation on the project.

“There has been no public consultation about this library yet. They’re doing costing exercises, but the scope of the library has not been put out in the community. I think that’s the wrong way to do it,” Mr Kowarsky told the Moorabool News.

“I think they should first find out if there are any constructive comments from the community on what they want for the library, and then go into the costing and the rest of it.”

A member of the ‘Friends of the Ballan Library’, Mr Kowarsky wrote a report comparing the Ballan Library to libraries in towns of similar size – namely Trentham, Clunes, and Beaufort.

The report concluded that Ballan “clearly falls behind in the parameters measured”, including floor area per 1,000 population, hours open per week per 1,000 population, and holdings per 1,000 population.

Mr Kowarsky also drew attention to Council’s Draft Ballan Library Infrastructure Review.

“They said that they can’t have any public consultation until Councillors have been briefed on the Review. Well, the answer they gave in Public Question Time at the last meeting [on 7 July] was that there was a briefing on the 9th of June,” he said.

And as for not publishing the areas of interest for the Ballan Library, Mr Kowarsky argued that “commercial in confidence does not cut it”.

Extra storm support

By Lachlan Ellis It’s not bushfire season yet, but ongoing work to recover from June’s storms has a bushfire recovery service stepping up to help in the Moorabool area.

Bushfire Recovery Victoria (BRV) was established by the Victorian Government in January 2020 to coordinate recovery from the 2019–20 bushfires – but at the moment, it serves a new purpose.

BRV Acting CEO, Carmel Flynn, told the Moorabool News that there was still a huge job ahead, but BRV would be there to provide advice and help clear private properties, especially for the communities in the Wombat State Forest area which takes in Korweinguboora and Blackwood.

“With the easing of restrictions, communities will see more activity on the ground as the second phase of the Storm and Flood Clean-Up Program begins on some properties.

During this phase our focus is on making properties safe by removing hazards so that other works can begin. If you need help, we will do whatever we can to support you,” Ms Flynn said.

“Right now, our immediate focus is on clearing away immediate threats to personal safety or cleaning up homes that were destroyed. We are working as fast as we can to get to everyone.”

BRV is operating a Recovery Hotline on 1800 560 760, which those affected by the June storms and floods can call from 8 am to 7 pm on weekdays (excluding public holidays), and 9 am to 1 pm on weekends.

“Operators can assist people with registering for clean-up of structures on private property or accessing the Recovery Support Program. BRV Regional Directors have set up a regional presence in areas most impacted by the event, including Moorabool Shire,” Ms Flynn said.

“Once a property owner is registered, BRV will contact them and work with them to explain the process, and see that works are done as safely and efficiently as possible. The most important part of the clean-up project is making sure workers and residents are safe.”

The Recovery Support Program connects those affected by the storms and floods with dedicated ‘Recovery Support Workers’, who provide a single point of contact for those who need advice or support through the recovery process.

To register for structure clean-up or assessment of hazardous trees that are still standing, visit brv.vic.gov.au/cleanup, or phone the Recovery Hotline.

The BRV recommends those with fallen trees on their property call the Recovery Hotline and get in touch with a Recovery Support Worker, who can provide practical and localised advice.

To date, BRV has received 680 registrations, which have ranged from destroyed homes and hazardous trees, to damaged vehicles and downed rainwater tanks.

The Storm and Flood Clean-Up Program is fully funded by the Australian and Victorian Governments, and is free to eligible property owners, whether they are insured or not.

Firearms amnesty permanent The Australian Government has partnered with Crime Stoppers Australia to launch a permanent national firearms amnesty to keep Australians safe while ensuring those with a legitimate need to access firearms are able to do so.

Assistant Minister for Customs, Community Safety and Multicultural Affairs, Jason Wood said, the amnesty, which began on 1 July 2021, allows anyone in Australia to hand in unregistered or unwanted firearms that could otherwise fall into the wrong hands.

"Unregistered firearms are a threat to our community. They are difficult to trace and can fall into the hands of criminals to commit terrible crimes while avoiding police detection," Assistant Minister Wood said.

“An unwanted firearm can also be deadly.

If not properly stored, there is always a risk that it could harm you or your loved ones.”

People who have an unregistered firearm or firearm-related item will be able to surrender it to a police station anonymously and without penalty, for registration, sale or destruction.

Licensed firearms dealers can also receive surrendered firearms in most states and territories. An unwanted firearm may also be handed in.

“If you have an unregistered firearm and you want to keep it, hand it in and see if you can register it. If you don’t want to keep your firearm, hand it in. Your community will thank you,” Assistant Minister Wood said.

If a person does not surrender an unregistered firearm and is found in possession of it, they may face criminal penalties, including imprisonment.

Historical work honoured

An historical society has been honoured for its work digitising historical newspapers, featuring in a newsletter published across the state.

The Bacchus Marsh & District Historical Society (BM&DHS) was recognised by the Royal Historical Society of Victoria (RHSV), featuring in its August 2021 newsletter.

BM&DHS Secretary Barb McMillan said it was an honour to be acknowledged for the group’s work in getting decades of the Bacchus Marsh Express and The Express Bacchus Marsh up online.

“It is great to know that we are being recognised by the RHSV for the work we are doing, and to be asked to write an article for their newsletter is testament to the positive networking we have done with them over the past few years.” Ms McMillan said.

In the article, Ms McMillan wrote of the historical value of the papers, and thanked those that supported the BM&DHS along the way.

“In July 2019 the BM&DHS received news that we had been awarded a grant of $12,973 to support this endeavour from PROV’s Local

History Grants Program. This program is administered and awarded through the Public Records Office Victoria (PROV) and the grants are state government funded,” she wrote.

“The State Library of Victoria undertook the process of digitising the records. Their support and experience in timelines and costing, played an important part of the Society’s grant application.”

This initial funding made digitising the Bacchus Marsh Express from 1919 to 1945 possible, but the BM&DHS soon realised that having The Express Bacchus Marsh’s papers from 1946 to 1954 would be worthwhile too.

The Community Bank Bacchus Marsh Branch not only helped get BM&DHS’ IT project afloat, they also provided a $7,000 grant to allow these nine-years of historical papers to go up online.

“These Bacchus Marsh local papers, which are highly valuable resources to both local and family historians, are now available for all from the National Library of Australia, through its TROVE website,” Ms McMillan said.

Fatal fire threat prompts smoke alarm warning Facebook Victorian fire fatality data feedback

A new report reveals, prompting an urgent smoke alarm warning by Victoria’s fire services, after there was an increase in Victorians who died in house fires in 2020, Data from Country Fire Authority and Fire Rescue Victoria, reveals 22 people died in preventable Victorian house fires in 2020, an increase from 16 the year before, and above the long-term annual average of 18.

Most of the fires started at night, between 9pm and 6am, with 72 per cent starting in living areas and bedrooms.

Half of those average 18 properties where the fires broke out, did not have working smoke alarms.

Firefighters say these tragic deaths reinforce CFA and FRV firefighters’ recommendation to install interconnected smoke alarms in all bedrooms, living areas and hallways.

CFA Chief Officer Jason Heffernan said installing interconnected smoke alarms would ensure that when any alarm activated, all smoke alarms in your home would sound.

“There is a clear increase in fatal fire risk in the rooms where people sleep and rest, with our data showing that over the past decade, fatal fires have most commonly started in bedrooms and living areas,” he said.

“We know only one-in-five Victorians have a smoke alarm in any bedroom and around 60 per cent have a smoke alarm in any living area.

“We want people to be aware there is a real and dangerous threat of fire in bedrooms and living areas because that’s where we most commonly see fatal house fires start.”

In the past decade, Victorian firefighters have responded to more than 32,000 residential fires.

Statistics show that in the past 10 years, the kitchen was the most common room of fire ignition for non-fatal incidents, however fires that caused serious injury or death most commonly started in lounge and bedroom areas.

Victorians can purchase interconnected smoke alarms at most local hardware stores. Some are connected wirelessly, which don’t require hardwiring by an electrician.

2020 and 2019:

• In 2020, 22 people died as a result of a preventable fires across 18 incidents.

• This was above the long-term Victorian annual average of 18.1 fire fatalities (2003-2017) • 10 of these fire incidents started in the lounge area.

• Three of these incidents started in the bedroom area.

• One started in the dining area, one started in the garage area and the remaining three started in other or unknown areas.

• Smoke alarms were confirmed as being present at only nine of the 18 incidents.

• There were 15 single fatality incidents, two double fatality incidents and one triple fatality incident.

• In 2020, 67 per cent preventable fire incidents occurred between 9pm and 6am.

• In 2019, 16 Victorians died in 16 preventable house fires.

A bit sad really given Council have had since 2018 to create at least one area suitable for RV short stays; all over a simple requirement for water & rubbish. A couple of free signs isn’t really the issue here, it’s a failure of marketing and promotion of what Moorabool may have to offer passing holiday makers. The take up of RV’s is growing, especially now overseas vacation is limited for the foreseeable future.

By Lachlan Ellis After almost three years, the ‘RV Friendly Town Program’ has come before Council again, with the invitation to join the program soundly rejected.

A resolution was originally made at the Ordinary Meeting of Council on 5 September 2018 supporting inclusion in the program, subject to an evaluation of locations and an assessment.

On 7 July 2021, Council’s Planning Department put forward a recommendation that Council should not participate in the Program, due to the three proposed sites – Rotary Park, Werribee Vale Road, and Mill Park – not meeting the “essential and desirable criteria set out by the RV Friendly Town Program”.

None of the three sites assessed had the essential criteria of short-term, low cost overnight parking for RVs close to the CBD, access to potable water, or access to a free dump point.

They also lacked the desirable criterion of long-term parking for RVs – only being suitable for short-term parking for a day or less, and not overnight.

The Planning Department’s recommendation suggested that Council “lend support to local businesses with established infrastructure” rather than entering the Program, a stance supported by Councillors.

The recommendation was moved by Cr Ward, and seconded by Cr Berry, before Councillors approved it unanimously.

Union standing firm on pay rise

By Helen Tatchell A stop-work barbeque was held outside the Lerderderg Library last week, with around 40-Moorabool Shire Council employees ceasing work to hear from Australian Services Union (ASU) Deputy Branch Secretary Michelle Jackson.

The industrial action is due to an Enterprising Bargaining Agreement (EBA) between Council and their employees, with discussions still ongoing.

Ms Jackson told the Moorabool News the discussions have been ongoing for over a year.

“For over 12 months this has been going on as the agreement expired last year, with management putting an offer on the table that they withdrew because of Covid-19, and then they wouldn’t meet with us for a period of time,” she said.

Ms Jackson said it has only really been this year that they could revisit the negotiations.

“We are after a better pay offer for our members with Moorabool Shire Council.

“We don’t really compare to the award and subject to the membership, we would be looking at a figure of over 2 per cent. Council has offered, on average, a 1.5 per cent increase it works out,” she said.

“Management did put the agreement out to an all staff vote, with the agreement voted down by all Council staff,” Ms Jackson said.

The votes were 135 Against and 117 For. A further meeting is scheduled between the ASU and Council this week.

Industrial action is still in place whilst negotiations remain ongoing, and some Council services may be impacted during this time and includes:

The latest Woke instructions have landed in Victoria with parents now required to ask permission to change their baby’s dirty nappy.

The Only About Children childcare group has sent an extraordinary letter to parents advising them how to be `respectful’ to their child and to ask for the baby’s `help’.

The advice - already implemented by staff in 22 Only About Children centres – encourages parents to wait till the baby/ child stops playing or is ready because they “…don’t like to be interrupted.”

Well, who does like to be interrupted when they are having fun or avoiding lockdown?

As crazy and bizarre goes – this could rival the chest feeding-breast feeding pearls of wisdom.

Can you imagine a child with a stinky nappy on a hot summer’s day refusing a nappy change?

Can you hear them saying: Not yet mum – I’ve got a million flies chasing me – I’m aiming for two million – then you can go for it?

To encourage their child’s independence, parents are also urged to “…ask him to take off his own nappy or wipe himself…”

As a parent – who has changed many nappies – I can see a few problems with that approach, including total failure of the task.

So, what’s next? Will parents also have to ask permission to clean up the baby’s vomit – allowing the waft of soured milk to linger longer?

Or perhaps when their runny nose is pouring south – parents should also wait for the signal to rush in and clean up on demand?

As John McEnroe would say, ‘You cannot be serious?’

The Melbourne daily newspaper reported the issue, quoting the child care group’s National Education Manager Angela Ngavaine. She said the approach was based on Resources for Infant Educarers method which ‘sees children as an individual with their own voice and opinion, even if they are non-verbal’.

It encourages parents to ask for permission to wipe their child’s face or to give them a hug.

Waiting for a non-verbal child to give permission to clean up their vomit, wipe their face, or change their nappy is going to lead to some rather interesting outcomes.

What is wrong with the current method of loving parenting that puts the mother and father, or carer, in charge of a child who is not capable of determining hygiene standards – or even knowing what they are?

If the child is in charge – then the world has just turned upside down.

My advice to parents? Change the smelly nappy, clean up the vomit and wipe their runny noses as soon as possible.

Then give them a big hug.

After much discussion our very small Committee has decided to cease operations of BMTA, as of 30 June 2021.

It is with some regret but also with a lot of satisfaction for what was achieved over these years. After having a year off due to Covid it was decided that it may be some time before normality returns regarding the running of large events, together with the enormous increase in the costs of meeting regulations that are now required.

The responsibilities that rest upon the Committee trying to fulfil and keep up with all the rules and regulations, has just proved to be too daunting. We feel sponsors and volunteers are also feeling the pressure of these times too and we really do not think our small “Not for Profit” organisation can possibly raise all the necessary funds to run something as spectacular as the Strawberries & Cherries Weekend has become.

We retire with some great memories of achieving far more than we thought we ever would. Our initial dream was to make people aware, firstly of what Bacchus Marsh had to offer and secondly the prime times for all our beautiful local fruits. Tourism is a particularly important part of the economics of our beautiful town and we feel sure all these promotions have helped to put us securely on the map.

Again, we thank you for being with us all the way and rest assured you have been the backbone of our achievements.

We hope the opportunity is picked up by another group/ council to pave the way and inject new ideas and tweak something for future events in our incredibly special town.

Glenda Jones (Secretary) Bacchus Marsh Tourism Assoc Inc Dear Editor, Following the terrible storm of 9-10 June, which brought down a huge number of tall trees in the Wombat State Forest (and elsewhere), the Wombat State Forest has been declared “a public safety zone” (doublespeak meaning “unsafe”) and closed to all public access until 31 August. This closure includes all roads, tracks, and walking trails, except those which are maintained by Transport Victoria or the relevant shire (Moorabool or Hepburn). I was told this (Friday 23 July) by two Department of Environment, Land, Water and Planning employees.

On 10 June all roads, tracks, and trails in the Wombat State Forest area were blocked by fallen trees. The main roads and the few shire maintained roads were cleared fairly quickly and reopened. Some of the roads of the Wombat State Forest were also cleared, presumably by Department of Environment, Land, Water and Planning (DELWP) teams.

But six weeks after the storm many remain blocked by fallen trees and none have been opened.

The roads which have been cleared and are not shire maintained are still closed. DELWP employees on motorbikes are patrolling those cleared roads to ensure that they are not used, even by hikers, although they are quite safe, and in some cases they are important local thoroughfares.

I understand that Wombat State Forest has been combined with Lerderderg State Park and Macedon Park to form a new National Park, and yet, according to various government websites, Lerderderg State Park is not closed in the way that Wombat State Forest is. Some, perhaps all, of the roads within Lerderderg Park are closed, although some of them have been cleared, but hiking in the Park is apparently not prohibited.

Thus, regulations on one side of a road are different from the other side. There are almost no signs indicating any of this. On Friday 23 July, we walked up Darcy Track to Binks Road and at some unidentifiable point began trespassing in the Wombat State forbidden zone. We are used to seasonal closure of forest tracks, but it has never applied to walkers.

I am not opposed to the National Park.

I am not associated with Bush Users Group United and do not wish to be.

I doubt that I am opposed to the environmental aims of the park management. But these closures strike me as high-handed and daft. They are certainly not going to win local support for Parks management. Closing useful local roads which have been cleared and are safe suggests that the ultimate aim is to exclude everyone from nearly all of the National Park. Citizens of communities such as Blackwood and Blakeville will not be allowed to walk into the surrounding forest – we are currently forbidden to do so under the “public safety zone” declaration, and could be fined for doing so, or so I was informed by two uniformed rangers or wardens on the of afternoon 22 July. Surely, the area could be declared potentially hazardous and “enter at your own risk”, just as Transport Victoria did with the main road to Trentham when it was first cleared? I suspect we have always entered the forest at our own risk. Trees fall every winter, and if they fall onto roads, they are usually cleared by locals who have chainsaws in their utes or 4-wheel drives.

We don’t need quite so much protection from the forest environment, and don’t want it.

Infrastructure does not match up.

Only two small clothes shops; lots of homeware stores (how many do we need?), no men’s clothing store however, one public high school, ONE! And a new Hungry Jacks for Darley!

New name, new purpose The Bacchus Marsh Arts Council Inc. (BMACI) has voted unanimously for a new name, and with it, a shift in purpose.

The group’s name will now be “Bacchus Marsh Art Community Gallery”, with a new primary focus on operating a gallery.

The name change was adopted unanimously by the committee on 19 April, alongside a list of purposes including “to create a gallery that is there for the creative people of Bacchus Marsh and surrounding areas”, “to invite First Nations artists to join with us to display and promote their art”, and “to look for opportunities to include the public in projects”.

Secretary Bev Baker said the group was “working hard on a new gallery, so we can go back to doing what we do best”, and its “concentration now will be on building the best community gallery that we can”.

The group still lacks a permanent facility to display its art, having moved from a temporary spot in the Village Shopping Centre in 2020, then to the old Ambulance Station this year, before that too was made unavailable after being sold.

After 15 years, the Bacchus Marsh Tourism Association (BMTA) has officially ceased operations – but there are hopes another organisation may step up to the plate and continue its famous festivals.

The BMTA was responsible for running the Strawberry & Cherries and Harvest Festivals, but Secretary Glenda Jones said the pandemic had been “the icing on the cake” for the already strained group. “[Ceasing operations] had been considered before, because traffic management costs were enormous, insurance costs were enormous…all the costs were huge. It had never got to that climax, but it had been a worry, and also trying to find enough sponsors,” Ms Jones told the Moorabool News.

“We weren’t really the type of people to apply for grants, but we could have got more funding that way. We were constantly draining on the same sponsors all the time…and it was getting harder, but COVID just sealed the deal.”

Ms Jones said keeping in line with COVID restrictions also presented a challenge during the BMTA’s busy events.

“Monitoring and that sort of thing were hard…we didn’t have a gate. If something had gone wrong, if we brought COVID into the town or something, it would’ve been really awful.

“And it takes about ten months to organise the events…you’ve made all the decisions, you’ve booked the fireworks man, you’ve booked this fellow and that fellow, you’ve got the stalls organised…but if the week before they call a lockdown, it’s all gone. It just put too much pressure on a very small committee.”

And while the BMTA won’t be holding any more Strawberry & Cherries Festivals or Harvest Festivals, there is hope that another group may pick up where the BMTA left off.

“There’s a bit in the wind that someone else is going to pick it up…it’ll be different to what it was, but I think there will possibly be something. It needed tweaking anyway, it’s not a bad idea to put some fresh blood into it,” Ms Jones said.

“We’ve done what we set out to do. Each year when the festivals started, we couldn’t believe the attendance had gone up again. The Committee was a great little family, we made lifetime friendships, and I learnt a lot more about Bacchus Marsh. We met some fantastic people.”

Industrial action ends with pay increase

By Lachlan Ellis Enterprise Bargaining Agreement (EBA) negotiations between Moorabool Shire Council and the Australian Services Union (ASU) have come to an end, with Council agreeing to give staff a substantial pay rise.

On July 8, the ASU announced that members had voted to accept Council’s offer of $27.50 per week for all bands, for three years, including full back pay.

Deputy Branch Secretary of ASU Victoria & Tasmania, Michelle Jackson, told the Moorabool News that the result was a win for Council staff.

“We’re very happy with the result, our members took industrial action and saw off an attack on their workplace conditions and

got a fair and reasonable pay increase,” Ms Jackson said.

Council staff voted on the new agreement, with 203 voting yes and 37 voting no.

“This pay rise will make the biggest difference to the lowest-paid workers at Council. This is something that has been supported by the majority of our members…

I’d like to congratulate all of the ASU members who took industrial action,” she said.

During negotiations, ASU members working for Council took part in industrial action that impacted on some services including wait times on customer service staff not answering phone calls; no street cleaning work; infringement notices not being issued; bins on Council reserves not being picked up; no street or town entrance maintenance; and, no picking up dead animals unless they posed a safety risk.

Initially, the ASU were looking at a figure of over 2 per cent. Ms Jackson said Council offered, on average, 1.5 per cent before the current announcement, but that was voted down by members.

Moorabool Shire Council was contacted for comment.

Open Age athletes at the start of their 3km event.

Bacchus Marsh Little Athletics After a 2-week break from Cross Country, due to Lockdown 5.0, the athletes were keen to get back into running.

The State Championships, previously scheduled for Saturday, were postponed due to COVID restrictions, therefore rescheduled the Greendale meet to last Saturday morning.

The sun shone across Egan’s Reserve as athletes contested the winding courses around the parklands.

The Open age athletes were first race for the day, contesting 3 laps of a 1km course.

Matthew Elefterescu led out for the first kilometre but was quickly pulled in by Elise Cook with Mackenzie Estlick not too far behind. In the early stages of the second kilometre Elise hit the front, upping the pace while Mackenzie remained in touch, overtaking Matthew at the 2k mark. The final kilometre was a great race with Mackenzie nearing closer to Elise; overtaking her with 400 metres to go. Mackenzie held on to claim her first overall win for the season in a PB time of 12:05.35mins. Oliver Carr in 4th place also recorded a PB for the 3kms.

The Under 9 & 10 athletes competed over 1.5kms. Lenny Closter and Gisborne’s Tally Redfern had a great battle for the entire race, with the lead continually changing.

In the later stages of the race Lenny was too strong and went on to claim a 6-second victory. Balreet Kaur Mann (Melton) was again outstanding, producing a PB time of 6:13.18 mins to remain undefeated for the girls. Braxtyn Affleck-Rowe, Xavier Smith, Ben Wooding, Logan Simons, James White and Melton athletes Rajkamal singh Virk and Louisa Christians all recorded Personal Best results.

The next race up for the day was the Under 7 & 8’s, racing over 1km. Athletes took off with a fast start. Earlier leaders Harry Holland, Harry Wark (Melton), Anni Clarke and Angus Norman held a substantial lead by the halfway mark. The fast pace saw Angus drop off the leading pack. Harry Holland & Harry Wark opened up a lead over Anni and ran neck and neck for the remainder of the race. A sprint finish saw Harry Holland take the win in 3:57.39mins – 1 second ahead of Harry Wark – both boys recorded PB’s for their run, as did Anni Clarke.

Rylee Robinson produced an outstanding performance in the Under 6 500m with a clear victory over the field, in a PB time of 2:14.08 mins. Melton’s Mason Wapshott was 2nd overall, 1st boy home while Club teammate Divgett Kaur Mann was next home in 3rd place. Hendrix Wake produced another Personal Best result and will be keen to start his first track & field season.

The final race for the day was the Under 11/12s competing over 2kms. Once again Riley Rogers was unstoppable, recording a dominating performance to take the win – over a minute ahead of his competitors.

Lachlan Simons was 2nd across the finish line in a PB time. Lachlan has thrived over the longer distances and will be one to watch in the coming track season in the distance races. Mataya Leethan representing Melton was 3rd overall, 1st girl in another consistent performance. Imogen Lidgett-Egan and Allyson Currall (Melton) both recorded PBs. Next week’s Cross Country meet we will return to Bostock Reservoir, Ballan.

Amen. Back in the winner’s circle

By Tim O’Connor Father Brian Glasheen was among the owners celebrating Triple Eight's return to winning ways on Saturday night after the former Kiwi braved the wet and wild conditions to score at Tabcorp Park Melton.

The horse's first preparation in Australia finished on a sour note with disappointing runs in the Tasmania Cup and Warragul Pacing Bowl Cup during March and April, but he bounced back to his best with victory in the Become A VHRC Member Today Free For All. Triple Eight was an eye-catching second to Always Fast at Geelong a couple of weeks ago, and while driver Greg Sugars was forced to park outside the leader for much of the 2240m trip, he still had the class to pull clear in the home straight and score a comfortable 4.1m win.

It was just the six-year-old's second triumph in Australia since arriving here for February's Hunter Cup.

"There's been a couple of little issues there that we've had to rectify...," Sugars said.

"He is a quality horse and to get him somewhere back on track to what he should be doing is very pleasing from our point of view."

Known affectionately as the ‘Pacing Priest’ for his work done within the harness racing industry, Father Glasheen holds a share in the gelding along with some close friends who purchased him recently from New Zealand.

The horse has now won 14 of his 64 career starts for more than $330,000 in prizemoney, and looks set for a nice preparation this time in.

"It’s exciting to get horses of this calibre that are well credentialed to lob at your doorstep, but then obviously there's a certain amount of pressure to make sure you get the job done with them," Sugars said.

"It was a little up-and-down sort of start, but really pleased to have him back on track. So hopefully that's just the first of many (wins)."

After yet another enforced break, Ballan Brumbies again took to the court over the weekend. The rust was evident on some teams, others able to hit the ground running. The Under 12 Girls Yellow team were certainly in the latter group.

The girls, sitting outside the finals, took on the powerful Excies Acmy White. Coach Steve Gray asked his girls for high intensity defense and thy came out with that and more.

The Brumbies guards applied enough pressure to force poor decisions and rushed shots from Excies, Albi Pike and Heidi O’Shea controlling the defensive boards.

Despite their defensive efforts, Ballan struggled to convert with ball in hand, as the game devolved into a defensive struggle. Excies class eventually came to the fore as a string of quick baskets pushed the early lead out to 10.

After a timeout, the girls regrouped and began to regain their flow offensively. O’Shea and Ruby McLeod set up Ruby Sims and Ailah McFall for a string of buckets as Ballan roared back into the contest. With the game opening up, Ballan capitalised as the speed of McFall and Dayna Agius on the break saw the Brumbies take a 10 point lead of their own.

Talented team that they are, Excies slowly but surely ate away at the margin until they had the Brumbies lead down to two. Ballan were able to steady though scores to McFall and Sims to lead by six with under two minutes to play.

Excies defensive pressure was at it’s peak, creating turnovers that lead to waves of attacking opportunities, but the Ballan girls rearguard action was enough to hold on and take an upset win, 30-24, giving the girls a very real chance of playing the finals.

Devils tick ‘effort’ box

By Todd Whelan A spirited Darley has fallen short of ladder leaders North Ballarat City to the tune of 54 points at the weekend.

In a competition first, Darley Park played host to zero crowds as local footy made its return from yet another covid interruption.

While the winless Devils failed to win a quarter, their effort alone was not missed by former AFL Western Bulldogs coach (now North Ballarat City) Brendan MaCartney in the aftermath.

“I enjoyed my first trip to Darley,” MaCartney said.

“They’ve got some good young talent who aren’t shy having a crack.

“I was impressed with them, they don’t play like a side who hasn’t won a game.”

Any ambitions the Devils had of upsetting the likely Minor Premiers were dealt a severe blow in the lead up with the late withdrawals of key defender Matthew Brett, Mitch Banner and Brad Inglis. As if they weren’t undermanned enough. Again, unavailability would create further opportunity as youngster Ben Wood and Dale Peacock made their debuts to become the 45th and 46th players to be used in the Devils 10 game season to date. Extraordinary.

MaCartney conceded weight of possession was fairly even in the first half as City struggled to arrest the game onto their terms.

“We coughed it (the ball) up a bit more than we would have liked, but are intentions were good,” he said.

“But both sides were guilty of that.”

To put into perspective, the Devils could well have led their more fancied rivals at quarter time but a lapse in the final minute would cost them back-to-back goals and their first opening quarter advantage of the season. While the overall result was never in doubt, the Devils managed to contain City’s offensive weaponry to 14 goals. Since Round 5, only Melton has kept City below 100 points.

Veteran Devils key back Darren Leonard starred in his key role in defence - his intercept marking and spoiling was a feature. His ability to read the play and control the defence allowed his less experienced teammates into the game with handball receives.

Werribee affiliate Ryan Kemp returned for his third game in Darley colors and looked a class above with his pace and clean ball handling at ground level.

Potential young gun Brady Wright will likely feature among the ‘grabs’ of the round with a high flying contested mark in the opening term in what looms an exciting preview of things to come.

The Devils will no doubt be disappointed in their tenth successive loss, but they’re under no illusions where they’re at. But on effort alone at the weekend, it was a tick from both camps.

This Saturday marks the Devils second bye of the season before their final two home and away games against Bacchus Marsh (H) and Sunbury (A).

Cobras upbeat despite home loss

By Todd Whelan Bacchus Marsh has dropped out of the ‘top six’ for the first time since the opening round after an inaccurate 26-point loss to second placed Melton at the weekend.

But for Cobras coach Tom German there’s no reason to be alarmed, despite needing two wins from their remaining two home and away games to make finals.

“We did plenty right,” German said.

“Unfortunately, our inaccuracy in front of goal allowed the Bloods to enjoy separation on the scoreboard for the most part.

“At one stage we were five behinds to Melton’s four (goals) straight,” he said.

“It was pretty much catch up from there on.”

Veteran Cobras defender Daniel Veldon’s 300th game was put on hold for another week and looks set to be played in front of crowds against town rival Darley on Saturday week. Harry King and Jack Parente (groin) also missed but the Cobras welcomed back dangerous forward Aaron Willitts.

The combination of forward duo Captain Jake Owen (three goals, three behinds) and Willitts (three goals, five behinds) proved the testing material for the Bloods but it wasn’t enough to get the job done as the Cobras could manage just four goalkickers on the day.

Bloods coach Aaron Tymms conceded that if not for the Cobras inaccuracy, the result could easily have gone the other way.

“We were shaded at stoppage and clearance in what was a very even game of football,” Tymms said.

“Both sides had their moments - we were as much as 45 points ahead at one stage before Bacchus Marsh fought back to within a couple of goals.”

Cobras ruckman Daniel Burton was arguably best on ground. His contribution at centre bounce and at stoppage alone was worrying for Tymms.

“Burton had his own fair share of clearances - I reckon he had four or five in a row at one stage.” he said.

The Cobras looked a little different in their set-up with Jayden Owen sent to a key role in defence while versatile utility Tom Wardell found himself in a forward role.

According to German, the move of (Jayden) Owen and Wardell looks promising.

“Jayden was really good for us first up down back while you know what you’re going to get with Tommy,” he said.

Both sides suffered under the strain of a 28 day lay-off due to covid with limited rotations available from the bench due to injury. The Cobras were possibly the more inconvenienced losing Kane Dickson, Sam Griffiths and Logan Blundell to a season ending kidney concern.

Tymms was just happy to bank the points, fully aware the final margin could well have been less.

“We’re rapt with the result, the Marsh had been undefeated at home up to then,” he said.

“Both sides look a little rusty at times and will be better for the run.”

Bacchus Marsh have the bye this week before two must win games against Darley (A) and Melton South (H) that will decide their finals fate.
