County launches Connect Westchester

Connect Westchester is Westchester County’s Office of Economic Development’s new initiative to bridge the digital divide through providing essential digital resources, education and affordable internet access to low-income residents. This new program will utilize partnerships with the STEM Alliance, The Westchester County Association, and the Westchester Library System to help all members of our community make a significant step towards achieving digital equity. County Executive George Latimer said: “For a thriving community, digital literacy and internet access are not just luxuries; they are necessities. From online banking, to job applications, healthcare enrollment,

and educational pursuits – those who lack access to the internet are at a disadvantage. Connect Westchester is a continuation of our efforts to level the playing field and increase equity for all.” Senator Schumer said: “Hats off to Westchester County for taking Connect Westchester to the next level and further closing the digital divide. Affordable high-speed internet access is a necessity, not a luxury, and is essential for everything from work to school to healthcare, which is why I was proud to deliver the federal funding that seeded efforts in the Hudson Valley to close the digital divide.” Schumer added, “I am proud to have delivered federal funding to boost equitable broad-

band accessibility in Westchester County, and strongly support this county initiative to get closer to providing top notch broadband access to all communities.” Westchester County Legislator and Chairman Vedat Gashi said: “In our interconnected world, access to information and education should be a right, not a privilege. Crime rates in Westchester County have once more shown a decrease, according to the latest report from the New York State Division of Criminal Justice Services. Westchester County Executive George Latimer said the credit for this positive trend goes to the dedicated work of our law enforcement personnel, and our community partners. A detailed analysis of crime data between 2017 and 2022 demonstrates a notable reduction in unlawful activities. Latimer said: “Once again, it is clear that our dedication to combatting crime in Westchester County remains steadfast. The Westchester County Department of Public Safety is funded at the highest level ever because of my commitment to keeping this County safety for us all. While certain regions in the state are grappling with unfortunate spikes in crime rates, Westchester County is once again maintaining our consistent decline in criminal activities. I credit this encouraging trend to the dedication and courage of our law enforcement personnel.” The Westchester County Department of Public Safety conducted a thorough analysis, comparing crime data from 2017 and 2022. The findings revealed a significant decrease in crime rates, demonstrating the effectiveness of law enforcement efforts and community collaborations. Detailed statistics indicate a substantial decline in various types of criminal activities, providing a safer environment for residents and visitors alike. Westchester County Department of Public Safety Commissioner Terrance Raynor said: “These encouraging statistics serve as a testament to the tireless work of law enforcement officers, who consistently strive to protect and serve the community. Through their unwavering commitment, Westchester County has witnessed a remarkable decrease in crime, fostering a sense of security and well-being among its residents.”

BOL celebrates Italian-American Heritage Month On Monday night, the Westchester County Board of Legislators hosted its annual Italian-American Heritage Celebration, honoring educator Joseph Liberti of Mamaroneck, and North Castle Supervisor Michael Schiliro. Chair Vedat Gashi opened the ceremony saying, “Buona sera and welcome to the Board’s annual observance of Italian-American Heritage Month, when we pay tribute to the many contributions of Italians in Westchester County, and beyond. From Dante to DaVinci, Italians have enriched our world with icons of art, music, literature and thought. And Italian-Americans from Frank Sinatra to Enrico Fermi have had a tremendous impact on American culture and society.” “Tonight we are honored to recognize two remarkable Italian-Americans who are widely known for the value and accomplishments they have brought to their respective communities – longtime educator Joseph Liberti of Mamaroneck, and North Castle Supervisor Michael Schiliro.” Legislator Catherine F. Parker presented the first proclamation saying, “The Italians who came to Westchester found a better life and went on to raise families that learned about the greatness of their new land and the importance of our democratic government to ensure freedom. Tonight, we honor one such man who took that lesson to heart, and then shared it with thousands of students…Joe Liberti is an extraordinary teacher, who has impacted the lives of each of his government and history students by instilling in them the value that participation in the democratic

process matters. He has done this through a range of innovative programs and activities at Mamaroneck High School. We want to acknowledge Joe Liberti for sparking their interest in local government, for making civics cool again, and for being the kind of teacher we would all wish for students in our communities.” Joseph Liberti said, “As the son of a proud Italian-American, Dr. Paul A. Liberti, who believed in serving his community and giving back to this great country, I’m excited and humbled to be recognized for my focus on youth civic engagement during Italian-American Heritage Month. The civic contributions of Italian-Americans over the past century have made Westchester a better place for all New Yorkers.” Mr. Liberti is also a constituent of State Senator Shelley Mayer, who attended the ceremony to join in congratulating Mr. Liberti’s efforts on behalf of the students in her district. The Board declared Oct. 6, 2023 “Joseph Liberti Day” in Westchester County. Minority Leader Margaret Cunzio presented the second proclamation saying, “Michael Schiliro is a true public servant who does not hesitate to recognize all the good that others do. This is an opportunity to recognize his contributions to his community and his Italian-American heritage. His dedication is exemplified by his commitment to volunteerism and tireless efforts on behalf of the residents of North Castle. I am proud to honor Supervisor Schiliro with this award.” Supervisor Schiliro accepted the award with gratitude saying, “Being recognized by the Westchester County Board of Legislators during Italian-American Heritage Month is one of the true honors of my life. Being raised in an Italian household, and having first generation Italian grandparents, we were raised on family values and giving back to your community. And most importantly, being decent in that effort. I’ve always felt so lucky that my upbringing included so many elements and facets of my Italian heritage. My parents, grandparents, and aunts and uncles all taught by example, and not by lectures. Upon my visits to Italy with my family, it all came full circle and made sense. I am extremely honored with this recognition.” The Board declared Oct. 4, 2023 “Michael Schiliro Day” in Westchester County.

Gilda’s Club holds cancer screening info session Women are invited to learn about the importance of cancer screening, prevention and early detection at a free event on Thursday, Oct. 19 from 5:30 to 7 p.m. at Gilda’s Club Westchester, 80 Maple Ave., White Plains. Information will be provided in both English and in Spanish, and will detail various types of cancer screening, outline cancer prevention methods, and highlight various community resources. Referrals for free cancer screenings will be provided by a clinical navigator from White Plains Hospital Center for Cancer Care for uninsured and underinsured women. A light dinner will also be served. Health Commissioner Dr.

Sherlita Amler said: “Cancer screening can find cancer at an early stage, before symptoms even appear. If cancer or an abnormal tissue are found early, it can be significantly easier to treat or cure. In October 1977, Dr. Farkouh met with Co-Founder and then CEO, Carole J. Morris, on bringing innovative dimensions to health care for the community. Their meeting resulted in the creation of Westchester Community Health Center’s Adolescent Health Care Dept. as well as Endocrinology and Metabolism Specialties. Dr. Farkouh received her medical degree from the University of Alexandria Faculty of Medicine, completed a year of clinical cancer research at Memorial Sloan Kettering Cancer Center, and three years of fellowship in Endocrinology and Metabolism at Columbia-Presbyterian Medical Center. THE REVIEW • October 13, 2023 • 11 NOTICE OF SPECIAL DISTRICT MEETING OF HARRISON CENTRAL SCHOOL DISTRICT, IN THE COUNTY OF WESTCHESTER, NEW YORK NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of Harrison Central School District, in the County of Westchester, New York, adopted on September 13, 2023, a Special District Meeting of the qualified voters of said School District will be held on Thursday, November 16, 2023 from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) for the purpose of the voting on the following Bond Proposition: BOND PROPOSITION RESOLVED: (a) That the Board of Education of the Harrison Central School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct improvements and alterations to District school buildings and sites (the “Project”), substantially as described in a plan ( the “Plan”), dated August 30, 2023, prepared with the assistance of H2M architects + engineers and School Construction Consultants, which Plan is on file and available for public inspection at the office of the District Clerk, consisting (as and where necessary) of the construction of building additions to provide additional classroom, library, resource, kitchen/cafeteria, professional development/meeting, STEM and physical fitness space; interior reconstruction and space reconfiguration; safety and security improvements, including cameras, door access infrastructure and vestibule enhancements; window replacements; ADA upgrades, including elevator and lift installations; mechanical and plumbing improvements; recreational and athletic improvements, including construction of baseball, soccer and recreation fields and relocation of playground and basketball courts; and parking and sidewalk improvements; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related demolition, site and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated maximum cost of $79,530,000; provided that the detailed costs of the components of the Project as set forth in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District; (b) that a tax is hereby voted in the amount of not to exceed $79,530,000 to finance such cost, such tax to be levied by and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $79,530,000, and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable; and (c) that not to exceed $5,000,000 available or to be available from the District’s “2023 Capital Reserve Fund,” heretofore established following voter approval on May 16, 2023, is hereby authorized to be expended to pay for a portion of such cost, and any of such amounts so expended shall offset and reduce a like amount of the taxes herein authorized. Winning through defeat I’ve said it before in this space, but it bears repeating; sometimes, suffering a loss isn’t the worst thing that can happen to a team. On Saturday, Oct. 7, Eastchester’s boys soccer team—who came into the weekend sporting a perfect 11-0 record—fell to league foe Rye, dashing its hopes at an undefeated season just before the final week of the regular season. But in the grand scheme of things, can a loss like this actually benefit the Eagles? In my humble opinion, it sure can. While it might be nice to head into the postseason with a “0” in the loss column, while that may be a badge of honor that can

reflect a team’s stellar play and be a source of wellearned confidence, that perfect record can also be a double-edged sword. It can also be an albatross, added pressure for even the best teams. But more than that, teams learn something about themselves in defeat. Just taking Eastchester recent loss to Rye into account, a loss doesn’t have to reveal some glaring weakness, an obvious glaring hole that had heretofore gone unseen. It can be as simple as being put in a position you hadn’t previously been in and finding out exactly what it takes to excel in those situations. Simply put, a well-timed loss before the playoffs start can be just the kind of kick in the pants that very good teams may need to

become great. There aren’t a ton of undefeated teams left across the Section 1 landscape, regardless of sport. Most locally, we have Mamaroneck’s field hockey team, sporting an 11-0-1 record heading into the playoffs. But that one—coming against Horace Greeley early in the season—represents a notable moment for the Tigers. After that scoreless tie on Sept. 9, the Tigers have run roughshod through Section 1 and beyond, outscoring opponents 48-0. Maybe it was the wakeup call they needed to kick things into another gear. So let’s not dwell on these losses that happen right before that postseason period where a defeat will end a season. It’s still time for these teams—at

least for the next week or so—to continue to grow and find out exactly who they are.

And if takes a regular season loss to fuel a postseason run? That’s a tradeoff any

New Rochelle turned in one of its finest performances of the year on Friday afternoon, downing visiting Mamaroneck 7-0 in a league game. For the Huguenots, Friday’s showing could be a sign that the team is rounding into form as the playoffs approach, while for the Tigers, it could come as a wakeup call as the team prepares to play out the home stretch of the regular season. Although the Tigers were able to generate some offensive chances—particularly towards the end of the first half—this one was all Hu-

guenots from the outset as they jumped out to an early lead and never looked back. Mamaroneck had no answer for New Rochelle’s Alex Rivera, who finished with two goals and two assists on the day. Rivera wasn’t the only Huguenot to score multiple goals, however, as both Jordan Weiner and Julia Dinkin also found the net twice in the win. Hope Ziogas rounded out the scoring for the Huguenots with one goal, while sister Grace Ziogas contributed an assist in the winning effort. Five of the Huguenots goals came in the second half. The win could not have come at a better time for the Huguenots, either. At 4-5 on the year, New Rochelle finds itself firmly in the middle of the pack in terms of the Class AAA playoff picture, and the 7-0 victory marked the teams first triumph in the month of October. But the team’s sub-.500 record belies its ability to hang with tough teams. On Oct. 2 and 4, New Rochelle lost a pair of one-goal games to Class AA power Harrison and No. 2 seeded Class AAA team Scarsdale.

In fact, barring the team’s season-opening loss to North Rockland on Sept. 1, each Huguenot loss has come by just one goal. The Tigers, on the other

hand, have struggled down the stretch somewhat, coming into this week having dropped three of their last four games. The have a tough rematch

on the horizon when they take on Harrison (10-3) on Oct 14. New Rochelle will close out the regular season with a few tough matchups, taking
