MSU president Jakob Sanderson called a recent announcement that the U of M is creating an Indigenous administration position “encouraging.”

At its September meeting, the U of M board of governors accepted a report examining the level of Indigenous involvement in the upper echelons of the university adminis-

The report was completed with historical events in mind, including the history between Canada and Indigenous peoples, as well as reconciliation at all levels, including academia.

The consultation process preceding the report was lengthy and included a website, three town hall meetings and 13 focus groups, according to the report.

The other recommendations call for programmatic leadership, including a multi-level reconciliation action plan, to clarify expectations and responsibilities at the faculty and administrative unit levels, building a campus community and to imbed Indigenous self-determination and leadership within the university’s governance structures.

“Our recommendations target decolonization of the university through systemic change, a com-

mitment to the development of an anti-Indigenous racism strategy, and administrative reorganization that will allow greater focus on achieving strategic goals for Indigenous equity, engagement and achievement,” concludes the report.

The report comes after the recent resignations of two Indigenous administrators, who both cited disagreement with the current administration and systemic anti-Indigenous racism as the main reasons they chose to step down.

Former vice-provost, Indigenous engagement Lynn Lavallée and former director of education for Ongomiizwin Barry Lavallee left the university late last year and early this year, respectively.

The departure of Lynn Lavallée marked the end of the first and only vice-provost, Indigenous engagement to hold the short-lived job at the university.

Plans for the hiring and formal appointment of a vice-president (Indigenous) as well as the implementation of all five advisory committee recommendations are ongoing.

What Hong Kong can teach us about authoritarianism Democratic allies must show solidarity with protesters in the pursuit of a free society KELLIE HUYNH, STAFF

I

n the face of an authoritarian regime, it is essential that Canadians bolster protests for democracy.

On April 3 the Hong Kong government had the first reading of a bill — known as the Fugitive Offenders and Mutual Legal Assistance in Criminal Matters Legislation (Amendment) Bill 2019, also known as the Hong Kong extradition bill — which

would allow the Chinese government to extradite criminals from Hong Kong to China.

For a century and a half, Hong Kong was under British rule. Since 1997, when the British returned it to China, it has controlled its own autonomy — with its own democratic government, justice system and culture — in contrast to that of mainland China.

Unfortunately, in accordance to the 1997 agreement, these freedoms afforded to Hong Kong citizens are set to expire 50 years from the date they were given to them — in 2047.

The new bill would give the Chinese government ways to encroach on the Hong Kong democratic constitution and freedoms in pursuit of its own political agenda.

Since the bill was introduced, Hong Kong citizens have been protesting, demonstrating to the world the innovative ways the average person can fight against a system within a surveillance state.

The catalyst for this destructive bill was a Hong Kong man, Chan Tong-kai, who was a suspect in the murder of his girlfriend after he returned home without her after their trip to Taiwan.

Chinese government officials have defended the bill, stating it is necessary for the persecution of mainland citizens in Hong Kong that the Chinese government considers criminals.

A former Chinese government official claimed there are 300 mainland citizens considered to be criminals by the Chinese government who need to be extradited from Hong Kong.

There was no information released regarding the crimes committed by those anonymous criminals.

“A Trojan horse” is what critics have called this bill. The desire to go forward with the bill in order to extradite 300 anonymous mainland citizens puts the freedom of

the entire population of Hong Kong — 7.5 million people — at risk. This is equivalent to the population of Saskatchewan, Alberta and Manitoba combined.

The world awoke on June 9 to the outcry of the citizens of Hong Kong who refused to be silenced.

A million people, from students to the elderly, marched down the streets of Hong Kong.

June 12 marked the first day protesters were met with resistance from authorities, who fired tear gas and rubber bullets at them.

Instead of striking fear, it mobilized two million people to march together to demand the resignation of Carrie Lam, the chief executive who is Hong Kong’s governmental head.

On July 1, cheers could be heard as a group of brave young protesters stormed into the Legislative Council Complex of Hong Kong.

It is abundantly clear why so many are risking so much to counter this new bill.

The people of Hong Kong have had enough of a Chinese government that has overstepped its boundaries time and time again.

The Chinese state has been a negative force for years, through its imperialism, authoritarian rule and crimes it has committed and covered up.

And yet in the face of all of this, many leaders who pride themselves on their stance on human rights have remained silent.

Justin Trudeau has uttered little more than “concern” over what is happening. But this type of cowardice by a world leader — demonstrating that Canada’s economic interest with a trading partner is more important than human rights — is nothing new.

Canadians must be unapologetic in their rejection of not only the new extradition bill, but the Chinese government’s authoritarian and surveillance state.

By allying with those protesting, citizens from both countries are united in the pursuit of a more democratic world.

Many observers of the Hong Kong protests may think civil disobedience and destruction in such a beautiful city are unnecessary, shameful and upsetting.

But for the protesters, it is their very democratic rights and freedoms that will all but dissolve if this bill is passed.

With 7.5 million people’s freedom at risk, it is only right for Canadians to show solidarity.

Broken lights and windows can be fixed, but a future without a path cannot.

Electoral reform a battle between unprincipled parties First-past-the-post system hurts Canada’s progressive parties most of all KENNY INGRAM, STAFF

hen it comes to electoral reform in Canada, there seems to be a competition between which party can be the least principled.

The day after Canada’s 2019 federal election, a hilarious Facebook post went viral. In the post, an obviously Conservative voter from Alberta spells out how “ridiculously slanted” Canada’s system of voting is while attaching a photo of the final vote tally and seat allocations.

The overarching point — that the Canadian election results are undemocratic — is valid, but not for rea-

sons spelled out that led over 15,000 Facebook users to share the post.

The real issue in addressing Canada’s first-past-the-post system is that neither of the two major parties will ever be principled enough to do it.

T h is is because wh i le Conservatives right now may be aggrieved over the election results — that Andrew Scheer’s Conservative party earned a higher percentage of the popular vote than Justin Trudeau’s Liberal party yet won fewer seats — these same people would have been cheerleading the results of previous

elections that ended in their favour.

Elections where former prime minister Stephen Harper won minority governments with under 37 per cent of the vote and a majority with just under 40 per cent are examples.

In reality, the biggest losers of this system were not the Conservatives.

While they received more of the popular vote than the Liberals — 34.4 per cent — they still received five more seats than they would have in a proportional system.

The real losers of this first-pastthe-post system are obviously the Green party and New Democratic Party.

Together, they picked up 22.4 per cent of the popular vote and received 27 seats. For reference, proportionately, 22.4 per cent of the vote should achieve about 76 seats.

The true barrier to achieving electoral reform in Canada is the two unprincipled parties receiving all of the seats in Parliament.

In the next sitting of Parliament, the Liberals will no longer have the power of the majority. This means that if they wanted to, every other party could simply go around them to pass legislation and achieve the electoral reform promised to Canadians in 2015.

Unfortunately, this reform is unlikely to happen for exactly the

same reason. Parties cannot coalesce around a principled position. Rather, they will only unify on what will benefit the party and give them more power.

The only real hope for change is if Conservative voters’ distaste for the system will be enduring enough to apply pressure and push some of their representatives in the principled direction. If the Conservative party threw weight behind proportional representation, this could no doubt be achieved.

The true barrier to achieving electoral reform in Canada is the two unprincipled parties receiving all of the seats in Parliament However, unlike the Facebook poster or the tens of thousands who shared the post, Conservatives in power likely understand that this would be a terrible move in their quest for more power.

A Conservative party hasn’t achieved over 50 per cent of the popu-

lar vote in Canada since 1958. In that same time period, they managed to achieve four majority governments.

If there’s a party benefitting from the status quo, it’s the Conservative party.

Similarly, the Liberal party refuses to adopt a principled stance.

Trudeau would not go near the fair, proportional representation system and would only endorse a rankedballot system — a process that would guarantee a Liberal party government after government.

It’s clear that the status quo is detrimental to getting progressive priorities implemented.

The over four million people who cast ballots for the NDP and Green parties, and countless more who were forced to strategically vote for the Liberals, are not being heard or represented in Ottawa.

They, along with the more than six million people who voted Conservativtre and feel aggrieved, need to force this discussion on those in power.

Electoral reform must become a mainstream issue since it is the biggest barrier Canada faces in achieving fair elections.

The sudden surge of support for Wexit, an exit of Alberta and Saskatchewan from Canada, after the federal election on Oct. 21 has been notable. Almost immediately after the election results were in, the hashtag #Wexit was trending on Twitter, and Facebook groups in support of Wexit saw impressive growth in membership, with the official Wexit group jumping from 4,000 members to over 113,000 overnight.

Wexit’s rapid climb into the spotlight of national political discourse is part of the emergence of what can be considered right-wing populism.

In recent years, it was seen with the election of Premier Doug Ford in Ontario, the Yellow Vest movement and most recently with the emergence of the People’s Party of Canada. It is now reappearing in the emergence of Wexit.

Though the idea of separation from Canada is nothing new in Alberta, — a surge of support came in the early 1970s — these new lamentations come on the brink of a new right-wing populist movement.

An estimated 30,000 Winnipeg trees sustained damage as a result of the snowstorm that hit southern Manitoba Oct. 10. Citizens were instructed by Winnipeg mayor Brian Bowman in a media release not to dump fallen tree branches onto streets or public boulevards as this presents further safety hazards.

Winnipeggers were instead encouraged to bring tree debris to the Brady Road Resource Management Facility or to one of the city’s three 4R Winnipeg Depots. Citizens took action to do their part in the clean up. Winnipeg resident Bill Peters borrowed a vehicle from his neighbour in order to lend a hand.

He removed a number of hazardous branches, including a large branch that had fallen onto a sidewalk near an elementary school.

“People didn’t die in hospitals back then,” he said, “they died in a bedroom upstairs.”

“The bodies were laid out on the kitchen table — literally — and the women of the household would wash the bodies in preparation for public display which would also usually be in the home.”

Death photography, Norman said, was “how [Victorians] remembered people.”

During his lecture, Norman posed the question: “Why would you photograph a dead body?”

“People are sentimental,” he said.

“They were desperate to hold on.”

“It seems morbid, but I feel that they were obviously doing it out of love.”

ut of all the mysterious death rituals popular during the reign of Queen Victoria in the 19th century, the practice of death photography remains one of the most fascinating.

Victorian death photography was the practice of taking a picture of a dead person soon after their final breath.

A popular subject around Halloween time, Winnipeg-based photographer Leif Norman gave a lecture on the practice of death photography to a packed lecture theatre at the Dalnavert Museum Oct. 20. The lecture — titled “Death Photography in the Victorian Era: A Talk in Pictures” — was part of the Dalnavert Museum’s Exploring Victorians Lecture Series.

Norman said that in the 21st century, “we are so image literate now we don’t even realize it.”

“We are not as desperate to cling on to every single moment,” he said.

“We very easily forget that we have so many pictures of our grandparents, or our fathers or things like that […]

Since photographs were a method to capture the final moment spent with a deceased loved one, Norman explained that Victorians saw photographs as “a miracle,” even if that meant using the new technology to take pictures of things we would find strange today, like a photograph of a dead body.

In fact, Victorian death photography was intertwined with the birth and development of photography. Photography originated around 1840 during the early years of Queen Victoria’s reign. Cross over to the other side at planetarium album release The Mariachi Ghost’s new record ‘Puro Dolor’ drops Nov. 2 at unique location KAELEN BELL, STAFF

n Nov. 2, the Manitoba Museum’s planetarium will come alive in celebration of the dead.

The Mariachi Ghost, who have spent a decade threading traditional Mexican music with experimental performance, will overtake the venue to revel in the release of their second record, the seven-years-in-the-making Puro Dolor.

the album’s ethos is “life is made up of things that are taken away, and there’s basically a complicated sense of loss and sorrow that sort of drives the entire album.”

“It’s kind of supposed to feel a bit like a funeral,” he said.

As a vibrant, nuanced exploration of life and death, it’s no fluke that the album’s release coincides with Day of the Dead.

Much like the traditional Mexican holiday, Puro Dolor takes a more complicated approach to death, allowing for shades of joy and celebration to paint the music.

“Nothing is always just as simple as anger or sadness or happiness. There’s always some other colour in there,” Requena said.

As Requena explains, the planetarium is the perfect space to translate the many facets of the band’s message.

“The planetarium offers a chance to use the dome as a way to communicate to the audience in a totally different way that is not music or theatricality or dance, the way we’ve done it before,” he said.

“You’re watching the band, you’re watching the canopy, you’re watching the band, you’re watching the canopy.”

This sort of room-filling performance art is nothing new to the group.

The band has been blending several forms of media since its inception.

A filmmaker in his own right, Requena said creating an all-encompassing artistic experience is in the band’s DNA.

“A big chunk of what we do is try to make more than one platform available to our audience when we create art,” he said.

“As much as we love being a band for the sake of being a band, and everybody in the band is really good at playing music, we also believe that you can take people places if you create a sort of more multi-media experience.”

Jean rubbed his eyes. The exhaustion dragged him down. There always comes a certain point when no matter what you do, there is a limit to how much you can study in a night. His friends had already left a few hours ago.

He sat in the Elizabeth Dafoe Library. The announcement the library was closing soon had already blared over the intercoms.

Jean gathered his laptop, backpack and notes. He was the last one sitting along the wall of windows.

Usually there would be a handful of students left.

As he wound up his charger he glanced up at the window. It was pitch black outside with the bare branches of the trees becoming skeletal fingers. His reflection looked haggard and exhausted.

In the aisles of the bookshelves, he swore he saw a figure standing there.

When he glanced over his shoulder, there was nothing.

I need some sleep, he concluded.

He started walking through the maze of bookshelves and study carrels, his mind still lost in the effort of trying to remember definitions. His anxiety was skyrocketing because he knew he could have studied harder.

Lost in thought, he kept walking, completely unaware that he should have reached the staircase by now.

His footsteps echoed through the long aisles. He came to a wall he

didn’t recall ever seeing before. He changed directions and bumped into a book cart.

Jean stopped, his head scanning the endless rows of bookshelves.

Fuck, he thought. He had no idea where he was.

He continued in one direction until he reached another wall.

“Hello?” he called. No one answered. Everyone else must have left.

He continued through the tunnel-like aisles, the smell of old books becoming less welcoming by the moment.

A second set of footsteps joined in.

Jean paused.

The other footsteps stopped.

I’m going crazy, he thought. With the midterms, essays and lack of sleep, he was surprised he hadn’t already had a breakdown.

He continued walking, hearing nothing. He passed by an emergency exit, avoiding it, not wanting to set off any alarms.

The stairwell would be right around the next corner. He turned and saw only more rows of bookshelves.

He glanced over his shoulder, feeling eyes on him.

He saw no movement. He sighed, feeling more and more like an idiot who was going to fail his midterms.

He found himself staring at a book.

He cocked his head.

What an appropriate title, Jean thought as he wondered where the exit was. He grabbed the spine and slid the book from its shelf.

Jean hurried until he was running, the soles of his shoes slapping against the ceramic tiles.

Jean ran, dropping his backpack. His feet skidded on the ceramic floor as he swerved. He bolted for the emergency exit in front of him.

He threw open the door and froze.

He stood at the edge of a starry abyss.

A dark figure appeared behind Jean and pushed him into the void.

He screamed as the door slammed shut.

The library had swallowed another victim.

That wide berth of experience also means that The Mariachi Ghost moves at a different pace than many bands, with Puro Dolor being the culmination of seven years of life lived.

“Because we all have careers, things take a little bit longer,” Requena said.

“But that also means that the projects have time to simmer in our brains and develop properly.”

The result is an art project as much as it is an album, combining video, performance and music to commune with the dead and, however briefly, bring them back to life.

In the seven years between their debut album and Puro Dolor, several bandmates had children and several lost parents, creating the impetus to craft a meticulous, effervescent document of both welcoming life and letting it go. Requena said the extra time was a necessary part of the process.

“We were magnanimously more careful with this album than we were with the last.”

Despite the fact that I have seen this movie multiple times, I can only watch it with all the lights on and only if I’m not home alone.

Bergman’s screams of terror shake your core.

You’ll hear footsteps coming from upstairs for days afterwards, even if you live on the top floor of your apartment.

Even the film’s palette of black and white adds to the experience.

Where there is no flashy colour to distract you, every sound in the film becomes amplified, and by the very end, feared.

A textbook psychological thriller, Gaslight will have you guessing until the end.

Kellie Huynh, design editor rom the director that brought us Robot Overlords, comes the 2012 British-Irish monster flick, Grabbers.

Two Irish cops volunteer at a remote Irish island. After finding bloodless whale carcasses, a turn of events leads them to discover the humble island is under attack — by none other than vampiric alien tentacle monsters that have fallen from the sky.

Partnered with the town drunk and a marine ecologist, the group discover the tentacle monster’s one weakness — alcohol.

In an effort to save the townspeople, they decide to get everyone wasted at the local pub, including themselves. A great battle ensues involving tons of alcohol and construction equipment.

It’s an entertaining flick well suited for any day of the year and any state of mind.

The Strangers (2008)

When it was released in 2008, it caught some flak for being “standard” slasher fare that lacked in real genre-busting surprises — which is exactly what makes it so great.

In a crowd of horror movies that sacrifice story and tone for corny surprises and tensiondeflating twists, The Strangers is refreshingly simple. There are no long-winded explanations, no political conspiracy, no “it turns out this was a trauma-induced hallucination all along” — I’m looking at you, the great-until-the-end Silent House.

Instead, you get a near perfect horror concept played satisfyingly straight — a relationship on the rocks, an isolated cabin, three psycho freaks in genuinely scary masks and a lot of people standing unnoticed in the dark corners of the room.

Like most good horror movies, there’s some suspension of disbelief required — how do you melt a cellphone in a fireplace without creating noxious smoke in that tiny-ass cabin? Is splitting up really the best idea? But the gradually ratcheting tension will help you forget any slips in logic.

When the day-lit finale comes around — I’ll go to my grave with the opinion that day-time horror is the scariest horror — you’ll also hopefully forget about all the naysayers who couldn’t appreciate The Strangers for what it was.

The Descent (2005)

Zachary Sigurdson, arts and culture reporter or my ultimate scary movie, I can offer The Descent. Written and directed by Neil Marshall, this is his finest film and sadly something he has not been able to match in the past decade.

It is a perfect monster movie. The build up leads to the single greatest jump-scare reveal of all time.

This film made me truly realize for the first time what horror can do.

The nightmares begin long before the monsters appear. The film invests time in the characters, none of which are archetypes waiting to be slaughtered.

The main group dynamic of selfish and traumatized people really draws you in.

The film follows six women exploring an unmapped cave as they struggle to survive against an inhuman threat, the cave and each other.

This movie left me sleepless and unable to walk through a dark room for over a week when I first saw it. Marshall’s direction turns this B-movie schlock into pure nightmare fuel. I strongly suggest to only watch the uncut version.

Maika Monroe shines as the film’s protagonist, drawing the viewer into a world where she is relentlessly pursued by a destructive, shapeshifting evil.

With brilliant practical effects, stunning and evocative cinematography, a sound track that rivals the work of horror music stars Goblin, and an innovative premise, It Follows is a movie that demands to be watched.

I believe this film is best seen in a near-empty, small-town theatre. You leave the theatre, it’s a warm summer night, you feel a breeze coming from behind you and you look down the street.

There’s one person walking towards you, far in the distance. You walk faster.

ith the 2019-20 season already underway on the ice, the U of M Bisons men’s and women’s volleyball teams got things started on the hardwood.

Manitoba started the match off right, pulling off a tight 25-22 first set win. The two sides traded points throughout the set until Manitoba jumped out to a late 24-22 lead. The Cougars rallied for a pair, but Hill powered down a kill for the set win.

The herd took set two 25-23 in similar fashion, but with Hill killing two balls to seal the set before the Cougars started the comeback.

ometimes you finish the season on a high, other times a non-playoff team comes to slap you in the face.

For the U of M Bisons football team, the club now needs to decide if this dose of reality was what it needed heading into the post-season.
