isability rights advocate David Lepofsky spoke at a talk hosted by Barrier-Free Manitoba at the Millennium Library Oct. 4 where he criticized the provincial government for lagging behind when bringing accessibility standards into law.

Lepofsky, who also spoke to law students at Robson Hall earlier in the day, is a lawyer who has worked to ensure the inclusion of equal rights for persons with disabilities through the Canadian Charter of Rights and Freedoms.

He campaigned for the passing of the Accessibility for Ontarians with Disabilities Act (AODA) in 2005 and is currently advocating for the Accessible Canada Act, or Bill C-81, which is making its way through parliament.

In his talk, Lepofsky covered the lack of enforcement of the Accessibility for Manitobans Act (AMA) as well as provided his recommendations for the countrywide Bill C-81.

The AMA was passed in 2013, but the province has yet to make significant progress with the law.

Of the five accessibility standards, only one has been passed into law, and two are currently under development.

The customer service accessibility standard, which has been passed into law, requires all Manitoba businesses and non-profit organizations to meet the customer service standard by Nov. 1, 2018.

The requirements state businesses must provide certain standards to customers, including training staff on accessible customer service and allowing assistive devices.

The two accessibility standards under development address barriers involved in employee recruitment and hiring, and barriers surrounding the giving and receiving of

information.

Lepofsky said the Manitoban law, along with the work done by other provinces, served as a model for the federal Bill C-81.

“Like we’ve said to the federal government, you know, what we’re recommending be in this bill comes from learning what the provinces have done well and what they haven’t done well,” he said.

Lepofsky called out Manitoba specifically for its lacklustre response to accessibility legislation.

“A lot of what we’re recommending to the feds is because of weaknesses we’ve seen in Ontario and in Manitoba,” he said.

“So the Manitoba legislation lets them make standards, but doesn’t set timelines, so we’re running into the same problems.

"Certainly, enforcement is independent of the government, and that’s a problem.”

Lepofsky added that the slow implementation and lack of enforcement of the AMA are major problems of the act.

He also questioned if premier Brian Pallister had set the implementation of the AMA as a priority for the province.

“We think it’s systemically been a lack of leadership from the top — in other words, in a big government, the premier gives priorities to their ministers,” he said.

“They issue mandate letters. And if they say, do more of ‘X’, they’ll do more of ‘X.’ And if they know that that will make a difference, that their premiers set a priority for them, that will help. One of the questions in Manitoba is ‘Has the premier set this as a priority for the minister responsible for this?’ And that’s one of the problems.”

Bill C-81 just passed its second reading Sept. 26, but Lepofsky said he believes the law is still weak in its current state.

Some of the weaknesses Leopofsky identified are the lack of deadlines, enforcement remaining independent of the government and too many loopholes, issues also present in the Manitoban law.

Lepofsky, along with the AODA Alliance, published a brief with recommendations for amendments to Bill C-81 last month.

The listed recommendations include putting forth measures to ensure federal elections are accessible to voters with disabilities and for the federal government to address “special responsibilities” with regard to Indigenous people with disabilities.

Social media has been an important tool for Lepofsky in raising awareness and campaigning for disability rights.

“It’s also been really effective for people to spread the word and it’s also been really effective to reach the media,” Lepofsky said.

“What we’ve found is increasingly that stories about barriers percolate up from social media to conventional media.”

The AODA Alliance began using the #aodafail hashtag to bring public attention to the barriers faced by persons with disabilities in Ontario.

Lepofsky suggested starting an #amafail thread in Manitoba to bring attention to the barriers many Manitobans with disabilities still face.

“Somebody will be using the Toronto Transit Commission in Toronto, and they’ll find the subway station they use has an elevator that’s out of service, and it’s going to be four months until the darn elevator is fixed,” he said.

“So they start broadcasting it as an AODA fail tweet on Twitter, and then we retweet it, and the next thing you know a reporter follows us or checks the stuff out [and] covers the story.”

In a 2014 report by the U of M Campus Mental Health Strategy, titled Success Through Wellness, a survey of 560 students found that 25 per cent of students of students reported seeing one or more of a counsellor, therapist or psychologist for mental health support services.

The report also found that 30 per cent of surveyed undergraduate students said they would not seek help from a mental health professional if they were dealing with a problem.

U of M students report seeking campus counselling and health services at the rate of half the national average, with only 7.4 per cent of students saying they had sought campusbased help.

Over the past few years, the U of M has worked to advance mental health initiatives, including the launch of the Champions for Mental Health group in 2014. The group is comprised of stakeholders from the university, including students, staff and faculty.

made over 60 recommendations to the group. The Champions for Mental Health group’s implementation report is expected to be made public by the end of this term.

The student counselling centre on campus offers confidential services including counselling, workshop groups and career planning services.

Director David Ness encouraged students to keep an open mind when seeking mental health support and coping strategies.

“I would like to see students feel more open to attending workshops and groups when it’s an appropriate fit,” said Ness.

“There is a resistance to that, which I understand.”

One challenges Ness said he faces is that students often come in wanting specifically one-on-one counselling. While this might be appropriate for some circumstances, other challenges are better managed in group sessions.

“Some difficulties, like a lot of anxiety difficulties are best treated — research says — by groups,” Ness said, “because you get to help others, you get to hear others’ stories.

"It’s normalizing. It’s really quite a powerful experience when you feel safe.”

“We have a learning to cope series that addresses procrastination, perfectionism, exam stress, all the topics that, as you know, students can have some challenges with,” he said.

These workshops are held multiple days a week.

“Students can come in here right now and go to a workshop this afternoon or tomorrow [...] No registration, and we’ve never turned people away from them,” Ness said.

So we’re hoping that with completion of rapid transit and with some more bus routes that that can be alleviated.”

Sanderson added that while UMSU was told by Winnipeg Transit during the original negotiations that there would be more buses to accommodate the expected influx of students taking public transit, this has

He also noted that according to a survey conducted by UMSU, there has been a reported nearly 20 per cent increase in people who now use the U-Pass compared to those who bought passes before the universal pass was made available.

“We would hope to see a similar

According to the current contract, if negotiations are not completed by 2019, the current contract will roll over for one additional year.

Sanderson stressed that regardless of how negotiations turn out, there will be a U-Pass available to U of M students in the 2019-20 school year.

rake’s reputation for being sensitive is responsible for the remarkable popularity of his lyrics in Tinder bios, endless memes and at least one hilarious Twitter account.

But it certainly fails to explain why he is texting 14-year-old Stranger Things star Millie Bobby Brown “about boys” and telling her “I miss you so much.”

Especially since he is 31 — more than twice her age.

By itself, that might simply be concerning. However, news of the pair’s status as frequent text buddies came out just days after the rapper allegedly shut down a restaurant in Washington, D. C., for a date with 18-year-old model Bella Harris.

Yikes.

In the interest of fairness, sources close to the rapper have stated Drake and Harris are not, and never have been, dating. While it was reported Drake was at the restaurant in question with the model, Harris denies being in D. C. at the time the alleged date took place, saying she was in New York City for New York Fashion Week.

Similarly, 14-year-old Brown complained in an Instagram story about the media misconstruing what she called “a lovely friendship” with Drake — which, quite honestly, is

suspect. The uneasiness comes from the combination of age gaps when one person in the relationship is still in their teens. When the significantly younger half is also female, it’s hard not to worry about predatory behaviour.

Still, there is some hope for the future. The #MeToo movement has drawn global attention to the widespread nature of sexual harassment and abuse, with celebrities like Terry Crews and Natalie Portman speaking out about past experiences. Highprofile names such as Kevin Spacey, Harvey Weinstein and Louis C.K., among others, have been thoroughly disgraced after news of their behaviour came to light.

For the victims, it may be too little too late, but one has to hope that the tide is turning, however slowly. The fact that Drake’s “friendship” with Millie Bobby Brown has sparked so much uproar is a sign that society is beginning to take a harder stance on people taking advantage of positions of power to work around consent.

Just because you are a famous rapper worth a hundred million dollars does not mean you get to pay your way out of common human morality.

Sorry, Drake. When the caller is a literal child, you really must learn to ignore that hotline bling.

Quebec would treat immigrant communities like they had a disability that needed accommodation. In the public’s imagination, these immigrant communities were eroding Quebec’s society and tight restrictions needed to be established to halt the process.

Of course, this was the wrong application of the legal term.

Immigrants do not need reasonable accommodation, they need their human rights respected.

When Canada dispensed with its overt racial discriminatory immigration policy in 1962, Quebec began to demand more control over its immigration. In 1968 Quebec created a ministry of immigration that advocated for controlling and integrating immigration in a way that preserved the French character of Quebec. Under the renewed French Canadian nationalist consciousness spurred by the Quiet Revolution, the French character took on a racist tone.

The social and economic programs of the Quiet Revolution produced a profound shift in the socio-economic position of the francophone

Québécois. The racialized characterization of the francophone Québécois that dominated 19th century political cartoons, which painted the Québécois as uncivilized beasts, became the characterization the Québécois imposed on immigrant communities. The uncivilized immigrant, whose culture is backward, became the foil of the civilized white nation made up of francophone Québécois.

Québec Solidaire (QS) is a relatively new party that advocates for a radically different separatist politics.

Rather than offering Quebeckers their own nation with the same old centrist economics, the QS advocate for reconstituting Quebec’s economy to work for the social good.

Their brand of Quebec nationalism expressly calls for a pluralistic Quebec and for expanded immigrant rights. And in this election they captured the imagination of 16 per cent of the province, which won them 10 seats.

The QS will continue to build support as the leading separatist party in Quebec, especially after the collapse of the Parti Québécois in this election.

When the CAQ’s white nationalism fails to address the social and economic injustices rife in the province of Quebec, they will hear the QS’s blueprint for an inclusive, socialist and separate Quebec. The immigrant community then will be reconfigured once again, not as uncivilized beasts, but as important allies in achieving this vision.

Here is to a separate Quebec with the social good at heart. Down with the CAQ! The future belongs to the QS! Vive le Québec libre!

T

here is more than one way to be a successful businessperson.

Most university programs have limited seats. This means not everyone will get into business school.

The good news is that a commerce degree is only one route to a career in business.

Asper School of Business specializations can be sought through less competitive faculties like arts and science.

A LinkedIn search for marketing managers, human resources (HR) specialists, accountants, supply chain managers or financial planners generates a list of professionals with diverse academic backgrounds. What they have in common is a knowledge base built through extensive experience.

It is even possible to attain the same professional designations that are typically associated with a business degree. The Chartered Professionals in Human Resources Manitoba and the Chartered Professional Accountants (CPA) of Manitoba offer pathways to certification with any undergraduate degree.

To become a chartered professional in human resources, Manitoba’s HR association lists five paths to certification. Three of these pathways do not require formal HR training. Instead a combination of any undergraduate degree, a knowledge test and professional experience is required.

Many HR professionals are likely to have a degree centred on the study of people, like labour studies, psychology or sociology. Having a management minor with a focus on HR is ideal, however.

CPA Manitoba has a similar program allowing students to earn their CPA designation with any four-year degree, so long as certain prerequisite courses were taken to earn the degree.

Once accepted, applicants enter the professional education program and log 30 months of relevant practical experience.

WE’VE IDENTIFIED THE PROBLEMS! DO YOU HAVE THE SOLUTIONS?

Instead of an accounting major, students who are interested in accounting but cannot get a spot in Asper might consider economics, agribusiness or statistics. From there, they can refer to CPA Manitoba to ensure they tuck appropriate accounting prerequisites into their minor and electives.

This creates a clear pathway to the world of business without needing a commerce degree.

All of this suggests the skills required to be a successful human resources manager or accountant do not necessarily come from a specific degree program.

Instead, they come from a particular skill set (built through courses or independent study) and hands-on experience.

Although these professional associations are open to a variety of academic backgrounds, the experiential requirements might be difficult for students to achieve without proper planning.

It is crucial that students take courses in their undergrad that will transfer to the requirements of the business world. Moreover, if a commerce degree is not possible, students might consider an additional diploma

after graduation to achieve full business credentials and certification.

Make careful course selections

If your goal is entrepreneurship, focus on the type of business you want to launch to bolster required skills, volunteer in similar capacities, and try to get part-time or summer work that will get your foot in the door at a company of interest.

There are also plenty of one to twoyear diplomas in marketing, HR and logistics that are an excellent complement to a university degree.

You might reflect on how you can find meaningful work in other sectors. If you are seeking leadership, remember that there are leaders in all disciplines from art to health to engineering. There is no degree for leadership. That is a cultivated skill, built by interpersonal experience, volunteering and a commitment to

excellence.

If your goal is entrepreneurship, focus on the type of business you want to launch. What expertise is needed? Select a degree and the courses within it based on the skills you require for success. For example, to start a successful fitness centre, you might be better off with a recreation management degree, where you would take courses on program planning, leadership and physical activity.

You should also seek out campus and community resources that can support your goals. World Trade Centre Winnipeg runs free workshops on how to start a business in Manitoba. On campus, the Stu Clark Centre for Entrepreneurship helps students turn their business ideas into realities.

If you ever hit what appears to be a roadblock in your career, take a step back.

More often than not, there’s an alternate road to get you where you want to go. Careers are rarely straight lines.

ith midterms approaching, third-year science student Darcy Harris is now questioning all her life decisions to date.

Harris, who is nearly done her science degree, is openly wondering whether she should have gone to business school or maybe majored in the arts.

When asked what made her choose to major in science, Harris noted a history of scientific inquiry in her family.

“I guess I just thought I was supposed to,” said Harris.

“I mean, both of my parents are biologists.

Oh god, is that why I’m doing this? Am I just some automaton slowly marching to the grave in the footprints of my parents? Have I ever really decided anything for myself?

I used to have dreams! I wanted to be a musician!”

Harris’s doubts are not restricted to her academic path. She is also openly question-

“I’ve never seen the world! When I graduate I’ll have to pay back my student loans.

I’ll need to be working. Then I’ll have kids and won’t be able to travel. Unless I never have kids. I never should have broken up with Sam,” Harris yelled into her notes while preparing for a midterm.

Harris’s organic chemistry professor, Devin Wilburg, called her level of discomfort impressive.

“I have graduate students who never reach these levels of stress and uncertainty. If she keeps on this trajectory, she’s certainly got great potential for a career in academia.”

When asked if she was interested in pursuing a master’s degree after her undergrad, Harris began to cry.

he Winnipeg Art Gallery (WAG) announced a $1 million donation from Louise Leatherdale and her late husband, Doug, toward the Inuit Art Centre (IAC) Friday.

Leatherdale’s donation was inspired by her and her husband’s love of Inuit art.

Leatherdale said she saw a need for the creation of a space to showcase the beautiful works of Inuit art which were kept in the basement of the WAG. The Doug and Louise Leatherdale Gallery will be established in the IAC in recognition of their donation.

Carly Dow — Comet 3/5

M

anitoba folk singer Carly Dow is releasing her new album, Comet, Oct. 19 and will be performing at the West End Cultural Centre the same day.

Dow has been sharing her music across Canada since 2013, performing on several stages throughout her career, including the Winnipeg Folk Festival, Guelph’s Hillside Festival and the Bella Coola Festival in B.C. Comet starts off with “Brightest Time of Year,” instantly capturing the attention of the listener as Dow’s banjo strums alone.

It is followed by her band’s guitar and cello, and places the listener’s imagination in a natural atmosphere.

This directly connects to the singer’s formal training as an environmental scientist.

The same natural sound is carried throughout the album, but there is a pronounced difference between tracks due to lyrics that fall short of the well-established sound.

One might hear a resemblance to Sarah McLachlan’s emotional pieces.

However, unlike McLachlan’s lyrics, Dow’s come off as over-simplified.

In the title track “Comet,” the lyric “you’ll blow me out or kiss the flame” is presented in an extremely comedic way, when interwoven with the folk tune, rather than as a threat.

Dow, however, lyrically redeems herself near the end of the album.

The last song, “Constellations” will undoubtedly prove relatable to listeners, as her metaphors paint an image of human nature in its instinctually bestial form, being guided under the star-lit sky as one questions their own actions and decisions.

Listeners hear Dow’s personal experiences and how she feels about fear, cowardice and the idea of “finishing” what one has started.

Generally, the vocals and instrumentation of Comet make it a likeable album, but listeners are likely to be thrown off by the lyrical composition of the songs.

ommencing its 46th season and under the leadership of new artistic director Thomas Morgan Jones, the Prairie Theatre Exchange’s (PTE) production of Prairie Nurse opened to a full house Thursday.

Inspired by her personal experiences, Canadian playwright Marie Beath Badian gives the account of two newly-arrived Filipino nurses in rural Arborfield, Sask. in 1967.

Upon their arrival at the local hospital, the setting of the play, the audience is presented with a farcical tale rich with comedy and romance.

Yet, at its heart, Prairie Nurse offers a commentary on immigration and how it has helped shape modern-day Canada.

Just off the plane, two nurses arrive at the local hospital in Arborfield to a welcoming staff.

Tisdale’s old slogan of “Welcome to the land of rape and honey,” however, has them both come onstage disconcerted.

A long way from home, both Puring and Penny struggle in adapting to their new home, a portrayal of the sacrifices a whole generation of immigrants made with a note of levity.

To make matters worse the exuberant candy-striper Patsy, played

by Rayna Masterton, is dumbstruck when all her previous practice on greeting their hospital’s newcomers does no good. All the while, Puring’s sobs grow louder as the irritable head nurse and matron Marie Anne, brought to stage by Pamela Halstead, is incapable of de-escalating the commotion.

t a press conference Wednesday, Bison women’s hockey interim head coach Sean Fisher introduced the new captains and alternates for the 2018-19 season.

Defenceman Erica Rieder is the new captain, forward Alanna Sharman returns as an alternate, while Karissa Kirkup and Jordyn Zacharias will also wear an ‘A.’ “One of the strengths of our pro-

gram — I would say probably the strength — is the culture,” Fisher said following the conference.

He said “the girls voted ... their votes made it quite clear” and that the club has “leadership up and down our lineup.”

He singled out other fifth-year players Erin Kucheravy and Courtlyn Oswald as veteran voices that will share the burden in the dressing

room.

New captain Erica Rieder made it clear that her selection by the team was an honour she will not take lightly.

“I feel very privileged to be in this position,” Rieder said. “I think to have the girls in the dressing room vote you into a position where you are the captain of the team is [...] a great honour.”

he U of M Bisons women’s hockey team returned to the ice for the first time since capturing the 2018 U Sports national championship with a home-opening series sweep over the University of Calgary Dinos to start the year 2-0.

The herd opened the season with a 3-1 win Friday and a 4-1 win Saturday.

The Bisons unveiled the club’s conference and national championship banners during a pregame cer-

emony. The herd looked jittery early, following the evening’s festivities, but settled down and dominated the rest of the way.

“We handled it how we expected to handle it,” Bison women’s hockey interim head coach Sean Fisher said postgame.

“You know, coming off the emotions and the distractions and the white noise and all that stuff.”

The game started poorly for the defending champs. A shot led to a scramble in front of the Bison net and

goalie Lauren Taraschuk slid out of position. Elizabeth Lang pounced on the loose puck and gave Calgary an early 1-0 lead.

The Dinos’ advantage did not last long, as the Bisons scored the equalizer on the powerplay minutes later.

With pressure in the Dinos zone, Jordyn Zacharias peeled off the half-wall and dropped the puck to Lauren Warkentin. Her point shot was deflected in front by Sheridan Oswald and past Kelsey Roberts to tie the game at 1-1 in the first.

Manitoba poured it on in the second. Zacharias came out of the corner and cut in front of the Dinos net, tucking a shot five-hole on Roberts for a 2-1 lead.
