HEATING UP! County to help abuse victims with mental health needs

In a first-of-its-kind program in New York State, the Westchester County Departments of Community Mental Health (DCMH) and Social Services (DSS) are joining together to help adults at risk of neglect and abuse, who are also suffering with mental health needs. The departments will begin to jointly respond to calls for assistance for adults who are neglected or abused, and also potentially living with serious behavioral health issues. While DCMH and DSS work under separate state divisions, Westchester County has found that a joint response to the most serious cases produces more effective results for people in need. The staff person began in the position on Monday, July 24.

County Parks user survey feedback shared

Westchester County Parks rolled out its park-user survey late last year, and the results are in: 92% of park visitors find value and positive benefits in the Westchester County Parks system! Earlier today, details of the survey were shared at Muscoot Farm’s groundbreaking for its upcoming site work and unveiling of its restored Main House.

The Westchester County Parks user survey, which is typically deployed every 10 years, invites users to share their feedback on facilities and how they envision the future of the Westchester County Parks system.

Findings included increased park usage across the board when compared to the last survey; as well as visitors’ desires to improve physical health and fitness, mental health and reduce stress, and users are satisfied with the overall value of the Westchester County Parks system.

Westchester County Executive

George Latimer said: “The Westchester County Parks system is for our residents, so it is important to hear their feedback and implement it into our plans. According to the survey, Muscoot Farm is one of our most popular parks and investing into its future with the restoration of the house and site improvements, will ensure this generation and generations to come can continue to enjoy the farm and all it has to offer.”

The Muscoot Farm Main House restoration was a $3.6 million capital project that included interior and exterior repairs to the building including roof replacement and repair with all leaks addressed, siding and trim replacement and new gutter system, concrete slab and brick patio repair and replacement, refurbished and replaced doors, interior and exterior painting, interior structural and cosmetic finishes with new plastering in addition to refurbishing the hardwood walnut floors.

The Main House is utilized for various events including art shows and with the restoration could include weddings.

The additional $10.2 million site improvement capital project will begin this summer and will include new restrooms and wastewater treatment system; reconstructing of gravel and brick walkways; resurfacing and reconfiguring of roads, parking lot and entrance; reconstruction of fences, and repairing drainage.

Westchester County Department of Parks, Recreation and Conservation Commissioner Kathy O’Connor said: “The capital projects at Muscoot Farm are important in maintaining the integrity of not only the park but the park system itself. According to survey feedback, a large portion of our visitors agree that our parks make Westchester a more desirable place to live, and we will continue maintaining and restoring our facilities to ensure that Westchester remains a desirable location.”

Westchester County Executive George Latimer said: “I am proud that in Westchester County, we have developed a model that collaboratively addresses what has become a real need in our communities. We have found that often times, someone who may be trapped in an abusive situation could also be suffering from a serious mental health need. Handling these types of cases requires a very specific response, beginning with de-escalating an immediate crisis, and then connecting an individual to the appropriate services.”

Developed by Westchester County employees including DCMH Deputy Commissioner Joseph A. Glazer, and DSS leadership staff, the model combines the skill and function of two separate entities into one cross-systems response. DSS’ Adult Protective Services (APS) provides assistance and services to adults who are vulnerable, and at risk of neglect or abuse.

DCMH’s Single Point of Access (SPOA) is responsible for connecting individuals with serious mental health diagnoses to the appropriate services.

In 2021, DCMH and DSS began assessing and co-responding to situations where there exists a likelihood that both may be responsible for providing intervention, services and connective supports to vulnerable people in the community. Moving

forward, a staff person from SPOA will be embedded with the staff in APS, working together to find better solutions and coordinated services for those most at risk.

DCMH Commissioner Michael Orth said: “As a County and as a department, we know we can do more when we work collaboratively. This is one example of our ability to pool the resources we have to better serve the people in our collective mission.”

DSS Commissioner Leonard Townes said: “This kind of interdepartmental collaboration allows us to better address the needs of some of Westchester most vulnerable people with a faster and more focused response. It also shows the kind of initiative and ingenuity we have in our staff at DSS and DCMH, who are thinking outside the box to find better and more efficient ways to help Country residents. I want to thank Deputy Commissioner Glazer and DSS APS Manager Kym Megna for going above and beyond to develop this program.”

DCMH Deputy Commissioner Joseph A. Glazer said: “This new model was born of necessity. During and after the COVID lockdown, as the number of overlapping calls between SPOA and APS grew, we decided to put our heads together and figure out the best ways to collaborate. This new model, where a DCMH employee will be embedded right in APS, will better serve some of the most vulnerable people in our county. I applaud our partners in DSS for helping make this work.”

The APS/SPOA co-response model will provide the following:

• More timely, thorough and complete response

• More efficient use of resources

• The potential to reduce the growing number of Court-ordered Legal Guardianships currently being filed by Westchester County, a costly and difficult way to put someone in charge of another person’s right to make their own decisions.

Rye Ridge announces lease renewal of SoulCycle

The Rye Ridge Shopping Center, Plaza and South is excited to announce that they have reached an agreement with SoulCycle to extend their term. Westchester pools, beaches open extra hour

With the “feels like” temperature expected to be over 100 degrees for the next few days, Westchester County Parks’ pools and beaches will stay open one hour longer, from Thursday, July 27 through Saturday, July 29, due to the heatwave.

Saxon Woods in White Plains, Sprain Ridge in Yonkers, The Brook at Tibbetts in Yonkers and Willson’s Waves in Mount Vernon, as well as Croton Point Beach in Croton-on-Hudson and Glen Island Beach in New Rochelle, will remain open until 7:30 p.m. with no admittance after 7 p.m.

The extra hour is weather-permitting, as storms are expected intermittently over the next few days.

Westchester County Executive George Latimer said: “It is important to stay cool during a heatwave and Westchester County’s pools and beaches provide the opportunity for folks to seek relief from the heat and high temperatures by going for a longer swim.”

Westchester County Department of Parks, Recreation and Conservation Commissioner Kathy O’Connor said: “By offering extended pool and beach hours, visitors will have more time to cool off in the water and beat the heat.”

Rye resident joins Burke Rehab as chief development officer

Burke Rehabilitation announced Nancy Curtis Patota will serve as its newhief development and marketing officer. Patota is an accomplished senior development professional with leadership experience in the nonprofit, higher education, retail, marketing and human services sectors.

Westchester Diverse Abilities Job Fair returns, bigger than ever

Underscoring the County’s dedication to combating the nationwide high unemployment rate among people with disabilities, Westchester County Executive George Latimer welcomed job seekers to the Summer 2023 Diverse Abilities Job Fair on Tuesday, July 18. Due to the success of previous Diverse Abilities Job Fairs, the event was moved to the Westchester County Center to accommodate the demand from both job seekers and employers/resource providers.

The day-long hiring event began with an Open House that brought together representatives from approximately 50 employers and resource providers. Pre-registered candidates with disabilities were able to request accommodations needed and schedule individual interviews with employers in the afternoon.

Latimer said: “Westchester County remains dedicated to supporting all of our residents and cultivating a diverse and inclusive workforce. We have seen tremendous interest from both job seekers and employers to participate in the Diverse Abilities Job Fair, and we were thrilled to have to move the event to a larger location to support that demand.”

Westchester County Office of People with Disabilities Director Evan Latainer said: “Since its inception, the Diverse Abilities Job Fair has provided job seekers an opportunity to showcase their unique skills and meet with employers and resource providers that are dedicated to inclusivity. It was a great day and we look forward to hosting more Job Fairs in the future.”

Harrison Central School District today announced a free and reduced price meal (Free Milk) policy for area school children. Local school officials have adopted the following family eligibility criteria to assist them in determining eligibility:

*Students in New York State that are approved for reduced price meals will receive breakfast and lunch meals and snacks served through the Afterschool Snack Program at no charge.

SNAP/TANF/FDPIR Households: Households that currently include children who receive the Supplemental Nutrition Assistance Program (SNAP) but who are not found during the Direct Certification Matching Process (DCMP), or households that currently receive Temporary Assistance to Needy Families (TANF), or the Food Distribution Program on Indian Reservations (FDPIR) must complete an Application for Free and Reduced Price School Meals/Milk,listing the child’s name, a valid SNAP, TANF, or FDPIR case number and the signature of an adult household member. Eligibility for free meal benefits based on participation in SNAP, TANF or FDPIR is extended to all children in the household. If the household is not sure if their children have been directly certified, the household should contact the school.

Other Source Categorical Eligibility: When known to the School Food Authority, households will be notified of any child’s eligibility for free meals based on the individual child’s designation as Other Source Categorically Eligible, as defined by law. Children are determined Other Source Categorically Eligible if they are Homeless, Migrant, Runaway, a foster child, or Enrolled in Head Start or an eligible pre-kindergarten program.

Foster children that are under the legal responsibility of a foster care agency or court, are eligible for free meals. Any foster child in the household is eligible for free meals regardless of income. A separate application for a foster child is no longer necessary. Foster children may also be included as a member of the foster family if the foster family chooses to also apply for benefits for other children. Including children in foster care as household members may help other children in the household qualify for benefits. If non-foster children in a foster family are not eligible for free or reduced price meal benefits, an eligible foster child will still receive free benefits

If children or households receive benefits under Assistance Programs or Other Source Categorically Eligible Programs and are not listed on the notice of eligibility and are not notified by the School Food Authority of their free meal benefits, the parent or guardian should contact the school or should submit an income application.

Other Households: Households with income the same or below the amounts listed above for family size may be eligible for and are urged to apply for free and/or reduced price meals (or free milk). They may do so by completing the Application for Free and Reduced Price School Meals/Milk sent home with the letter to parents. One application for all children in the household should be submitted. Additional copies are available at the principal’s office in each school. Households notified of their children’s eligibility must contact the School Food Authority if they choose to decline the free meal benefits. Households may apply for benefits at any time throughout the school year. Children of parents or guardians who become unemployed or experience a financial hardship mid-year may become eligible for free and reduced price meals or free milk at any point during the school year.

Children in households receiving Women, Infants and Children (WIC) benefits may be eligible for free or reduced price meals through the application process.

For up to 30 operating days into the new school year (or until a new eligibility determination is made, whichever comes first) an individual child’s free or reduced price eligibility status from the previous year will continue within the same School Food Authority. When the carryover period ends, unless the household is notified that their children are directly certified or the household submits an application that is approved, the children’s meals must be claimed at the paid rate. Though encouraged to do so, the School Food Authority is not required to send a reminder or a notice of expired eligibility.

The information provided on the application will be confidential and will be used for determining eligibility. The names and eligibility status of participants may also be used for the allocation of funds to federal education programs such as Title and National Assessment of Educational Progress (NAEP), State health or State education programs, provided the State agency or local education agency administers the programs, and for federal, State or local means-tested nutrition programs with eligibility standards comparable to the NSLP. Eligibility information may also be released to programs authorized under the National School Lunch Act (NSLA) or the Child Nutrition Act (CNA). The release of information to any program or entity not specifically authorized by the NSLA will require a written consent statement from the parent or guardian.

The School Food Authority does, however, have the right to verify at any time during the school year the information on the application. If a parent does not give the school this information, the child/children will no longer be able to receive free or reduced price meals (free milk). Under the provisions of the policy, the designated official will review applications and determine eligibility. If a parent is dissatisfied with the ruling of the designated official, he/she may make a request either orally or in writing for a hearing to appeal the decision. Dr. Louis N. Wool, Superintendent of Schools and Timothy Whipple, Asst. Supt. for Business, whose address is 50 Union Avenue, Harrison, NY 10528 have been designated as the Hearing Officials. Hearing procedures are outlined in the policy. However, prior to initiating the hearing procedure, the parent or School Food Authority may request a conference to provide an opportunity for the parent and official to discuss the situation, present information, and obtain an explanation of the data submitted in the application or the decisions rendered. The request for a conference shall not in any way prejudice or diminish the right to a fair hearing.

Only complete applications can be approved. This includes complete and accurate information regarding: the SNAP, TANF, or FDPIR case number; the names of all household members; on an income application, the last four digits of the social security number of the person who signs the form or an indication that the adult does not have one, and the amount and source of income received by each household member. In addition, the parent or guardian must sign the application form, certifying the information is true and correct.

In the operation of child feeding programs, no child will be discriminated against because of race, sex, color, national origin, age, disability or limited English proficiency.

such disappointing, listless, mediocre campaigns. And it’s honestly kind of fun.

Call me crazy, but as far as Subway Series go, the one between the Yankees and Mets this week is absolutely fascinating from where I stand.

Don’t get me wrong; then way baseball is structured now, interleague play, even between geographic rivals, has overwhelmingly lost any luster it may have had. With National and American League teams squaring off each night, the novelty of the it has worn off as it’s simply become ‘part of the game.’

But watching these two floundering New York franchises squaring off right before the trade deadline?

If interleague play isn’t rare, what IS rare is to see the Mets and Yankees facing each other while both teams are suffering through

With the Mets under .500 and Yankees sitting in the cellar of the competitive AL East coming into this two-game mid-week set, the only buzz around this series has been if one team can use the rivalry games to turn things around and go on a win streak before the August trade deadline.

Which is in stark contrast to some of the thrilling series I remember.

Clemens vs. Piazza, Luis Castillo’s dropped pop-up . . . there have been several great moments in this regular season rivalry, but it doesn’t seem like anything that will happen this week will ever be remembered quite as fondly.

Sure, Pete Alonso seemed to break out of his lengthy slump on Tuesday night with a pair of homers, but is that going to be the

catalyst for an offensive resurgence that powers the Mets into the postseason?

Still kind of a long shot. But the storylines for me—as a Red Sox fan—like Domingo German’s wildly enigmatic season, are still reason enough to tune in, as much

for the schadenfreude as for the baseball.

But hey, my Sox are locked in a struggle with the Yanks for the bottom spot in the division, so why shouldn’t I have some fun— while I can—chortling at the Bombers’ misfortune? They

say misery loves company, and I think that probably goes double when your company is the Evil Empire.

As for the Mets, we’ll see how it goes; they’ve put themselves in a deep hole and even some big wins against the Yanks

might not be enough to spark this club.

And if it’s not? Shouldn’t matter much to most fans.

After all, football season is right around the corner.

This week’s two-game set between the Yankees and Mets has done little to capture the attention of sports fans, says Mike Smith. That has less to do with the over saturation of interleague games and more to do with the fact that both teams are struggling.

Lakeland Summer League a hit with local teams

On Sunday, July 23, the Rye boys soccer team found a new gear in Shrub Oak, topping White Plains 3-0 in a first-round playoff game in the Lakeland Summer League. And while summer wins and losses may not matter much in the grand scheme of varsity competition, the experience players can gain from participating in the long-running Lakeland Summer League continues to be a vital factor in readying teams for the fall season.

Now in its 16th year of operation, the league features 16 teams representing Section 1 programs participating in an eight-game campaign complete with a postseason tournament. Local clubs, including Rye, Harrison and Eastchester, have all availed themselves of the opportunity and now find themselves in the final stretches of a worthwhile summer program.

For teams like Rye—those faced with the task of replacing a number of key players—the summer league can prove especially impactful as it gives players a chance to showcase their skills while developing chemistry with their teammates.

“We have a lot of new faces, a lot of seniors who graduated, so we’ve been integrating a lot of new players and giving players

an opportunity to develop,” said Rye head coach Jared Small. “This is a good level of competition and it gives us an opportunity to learn every game.”

Small noted that he’s seen a marked improvement from the team’s first game in June and that Sunday night’s display against White Plains—

one which saw them control the action from the outset—is a positive sign as the season nears.

“We had a really good sense of purpose and unity today, and this was probably our best performance of the summer,” said Small. “I said that after our last game as well, so each game we are

getting better which is a nice thing to see from my perspective.”

With the win, the Garnets will advance to Friday’s quarterfinal round. On Tuesday night, after press time, Harrison—which finished the regular season with a record of 3-3-2—will play Mahopac (4-4) for the right to advance to the quarterfinals as well. Eastchester—at 5-2-1—will play RC Ketcham (2-5-1). But no matter who lays claim to the Summer League title, said Small, each team in attendance has been able to make some headway prior to the start of the fall season.

“It’s great, especially from a mental perspective,” said Small. “The matches seem to matter a little bit more in the playoffs and we’re getting to the end of this phase of the year and beginning to realize that we’re only four weeks away from the regular season.”
