“Unwarned, unannounced and unexplained” is how Bev McArthur MP reacted to the news the changes the Andrews Government has made to the Environmental Protection laws.

“This Labor Government has snuck through this change and it is hard to overstate how cavalier this approach is,” she said.

The new regulations (Gazetted 1 July 2020) apply only to tunnel boring machine spoil material containing low levels of contaminants, and mirror what will be available under the new environment protection legislation that was delayed via the Omnibus bill that passed Parliament in April 2020.

Currently, the West Gate Tunnel Project spoil has potential to be brought, by 230 truck movements per day, to the Maddingley Brown Coal site.

A DELWP spokesperson told the Moorabool News the Environment Protection Authority was consulted throughout the development of these regulations.

“The new regulations put a framework in place to appropriately manage spoil that has low levels of contamination ensuring the process is safe for the community and the environment,” they said.

The EPA will consider the potential impacts on human health and the environment before spoil is permitted to be received at any facility.

“We are outraged to have our basic democratic rights taken away,” a spokesperson for the Bacchus Marsh Coalition Group (BMCG) said.

“We are dismayed Lily D’Ambrosio Minister for Energy, Environment and Climate Change would be the responsible Minister for this Act and, that toxic PFAS contaminated tunnel soil has also been exempted from the protections provided by the EP Act 1970 to permit the dumping of West Gate Tunnel soil,” they said. continued page 5

Planning to prepare and protect

That is the positive message the now officially named Moorabool and Central Highlands Power Alliance Inc., are taking. A united community group against the current alignment and construction parameters of the Western Victoria Transmission Network Project, who held their first Zoom public meeting online to inform the community, who they are, the project and their plan.

President Emma Muir said regardless of where the transmission line is placed, “we believe that underground is the safest option for current and future communities and would potentially minimise the risk of fires in the region.”

“The purpose of this group was to work with all stakeholders to ensure that all communities along the proposed transmission line, worked in unison to achieve an equitable outcome for all concerned,” she said.

Ms Muir said the project has recently made a referral to the Planning Minister to decide if an Environment Effects Statement (EES) is needed.

“An EES assesses potential environmental impacts separately to planning approval and shortly the Minister will decide if an EES is required.

We hope this is expected.”

Following that outcome, it must be scoped, and then necessary documentation prepared by Ausnet, expected to take many months.

Ms Muir said after this there will be a public review process.

“That will allow us to scrutinise the EES in detail and may involve a public inquiry where we can involve legal and technical expertise,” she said.

Opposition meets concerns

The groups Steering Committee intend to form working groups including Communications, Legal, Financial Analysis, Technical, Fund Raising and Government Interactions.

Ms Muir said they plan to secure services for communication strategy and lobby group, to manage a campaign on their behalf.

“We need to engage technical advice to assist with the campaign strategy and secure legal representation for our community including planning lawyer and/or a barrister to represent us,” she said.

And the community can assist with letters, emails, petitions and social media

with a plan also to fundraise to contribute to the cost of professional services.

There was one final message from the group.

“When speaking with representatives of Ausnet make sure you document your conversations,” Ms Muir said.

Bev McArthur MP (Member for Western Victoria) and Shadow Minister for Resources, Energy and Renewables, Ryan Smith were to meet in Ballan last week but changed to Zoom, a popular and trending video conference program, after lockdown regulations. They heard concerns from around 30 people in regard to the overhead high voltage transmission powerlines, a project tender awarded to AusNet Services.

One participant read from an email she’d received from Steve McGhie, Member for Melton, which stated “the Western Victorian Transmission Network Project is a private project led by Mondo and approved by the AEMO [Australian Energy Market Operator, the body responsible for approving power transmission projects]”.

Mr Smith was unimpressed and said, “that statement doesn’t give you anything.”

“It doesn’t give you the outcome you want, it doesn’t say he’ll advocate on your behalf. He seems to be stepping back,” Mr Smith said.

“It’s not good enough. You elected them to represent you…your interests have not been advocated.”

Fire risk was also a major concern and both Mr Smith and Ms McArthur agreed fire risk was a major issue that had to be argued in protesting against the power lines.

“There are hoops you have to jump through in planning these things…there seems to be a double standard here if these issues of fire risk have not been assessed,” Ms McArthur said.

Despite the Supreme Court forcing AusNet to pay out almost $400 million

“AusNet Services’ transmission network has never been the cause of a bushfire. The 2009 Victorian Bushfires Royal Commission’s (VBRC) Final Report recognised this through their findings and recommendations being targeted to distribution networks, operating up to 22kV, being the historical source of bushfires in Victoria.” Ms Lilley said.

A name change from SP AusNet after the 2014 class action settlement to AusNet Services, would confirm they were not responsible for the bushfire, as AusNet Services.

Mr Smith said it was “very unlikely” AusNet would go back on its overhead plans in favour of underground lines due to the extra costs, but that he and Ms McArthur would do “all we can to get the best outcome for you…within the limits we have in Opposition.”

Letters to the Editor Dear Editor, The decision not to include most of regional Victoria in the six-week COVID-19 lockdown will provide some long overdue relief for country businesses and communities.

We desperately needed the news that we will not face further lockdowns as a result of outbreaks in Melbourne.

Now the Premier must implement what he’s said about further easing of restrictions in regional Victoria, including allowing our pubs and clubs to have 50 patrons and the reopening of our gaming establishments.

Despite the low number of cases in most of country Victoria, please remember – now is not the time to be complacent.

The virus is still out there and it’s critical we continue to be vigilant to protect the people around us and save lives.

Remember to keep practicing good hygiene, including coughing or sneezing into a tissue or your elbow and washing hands with soap for at least 20 seconds.

Maintain physical distancing by staying at least 1.5 metres from others.

Keep up to date on the risk and symptoms of the virus so you know what to look for and what to do if you begin to feel unwell.

Prevention is the best medicine, but – and this is critical – if you do feel unwell, the advice is clear: stay at home. Get tested.

Our continued vigilance will save lives and ensure our country communities can stay open and in business.

Dear Editor, As you are no doubt aware, the residents of Bacchus Marsh, have recently become the victims of a duplicitous plan to dump 1,500,000 tonnes of contaminated soil introduced from Williamstown to Maddingley Brown Coal, a location within close proximity to the town.

As the crow flies, Maddingley Brown Coal is situated just metres from Maddingley Park and Bacchus Marsh Grammar. The location of the site is in another electorate, Buninyong, but positioned next to our town.

This is quite convenient for a government trying to fast track the removal of unwanted contaminated soil out of the city quickly and quietly, in order to meet tunnel contracts.

Positioned on the tip of the Buninyong electorate is the Parwan Creek and Maddingley Brown Coal. If the contaminated soil is brought to Bacchus Marsh, the toxic contents of the soil will seep into the waterways and infiltrate the Parwan Creek and the Werribee River, polluting these waterways, permeating its venomous contents through the Melton Reservoir and the Werribee River to other unaware victims, the people of Melton and the people of Werribee. Its effects will be irreversible.

The wind in Bacchus Marsh is most often from the south (on average 6.1 months, from October to April, peaking in January). When the prevailing Southerly winds blow, we, the residents of Bacchus Marsh, will be the recipients of the highly airborne poly-fluoro alkyl substances present in the 1,500,000 tonnes of introduced contaminated soil, impacting our market gardens, the food bowl of Victoria. These substances travel long distances through soil and water and can get into ground water. The first many people will hear of the implications of this is when they are informed that the fish, fruit and leafy green vegetables they have been consuming contain harmful and toxic substances and that we have all been the unwitting ingesters.

Since when were Bacchus Marsh residents considered second rate citizens to take toxic soil from another suburb, Williamstown?

Does this mean we can move our unwanted waste to Williamstown or does Williamstown have some sort of exemption to this? We would not want to do this to them and in the same way we don’t want another suburb’s contaminated soil. Did we go to sleep and wake up to find that Australia has changed, because the way I grew up everyone was equal? Seriously, this does not pass the pub test. I have spoken to a number of people and the optics are not good. This project is half-baked, cooked during the corona pandemic, for which the Victorian Government anticipated no objection and thought they could fast track the toxic soil out of the city so it doesn’t impact on their contracts for the tunnel project.

I urge the Victorian Government to ask themselves the question, what is the right thing to do with this waste? I think they should quickly decide that the right thing to do is to not to send the contaminated soil to Bacchus Marsh, for the residents to suffer the implications for generations to come, but to ensure the toxic waste is sent to an appropriate site that is specifically set up to accommodate this type of waste in a safe and appropriate manner. Daniel Andrews, it is time for you make the call to halt any dumping of contaminated soil at Maddingley Brown Coal.

Dear Editor, I think someone has made a mistake putting up 80 km signs, and not 100 km signs on Bacchus Marsh Road between ParwanExford Road and Nerowie Road. This stretch of road has been re done, including guard rails making it safer.

The stretch of road between Nerowie Road and Ballan Road is in terrible shape yet remains at 100 kms. Again, someone wise is making these decisions.

Dear Editor, ‘Go Away, Mr WVTNP’ Something is happening in Australia and I’m not sure I like it. Progress? I doubt it. A backwards step? Definitely. My phone rings all day. People who I have never meet and I definitely haven’t given anyone authority to share my phone number. I don’t want what they are selling. I politely say, ‘No, thank you’.

A letter arrives in the mail. It’s from a group I’ve never heard of and I definitely have not ever given them my details. But they know everything. They even know the Lot No of a piece of property I own. Very casually it states that ‘land I have an interest in’ falls within an initial study area of theirs.

Turns out they really want to put a monster power line between Melbourne and Ararat, decimating every beautiful rural property in its path, including mine, with a total disregard for the health and safety of any person or persons living anywhere near them. Not to mention a thought about every other negative implication that will follow.

‘Land I have interest in’, as you call it, Mr Western Victoria Transmission Network Project? This is more than ‘land I have an interest in’. This is my children’s future and the land we played on as children. It is land that many generations worked so desperately hard for. Land that has fed and clothed the nation. And no, Mr WVTNP, we don’t want to compromise it in any way! Not one inch of it. I’m not going to be so polite this time.

Report needs community input

By Caitlin Bewley (3rd Yr Swinburne Uni) A local football club has fallen victim to vandalism, the unknown person smashing open a framed T-shirt and parading around the mess they created, sporting the club’s memorabilia.

Bacchus Marsh Football Netball Club (BMFNC) President, Mark Farrell, said a witness noticed someone inside the rooms around 6.30-7pm on Thursday 2 July.

The person inside the Cobras rooms at Maddingley was allegedly wearing a club shirt they had taken out of a memorabilia display hung from the wall.

“Turns out the person smashed open a framed shirt and was wearing it around the club rooms,” Mr Farrell said.

“The person didn’t steal [many items] from what we can tell, but they caused a lot of damage.

“It took three people four hours to clean the mess up,” Mr Farrell said.

The trespasser caused approximately $2000 worth of damage, breaking a glass door to gain entry before throwing footballs, cricket balls, trophies and food around the club rooms.

“It was upsetting to see, especially after the year we’ve had and everything that’s gone on, to see that someone’s just gone in there and wrecked the place was devastating,” he said.

“The police are involved and came in a wave of three,” Mr Farrell continued. “First it was the local police, and then detectives, and finally forensics to take samples.

“The council wouldn’t even come and resecure the place [after the incident]. We had to do it ourselves,” Mr Farrell said.

Moorabool CIU told the Moorabool News the incident remains an ongoing investigation.

BMFNC are seeking eyewitnesses who may have any information regarding the incident to contact the Bacchus Marsh CIU on 5366 4545 or Crime Stoppers on 1800 333 000.

Community feedback is being sought by Moorabool Shire Council on its Literature Review Report. The Report is the first stage of Council’s review of the Moorabool Planning Scheme, with community input invaluable in helping Council shape its plans for the future of our Shire.

A statement to the community by Executive Manager Henry Bezuidenhout, said through COVID-19 restrictions Council is committed to ensuring there is access to documentation and Council Staff.

“All documents are available on the Council website or can be provided in hard copy via post, and of course by phone on 5366 7100.” he said.

The last time a significant review of the Moorabool Planning Scheme was launched was back in 2006, with a minor administrative review taking place in 2014.

“Planning scheme reviews are meant to be completed every four years,” Mr Bezuidenhout said.

“Therefore, this review is overdue, and community feedback is needed more than ever.”

After completing the Literature Review Report, Council expressed concerns such as a disconnect between policies and the Planning Scheme, a need for greater direction on rural development, and Moorabool’s tourism and economic development.

Mr Bezuidenhout said comments from the community on these issues will help shape the next stages of the review.

“Council has created a Community Consultation Brochure to help explain the main issues it has identified, and what questions it would like the community to answer.” The Community Consultation Brochure can be accessed online at www.moorabool.vic.gov.au by clicking ‘Have your say’ and going through to ‘Moorabool Planning Scheme Review’.

A Government spokesperson also told the Moorabool News these regulations have been brought in specifically to safely manage low risk tunnel spoil.

“The low contamination level means it’s unnecessary to send the spoil to landfill,” they said.

Ms McArthur wrote to the Minister for Energy, Environment and Climate Change Lily D’Ambrosio last week in relation to the new EP Regulations and asked why this change was necessary at all.

“And why at this time, with this speed and without consultation?” the letter read.

“Is it now the case that a soil treatment or storage facility need only be 200-metres distant from any sensitive land use, including houses, health services and schools?” Ms McArthur asked.

It appears so.

The Environment Protection (Management of Tunnel Boring Machine Spoil) Regulations 2020 state, one of the main objectives is to provide a mechanism for the management and disposal of tunnel boring machine spoil to protect human health and the environment and, ‘An occupier of premises who holds an environment management plan approved by the Authority must ensure that, at the premises for which the plan is held - the boundary of the processing area is at least 200 metres from any building that is a sensitive land use, including a residential dwelling, a health service, a childcare centre or an education centre.’

The buffer zone was originally 500 metres. It also stated, ‘A local council or residents will not be able to take their concerns to VCAT’.

The BMCG spokesperson said the new regulations mean suspended rights of appeal to VCAT leaving the community with few legal avenues.

“Once again, it seems the Andrews Government is prioritising commercial interests at the expense of the health of our communities and environment.”

This change comes at a time when no State Government decision has been made on the tenderer, which may see MBC be awarded such. MBC also have a planning permit amendment on the desk of the Planning Minister Richard Wynne.

Moorabool Shire Council did not respond to our request for a comment.

Costly plan could deny small town projects

By Kate Taylor Drowning in debt or floating vital infrastructure – that was the debate over Moorabool Shire Council building a new sports complex including an indoor pool in Bacchus Marsh.

The indoor pool is set to be built in ‘Siberia’ in Bacchus Marsh as part of a massive new complex, also including a four-court basketball stadium as well as netball and badminton courts in stage one, now beginning the planning stages.

Councillors voted at the live-streamed Special Meeting of Council, held on Wednesday 17 June, to endorse the masterplan for the Bacchus Marsh indoor Sports and Aquatic Facility.

East Ward Councillor John Keogh moved the motion to progress the project, seconded by fellow East Ward Councillor Tonia Dudzik, with councillors Paul Tatchell, Jarrod Bingham and Lawry Borgelt also arguing in favour of starting the process to build the centre.

However, West Ward Councillor Tom Sullivan objected, saying the endorsement of the masterplan is implementing the process ‘by stealth’ and that while he does think it is a great project – he takes issue with the financials.

Cr Sullivan said he was told the project would cost $13.5m, with $2m funding from Sports and Recreation Victoria and that he thought that leaving the $11.5m shortfall to be picked up by ratepayers throughout the entire shire, would ‘rob’ those smaller communities of the opportunity to have their projects funded.

“I know that this will probably go through tonight despite what I say - but ‘might’ is not always right, and I think that it’s not fair that we embark on something that’s going to cost

$11.5m and denies communities their right to have projects funded,” Cr Sullivan told the meeting.

Cr Dudzik argued that Council will look to additional external funding options such as Federal ministers.

“It’s fabulous that we are able to move forward with this,” Cr Dudzik said in debate.

Cr Bingham argued that it will be great to have a fully equipped facility with all the bells and whistles instead of going in ‘half-arsed about it.’

“Let’s make it a flagship facility, like the Bacchus Marsh Racecourse Recreation Reserve,” Cr Bingham said.

When it came to the vote, Cr Sullivan called for a division to identify those councillors who voted for and against the motion however, he was the only councillor who voted against it.

Speaking to the Moorabool News after the meeting, Mayor David Edwards explained that funding for the pool would be sought not only from state and federal government, but that it would also come from significant local developer contributions.

“Yes, it is a large amount of money, but yes, it needs to be delivered,” he said.

THE SINK OR SWIM DECISION Councillors Paul Tatchell (Central Ward) and Lawry Borgelt (Woodlands Ward) both explained to the Moorabool News why they supported the progression of the Bacchus Marsh Indoor Sports and Aquatic Centre, in line with the East Ward councillors, despite Cr Tom Sullivan’s (West Ward) argument that it will be their smaller communities that will be partially lumped with the debt.

Cr Tatchell said the funding is basically in line with securing a masterplan. The comments made by a couple of councillors about building a pool are misleading at best,” Cr Tatchell said.

“Whilst there are suggestions in the report that Council will borrow money if the Governments State and Federal don’t come to the party, this Council completes its term in a few months, so the funding option will be reliant on the next Council’s budget position,” Cr Tatchell told the Moorabool News.

“When you’re considering the money required to complete the project, you don’t need to be Einstein’s second cousin to do the math. It won’t be built without Government funding,” Cr Tatchell said.

“The pool has been on the books for over 20-years, with Council elections in the wind, plans that aren’t funded are simply plans.

“I am far more concerned with the damages being done to the Moorabool economy, with Covid-19, powerlines destroying our agriculture sector and destruction of the rural landscape, not to mention the coal mine debacle.

It appears contractors are running the State and not the Government. It’s all care and no responsibility,” Cr Tatchell said.

“I am sure the residents are more concerned about their jobs, their business’ and their family’s future, than putting a pool in the backyard. These times call for priorities, not politics,” he said.

Cr Borgelt also explained his support of the project.

“The people of Bacchus Marsh have been asking for a new indoor pool for a very long time now,” he told the Moorabool News.

“While there have been several “false starts” in the past, this is an opportunity to finally get it underway. The projected population growth for both Moorabool and Bacchus Marsh more than justifies such a project,” he said.

“It’s in a prime location and adjacent to existing sports facilities and clubs. The land has been under-utilised for an extensive period and this is a great way to create a sporting hub, without impinging on many residents.

“I don’t believe this project will saddle smaller communities with debt,” he said.

Washing hands becomes concerning

By Caitlin Bewley (3rd Yr Swinburne Uni) Soap dispensers in public conveniences have been damaged and now removed, after an allegation of an unknown substance causing burns to people’s hands.

Moorabool Council was notified and found numerous soap dispensers had been damaged, fearing a contamination tampering may have taken place.

Council said six of the 40 dispensers that had been installed to aide COVID-19 regulations, were reported damaged.

“Members of the community have highlighted to Council that damage has occurred to six soap dispensers in public bathrooms, in both Ballan and Bacchus Marsh,” a Council spokesperson said.

“To ensure community safety, Council has made the difficult decision to remove all soap dispensers across Moorabool for now.”

Comments on the social media post expressed people’s concerns with removing

the dispensers, saying that “it made no sense.”

“They should have been installed anyway prior to COVID just for common hygiene purposes,” one person wrote.

“Makes no sense, if someone wants to ‘contaminate’ the dispensers, what’s stopping them from finding another way?” another person commented.

Moorabool CIU were contacted and asked if there were any updates on the alleged criminal damage and told the Moorabool News, they could not confirm if the dispensers had been tampered with.

“The matter is still under investigation. We don’t know whether it’s just a strong soap in the dispensers or [if they have been tampered with],” a spokesperson for Moorabool CIU said.

“Until we get some idea of what it is, it remains under investigation.”

Council said they would be removing the soap dispensers until “we can ensure the soap is safe.”

Bookmarking a kind gesture

By Caitlin Bewley (3rd Yr Swinburne Uni) Two primary school aged students have performed a simple act of kindness towards Moorabool Shire’s elderly population, by making and donating bookmarks.

Bacchus Marsh Primary School students Kaden and Abbey made 60 bookmarks to give to Moorabool’s Aged Care residents in care packages delivered to their doors fortnightly.

The pair were encouraged

by Bacchus Marsh’s Cub Scouts and Girl Guides to show acts of kindness in these unusual times, with Kaden and Abbey deciding bookmarks was the best choice.

Natalie Honig, the children’s mother, told the Moorabool News that Kaden and Abbey had been attending meetings with the Cub Scouts and Girl Guides via zoom and were encouraged to make this crafty decision.

more specifically, Moorabool Shire’s aged care residents.

“The boys were encouraged to write a letter, and Kaden put his hand up. He was one of the two boys who volunteered, and Kaden decided that rather than writing a letter, he would make bookmarks,” Ms Honig said.

Kaden and Abbey were asked what they learnt from

making and donating the bookmarks to the aged care residents, and they responded that “a little act of kindness goes a long way.”

“We received a phone call from [a Moorabool Shire Council spokesperson] who told us that the residents very much appreciated the gesture from Kaden and Abbey,” Ms Honig said.

Cup is each way bet for patrons Library streamed into homes

By Caitlin Bewley (3rd Yr Swinburne Uni) Horse racing hasn’t stopped during the COVID-19 pandemic, but the crowds did. So, what does that mean for this year’s Ballan Cup at Geelong?

The Ballan Cup is held on the last day of the Spring Carnival racing calendar and is scheduled for this year on Saturday 7 November, at the Geelong Racecourse.

Geelong Racing Club CEO Daniel Salter said the Ballan Jockey Club race meeting brings a great crowd from Ballan and surrounding areas.

“The industry has done a great job to keep racing and, provide the country with some form of live sport and entertainment [during the pandemic],” he said.

“It certainly has been different with no crowds on course though, so we are looking forward to being able to have the crowds back in,” Mr Salter said.

Jockey Club Secretary Catherine Moon told the Moorabool News the show will go on with, or without, patrons on course.

“If there are no patrons present, race naming rights will still be available as races are televised and shown throughout Australasia, as well as on all betting sheets and broadcasts,” she said.

Ms Moon said the Ballan Cup is held on the last day of the Spring Racing Carnival and “media attention will be high.”

Moorabool Libraries are aiding children’s creativity during lockdown restrictions through bi-weekly book reading sessions.

Although the Bacchus Marsh and Ballan libraries re-opened to a restricted number of people on June 1, this put a limit on how many children could be within the vicinity at any given time.

Senior Library Officer, Sophie Kuypers, begun reading to the younger Moorabool Shire population livestreamed from the library, which was later posted to the libraries’ social media page.

The Rhyme Time reading sessions occur on a Tuesday at 10am, targeting children aged zero to three years old, and on Thursday at 10:30am for children aged between three to five years old.

“As we could no longer have patrons attending library programs, we had to adapt to allow us to still be connected to our patrons,” Ms Kuypers told the Moorabool News.

“We decided the best way to do this was to have live streamed stories and singing, just as we would have in the library.

“We have had an amazing response of people who are watching our live streams and many who will watch the videos once they have been uploaded to our Moorabool Libraries Facebook Page,” Ms Kuypers said.

“The twice weekly program has been running since the library was closed [at the beginning of restrictions]. We will continue this program until we are once again able to have programs such as this run at the library.”

The gymnasium was filled with youthful laughter and beams of sunlight, but the school’s principal welled with emotion as the Grade Sixes said their final goodbyes.

Simon Cornock, Principal of Darley Primary School, walked out the front doors for the last time on June 26, after a 14-year stint at the local school, eight of those years as Principal.

As a celebration of his career, the students at Darley PS dressed

in animal print to surprise Mr Cornock on his final day. The animal print theme was not a favourite of the Principal.

The tears began to well in Mr Cornock’s eyes as he spoke of the memories he had gained at the school, telling the Moorabool News that it was the best school to work at.

“I was a Principal in another State and when I came here, I was never going to do it again, but if I was, it was always going to be here,” Mr Cornock said.

“I did think I was going to retire here, I said all along that I was

going to retire here, because I love it here.

“My granddaughter goes here, my wife works here, my son works here, I love it here,” Mr Cornock said.

The well-loved principal said that he was leaving the school to open a new primary school in Rockbank North, which he described as an exciting opportunity.

“Good luck to [Darley Primary School], it’s a really good school, it’s the best school,” Mr Cornock said.

Checkpoint help SES volunteers from Bacchus Marsh have been assisting police at the Western Freeway checkpoint between Melton and Bacchus Marsh. The checkpoint, which was set up last Thursday morning, will remain for at least six weeks, to ensure people entering and exiting regional Victoria are obeying COVID-19 restrictions.

Bacchus Marsh’s SES volunteers joined Victoria Police at the checkpoint on Thursday night to set up lighting, marquees and generators. The SES received overwhelming support from users on social media, with locals commenting on the Bacchus Marsh SES page that “your work is appreciated” and giving thanks for “keeping our town safe”.

Anyone who is found to have breached the Chief Health Officer’s directions regarding COVID-19 can be fined $1,652, and businesses can face fines of $9,913.

You wouldn’t read about it There is a reason why windscreens are bigger than rear view mirrors, it can be dangerous to spend more time looking backwards than forwards, literally.

But as the snow starts to filter heavily through the thinning follicles, and the lines of time start to build crossroads on the face we barely recognise from our misspent youth, reflection becomes a constant companion as we release the brakes for the down-hill slide.

The world moves at an alarming pace as we get older, and the constants in our lives disappear like innocents of childhood. There is no escaping the throwaway world we live in, where living in the fast-lane and making old things isn’t part of the agenda. There will probably be a day when we don’t need rear view mirrors at all, let alone the reflections to reminisce.

One of those constants is the humble country newspaper; it seems like yesterday when you would step on a train and see the people rustling a sea of newspapers, now it’s all mobile phones and tablets bringing you your daily news as it happens, sometimes even before it happens.

It seems not that long ago when country newsagents would have stacks of newspapers front and centre as you entered the shop but, over the years the stacks have dwindled as newsagents have had to diversify into other products to keep the show afloat.

Whilst the demise of city papers was on the decline decades ago, after the last Herald boy packed up his knapsack and relinquished his prime position on the street corner. The

distant echo of “EERAALD, read all about it”, was lost to a modern society, like putting tea bags in the Royal Doulton.

Rupert Murdoch the Australian branded American media mogul said over a decade ago, “whilst metropolitan newspapers will be lost to technology, country newspapers will always survive”. Obviously, Rupert’s crystal ball didn’t show Covid-19 as a threat.

Ever optimistic, I would like to think that Covid-19 has become a convenient excuse for the corporate multi masthead owners to shut down regional papers based on Boardroom balance sheets, not the inability to reinvest to cover the downturn.

Whilst there are very few privately owned mastheads left, it’s fair to say their commitment to regional newspapers has been far more genuine. Most absorbing the financial losses for the greater good.

Newspapers belong to the people, regardless who actually owns them.

It is also fair to say that some of the smaller publications that are privately owned, simply couldn’t re-invest. The economics aren’t complicated; papers rely on advertising more than businesses that are closed.

The knock-on effect is far more dramatic than not having a local. We have seen in the last week the potential of the largest printing presses forced to close, putting printers and staff on the ever-growing unemployment line.

The transport companies that deliver the papers not needing drivers, the distribution centres not needing staff, paper mills not

needing paper, and let’s not forget the country journalists.

The industry itself must take some responsibility. The introduction of pay-walls had an immediate effect on physical paper sales, and in some respects preserved the jobs of the career journalist, whilst at the same time reducing costs.

The pay-wall system may have stemmed the loses by reducing printing costs, but it introduces vulnerability to the economic equation due to the lack of protection in the untamed world of social media, where the pseudo journalists combined with amateur Editors, tear away at the intellectual property for a dollar a day. All from the comfort of their desktop, in their pyjamas.

Put this into ‘Perspective’, the country paper pays a journo to do a breaking story, journo takes own photo, costs got rid of that profession years ago, comes back to the office writes the yarn, puts it up on the pay-wall and the dollar-a-day desktop journo rewrites the yarn including quotes on a free to air masthead, selling bargain priced advertising with no fixed costs.

Some may consider profiteering from the work and costs of others as simply good business, but what happens when the mastheads can’t pay the journalists to get the stories? The dollar-a-day business model with dollar-a-day advertising prices, will have more cracks to deal with than my proctologist.

The other interesting statistic is that less than one in three rural people use Facebook

or any other social media to get their news. If the local paper dies, and the pay-wall on the nationals are relied on for local news, twothirds of country people will either be left in the dark, or forced into the not so credible world of Facebook journalism.

The pollies are all out there spruiking “we have to save local newspapers”, whilst at the same time taking advantage of the cheap airplay of the dollar-a-day journos with no intention of repairing the media laws that are destroying the industry, brick by brick.

The fact is that politicians all over the Country use their ‘Parliamentary Privilege’ on Facebook, combined with almost nonexistent controls over social media to sell their virtues.

To add insult to injury it’s reported that some of these Facebook news feeds surfacing during Covid-19, are using tax-payer funded JobKeeper to fund unemployed journalists to do the rewrites, that will inevitably put their journo brothers and sisters out of work.

Old newspapers are a tangible reminder of where we come from, the chronicles of country life documented daily. They collect the articles of significant moments in time, and the country journalist tells the story from the story.

When the last country newspaper silences the presses, the country journo becomes nothing more than a typist with a thesaurus.

One thing in history that will never change you get what you pay for, even when it’s free.

Moorabool Libraries distributed ‘Winter Inspired Activity Packs’ over the school holiday period for children aged four years and older, receiving a large response of people interested.

Over 100 people registered in the first week of the twoweek long activity, via the Moorabool Libraries social media page.

“The packs were so popular that we had to close registrations, as all the packs we had made were assigned to library patrons,” Senior Library Officer, Sophie Kuypers said.

“Because we were unable to have our normal holiday programs where people could attend events at the library, we decided that we wanted to make packs people can take home and be creative.”

Tax Time Sorted

A 20-year-old woman created a ‘bloody’ mess for herself after attending a Ballarat address to back-up her brother in a fight.

Imogen Jones, whose case was heard via video link from the Ballarat Magistrate’s court, punched her brother’s ex-partner in the face after an altercation erupted out the front of the victim’s Sebastopol home.

Prosecutor Sergeant Simon Pearce told the Bacchus Marsh Magistrate’s court on Friday 10 July the accused, along with her brother and another co-accuser, attended the victim’s address on March 16 2019.

It was alleged by the prosecution that Jones’ brother was in breach of an intervention order upon arriving at his ex-partner’s house.

Sergeant Pearce said Jones’ brother began banging on the victim’s front door. The victim’s father then noticed the group of three and proceeded to tell them to ‘go away’.

The accused’s brother kicked the victim’s

door and shouted profanities in an attempt to get the victim out the front of the house, which the victim and her father eventually did.

An altercation then broke out between the victim’s father and the two men who attended the Sebastopol residence with Jones, the victim subsequently hit Jones’ brother.

The court heard Jones then punched the victim to the face, giving her a blood nose.

Although Jones was not present in court, her lawyer argued that the incident was an act of self-defence and that she only became involved in the altercation because the victim hit her brother.

Magistrate Bob Kumar said, “this is a suitable case for diversion”.

‘She has no history, this was a silly thing to do,’ Magistrate Kumar said.

Jones’ case was adjourned for three weeks and will reappear in the Bacchus Marsh Magistrates court on July 31 for diversion.
