New funding for the Ballan Ambulance Station is good news for paramedics and the community, with the station due to begin providing 24-hour coverage this week as a result.

“At the moment, we work day shifts from 8am until 6pm, and then we go on-call. Pretty much, if they’re busy during the day, they can be busy again at night,” he said.

“Having a 24-hour station will benefit the town and district as this will save lives by reducing response times,” he said.

Currently there are seven paramedics stationed at Ballan, this will now increase to 14.

“Once we transition to 10-14 rostering, it’s literally the staff will do their day shift, and then they go home. Then a night shift comes on, so there’s no on-call component. That will mitigate that fatigue issue.”

“The $1.6million per annum cost I believe, it’s an on-going cost to provide a service relative to where we are positioned; I can’t imagine why it wouldn’t be a permanent service, it’s perfectly positioned when you consider the Western Highway and the fact that it is halfway between Ballarat and Melbourne; it’s all about response times.”

While it may sound like this means more work for Ballan’s busy paramedics, Senior Team Manager Dylan Birthisel explained that it would, in reality, lower the fatigue associated

Back to the drawing board, as decision “outside legislation”

Although the 2021/22 Budget was ‘just’ approved at last week’s Special Meeting of Council, the ‘Revenue and Rating Plan’ was not – leaving Council in a precarious position.

Councillors unanimously approved the Community Vision 2030 and Council Plan 2021–2025 at its 30 June Special Meeting, though four of the seven Councillors voiced concerns about the 2021/22 Budget.

Central Ward Councillor Paul Tatchell objected on the basis of fees and permits increasing beyond CPI, and a lack of “fairness and equity” in the rating system.

He also addressed reductions in funding, including the Emergency Management Fund, which he said “just doesn’t make sense” after the recent storm.

Ally Munari (Woodlands) and Moira Berry (East) also objected due to the rate rise, with Cr Munari also citing a lack of “attention” for her Ward.

“This time last year, as I watched from the sidelines, this Council decided to increase rates by two per cent, while in the midst of an uncertain global pandemic. We are far from out of the woods in regard to COVID, and I simply do not agree that we should be putting any more unnecessary stress on our residents,” Cr Munari said and, Cr Berry agreed.

The tie-breaking vote which saw the Budget carried 4-3, came from Mayor Cr Tom Sullivan, who said he supported the projects in the Budget, but had “grappled” with the inequity of rates, with “10,000 of about 13,000 ratepayers receiving zero or minus rate

considerable in some cases”.

Again, the responsibility of the deciding vote came back to the Mayor when the Revenue and Rating Plan was addressed, but this time, Cr Sullivan voted against the motion and it was lost.

So, what happens now?

Cr Tatchell told the Moorabool News that Council was now “outside its legislative requirements”.

“It had to be in, by legislation, by the first of July. The reality is, while we don’t have a review on how we raise the rates, how can we approve the budget? There’s no process on how we cover the budget. They’re like salt and pepper, you can’t have one without the other,” Cr Tatchell said last week.

“Obviously we’ll get some legal advice.

We’ve got a problem, we’re outside of our legislative requirements. I would dare say there either has to be a rescinding of one or the other [the Budget or the Revenue and Rating Plan] and we start again, or basically we’ll bring it back to Council and wear the consequences of not complying with the legislation on the due date.”

Cr Tatchell said the next meeting to address the Budget and Revenue and Rating Plan would have to be soon and, would have to be another Special Meeting.

“It’d have to be relatively quick. It’ll probably have to happen on the same day as the next Ordinary Meeting [7 July]. It’s going to be awkward.” he said.

According to the Local Government Act 2020, “A Council must prepare and adopt a Revenue and Rating Plan by the next 30 June after a general election for a period of at least the next 4 financial years”.

HOW ARE VALUATIONS DERIVED AND APPLIED?

To determine property values throughout the municipality, a qualified valuer is appointed by the Valuer General Victoria.

The valuation assesses the amount a property would sell for at a specific date. The latest property sales, rental data, land type, buildings and their condition as well as other property improvements are also analysed as part of the valuation process.

A profile of value levels for each area and property type in the municipality is then constructed and applied to individual properties.

WHAT DO THE VALUATIONS MEAN?

The annual rate notice provides three types of valuations and a brief explanation of each is as follows: Site Value = Value of the land only (excluding all improvements) Capital Improved Value (CIV) = Total market value of the land including buildings and all other improvements.

Net Annual Value (NAV) = Current value of a property’s net annual rent. By law, NAV must be at least 5% of the CIV (EG: Gross annual rent less all outgoings)

WHAT IS A SUPPLEMENTARY VALUATION?

If there are any changes to the physical characteristics of a property, it may become subject to a supplementary valuation by Council’s contract valuer.

Physical characteristics include, but are not limited to: • New house, shop, factory etc • Extension to current house, shop, factory etc • New outbuildings, carports, garages, etc • Subdivision of land • Acquisition of adjoining land • Disposition of some land • Change in use of part of the property • Fire damage A supplementary valuation may also be undertaken if it has been identified that there was an incorrect data element against the property which has an impact on the valuation, for example: • Incorrect area of land or building • Quality of land or building When a supplementary valuation is completed, a pro rata supplementary rate is levied for the remainder of the current rating year.

CAN I OBJECT TO MY VALUATION?

A person aggrieved by a valuation of any land made by or for Council may lodge a written objection with Council on any one or more of the grounds set out in Part III, Division 3, Section 17 of the Valuation of Land Act (VLA) 1960.

In the first instance, objections or queries regarding the valuation or rates should be directed to Council’s customer service officers who will be able to provide general information and if necessary direct the matter to Council’s Revenue Services team for review and advice. If you wish to proceed with the lodgement of an objection, prescribed forms can be obtained from the Revenue Services team or objections can be lodged directly with the Valuer General Victoria at https://ratingvaluationobjections.vic.gov.au/.

Union standing firm on pay rise

By Helen Tatchell A stop-work barbeque was held outside the Lerderderg Library last week, with around 40-Moorabool Shire Council employees ceasing work to hear from Australian Services Union (ASU) Deputy Branch Secretary Michelle Jackson.

The industrial action is due to an Enterprising Bargaining Agreement (EBA) between Council and their employees, with discussions still ongoing.

Ms Jackson told the Moorabool News the discussions have been ongoing for over a year.

“For over 12 months this has been going on as the agreement expired last year, with management putting an offer on the table that they withdrew because of Covid-19, and then they wouldn’t meet with us for a period of time,” she said.

Ms Jackson said it has only really been this year that they could revisit the negotiations.

“We are after a better pay offer for our members with Moorabool Shire Council.

“We don’t really compare to the award and subject to the membership, we would be looking at a figure of over 2 per cent. Council has offered, on average, a 1.5 per cent increase it works out,” she said.

“Management did put the agreement out to an all staff vote, with the agreement voted down by all Council staff,” Ms Jackson said.

The votes were 135 Against and 117 For. A further meeting is scheduled between the ASU and Council this week.

Industrial action is still in place whilst negotiations remain ongoing, and some Council services may be impacted during this time and includes: • Wait times on customer ser vice staff answering phone calls • No street cleaning work • Infringement notices will not be issued • Bins on Council reserves will not be picked up • No street or town entrance maintenance • No picking up dead animals unless they pose a safety risk Moorabool Council were contacted for comment with Acting CEO Sally Jones responding.

By Lachlan Ellis The Moorabool River – and the wildlife that call it home – could soon die if water keeps being taken from it in such large quantities, according to a film recently released by a local environmental group.

PALM (People for A Living Moorabool) has called for the Victorian Government to give 20,000 megalitres of water back to the Moorabool River annually, and released the 46-minute film “The River Moorabool”, to show the impacts of water loss.

“The river is dying…the Central Region Sustainable Water Strategy review is underway at the moment, and we’re waiting for the draft,” PALM coordinator Cameron Steele told the Moorabool News.

“The timing of the film is really to speak to that draft, and try and get the best deal for the Moorabool River that we can.”

Mr Steele said about 15 years ago, the then Chair of the CCMA, Peter Greig, said given the trajectory of the Moorabool River, it will end up little more than a drain unless action is taken.

“We feel that’s starting to arrive, we’re seeing it before our eyes.”

The Moorabool flows from the Central Highlands near Ballarat through to Geelong – but PALM says it only flows “in theory” and the river sometimes “barely makes it to

The film features interviews with primary producers with properties near the river, landcare organisers, scientists, healthy river advocates and a member of the Wadawurrung nation.

The official launch of The River Moorabool took place on Saturday 26 June at the Ballaarat Mechanics Institute.

Additional screenings are planned for the regional towns of Ballan, Bannockburn, and Melbourne, but dates and locations are yet to be announced.

State parks to become national Environmental groups have commended the news of a new “Wombat-Lerderderg National Park”, following the Victorian Environmental Assessment Council (VEAC) Central West Investigation Final Report.

The Victorian Government’s response to VEAC’s recommendations was tabled in Parliament on 24 June, with three new National Parks to be created, including the Wombat-Lerderderg.

Gayle Osborne, a member of the Wombat Forestcare community group, said the announcement was “a great result”.

“Areas with high conservation values will be included in the National Park and areas around townships will be designated Regional Parks to enable recreation, dog walking, horse riding, fossicking and domestic firewood collection,” Ms Osborne said.

In a media release, Wombat Forestcare said the move would “protect the headwaters of major rivers”, “protect vegetation that stores millions of tonnes of carbon”, “protect vital habitat”, “increase rural and regional visitation and nature-based tourism”, and “connect more people with nature”.

Minister for Energy, Environment and Climate Change Lily D’Ambrosio, and Member for Macedon Mary-Anne Thomas, also spoke in favour of the announcement.

“The government response will see the creation of three new national parks, together with new conservation parks, nature reserves and bushland reserves, to protect important habitat connectivity for rare and threatened species. These new parks and reserves

“The government response also provides for seasonal, recreational deer hunting (by stalking) in the Pyrenees and Wombat–Lerderderg National Parks, in the areas where it is currently permitted, and with some restrictions.

There will continue to be opportunities for prospecting in the three blocks of the investigation area.

“Additionally, four-wheel driving, trail-bike riding, mountain biking, bushwalking, picnicking and nature observation opportunities are not impacted by the government response to VEAC’s recommendations.”

Ms Thomas said that while the Government’s immediate focus was

on helping communities in central western Victoria recover from last month’s storms, it was also important to plan ahead.

“Our parks and reserves play a key role protecting our natural environment as well as providing Victorians with opportunities to enjoy the great outdoors and connect with nature.

We are listening to the communities that use and care for these areas and finding the right balance between the needs of public land users and the environment.” Ms Thomas said.

Linking the Wombat-Lerderderg National Park will encompass more than 44,00 hectares between Daylesford and Bacchus Marsh, with four new regional parks to also be established near Barkstead, Blackwood and Spargo Creek, totalling more than 15,000 hectares.

Parliamentary Secretary for Health Steve McGhie MP and State Member for Buninyong Michaela Settle MP attended Ballan Ambulance Station on Friday June 25, to announce the funding and thank Ballan’s paramedics for their vital work.

Mr McGhie, a former paramedic himself, said he was proud to help provide the much-needed funding.

“I came to the opening of this branch, and I remember this history of this branch… there’s been massive progression in Ballan and the Ambulance Services,” he said.

Mr McGhie said the change would also reduce response times in the area, as “it’s been well-known for a long time in Ambulance that response times are better on-duty than when you’re on-call”.

Ms Settle, whose constituents include the people of Ballan, said the announcement was “really exciting”.

“I was sitting next to Steve in Parliament, I think in my first year, and he was hounding me about how Ballan had to be 24 hours,” she said.

“It was a joint effort without question…it was Steve’s idea, so a big thank you to Steve for the tip-off. It has been an extraordinary year for everybody, but I think more than anyone, for our health workers who have been on the front line.”

The funding announcement comes as part of an extra $759 million the State Government has pledged for Ambulance Services and Emergency Departments in the Victorian Budget 2021/22.

AUSNET “REQUIRED TO LOOK AT UNDERGROUNDING” Ms McGregor spoke on ABC Ballarat 107.9fm, with radio host Steve Martin last Wednesday and said, “In terms of the EES process, we are now required to look at undergrounding, whether it’s full or partial”.

“We will be looking at undergrounding as part of that. I’d encourage community members who are focused on that and concerned about that and interested in undergrounding, to continue to engage with us as we consider that option.”

In regard to the narrowing of the corridor, Ms McGregor said they’ve been doing work since the beginning of the year to consider those options.

“Looking at them from a range of factors. Having worked through those, along with feedback from the community, we have identified this single corridor, which in some areas is still as wide as four to four-and-a-half kilometres,” she said.

we need to do and more detailed studies in the next six months to identify a final route, and prepare a range of technical studies that are required under the Environment Effects Statement (EES) process.

In communication with the Moorabool News, Ms McGregor said the route was not set in stone, and the single corridor had only been highlighted as a preferable route following community consultation and expert investigation.

“It's important to remember no route has been decided and we are undertaking a detailed EES to identify a route with the least amount of impact to deliver this critical piece of infrastructure. Last Wednesday, we have narrowed down to a single corridor and will continue to work with landholders alongside technical studies to determine a final route,” she said.

Dear Editor, “Absolutely shattered” is just one community response to the public release of AusNet’s narrowed corridor of the Western Victorian Transmission line from Bulgana to Sydenham.

The 190km route was first made public to the media last Wednesday morning.

All the talk about community consultation has impacted locals and clearly remains last on AusNet’s list of important people.

This demonstrates that AusNet is more focused on front pages and media spin, than the people whose lives and livelihoods they are about to change.

The release of the corridor plan follows months of so-called ‘community consultation’ by AusNet – and independent public meetings by local communities.

I have been to these meetings. I

have walked the paddocks with impacted farmers. I have gone to the sensitive environmental sites and the forested areas and what AusNet did last Wednesday has eased few, if any, of locals’ concerns about the impact on their ability to work, and sustain industries, including tourism, along this high-wire project.

The devaluation of properties remains a problem despite an indication by AusNet that underground lines may still be investigated for some areas of the line.

AusNet’s Executive Project Director, Stephanie McGregor, has said the company will “continue to consult” and that “Nobody knows the land like the landholders themselves.”

That remains little comfort to locals.

running alongside existing electricity infrastructure, such as the Bulgana to Waubra line and Ballarat to Bendigo line.

Independent experts also assessed the use of the Western Highway. It was found that there are several sections of the Western Highway where there is not enough room for an easement. This would require significant deviations to avoid existing reservoir infrastructure and would directly impact a large number of homes.”

Ms McGregor concluded that forested public areas with “high environmental and cultural heritage values, such as the Brisbane Ranges National Park” were excluded from AusNet’s corridor, which is located south of Ballan and north of Geelong.

which residents were advised they would be the first to know about the final corridor selection, they woke up to read about it in a paper.

They cannot comprehend why this route has been taken. It defies logic.

A Darley resident and member of the Darley Power Fight group, wrote to me and put it this way: “Clearly working with AusNet on a collaborative level has done us no good.

I cannot believe that Lily D’Ambrosio would announce the creation of a new Lerderderg-Wombat National Park and then allow an army of transmission towers to be built right alongside it, through one of the highest risk bushfire prone area of the state. And despite AEMOs recommendation that transmission lines should be routed away from bushfire prone areas to protect their assets”.

This project brings energy to the city’s inner suburbs at the cost of the country communities impacted by

huge towers and transmission lines.

We all accept the need to increase power supply with the forced closure of coal fired power stations providing base load power but we need to get the transmission infrastructure right for now and the long term and not just quick and cheap for the short term.

These transmission lines will soon be criss-crossing the State, so this prototype has to be the best possible solution.

All the media spin in the world can’t change the bleeding obvious: that country communities are being ignored and their livelihoods disregarded.

I will now be working even harder to pursue the underground cabling options and a better solution for communities along the proposed route.

Community ignored as new plan exposed

Ausnet Single Corridor - Area of Interest.

By Lachlan Ellis AusNet has narrowed its plans for the Western Victoria Transmission Network Project (WVTNP), announcing what it says is “the least constrained corridor”.

The single corridor, chosen from the multiple corridors identified by AusNet in February, is made up of five sections going from Bulgana to Waubra, and then weaving its way from Mount Prospect through Moorabool to Long Forest in the east, and then onto Sydenham.

The announcement was sent to local media at around 4:40 am on Wednesday 30 June, but not to landowners, with AusNet Services Executive Project Director, Stephanie McGregor, saying the company understands the concerns of landowners, and will work with them to achieve the best outcome.

“Nobody knows the land like the landholders themselves.

We will work with them to ensure agriculture and other land use can continue along the line with minimal disruption,” she said.

“We have experience working alongside many businesses, farmers and communities across the state who already live, grow crops and operate businesses under our network of 6,500 km of existing transmission lines.”

Ms McGregor confirmed crops would continue to be able to

be grown within the transmission line easement, and that “ongoing engagement continues to be our priority” as the Environment Effects Statement (EES) process continues.

“There will be many opportunities for landowners and the community to provide further input as the process continues.” she said.

Bill Saunders is a member of AusNet’s Community Consultation Group (CCG), and said he was surprised to hear the announcement.

“We were told at the last Community Group meeting with AusNet that there was going to be ‘an announcement made somewhere around mid-year’, but they didn’t nominate an exact date. Obviously, what’s come out this week is it,” he told the Moorabool News.

“We were not told. What I would’ve expected would be that we were told at the same time that the media were told, which was Tuesday. Didn’t happen.”

According to AusNet, the single corridor chosen “takes into consideration the location of private residences, the surrounding landscape, the environment, cultural significance and the agricultural use of land”.

The company also claims the transmission line would “create more than 300 construction jobs while providing economic benefits to communities along the route”.

Mr Saunders argued the economic benefits would be

insignificant, compared to the potential costs of the project to landowners.

“There’s going to be a few take-away shops along the way that might get some income out of it…but the income opportunities for the community during construction are trivial in the overall scheme of things. Not too many of those workers are going to necessarily come from the area,” he said.

When asked by the Moorabool News how she would respond to landowners’ concerns that they were not informed of the single corridor before the media, Ms McGregor said AusNet had engaged with stakeholders simultaneously.

“We understand the concerns of some landholders and local communities, and ongoing consultation continues to be our priority. There are a broad range of landholders, community members and other stakeholders we need to communicate with simultaneously, which we have done across multiple channels, including direct SMS and e-updates to landholders Wednesday morning, as well as letters in the coming days and direct phone calls with the landowner engagement team,” she said.

“We provided briefings to local councils and members of the technical reference group. We have also used a broad range of print, radio and TV media outlets to reach to a broad range of community members across multiple channels.”

By Bianca Roberts (Intern 3rd Year Melb Uni) It has been a flurry of artistic fun for students at Mt Egerton Primary School, who have just finished a program with Geelong artist, and expert in landscape architecture, Dr. Gavin Pocock.

Delivered through multiple sessions across Terms 1 and 2, Dr Pocock delivered art classes based on Indigenous Knowledge Systems.

The goal, said Principal Tegan Bell, was to foster students’ appreciation for the natural environment and connection to the land’s traditional owners, the Wadawurrung people. “… which linked with the school curriculum’s principles of sustainability and culture,” she said.

The sessions encouraged students to draw inspiration from natural resources, with highlights of the program including creation of ‘bush cubbies’ out of tree branches, dyeing fabric with leaf pigment and using natural clays to create paint pigment.

“Gavin was really good at taking them through the creative process… the students thoroughly enjoyed every session,” Ms Bell said.

As a final project, students decorated totem poles using the colours of native birds, with local Wadawurrung community members in attendance, who completed the project with the addition of Indigenous symbols.

The program was sponsored by Regional Arts Victoria as part of their Creative Workers in Schools program, in partnership with the Victorian Government.

Dear Editor, AusNet’s reduced corridor announcement regarding The Western Victoria Transmission Network Project has the community seeing red, not green.

This further demonstrates their unwillingness to take the thousands of voices opposed to the project seriously.

The proposed project will have a devastating and irreversible effect on the region and its thousands of residents and hundreds of businesses.

At a recent community consultation, AusNet representatives told impacted community members they would be notified of any new announcements in advance.

We then wake up last Wednesday morning to find this splashed across the radio and newspapers.

AusNet continues to steamroll ahead in this David and Goliath battle, with continued deception and stand over tactics being employed against the communities that date back 12-months.

This unethical and deceptive behaviour can only be compared to the time AusNet tried to bribe landholders with a $500 Harvey Norman gift voucher, in order to gain unfettered access to properties.

A recent independent report from Moorabool Shire Council confirms that underground HVDC cables are a viable, safer, more reliable and more efficient alternative to the outdated and high-risk overhead HVAC proposed for the Western Victoria Transmission Network Project.

The report also suggests that AusNet has wildly overinflated the cost of going underground, stating that the cost is much less than the ‘10 times greater’ claimed by the AEMO. The transmission of renewable energy to Melbourne is critical and should not be undertaken by the use of high risk and outdated technology.

Past and current failings of the transmission infrastructure have resulted in the operator simply passing these costs to the consumer.

This is not what renewable energy should look like.

Instead, Bulla, near Sunbury, has been chosen to receive the PFAS spoil from the Westgate Tunnel drilling. Is that it, I hear you ask? Not so. Bulla has joined with us in community protest. It also has a creek running through the site which flows into the Maribyrnong River, which flows into the bay. There is a housing development just 400 metres from the site. Toxic dust anyone?

It seems astounding that the planning process did not insist right from the start, years ago, on choosing a suitable site for this awful spoil, far away from communities, creeks, streams, rivers and aquifers, to protect fish, wildlife and animals from these ‘forever chemicals’ which never degrade, but accumulate in all species to pass on to their offspring.

And, with Maddingly Brown Coal, and Ravenhall, now meeting the EPA revised planning standards, who is to say they won’t be eventually included in receiving the toxic spoil? Who would police it? Measure it? Do anything about it? Stay alert and alarmed.

They whipped up a whopping 620 scones for a very special cause but didn’t break the record.

The dedicated ladies were part of a recent scone drive for the Country Women’s Association Bacchus Marsh (CWA BM).

Funds from this year’s scone drive will be used to help fund the branches 90th anniversary celebration, to be celebrated in December.

“We’d like to raise as much money as we can to celebrate this momentous occasion,” said Carmen Aiple, Secretary of CWA Bacchus Marsh.

“We’re inviting the mayor; all past and present members… it’s too big for us to cater for [with existing funds]”, she added.

The scone sales provided an estimated $1000 in revenue, which President Hope Mann saying it “will really help”. “… but we will continue to raise more money for the event,” she said.

Crime increase driven by COVID

The Crime Statistics Agency has released its figures from March 2020 to March 2021, and though Moorabool saw an extra 431 offences committed compared to the year before, Victoria Police say the situation is “stable”.

A total of 2,210 offences were recorded from March 2019 to March 2020, with a jump to 2,641 from March 2020 to March 2021 – an increase of 19.5 per cent.

The bulk of Moorabool’s additional crime – 366 offences – related to breaching COVID-19 regulations, which obviously were not offences in previous years.

Of the remaining 65 extra offences, there were two main areas where offences increased – family violence and drug offences.

“Family incidents increased by 6.5 per cent, or 30 incidents, while drug offences increased by 24 per cent, or 30 offences, across all categories including trafficking and dealing, cultivating and

manufacturing, and possession,” Moorabool Local Area Commander, Inspector Damien Christensen, told the Moorabool News.

“While alarming, the increasing number of family violence incidents highlights increased community confidence to report these serious crimes to police and demonstrates that police act and respond to these incidents,” he said.

“Our message is that police will respond to any report of family violence – whether from the victim directly, from a friend, family member or other concerned person on their behalf.”

Mr Christensen also noted that crimes such as car thefts and burglaries actually decreased, with “42 less homes and businesses broken into, 31 less cars stolen and 20 less cars broken into”.

The top 5 suburbs for criminal offences in Moorabool were Bacchus Marsh, Darley, Maddingley, Ballan and Gordon, though Darley and Maddingley both saw decreases in offences compared to the year before.

Moorabool’s pop-up parklet trial comes to a close

The pop up parklet trial within Moorabool Shire running from 27 April to 30 June has come to a close. The trial sought to support local businesses with increased outdoor dining opportuni�es as a result of COVID-19.

To ini�ate the trial, Council’s Economic Development team had asked the Shire’s hospitality venues to submit expressions of interest for a pop-up parklet trial, a�er receiving State Government funding for the ini�a�ve. Council received three responses, and all three successfully accepted following careful assessment in line with the Shire’s program guidelines. The Department of Transport (DoT) had also approved Council’s event permit to enable parklets on DoT managed roads.

A fourth trial parklet was installed in front of a local park to increasingly provide more public outdoor dining opportuni�es.

Council appreciates the support and feedback from the trial parklet hosts – Fossils Espresso, Zest Café, and Fabulous Flower Co, along with the feedback provided by the community via the recent Have Your Say. Council is reviewing trial feedback, with a view to considering future opportuni�es for on-street dining, and use of parklet infrastructure.

Community update In recent days you will have heard the announcement of the single corridor for the proposed Western Victoria Transmission Network Project.

This is significant milestone for the project and means that western Victoria is one step closer to becoming the state’s renewable energy powerhouse.

The project is a crucial link that will put downward pressure on wholesale electricity prices for households and industry, while allowing new renewable energy projects, such as wind and solar, to begin powering Victorian communities.

The project will also create more than 300 jobs while providing major economic benefits for businesses in local rural communities here in western Victoria.

No one disputes the critical need for this project, but we absolutely understand that it also brings uncertainty for many people within the community.

AusNet Services thanks everyone for their feedback to date as we have engaged extensively with farmers, communities and landholders.

This feedback has helped ensure the single corridor takes into consideration the location of private residences, the surrounding landscape, the environment and cultural significance, which are all part of the Environment Effects Statement (EES).

Importantly, thanks to ongoing engagement and investigations, the project can confirm that farmers will be able to operate machinery and grow crops, including potatoes, under the overhead transmission lines.

We will continue to work with landholders to ensure agriculture and other land use can continue along the proposed line with minimal disruption.

Many businesses, farmers and communities across the state already live, graze cattle and operate businesses under our network of 6,500km of existing transmission lines.

This single corridor is now subject to further study to identify the final proposed route for the 190km transmission line.

Ongoing engagement will continue to be our priority, with opportunities for landowners and the community to provide further input as the EES process continues.

Aerial surveys via helicopter will be underway between Monday 5 to Friday 9 July (weather permitting), across the single corridor. The surveys will allow us to capture light detection and ranging (LiDAR) data and aerial imagery, and will form an important part of the rigorous EES studies.

We understand that helicopters may cause disturbance, however they are the most efficient and safest way to undertake these aerial surveys.

From July 1, Djerriwarrh Health Services’ staff and facilities – including the Bacchus Marsh and Melton Regional Hospital, Grant Lodge Aged Care and Community Health Centres in Bacchus Marsh, Melton and Caroline Springs – will join the Western Health network.

Amalgamation “a disgrace”

The Moorabool Shire didn’t exist when he first started working for Council, and now after 32-years since amalgamation, Lindsay Bandy has finally said his farewells.

Mr Bandy started working for the Shire of Bungaree on February 15, 1989 – seven years before it officially amalgamated in 1996 with the Shires of Bacchus Marsh, Ballan and parts of Buninyong, to form the Moorabool Shire.

As Works Coordinator, Mr Bandy was responsible for managing a large outdoor crew of around 35 staff and, maintaining Moorabool Shire’s civil infrastructure assets such as roads, drainage, bridges, and footpaths.

His last day as Works Coordinator was 30 April this year, and Council marked the occasion with a large afternoon tea, with over 100 staff attending to celebrate Mr Bandy’s years of service, and wish him well for his retirement.

Mr Bandy said he’d enjoyed his time working for Council, and working alongside “skilled, professional people” – but at the age of 67, he knew it was the right time to retire.

“I’ve done my bit…I loved working at the Council, I’ve worked with a lot of terrific people. I made a lot of friends out of ratepayers, a few enemies…some ratepayers don’t like me…but I’m not sorry to finish.

I’m happy to finish,” he said.

Unsurprisingly, in the four separate decades that he worked for Council, Mr Bandy says he saw “a lot of change”.

“There was a lot of uncertainty when they amalgamated way back then. A lot of people were uneasy, some people didn’t like change,” Mr Bandy said.

“There’s been a lot of improvement with roads, and a lot of change with technology. When we first amalgamated, we didn’t know where the boundary of the Shire was. We used to have to go out and find roads…I remember once there was an accident at Bunding right after we amalgamated…well, we didn’t even know where Bunding was,” he said.

“But we learnt…and eventually you could look it up on the computer, and measure roads and properties that way.”

Mr Bandy’s former manager, Council’s Manager of Operations, Daniel Smith, praised Bandy’s commitment and effort.

“In my opinion, Lindsay had one of the toughest Coordinator positions in the organisation, being responsible for 35+ staff, operating a large fleet of heavy plant and equipment in a dynamic and high-

risk work environment, whilst ensuring that the civil infrastructure across the Shire was well maintained and fit for purpose,” Mr Smith said.

Mr Smith listed a few of Mr Bandy’s achievements, including initiating the first Employee Assistance Program after witnessing staff struggling with work and personal issues; being on-call for over 25 years; and, reviewing and implementing new Sealed and Unsealed Road Maintenance Practices.

“Lindsay went above and beyond to support his staff, and he was a well-liked and connected member of the Moorabool Shire Council community. He will be missed by many,” he said.

Mr Bandy didn’t retire without plans – he has nine old cars he’s working on, he’s bought a caravan, and he and his wife have big travelling plans.

“Out of the eight weeks [since retiring], I’ve only been home a week. We’ve been to the Dig Tree, Innamincka, Birdsville and up to the Min Min lights. And then we went to Eromanga, where they just discovered that huge dinosaur,” he said.

Cars have been neglected since Covid arrived.

Money is tighter, many people are working more from home.

Amalgamation may affect auxiliary

By Bianca Roberts (Intern 3rd Year Melb Uni) The fate of the Bacchus Marsh Ladies Auxiliary hangs in the balance after it was rocked by news of the recent amalgamation between Western Health and Djerriwarrh Health Services.

Sarah Tollis, President of the Auxiliary, says the organisation will ‘not continue’ unless Western Health provides assurance, in writing, that the Auxiliary will retain full control over where their fundraising revenue is directed.

“We provide money for specific projects, so that we have full control over where the money goes,” she said.

“We certainly don’t want [money] leaving the community.”

Embrace amalgamation positively

Djerriwarrh Health Services in Bacchus Marsh is history, but they maintain it’s all about the people.

It was not only the end of the financial year last Wednesday June 30 but, it was also Djerriwarrh’s last official day as a standalone health service.

From 1 July 2021, all the former DjHS joined the Western Health network.

A media release stated the staff came together to celebrate their remarkable contribution to the communities of Bacchus Marsh, Melton and Caroline Springs, with Administrator Dr John Ballard and the executive taking the time to personally thank staff and the community, with words of appreciation and small gifts.

Dr Ballard said he has a deep respect for all staff, who work tirelessly each

day to serve the community.

“I am deeply honoured to have been associated with Djerriwarrh Health Services for the last six years, to see the growth in the organisation and the development of clinical governance, systems, infrastructure and people,” he said.

“I am proud to have worked with our staff, volunteers and Ladies Auxiliary, who have demonstrated great skill, passion and compassion for those in our care and in our diverse community.”

Dr Ballard said the amalgamation with Western Health is a new beginning.

“I encourage staff and the community

to embrace it positively.”

Acting CEO Tony McNamara thanked Dr Ballard for his “extraordinary contribution” to Djerriwarrh Health Services.

“John’s unwavering support and wisdom has been invaluable, and I acknowledge his commitment, respect and belief in the health service and its people,” he said.

A new report was also launched on the day, Djerriwarrh: Retrospective, that celebrates the character, achievements and the human stories over the past 23-years.

Ms Tollis notes there are three potential options available to the volunteer organisation: a) collaboration with Western hospital, if the Auxiliary terms are accepted, b) disbanding from the hospital and functioning as a general charity within Bacchus Marsh, or c) terminate the organisation and consult with the community as to the distribution of any remaining funds.

These options will be debated at the Auxiliary’s meeting this week.

“At the moment we’re just plodding along, still raising money and putting it in the bank and waiting to see what comes after that,” Ms Tollis said.

A Country Fire Authority needs you

By Lachlan Ellis Being a member of a fire brigade is more than just an opportunity to help protect your community. It’s also a chance to receive nationally recognised training, make friends, and more – and the CFAPentland Group is now welcoming new recruits.

Deputy Group Officer Dale Salathiel is putting the call out to those in the Pentland area, which includes the Bacchus Marsh, Balliang, Coimadai, Myrniong, Parwan and Rowsley Fire Brigades.

“Our 2021 recruitment drive is aimed at ensuring we recruit the right people, in the right roles, for the right reasons, which for most brigades at this point in time is firefighters who are available during weekdays and, those that have their truck drivers licence,” Mr Salathiel told the Moorabool News.

“The membership numbers of all brigades within Pentland Group are healthy, however, as with any diverse group, there is natural attrition through members ageing out, work

commitments, family commitments and members moving away from the area.”

Mr Salathiel said the CFA offered a variety of skills and roles for its members to pick up.

“Our volunteers come from all walks of life with diverse backgrounds, interests and skillsets. Becoming a CFA Volunteer provides you with opportunities to receive accredited training, learn new skills, make new friends and help protect the life and property of your community,” he said.

“There are many roles within CFA Brigades and discussion around whether those roles are open for recruitment at this point in time can be had with the Brigade Captains through the Group Secretary.”

Man falls from train platform

(Intern 3rd Year Melb Uni) Calamity was narrowly avoided at Bacchus Marsh Railway Station last week.

Alarms were raised on Tuesday 29 June after passengers on a Melbourne bound train, noticed a man fall off the opposite platform at around 1:30pm.

“He appeared to misjudge or not see the edge of the

platform,” an eyewitness told the Moorabool News.

“Passengers from the rear carriage put themselves at risk running down the tracks to lift the elderly man off the tracks and out of “the pit” back up onto the platform,” she said.

A V-Line spokesperson told the Moorabool News that V-line staff acted “as quickly and safely as possible” to diffuse the dangerous situation.

V-Line staff immediately called paramedics and communicated with incoming trains on the Ballarat line, which were delayed until the scene was cleared.

Whilst the V-Line spokesperson told the Moorabool News that the elderly man was transported to hospital, his condition remains unknown, as Ambulance Victoria could not find record of the incident.

People are testing positive for COVID but now canines are also testing positive to a disease that is not so common down south.

The alert comes after a dog in Horsham tested positive for ehrlichiosis (or e-canis) – the first detection of this disease for an Australian born dog in Victoria. The dog came from the Northern Territory where the disease is established.

Victoria’s Chief Veterinary Officer Dr Graeme Cooke urged all Victorian dog owners and veterinarians to be on the lookout for this new dog disease that is spread by brown dog ticks.

Dr Cooke said common signs of ehrlichiosis could include fever, lethargy, eye changes such as conjunctivitis, cloudy or red eyes; abnormal bleeding and swellings, small spots or bruising; and swellings on the body and limbs.

“When detected early, antibiotics may be used to treat the disease,” Dr Cooke said.

“Prevention is crucial as there is no vaccine for the disease. Protect your dogs from ehrlichiosis by regularly checking them for ticks, using effective tick control and seeking veterinary advice promptly if they become unwell.

“You should regularly check your dog for ticks by running your fingers through their coat, on the skin, paying attention to the head, neck, ears, chest, between their toes and around their mouth and gums.

“Be particularly vigilant if you’re

taking your dog out bush and travelling interstate.”

Ehrlichiosis was found for the first time in an Australian dog in the Kimberley region in mid-2020. Since then, it has spread around the country and now found in most states and territories.

“This is a notifiable disease in Victoria, which means it must be reported to the Emergency Animal Disease Watch Hotline on 1800 675 888 when suspected,” Dr Cooke said.

“If your dog is unwell or you find any abnormal bumps or ticks, make sure you promptly arrange to take your dog to your vet. Discuss with your vet the testing system in place for ehrlichiosis in Victoria.

“Put a tick in a clean resealable bag and take it to your local veterinarian to submit for identification. Freeze the bag with the tick first if you cannot take it to a vet immediately.

If you are unsure about what is an appropriate tick control product to use, then consult your Veterinary advisor,” he said.

On rare occasions humans can become infected through the bite of an infected tick.

Please seek medical advice if you feel unwell after being exposed to ticks.

By Michael Howard (HRV) With the first box ticked in his new campaign, connections of Western Sonador now hope to navigate northern borders and lay their claim for a place in Queensland’s star-studded Blacks A Fake.

Stephen O’Donoghue and Rebecca Bartley’s gifted five-year-old returned for his first race since March and did it in cruise control to win the Simonds Home Bendigo Pace, including holding off a tenacious late challenge from in-form Torrid Saint.

It was just what Bartley had hoped of Western Sonador, who shook off his winter slumber with a 26.9-second final quarter that clinched the $20,000 win.

“He was really good tonight,” Bartley told Trots Vision. “I was a little bit worried in the stabling area, he was really quiet and a completely different horse to what I had in Sydney.

“This time in he’s just done everything so easy. He’s had a couple of trials, they were easy, he hasn’t been put under any pressure yet, so coming into the race I was just a little concerned that he might be a bit underdone.

“Once we got the front easy he relaxed and dropped the bit and was good.”

He was able to amble through in even time in the first two quarters and there was no rush to hasten the pace with little pressure on his outside as Shadow Sax was sadly pulled up from the breeze.

Only Torrid Saint, who was perched on Western Sonador’s back throughout, loomed as a threat and while he got within a neck, the win always appeared in Bartley’s keeping.

“This was more or less just a good trial for him tonight,” she said. “The plans are to try and get to Queensland (for the Constellation

“We learned a lot when he was in Sydney, he was just over the top and by the last race everyone knew who he was. He was carrying on.

“So this is just more a learned experience, to let him grow and mature and hopefully it does make him a better horse,” she said.

There’s plenty of talent already impressing at Albion Park, including the likes of Expensive Ego and Copy That who were both impressive tonight, but Bartley can’t help but be excited by the prospect in her hands.

It’s prompted inevitable comparisons to the stable’s previous star, San Carlo. The pair share a granddam in Ailsa, with San Carlo being out of her second foal Bridge Player and Western Sonador out of her fourth foal Refresh Me. Both the broodmares were by Classic Garry.

“He’s very exciting,” Bartley said of Western Sonador. “Murray (San Carlo) was a once-ina-lifetime horse and you didn’t think you would get another one. For this horse to come along it’s really special. We are very lucky to have two of them in a short time.”

Bacchus Marsh Little Athletics

Week 7 of the BMLAC Cross Country season saw athletes from Bacchus Marsh, Gisborne, Melton and Werribee return to Myrniong Reserve for their weekly competition.

The forecast of rain, hail and even snow thankfully did not eventuate. Although chilly, the wintery sunshine seemed to take the edge off the cooler conditions.

The Under 9 & 10s were first race up this week and athletes tackled the 1500m course.

A long grinding hill mid race always puts runners to the test at this venue. Ezekiel Horne recorded another victory while Myah Estlick ran a superb race to place 2nd.

Melton’s Balreet Kaur Mann continues to improve and finished in 3rd place with a narrow 3 second gap.

The Under 11 & 12 athletes were scheduled to race next. Riley Rogers was the early leader, although Gisborne’s Elijah Marshall remained in contact with Riley throughout the majority of the 3km event. A late surge from Elijah saw him narrowly pip Riley on the line to claim victory in a time of 8:19.55 minutes. David Elefterescu ran one of his better races for the season to take out 3rd place. Melton’s Mataya Leetham’s endurance continues to improve each week, taking the win for the girls and remaining undefeated this season.

Youngs Devils still lack a win Darley v Lake Wendouree – By Todd Whelan Darley's lack of genuine key targets forward of centre has again proven their undoing in Saturday's 34-point loss to Lake Wendouree at C.E Brown Reserve.

Despite considerable weight of possession in the Devils forward half (with the breeze) in the second term, they could manage just 2.2 from 13 inside 50s. Ironically, it was their fifth, second quarter win (of eight) for the season and the fourth time the winless Devils have been within single digits at the half (R4 Melton, R5 Ballarat, R6 Sebastopol).

Youngster Will Johnson could be considered the only exception in just his third game, finishing with three goals in what proved another tough afternoon for the Devils hitting the scoreboard. Darley fans would have to go back to 2011 to match it's disappointing 0-8 start to a BFNL season. If it's any consolation, the 2021 version has kicked two more goals and conceded 30 goals less at the same time.

Whichever way you look at it however, both are deemed inevitable this far out to share an unwelcoming bond at seasons end - the dreaded wooden spoon.

Opportunity has become a rare positive for the undermanned Devils in 2021 with yet another three debutants at the weekend, namely Drew Locke and youngsters Reggie King and Brady Wright.

Locke's execution by foot out of defence was acknowledged by coach Dan Roy in the aftermath.

"Drew did everything that was asked of him in first game and didn't do anything wrong," Roy said.

"Despite the rise in grade he was able to execute on his greatest asset, his kicking."

Furthermore, King and Wright became the 41st and 42nd players used by the Devils in 2021, joining Locke on a mounting list of debutants.

"Both boys will be good senior players at the club for many years to come as they further their own development," Roy said.

Experienced campaigners and levelheaded defenders Shane Page, Matthew Brett and Darren Leonard continued their run of recent good form. Joint Captain Page was not missed by Lakers coach Dale Power in his assessment post-match.

"Page was very good I thought," Power said.

"Clearly their best for mine."

Page has made it two 'best ons' for the losing side in his two games since returning from a wrist injury sustained in the Devils season opener against Sunbury.

WHAT THE COACHES SAID Overall: POWER (LAKERS) - When we improved our quality of forward entries (deep) we were able to hit the scoreboard in what was a hard fought, repeat stoppage game.

ROY (DARLEY) - A ten-minute lapse in the third quarter cost us all momentum for one, and secondly we just couldn't score when we needed to.

Rate your DEFENCE: POWER - Really good. We were able to get the ball to ground where we had plenty of support. Our ball use out of defence was pleasing.

ROY - Pretty solid, our backs were our best line on the day.

Rate your MID-FIELD: POWER - It was a battle. Our young rucks competed well. As we got further on top (in the air) we decided to knock the ball as far to the outside as we could to expose our leg speed on the outside.

It was very much an inside, scrappy, hard watch until then for us.

ROY - Mids were good. Luther (Baker) and Jake (Ancrum) work hard inside.

Kirk (Fenton) toiled hard in the ruck and Bailey Young has been a real find for us and helped swing the game when it was his turn to pinch hit (in the ruck).

Rate your FORWARDS: POWER - Across the day we were busy and active in a crowded space. It was a bit of a scrap forward with no standouts for us in this area.

ROY - No pressure and very little aerial presence. One positive is the upside for Will Johnson moving forward.

Cobras placed well after win Bacchus Marsh v Sebastopol –By Todd Whelan There was plenty to like for Cobra fans following a courageous six-point win over flag fanciers Sebastopol, at Maddingley Park last Saturday.

On a complete football front, Cobras Captain Jake Owen's untimely wedding date meant three players would be unavailable for the all-important sixth v fourth clash, joining injured quartet Aaron Willetts, Harry King, Kane Dickson and Kane White on the sidelines.

Heading in, what did that amount to? *Well 70% of all Cobra goals kicked in 2021 (47/67) MISSING. *Inspirational leader by voice and action, club Captain and leading forward Jake Owen - MISSING. *Vital forward support, namely Jayden Owen, Alex Porter, Willetts and Dickson - MISSING. *Premiership defender Kane White and running utility Harry King - MISSING. While the travelling 'Burras had their fair share of key outs including their Captain Tony Lockyer, the onus would be placed heavily on the Cobras ability to manufacture a winning score. Achieving such a task was never going to rely solely on an inexperienced Cobras front six. A winning midfield, denying the visitors an equal share of inside 50s and a defence hellbent on answering the challenge against the (then) #3 ranked offence would come with a much greater responsibility.

Collectively, the Cobras response was palpable led by playing coach Tom German in arguably his best game for the club.

German's midfield group did not let him down to finish +20 on the clearance front, not to mention a dominant 59-34 advantage of inside 50s. But the Cobras didn't have it all their own way, winning just one quarter on the scoreboard for the

afternoon. But there were plenty of other snapshot moments from the lesser celebrated names that played a role in the memorable win.

Cobra’s youngster Riley Porter two 'footy smart' goals – tick; Debutants Sam Griffiths, Mason Dixon and Connor Tangey all presented, did what was asked and held no fear – tick; Billy Griffiths, forever the support forward, assumed the lead role – tick; - providing an aerial contest all day and was influential despite his 0.4 return in front of goal.

Down back for the Cobras, Ryan Bartlett and Daniel Veldon played their roles, while Tom Wardell traded back, then forward as his currency grew the further the game went.

Lachie Christopher and Jackson Baillon also enjoyed their best games in Cobras colors.

Usual suspects Daniel Burton, Nick Stuhldrier, Tyson Shea and inside animal Alex Schwarzenburg (two goals) joined German in a victory to savour - based whole heartedly on belief and effort.

The Cobras are now third on the BFNL ladder, a game clear of fourth in what remains one of the more even races for an elusive finals berth in recent years.

GERMAN (B/Marsh) - Our pressure (on the whole) around the ground starting with our midfield was significant.

SEARL (SEBASTOPOL) - We started well first quarter and a half, but when B/Marsh became more accountable we were forced to play a more contested, combative style that didn't suit us. Credit to the Cobras.

Rate your 'forwards' performance: GERMAN - Billy Griffiths (0.4) gave us something all day and Riley Stuhldrier was a creative link in the chain for us.

Sam Griffiths, Mason Dickson worked hard to keep the ball in while the move of Tommy Wardell forward provided us with another target.

SEARL - There is room for improvement in this area for us. I thought the 'Forwards' group alone were given limited opportunity, so the end result wasn't their fault. Our lack in efficiency going forward didn't help them.

Rate your 'midfielders' performance: GERMAN - Burton was very good around the ground and Nick Stuhldriers defensive work was very important. Tyson Shea and Alex Schwarzenburg did a lot of inside work for us that may not show up on the stat sheet.

SEARL - Very pleased with Nick Hausler effort in the ruck to nullify (Daniel) Burton's influence. Of our work inside we were challenged and lack cleanliness. Credit to Cobras pressure.
