Jab hub 'ab fab'

Travel and wait times to receive a COVID vaccine have been greatly reduced with a new hub opened in Moorabool.

Residents can now receive the vaccinations locally instead of having to leave town, with a ‘Vaccination Hub’ established last Wednesday.

The Ballan COVID-19 Vaccine Hub is a collaboration of Moorabool Shire Council, Ballarat Health Service (BHS), Ballarat Community Health, and Ballan & District Health and Care (BDHC).

Operating out of the Ballan Mechanics Institute on Inglis Street, the hub will be open fortnightly from Wednesday 23 June, from 9 am to 3 pm.

Moorabool Mayor Cr Tom Sullivan visited the Vaccination Hub on Wednesday 9 June, and met several people who were receiving their first dose of the AstraZeneca vaccine, mainly aged care and home and community care (HACC) staff, as well as ‘high-risk’ locals.

Cr Sullivan said it was important to have the free vaccination service available locally.

“It’s vital, it’s a great outcome that people can actually access the vaccine locally – particularly those people that don’t have access to transport, or have limited mobility,” he said.

“It’s easy to come to Ballan, stay in their local community and feel safe, they may even do it with their friends as well. I congratulate all those involved in setting this up at Council and the health providers – it’s important to make this as easy and accessible as possible.”

The nearest vaccination hub is in Ballarat and also available at GPs practises in Bacchus Marsh.

The perfect storm

By Lachlan Ellis Strong winds have brought trees down, cut power, and damaged homes across Victoria – and Moorabool was not spared.

Wednesday night saw the wildest weather, with the Bureau of Meteorology’s (BOM) Laverton station 34.3 km from Bacchus Marsh reporting a peak wind speed of 72 km/h and 7.2 mm of rain.

BOM’s Sheoaks station, 35.6 km from Ballan, saw winds hit 56 km/h on Wednesday, and up to 56 km/h winds on Thursday.

Locals recorded over 40mm of rain over the two days.

Members of the community reported trees down on Gisborne Rd Bacchus Marsh, Ballan-Daylesford Rd, and Inglis St Ballan.

An SES spokesperson told the Moorabool News that figures for the whole Shire were unavailable, but across Bacchus Marsh, Ballan and Gordon, the SES had received 23 callouts in 48 hours.

Woodlands Ward Councillor Ally Munari said the two days had been “a bit scary” in her hometown of Gordon, with power and phone reception cut, along with fallen trees blocking roads.

And she had a surprise visitor in her driveway at 1 am on Thursday.

“Yeah, it’s been a fun time,” she joked.

“It just looks like a tornado’s come up our road, it’s been horrible. A massive tree on the nature strip fell onto the road, and then another huge old tree near the house, in the paddock, fell, completely over from the roots. We were completely blocked in…it’s going to be a huge clean-up,” she said.

“We were very lucky we didn’t have damage to our house, but some of our neighbours have had shed rooves ripped off. We had no power, no phone reception…it was a little scary to think you had no communication.”

But with better weather ahead, power returning to parts of Gordon, and Council workers hard at work clearing the fallen trees, Cr Munari said she was “feeling better now”.

According to a Council spokesperson, Council’s customer service department received “approximately 150 calls relating to storm damage over the past 2 days”, and the emergency management team “has received close to 100 calls directly in relation to the storm event”.

On Thursday morning, Powercor reported more than a thousand power outages in Moorabool, mainly in the west, with 1,644 customers affected in Ballan. The Moorabool News was also affected, with power at the Ballan office not back up until 4 pm on the Friday.

Coliban Water issued a do not drink warning for customers in Trentham, Blackwood, Daylesford and surrounds on 7 pm last Thursday 10 June, with concerns that burst water mains may impact the safety of drinking water.

At the time of writing on Friday, flood warnings remain in place along the Lerderderg and Werribee Rivers near Bacchus Marsh, Ballan and Myrniong, along with tree down warnings in Gordon, Bullengarook and Buninyong, and building damage warnings in Dunnstown.

The ‘Stop AusNet’s Towers’ protest group used the incident to highlight that “Victoria’s overhead electricity infrastructure is exposed and vulnerable” in a media release sent out on Thursday.

According to the ABC, more than 160,000 people across the state still had no power on Friday morning.

Anyone can volunteer for a day, but it takes a very special character to dedicate a lifetime to their community.

Judy Hine is one such person, recognised by the Victorian Government for 50 years of volunteering for the Rowsley War Memorial Hall & Recreation Reserve, a DELWP Committee of Management.

“I think 50 years is an unbelievable time. In this day and age, I couldn’t see it happening,” said Judy’s proud daughter Dianne Beggs.

Growing up ‘down The Avenue’ in Bacchus Marsh, Ms Hine moved to Rowsley in the late 1950s upon her marriage to Daryl Hine at age 19.

The newlyweds took on the challenge of resurrecting a 19th century bluestone farmhouse into a comfortable family home where she raised her three beloved children - Dianne, Debbie and Greg.

She studied at a hairdressing academy in Melbourne and complimented her work from home with volunteering at the Rowsely War Memorial Hall, “once the kids were old enough to be left alone for a couple of hours”.

Ms Hine served as committee Treasurer for many years and organised a range of events, a highlight being the incredibly popular Saturday night dances.

“It was standing-room only,” she said.

“The Hall was where everyone in the community came together,” said Ms Beggs.

“At Christmas time there was always a function for the kids… and if a local girl got married, they would hold a kitchen tea,” she reminisced.

Alas, this incredible milestone also signifies the end of a cultural era.

“A lot of families have moved out of the area and farms have been sold off,” Ms Hine said.

“The Hall is not used like it used to,” added Ms Briggs.

Resigning from the Rowsley War Memorial Hall Committee recently, Ms Hine is retiring “back in the Marsh”, where she looks forward to spending more time engaging in her other great talent, cultivating her garden.

The Department of Environment, Land, Water and Planning (DELWP) recognised committees of management across the Grampians region as part of National Volunteer Week (19-25 May). Across Victoria, around 1,200 volunteer committees are made up of more than 8,000 people who donate their time to manage, improve and maintain Crown land reserves that have been set aside for the enjoyment of the people of Victoria. These committees support a broad range of facilities and places, such as public halls, gardens, bushland, showgrounds, caravan parks, foreshores, sporting facilities, playgrounds, swimming pools, walking tracks and rail trails.

“When you’ve got something on, let me know,” is her retirement policy.

Ms Beggs said her mother’s gentle, generous nature will continue to be an asset to the community.

“With mum, if you dropped in, there was always a cup of tea and a homemade biscuit ready,” she said.

“Well these days, I can still do the cup of tea,” Ms Hine said with a warm laugh.

“Committees of management perform an outstanding job on behalf of their communities, and we are grateful for their ongoing commitment to managing treasured public land assets across our region.”

“You could tell him something, then he would ask me the same question. He often asks about his parents, who died a long time ago.

“He used to ask me about them a lot, and I would remind him that they had passed away. But it was like he was hearing that news for the first time and would need to process it. So I’ve had to change how I tell him information, and decide what I don’t tell him.

“It has been a real learning curve for me, how to relate to someone with dementia. But we get on alright!”

Maria takes Eddie out and about when she can.

“We go out for drives, to places like MacKenzie’s Flat and Pykes Creek, different places. He likes to be driven around. That was his thing. He used to just get out on his motorbike and he would be gone. He loved it.

“The staff here are so nice and they always give me a call about everything that is happening with him. It’s very sweet. They would do anything for him, it’s so good.”

Curfew on cats’ approaches A new cat curfew in Moorabool will come into force next month (1 July), with Council reminding cat owners to confine their moggies to their property from sunset to sunrise.

Last December, Council passed a motion at its Ordinary Meeting to introduce the cat curfew, after comprehensive community surveys in 2019 and 2020 found most respondents were in favour.

Mayor Cr Tom Sullivan said Council and the community shared the view that a curfew protected both cats and wildlife in the Shire.

“Keeping your cat inside will help your cat’s health and safety – resulting in less cat fights, less accidents with cars, picking up diseases or getting lost,” he said.

“It will also protect wildlife, as cats instinctively hunt and kill wildlife even if they’re not hungry.”

Cr Sullivan said he believes the Council curfew will result in better neighbourhood relations.

“Less howling, which should result in less dogs barking, and less defecating in gardens.”

For the first two months of the curfew, if a registered cat wearing its tag is found after curfew it will be returned home, and the owners will be issued with an official warning.

After the two-month grace period, offending cat owners may be hit with a $165 penalty for a first offence, or $495 for subsequent offences.

“We encourage cat owners to microchip, register and tag their cat and ensure it complies with the curfew to avoid any potential fees or enforcement,” Cr Sullivan said.

Dogs changing lives They say dogs are a man’s best friend, but the pooches trained by Dogs for Life mean even more to our war veterans.

Koda is the first psychiatric assistance dog trained and delivered by Dogs for Life in Victoria, and her owner says she’s changed his life.

“She draws my focus to her, relieving me of anxiety. She has opened up pathways to conversations I feel I’ve never had before. It’s quite a life-changing experience for me.” Koda’s veteran handler said.

Minister for Veterans’ Affairs Darren Chester said the Government’s ‘Psychiatric Assistance Dog Program’ was changing the lives of veterans across Australia and, having locally trained psychiatric assistance dogs in Victoria was a big win for veterans and their families.

“We continue to receive positive feedback on how this program is changing lives and making a difference for our veterans managing PTSD by providing comfort and reassurance,” Mr Chester said.

“We have received more than 270 applications from veterans to be part of the program and will continue to match dogs with their Koda is an assistance dog to help war veterans. handlers as soon as they become available.”

The dogs specially trained by Dogs for Life under the Psychiatric Assistance Dog Program offer companionship, support and comfort, performing tasks to support veterans’ recovery.

Mr Chester said it was “heart-warming” to hear the difference the dogs were making in veterans’ lives.

“This is just one of the ways we are putting veterans and their families first, and I look forward to seeing more eligible veterans matched with their dogs,” he said.

To be eligible for the program, veterans must have a Veteran Gold or White Card, have a current diagnosis of PTSD from a psychiatrist and be engaged in treatment with their mental health professional for a minimum of three months.

Veterans currently accessing treatment for PTSD may wish to speak to their mental health professional to see if a psychiatric assistance dog would be a suitable adjunct to treatment.

Long-time Council employee clocks off

By Lachlan Ellis The Moorabool Shire didn’t exist when he first started working for Council, and now after 32-years since amalgamation, Lindsay Bandy has finally said his farewells.

Mr Bandy started working for the Shire of Bungaree on February 15, 1989 – seven years before it officially amalgamated in 1996 with the Shires of Bacchus Marsh, Ballan and parts of Buninyong, to form the Moorabool Shire.

As Works Coordinator, Mr Bandy was responsible for managing a large outdoor crew of around 35 staff and, maintaining Moorabool Shire’s civil infrastructure assets such as roads, drainage, bridges, and footpaths.

His last day as Works Coordinator was 30 April this year, and Council marked the occasion with a large afternoon tea, with over 100 staff attending to celebrate Mr Bandy’s years of service, and wish him well for his retirement.

Mr Bandy said he’d enjoyed his time working for Council, and working alongside “skilled, professional people” – but at the age of 67, he knew it was the right time to retire.

“I’ve done my bit…I loved working at the Council, I’ve worked with a lot of terrific people. I made a lot of friends out of ratepayers, a few enemies…some ratepayers don’t like me…but I’m not sorry to finish.

I’m happy to finish,” he said.

Unsurprisingly, in the four separate decades that he worked for Council, Mr Bandy says he saw “a lot of change”.

“There was a lot of uncertainty when they amalgamated way back then. A lot of people were uneasy, some people didn’t like change,” Mr Bandy said.

“There’s been a lot of improvement with roads, and a lot of change with technology. When we first amalgamated, we didn’t know where the boundary of the Shire was. We used to have to go out and find roads…I remember once there was an accident at Bunding right after we amalgamated…well, we didn’t even know where Bunding was,” he said.

“But we learnt…and eventually you could look it up on the computer, and measure roads and properties that way.”

Mr Bandy’s former manager, Council’s Manager of Operations, Daniel Smith, praised Bandy’s commitment and effort.

“In my opinion, Lindsay had one of the toughest Coordinator positions in the organisation, being responsible for 35+ staff, operating a large fleet of heavy plant and equipment in a dynamic and high-

Mr Smith listed a few of Mr Bandy’s achievements, including initiating the first Employee Assistance Program after witnessing staff struggling with work and personal issues; being on-call for over 25 years; and, reviewing and implementing new Sealed and Unsealed Road Maintenance Practices.

“Lindsay went above and beyond to support his staff, and he was a well-liked and connected member of the Moorabool Shire Council community. He will be missed by many,” he said.

Mr Bandy didn’t retire without plans – he has nine old cars he’s working on, he’s bought a caravan, and he and his wife have big travelling plans.

“Out of the eight weeks [since retiring], I’ve only been home a week. We’ve been to the Dig Tree, Innamincka, Birdsville and up to the Min Min lights. And then we went to Eromanga, where they just discovered that huge dinosaur,” he said.

Postcodes may change

Council has approved the beginning of a consultation process with the end goal of adjusting the boundaries between Pentland Hills and Bacchus Marsh.

The proposal would see the Bacchus Marsh Locality take in some of the Pentland Hills Locality – mainly the proposed Underbank Estate – with Australia Post and Emergency Services Victoria backing the plan.

According to the recommendation that went before Council, the boundary realignment would “enable Australia Post to better align postcodes for proposed mail delivery services”, and help alleviate issues for emergency services, as “this area of Pentland Hills can only be accessed from Bacchus Marsh and not from the freeway turnoff for Pentland Hills”.

The resolution was moved by Cr David Edwards and seconded by Cr Paul Tatchell, with Councillors voting unanimously to approve it.

The proposed realignment is now out for community consultation, with Council accepting feedback on the proposal. To provide a submission, visit haveyoursay.moorabool.vic.gov.au/ boundary-realignment.

Feedback closes on 30 June, after which Council will be provided with a further report for the realignment.

Development denied

By Lachlan Ellis Council has rejected plans for a development which would have included 75 dwellings and a “super-lot for future high-density housing”.

The Gisborne Road Bacchus Marsh proposal was deemed unsuitable by Council’s planning department for several reasons, including inconsistency with the General Residential Zone, and an inadequate traffic report.

Prior to Council’s decision, the project’s applicant, Peter Righetti, spoke to Council about his plans for the site.

“Our proposal for 101 Gisborne Road is that for a master-planned community. Key to our vision are activated streetscapes, open spaces, manicured gardens, pocket parks and parklands,” he said.

“We seek to develop a vision of a community with one of the highest standards of developments in this Council. This is one of the most strategically important spots in the Shire, and it’s definitely worthy of serious consideration and thought.”

Mr Righetti presented plans for the proposal, which would include 34 two-bedroom homes and 41 three-bedroom homes.

Their website states when they started as Australia’s first company in 1817, “we wanted to deliver exceptional service… More than 200 years later our goals remain the same”.

Except they won’t be kicking any more goals as the local Westpac bank is about to close the doors next month.

The Bacchus Marsh branch has notified customers, via mail, that it will permanently close the doors on Friday, July 2 as Westpac has been provided notice by the landlord to vacate.

This is the latest in a string of bank closures around Moorabool, with ANZ Bacchus Marsh and CBA Ballan both announcing closures in the last two months.

"When we do close a branch, it is not a decision we take lightly,” said Penny Mahon, Senior Media Manager for Westpac.

Customers are being urged to continue banking with the brand via Australia Post Bacchus Marsh, located 200-metres from the branch, “… where they can deposit cash, cheques, withdraw cash and check account balances etc. free of charge,” Mahon said.

Staff will be redeployed where possible, with Ms Mahon calling the process an ‘amalgamation’ with Westpac Melton.

Bacchus Marsh residents have not been impressed by the news, taking to social media to voice their complaints.

“Can’t believe all these banks closing when the town is growing,” said Jan Shaw.

“I feel for the older folk that don't know anyway else to do their banking,” said Ian Giles.

This closure comes despite Westpac’s strong financial recovery from COVID-19, with half year results showing a statutory net profit of $3.4 billion, up 198 per cent from the first half of 2020.

The latest meeting between AusNet and the Community Consultation Group (CCG) provided an opportunity for the community to air their grievances, relating to the process surrounding the AusNet tower project, but the group has little confidence AusNet will take heed.

Key suggestions from the May minutes included the organisation of a Town Hall meeting involving Ausnet, MPs and local councillors; empathy training for Ausnet staff, (who have come across as ‘unsympathetic’ in their dealings with landowners); and better advertising for community drop-in sessions.

Whilst Ausnet noted it would “take and share” this feedback with their project and communication teams, CCG members doubt this will translate to any valuable compromise.

“It’s only been a box ticking exercise for them,” said Marty Forbes, member of the CCG from Clarke’s Hill.

At the last meeting on May 18, one CCG member quit, effective immediately, citing concerns about ‘trust and transparency’.

Committee meetings are currently held via Zoom, with Mrs Forbes saying that COVID-19 restrictions have worked in Ausnet’s favour “… because no one’s allowed to gather… it hasn’t been good for community awareness.”

However, she commends the Moorabool Central Highlands Power Alliance for their putting pressure on Ausnet to keep the process as “honest and accountable” as possible.

Grants on offer from Agriculture Victoria will soon close, with thousands of dollars on offer for farmers to improve energy efficiency.

The Agricultural Energy Investment Plan applications for on-farm energy assessments close on 15 July, and while grants will remain open beyond that date, an on-farm energy assessment is a prerequisite for receiving a grant.

To be eligible for a free on-farm energy assessment, farm energy expenses must be $8,000 or more per annum.

Energy assessments provide farmers with advice on how to improve energy efficiency, reducing on-farm energy consumption and bills.

Grants under the Agricultural Energy Investment Plan range from up to $20,000 for ‘FastTrack Rebates’, and up to $250,000 for Tier 2 grants.

Grants will be provided on a ‘dollar for dollar’ cash co-contribution basis. Recipients are required to contribute at least 50 per cent of the total cash costs of the project.

Memorial rests until funding secured

By Bianca Roberts (Intern 3rd Year Melb Uni) The Avenue of Honour is set to be reinvigorated with a vibrant new memorial, but the project needs funding to bring the dream to life.

The ‘Resting Poppy Memorial Sculpture’ is a prospective three-metre sculpture and memorial site which is to be installed alongside the Avenue of Honour, Bacchus Marsh.

The sculpture, created by Melbourne-based artist Dean Bowen in collaboration with Wide Open Co, features a multidimensional impression of a poppy and the names of the 464 World War I service personnel from Bacchus Marsh and surrounding regions, engraved in a winding path.

The Armistice Centenary Project was launched in March 2018 with the successful artwork launched in April 2019 and was set to begin construction in November the same year, and originally slated for completion in late 2020, but the project has been delayed due to the inability to secure government funding which will cost an estimated $340,000 to complete. “… But we are not going to fall in a heap,” says Megan McBain, Director of the project at Wide Open Co. And the Bacchus Marsh community agrees, banding together to kick-start the funding.

The Community Bank in Bacchus Marsh has offered a grant of $20,000, which will be matched by the Bacchus Marsh (BM) RSL. An additional $2000 has been raised by RSL volunteers selling handmade items and ‘Resting Poppy’ merchandise at a market stall in the Village Shopping Centre, Bacchus Marsh.

Another $653 came from the Village Shopping Centre Management, who donated one round of market-stall leasing fees.

Resting place for plaques

By Meg Kennedy It was 100-years ago that the Bacchus Marsh community came together to immortalise those from the area who fought in World War I. A century later, Bacchus Marsh RSL is calling for community members to help acknowledge the 464 servicemen and women from the district through a new memorial.

A competition, launched last year, began a search for a design that would symbolise the sacrifice made by those who fought; with the successful artwork unveiled to the public for the first time this past ANZAC Day. The winning art installation – named ‘Resting Poppy’ by artist Dean Bowen – features a scattered, three-metre tall poppy, made up of a combination of different-sized petals.

When viewed from a designated spot, the poppy will align to form a full flower, with soldiers’ original nameplates woven throughout the petals.

Bacchus Marsh RSL President Cherrison Lawton said the piece, which she dubs ‘the thinking man’s poppy’, symbolises “the separation of war,” but suggests that “being able to be [standing] in the position where [the poppy] all comes together, it’s like in peace.”

“For me, the poppy being on the ground is very humble, and it’s a very fitting place to memorialise and think about the cost of war – even just the mud and the blood being shattered – but that’s part of the ‘thinking man’s poppy’,” she said.

“Even the names passing through [the memorial], it’s very symbolic of the journey people take. You come back to that certain place to stand, and you can see it all together, and just appreciate the peace that we live in today.”

“To us it’s an amazing memorial, because it’s bringing in some sense, the completion of the Avenue of Honour,” said Ms Lawton.

The Armistice Centenary Project, launched in March 2018 and led by Ms Lawton, followed the discovery of an apple-crate containing original plaques in Moorabool Council offices.

This led to a call out to the community if more plaques were sitting at home, leading to a discovery of new stories to be acknowledged.

… It’s bringing, in some sense, the completion of the Avenue of Honour.

A grant for Stage 1, which focused on the planning and design process, was funded by the Commonwealth Government Centenary of Armistice Grant 2018.

Dean Bowen, the winning artist, also has an uncanny connection to the Avenue – his great-grandfather Archie Davis is named on one of the original trees.

Mr Bowen said the project is a “deeply personal one for me and my family.”

“I feel extremely honoured to have been awarded this significant public sculpture commission by the Bacchus Marsh RSL and to be commemorating the service of the soldiers of the Bacchus Marsh area,” he said.

“The sculpture will convey the theme of remembrance and enhance and compliment the trees in the Avenue of Honour.”

Ms Lawton emphasised the heart of the project will be very community based.

The RSL is currently on the look-out for donations from the local and surrounding communities, but also support from businesses and contractors who can donate in the form of their time and expertise; such as materials, engineering, concreters, founding and landscaping, when construction of the artwork commences.

“We would like to see as many of the people in the community and all businesses – whatever and whoever – to be really involved with this as a community project themselves,” said Ms Lawton.

“If someone’s got a skill or got an idea, we’ll listen, and hopefully as a whole community we can actually have it happen,” she said.

“The RSL might be the steering body, but someone needs to take the lead; just like the community came together to celebrate the centenary at the Avenue of Honour [last August], everybody can own the beautiful artwork.”

The total cost of the project is estimated to be at around the $300,000-mark, which art consultant Mark Norton stressed was “a really good deal” for the Bacchus Marsh community.

A Darley man was arrested last Tuesday (8 June), after brandishing a knife in front of police and damaging property.

Locals contacted the Moorabool News, mentioning a “massive police presence in Grey St, Darley” with “at least a dozen police vehicles” cordoning off nearby Evans Court.

A police media spokesperson confirmed the details, telling the Moorabool News that the incident required the involvement of a specialist police unit.

“Police attended an address in Evans Court, Darley about 4.30pm on Tuesday and spoke to a man in his 20s. He produced a knife and retreated into a property. Members attempted to negotiate with the man and CIRT (Critical Incident Response Team) were called,” the police media spokesperson said.

“CIRT attended and attempted to negotiate with the man.

He started damaging property and officers deployed a conducted energy device to subdue the man.

“He was taken into custody and was transported to hospital for assessment.”

Wildlife butchering concerns fall on deaf ears

By Lachlan Ellis Government inaction has left a Moorabool man “furious”, after not receiving a reply for over a month to the dumping of kangaroo remains in nearby bush.

Dave Nickels’ in-laws were walking with their two-year-old grandson in February, when they came across the remains of multiple kangaroos on a walking track in Mt Egerton, near the recreation reserve.

Mr Nickels believes the remains were only “a few hours old” when they were discovered. He sent photos of the remains to the Department of Environment, Land, Water and Planning (DELWP) but, received no response about his report.

On 25 March he emailed DELWP again, saying he was “disillusioned and disappointed with the lack of a response at such a serious matter”.

A DELWP Customer Service Officer assured him that his “report and associated evidence was forwarded on to the relevant Wildlife Compliance Officers for investigation and action”, Mr Nickels remains annoyed at the lack of contact in the first place.

“My wife’s parents were over from France and babysitting our kids while we’re at work…every day they would take them for a walk along their usual route, around the back of the Mt Egerton sports oval and then up the main street and back,” he told the Moorabool News.

“When they saw it, there were internal

organs, legs, and all sorts of things, it was foul. The photographs that I went back and took were about a day old, and the remains were dehydrated,” he said.

Mr Nickels believes the inaction on the part of DELWP means the culprit will get away with the dumping.

“How can you allow children to walk past fresh bodies of mutilated kangaroos? They [DELWP] haven’t investigated, they haven’t asked me or another lady who was down there as well. They can’t investigate it now, I pushed it off the track because I wasn’t going to have other children see that.”

Mr Nickels believes it will happen again.

“If it was dumped on the walking tracks in Brighton, mark my words, the Government would be onto it…it happened in February, and no-one’s contacted me regarding this yet.

“It’s the west, it’s what we get – we get the photo shoots, we get Ministers with their photos in the newspaper…but when there’s something that needs to be followed up and policed, we don’t get it.”

Killing, harassing or disturbing protected wildlife can attract a penalty of up to $8000 and/or a term of six months imprisonment, with an additional penalty of more than $800 per animal.

A story about dogs

By Bianca Roberts (Intern 3rd Year Melb Uni) Dogs are known as man’s best friend, but now two Moorabool primary schools are learning of their secret talents within the classroom, making them a child’s best friend.

The Story Dogs program, implemented in both Bungaree and Ballan Primary Schools in late 2020, involves a volunteer handler and their dog attending Grade Prep- 2 classes to provide 20-minute, one-on-one reading sessions with children who require help developing their literacy confidence.

“Reading in front of others can be quite confronting for some children,” Bungaree Principal Catherine Barnes said.

“But the really big bond children have formed with Labrador Manilla and her handler Robyn”, Ms Barnes said, “have fostered an environment where students can read without any pressure.”

“Reading to a dog reduces anxiety, promotes wellbeing and builds relationships,” she added.

Janette Richards, Acting Principal of Ballan Primary School, agrees, saying their visits from Spencer the German Shepherd help to motivate the students to read and share their ideas about what they are reading.

“They love talking to Spencer and often hold his paw while reading to him,” she said.

Whilst the dog handlers work voluntarily, Story Dogs Ltd relies on donations to help cover the program’s training and insurance costs.

At present Manilla and Spencer are both still waiting on a sponsor with both handlers currently working voluntarily and covering their own expenses.

Close to the real thing The only cow simulator used for training students in regional Victoria is helping agriculture students at South West TAFE to hone their skills before handling live animals.

The $70,000 simulator and accessories are giving students experience in pulling a calf on a realistic and life-size cow before their first live procedure.

South West TAFE agriculture teacher Rebecca Toleman said she was excited to be teaching students using this new technology.

“We are fortunate to be the only trainers in regional Victoria offering this technology and our students are so lucky to be able to learn techniques on this state-of-the-art new training tool,” she said.

Ms Toleman said the simulator would allow students to become proficient in their practical skills without the need to endanger or cause unnecessary discomfort to live animals.

She said the simulator was sourced from Veterinary Simulator Industries in Canada and was one of only a few of its kind in Australia.

“The simulators are designed in partnership between professional designers

and fabricators and veterinary educators to create teaching tools that are realistic in appearance, are highly functional, durable and meet the needs of our teachers and students,” she said.

Other features of the new technology will allow students to experience: • Managing the birthing process including breach birth • Haltering a cow • Placing body ropes for casting a cow • Identifying mastitis • Obtaining milk samples • Identifying the outline of various internal organs • AI training • Pregnancy testing National Herd Development South West sales representative and breeding advisor Dylan Jewell said it was beneficial for students to gain practical experience looking at and feeling what a cow’s organs were like before working on a live animal.

“I would have loved something like this when I was training. Technology has evolved so much and to have something like this in in the south-west is unreal. This is a gamechanger,” he said.

Weaving her magic

By Jane Gardner Just prior to Victoria’s recent lockdown, Moorabool resident and First Nations creative, Tammy Gilson was lucky enough to participate in two ‘Craft Lab + Design Expo’ weekends as part of the Ballarat Heritage Festival. The inaugural event was a UNESCO Creative City of Crafts & Folk Art initiative, which showcased the skills and talents of close to 20 trades, makers and crafters.

Visitors to the Craft Lab + Design Expo, held at the Ballarat Mining Exchange, could wander around and watch all manner of live demonstrations from leather-making, silversmithing, wood-working, rugmaking and – in Tammy’s case – weaving

and adornment-making. The interactive exhibition had a focus on First Nation creatives, with many of the goods available for purchase.

Tammy’s handcrafted items, mostly made from cut and dried reeds, included a large eel trap (hanging on display in the main hall) through to award-winning baskets and small disc-shaped earrings. The crowds of onlookers at Tammy’s booth were testament to the keen interest in her work and appreciation of her creative talents.

Let’s hope the Craft Lab + Design Expo continues again next year so Tammy and her peers can share their talents again. The event certainly deserves another viewing.

Union fight for workers pay rise

By Lachlan Ellis Negotiations between Moorabool Shire Council and the Australian Services Union (ASU) have heated up, with the ASU issuing a list of bans and actions in store from May 31.

The ASU has so far rejected Council’s offers for the Enterprise Bargaining Agreement (EBA), with ASU Secretary Lisa Darmanin arguing that the union had been “pushed to take industrial action as a last resort to stop a real cut to their wages”.

Calls to report illegal grain dumping

With most parts of Victoria having a successful crop harvest in 2020, there’s a lot more grain and cereal being moved around the state.

Agriculture Victoria grains industry biosecurity officer Jim Moran said with the increased movement, there is potential risk that some transporters are concerned about having excess weight and compliance with the Heavy Vehicle National Law which is considered a breach of their Chain of Responsibility (COR).

This may result in grain dumping in unauthorised areas.

“Agriculture Victoria is keen for everyone to be aware that grain dumping is an illegal activity which should be reported to the Environment Protection Authority (EPA),” he said.

“Alternatively Victorian residents can report sightings of grain dumping to me as the State Grains Biosecurity Officer, where those reports will be further investigated, cleaned up and referred to the relevant agency depending on the circumstances.”

Mr Moran said illegal grain deposits are often found along the transport corridors to and from ports.

“Grain dumping provides an ideal pathway for hitchhiker pests – insects and diseases - to make their way from a busy seaport to a farm where they can then become established in the grain production system.

“Dumped grain can be a food source for birds and vermin such as mice and pest

animals which build in number and damage nearby crops and grain storages.

“As the grain germinates it provides an ideal green-bridge for the early build-up of fungal diseases such as rusts which causes substantial yield loss.”

To comply with load limits, a more accurate measure of weight should be undertaken at loading.

This could include: installing a permanent or temporary onfarm weighbridge access to a nearby off-site weighbridge using on-board, over the axles or suspension mounted vehicle scales and other visual methods that are proven to reduce the incidence of overloading (and comply with COR).

The National Heavy Vehicle Regulator (NHVR) states that; “under COR, complying with transport law is a shared responsibility and all parties in the road transport supply chain are responsible for preventing breaches, that is, anybody – not just the driver.

Mr Moran said ensuring trucks come clean and go clean is also vital.

“While this is an ongoing matter between the grains industry and receival sites if there is grain left over that needs to be disposed of, do it in a manner that does not pose a biosecurity risk,” he said.

“It can be burned, buried or bagged and reused, perhaps as livestock feed if it is uncontaminated.”

“It’s been almost two years since their last pay rise, and Moorabool Shire’s latest pay offer is less than increases in the cost of living,” Ms Darmanin said.

“The ASU bargaining team is ready to negotiate a fair pay rise for workers at Moorabool Shire, but management needs to come back with a fair and reasonable pay offer.”

Ms Darmanin said Moorabool Shire management can avoid highly disruptive industrial action “by making a fair pay offer to the ASU bargaining team.”

Moorabool Shire Council CEO, Derek Madden, declined to comment further on the negotiations, but in May told the Moorabool News that Council was “working through the finer details, and we hope any industrial action does not go on for long and does not adversely impact our community.”

According to the ASU, the action undertaken in Moorabool so far are: an indefinite or periodic ban on the issuing of infringement notices other than warnings, an indefinite or periodic ban on the issuing of infringement notices in Green signed areas, an indefinite or periodic ban on street cleaning work, and an indefinite or periodic ban on using private mobile phones.

Council was contacted for further comment with negotiations ongoing.

Election complaints double A new report by the Local Government Inspectorate (LGI) – an independent body that ensures Victorian council elections are conducted fairly – has revealed a huge increase in election complaints.

In its ‘Integrity Matters’ newsletter, the Inspectorate revealed that the 2020 council elections saw 848 complaints received, an increase of 107 per cent on the last council elections in 2016.

“Over the 31 days of the election period, our staff were handling on average 36 complaints per day,” the LGI’s statement read.

“Social media has changed the election landscape across the world and was a significant feature in Victoria’s local government elections. In 2020, we received more than 350 complaints relating to online content.”

The most common complaint topics were content/authorisation/distribution of election material, eligibility of election candidates, improper use of position by councillors for their election campaign, and COVID restrictions.

Complainants also raised issues around bribery/intimidation/improper influence, misuse of the voters’ roll, interference with postal ballots and accuracy of statements made by candidates.

Pets a priority

Victims of family violence will now be supported in the relocation and care of family pets, thanks to funding included in the Victorian 2021/22 budget. $1.3 million in funding has been issued to help people fleeing family violence keep their pets safe through allied vet, shelter and boarding services, as well as providing necessary supplies such as dog kennels and cat baskets.

RSPCA Victoria CEO, Dr Liz Walker, welcomes the decision, saying victims of family violence often delay or avoid leaving unsafe situations for fear of leaving their pet behind.

“For victim survivors, knowing that their animals are safe is one less stress for them to deal with when seeking refuge for themselves or their children,” she said.

She also said these services were in the best interests of the pet, as “numerous studies show that in households experiencing domestic and family violence… there is also a high probability of animal abuse.”

Andy Meddick MP from the Animal Justice Party Victoria advocated for the funding, and said that “this funding will save lives.”

“Our companion animals are family members. Nobody should have to choose between homelessness with their best friend, or a roof over their head without.”

Yesterday, while shopping in the Bacchus Marsh village shopping centre, I witnessed a lovely act of kindness by a young lady. She had gone through the checkout in the supermarket, and she waited for an elderly gentleman behind her to put his items through. She then paid for all of his shopping. The elderly gentleman took a bit of convincing that his shopping had been paid for. It was really heart-warming to see such a lovely gesture by a young lady to a complete stranger. It was even more special given the extremely difficult times we are experiencing.

Then there is the huge amount of energy just to mine and manufacture all these devices, which come at an extreme cost to our environment.

By Karen Cahir Results – Round 7 After having the bye the week before, last Saturday the Towners headed to Gordon for the rescheduled Round 7. It was all a little different, with only junior games being played.

The netballers did the club proud, coming away with three good wins and a gallant effort.

A peach of a Chris Alford drive and an eye-catching trotting return both brought delight at Tabcorp Park Melton.

Max Delight and Keayang Livana claimed the pacing and trotting headliners with vastly different modes of attack, beginning with Alford’s mid-race last to first move that captured the TAB Italian Cup for trainer David Aiken.

Alford tapped into Max Delight’s elite speed mid-race to overcome a tricky situation, with Jason Lee extracting key threat Code Bailey from gate eight to the breeze while Alford was still dealing with second row traffic.

“Code Bailey got off the fence … and he settled in front of me, which was not ideal. He got around pretty comfortably,” Alford told Trots Vision post-race. “If I sat back last they were going to go a second quarter real slow and I wouldn’t have been able to get into it.”

And so instead Alford chanced his arm, launching from the tail of the field with a tick over 1200 metres to run to urge Max Delight not only past Code Bailey in the breeze but leader Boncel Benjamin.

“I had confidence in the horse,” Alford said. “David (Aiken) was happy with him, so I bit the bullet and thought I’ve got to go quick enough that if Jason sees me coming he can’t kick up and thankfully it worked.

“I was still pretty happy when he was pricking his ears at the 400. Thought we did the right thing, but sometimes you do it and it blows up and you’ve just got to come in and say sorry. You’ve got to have the horse to be able to do things like that and I had that tonight.”

The 17th career win has Max Delight zeroing in on the half-a-million-dollar mark for owner Michael Maxfield and Alford said the five-year-old out of Bettors Delight by Lady Euthenia, a winner of $461,285, could chase Grand Circuit dreams.

“I think he would be good enough to keep up with them, whether he could win or not is another thing,” Alford said.

“He won the Derby as a three-year-old in world record time and the Breeders Crown here, then missed most of his fouryear-old year and it’s probably done him good because he’s come back really well.”

••• Another horse who had a good crack on Saturday night for Lee was Keayang Livana, who claimed the Hygain La Coocaracha Trotters Free For All and gave Lee and trainer/ mum Marg a double after Highway To Hell claimed the first.

Keayang Livana completed her picket fence with a fifth consecutive win, albeit with an almost six-month spell since she won her four-year-old Vicbred Super Series final on New Year’s Eve. While on that occasion she led and romped in, Saturday

“First up definitely had a few little concerns, full credit to Marg and all the team at home,” Lee said.

“She’s had a couple of little niggles and we’ve just taken our time getting her to the races after a couple of trials and it's good to see it’s paid off.”

By Imperial Count out of Poignant, Keayang Livana jumped into the top 10 earners of Australian Premier Trotting Sale graduates with the win, which boosted her career earnings to $144,610. No member of the top 25 has had less starts, showing the quality of her performances but also her battles with injury.
