CounCil Committed to taCkling violenCe against women

Sheffield City Council has published its Domestic and Sexual Abuse Annual Report which demonstrates the efforts and commitment to tackle violence against women and girls by the Council working alongside a range of other partner and organisations in the city. The report highlights the positive outcomes achieved for individuals who use a range of services, recognising the Council’s commitment working with organisations across the city to provide effective support, improve safety, and foster long-term change for victims and survivors of abuse. It includes some key statistics which demonstrate the breadth of the work that services commissioned by Sheffield City Council undertake to support women and girls:

• 11,000+ calls were handled by the Sheffield Domestic Abuse Helpline (run by Independent Domestic Abuse Services).

• 88 safe accommodation units provided citywide

• 99.2% of service users stated that they were helped by commissioned services

• 1,559 professionals were trained in domestic abuse response and prevention

• More than 400 Sheffield residents engaged in consultations (in person and online) for the Surviving to Safety Strategy which aims to continue the work to tackle domestic and sexual abuse and violence against women and girls and reduce the harm caused to people, families and communities

• 10 commissioned service contracts and grants funded multiple specialist providers, ensuring a city-

wide approach and support for victims/ survivors.

Additionally, South Yorkshire Police, Probation, Youth Justice and behaviour change programme provider Cranstoun worked to manage the risk from perpetrators of abuse

• 524 young people attended sessions on healthy relationships and consent delivered by Community Youth Teams

• Learning from Domestic Homicide Reviews has resulted in new practice guidance being published on adult family violence and the use of interpreters in Domestic/Sexual Abuse cases and post-separation abuse.

“This year’s annual review shows how a partnership approach has been essential to providing much needed support, that has been welcomed by those who use domestic and

“As a White Ribbon Council we aim to make Sheffield a safe and equal place for all. We will never be silent about violence against women and girls in our city.” - Councillor Fran Belbin, Deputy Leader of Sheffield City Council

In Sheffield implementing the White Ribbon action plan has meant:

• Commissioning effective and high-quality support for victims/survivors, children and young people and people causing harm who want to change their behaviour, reaching thousands in the city each year.

• Continued roll out of the Safe and Together model in Children’s services.

• Developing website pages, internal and external toolkits and including White Ribbon information with 25/26 Council tax letters.

• Promoting the campaign to First Point Howden House customers on White Ribbon Day in November each year.

• Partnership working to encourage other organisations to engage with the programme including schools and colleges.

White Ribbon UK is part of the global White Ribbon movement to end men’s violence against women. White Ribbon works with individuals, organisations, and policy makers towards wholesale culture change to prevent violence before it starts.

Accreditation to White Ribbon lasts for three years. Sheffield City Council received accreditation in 2022 and approved a twoyear action plan in 2023.

LIMITED TICKETS LEFT TO SEE ELECTRONIC PIONEERS KRAFTWERK

Electronic music pioneers Kraftwerk are bringing their ground-breaking live show to Sheffield on Friday 29th May 2026.

After recently completing a hugely successful worldwide concert tour including a festival stealing appearance at Coachella, Kraftwerk legend Ralf Hütter is pleased to announce a new UK and Ireland tour for 2026, their first UK tour since 2017.

Back in June, Kraftwerk wowed UK audiences with a one-off performance at the Forever Now Festival in Milton Keynes, their headline slot illuminating the post punk bill to such

an extent that The Times commented “Even now, almost 60 years into their career, Kraftwerk are still waiting for the world to catch up with them. Not so much post-punk as post-everything, their techno-utopian machine symphonies will forever sound like the future.” Now Kraftwerk and the much-celebrated robots return to the UK bringing with them their constantly upgraded Multimedia Tour which began back in 2012 at the Museum of Modern Art in New York. Part performance, part digital installation, the Kraftwerk live show is an unmissable

audio and technological spectacle.

Led by founder Ralf Hütter, Kraftwerk will play selections from across their 8 classic albums: Autobahn (1974), Radio-Activity (1975), Trans Europe Express (1977), The ManMachine (1978), Computer World (1981), Techno Pop (1986), The Mix (1991) & Tour De France (2003). Each chosen composition is accompanied by state of the art graphics enhancing the monumental beats and melodies into something that makes for a truly transcendental experience.

Starting with the retrospective of their

Catalogue at the Museum of Modern Art in New York in 2012, Kraftwerk’s 3-D concert series has travelled the world since, calling at numerous venues among them Tate Modern Turbine Hall (London), Akasaka Blitz (Tokyo), Opera House (Sydney), Walt Disney Concert Hall (Los Angeles), the Montreux Jazz Festival (Montreux), Fondation Louis Vuitton (Paris), Neue Nationalgalerie (Berlin) and Guggenheim Museum (Bilbao).

The multi-media project Kraftwerk was started in 1970 by Ralf Hütter and Florian Schneider. They set up their electronic

By the mid 1970’s Kraftwerk had achieved international recognition for their revolutionary electronic soundscapes and their musical experimentation with robotics and other technical innovations. With their visions of the future, Kraftwerk created the soundtrack for the digital age of the 21st century. Kraftwerk’s compositions, using innovative techniques, synthetic voices and computerised rhythms, have shaped electronic music for

the past 50 years. They are simply the greatest electronic act of all time, and their DNA is everywhere – be it The Weeknd, Daft Punk, the Chemical Brothers, Justice, Gorillaz, Depeche Mode or seemingly every act that’s ever picked up a synthesizer, they all owe a debt to Kraftwerk. In 2026, multi-media artist Ralf Hütter and his team return to the UK to beam us into the future as only they can do.

chewing gum clean-up re-start a heart day!

Work is underway on a number of city centre streets to clean the pavements of unsightly chewing gum and staining.

The targeted clean-up process, which is being carried out by Sheffield City Council, was made possible following a £27,500 grant from the Chewing Gum Task Force, established by DEFRA and run by Keep Britain Tidy. The council is one of 52 local authorities who have benefitted from this grant and the clean-up operation will focus on several locations that has a thriving nighttime economy and will supplement the cleaning work already carried out by Amey under the Streets Ahead PFI contract.

Contractors from specialist cleaning firm, Nordic Products and Services Ltd have already been out on Carver Street and Division Street and in the coming weeks, pavements on Rockingham Street and Westfield Terrace will also see chewing gum, and resulting staining, removed.

Once the clean-up work has been completed, gum littering prevention signs, provided by Behaviour Change, will be installed reminding people to dispose of their gum appropriately rather than dropping it on the pavements.

Cllr Joe Otten commented: “We want to clean up the pavements at popular night-time destinations which have been tarnished by people dropping chewing gum and bring the streets in line with the on-going development of the city centre. Chewing gum on pavements can cause a nuisance as not only does it look unsightly, but it can end up on the soles of people’s shoes which can be incredibly difficult to remove. I’ve seen the clean-up on Carver Street and what a difference it has made to the area, so I’d urge people who do chew gum to make sure they dispose of it properly in bins rather than dropping it on the streets.”

It is estimated that the annual clean-up cost of chewing gum for councils

in the UK is around £7 million and, according to Keep Britain Tidy, around 77% of England’s streets and 99% of retail sites are stained with gum. Meanwhile the winners of Best Council Property Gardens were received at the Town hall. The Right Worshipful Lord Mayor of Sheffield, Cllr Safiya Saeed, and Sheffield City Council’s Director of Housing James Clark were present to meet the winners and runners up and find out about the incredible gardens they have nurtured at their homes. Refreshments were then served at Sheffield Town Hall. The five best entries in each category were invited to the event, where the winners and runners up received their prizes.

The categories were:

Best garden:

• Winner – Emma and Tony

• Runner up – Jason, S5

Small space:

• Winner – Adam, S6

• Runner up – Charmian, S8

People’s choice:

• Special award - Dolly, S14

Special recognition:

• Cheryl – S2

In total, 47 gardens entered and were judged by the Housing Service.

Councillor Douglas Johnson said: “The aim of the competition was to encourage as many Council tenants to enter as possible. It was about celebrating those who take pride in their spaces, and perhaps get their friends, family, neighbours and even the community involved in nourishing these spaces for everyone to enjoy.

Every green space is important – every one of them was a worthy entrant. I was lucky enough to visit some of these and show the amazing work being done to share the love of gardening with others.

Gardening is great for both physical and mental wellbeing.”

Yorkshire Ambulance Service will equip more than 40,000 students across the region with a life-saving superpower in just seven hours on Restart a Heart Day. More than 800 off-duty ambulance staff and volunteers will visit 180 secondary schools - more than ever before - on Thursday 16 October 2025 to teach CPR and how to use a defibrillator with a new 10-minute training video, starring Sheffield Paramedic Tristan Metcalfe. Students at 42 schools in the Barnsley, Doncaster, Rotherham and Sheffield areas will be among those learning the skill which can double the chances of someone surviving a cardiac arrest.

People living in South Yorkshire are also being urged to watch the video, created in partnership with Leeds-based digital learning specialists, Dynamic, to give them the confidence to step up and act in the ultimate medical emergency.

Yorkshire Ambulance Service clinicians were successful in restarting 762 hearts in 2024. To increase this number, it’s vital that members of the public act immediately to perform CPR when someone has collapsed and stopped breathing.

Tristan Metcalfe, who stars in the video alongside BBC Sport’s Sam Harris, said: “CPR is really easy to learn and the impact you can have could literally be the difference between life and death for someone. We are really grateful to Dynamic for developing this fantastic video which shows just how straightforward it is to step in and make the difference in these situations where every second counts. I’m super proud to be part of helping others to learn this skill and of everyone who is getting involved with Restart a Heart Day. Together, we can help more people be confident to take action and potentially save a life.”

Every year in the UK, more than 30,000 people suffer a cardiac arrest outside of hospital - an alarming statistic made even more sobering by the fact that 80% of these incidents occur at home. Tragically, fewer than one in ten survive.

These figures highlight the urgent need for wider CPR knowledge, as anyone could find themselves needing to save the life of a friend, family member, or neighbour.

However, recent St John Ambulance research showed that a third of the British public are afraid to give CPR to a woman because they are worried about touching breasts. The same survey found that 38% of Britons said they would feel uncomfortable using a defibrillator on a woman, as its pads need to be placed on bare skin in the chest area, requiring the removal of a woman’s bra.

For the first time on Restart a Heart Day, Yorkshire Ambulance Service will be using female manikins for the CPR training at one of the participating schools to help break down barriers and stigma associated with providing life-saving assistance to women.

Jason Carlyon, Community Engagement Manager with Yorkshire Ambulance Service, said: “In a cardiac arrest, the technique for giving CPR is the same for both women and men. The issue is that women are less likely to receive bystander CPR in public than men are, which can lead to lower survival rates. By introducing anatomically accurate female manikins into our training sessions, we can highlight this disparity and normalise CPR on all body types to help overcome common hesitation.”

Over the last 12 years, Yorkshire Ambulance Service has provided CPR training to 270,153 students at more than 80% of Yorkshire’s secondary school on Restart a Heart Day, which is supported by the Yorkshire Ambulance Service Charity. Yorkshire Ambulance Service invites everyone to learn CPR by watching the new video at https:// restartaheart.yas.nhs.uk/ get-involved/cpr-trainingresources/ or via YouTube at https://www.youtube. com/watch?v=QMiV_ xoUcWA

all centred on promoting unity, our shared community and our common purpose. It’s a chance to stand together, to recognise all that we have in common, and to show the world that South Yorkshire is a place of compassion, connection and community.

Oliver Coppard, said: “South Yorkshire is a place defined by its strong sense of community, not by hostility or division. We are a place where people share hopes, dreams and ambitions. From our love of sport and music to our passion for the great outdoors, we are united by the things that bring us joy and hope. That’s why I’m inviting everyone across our communities to come together and reflect on all that we have in common. To celebrate our shared values and to stand firm against fear and hate.”

storm amy boosts levels

Rainfall from Storm Amy, which hit parts of Yorkshire over the weekend, resulted in a further boost to the region’s reservoir levels – meaning they have now increased for four weeks in a row.

Reservoir stocks increased to 52.9%, up from 46.2% the previous week. The last time reservoir stocks were over 50% was early July. However, reservoirs remain well below the 70.7% average for this time of year.

Dave Kaye of Yorkshire Water, said: “Over the last four weeks, we’ve had some periods of very heavy rainfall and a named storm, and thankfully, these have provided some muchneeded relief for our reservoirs, as well as groundwater sources and the region’s rivers. The drought permits we have in place around the region are also keeping more water in the reservoirs and allowing increased abstraction, both of which will help reservoirs stocks to recharge in the coming weeks and months. That being said, stocks are still

well below where they should be at this time of year, and we’re expecting another period of dry weather over the next week to 10 days. There is still a long way to go in terms of recovering from the driest spring and warmest summer on record. We’re hopeful that the recovery will continue through autumn and winter so that we are in a strong position as we approach spring and summer 2026. To allow our reservoirs to recover as much as possible, we’re continuing our efforts to tackle more than 800 leaks per week so that we can keep more water in the network. Once again we’d like to thank customers for their efforts to adhere to the restrictions, and for taking further steps to conserve water resources where they can.”

The hosepipe restrictions remain in place and will be lifted as soon as reservoirs have sufficiently recovered.

Joint Operation to Disrupt Illegal Tobacco Trade Carried Out in Doncaster

A number of residences and businesses were raided on Friday 10 October as part of a joint operation, led by the City of Doncaster Council’s Trading Standards service, to crack down on the illegal tobacco trade. Led by the council’s Tobacco and Alcohol team — and conducted in partnership with South Yorkshire Police, the Regional Organised Crime Unit, the Department for Work and Pensions (DWP), Immigration Enforcement and His Majesty's Revenue and Customs (HMRC) — this activity was carried out under a national initiative known as Operation CeCe.

The ultimate goal was to disrupt the illicit tobacco market by seizing any fraudulent cigarettes and vapes found, while also arresting the criminals responsible for the sale and distribution of these unsafe products in Doncaster.

Eight premises were raided, and five arrests were made as a result of the multiagency operation. If found guilty, those prosecuted here could face up to 10 years in prison and an unlimited fine.

Meanwhile, an estimated £160,000 worth of illicit

and-or counterfeit products — with a street value of £42,000 — have been confiscated from the raided premises. This seizure was comprised of 160,000 cigarettes (equivalent to 8,000 packets), alongside 52kg of hand roll tobacco, and over 1,000 counterfeit vapes.

Speaking about the successful outcomes, Glyn Jones, Deputy Mayor and Cabinet Member for Environment, Housing and Safer Communities at City of Doncaster Council, said: “Counterfeit tobacco products pose a serious health risk to the public, are often linked to organised crime rings, and can cause difficulties for honest business owners who actually respect the law. That is why we have zero-tolerance for their sale or distribution in any way in our city and will always take proactive steps to disrupt these illegal activities.

“Acting on reliable intelligence, our Trading Standards team have put in a lot of hard work behind the scenes, and I would like to thank the various partners involved in this operation, including the police, HMRC

colleagues, and various enforcement teams for their contributions. Thanks to their efforts, we have disrupted a harmful illegal market in Doncaster and managed to keep some unsafe products off the streets.”

Chief Inspector Joe Hunt said: “This type of criminality is often linked to organised crime groups responsible for bringing fear, violence and harm to our local communities.

“We will continue to work alongside partners to target those involved in these types of crime and keep our neighbourhoods and the people who reside in them safe from harm.”

If members of the public suspect a trader is acting illegally, they can report information directly to Trading Standards by calling the Citizens Advice Consumer Helpline on 080 8223 1133.

Meanwhile, for more information about the ongoing partnership work being done by City of Doncaster Council and South Yorkshire Police to keep our city centre safe, please visit https://www. yourlifedoncaster.co.uk/ safer-city

The CIU has issued a stark warning tothe Government, urging it to support members’ clubs in the upcoming 2025 Budget.

Mirroring the calls of the wider hospitality industry, the CIU would welcome a fundamental reform of business rates, a reduction in VAT for the hospitality sector and a cut to employer National Insurance contributions.

The Union argues that without this vital assistance, the future of these community hubs is in serious jeopardy. The CIU points out that members’ clubs

are a unique and vital part of the UK’s social fabric. Unlike commercial pubs, they are not-for-profit organisations, reinvesting any surplus directly back into their facilities and the communities they serve. They provide affordable social spaces, host charity events, support local sports teams, and act as a crucial meeting point for people of all ages, thus helping to combat loneliness and social isolation.

CIU President Ken Roberts CMDACM emphasised the foundational role of clubs, stating: “For generations, our

clubs have been the bedrock of countless communities across the nation. “Week in, week out, our volunteers and staff work tirelessly to provide a safe, affordable and welcoming environment.

“We are more than just a place to have a drink; we are community centres, a place to hold family celebrations and mark milestones, a haven for friends and families in which to socialise safely.

“But our clubs are an institution under threat from soaring costs. The Government must recognise our value

and provide the support we need to not just survive, but to continue thriving and serving our members.”

The CIU highlights that the current business rates system is fundamentally unfair, punishing bricks-and-mortar community venues with bills that bear no relation to their not-for-profit status or their current viability.

It argues that a reduction in VAT from 20% to 12.5% for hospitality would bring the UK in line with other European nations and provide immediate cashflow relief, while a cut in

employer National Insurance contributions would help clubs retain staff and manage rising wage bills in clubs.Alongside its budget demands, the CIU is launching a campaign calling on its member clubs to take direct action.

Clubs are being urged to contact their local Members of Parliament, invite them down for a visit, and demonstrate first-hand the vital work they do.

“We need every MP to see what we see,” added Mr Roberts.

“The best way to understand

our value is to walk through our doors, meet our members, and see the community in action. “We are calling on all our clubs to extend that invitation. Let’s show Westminster the real, positive impact we have on the ground every single day.”

The message from the CIU is clear: members’ clubs are a vital asset worth protecting, and the 2025 Budget coming up in November is a critical opportunity for the Government to prove it supports them.

millers win away

Rotherham United showed their powers of recovery to earn their first away victory, and their first points on their road following a stirring second-half fightback which pegged back in-form Northampton Town, thanks to second half goals from Joe Rafferty and a last-gasp worldie from Josh Benson. The Millers looked to heading for more away day misery when Sam Hoskins netted from the spot to give the Cobblers a halftime lead. However, Hamshaw’s men –who themselves have lost half-time leads to AFC Wimbledon and Mansfield Town recently – turned the tables this time with a comeback of their own when Rafferty popped up with his first goal of the season, and just his second in Millers’ colours to level matters. There was further drama to come, however, when

Benson’s perfectly struck free-kick sent the noisy band of Millers fans into delirium behind the goal.

Northampton –arguably against the run of play - were given an opportunity to take the lead on 26 minutes when they were awarded a penalty. There looked little danger for the Millers when a ball was played in the path of Kamarai Swyer, who looked to get the ball under his spell in the box before losing his footing after being brushed aside by Jules, and the referee – to the amazement of the away fans behind the goal – pointed to the spot. Hoskins – a onetime Millers loanee during their Don Valley Stadium days –was entrusted with the responsibility from 12 yards, and he made no mistake by firing into the heart of the visitors goal, evading the dive of Cameron Dawson.

However Rotherham levelled matters in the second half when Baptiste delivered centre into the Cobblers box, and Hugill kept the ball alive by playing the ball across goal, and Rafferty was the unlikeliest of recipients, when he ghosted in at the far post to fire high into the roof of the home net. And Rotherham snatched the allimportant winner from a free-kick. Benson – who has looked a constant threat from set-pieces all season – showed his prowess once again when he weighed up his options, before striking a lovely effort which curled over the Northampton wall, and his pinpoint effort arrowed into the bottom corner of the home net beating the desperate dive of Ross Fitzsimons.

Grant McCann has warned his players that can no longer afford any loyalty towards any individuals as Rovers continue to underperform. The Rovers boss was furious with the performance in the 4-0 defeat at Leyton Orient and promised that change is coming as he seeks to get the group back on track in. “We have to learn as a group and in that I include me, the staff and the players because we’re coming up against better players and better teams,” he said. “I have a belief in this group and for whatever reason the boys are not believing in themselves and that’s on me. I’ve said to the lads that I’ve been loyal to quite a few of them but things will change because I’m not happy to be sat where we are in this division. I’m no happy to have not won in four or five games. It’s not what I’m about. Things are going to change. If people don’t want to go the hard yards, the extra yards, take the contact, take the hits, then they can sit in the stand and watch the game because it’s not

what Doncaster fans deserve. I’ve put that team on the pitch and it hasn’t performed so ultimately that falls on me.”

McCann pointed to Orient goalscorers Dom Ballard and Aaron Connolly as examples of the standard that must be reached in order to compete at League One level. And he said any players not aspiring to such levels would be shown the door. “This is what this league is about - it can punish you when you’re not at it as we weren’t for 45 minutes,” he said. “Yes, we passed the ball about and stuff like that but we got to the top end of the pitch and they just brushed us off. I’m not aiming at any individuals - it’s all of us. Orient go to the top end of the pitch and Connolly wins a corner, wins a free kick, darts past his man. And Ballard does the same. That’s the levels and our players need to get to those levels. If they don’t, it’s very simple. It’s a conversation then for me, Gavin and Terry to have to say that. We believe they are. It’s about the players believing they can play at this level.”
