EDITORIAL

Elements of Good Governance How much do we all understand about good governance? There are eight pointers on what should constitute good governance. Anyone can determine how the UK and Montserrat stack up. See how it matches the understandings you and your friends have.

Good governance has eight (8) major characteristics. It is participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive, and follows the rule of law. Good governance is responsive to the present and future needs of the organization, exercises prudence in policy-setting and decision-making, and that the best interests of all stakeholders are taken into account.

1. Rule of Law Good governance requires fair legal frameworks that are enforced by an impartial regulatory body, for the full protection of stakeholders.

2. Transparency Transparency means that information should be provided in easily understandable forms and media; that it should be freely available and directly accessible to those who will be affected by governance policies and practices, as well as the outcomes resulting therefrom; and that any decisions taken and their enforcement are in compliance with established rules and regulations.

3. Responsiveness Good governance requires that organizations and their processes are designed to serve the best interests of stakeholders within a reasonable timeframe.

4. Consensus Oriented Good governance requires consultation to understand the different interests of stakeholders in order to reach a broad consensus of what is in the best interest of the entire stakeholder group and how this can be achieved in a sustainable and prudent manner.

5. Equity and Inclusiveness The organization that provides the opportunity for its stakeholders to maintain, enhance, or generally improve their well-being provides the most compelling message regarding its reason for existence and value to society.

6. Effectiveness and Efficiency Good governance means that the processes implemented by the organization to produce favorable results meet the needs of its stakeholders, while making the best use of resources – human, technological, financial, natural and environmental – at its disposal.

7. Accountability Accountability is a key tenet of good governance. Who is accountable for what should be documented in policy statements. In general, an organization is accountable to those who will be affected by its decisions or actions as well as the applicable rules of law.

8. Participation Participation by both men and women, either directly or through legitimate representatives, is a key cornerstone of good governance. Participation needs to be informed and organized, including freedom of expression and assiduous concern for the best interests of the organization and society in general.

Towards Improved Governance: Good governance is an ideal which is difficult to achieve in its totality.

Governance typically involves well-intentioned people who bring their ideas, experiences, preferences and other human strengths and shortcomings to the policy-making table. Good governance is achieved through an on-going discourse that attempts to capture all of the considerations involved in assuring that stakeholder interests are addressed and reflected in policy initiatives.

Who cares about integrity, good governance, corruption and transparency?

Look up a piece written by Apeals Justice Don Mitchell, called Beyond the Wall. It is excellent in that it talks about checks and balances and what good governance should look like, and I can tell you if we were to use his

standards as a yardstick by which to measure our politicians, half of their behinds would wind up behind bars. I agree with your statement of people not reading.

It seems to be something that has become universal. We have this

new five minute rule which seems to have people tune out after 5 minutes. We get our news in sound bites, this MTV mentality has ruined us. In the movies the story is set up in the first few minutes. If you

Global poverty is a result of systems, not people failures.

It may sound overly simplistic, but bringing wealth to, for example, Haiti, is a matter of implementing the right systems, more specifically postal systems.

With adequate postal services,

Haitian families can streamline their collective economic power in a way that utilities can charge for quality public services, and housing authorities can recoup the investment in public housing. That way, every family can count on affordable housing.

I live in Venezuela, and since late Mr. Chavez came to power, I tried communicating my views to him. However, I also understood that running a developing country is an unending fire-fighting ordeal to the extent that urgent matters always get the limelight, and important mat-

ters must wait as low priorities that must be studied for possible future implementation.

It is my belief that only when the whole Caribbean region can count on adequate postal services, productivity will rise to the occasion and offer prosperity to all.

Stepping onto the large human-conveyor belt, I relaxed as it carried me across the airport. Then, without warning, the machine stopped. Conversat ions hushed. We all stood, waiting to start moving again. Finally, someone behind me said, „Walk!‰ Somehow that idea had not occurred to us. As the person in front got the message, we all began

to move forward again · the oldfashioned way.

Sometimes the church is like that moving sidewalk. Saved by GodÊs grace, we find a fellowship of likeminded people. But sadly many times we do not move forward. Only as each member exercises his or her gifts can we together make progress, serving the world that Christ died to save.

The urgent mandate of that airport traveler is the same mandate our Savior utters to every Christian.

Kids time - In your own korner Hello everyone – It is kid’s time with Auntie Lyka “In Your Own Korner”. Some of you are still writting exams. How is the exams going. I hope what you studied for came in your exams and it was not to hard.

Once upon a time there was a caterpillar named ‘Irie’. Irie loved his name, although he did not know why it had been given to him. One starry night, he asked his grandma.

“Good evening, Grandma, why was I named Irie?” he asked.

Grandma smiled and told him, “Your mother gave you that name because instead of crying when you were born, you laughed. Irie means that everything is all right. When you laughed, we knew you were alright.”

And mon, did Irie love to laugh!

However, there was one thing that didn’t make Irie happy. The idea of going into a cocoon. His older cousins all went into cocoons so that they could become butterflies, but Irie was afraid of being in that silky stuff all by himself.

One day, he asked his mother, “Mom, can I just stay a caterpillar forever?”

But his mother replied, “Irie, there are some things that are inevitable in life.”

“In-every-table?” he repeated, confused.

She laughed.

“Yes, my Sunshine. That means that there some things in life you have to do.”

“Ok,” he said.

But the more cocoons he saw, the more afraid he got.

One day, as he was crawling across the warm soil, someone called his name from above.

“Irie, Irie!”

That voice sounds so familiar, Irie thought. He looked above and saw a butterfly, breath-taking and beautiful in the sun’s glory. She was coming towards him.

“It’s me, your cousin Shuggie,” the butterfly said.

“It feels so great to finally be up here in the sky. Now I can go anywhere I want to.”

“That’s great,” said Irie. “You look great, Cousin Shuggie.”

“I feel great. Hurry up and join us. You should have been in the cocoon by now!”

“Do I really have to go in the cocoon, before I can be with you guys?” Irie whispered.

But Cousin Shuggie no longer heard him. She had already flown away. Irie watched her soar above him, wondering if he would ever be able to fly with the butterflies.

At home, his mother and grandparents were concerned about his development.

“He seems afraid of his path,” Grandma said.

Irie the Caterpillar by Kavion Robinson “He is, mom. I’m worried,” his mother said. “If he doesn’t go into the cocoon soon, he could...” She dropped her head, too afraid to even speak the words.

They gave her a big hug.

“Don’t worry daughter. Give him time, he’ll find his way,” Grandpa said.

“Yes, everything will be alright,” Grandma said.

Meanwhile, Irie had gone to visit his cousin Junior.

His cousin was almost fully emerged into the cocoon.

“Junior, not you, too!” Irie exclaimed.

“It is our destiny, Irie,” Junior could barely talk.

“I don’t want you to go,” Irie sniffed.

“Don’t worry, it will be okay. The sun will shine in a few days. It always does,” Junior smiled and his head disappeared into the cocoon.

“No, nooo!” Irie said. He stayed there for a while and watched Junior. That was his last cousin. Now he was gone. Irie was all alone.

The next morning, Irie arrived home to find all the butterflies in a gathering.

“Where were you?” his mother shouted while flying towards him as fast as she could.

“I was with Junior, he’s gone.”

“Oh Irie, he’ll be okay,” his mother hugged him tight.

“I’m so afraid, mum” Irie said softly.

“We’re all here for you, Irie,” his mother answered.

“Yes, Irie, we’ll be here day and night while you’re

in that cocoon,” Grandma confirmed.

“You might be in by yourself but you’re never alone,” said Grandpa.

“When you’ve transformed, just imagine the Bougainvilleas we can visit on the North Coast,” Cousin Shuggie said.

“And Junior will be here with us too, Grandma added.

“I know you’re scared of being by yourself in the cocoon, my sunshine, but it’s only temporary... It’s only for a little while. And when you come out, you’ll get to soar with us,” his mother said.

“We’ll always be here for you, Irie,” his Grandma said.

Irie felt it, the time was right.

“I’m ready, mom,” he said with a big bright smile. “I can do it, I’m still afraid of being there all by myself, but as long as I have you all, everything will be alright.”

His cocoon was made and Irie went in bravely.

For days and nights, his family watched and waited. Then finally, the cocoon broke. And a few seconds later, Irie emerged, laughing as he always did. He was the most beautiful butterfly.

“There’s that laugh again,” Grandpa said. “The sweetest sound that ever befell our ears.”

The whole family was there waiting for Irie as he came out of the cocoon, just as they had promised.

Junior, himself now a butterfly, was there too. And they all had a feast.

“After the dark times, everything little thing always gonna be alright,” Grandma said, and so they started singing in the sunshine.

Queen’s bir thday par ade and honour s to two Montser r atians

Queen birthday parade and honours to two Montserratians In a Government House announcement/release last Saturday, it said, Mr. Cedric R. Osborne MBE has been awarded the OBE, and Mr. John Jeffers of St. Peters, MBE, honoured on the Queen’s birthday.

Mr. Osborne for his services to the Business community in Montserrat. He was initially awarded the MBE in 1983 and his new award recognizes his contributions in rebuilding the business sector in Montserrat post volcano.

Mr. John Jeffers of St. Peters, the Government’s retiring Fisheries Officer for his services

to the environment especially as it relates to Turtle Watch for over 20 years, Mr. Jeffers has been at the forefront in the protection of the island’s turtle population contributing thousands of hours in protecting their nesting sites on the island’s beaches.

His Excellency Governor Adrian Davis along with the Hon. Deputy Premier Charles Kirnon acknowledged salutes during the annual Queen’s birthday parade, honouring Queen Elizbeth II, held on Saturday June 15, supported by a fair turn out of residents who responded appreciatively of the marches by uniformed bodies in Montserrat.

parade, lead by members of the Royal Montserrat Defense Force, the Royal Montserrat Police Service and the Cadet Corps took part in the drills and formations to celebrate the occasion.

Governor Davis inspected the guard of honour who were supported by other uniformed bodies that took part in the parade. They are Fire Search and Rescue, Prison Services, Brownies, Girls guides, Boys Brigade and the Montserrat Red Cross under the First Aiders banner.

An award ceremony was held for former RMDF commanding Officer and Ssuperintendent at Her Majesty's Prison, Major Theodore T Bramble, at the residence of his Excellency the Governor Adrian Davis. Major Bramble was presented with the first overseas territories medal for long service.

ZJB radio was present and reported the Governor saying on the occasion, “I'm delighted to be able to take this opportunity to present a medal for distinguish and long service to Major Theodore T Bramble who is receiving the first overseas territories medal for long service.” Explaining: “As you know it used to be the colonial service medal. This is why it's taken so long, it's probably taken ten or twelve years to switch from Colonial medal to Overseas Territories medal.”

“Further,” he said to Bramble, “I'm going to add this medal to the fine collection you already have,” adding that the other medals will be given out on August 1, at Her Majesties Prison.

MUL opens bids for Project International Development (DFID), the Caribbean Development Bank (CDB) and government of Montserrat announced the co-financing a EC$36 million power plant project that will pave the way for a transition to more renewable sources of energy.

Mr. Philip Chambers, the Permandent Secretary at the Ministry of Coms and Works, as Chairman of Montserrat Utilities Limited, said at the launch of the project, “Montserrat Utilities Limited (MUL) is currently operating on five unreliable high speed generating sets, which have very high fuel consumption and a very high maintenance cost.”

At the time he also noted, “the high operat-

ing cost is reflected in the cost of electricity to the consumers,” a much talked about topic on every corner and by every consumer in Montserrat.

Four months later, on February 3, 2012, MUL facilitated the opening of sealed bids for the construction of the Power Station Expansion project.

Two contracting companies entered sealed bids.

They were, Williams Industries Incorporated and Little Bay Limited, LLC, through its joint venture partners Philadelphia Electrical Equipment Company (PEECO), Z&F Consulting and Annbar SA De CV ( Annbar Mexico).

We have to follow the Strunk and White Elements of Style, the students' companion. The style is going to have to be one of efficiency.

Unfortunately, the love of print seems to have been wasted on this generation. Everything is now online. Newsweek, went online and I've not been able to access the paper even though my subscription lasts for another few months. I just like having the hard copy in my hand.

It's a sad state of affairs when we have a generation, and as you've said, most of them civil servants, whose very jobs depend of reading and writing, who don't even bother to read. Economist Zhivargo Laing said in the Caribbean 360 news that these types are an ill-intentioned politicians dream. Sad, but it’s true.

The solution then is to continue to write and if so, shame these folks into submission.

Port design to be impacted by survey of corals in the area, but no EIA on Gunhill

by Bennette Roach Halcrow’s Regional Manager Edward Albada, two weeks ago, made submissions to the Government of Montserrat (GoM) and stakeholders on their progress from 60% to 90% design of a port at Carr’s Bay.

The port design forms part of the GoM’s approved a new design concept for the town at Little Bay (and Carr’s Bay). Albada in his submissions informed that there were significant changes and additions made to the 60% design.

Included in those changes was the plan and need to remove

the bluff known as Gun Hill, which became necessary following the decision, “to move the entire port facility southwards; expanded the marina and the births are slightly moved off shore as well. To make room for the expanded scheme… have to level Gun Hill,” he said.

ECCB Governor Reports on the Bank’s Work to Maintain Stability of ECCU Financial System and EC Dollar The Governor of the Eastern Caribbean Central Bank (ECCB), the Honourable Sir K Dwight Venner, will report on the Bank’s thrust to maintain the soundness of the Eastern Caribbean Currency Union (ECCU) financial system and the stability of the EC Dollar when he delivers the Bank’s 2012/2013 Annual Report Presentation on 27 June.

The Governor will outline the ECCB’s areas of priority for the 2012/2013 financial year and the work which the Bank undertook, through the Monetary Council, to strengthen the resilience of the ECCU financial system.

The presentation will also highlight the programmes which the Bank, in collaboration with regional and international agencies, implemented and advanced to assist its member governments with fiscal and debt management and to stimulate and increase economic growth in the ECCU. He informed that there was to be updated EIAs to reflect design changes that have been made after the 60% design phase. With the complete design expected in August, this, he said, would be completed within the next month to include the findings of a benthic survey in respect of two corals which examined the projects’ impact on the critical habitat in these areas.

The design manager explained: “we have been notified that there were some critically endangered corals, critically endangered corals in the area. We have done a benthic survey already and they did not pick up

those two corals…”

He revealed that the GoM, “…doing an additional benthic survey both in that area as well as the expanded dredge area to get a better idea of the impact on the critical habitat… incorporating their findings into the EIA,” updating the EIA, “on the latest design which should be delivered probably in a month or so.”

The concerns of Gun Hill questioned whether there was sufficient information available from an environmental impact study that would indicate the effects that “the removal of Gun Hill will have on our coastline.”

The Ministry of Communications and Works had responded that there was no EIA on Gun Hill, but as Albarda had confirmed

some screening exercise had been done on the Hill. He informed that in the MDC concepts from the very early stages, the removal of Gun Hill was in the plan. “We had developed some concepts that did not require the removal of Gun Hill because the removal was quite costly, but (for the expanded design) we were not getting the acreage required neither in the marina or the port area and that necessitated the removal…,” as he confirmed the costs were now also included in the new US$96 million.

The also noted that they (Halcrow) were not required to do an Assessment but merely to do the design for its removal to facilitate the port.

traffic light had been installed to facilitate the traffic.

The work has been progressing steadily, but every person who we spoke to had almost the same comment.

“They seem not to know what

they are doing.” However one of the senior workers on the site said, “…everything that is being done here is according to plan but it is taking time.”

The bridge construction began in early October.

The road project has been the subject of much discussion and has been delayed or affected by the trucking involved with the sand-mining, which according to H.E. Governor Davis, it has been suggested

should be referred to as ‘aggregate mining’.

Legislation has been enacted to force a limit on the weight the trucks can haul on the roads, supposedly clearing the way for the resurfacing to begin. This however Public Works officials have said will not begin until the new year.

Meanwhile, another part of the project which has also been progressing even more steadily is the widening and preparations of the stretch from Cudjoe Head down towards Brades. The workers have now past the Red Cross building and are just opposite Tina’s restaurant.

Director of Public Works Ron Beardsley however explained that motorists should also note that in addition to the lights, they should take note of road signs which show ‘Road Works Ahead’and take caution as they approach the works.
