Festival celebrates safely

While the COVID-19 pandemic has seen many festivals and events across Australia cancelled this year, the Victorian Seniors Festival will not be one of them.

Senior residents in Moorabool will still be able to enjoy the festival in an online format, running from October 3 to 9.

As part of the 38th annual Victorian Seniors Festival, Council will celebrate and acknowledge the valuable contribution senior residents make to their communities.

Council is distributing showbags to senior residents from October 3 to 9, when they present their Victorian Senior Citizens card at Lerderderg Library in Bacchus Marsh or Ballan Library, as well as at Darley Bakery, Zest Café in Ballan, Bungaree General Store, and Gordon Post Office.

There is the chance to win one of ten $30 gift cards, hidden in 10 showbags.

Moorabool Shire Council CEO Derek Madden said despite COVID-19 restrictions, ‘Mooraboolites’ can still safely celebrate the festival.

“This year continues to test our community’s spirit and determination. As we take further steps towards a COVID-normal, this is our opportunity to recognise our older residents in a fun, positive way.” Mr Madden said.

Pre-recorded performances, interviews and streamed radio programs are available on the Seniors Online website.

No pot of gold The acronym LGBTIQA+ stands for lesbian, gay, bisexual, transgender, intersex, queer and asexual, and the Victorian Pride Lobby group is using the Council elections to canvas candidates to ‘turn local government rainbow’.

Victorian Pride Lobby Co-Convenor, Nevena Spirovska said the group has called on all candidates to pledge support for a more accessible and inclusive Moorabool Shire Council before the end of the campaign, and has hit out at the incumbent Central Moorabool Ward councillor Paul Tatchell for what she claims, he labelled a pledge to support the priorities of LGBTIQA+ people as “divisive”.

“1 in 25 people in Moorabool Shire are LGBTIQA+. Yet this candidate labels our requests for candidates in Moorabool to support simple actions like flying the rainbow flag or supporting local pride events as ‘divisive’,” said Spirovska.

A first time hopeful in the Central Ward Ben Davison, grew up in a rainbow family and said he has campaigned for marriage equality and frequently told his story of being raised by two mums.

“I was happy to pledge my support for our LGBTIQA+ residents and in this day and age I didn’t think it would be controversial to recognise and support our LGBTIQA+ community so I’ve honestly been surprised by Cr Tatchell’s response.

“Thankfully myself and many other candidates, though not him, have offered our support. People now have a clear choice,” Davison said.

Another Central Ward candidate Renee Robinson, jumped

on board saying she believes local government should make the most of its potential to promote LGBTIQA+ rights.

“I’m appalled a councillor is using his platform to vilify the priorities of the LGBTIQA+ community.

“Councils should be a place of inclusivity,” she said.

“Cr Tatchell’s comments do not reflect the community he serves.”

And what did Cr Tatchell actually say on social media after Mr Davison posted “The current councillor still hasn’t signed up, but there’s still time.”

“The Joys of Campaigning; Actions speak louder than words and you certainly don’t do it for votes. I don’t need to sign something to know who I am, or what values and code I live by, signing these things is divisive in itself. Politics or People?” Cr Tatchell wrote.

“This is just grubby politics in a local council elections.

“The insinuation that the Moorabool Council is not inclusive or accessible is just plain ignorant; all of the policies are well documented, we don’t use them for votes, we live by them,” he said.

Candidates are contacted by email and asked to pledge their support on the Rainbow Local Government website which states they are ‘Supporting and promoting the efforts of local governments to foster a culture that is inclusive, responsive and accessible to LGBTIQA+ Victorians.’

Of the 20 Moorabool candidates, ten have supported the pledge.

Car and licence renewals “slipped my mind”

By Caitlin Bewley (3rd Yr Swinburne Uni) Too much on her mind led a woman to miss the renewal payments for her car and licence registrations a court has heard.

Jessie Greenland entered a plea of guilty to driving offences in the Bacchus Marsh Magistrate’s court on Friday 2 October before Magistrate Bob Kumar.

Police lawyer Paul Thomas provided a summary of Greenland’s offending to the court, which occurred on February 6 this year.

It was on this day the defendant was travelling on the Greendale – Trentham Road, Blackwood when police conducted a number plate recognition test on her vehicle.

Greenland was intercepted by police who discovered her driver’s licence and car registration had expired the week prior.

When interviewed by police, Greenland said she “got the notice, but must have forgotten to pay” and that it “slipped her mind.”

Magistrate Bob Kumar asked the accused if she had anything to tell the court, to which she responded that she did.

“My son started primary school that week and my other son started kinder,” she said. “I was preoccupied getting the kids started.”

Greenland said she had two vehicles, and that she had paid the registration for one of the vehicles, but the other slipped her mind.

She also said she paid the fees on the spot after being intercepted by police.

Magistrate Kumar said he had “no reason not to believe [Greenland’s] explanation”, and issued a $500 fine and made no orders against her licence.

Back in the day

By Helen Tatchell The hunt is on for historical information and the subject is Inglistion.

Situated around 8-kilometres east of Ballan, it borders the train line and the Bacchus Marsh & District Historical Society have photos that require identification.

One photo (Ingliston, Victoria, 1939) has two men sitting on, and posing for the camera, on a ganger’s trolley. There is a goods truck and a platform in the background. A ramp, possibly a stock ramp, is positioned beside the railway line. “Who are these two gents?” the social media post read.

The second photo has a Railway Guard (Ingliston, Victoria, 1939) and “would anyone know the man’s name please?”

The social media post attracted a few comments including Robyn Johnson stating one man in the photo of two, “could be my grandfather on the left”.

“That is part of the line he would’ve looked after.”

Military Camp marks 80 years the soldiers that got talking would be invited in for a cuppa.”

By Lachlan Ellis (3rd Yr Deakin Uni) Did you know there was a military camp in Darley during the Second World War? Darley Military Camp was built in 1940, and the Bacchus Marsh & District Historical Society marked the 80th anniversary of its construction on September 26.

BMDHS posted excerpts on social media of an interview with Nancy Lloyd, who lived in Darley when the camp was built.

“I was about 6 years old,” Ms Lloyd said.

“We lived in Reg Closter’s house out on the Lerderderg Gorge Road, just up on the hill. Dad worked for the Closter brothers in the market garden,” she said.

“We used to sit up on the fence and watch the soldiers coming past our place. We would wave and laugh at them and sometimes they would speak to us. We thought we were so clever. Sometimes a couple of

According to the history archive Trove, the Darley Military Camp “had over 360 buildings including recreation huts, Post Office and 68 bed hospital”, and “the first unit to occupy the camp was the 4000 members of the 4th Infantry Training Brigade”.

The Camp was also home to the U.S. Marines, colonial troops from the Dutch East Indies, the Australian Army Medical Women’s Service, U.S. Air Corps, the Australian Women’s Army Service, the Provost Training School (Military Police) and the School of Army Surveyors at different times, with training at the Camp lasting for six weeks.

Today, there is a plaque and rotunda commemorating the Darley Military Camp at Federation Park off Gisborne Road. The original site of the camp on Camerons Road is now home to private property and paddocks, with a commemorative plaque on a rock by the side of the road.

Voting underway for Moorabool elections Voting in the 2020 local council elections is in full swing across the State for over 4.33 million voters, with ballot packs being mailed from Tuesday 6 October in a Victorian first – all elections being conducted by post.

Electoral Commissioner Warwick Gately is encouraging people to vote as early as possible.

‘With the elections being conducted by post, voters must complete and return their ballot material as soon as possible to make sure their vote is received in time,’ he said.

Voters should complete and return their ballot material as soon as they receive it. Completed ballot papers must be in the mail or hand-delivered to the election office by 6 pm Friday 23 October.

Local mail clearance times vary so voters should check their local mail clearance times to make sure their vote is in the mail on time.

Voters who haven’t received a ballot pack by Friday 16 October should call their election office to arrange a replacement. (Visit vec.vic.gov.au for election office contact details.)

Voting is compulsory for voters who were on the State roll for this election at 4 pm Friday 28 August and Council-enrolled voters are encouraged to vote. State-enrolled voters who don’t vote may be fined.

Moorabool Shire has 20-candidates nominated for a total of seven chairs in the chamber. West Moorabool Ward (1 vacancy) has two nominations; Woodlands (1 vacancy) has three nominations; Central (1 vacancy) and four nominations whilst East (4 vacancies) has 11-nominations. Of the 20-candidates, ten are male and ten are female.

Priest betrays trust

By Caitlin Bewley (3rd Yr Swinburne Uni) A woman fighting significant health issues trusted a priest to apply a spiritual healing, instead he betrayed that trust, a court has heard.

The defendant, a 46-year-old priest who the Moorabool News have chosen not to identify to protect the victim, entered a plea of guilty in the Ballarat Magistrate’s court on Tuesday 2 September.

The victim of the assault was a 28-year-old female who suffered from chronic bowel disease and a brain tumour.

Prosecutor Senior Constable Steven Kent told the court before Magistrate Ron Saines, the accused had been a priest for 18 years and moved to Australia from his country of origin in 2019.

Due to COVID-19 enforced restrictions, the priest was residing alone in a local Bacchus Marsh church and was conducting private masses in accordance with regulations issued by the Chief Health Officer.

Mr Kent said, “the priest would tell the church stories of God healing him while he was dying”.

On March 27, the victim, her mother and husband attended a private mass held by the accused at the church.

“The accused asked the victim to come back to the church after the mass to receive an anointing, which she did,” Senior Constable Kent said.

- Magistrate Ron Saines mother were asked to “go to the chapel and pray” during the anointing, leaving the victim alone with the priest.

Both the victim and the accused went upstairs. He asked her to remove her cardigan first, then signalled her to remove her dress.

Once the victim was undressed, the accused began drawing crosses on her bare body; her forearms, shoulders, arms and hands, the court heard.

These actions continued until the accused asked the woman to remove her bra, then he proceeded to pull her underwear down.

Senior Constable Kent described in detail what occurred in the room to the court, but because of the sensitive nature, the Moorabool News are choosing not to disclose the information to again protect the victim.

“Once the accused was finished with the ‘anointing’, he attempted to bring the woman into an embrace, and said to ‘imagine he was Jesus and that he had just healed [her]’.

“Say ‘thank you for touching me and thank you for anointing me’,” the prosecution said the accused told the victim.

The priest told the victim not to tell anyone of her ‘special full body healing’, she then went to the chapel to find her husband and mother.

After leaving the premises, the victim told her mother and husband what happened inside the church, and the accused was arrested April 3 of this year.

He was taken to the Bacchus Marsh Police Station where he provided a no comment interview.

In a witness impact statement read to the court by the prosecution, the victim said she was “consumed by [this] tragic incident.”

“I don’t believe I will trust anyone again,” Senior Constable Kent read on behalf of the victim. “[The priest told the church] that he was a healing priest, and I was hopeful that I would also be healed.

“I have lived in fear since this assault,” the prosecution read.

The victim, as stated by prosecution, suffers from debilitating anxiety attacks and is

unable to be left alone, relying heavily on the company of her mother and husband.

Guy Gilbert, the lawyer for the defendant, told the court this offending was an “abuse of trust and power.”

“The victim was vulnerable, and it’s not surprising that he’s brought shame on himself and the church,” he said.

The defence also raised the issue of the accused being on a temporary visa in Australia, and this offending will likely cancel that, sending him back to his country of origin.

Magistrate Ron Saines raised concerns that there were some elements of premeditation to this offending, which the prosecution supported.

“There are some aspects of this case that are extremely serious, and some factors must be considered for leniency,” Magistrate Saines said.

“But there is no sentence other than a term of imprisonment that is appropriate.”

The accused was remanded to reappear before the Ballarat Magistrate’s Court last week on Wednesday 30 September for sentencing.

He appeared before Magistrate Ron Saines and was sentenced to 12 months imprisonment without parole. Upon his release from prison he will be deported back to his country of origin.

The accused will also be revoked of all appointments in the Catholic church and will no longer be able to practice as a priest.

The same rules apply in his country of origin.

Another flaw in MBC process

By Helen Tatchell It is another nail in the coffin, slap in the face, for Council and the residents of Bacchus Marsh after the Victorian Heritage Advisory Council granted Maddingley Brown Coal (MBC) a permit exemption to do roadworks on The Avenue of Honour in Bacchus Marsh.

Moorabool Shire Council has again been left out of the consultation process regarding contaminated soil being stored at MBC and, despite Council being responsible for managing and maintaining trees along the Avenue and having a heritage overlay on The Avenue under their Planning Scheme, “Council was not consulted about the exemption being granted to MBC”, a media statement read.

“Again, we have to hear about issues relating to MBC’s proposal to store contaminated soil from the West Gate Tunnel project from a third party,” Council CEO Derek Madden said.

As The Avenue is protected, any work undertaken on The Avenue of Honour requires a permit from the Heritage Advisory Council.

The works listed in the permit exemption are for widening and shoulder rehabilitation on the Woolpack Rd/Bacchus Marsh Rd intersection.

“Council has been shunned throughout this whole process and we’ve had the power to make a decision on our own Planning Scheme taken away by the State Government. Now we hear about the Heritage Advisory Council granting an exemption for works on a road we have some responsibility for without letting us know about the application for exemption,” Mr Madden said.

Bacchus Marsh Community Coalition organiser and member Kat Barlow said it is “horrifying news”.

“The very people who are entrusted to protect an important veteran heritage site have let down, not just our community, but everyone who fought for this country,” she told the Moorabool News.

“This is just the first step.”

Ms Barlow said it was not surprising that Council had been

left out of the consultation when “they are exempt from any public consultation at this stage”.

Member for Buninyong Michaela Settle told the Moorabool News should Maddingley Brown Coal be granted stringent approvals, and be selected as part of the tender process, it would be MBCs responsibility to “make sure our local roads are protected”.

No decision has been made and planning approvals are yet to be granted to any site and the heritage exemption does not mean that works can be carried out and, will only apply if Maddingley Brown Coal is selected through the tender process.

“I know that this is an important intersection for many locals and businesses and I’m continuing to make sure our community’s voice is heard,” Ms Settle said.

Eased restrictions to beef up meatworks

By Lachlan Ellis (3rd Yr Deakin Uni) Premier Daniel Andrews has announced that workforce capacity limits applied to meat processing last month will be eased, to the relief of farmers across the state.

In his press conference on September 27, the Premier said that the 67 per cent peak workforce limit that had been applied in August would be increased to 90 per cent for regional red meat processors, and 80 per cent for their metropolitan counterparts.

Metropolitan poultry processors will be allowed to return to 90 per cent capacity.

In a media release following the Premier’s announcement, President of the Livestock Group at the Victorian Farmers’ Federation, Leonard Vallance, said the easing of workforce limits was welcome news.

“The decision to boost workforce capacity at Victoria’s meat processing facilities I’m sure comes as a relief for many anxious farmers,” Mr Vallance said.

“Victoria is in the middle of the peak spring meat processing season. As an industry we process more than half of Australia’s sheep and lamb meat.

“We’ve been calling for the restrictions imposed on meat processing facilities to reflect the number of COVID-19 cases present,

Mr Vallance said farmers just want to continue farming at the end of the day and “we’re confident ourselves and the industry can continue to do so in a COVID safe way.”

Ballan sheep farmer Scott Young told the Moorabool News the increased workforce limit was a godsend for Moorabool farmers.

“It means security that our spring production will be able to be properly processed. Animals will be able to get processed on time, there’ll be more people employed in the abattoirs themselves, and everybody will be able to have their spring lamb, ham and chicken over Christmas,” he said.

“It would’ve been good if the meat industry hadn’t been closed at all. The meat industry is run very efficiently, with worldclass practices and standards for hygiene…but of course, it’s great that it’s opening up.

“Exports are starting to open up a bit now too, so with the spring flush of lambs that’ll come, our markets are opening up just at the same time as the lambs are able to be processed. It’s fantastic for farmers,” Mr Young said.

Workforce restrictions in supermarkets and food distribution centres will also be fully lifted as part of the reduced restrictions.

Plans for a feedlot in Beremboke with a capacity of to house 3,000 cattle have been withdrawn from the application process, after Council received 350 objections and a petition with 7,900 signatures.

The 4,200m2 pen area was to be constructed in the middle of a property on Greens Lane, 602 metres from the nearest farmhouse.

Beremboke residents concerned about the feedlot plan formed a group to protest the application, called ‘No Beremboke Feedlot’.

JD Grainger, a leading figure of the No Beremboke Feedlot protest group, told the Moorabool News the community was glad the plan will not go ahead, and argued the proposal was unsuitable for the area.

“The residents of Beremboke were delighted that the application has been withdrawn,” Ms Grainger said.

“The proposal itself was poorly conceived. Issues included such as the quality of local roads and access to the property, proximity to the Brisbane Ranges National park, endangered plant and native animal species; concerns about effluent and the run-off of rain water and how that would affect camping

grounds such as Boar Gully and tourism for the Brisbane Ranges, not to mention the close proximity to residences within the area.

“The issue in relation to the location of the feedlot extends to a range of concerns including management of inadequate road access, roads built and designed for heavy haulage.

“The roads in the Beremboke area that provide access to the feedlot are designed for light traffic only.

This becomes an issue of road safety and the welfare of local residents who depend on these roads for access into and out of their

properties for everyday use and in times of emergency evacuation… not to mention the concerns about smell and increased bio-hazards that intensive, commercial animal farming creates.”

Ms Grainger also told the Moorabool News that No Beremboke Feedlot would continue to keep residents “updated and informed” on any further developments regarding the feedlot.

The permit application did not come before Council and was withdrawn prior to the Planning Department making a recommendation.

Patiently waiting for green light

By Caitlin Bewley (3rd Yr Swinburne Uni) As we see businesses slowly start to open their doors, there is one industry patiently waiting for their chance to jump the next hurdle.

Under current COVID restrictions gyms can only have groups of up to ten people, plus the instructor or trainer to undertake exercise classes and do personal training sessions, but they must be outdoors.

This has put significant delays on the opening of gyms across the state, with people unable to attend exercise facilities that operate indoors.

One trainer who has had to adapt to these rules, and usually runs his gym inside, is Trent Saunders, owner of Ultimate Conditioning Health & Fitness.

Mr Saunders told the Moorabool News he reopened the week of [September 14 – 20] when restrictions were eased, and made significant changes to how his gym operates.

He said he set up training hubs out the front of his gym in the parking lot to comply with COVID-19 restrictions, making sure he could still train his clients during isolation.

“Speaking with my clients during the lockdown, everyone’s ready for gyms to reopen,” Mr Saunders said.

Photo – Caitlin Bewley “A lot of people who I train are training for their general health and wellbeing, and mental health is a huge part of that for them.

“They really want to get back into routine and structure and to just have time where they can go somewhere and not have to worry about what they’re doing,” he said.

When asked how the year has looked for him during his gym’s closure, Mr Saunders said it wasn’t a shutdown, it was more of a hibernation period.

“I was the busiest I’ve ever been in 15 years in the six weeks after the first lockdown when we reopened.

“I had never had that much traffic through my doors and so much income from a sixweek period,” he said.

“Using that as an example, my clients are extremely disappointed when it all closed down again, and they still are.”

Mr Saunders described the year as ‘bizarre’, and that he has felt a lot of uncertainty under the current climate.

“There’s a lot of uncertainty financially and, also within my job, it’s really hard to plan for the future.

Mr Saunders said it’s been a difficult year and “trying to adapt and read the play has been really challenging.”

With gyms set to reopen regionally towards the end of November, albeit case numbers stay at zero for a period of 14-days, Mr Saunders said he’s keen to get back into doing what he does best, training clients.

“Once the weather kicks in, [training] will go bang, because people will want to be outside,” he said.

“People use the gym as an outlet, so the conversations I have with [clients] is that they’re at their wits end and they just want time for themselves.

“My gym is just in hibernation, and it will essentially just come out of hibernation when restrictions ease.”

The Australian Government is extending the temporary JobKeeper Payment to the end of March 2021. From 28 September, businesses must meet the turnover test and submit their declarations by the 14th of each month.

There will be two new payment rates – one for those who work more than 20 hours per week in the relevant period, and another for those who work less. The employee eligibility date has also changed to 1 July, meaning some businesses could claim for more staff.

A Bacchus Marsh resident said he believes a water authority may have missed an opportunity to “drought proof” a sporting ground.

Peter Lawford, a member of the Bacchus Marsh Rotary Club, contacted the Moorabool News and expressed his annoyance with the water authority in relation to recycled water, or lack thereof.

He said Western Water were “missing an opportunity to use recycled water at Maddingley Park”, and the cost to change this would be minor.

Mr Lawford said underground pipage runs right past Maddingley Park, and people have no access to the recycled water coming from the treatment plant in Parwan South. “[Western Water] put a pipeline [at Parwan] to get sewerage out there, but they never put a return line in, which would have given Bacchus Marsh the opportunity to water their parks and gardens.

“At the moment, there’s a new line going in that’s going right past Maddingley Park and down to Parwan,” he said.

“The cost of putting a pipe in the trench to bring the recycled water through Bacchus Marsh is only small, it’s going right through Maddingley Park which is a big area where the water could be used.”

Mr Lawford said during the drought about ten years ago, the football oval was brown and dead, and a water system such as this would greatly help future droughts.

“Another pipe could be made in the trench, and even if they don’t use if for five or ten years, it’s cheap to put a pipe in the trench,” he said.

“If you saw Maddingley Park in the middle of the drought, it was half dead. This would drought proof parks.”

Mr Lawford said he had attempted to contact Western Water for comment on multiple occasions, but his queries were not answered.

“I’m annoyed. Why hasn’t anything happened?” he said.

A spokesperson for Western Water told the Moorabool News an opportunity, such as the one Mr Lawford was putting forward, needed to be requested by council.

“The pipeline is actually around 8km away from the oval, meaning a significant amount of work would be required to connect the pipeline to the oval.

“The current works are not related to recycled water and are actually connecting areas of the Bacchus Marsh area to the sewerage network,” the spokesperson said.

“This is to meet the demand of the growing population and to ensure new communities in the region are able to have access to essential services.

“The current pipeline works in the region have taken around eight years of planning and permission approvals including cultural heritage management planning, as well as permits to cross railways and roads.

The spokesperson said as Maddingley Park is managed by the Moorabool Shire Council, the responsibility lies with the council to put in the request with Western Water for a recycled water pipeline.

“We have not received a request to date,” they said.

Andrews considers $750m commitment to dispose soil Moorabool Shire Council is again in the dark about the latest updates on the West Gate Tunnel soil proposal. Last Tuesday (22 Sep) Council learnt through the media that the State Government is considering a commitment to pay $750m to assist with the disposal of the West Gate Tunnel soil.

The money would contribute to the cost of disposing of soil at Maddingley Brown Coal if Maddingley Brown Coal get the Minister for Planning’s approval to allow disposal at its site.

CEO Derek Madden said it was unclear whether this commitment would result in the State Government taking responsibility for the disposal of the soil, as well as granting the necessary approvals or whether it was simply handing an open cheque to Transurban.

“The lack of consultation, information and transparency with local Councils, and local communities, is becoming an increasing concern,” Mr Madden said.

“Council is attempting to get information from the State Government on behalf of the Bacchus Marsh residents. We need to know when we will be told if the Planning Minister has approved changes to the Moorabool Planning Scheme to allow contaminated soil to be stored close to homes, schools and market gardens.”

The decision whether to amend the Planning Scheme to allow the disposal of the soils at Maddingley Brown Coal, is still with the Minister for Planning.

Drive-in revival

By Lachlan Ellis (3rd Yr Deakin Uni) It’s been 8 years since the last Greendale drive-in movie night was held, but two local mums are trying to bring it back.

Kristin Sargent and Sarah Duncanson have organised a ‘trial’ movie night for Friday 20 November, under the name ‘A Starry Night’. The event will run from 6:30pm to 10pm at Egans Reserve, Greendale.

Because Council have not yet approved A Starry Night as a fundraising event, proceeds from ticket sales cannot yet be donated to local groups as planned, and will instead go towards covering costs for the future event.

Ticket purchasers do have the option of adding a donation to Egans Reserve, the CFA and Moorabool and Central Highlands Power Alliance before checkout.

Ms Duncanson told the Moorabool News that the event would help bring the community together.

“We are relatively new to the area and really keen to reinvigorate this little community and help people reconnect for the sake of the current generation, but also those to come. There is an abundance of new families in the Greendale/Myrniong precinct and we struggle to meet and connect with others due to the lack of a central meeting area,” Ms Duncanson said.

“When it [bringing back the drive-in] was first suggested on social media, the outpouring of support was overwhelming and the positive response to such an idea or reinvigoration of a past one, gave us

the green light to put our heads together and get it off the ground. It has been an enormous year for many reasons for this community, and this is a great way to come together safely and enjoy a family-friendly activity.

“We are hoping that Greendale and surrounds will embrace this and want to connect with others, but of course we welcome any of our greater Moorabool family who wish to attend.”

A ‘full-scale’ event is planned in 2021 pending Council approval, with additional amenities such as open BBQ/picnic facilities and a twilight festival in the works.

If approved by Council as a fundraising event, the full-scale Starry Night will give 100% of ticket sale profits to a range of groups including, but not limited to, Egans

Reserve, the CFA and Moorabool and Central Highlands Power Alliance.

Due to the pandemic, the organisers are still waiting on news of what movies are available from cinemas, but they hope it will be “a new release of a family friendly PG film”.

Council stands firm on overhead lines

By Lachlan Ellis (3rd Yr Deakin Uni) Moorabool Shire Council remains determined in its preference for an underground alternative to AusNet’s overhead power line plan.

Moorabool Shire CEO Derek Madden spoke on ABC Radio Ballarat last Monday about an independent report commissioned by Council, that showed underground lines were viable.

“We had an external agency do that report, it took us a long time to find one because there were a lot of companies that were conflicted with the power lines,” Mr Madden said in an interview with Sarah Jane Bell.

“It wasn’t Council staff or anyone associated with Council that completed the report. It goes into quite a lot of detail…I suppose from our point of view, the purpose of the report was primarily to deal with that issue that had been said to

us, that ‘it’s not technically feasible to take the power lines underground’.”

Mr Madden said they commissioned a report on that basis, to see if it was viable.

“The report found that there have been a number of cases around the world where they have underground power lines at 500 kV. What we have identified - it is more expensive, and we knew that all along.

“What we’re looking at now is the life cycle cost regarding the power lines with the maintenance and everything else… the initial cost is higher, but we’re unsure whether the life cycle costs associated with maintaining those power lines is higher above ground or underground,” he said.

Helina Lilley, External Corporate Communications Manager at AusNet, also spoke on ABC Radio Ballarat, addressing the community and Council’s concerns.

“We do recognise that underground is a preferred option for many people, and we certainly welcome that independent

report commissioned by the Council,” Ms Lilley told Gavin McGrath.

“We have acknowledged in some of our online sessions that undergrounding these lines is technically possible…but we have also said that it is significantly more expensive, it’s disruptive to the ground soil, and the report even did say would take up to three times longer to build.

“While it’s true that costs are a major driver for the use of these overhead lines – and that’s really so the project’s economically sustainable for all Victorians who are funding this project – overhead lines have the additional benefit of limiting the impacts on the environment, and the use of land, and cultural heritage.”

Ms Lilley said there’s lots of things to weigh up.

“But we’ll continue to talk with communities to make sure that we plan and deliver this project with the least amount of impact.”

Report shows underground viable alternative Moorabool Shire Council has published a report that validates the undergrounding alternative to the proposed Western Victoria Transmission Network Project.

Council engaged an independent consultant to conduct a comparison assessment of 500 kV overhead transmission lines with 500 kV underground transmission cables.

The report, based on literature reviews and data modelling, assesses the impacts of overhead line and underground cables. The report found that the undergrounding of powerlines is indeed a viable alternative for the proposed Western Victoria Transmission Network Project.

By Lachlan Ellis (3rd Yr Deakin Uni) It’s an unusual occurrence in an unusual time – a husband and wife both running as candidates in the upcoming Moorabool Council elections, but not in the same ward.

Incumbent councillor and former Mayor Paul Tatchell will be running for his third consecutive term, while his wife Helen will be an inaugural runner.

Mr Tatchell has nominated to retain his Central Moorabool Ward seat, while Ms Tatchell is running for one of the four East Moorabool Ward seats.

Mr Tatchell told the Moorabool News he was proud of his record as a Councillor, and what he had helped deliver for the Central Ward.

“I have been the [Central] Ward Councillor for eight years; four years as Mayor and one year as Deputy. I was also awarded Mayor Emeritus in 2018,” he said.

Ms Tatchell is the owner and editor of the Moorabool News and said that although she doesn’t reside in East Moorabool Ward, it is not a required tick to the box.

This year’s council elections will be done entirely by mail. The Victorian Electoral Commission has begun mailing out ballot packs, and Moorabool voters will have until 6pm on Friday, October 23 to vote for their chosen candidates.

“The VEC rules allow anyone to nominate in their shire, not just the ward they live in.

The results are due to be declared no later than Friday, November 13.

Restrictions ease around bird flu

Bird owners in Golden Plains Shire are being urged to continue practising good biosecurity as housing restrictions put in place on domestic birds begin to ease.

Victoria’s Chief Veterinary Officer Dr Graeme Cooke said the housing order in the Restricted Area of Golden Plains Shire has been extended until 11.59 pm on Monday 19 October. However, for bird owners outside the Restricted Area, the housing order ceased last Saturday at 11.59 pm.

“The control order prohibiting the movement of poultry, birds, related equipment and products within and out of the Golden Plains Shire without a permit will also continue across the Shire,” Dr Cooke said.

“We are taking an incremental approach to the lifting of restrictions to be confident that the threat of avian influenza has been eliminated.

“During the first step the housing order will still apply to bird owners in the fivekilometre restricted area around the infected properties in the Lethbridge area where the infected properties were detected, but we can lift it in the rest of the Golden Plains Shire.”

Both large and small-scale commercial operators in the Restricted Area of Golden

Plains Shire will be required to continue to house their birds until Monday 19 October. Backyard flock owners in the Restricted Area are also required to continue to take practical measures to reduce contact between wild birds and their domestic poultry if they are unable to house their birds.

“Surveillance operations are continuing to monitor the viral load of avian influenza in the area,” he said.

“Spill over events from wild birds can still occur from time to time so we’re urging all bird owners to continue to practise good biosecurity to reduce the risk of their flocks being infected.”

Dr Cooke said all poultry and captive bird owners should continue to follow good biosecurity practices in order to prevent a recurrence of the disease at any time. These include: • keep drinking water and feed away from wild

birds, pets and vermin • ensure birds’ feed and water is clean from droppings or animal waste • keep domestic birds away from potentially contaminated water sources such as streams, dams, ponds • feed your birds good quality feed from a reputable feed-mill • regularly clean your chicken coop including feeders, drinkers and equipment • frequently replace nesting materials.

Dr Cooke said the lifting of the housing order in the broader area of Golden Plains Shire is one step towards easing the restrictions on domestic birds in Golden Plains Shire.

Domestic and wild bird surveillance and testing is ongoing.

Spoons become art

It’s starting to become a game of ‘spot the Spoonville’ in Moorabool, with another club getting behind the initiative to have some fun during isolation.

1st Ballan Scouts Leader Shantelle Cowan told the Moorabool News the idea to create a Spoonville gave the kids something to do during COVID-19 related restrictions.

“We’re all at home, they’re all at home, it gives the cubs something to do,” she said.

“One of the cubs suggested it as well, they said they really wanted to do a Spoonville.

We had a look at it online and we thought it would be a good idea for the cubs to start making their spoons.

“We had quite a few making spoons, and there’s quite a few out the front of the Scout

Hall, and now we’ve opened it up to the community,” Ms Cowan said.

When asked how the cubs kept in contact over the isolation period, Ms Cowan said they had regular contact via online resources.

“We use Zoom and Google Hangout and during the school team we have meetings each week,” she said.

“The week of [September 18 – 20] we had a district Zoom camp with Bacchus Marsh cubs and 1st and 2nd Melton cubs. It was a lot of fun.

“I think it gives the kids something to look forward to [Zoom meetings], and it gives them access to something online that’s not necessarily school related.

“I think Scouts are really lucky in that we have a set of values and core activities that you can be anywhere and still participate,” Ms Cowan said.

It only hurts when I … everything As I get way to close to entering my seventh decade on this planet, my body is starting to get a few miles on the clock. I am not sure if it’s just the signs of a misspent youth or I’ve done too many miles on the backroads exploring all life had to offer, but it needs a bit of work. I think the chassis is still solid, but the body has taken more hits than the Beatles.

It doesn’t start as well as it used to, and when it gets going it has more rattles than a millionaire’s baby; but once it warms up it gets the job done.

A couple of years ago the dentist put a useby date on the pearly not so whites, and a plan was put in place to replace the grille with some porcelain replacement parts; I’m talking dental implants.

For those that aren’t ofay with the finer details of dentistry, in particular dental implants, including myself, who probably should have taken a little more interest during the presentation. I only have one thing to say, don’t do it, or at the very least not the way I did it.

First, you will have to sell your first born just to cover the deposit, and second, if you think losing a six rounder to an ex Commonwealth champ hurts a little, getting 20 implants and eight hours in the dentist chair is like the “Rumble in the Jungle”, you are that tender you don’t care who won, or what you look like.

to get more bruises than a peach orchard wrestling with a bulldozer. Getting 20 implants without being put to sleep, is as sado-masochistic as bull fighting in Madrid without matador lessons.

We’re not talking about a couple of fillings here; we are talking about a major construction site with just as many tools and heavy equipment to scare farm machinery.

When I walked into the surgery I half expected the two dental surgeons, three nurses, and a toolmaker dressed as a chemist, to be wearing hard hats; it was about then I wished I had read the glossy brochure that I had thrown in the glove box of the ute.

The toolbox alone looked like it came out of a Total Tools catalogue, and there were more needles sitting in the tray than the porcupine’s picnic. There was even a mini angle grinder and a set of drill bits that would take pride of place in any workshop, the only thing missing was the welders mask and MIG welder, and I am sure they were hiding somewhere.

The tinted safety glasses were a nice touch but an ominous sign that the construction site was going to have some serious repercussions in compromising my pain threshold at some point in the not too distant future; to suggest that I was slightly nervous would be like suggesting the Pope might be a bit religious.

As I lay in the mechanical chair that looked like it would be more at home in a medieval torture chamber, I had visions of Fred and

Rose West after a really bad dinner party, and wondered which part of the patio I would be buried under.

When the first needle gave the traditional squirt to let the air out, I have to admit there was more than a slight bit of intrepidation teasing my already heightened senses. The fact that it was going into my mouth and not the hind rump of something equine was cause enough for anxiousness.

Two nurses became three when all the work permits were cleared and the reconstruction commenced, it was probably a good idea to have three holding me down; as I was shaking that much the end result could have had me looking like Chad Morgan, and he could eat an apple through a tennis racket.

When the drilling commenced it became slightly disconcerting when the surgeon halted proceedings with the Makita to call for an easy-out to retrieve a broken drill bit in my lower jaw; fortunately for me the toolmaker had one in the back of his ute, and we were back in business in no time.

With the extractions completed and the drilling going better than a Texaco oil field, a fine array of what looked like dyna-bolts was being prepared for insertion. The half inch garden hose was doing a magnificent job of vacuuming the O-Positive mixed with unwanted bone fragments, to avoid me turning into a vampire; although I was trying to calculate in my mind how much claret you can run on if the pump starts to cavitate; minor problem really, after all who

needs blood.

Eight hours later with titanium posts sitting where most people would prefer something a shade of white; I had visions of the James Bond character named “Jaws”, being my next profile picture for social media, the process began to build an exact replica of the worn out grille they had just removed.

I had considered the George Clooney look, but it’s a bit like putting the grille off a Corvette onto an old Bedford. So I thought I would keep it original; after all, I am too old and not fast enough to have swarms of woman chasing me down the street.

24 hours later I spent another three hours in the machine shop having the replicas fitted over the top of enough stitches to keep a worn-out fishing net in business. Swollen, bruised and with salt stains on my cheeks where the tears had dried, I left the clinic wondering how much pain one can endure before giving Tobin Brothers a call to see what the specials are.

After a week with the mask removed and the pain subsiding to a dull agony, according to my wife I look the same as I went in.

Although she says this with a slight snigger, obviously my pain is her comic relief. So, to all the thrill seekers out their wanting to mortgage a house for a better grin; think wisely and don’t forget to read the brochure.

In the end it will be, ‘Smiles Better’.

Dear Editor, ‘Annus Horribilis’ was how Queen Elizabeth II described 1992, a tough year at the palace. The Latin term means ‘horrible year’.

28 years on, Her Majesty’s description looks thoroughly modern and exposes a gift for 2020 vision.

There is another term, or word, that is getting a good run this ‘annus’.

It is the Premier Daniel Andrews’ favourite – and it has been rolling off his tongue for some time.

Irrelevant.

I remember it first during the 2018 Victorian State election, during which he used it as a common deflection against arguments for the East West Link. He used it to describe the Opposition, the Opposition Leader and more broadly any question he didn’t want to answer.

Again and again we would hear phrases such as ‘that person is irrelevant to me’, or ‘what the Opposition says is irrelevant’, or ‘that issue is irrelevant to me’. You get the drift.

Even when the Cedar Meats Coronavirus outbreak happened in May, the abattoir that provides financial donations to the Labor Party, Mr Andrews again trotted out his line. This time, the Opposition’s criticism of the handling of the outbreak was not just ‘irrelevant’, it was “completely irrelevant”.

He made it very clear that regional Victoria is irrelevant. We heard it and felt it. We still do – despite the easing of some restrictions. Just ask any business or café.

He relies on a Gang of Eight Ministers to run-down the state, leaving the bulk of his own Ministry irrelevant.

He has largely shut down the Parliament, making democracy irrelevant.

He ignores the plea in writing from hundreds of practising medical experts to end the lockdowns, leaving them feeling irrelevant.

He has brutally ignored the business sector in his plans, rendering their concerns irrelevant.

He has made irrelevant any incoming voice that is one of dissent, or any proposal that enables a more nuanced response to the virus problem across the state, some parts of which have remained virus free.

And of course, he continues to label the Opposition irrelevant. By extension he is telling anyone who voted for the Coalition that they are also irrelevant.

Victorians are not irrelevant. Their right to democracy and freedom is not irrelevant. Their right to have their elected representatives voice their concerns in Parliament is not irrelevant. Their right to have a job is not irrelevant. Their right run their own business – is not irrelevant.

Even I am not irrelevant, despite the wish of many with opposing views.

During his Road-Map announcement, Daniel Andrews referred to the piles of information being fed into a supercomputer. What information is going into the computer is very relevant – but we are not being told what it is.

Yet we are too irrelevant to be given the truth and facts.

What is clear – supercomputer or none – is that this Premier is now subject to his own term: he is irrelevant – most certainly to Victoria’s future.

Dear Editor, What kind of a country are we living in?

Is anybody else concerned that the EPA has changed their guidelines to match the needs of a local company, rather than suggesting ways for that company on how to be compliant to the original guidelines?

This local company has set up another business to ‘oversee’ these operations. The records that will be kept concerning what came in, when it came in, where it wound up, and what was found to be in the spoil, can be destroyed after 2 years of the completion of the project. (Environment Protection (Management of Tunnel Boring Machine Spoil) Regulations 2020). Us taxpayers have to keep our records for longer than that, and our tax receipts are unlikely to poison a food bowl.

If the material coming in is so safe, then why the need to protect the company by destroying these records? At any time that new entity can be wound up. But, 30 years later when chemicals are being found in the fruit, veg, meat, and human breast milk, and match the profile of the chemicals found to be from the tunnel spoil, who will we call? Who will pay compensation? Will there be compensation?

Is the risk worth the few (if any) new local jobs? The only real new jobs would be truck drivers and they will be coming from across the Greater Melbourne area not exclusively Bacchus Marsh. Those jobs will be gone after the term of the project. On the other hand, the school that will be closer than ever to the spoil, will pick up the transportable buildings they installed, and move them to the two other campuses they have, and all the jobs with them. We just might wind up with a net loss to jobs in the town.

I for one just don’t get it.

Bob Levy Maddingley Dear Editor, Don’t you just love Council election time. The Moorabool News full of ads with hopefuls telling us the same things as the hopefuls did 4, 8, 12, 16 years ago.

Most of us want an indoor pool and sports stadium, but no candidate is telling us how they will get the perhaps $40 million needed to build it.

All of us would like our Council Rates to fall or at least stay the same, and most candidates tell us they want “NO RATES INCREASES”. Maybe they should tell us which Council services will be cut and which Council staff will lose their jobs, as that is a consequence. I ran with a promise of NO RATES INCREASES and found that it was a hollow promise that I could not ever deliver. First, I had to get three other councillors to agree with me and then the CEO had to tell us which staff he would sack. Moorabool Shire already run a very lean outfit in terms of people.

All Candidates are probably really good people and believe what they are saying, but my experience tells me that the best attribute we need for all Councillors and certainly the four in East Moorabool, is the commitment to really work together as a team and to make decisions together for us all. It would be too much for me to expect that they will all like each other, but honesty and mutual respect goes a very long way.

All the Council needs to go, and senior administration needs renewing.

It wouldn’t be the first time a council has been sacked in Victoria, and won’t be the last.

Short of that happening, voters it’s in your hands.

There is NO transparency, NO accountability, NO interest in things that matter to residents.

Far more could have been done about the Toxic Dumping.

Just token grumbling from Council.

No dialogue with residents about the new Abattoir and Protein Recovery Plant.

I have repeatedly asked councillors about council money spent on a landowners behalf to clear the way for Council to approve this Abattoir.

Either no answers, or no response.

Should be publicly available information. Nobody knows.

Sound familiar?

This Council is about big business first, residents second.

There are some excellent NEW people who have nominated for council.

They must be given a chance.

TIME FOR CHANGE! What we have is a disgrace.

Light eventually shines on Rishi

By Michael Howard It was the fairytale result that filled hearts and broke others as Rishi produced an extraordinary last to first victory to end fan favourite Ride High’s winning streak at 11.

Trainer Lance Justice’s hot and cold pacer put in one of his best performances in a race that would mean the world to the legendary trainer – the TAB Smoken Up Sprint, winning by a neck.

The shock result, in which Ride High tired and finished fifth after a blistering middle section, only added to the drama on an eventful night at Tabcorp Park Melton, when the headline race was delayed twice due to “lighting issues”.

For reinsman Mick Bellman it was all worth the wait.

“It’s just fantastic,” he told Trots Vision. “It’s just such a surreal feeling to, ‘A’ just get a drive against the best we have here in the state, and then to conquer them it feels like you have climbed Everest.

“Can’t thank everyone enough, Lance, everyone for the opportunity,” he said.

The race finally got underway at 8.44pm, a tick over an hour after the scheduled start time and Bellman said that presented challenges for trainer, driver and horse.

“I think the general consensus was that it wasn’t going to go ahead and we were just hoping and praying that they could get it to (run),” he said. “All credit to everyone behind the scenes, they’ve done a great job to make the race even happen.

“I stood with Rishi and patted him a fair while when we come back. He was quivering through the flanks and everything. It’s the internal pressure that you don’t see.

Some people handle pressure different to others and I’m sure horses are the same.

“For him to come out, have the cart off, go out and come back, it can be unsettling. Just so thankful that it did go ahead and the best horse might have got beat, but it doesn’t feel that way to me.”

From gate nine Bellman settled Rishi in the running line, initially four-back until Ride High took off at the top of the straight with just over a lap to go.

Before they’d reached the start-finish line reinswoman Kate Gath had possied Ride High in the breeze, outside leader Cruz, and everything appeared as expected.

Following quarters of 27.8, 28 and 27.3 seconds Ride High broke the leader’s resistance, as he had done to all who had challenged him this campaign, but just as everything seemed on script, Clayton Tonkin’s star started to struggle.

“Even when Kate took off three wide, when I looked across at her I thought, he’s going harder than I think she wants him to go,” Bellman said.

“Once I got to the 300 and I was still travelling like I was travelling I thought, ‘I’m going to finish top three here’.

“And then when I got outside them at the top of the lane I thought, ‘I’ve got Ride High covered but I’m not sure about Jodi (Quinlan on Major Times)’.

“And then halfway up the straight I was pinching myself, I thought ‘this is like someone’s put me to sleep and it’s a dream’.”

Come the finish line he’d beaten Major Times by a neck in

a 1:50.2 mile rate, with Code Black nine metres back and narrowly holding fast-finishing Sicario out for third.

As well as putting a smile on the dial of Bellman and Justice, the Group 2 win would have also meant the world to owner John Hawke.

“I saw John the night Gavin (Lang) won the Tontine on him, he was over the moon and it was like he pulled off something big, he took the punt (to buy him) and it happened,” Bellman said.

“Tonight I can imagine what he’s like in the lounge chair at home, he would have been up and about.

“This is what we’re in it for, the thrill of it and credit to John to go and spend his money, put his faith into a horse and Lance and everyone and even myself. To have this happen it basically gives the little blokes a good lift.”
