CHEMICAL NEWS GAIL SUBSIDIARY SIGNS SOURCING AGREEMENT TO PROCURE 2.5 MTPA OF LNG New Delhi : GAIL (India) Limited's subsidiary GAIL Global USA LNG LLC (GGULL) has signed a sourcing agreement with US-based company WGL Midstream Inc. (WGLM) for procurement of natural gas required to produce about 2.5 MTPA of LNG at the Cove Point Terminal located in Maryland, US. The definitive gas sale and purchase agreement has been signed for a period of 20 years and supplies are expected to commence from late 2017 when the LNG terminal, in which GGULL holds liquefaction capacity, becomes operational. Commenting on the development, B. C. Tripathi, CMD of GAIL, said “We are delighted to partner WGLM which is a part of a group having a rich history of over 160 years in natural gas supply business in the mid-Atlantic region.

This agreement is another milestone towards GAIL's efforts in sourcing of LNG to meet the rising demand of gas in the Indian market. We are now in the process of chartering of LNG ships thereby entrenching our presence across the complete LNG supply chain and bring more value to the Indian customers”.

LUBRIZOL TO BUY WEATHERFORD'S OILFIELD CHEMICALS & DRILLING FLUID BUSINESSES Cleveland, USA : The Lubrizol Corporation, a Berkshire Hathaway company, has signed an agreement to acquire Weatherford International's oilfield chemicals business, known as Engineered Chemistry and its drilling fluids business, known as Integrity Industries. The addition of these two businesses provide Lubrizol with a more significant footprint in the $20 billion oilfield chemicals business and more importantly, extensive applications experience and end-user relationships. Engineered Chemistry supplies additives and fluids for a range of oilfield activities, including cementing, drilling, flow assurance and fracturing. It offers chemistry expertise to solve problems throughout the oil and gas drilling process. The business consists of a core manufacturing and research organisation which supports a global field distribution network. Integrity Industries manufactures drilling fluid systems, including diesel, mineral oil and synthetic oil based fluids. Headquartered in Kingsville, Texas, Integrity Industries operates approximately 14 locations.

that its main subsidiary Tecnimont SpA has signed a memorandum of understanding (MoU) with Cronus Chemicals LLC which will be converted into an EPC contract to build an ammonia and urea plant located in Tuscola, Illinois.

Headquartered in Chicago, Cronus is a company led by industry veterans with decades of experience in the development, manufacturing and marketing of fertiliser products.

Cronus is developing a major nitrogen fertiliser plant near Tuscola, Illinois.

MET will book the project upon financial closing. The value of the engineering, procurement, and construction (EPC) activities to be executed by Tecnimont through one of its subsidiaries will be of approximately $ 1.5 billion, subject to detailed definition of the contract's terms and conditions.

The project shall consist of an ammonia and urea plant with a production capacity of 2200 mtpd (metric tonnes per day) of ammonia, 3850 mtpd of urea, as well as the equipment necessary to produce DEF (Diesel Exhaust Fluid). The plant intends to use KBR's technology for ammonia and Stamicarbon's – Maire Tecnimont Group's licensing and IP centre – for urea. Tecnimont will partner with strategic US construction players to execute the project. Project completion is expected to occur within 37 months after the EPC contract enters into force. With this agreement Maire Tecnimont Group further expands its activities in North America, and confirms its distinctive capabilities in managing large complex turnkey contracts, as well as in leveraging synergies among its main subsidiaries.

o maintain domestic production of urea in the country, Fertilizer Ministry will soon move a Cabinet note for continuation of subsidy to three closed naphtha-based urea plants, including that of a UB Group firm. These plants have been shut for about two months after the government discontinued subsidy on urea produced from costly naphtha as feedstock with effect from October 1. A proposal to reinstate the subsidy follows demands from Karnataka, where one of the three plants — that of Vijay Mallya-led UB Group firm Mangalore Chemicals & Fertilisers (MCFL) — is located.

The other two plants belong to Madras Fertilizers and Southern Petrochemical Industries Corporation (SPIC).

“Karnataka Chief Minister Siddaramaiah requested for restarting the MCFL, I explained (to) him the subsidy burden as urea's cost of production using Naphtha as feed- stock is around Rs 40,000 per tonne, whereas in case of gas it is around Rs 15,000 per tonne. We will propose to Union Cabinet to consider this issue,” said Fertiliser Minister Ananth Kumar. The gas pipeline infrastructure to MCFL has not been set up yet, prompting Karnataka to demand continuation of the subsidy for the company's plant. In August, the Cabinet Committee on Economic Affairs had approved continuation of production of urea from Madras Fertilizers, MCFL and Southern Petrochemical Industries Corporation using naphtha as feedstock for three months ending on September 30. Kumar said, the proposal would be moved to the Cabinet as the objective is to maintain the present domestic production level of urea in the country. Meanwhile, MCFL is the only fertilizer plant in Karnataka and is takeover target of Deepak Fertilisers and Zuari Group. On October 1, MCFL had informed BSE that the plant has been shut from October this year due to expiry of permission given by the government for production of farm nutrient from high cost feedstock naphtha. The closure of these units will necessitate higher urea imports by 1.5 million tonnes, which will result in higher prices for entire urea imports of more than 9 million tonnes. It will also result in the loss of jobs and render the capital assets nonproductive. Three southern states of India (Tamil Nadu, Kerala and Karnataka) will be completely devoid of production of this vital fertiliser.

Moreover, the difference in the cost of production of urea based on LNG and naphtha is not significant. Around one third of gas-based urea production is based on imported LNG. Further, investment in the revival of one plant will be almost Rs 5000 crore. All the shutdown plants proposed to be revived have no gas pipeline connectivity. The three naphtha-based urea units, which are energy efficient and have very low fixed cost, should be allowed to operate till the gas supply is arranged.

This will avoid large scale unemployment, and increase dependence on imports.

The government should give priority to the allocation of domestic gas for production of fertilisers without any distinction of products, because there is no distinction between urea and complex fertilisers for application of nitrogen to increase agriculture productivity. The government had taken cognizance of reasonability of allocation of gas to NP/NPK plants and had allocated gas to the complex fertiliser plants. But, there seems to be rethinking on the issue to single out complex fertilisers and not to encourage domestic production of these products. The government has been insisting that all the fertiliser companies should switch over to gas from other liquid fuels so that the fertilisers are available at competitive prices. However, the proposal of withdrawal of the allocation of gas will push the P&K sector to switch to LNG. India imported 1.3 million tonnes of ammonia in 2012-13 in spite of poor capacity utilization of 6I% of complex fertiliser plants. The country would need to import more than 2.5 million tonnes of ammonia if NP/NPK plants operate at I00oh capacity utilization.

Any reduction in the production of domestic ammonia will increase dependence on imports of ammonia and finished products like DAP and NPKs. Not providing domestic gas to the P&K fertilisers will be contrary to the efforts to reduce dependence on imported raw materials and fertiliser products.

CHEMICAL MACHINERY ARTICLE of previously outsourced sheet materials into Lamons' plant in India; * Right-sizing the operations in Brazil via plant consolidation to reflect the current demand; * Increasing development and sales of highly-engineered gasket and bolts products; * Continuous lean and productivity projects including yield improvement programs; * Decreasing the cost structure of standard products by reducing material costs, scrap and labor costs; and Implementing improved sales inventory and operations planning (SIOP) processes to ensure cycle time and inventory reductions.

In addition, TriMas has approved a preliminary recommendation to move a portion of the gasket and fastener operations from its Lamons Houston facility to a new Lamons facility in Mexico. The Houston facility currently manufactures gaskets and fasteners for the petroleum refining, petrochemical, power generation, and pulp and paper industries. As TriMas evaluates and develops plans for this business, it has become convinced that it needs to improve its operating model to enhance the competitiveness of this business.

This is a preliminary recommendation and not a final decision. The Company will be evaluating this recommendation over the next several weeks and plans to have a final decision on or before January 2, 2015. If a decision is made to move some of this production, the transition would not occur immediately. Rather, it would extend over 2015.

COMMERCIAL AND TECHNOLOGY CENTER IN MEXICO : Celanese Corporation, a global technology and specialty materials company, today announced as part of its 70th anniversary of doing business in Mexico, the company will invest in a new Celanese Commercial and Technology Center in Mexico. This commercial and technology center will support the growth of Celanese customers in Latin America, advance the technical capabilities of the Celanese product portfolio, and ensure the company is growing with its global customer base.

Celanese began cellulose derivatives manufacturing operations in Ocotlán, Jalisco, in 1945, and since then has built a world-class chemicals production site in Cangrejera, Veracruz, and a logistics facility in Coatzacoalcos, Veracruz. With the opening of a commercial and technology center in Mexico, Celanese will be positioned to offer customers a diversified portfolio of products and solutions – from intermediate chemicals and engineered materials, to technical expertise and support.
