or more than a year Churchill has been cut off from the rest of the country. The only land link between Churchill and the rest of Canada is the Hudson Bay Railway line. The section of line between Gillam and Churchill has been rendered inoperable by the spring 2017 floods that damaged the track.

OmniTRAX, the Denver-based company that owns the line, declared that the floods and the $43.5 million required to repair the rail constituted a major unforeseeable circumstance that absolved it of responsibility to fulfil its contract with the government.

The agreement made upon acquisition of the rail line was that OmniTRAX was to ensure access to Churchill be maintained.In such circumstances, it would be reasonable to expect the government to step in and unilaterally buy out the line and restore the vital link to Churchill.

Instead, the government has decided to pursue the issue through the courts.

Administration announces progress in efforts to reclaim campus from geese EVAN TREMBLAY, STAFF

The University of Manitoba administration is declaring their months-long operation to rid the Fort Garry campus of geese “an ongoing success.”

The announcement came a week after university officials first noticed a reduction in the number of honking avians on campus.

While warning that some geese could remain into September, University of Manitoba president David Barnard announced Tuesday that the campus was effectively under the control of the administration once again.

The news came from a press conference on the first floor of the campus’s engineering building. Barnard identified the location of the press conference itself as a sign of progress, noting that the last status report for the press in early July was hosted at the Bannatyne campus after the administration had lost control of the university’s main campus.

“The very fact that we’re able to hold this press conference here shows how far we’ve come,” said Barnard Barnard credited Derven Butafeld, the university’s new vice-president geese affairs, for the university’s success over the past several weeks.

Under Butafeld’s watch, the university developed a program to scare geese away through use of air horns, firecrackers, and loud vocal honking by members of the campus goose patrol.

Butafeld also implemented the university’s new ‘no speed limit’ policy in several areas where geese had become violent.

“We knew we had to take some drastic actions where students, faculty, and staff’s safety was at stake.

Admittedly, a lot of people have been hit with cars as well, but the thing to remember is we got a lot of geese too.”

or the 48th year, Winnipeg welcomes the Folklorama festival, celebrating culture and diversity from across the globe and encouraging festivalgoers to delve into the unique experiences of Manitoba’s many different communities.

Folklorama offers insight into a variety of different cultural practices that one may not be able to experience on a daily basis.

Traditions, styles of dress, dance, song, ethnic food and customs are brought forward through the many pavilions that make up the annual Folklorama festival. Based in Winnipeg, Folklorama contributes to the strength of Winnipeg’s tourism industry.

Between Aug. 5 and Aug. 18, attendees are treated to 43 pavilions that promote Manitoba’s ethno-cultural diversity.

Lights of the North Chinese festival comes to Winnipeg Festival reignites the relationship between Winnipeg and Chengdu BRAIDEN PERGIS, STAFF

ights of the North (LOTN) is set to bring together the city of Winnipeg and the Chinese city of Chengdu.

This year signifies a strong bond between Canada and China because Prime Minister Justin Trudeau and Chinese Premier Li Keqiang announced in September 2016 that 2018 would be the Canada-China Year of Tourism. The year 2018 also marks the 30th anniversary of Winnipeg and Chengdu becoming sister cities.

In 1988, former Winnipeg mayor Bill Norrie, with the former President of the Winnipeg Chamber of Commerce Dorothy Dobbie, went to Chengdu to twin the province with Winnipeg, resulting in the exchange of polar bear cubs and panda bears.

On a local level, the coming of the pandas brought international recognition to Winnipeg, while adding to the Winnipeg Zoo. Monica Wood, member of the LOTN organizing team, said this event is going to be the largest Chinese lantern festival in all of

Canada. It will be held at the Red River Exhibition Park and open to the public between Aug. 31 and Oct. 14.

LOTN also reported that they have more than 75 artisans contributing to the festival.

“They’re making a 200-foot-long dragon that will be comprised of over 100,000 pieces of china,” Wood said.

“They have a polar bear where you’re going to have all of these little pieces of ping pong balls attached. So you’ll have all of these exhibits […]

It’s going to be magical.”

She said that all of the artisans are from Chengdu, China. Besides the artisans, there will be an array of food and entertainment such as acrobatics and dancers performing.

LOTN said in a press release that the entire event will cover nearly 10 acres of land.

“We were down at the site where the chefs were making up the Sichuan food, but you’ll also be able to get something from a food truck as well, beer gardens, interactive exhibits for children,” Wood said.

“So it’s a really an intergenerational opportunity. Children, family, grandparents, completely wheelchair accessible.”

The only other city in North America that is twinned with Chengdu is Phoenix, Arizona. This is important because it will make Winnipeg the first Canadian city to host this large a light show.

“We anticipate around 200,000 people coming to the venue during the timeframe, but it’s not just the LED lights — there’s going to be exhibitions on the mainstage and you’re going to have the very famous and infamous Chinese acrobats, you’re going to have face-changers,” Wood said.

She went on to say that facechanging, a Chinese art form based on costume design, music and dance, is passed on from generation to generation.

“That art form is passed down from family to family to family," said Wood. "It’s not something where you can sign up for a course and learn how to be a face-changer.

Manitoba’s swim team isn’t the only Bisons squad keeping busy in the summer. The U of M track and field team and members of the Stride Ahead Tough Track Club came away from the 2018 Canadian Track and Field Championships with a pair of silver medals on the track.

In the men’s U20 4x100-metre relay, the Bisons narrowly missed gold with a time of 42.51 in the finals.

British Columbia Athletics finished 0.03 seconds faster at 42.48 and forced the Bisons to settle for silver.

U of M’s second medal at the championship came during the senior 4x400-metre relay. The Stride Ahead Tough Track Club team — comprised of Manitoba’s Matthew Exner, Simon Berube, Alec Dickson and Tristan Allen — finished with a time of 3:21.31 to take second-place.

Currently, any player in men’s soccer that participates in regular season or playoff competition in a Canadian or American professional league will lose a year of eligibility and is prohibited from participating in U SPORTS competition for at least one year following their professional play.

As the rule currently stands, a player can commit to a CPL club, but will not be able to sign or play with them without forfeiting a year of U SPORTS eligibility.

The NCAA goes even further, with players losing eligibility if they play with professionals, participate in practices or tryouts with a professional team, accept any type of payment above their regular expenses, accept benefits from an agent or agree to be represented by an agent.

More details on the draft will be revealed as the CPL launch continues to draw near.

The CPL and Winnipeg’s Valour FC are slated to kick-off their inaugural season spring 2019.
