Mammoth donation

Djerriwarrh Health Services (DjHS) has received a whopping $270k donation from volunteers, with ladies from the Bacchus Marsh Ladies Auxiliary presenting the cheque.

The Ladies Auxiliary run an op shop at 11 Gell Street Bacchus Marsh near the Foodworks supermarket, with proceeds going to DjHS. Bacchus Marsh Ladies Auxiliary President Sarah Tollis told the Moorabool News that years of hard work had gone into getting the much-needed funding for DjHS.

“We’ve saved the money up over the years, we work very hard, six-days a week in the shop…and we’re all volunteers,” she said.

“We speak with CEO Belinda Scott at the hospital, and they usually have something they’re working on. We work towards helping them achieve that.”

“The op shop’s been going, I believe, for 38 years…it started off as a little caravan outside the RSL.” DjHS CEO Belinda Scott said the donation was overwhelming, and that DjHS would be putting it to good use.

“We are so proud to have such an amazing group of

women that support our health service in this way. The support they provide to us is invaluable, and we are incredibly grateful to have received $270,000 from all their efforts,” she said.

“The work of these incredible volunteers continues to amaze me, and all of their efforts go directly into improvements that help us provide the best possible care for the community.”

Ms Scott said the recent donation, raised through the Opportunity Shop run by the ladies Auxiliary, will go towards upgrading areas of the Medical Surgical Unit – “a vital service for the local community.”

Supreme legal fight over PFAS soil

By Lachlan Ellis Moorabool Environment Group (MEG) is pursuing a new legal case in the Supreme Court, after the Victorian Planning Minister refused to withdraw an amendment to the Moorabool Planning Scheme.

The amendment, paired with EPA approval, would allow PFAS-contaminated soil from the West Gate Tunnel soil to be stored at a site run by Maddingley Brown Coal (MBC).

The EPA no longer approves of MBC’s site, having withdrawn its approval last December due to what MBC has called “a technical, legal error” regarding its Environment Management Plan.

MEG President Dr Jodie Valpied said Planning Minister Richard Wynne should withdraw his approval of MBC’s site, as the EPA approval he had originally based his approval on, is no longer in place.

“He identified a large number of community concerns, but

then said those concerns were adequately addressed in the EPA’s approval. That EPA approval no longer stands,” Dr Valpied told the Moorabool News.

“Those concerns weren’t fully addressed in the EPA approval, nor are they addressed in the Environment Management Plan. That’s why we’re challenging this decision.”

Dr Valpied had a stern message for Minister Wynne.

“The Bacchus Marsh site is a completely inappropriate site for disposal of this spoil. By continuing to consider that site, the Minister is holding up the West Gate Tunnel Project further.” she said.

Moorabool Shire Council has also submitted paperwork to the Supreme Court, with CEO Derek Madden stating that Council “continues to investigate all avenues to ensure the safety of the community of Moorabool Shire”.

Both MEG and Council said they were still waiting at this stage for confirmation of when their arguments will be heard in the Supreme Court.

Expectant mothers not included in vaccine trials

Pregnant and breastfeeding women are often overlooked when testing new vaccinations, and a women’s health professional says COVID-19 is no different.

Former Head of Maternity and current obstetrician at the Bacchus Marsh Hospital, Dr Nisha Khot, said it remains unclear whether the COVID-19 vaccine carries any side effects for pregnant women.

Dr Khot said that because these women are excluded from trials, this then leaves them with the difficult decision on whether they should have the vaccine or not.

“There’s nothing to say that it is safe during pregnancy, there is no evidence for it,” she said.

“Women are then put in a position where they have to make a decision without any help from research that they should rightfully have.”

Dr Khot said pregnant women in Victoria are offered free flu and whooping cough injections, so vaccinations are not a foreign topic covered between parties.

However, she says media coverage surrounding the COVID-19 vaccine is making women feel as though

they must make a very tough decision on behalf of not only themselves, but their families too.

“Women want to protect themselves; they want to protect their families, they do want to know about the vaccine, and they want to know whether it’s safe for them,” Dr Khot explained.

“Similar vaccines have been given to pregnant women and have been proven to be safe, so the likelihood is that when we get the results, they’ll most likely be safe,” she said. “But until then, we don’t have that.”

Dr Khot stressed that by not including pregnant and breastfeeding women in clinical trials for the COVID-19 vaccine, women were being shown a disservice.

“Essentially, pregnant women are doing what would be done in a clinical trial outside of the bounds and safety of a clinical trial, and that’s just unfair,” she said.

“At the very least we should have some way of registering women who have had the vaccine and are pregnant, then we can follow them up and actually get the information about pregnancy outcomes so we can inform future generations on the safety of the vaccine,” Dr Khot said.

Get off the couch

By Lachlan Ellis Back up the ute, pack the blanket, cushions, chairs and popcorn, it is time to be entertained watching a movie outdoors, a drive-in movie at Greendale.

Thanks to a Council grant and community demand, ‘A Starry Night’ Drive-In is back next month after a successful trial event last November.

Ticket sales will cover the costs of running the event, with options available to donate to volunteer organisations including BADGAR Emergency Wildlife Rescue, Greendale CFA, Blackwood CERT team and the Egans Reserve Assets Committee.

The event is organised by Greendale mums Kristin Sargent and Sarah Duncanson, with this year’s Starry Night set to be even bigger than last year.

“We’re going a little bigger and better this year. Opening up to a few more cars, we’ll have pre-movie entertainment – musicians, a twilight market, food trucks and two films; a short Pixar cartoon for the little kids to begin with, then a full-length family film.” Ms Sargent told the Moorabool News.

Ms Sargent thanked Moorabool Shire Council for providing A Starry Night with a grant under the Community Grants Program, which provides over $270,000 in funding to local community groups, events, and artists every year.

The full-length film will be ‘The War with Grandpa’, a family comedy starring Robert De Niro, Uma Thurman and Oakes Fegley.

Gates open at Egans Reserve at 5pm on Friday 26 March, with the Pixar cartoon starting at 7.30 pm and The War with Grandpa beginning at 8.30pm. A Starry Night will finish at 10pm.

Guests are welcome to bring their own food and drink to consume in the car, but local food trucks will also be on-site, namely Whataburger, Gypsy Donuts, Bean Me Up, Twinkle Town and The Very Hungry Caterpillar.

Tickets are available online at greendaledriveinmarch26.eventbrite.com.au. Each ticket allows one vehicle with up to 5 people inside.

Other charities and raffles will also be going on during the event – Ms Sargent and Ms Duncanson ask attendees to “be sure to also give a little back to the wonderful organisations who give to us”.

The great outdoors, what do you like?

In its latest survey, Council has invited Mooraboolites to have their say on the Shire’s parks, playgrounds, and open spaces.

Council is working on an Open Space Strategy, and community feedback will help identify what kinds of spaces are needed, in which towns, and what improvements should be made to existing spaces.

The survey takes only a few minutes to complete, with five questions and a spot to leave your details if you wish to be sent project updates.

Some ideas already suggested by the community include a water park, more trees, and greater accessibility for prams and disabled children.

Survey participants can also submit photos and ideas to the ‘Idea Wall’ at the bottom of the project overview page.

To take part in the survey, go to Council’s website www.moorabool.vic. gov.au and search for the Draft Open Space Strategy.

LIDGETT STREET outdoor space Stage 1 has been completed and has seen dated playground equipment replaced with a new playground at the outdoor space in Lidgett Street Bacchus Marsh.

Concrete footpaths and entry steps along with shelters, picnic settings and seats are just some of the new equipment at the outdoor facility. Council has also included a fenced half basketball court.

Stage 2 is now in progress and includes construction of remaining circle concrete footpath, irrigation works, top soiling and seeding, shade sail over playground, some planting as well as a grass mound to create a Detention basin (for flood mitigation).

There is a’ Please explain’ notice coming to a mailbox near you, if you failed to vote in the council elections held last October.

Following one of the healthiest participation rates ever in local council elections in October 2020, around 350,000 ‘please explain’ notices will be sent to Victorians over the next couple of days. This figure is around 40 per cent lower than the number of notices sent out in 2016.

The Apparent Failure to Vote Notice is legislatively required to be sent to those who appear not to have voted in the 2020 local council elections and provides an opportunity to explain what has happened.

Electoral Commissioner, Warwick Gately, stressed the importance of recipients responding with a detailed explanation and asked that the notice is not ignored.

“This notice is not a fine – it’s your chance to explain why you appear not to have voted, if this is the case. This is a question that must be asked of those who appear not to have voted,” Mr Gately said.

“Please complete and send the notice back within the 28-day timeframe so that we can consider your explanation,” he said.

The Victorian Electoral Commission (VEC) may then send an infringement notice and a penalty of $83 to anyone who does not respond or fails to provide a sufficient reason for not voting within the 28 days.

Voting in the 2020 local council elections was compulsory for all State-enrolled and Melbourne City Council-enrolled voters on the roll as at Friday 28 August 2020.

The VEC aimed to make postal voting in the 2020 local council elections as convenient and accessible as possible, with over 4.2 million ballot packs mailed to Victorians at their enrolled address.

The VEC also sent over two million

reminders by SMS and email to enrolled voters who had provided contact details.

Enrolled Australian citizens who have not provided their contact details can do so at vec.vic.gov.au/VoterAlert to be reminded to vote in all future State and council electoral events.

Council is creating Moorabool’s first-ever Arts and Culture Strategy, and community input is needed to help choose the best programs and infrastructure.

The survey should take no longer than 15 minutes to complete, with participants asked questions such as how often they attend arts and cultural activities, and what kinds of arts and cultural activities they would like to see more of locally.

Community contributions will help Council decide what to invest in to make Moorabool a more vibrant and creative place to live.

Council also has public forums on the Arts and Culture Strategy planned through March.

Bungaree - 1 March Bacchus Marsh - 4 March Ballan - 10 March.

A Blackwood Forum is also planned, with a date yet to be confirmed. Ballan’s Forum will be held at Ballan and District Community House at 6 pm, while the other Forums have not yet had their venues confirmed.

History retained in a book Inverlochy – pages from the past A book donated to the Bacchus Marsh & District Historical Society (BMDHS) has provided a snapshot of 31 years of Bacchus Marsh history.

The Inverlochy Gardens on Main Street hosted countless charity evenings and weddings but was sadly demolished during the lockdown in July 2020.

Mrs Sylvia Kirwan, who lived in Bacchus Marsh from 1967 to 1998 – including residence at Inverlochy – visited Bacchus Marsh with her son Sheldon in February this year, and donated a selfproduced book about the property to BMDHS. Mrs Kirwan also spoke about what Bacchus Marsh was like when she lived there.

“When the Kirwans moved into Bacchus Marsh in 1967, the population was 4,500. At that stage, there were 53 individual organizations. Some of those people would have attended 4 – 5 clubs at a time,” she said.

“Gordon Thacker maintained and cared for the garden for 31 years, treating the ground as his own. Woe betides anyone that drove on the lawn.”

Mrs Kirwan said community spirit in those days was strong.

“Over those years, the Bacchus Marsh country people cared about community spirit. It meant a lot to them. Some of these people played a huge part in such community spirit assisting in the “Aged” facility garden parties,” she told BMDHS. “Playing a part were the Dickinson family for their undying support. Colin Hutchesson for his speechmaking and love for his community. Bob Butler arranged the speaker equipment. John Cadzow, Jock Wright, George McCourt provided community support through the Lions Club.

Ken Thibou, Clive Moon, Glenda & Jeff Jones and John Hannah also provided their constant support.

“Produce for the Aged garden parties was provided by Jean McGregor, the Marsh’s ‘Scone Queen’, for her famous scones, and Norma Grant for her car boots full of country cooking. Some of these folks are now deceased.”

BMDHS President Chris Bronchinetti thanked the Kirwans for the wonderful book, and thanked Sylvia Kirwan for her time and effort helping to organise fundraisers and events at Inverlochy.

Inverlochy was located at 94 – 98 Main Street, which is now empty land. It was not on a Heritage List, and few people knew about the demolition until it was too late.

During the demolition, BMDHS posted about Inverlochy on its Facebook page, with many commenters angered and saddened by the destruction of the building and gardens. Then began an exchange of photos between Sheldon Kirwan and the Historical Society, which culminated in the Inverlochy book.

BMDHS is currently closed due to the COVID-19 pandemic, but when it opens again, the community will be able to visit the archives and have a look at the Inverlochy book.

The Historical Society is also discussing places of interest to be added to the 1995 Bacchus Marsh Heritage Study, located on Moorabool Shire’s website.

Fingers crossed on ‘shovel ready’ projects

By Helen Tatchell Ten roads in Moorabool Shire will share in over $1.7million of funding from the Commonwealth government.

The Local Roads and Community Infrastructure Program (LRCI) Round 2 allocated $1,775,796 to Moorabool, with five road projects and five community infrastructure projects approved by Council at the 3 February meeting.

Through the 2020-21 budget, the Australian Government announced a $1 billion extension of the LRCI Program, following strong community and local government support.

In a report to Council, it said this program supports local councils to deliver priority local road and community infrastructure projects across Australia, supporting jobs and the resilience of local economies to help communities bounce back from the COVID-19 pandemic.

“Councils will be able to access funding under the extension to the LRCI Program Extension from 1 January 2021 and projects must be completed by 31 December 2021.

“The funding is made available on a use it or lose it basis,” the report read.

Cr Tonia Dudzik moved the recommendation that Council approves the allocation of the second round of LRCI Program Grant funds to the following nominated road and community infrastructure projects:

1. Dunnstown Township Roundabout Upgrades, Dunnstown 2. Bradys Lane Carpark Formalisation, Greendale 3. Hopetoun Park Road Resurfacing, Hopetoun Park 4. Mill Park Street Road Upgrade, Ballan 5. Jonathan Drive Footpath Construction, Bacchus Marsh 6. Egans Reserve Upgrades, Greendale 7. Mill Park Reserve Upgrades, Ballan 8. Peppertree Park Reserve Upgrades, Bacchusm Marsh 9. Gordon Public Park Upgrades, Gordon 10. Maddingley Park Netball Court Resurfacing, Maddingley The motion carried with no opposition.

In the first round, Council nominated 13-priority projects proposed to be delivered through the program and funds were made available from 1 July 2020. In the second round of funding, it is proposed to nominate a further ten projects and submit the list to the Department of Infrastructure, Transport, and Regional Development for approval.

Plans to replace old with new

By Caitlin Bewley Two pilot programs have been launched by the State Government in an attempt to rid regional roads of older vehicles.

Premier Dan Andrews announced on January 10 that the pilot programs aim to replace up to 1,000 older, unsafe cars driven on regional Victorian roads.

“Upgrading isn’t always affordable,” Premier Andrews said. “…plenty of young people are driving cars older than they are.

“That’s why we’re running two pilot programs to help some of our youngest and oldest drivers trade in for a safer model,” Premier Andrews said.

The two pilot programs, although in their infancy, will work to replace older cars that don’t have the safety features you’d see in newer models.

A government spokesperson told the Moorabool News the initiative is making a significant investment to reduce the heartbreak too many Victorian families feel after crashes involving older cars.

“New safety features like auto emergency braking and electronic stability control can save lives in a crash, and many of those modern features aren’t included in older cars,” the government spokesperson said.

“This isn’t about removing classic cars, it’s about incentivising both younger and older people to drive cars with better safety features.”

The project is targeted towards young regional Victorians and those aged 65 and over. People will only be able to participate in the initiative by invitation only.

Further information on the pilot programs will be made available closer to when trials commence later this year.

Lockdown not so cosy

The ‘circuit-breaker’ state-wide COVID lockdown in Victoria last week effected many businesses, weddings, and events however, it destroyed any Valentine’s Day (Sunday 14 February) plans.

One such plan was a picnic for four in Moorabool.

Council was celebrating where to eat out in Moorabool Shire with a competition like no other. As part of Council’s work to promote local businesses, one of four $150 picnics for winners, and one of 50 round picnic blankets for runners-up, were on offer however, the exclusive ‘Cozy Picnic Dinners’ could not take place.

Entrants filled in a form via Council’s Facebook page for their chance to win a cosy picnic with four guests. The main prize was scheduled to be held in a picnic setting with seating on the ground. That changed in the blink of an eye.

“Originally, we had planned to conduct the picnics simultaneously at the Village Green on Valentine’s Eve, and this was unfortunately prevented due to the circuit breaker lockdown,” a spokesperson for Council’s Economic Development said.

“All winners and suppliers were contacted as the circuit breaker announcements occurred on the Friday and everyone was understanding of the situation being beyond our control.”

Due to the unpredictable nature of the pandemic, experience vouchers are instead being provided to the four winners, meaning that each winner can redeem their ‘Cozy Picnic’ and provided catering at their leisure to the same value.

Council’s Economic Development has also offered their assistance should any of the prize winners still wish to undertake their ‘Cozy Picnic’ at the Village Green public space in Bacchus Marsh.

The competition was part of Moorabool Shire Council’s ‘Hungry? Order Local This Summer’ initiative.

The four winners were from Darley, Ballan, Gordon and Bacchus Marsh.

A bigger better playground

An aged playset will be removed from a local kindergarten after 15 years of operation, taking all the memories it holds with it.

Young Street Kindergarten received a $10,000 Community Grant from the Bacchus Marsh Community Bank Branch to upgrade their play equipment to meet current Health and Safety Standards.

Nominated Supervisor, Jayne Wardell, said the playground is still quite useable, but they’re finding that it needs a lot of repairs.

“We were very happy when we received the funding,” Ms Wardell said.

“We’d been trying to hold fundraisers to raise the money, so it just means that we can replace it a lot earlier.”

Ms Wardell said the Kindergarten spoke to last year’s children and asked them what they wanted in the new equipment.

“They all voted on the slide.”

“The slide is the most important part of the play equipment,” she said, “so, the new fort will have two slides, and the new kinder student photos will still be taken there,” she said.

“We’re excited to be getting the new equipment, but our old fort has been there for many, many years,” Ms Wardell said.

“Lots of children have used this fort.”

Bacchus Marsh Community Bank Branch Manager, Ian Prince, said the bank agreed to fund the upgrade, but when he initially attended the Kinder, it was for a different reason.

“Someone broke in and left a lot of damage to the playground, so off the back of this, I approached them and offered them one thousand dollars as a donation to fix what had been ruined,” he said.

“In the process of accepting the donation they told me they were looking to seek a grant from us regarding an equipment upgrade.

The current ‘fort’ and playground at Young Street Kindergarten will be replaced after a $10,000 Community Grant from the Bacchus Marsh Community Bank Branch.

“While I was around there talking to them, they showed me the equipment and I saw firsthand that it needed to be upgraded,” he said.

Mr Prince said he thinks it’s important to the community to ensure the [kindergarten’s] equipment is up to date and being looked after. “[Supporting the community] is obviously important to me, and one of our big passions is trying to inject as much money into the community as we can because that’s what’s going to make it a better community to live in,” Mr Prince said.

Ms Wardell said the plans for the new fort have been completed and that they are hoping to have the equipment installed by the end of the first term, Young Street Kinder would like to thank the Bacchus Marsh Community Bank, parent committees, and Amanda for their support and assistance in the lead up to refurbishing the fort.

Good future for fauna

The future of a native Australian mammal is looking brighter after the State Government launched a project which aims to reduce the chance of extinction.

Urgent action is being taken to save Victorian platypi through an initial $250,000 cash injection into restoration works at key habitat sites.

A further $50,000 will then be used to develop a long-term action plan to ensure the future of the unique mammal.

The cash injections come after the Government’s approval of a Scientific Advisory Council recommendation to formally list the mammal as vulnerable in Victoria.

Minister for Energy, Environment and Climate Change, Lily D’Ambrosio, said the “initial funding will support the urgent work that needs to be done to restore platypus habitats.”

“The platypus is one of our most loved species, known the world over as a symbol of Australia’s unique wildlife,” she said.

“That’s why we need to act quickly to address increasing pressure on its habitat and ensure the best outcome for this wonderful creature,” she said.

In March, Ms D’Ambrosio will convene a state-wide forum of experts to help support existing platypus conservation work as well as identifying new opportunities.

The Platypus Management plan will guide longer term investment research and monitoring, habitat protection and restoration and population augmentation, including repopulating suitable rivers and creeks and enhancing genetic diversity through translocation.

There are platypus populations in Victoria who intersect with Melbourne’s peri-urban areas, including Moorabool Shire, where population growth and urban sprawl has impacted the waterways they rely on for habitat. Prolonged drought in rural areas has also had an impact on their numbers.

More than $580,000 in grants will be shared between 13 projects for iconic species including the Spotted Tree Frog, the Southern Brush-tailed Rock Wallaby, and the Orangebellied Parrot.

Face off with tech giant ‘Battle of the Bergs’ They’re still in print and they’re still online, just not on Facebook. However, there is a reason.

You may have seen last Thursday morning Facebook blocked news publishers from posting news articles on their platform and deleting their entire content.

The Moorabool News is a local publisher affected by the nationwide ban but, they’re still a locally owned and operated, independent newspaper, delivering FREE local news weekly.

“The local news is still available,” Editor Helen Tatchell said.

“We have our website with all the weeks stories, so no one is missing out and, we are still printing and delivering 12,000 free copies each week,” she said.

Because founder and owner of Facebook Mark Zuckerberg, doesn’t believe he should have to pay news media to share their content on his business model.

Simply, Facebook is an advertising platform. They receive money from users and businesses to promote and sell their wares. It is free for anyone, willingly, to use and have a page however, you can spend many a dollar on promoting your business with ‘sponsored’ posts.

News outlets attract readers and increase the reach of their articles, providing a growing audience, and in turn Facebook benefit from this, financially, with advertisements.

The Federal Government is planning to introduce a News Media and Digital Platforms Mandatory Bargaining Code Bill 2020, which would see the likes of Facebook and search engines such as Google, pay news outlets for their content.

Federal Treasurer Josh Frydenberg MP explained the intent of the bill last December in the House of Representatives.

“This bill establishes a mandatory code to address the

bargaining power imbalances that exist between digital platforms and Australian news media businesses.”

He said public interest journalism plays an important role in our society.

“It is critical to the functioning of our democracy. This role can only be fulfilled by a strong, diverse and sustainable Australian news media sector.”

The bill responds to the key findings of the Australian Competition and Consumer Commission’s (ACCC) digital platforms inquiry which found that digital platforms have become unavoidable trading partners of news media businesses, providing them with substantial bargaining power.

“We are seeking to create a level playing field where market power is not misused and there is appropriate compensation for the production of original news content,” Mr Frydenberg said.

The Treasurer said, to that end, “this bill will establish a new world-leading code of conduct for news media businesses and digital platforms.”

“The code ensures that digital platforms share the benefit they obtain from using Australian sourced news content with the news media businesses who create that content,” he said.

ACMA, the Australian Communications and Media Authority, would assess the eligibility of Australian news media businesses to participate in the code against criteria set out in the code.

“The News Media and Digital Platforms Mandatory Bargaining Code is a world-leading initiative. It is designed to level the playing field and to ensure a sustainable and viable Australian media landscape. It’s a key part of the government’s strategy to ensure that the Australian economy is able to take full advantage of the benefits of digital technology, supported by appropriate regulation to protect key elements of Australian society. One such key element is a strong and sustainable Australian news media landscape,” Mr Frydenberg concluded.

The ACCC will be responsible for enforcing the code and it will be reviewed by Treasury after one year of operation to test the effectiveness of its operation.

“Unfortunately, in response to Australian government legislation, the proposed News Media Bargaining Code, Facebook will have to restrict publishers and people in Australia from sharing and viewing Australian and international news content on Facebook.

Globally, the posting and sharing of news links from Australian publications is restricted.

This is not the outcome we wanted and it’s a step we take reluctantly.

The proposed law fundamentally misunderstands the relationship between our platform and publishers who use it to share news content.

Our platforms have fundamentally different relationships with news. Google Search is inextricably intertwined with news and publishers willingly choose to post news on Facebook, as it allows them to sell more subscriptions, grow their audiences and increase advertising revenue.

Facebook does not steal, take, or copy news content.

The proposed law is written in a way that means we have to treat all publishers the same; if one publisher is out, it requires that all publishers must also be out, even if they are happy with the benefits they receive from Facebook.

We hope that in the future the Australian Government will recognize the value we already provide and help us to strengthen, rather than limit, our partnerships with publishers.”

Dear Editor, In a speech to the House of Representatives last Wednesday 17 February I said, Centre Alliance welcomes the arrival of this piece of legislation.

We negotiated for the ACCC to conduct an inquiry into the impact of the new digital environment on media. My colleague Senator Stirling Griff undertook extensive work on the terms of reference for this inquiry, which examined the effect that digital service engines, social media platforms and other digital content platforms have on competition in media and advertising services markets. You could say that, basically, Google and other platforms have cannibalised local content. At the time, my colleague said that the government needed to rein in the uncompetitive advantages that global internet giants such as Facebook and Google were exploiting.

They were exploiting Australian made content and profiting while others were doing the lion’s share of the work. We believed that Google and Facebook needed to pay a fair price for unique content that was not their own. The inquiry’s final report made a number of recommendations but, in

effect, found there were serious issues relating to the market power of the digital platforms that were affecting Australian businesses, the media advertisers and consumers. The government response was a mandatory code of conduct to address bargaining power imbalances between Australian news media businesses and digital platforms.

I note that, in the past week, Google has come to the bargaining table to negotiate content deals with big media players such as Nine Entertainment, The Guardian Australia and the ABC. I’m yet to see any reports about Facebook coming to the table, which is disappointing. Centre Alliance remain concerned about the small media players. We hope they will benefit and not be shortchanged by this new bargaining framework in the way they have been shortchanged by previous attempts in this parliament to maintain quality public interest journalism, particularly in regional Australia.

Country Press Australia raised serious concerns to the government that their expanded eligibility criteria for the Public Interest News Gathering (PING) would water down

the intent of the Regional Small Publishers Jobs and Innovation Fund, and that proved well and truly to be the case. The small regional and remote publishers, ended up receiving only around 15 per cent of the $50m funding. The bigger media companies, which this funding was not designed to assist, received the bulk of the funding.

This is deeply troubling and, I believe, short-sighted. Public interest journalism is important to our democracy and it’s important to society, but it shouldn’t just be supporting our cities. Regional Australians need to hear their own stories and they shouldn’t have just the ABC providing that important service. The Public Interest News Gathering program needs to do what Centre Alliance negotiated this fund to do—that is, assist true regional and small publishers.

This is a good bill. I’m pleased this bill is here, and I commend it to the House.

Ban battle tip of the ‘berg’

By Helen Tatchell He describes himself as ‘a humble university academic’ when in fact, Dr Andrew Hughes is a Lecturer in Marketing at the Australian National University (ANU) in Canberra.

He spoke to the Moorabool News about the current ban on news and media outlets on Facebook.

The core business for the Moorabool News is print and our website, how will this Facebook ban affect us locally?

I think the impact will be greater for regional and rural communities, if I lived in a small community and my only connection is your print publication or website, with the ban in place they are saying “hey this is really hurting now, it is really having an impact”, compared to cities where people can just put on the TV and flick through channels for their news.

Facebook is a private business, and they allow media content on their platform for free, should we be paying them to put our content on their platform?

Correct. Which is what it might lead it in the end to me honest.

Facebook may even consider moving to a two-tier model.

Much like the offerings in the digital world, you get a basic plan and then you can up-sell to the next plan which could give you the premium offering of news.

If they went to this model, I’d put my hand up, as it would be a great way to get customerised news stories. We can then get news from trusted and authentic news sources that we want to read.

The likes of News Corp and Australia Community Media for example, have invested heavily into online digital media rather than print, is this a concern to them?

Yes, and there are some smaller players in the market, particularly in rural and regional areas, who might benefit out of this, where they didn’t before. Your business model is successful without receiving revenue from Facebook, so in future to get any revenue at all might be a good thing, or from Google for that matter.

Let’s remember the argument from Facebook, they have not been the ones leading the change, they haven’t caused the change for this to happen, and their argument back to the government is “hang on, we are just the facilitator of content, we don’t in any way monopolize content, that’s the way it is, you are blaming us for being successful”.

The government may argue, “this is where it is going to help out the small players”, and that is one of the arguments they are making, creating a lot more competition in the space, because it means then small players can compete and survive going into the future with their digital operation.

Some small players are just happy to be on the platform.

Facebook will argue back; there are a lot of people out there who have got benefit from them without spending a lot of money. They have made a lot of money off the platform without having to pay hardly anything.

Facebook can argue if we have to pay the news and media organisations for content, where does it stop.

Is this an opportunity to get back to grassroots newspaper publications?

Yes, and for the community at large. Sometimes we rely on social media a lot and we forget we need that face-toface interaction. We need people to still have that sense of engagement and regain that sense of belonging to a community.

Will there be a need for more journalists ‘on the ground’?

Correct. Those big publications etc have uniform content, they use as fillers as it were, but their local content is very small.

I’m glad in a way the ban is there because it will now force people to think about what they are looking at, how they are going to get their news.

For too long there has been ‘cut and paste’ journalism.

Should we be worried?

Yes you should be, because as this goes on.. and it has now transitioned into a battle of politics and business, the street corner effect for you is that you will be a casualty of it, if it drags on for too much longer. I’m sure the newspaper will be around for a long time, but your community, you personally, are all going to suffer because what is going on at a high level, way beyond anyone in your local areas control.

A ‘dam’ disaster

By Lachlan Ellis You might have thought the heavy rainfall on January 29 was a rare event, but one local business owner says his factory flooded for the fourth time in three years that day.

Bacchus Marsh received more than 45 millimetres of rain on January 29, with Ballan receiving almost 20, after receiving 38 millimetres the day before.

Parts of Victoria received a month’s worth of rain in one day, with Mount William registering a whopping 70 millimetres.

Warrick Stirling of Stirling Industries told the Moorabool News that water entered his factory on Station Street, Bacchus Marsh for the fourth time since 2019, disrupting work and causing serious damage to the company’s tools.

An open drain located behind the factory is to blame, with no solution in sight.

“It’s happened four times, but on that Friday, we got hit twice in one day. It flowed for a couple of hours each time,” Mr Stirling said.

“We had to run around trying to save tools, switching the circuit breakers off…it’s a

health and safety issue, because we’re a steel manufacturer with leads running around.

“There was a lot of damage to tooling, about $35,000 worth damage to tools,” he said.

When asked what he thought should be done, Mr Stirling said neither V/Line nor Council would accept responsibility for flood prevention.

“There needs to be better planning…it’s a man-made fault, an engineering design fault. V/Line have come out and put some sandbags at the back of the factory to help it, but the problems still not solved,” he said.

“V/Line have blamed the Council, and Council are blaming V/Line…so nobody’s accepting responsibility.”

A Council spokesperson told the Moorabool News that conversations had been occuring with V/Line, and the issue was ongoing.

“Council has had discussions with V/Line about this flooding issue. V/Line has put it in writing to Council that they have completed some sandbagging and their project team is looking at a permanent solution to the problem.” the spokesperson said.

Council questions agricultural land plan

By Lachlan Ellis A State Government plan, that could see landowners with more than 40 hectares of land banned from building dwellings on the property, has raised some eyebrows at Moorabool Council.

Council filed a submission to the Department of Environment, Land, Water and Planning (DELWP) after the 3 February Ordinary Meeting of Council (OMC), with DELWP reviewing submissions until the second quarter of 2021.

The submission was written by Council CEO Derek Madden and was moved by Cr David Edwards, before being seconded by Cr Rod Ward.

In the submission, Mr Madden stated that while DELWP’s ‘Planning for Melbourne’s Green Wedges and Agricultural Land’ plan was generally supported by Council, there were concerns that it was “Melbournecentric”, applied blanket reforms to different kinds of agricultural land, and was not supportive enough for agricultural landowners.

“Council is generally supportive of the intent of the project which seeks to protect agricultural land, however, wishes to raise concerns with several of the options proposed, and seek clarification or changes to a number of the options,” Mr Madden wrote.

“Council is generally supportive of the option to strengthen the legislative and policy framework as it relates to agricultural land, however, has concerns about the blanket approach to strengthening the framework as it relates to all agricultural land within 100km of Melbourne.

“Council does not support the option to protect all agricultural land, noting that not all land currently zoned Farming Zone, is considered to be good quality agricultural land…it is of no value to apply protections to land that is not able to be productively used for agricultural purposes.

“It would also place unrealistic expectations of landowners to farm-land that is not viable for farming, and effectively quarantine their land if other non-farming land uses are not supported.”

There were also concerns raised about the maps provided in the consultation paper being vague or incorrect – in particular, Mr Madden noted that “the boundary of the BMID [Bacchus Marsh Irrigation District] appears differently across several maps”.

According to Council’s Manager of Statutory Planning and Building Services Rob Fillisch, the current minimum lot size in Moorabool without need a planning permit varies based on the site.

“In Moorabool, the minimum lot size varies from 15 hectares to 40 hectares depending on location. If the minimum lot size is not met, a proposal for a dwelling requires a planning permit,” Mr Fillisch told the Moorabool News.

“The change proposed by the Planning for Melbourne Green Wedges and Agricultural Land project is to add the following condition, “must not be within 100 km of Melbourne”, to the use of land for an as-ofright dwelling in the Farming Zone.

“This change would require a planning permit for any dwelling in the Farming Zone within 100 km of Melbourne, irrespective of the lot size.”

DELWP will release a ‘Phase 2 consultation findings report’ in mid-2021 and plans to implement the revised Planning for Melbourne’s Green Wedges and Agricultural Land project either this year, or in 2022.

Former Councillor seeks IVO

By Lachlan Ellis A former Moorabool Shire Councillor seeking an intervention order, has been told the matter will be adjourned for a second time.

Jarrod Bingham appeared at the Bacchus Marsh Magistrates Court on January 29, regarding an order he had applied for against a Bacchus Marsh man.

Another application had been made on December 15, 2020, but that had been adjourned to January 29 this year.

With the alleged offender out of Victoria at the time and wishing to contest the intervention order, Magistrate Jonathan

Klestadt told Mr Bingham the matter would have to be adjourned once more.

“An email from the respondent was sent to the court yesterday. He is not in the state and wants to contest the matter,” Magistrate Klestadt said.

“It is a situation where he has taken the time to contact the court … whilst there’s been some delay, it’s the first time this court has heard the matter. He won’t get another adjournment, as it’s not convenient.”

The Magistrate adjourned the contest mention, and assured Mr Bingham that he and his family were protected by an interim order issued at the previous December 15 session.

Arty gets a Miracle Mile lifeline

By Tim O’Connor Lochinvar Art needed some help from Club Menangle and Harness Racing NSW to force his way into Australia’s richest race next month.

And he got it.

The star Victorian was scratched from last Friday’s Newcastle Mile, with trainer David Moran citing a foot injury as the reason behind the horse’s withdrawal from the Group 1 sprint.

This decision looked as though it would have major repercussions for Lochinvar Art’s tilt at the $1million Miracle Mile on March 6, until a juggling of conditions on Friday afternoon.

Due to his late scratching, the five-yearold incurred a mandatory 10-day ban from racing, which ruled him out of the last remaining qualifying races at Menangle on February 27.

Those two races – the Schweppes Sprint and Allied Express Sprint – offer direct qualification to the Miracle Mile for the first and second placegetters. On top of the Newcastle Mile and Chariots of Fire winners, the balance of the field (eight plus two emergencies) was to be made from horses drawn into either the Schweppes Sprint, Allied Express Sprint or that competed in the Chariots. The Ladyship Mile victor can also be selected into the Miracle Mile due to an exceptional performance.

Friday’s change in conditions now means a horse that has accepted for any direct qualifying race – such as the Newcastle Mile – can be considered for discretionary selection into the Miracle Mile.

This has opened the door for Lochinvar Art to contest the race, which he had been favourite to win before TAB markets were suspended on Friday.

He placed second in the Miracle Mile last year.

Riding high after big win

By Lachlan Ellis A young Ballan cyclist has claimed gold again this month, this time at Ballarat’s Road National Championships.

On 5 February, 16-year-old Shannon Craggill took top honours at the Fixed Gear Criterium, or ‘Fixie Crit’, at the Federation University Road National Championships.

Miss Craggill beat 10 other competitors across the line in a 16-kilometre, 20-lap race, using fixed gear bicycles without brakes, like those used in velodromes.

She told the Moorabool News she was happy to get another win under her belt.

“It was really great to win it, especially since it was such a big race…it was really good,” Miss Craggill said.

“It was open to the Elite Men and the Elite Women…so anyone from any age group was in the one race.”

Miss Craggill has previously won the Women U17s Victorian Criterion Championship (2020) and had two wins at the Footscray Cycling Club Legends Race in January.

Her schedule, training and planning for future events, is pretty jam-packed.

“Normally I go to the gym once or twice a week, but I basically mix between gym and bike probably five or six days a week. I have a day or two off depending on how I’m feeling…I go to Werribee or Melbourne and race for training too, so I’m quite busy,” she said.

“I think it’s states next, the velodrome… states are coming up soon, so I’ll be training for that. And just getting ready for when all the racing comes back, getting back to doing normal Fixie Crits. Whatever comes up I’ll probably do, for when road [cycling] starts again.”

“Miss Craggill said there hasn’t been as much going on [due to the pandemic].

“But over the holidays there was some track velodrome going on around Victoria. So I was doing what I could to keep my skills pretty good for nationals.”

Shannon is not the first Craggill to make it big on a bicycle – her grandfather, Max Craggill, was a brilliant cyclist and a member of the Footscray Cycling Club, winning the Melbourne Cup on Wheels in 1956.

Saturday morning competition at Masons Lane Reserve saw the Centre participate in the Coles Community Round. This was a nationwide Round as part of the Gold Partnership with Little Athletics Australia and Coles.

Athletes were encouraged to dress up in red and awards were presented to the best dressed athletes; while a number of parents and spectators also got involved in the celebrations.

Two new Centre records were set for the meet. Nelson Banigo continued his dominance on the track with an explosive 200m race, setting a new Under 12 Centre record of 26.96 seconds. Meanwhile in the field, Bridie Shanahan bettered her own previous Under 15 Javelin record set earlier in the season, with a new record distance of 29.68m.

The Centre had 12 teams represented at the Box Hill Relay Day on Sunday. This was the first time Bacchus Marsh had participated in this event and it was a great experience for the athletes. The Under 16 teams coached by Karen Lloyd, dominated claiming 4 Gold medals – 1st in the 4x100m, 4x200m and mixed sex 4x100m and 4x2000m.

This week the Centre will conduct a twilight meet on Friday commencing at 5pm, due to the rescheduled Region Track & Field Carnival being held on Saturday and Sunday.

The carnival will be held at Newport Athletics Track, Williamstown.

Double header joy for Lions Darley Cricket Club

By Todd Whelan Reigning BCA First Grade Premiers Darley are firmly entrenched inside the top four following back-to-back wins over a double header round of matches at the weekend. The two wins stretch the Lions unbeaten run to four ahead of their two remaining games of the 2020/21 home and away season.

Matches against competition heavyweights Wendouree and Mount Clear will be the ideal dress rehearsal for the Lions, eyeing a realistic bid at a title defence.

According to Coach Brian Wheelahan, the Lions are finding some timely form as the competition nears the business end.

“We are very happy to bank the maximum 12 points from the weekend,” he said.

“Aside from a couple of nervous moments that every side endures, we looked in control for the most part.

“Our bowlers continue to get the job done, week in, week out.”

In fact, all seven bowlers used over the two-day weekend of matches took a wicket. Grinding opener Benny Longhurst finished the pick of a spread of contributors with 2/20 and 3/25 while the honours with the bat went to Hasi Wickramasinghe 53/12* and Anthony Taylor for his brilliant 95* (67) on Sunday.

Taylor looked in a hurry as if fearful of missing a traditional Sunday roast with 18 boundaries dispatched to all parts.

His trademark cut shot was again the feature as the former wicketkeeper was rewarded by a lightning outfield at the Western Oval.

Wheelahan acknowledged the trio of Longhurst, Wickramasinghe and Taylor, especially in the aftermath.

“We were rapt for the boys,” he said.

“Benny gave the batsmen very little and picked up highly rated bat Ryan Knowles (Brown Hill) on Sunday, which was huge for us.

“Hasi continues to show his flexibility with bat and ball given any situation while ‘Tails’ unbeaten knock was more like the “Tails” we know - all class.”

Saturday brief; vs Naps-Sebas The Lions won the toss and batted on a good wicket and typically slow outfield. When both openers Taylor (3) and Danza Hyatt (4) went early the Lions needed to consolidate and dig their way out of trouble. With time on their side Bradley Barnes (15) and “Hasi” put on a handy 32 for the third wicket before Barnes was caught cutting at a loose short ball outside off stump. In form all-rounder Rahmatullah Khwaja 6 (32), did the hard work early but failed to capitalise on his time at the crease out LBW. Birthday boy Drew Locke 2 (18) and youngster Brodie Ward 11 (48) gave Hasi the partnering support, taking the total from 4/57 to 7/120. Madushanka Ekanayake 23* (27) and Longhurst 19* (14) smacked 30 runs from the final three overs to consolidate the momentum after 50 overs at 7/159.

Opposition clubs had averaged less than 120 with the bat on Darley Park and Naps-Sebas weren’t about to buck the trend. The Lions bowling group shared the honours taking wickets while strangling the scoring in the process. NapsSebas could not surpass 25 in any partnership as wickets fell with regularity before being bowled out 51 runs shy of the Lions total.

Sunday brief; vs Brown Hill The Lions lost the toss and were sent into the field. Any batsman that could find the gap through the infield was rewarded with a boundary so it would ask questions again of a Lions bowling group to deliver once again.B AAnd C C H U that S M A Rthey SH did.

Outside of a 42 run fourth wicket partnership, the home side’s next best was just 18. Longhurst took the first three wickets of the game including Knowles (1) to put the Lions into the box seat early and after the fourth wicket fell on 79, the reigning premiers never looked back. While the scoring rate was threatening, the loss of wickets would prove the ‘kicker’ as Brown Hill were dismissed for 142 in just over 39 overs. Needless to say, runs were left out there for the struggling Brown Hill.

In reply with the bat, the day belonged to Anthony Taylor who remained unbeaten on 95 (69) when the Lions reached

the target in under 23 overs. We’ll never know what Taylor would have reached but that’s cricket. Barnes 14 (36) and Wickramasinghe 12* (24) played the support role for Taylor after opening batsman Hyatt (4) went cheaply. Taylor’s 73 run partnership with Barnes for the second wicket and his unbeaten 53 with Wickramasinghe for the third is the type of run scoring that will be needed to compete with run making giants Wendouree at home on Saturday.

Wheelahan wasn’t ducking any punches responding to the challenge.

“We’re pumped and we’re in form,” he said.

“If you want to be the best, you have to beat the best, and I know we’re up to it.”

Ballan Brumbies Basketball Results – Week ending Sunday 21 February After the snap lock down, Ballan Brumbies returned to the court int he Ballarat Basketball Association over the weekend.

The U/14 Boys White side were looking to put a disappointing opening round loss behind them against a small but quick Sovereign Knights side.

Brumbies started poorly, not able to cope with the speed and ball movement of Knights, who were able to hit outside shots and penetrate the defense to open up an early 12-4 lead.

After a much-needed time out, Ballan’s defensive intensity lifted sharply. Led by Harrison Clark and James Prosser, the Brumbies started to lock down the Knights shooters and generate turnovers. Unfortunately, Ballan couldn’t always capitalise on those turnovers, missing numerous easy baskets, to trail by 2 points at the half.

After the break, Ballan maintained their smothering defense, restricting Knights to only 6 points in the half, whilst netting 18 of their own; the Noah Pace to Harry Grech combination particularly damaging.

Despite continuing to miss shots they would usually make, Ballan eventually ran out relatively comfortable winners, 25-18.

Ballan Bowling Club Week ending – Sunday 21 February With only two games left in the regular season, both Ballan teams knew a win this week was vital in their quest for a finals berth.

Division 3 played Midlands Bowls club in a game which saw third playing against fifth, a win important for both team’s finals chances. After some great play it was Ballan that came out on top winning by 28 shots. This win should ensure Ballan is playing finals in a few weeks’ time.

The 2021 BFNL Season Draw (The winners and losers...)

Local BFNL footy writer for the Moorabool News, Todd Whelan, analyses the fall out of this season’s proposed draw for 2021, ranking them in order from easiest to hardest …

While Redan savour a second successive number one rated draw, local teams Bacchus Marsh (#2) and Darley (#3) can breathe a sigh of relief having fared well according to the formulated study.

Melton (#11) appear to have copped the wrath of the ‘draw gods’ with five ‘away’ highway trips to Ballarat, not to mention double-up meetings with four finalists from 2019 including Grand Final duo East Point and Sebastopol.

While Melton South’s (#6) Ballarat travel diary mirrors the Bloods, the draw around that looks far more favourable for a team expected to rise. As for the reigning dual Premiers East Point (#8), they copped a draw worthy of a team aiming for a three-peat.

Sebastopol (#4) will enjoy a dream run in the final third of their matches especially, while North Ballarat (#5) fared next best out of brick city. The Roosters draw, with scope for improvement on and off field sees them in the mix for a sneaky finals berth.

Lake Wendouree (#7) and more-so Ballarat (#10) appear to have the job ahead according to the formula despite their marquee signings. Flag challenges Sunbury (#9) finished mid - low table with the draw after a difficult rating in 2019. Ironically, the Lions 2020 draw (#4) was looking bright but alas, covid was to blame.

Comment: Will hope to upset a few teams who don’t turn up to play. The Lakers will need to start well and be near square with the ledger before they leave Ballarat for the first time in Rd 9 for Bacchus Marsh. Just the three highway trips and avoiding East Point twice is also a plus to draw on.
