Proposed changes to voluntary withdrawal policy raise student ire U of M senate votes to delay course drop policy, explore student suggestions ETHAN CABEL, STAFF

C

hanges to the University of Manitoba’s voluntary withdrawal policy have raised the ire of students who argue that more leeway should be given to those who drop courses for legitimate reasons.

At the Jan. 6 meeting of the U of M senate, a motion was proposed recommending the university’s voluntary withdrawal policy be revised to make it more difficult for students to retake courses they previously dropped.

The motion was delayed through a senate vote after efforts by students to ensure their concerns were properly addressed in the new policy.

Currently, students are able to add and drop courses with no penalty attached during a two-week registration revision period after the first day of classes. Once the revision period is over, students may voluntarily withdraw from courses up until a set deadline.

Voluntary withdrawals carry several negative consequences. The withdrawal is recorded on students’ final transcripts and fees attached to any dropped course must be paid in full. However, students who decide to voluntarily withdraw from a course are able to re-take the class without difficulty and often ahead of those who are taking the course for the first time.

Students are permitted to drop courses up to a limit of 30 credit hours, though the university is largely incapable of enforcing this restriction through its current Aurora student system.

According to notes presented at the senate meeting and prepared by David Collins, vice-provost of integrated planning and academic programs, the U of M has averaged 17,445 voluntarily withdrawals per year for the last five years. Of these course

drops, 65 per cent are associated with first-year courses while 25 per cent are associated with second-year courses.

The number of students repeating courses they have previously dropped has been similarly high, averaging 14,188 over the last five years.

Moreover, students who use manual course overrides to repeat courses in order to improve their grade reached 16,589 in 2014/15.

“This is not to say that there should not be the opportunity to voluntarily withdraw – but not without reasonable limits and not without some checks to keep students on track.”

The reasonable limits recommended by Collins for the voluntary withdrawal policy are twofold.

First, allowing students to drop as many courses as they would like, bypassing the administrative burden of tracking the number of credit hours dropped by any particular student. And second, by restricting the ability to re-enrol in courses that students have previously dropped.

The second recommendation involves the creation of a limited access period immediately following the regular registration period.

Students who have dropped a course previously and wish to register again must wait until all new registrants are given a chance to enrol before they are able to do so.

Student opposition

Students first heard of the specific proposal at the Nov. 19, 2015 meeting of the senate committee on instruction and evaluation, which has representation from four students, including Rebecca Kunzman, vice-president advocacy for the University of Manitoba Students’ Union (UMSU).

Although all four students voted against the proposed changes at committee, the motion was forwarded for inclusion in the agenda for the Jan. 6 senate meeting. Students are outnumbered by academic staff, who hold seven of the committee’s 11 seats.

14-storey apartment complex planned for a property adjacent to the University of Manitoba campus is expected to add more than 200 units to the student rental market.

Developer Rise Real Estate is leading the project planned for 2525 Pembina Highway, at the corner of Pembina Highway and Bison Drive, currently occupied by a Dairy Queen restaurant.

The building is projected to accommodate 224 units, along with amenities including a gym, more than 200 bicycle stalls, and 52 parking spaces.

Janice Lukes, city councillor for the South Winnipeg-Saint Norbert ward, said the proposed development will fill the need for student housing in the area.

“I’m extremely excited about it because it is going to provide safe, clean living conditions for students,” she said. “It’s a model that is different than anything we have in the city.”

Lukes has been working to combat illegal rooming houses in the commu-

nities surrounding the U of M campus and co-chairs the Stakeholders’ Rental Housing Association, which includes representation from the province, the university and the University of Manitoba Students’ Union, among others.

The proposed site must be rezoned from commercial to a multi-unit residential property before the development can proceed.

Under the proposal, rooms in the building will be rented individually, said Gavan-Koop, explaining a unit of three bedrooms would have three separate lease agreements. She said it’s too early in the process to speculate on the potential cost for a room.

The consultations began in October of last year with the creation of a behavioural policy review website, where the proposed revisions can be viewed and feedback submitted.

According to Gottheil, a number of presentations have been made, including presentations to the student experience committee, UMSU council and senior sticks, the U of M senate, the sexual assault working group (SAWG), and others.

Once the consultation phase has concluded, the working group will submit their revisions to the senate and the board of governors.

Gottheil says the group aims for final approval by May 2016, so the revised changes can be incorporated into the 2016-2017 academic calendar.

According to Kunzman, UMSU has submitted their initial comments and questions to the working group and has secured a seat on the review committee as the voice of student input.

“We’ve been doing everything we can to raise awareness about sexual assault on campus, and I think, very much so, the university is tuned into that dialogue and is a part of that conversation,” she said.

According to data collected using the monthly reports published by security services at the U of M, there were five cases of sexual assault reported in the last year. However, experts warn that sexual assault is often underreported on university campuses and that low rates of reporting might actually signal an unwelcoming environment for members of the university community to report.

Columbia’s (UBC) lack of a specific sexual assault protocol has generated significant controversy over the past several months.

The university came under fire for its handling of multiple allegations of sexual assault levelled against a former PhD student after the story broke on CBC’s documentary series the fifth estate. In response to the documentary, an independent review of the university’s sexual assault policy is currently being conducted.

Jenna Omassi, vice-president academic and university affairs of UBC’s student union the Alma Mater Society (AMS), told the Manitoban that the union had been pushing the university’s administration to address its sexual assault policy long before the CBC documentary aired.

“We had already been working on a number of pieces, but we at the AMS did not create specific responses to the media event because [...] sexual assault and prevention is something that affects thousands and thousands of students across Canada,” Omassi said.

In December, the AMS created an external policy on sexual assault which made a number of requests to the university. These included asking the university to review its processes and protocols surrounding sexual assault, bolster education, and provide specific definitions.

“As long as the university is looking more holistically at their processes and thinking about implications on all survivors, that is the only way that their revamping of processes can be effective,” Omassi added.

Cameron Neufeld, manager of parking services at the U of M, told the Manitoban that drivers parking without paying created a major problem for parking services.

“Each time a vehicle parks on campus without paying, it prevents a paying customer from accessing that stall [...] Customers are then forced to relocate to another parking lot or sit and idle while they wait for a parking stall to open, causing drive aisle congestion and unnecessary vehicle emissions,” he said in an email.

“Our new fine for theft of service is still considerably lower than many other Canadian universities, but we did feel that an increase to the fine would help us prevent seeing further increases in instances of theft of service.”

Neufeld emphasized that the increased citations are not a cash grab for the university but rather are meant to provide strong incentives to obey existing parking regulations.

“Our hope is that the increase in the fine amounts will help persuade

more people to follow the regulations,” he said.

“If the increase in fines produces an increase in revenue, we will apply that revenue towards our ongoing mission to meet our community’s transportation needs by providing environmentally sustainable, innovative, and professionally managed parking and transportation options.”

According to Neufeld, parking services consulted several stakeholders on campus before proposing the citation changes, including the University of Manitoba Students’ Union (UMSU).

Jeremiah Kopp, UMSU president, told the Manitoban that the union is supportive of the changes.

“If the citation is being given unfairly then there’s an appeal process for that, but in my mind if you’re parking in a handicap stall unnecessarily then you should be prepared to pay the consequences,” he said.

“There are a lot of students who pay a lot of money to have the privilege to park on campus and they should have the confidence that the rules will be enforced to protect their investment.”

tudents of the Université de Saint-Boniface (USB) – the only publicly funded post-secondary institution in Manitoba without on-campus day care – are hopeful the university’s administration will commit to establishing on-site care in the near future.

Manitoba’s only Francophone university received criticism last year after its board of governors decided not to pursue a proposed a multimillion dollar child care centre after provincial funding for the project didn’t come through.

A request for $600,000 in funding was denied when provincial authorities wren’t convinced the university could raise the balance and begin construction within a two-year window. The university’s student union, Association Etudiante de L’Université de Saint-Boniface, also committed to raising $700,000 toward the project over a five-year time frame.

A previous bid to include an oncampus care centre in an expansion project was derailed in 2007 after federal funding was denied. The expansion carried on without the centre.

Proposed in 2012, the most recent effort – the Centre of Excellence for Children, Families and the Community – was planned not only as day care to be used by staff, students and the community at large, but was also intended to be used as a training centre for child care workers.

She is one of the students who took on an advocacy role for the proposed child care centre.

Asseray and Stéphanie Rouet are part of a group of students from a social work class who promoted the project. They explained that some students created posters, while others sent letters to the editor of La Liberté, created a Facebook page, and talked with agencies.

“I think we need to reaffirm the will that it is a good decision and it’s a responsible decision for the university community, the student community, and the staff community to have the children on-site,” said Rouet.

n a recent CBC interview, Howard Sapers, the Correctional Investigator of Canada, outlined some of the most recent statistics on prison populations and incarceration rates in Canada. They show dramatic increases in the number of Aboriginal people incarcerated in Canada, which can only be described as proof of the systemic racism inherent in our country’s judicial system.

Twenty-five per cent of the incarcerated population in federal correctional facilities are of Aboriginal ancestry. In the Prairie provinces, this rises to 48 per cent. When looking at Aboriginal women independently, over 36 per cent of women in Canadian prisons are of Aboriginal ancestry. To put this into perspective, Aboriginal people made up 4.3 per cent of Canada’s population in 2011 (the year of the last census).

These numbers are staggering, but even more so when compared to the statistics from previous years. Thirty years ago, only ten per cent of inmates were Aboriginal people.

Although the population of Aboriginal people in Canada has been growing, the Aboriginal population in Canadian correctional facilities has been growing at a far more rapid rate than that of the general population. There remains a strong sentiment among Canadians that rac-

The University of Manitoba’s resident parasitologist Researcher profile: Jillian Detwiler JEREMIAH YARMIE, STAFF

Detwiler is an assistant proJillian fessor in the department of biology

at the University of Manitoba. As an evolutionary ecologist, Detwiler researches host-parasite interactions.

“My research focuses on the impacts of host ecology on parasite distributions – especially the distribution of parasite genetic variation,” Detwiler told the Manitoban.

Her lab looks at flatworm parasites with complex life cycles – while they use mammals and birds as their final hosts, the parasites require intermediate hosts like snails, amphibians, and even larger worms to survive.

Parasites with complex lifecycles are very different from “specialists” – parasites that are highly adapted to a specific host. Detwiler’s lab looks into the biological benefits of being either a “generalist” (less dependent on a specific type of host) or a “specialist.”

“We’re actually finding that some parasites are using more than one snail species as their intermediate host, which is exciting because it goes against the paradigm in the scientific literature,” said Detwiler.

Her lab combines field and benchtop molecular work to create a unique research experience.

“We couldn’t have one without the other,” said Detwiler. “For me, evolution and ecology happens in the field – it’s ground zero.”

She completed her undergraduate studies at the University of Nebraska, where she initially majored in piano performance.

How does a music student become

a parasitologist?

“As a music major, you had to take one science class. I didn’t want to just take intro biology, so I convinced my adviser to let me take a class called biodiversity,” said Detwiler.

Her biodiversity professor asked all of his students to come to his office to talk to him for five minutes – just to get to know his students a bit better.

“I walked into his office and he had pictures of parasites everywhere, copies of covers of the New Yorker, watercolour paintings [...] He started talking to me, and he said, ‘Oh, you’re a music major. How does a music student become a parasitologist?

Her future supervisor said her work ethic, drive, and creativity as a music major would translate well to science – especially having perseverance when troubleshooting problems.

“Of all of the places I could have gone to university, I went there. There were other sections of that class and I just happened to have picked him.”

“A lot of the other professors on that campus would have never recruited me, and I needed to be recruited,” said Detwiler.

a double major in music and biology.

She also received a master’s degree from the University of Nebraska before moving to Purdue University in Indiana for her PhD. Detwiler has a couple of favourite parasites, like any parasitologist should. The first is the Dicyemida.

“They’re so weird: they don’t have excretory, digestive, nervous, or circulatory systems,” said Detwiler.

Dicyemida are found parasitizing the kidney-like appendages of cephalopods like octopuses. Not only are they weird, but they have a cool host.

The second is the pentastome.

Pentastomes are odd because they are endoparasitic crustaceans, which means they are found inside the bodies of their hosts. Most parasitic crustaceans are exoparasites, and found on the host’s surface.

Detwiler has even found pentastomes inside the lungs of geckos in Texas, where she did a post-doctoral fellowship at Texas A & M University.

One of the only fossils of a parasite is of a pentastome. The fossil dates back to the Cambrian period – about 400 million years ago.

In the past, Detwiler has called New York, Colorado, Ohio, and South Dakota her home.

When asked about her favourite things about Winnipeg, she said, “The people I have met here are great – my neighbours, my colleagues, and my students.”

ecent studies have shed some new light on why almost dying feels like it does, but it’s not what you might think.

The study on the link between near-death experiences and cardiac arrest explains that the heart and the brain make unusual connections when your brain believes it’s about to die, and that it might be a lot less beneficial than it feels.

Further studies show this flash of feelings might be detrimental to the patient’s chances of surviving

Near death experiences sometimes occur when an individual is facing impending death. Usually the experience is characterized by unusual sensations such as warmth, calmness, sensing the presence of a light, or outof-body detachment.

What happens after you die?

Accounts of people who have escaped death seeing white lights, passed-on family members, and green fields have been the center of debates concerning the existence of the afterlife for decades.

However, science says the process may go like this: your heart slows down, even stops, and your blood stops flowing. Your brain panics and starts an intense and erratic burst of hormone activity.

Some of the hormones include dopamine, the feel-good hormone you get when you keep a healthy exercise regimen or become a drug addict, amongst other things.

Another is norepinephrine, which bumps up your heart rate and makes you very aware. This mixed bag of hormones is pretty euphoric, and it very well might be a scientific answer to many claims of feeling peaceful or even joyful just before being resuscitated.

While this is all well and good, further studies show this flash of feelings might be detrimental to the patient’s chances of surviving.

A study performed by the University of Michigan medical school using rats showed that these brain signals synchronized with the rats’ heart rhythms. Blocking these brain signals, however, actually turned out to delay ventricular fibrillation, also known as an uncoordinated heartbeat, which is the most common arrhythmia in heart attacks – so, in a way, delaying death.

Would a similar attempt to recreate the blockage of hormones in humans reduce cardiac arrest fatali-

ties? Does this prove that “walking towards the light” is our brain’s way of comforting us over our impending death?

Aside from raising compelling questions about the mystery of the afterlife, these findings could eventually greatly improve the relatively poor chances of surviving a cardiac arrest.

While the planets will be visible for the entire month, their level of visibility will vary. Kelly Beatty, senior editor of Sky and Telescope, recommends that if you are planning a specific time to check it out, do so around the last week of January to the first week of February. This is because Mercury will appear brightest to us at that time.

If you miss out, don’t be too disappointed. All five planets will be visible again this year, from Aug. 13 to 19.

However, the planets will have found

themselves on the other side of the sun, meaning people will be able to see them just after sunset, rather than before sunrise. The planets will not be aligned, and Mercury and Venus will be less visible.

So try and get out there now, if you can. Getting a peek at what exists beyond our planet is a pretty exhilarating experience. Life is too short to sleep in, especially when you could be viewing another part of our solar system instead.

“The thievery of looking around, listening, distorting a phrase they have read somewhere, the ability to loosen up and take those things in like an amoeba would take in a grain of something, I encourage that.”

During Randolph’s workshops, she will use her knowledge of psychoanalysis to get the most out of students and make them better writers. “[Writers should] not try to be so correct. I have always said that psychoanalysis is a form of portrait painting [...] That means it is fair game for anything you want to do creatively,” said Randolph.

“Follow your curiosity.”

In addition to working on students’ creativity during her residency, Randolph is interested in editing written pieces and helping student writers efficiently express themselves in their writings.

Revenant embraces realism Hyper-realist survival film succeeds on star’s shoulders JESS KOSTUIK

M

onths before The Revenant was released, stories were flooding in from set reporting the difficulty of the shoot, with one crewmember even referring to the production as “living hell.”

Filmed over a nine-month period in remote areas of Canada and Argentina, the film was shot using only natural lighting. This meant that only a few shooting hours were available each day, putting enormous

It’s a powerful scene, with arrows startlingly taking down frontiersmen at any given moment. The camera whips through the action as if the audience is truly a part of the battle.

The cinematography has a breakneck pace and with impeccable precision.

Hardy does a terrific job of finding the humanity in the villain but despite his terrific performance, the film belongs to DiCaprio.

Barely clinging to life after the attack, the rest of the film focuses on Glass pushing past every obstacle that comes his way to seek revenge on Fitzgerald.

DiCaprio threw himself into the role of Glass like he never has before.

He learned to speak two indigenous

languages (Pawnee and Arikara), and even ate a slab of raw bison liver for the film.

In a film where realism is everything, DiCaprio rises to the challenge magnificently. The depth DiCaprio can exude is remarkable in an almost entirely physical performance. Watch his eyes to see authentic desperation and anger in a man. It’s a haunting performance, and his best one to date. DiCaprio was nominated for the Academy Award for Best Actor and is the favourite to win.

In a nutshell, the film is about Glass battling man and nature alike to seek retribution. At its core, the film may lack substance, and could be criticized as simplistic. However, Iñárritu’s aim isn’t philosophical significance, but to tell the story of survival. There is no doubt that he’s achieved this, and executed it perfectly.

The Piano Maker: a post-war pilgrimage New novel tells a beautiful early 20th-century tale TOBI NIFESI, STAFF

I

n his new book The Piano Maker, Kurt Palka draws inspiration from a time of economic and social crisis in post-First World War Canada to create a noteworthy story. The potency of this book is rooted in its historical settings and in Palka’s ability to sift through the difficulties of the times without actively drawing the reader’s attention to them.

Palka’s novel follows the life of a French woman, Madame Helene Giroux, and the fortunes and misfortunes that line her journey from Montmagny, France to Saint Homais, Que. In a time when women were not recognized for their craftsmanship, nor their potential in the business world, Giroux defies the norm. She is

witty, strong-minded, and passionate like many women of her time.

so much so that other characters had to suffer for it. The book lacks substantial character development, with the exception of the protagonist.

Many characters seem to have been created to spice up a certain moment in Giroux’s life. However, this might have been part of Palka’s intention to portray her as a sojourner; and as such, other characters would be mere souvenirs.

The adventures of Helene (which could easily have been the book’s title) are only narrated from her perspective. The reader is only aware of what she reveals, and this makes for a very mysterious main character. As the plot thickens, readers will have to question the details of previous chapters and cautiously search through

the remaining pages. he University of Trinity Western Spartans gave the University of Manitoba Bisons all they could handle this weekend, winning three of four games, including one against the third-ranked men’s team.

In what should have been an easy game for the Bisons men’s volleyball team, the herd got complacent and lost to a Trinity Western side (2025, 26-28, 25-21, 23-25) sitting in sixth place in the Canada West standings.

The loss snapped the Bisons’ fourgame win streak.

Setter Luke Herr led everyone on the court with 50 assists. He averages 11 assists a set this season, making him third-best in the conference.

Manitoba also managed just two service aces on the night, compared to Trinity’s six.

Despite the lopsided score line, the game was fairly tight. The Spartans only outscored Manitoba by a maximum of five points on the night. The herd attempted to mount a comeback after winning the third set but the heartbreaking fourth set saw the herd lose by just two points.

he University of Manitoba Bisons women’s hockey team ran into a hot goaltender this past weekend, which ultimately led to their downfall against the Lethbridge Pronghorns.
